vital
role
in
ensuring
our
residents
are
safe
in
the
city,
their
neighborhoods,
their
homes

Haven

Riverside

The
rural
South
have
a
population
that
exceeds
that
of
Kingston
as
the
and
as
those
communities
continue
to
grow
and
evolve.
So
too
should
its
Police
Service
officers
and
staff
who
work
around
the
clock
to
ensure
the
Ops
can
carry
out
its
Mission
deserve
facilities
that
are
up
to
date
and
that
meet
that
the
needs
of
modern
policing.

nearby
community

ensuring

growing
Southern

that

connecting
residents
with

there

disruptive

our

young
people
are

seeing
and
what
they're
experiencing

what
they
have
experienced,
that
there's
more
supports
needed
and

also
not
just
in
the
club
but
outside
of
the
club.
So
programs,
like
our
programming,
you
know,
supporting
we
supported
families
through
the
direct
yo
storm
and
and
our
hamper
programs
are
just
examples
of
some
of
the
community
external
Outreach
that
we've
done
through
our
neighborhood
ambassador
program.

We've
been
able
to
access
multiple
communities
and
just
provide
more
opportunities
as
well.
So
you
know
it's
the
need
is,
is
definitely
growing
and
that's
all
centered
around
you
know
creating
more
safe,
safer
spaces
for
our
staff,
for
our
members
and
for
for
the
the
BGC
community
and
as
a
whole.
So
it's
definitely
it's
been
a
fantastic
year,
but
it
was
also
a
very
challenging
one.

just
a
couple
program
highlights
you
know
we
had
a
whole
piece,
one
of
my
favorite
Parts.
Is
we
developed
a
diversity
library
for
our
members
and
just
really
had
the
opportunity
to
really
share.

We,
we
definitely
have
celebrated
some
culturally
related
programs
which
which
were
fantastic,
and
then
we
also
participated
in
our
regular
program.
So
you
know
everything
from
art
and
physical
activity
and
academics
and
Leadership.
We
had
summer
day
camps
which
were
free
of
charge,
and
we
also
had
our
overnight
summer
camp
as
well,
which
was
was
running
at
the
same
time.
So
a
really
fantastic
year
filled
with
lots
of
great
amazing
memories
and,
and
certainly
one
to
it,
feels
really
good.

a
CEO
of
the
club
as
a
as
a
youth
I
was
a
member
of
the
club
and
grew
up
going
to
the
club
and
now
to
to
be
back
in
our
spaces.
The
way
that
we
want
to
be
is
really
fantastic,
so
you

we're
very,
very
appreciative
to
be
back
in
our
spaces
and
also
to
be
providing
this
service
to
the
community,
and
on
that
this
is
our
four
program
pillars
for
those
who
are
unaware
of
what
the
program
is.
Most
of
you

actually
been
to
a
club.

Some

you
have
been,
you
know,
really
involved
with
the
club
in
the
past,
and
so
very
appreciative
of
that,
and
thank

for

all
of
your
leadership.

doing
so,

are
pillars
in
which
we
run
our
programs,

most
of
our
programs
fit
into
these
four
pillars.

just

back
to
the

youth
interactions
and
our
community
services
space.
So
we
do
have
the
neighborhood
ambassador
program,
which
is
a
partnership
with
Ottawa
Public
Health,
the
ins
team,
BGC
Ottawa,

you
know
we
had
18
000
interactions
in
2022.
That
number
has
grown
exponentially
in
2023.
I
can
share
that.

We
also
support
the
provincial
youth
Outreach
worker
program,
which
again
has
you
know
if
you're
looking
at
those
numbers,
we're
making
some
pretty
amazing
referrals
into
other
Charities
and
non-profits
in
our
community,
but
also
providing
opportunities
for
outreach
and
and
really
supporting
events
that
other
Community
Partners
are
accessing
and
also
the
families
that
that
are
supported
through
those
and
finally,
our
youth
diversion
program.

Where
you
know
the
goal
there
is
is
to
you
know:
have
someone
go
through
that
program
so
that
they're
they
don't
they're,
not
involved
in
the
justice
system
and
they
they're
able
to
go
without
having
criminal
charge?
We
had
112
interactions
last
year,
our
in
2022.

that
program,
which,

obviously
is
a
positive
for
us.

participated
in
the
pride
parade
for
the
first
time
in
our
almost
100
Year
history.

year
this
year
the
PGC
Ottawa
is
100
years
in
our
community,
and
so
that
was
a
moment
for
sure
for
our
team
to
celebrate
and
and
and
you
know
just
to
have
that
opportunity
to
be
part
of
that
was

quite
overwhelming
for
myself,
but
also
for
the
entire
team,
so
really
happy
that
we
were
able
to
do
that
and

really
just
spent
a
lot
of
time
looking
at
our
programs
and
our
spaces
and
making
sure
that
you

reflective
of
the
values
that
we
want

carry
into
our

high
schools,
the
students

grade
10,
are
given
a
project
where
they
can
donate.
They
can
choose
a
charity
and
everyone
in
grade
10,
Civics

careers,
chooses

charity,
presents
it
to
the
school
and
they
compete,
and
then
the
charity
that
wins
gets
five
thousand
dollars.
Last
year
at
West
Carleton
it
was
Boys
and
Girls
Club
that
that
wanted
and
the
student
that
presented.

right
to
the
Boys
and
Girls
Clubs,
and
she
started
talking
to
some
of
the
staff
that
were
working
there
and
just
like
you.
So
many
of
them
had
been
a
kid
at
the
Boys
and
Girls
Clubs
and
it
was.

fascinating
to
see
her
presentation.

was
different
from
the
others,
but
just
how
many
people
continue
to
be
involved
with
boys
and
girls
club.

Council

did

tour

number

with

large
contingent
of
audible
movies
at
the
hospital
on
Friday,

publicity
request

the
Newton

themes

more
awareness

training

things

disabilities

intersectionality,

groups

plan

us
aboard
on
October
6th
once
presented,
we
will
be
engaging
in
further
states

the
consultation

plan

priorities

resonate

that
today

put
new
tasks
to
import
emotions

directory
and
timetable,

recommended
the
directions
hold
with
the
tax
increase
of
2.5
percent.
We
know
that
this
will
have
an
impact
in
future
years,
but
we
also
respect
the
direction
that
that
every
every
city,
maybe
every
three
body,
is
working
at.

policing
a
capital
city
are

that
we're
beginning
to
be
aware
of,
and

that
we
have

our
members

police
professionals

Services
across
Canada
who
attended
the
National,
Police
and
Peace
Officers
Memorial
this
past
weekend
and
as
well,
chair

vice
chair
factorani.
Thank

for
attending
as
well
to
pay
to
pay
your
respects.

Has
been
particularly
challenging
for
everyone
after
the
tragic
loss
of
so
many
officers,
and
it
got
even
more
challenging
last
Friday
Constable
Rick
O'brien
from
the
RCMP
was
killed
in
the
line
of
duty
in
Coquitlam
BC,
while
executing
a
search
warrant.
Two
other
officers
were
also
injured.
Of
note,
Constable
O'brien
was
from
Ottawa.
My
thoughts
are
with
his
family
and
my
former
colleagues
in
BC
at
Sunday's
event,
we
honored
the
memories
of
11
officers
that
have
died
in
the
line
of
duty
since
last
September.
That's
a
lot
of
names
to
reflect
on
within
the
year.

I
want
to
provide
you
with
a
brief
update
on
the
shooting
at
the
wedding
that
saw
six
injured
and
two
killed.
We
continue
to
investigate
all
the
leads
as
they
come
in.
However,
we
are
struggling
with
a
lack
of
cooperation
from
some
of
the
attendees
and
those
that
were
present.
We
urge
anyone
with
information
to
help
us
solve
this
case
to
come
forward
to
investigators.

In
the
last
week,
police
responded
to
four
separate
shootings
in
our
city
within
a
24-hour
period.
In
one
incident
on
Ramsey
Crescent
we
identified
and
arrested
the
shooter,
and
our
guns
and
gangs
unit
is
continuing
its
investigation
into
a
second
incident
in
the
same
area.

In
all
of
these
shootings,
no
one
was
injured
and
we
are
thankful
for
that,
but
we
need
to
identify
those
responsible,
so
we
can
remove
those
weapons
from
our
streets.

shooting
over
this
past
weekend
on
Bank
Street
is
also
being
investigated.
The
victim
isn't
hospital
with
non-life-threatening
injuries.

We
are
heavily
involved
in
the
development
of
the
2024
draft
budget.
Deputy
chief
Bell
will
speak
more
to
that
during
the
board
meeting.
Amongst
our
priorities.
Stabilizing
our
staffing
at
the
service
is
a
priority.
Our
proposed
three-year
hiring
plan
is
a
Cornerstone
of
the
strategy
that
forecasts
a
total
of
435
sworn
members
and
120
civilians
to
be
hired.
Of
course.
Not.
All
of
this
is
growth
and
accounts
for
attrition
as
well.
Well,
the
budget
does
remain
in
development.

know
that
we
will
still
be
looking
for
efficiency
opportunities
as
we
do
every
year
for
2024,
we
have
set
an
efficiencies
Target
of
2.7
million
dollars
to
look
at
how
we
can
do
things.
Do
things
more
efficiently

effectively
one
of
the
top
priorities
identified
by
residents,
Community
groups
and
counselors
during
our
summer
consultation
process
was
the
desire
to
see
our
officers
more
consistently
engaged
within
their
specific
communities
and
an
ability
for
the
police
to
address
the
specific
issues
and
needs
in
the
various
Awards
across
the
city.

Each
ward
has
different
issues
where
different
strategies
need
to
be
applied
by
establishing
four
districts:
East-West
South
and
Central.
With
a
strong
communication
plan.
This
will
enhance
the
level
of
service
to
the
24
Awards
Acting
Superintendent
Kevin
Maloney
has
been
assigned
assigned
to
lead
this
project
and
we
expect
to
provide
you
with
ongoing
updates
as
it
progresses.
This
is
a
major
change
for
us
and
it
will
take
time
and
its
success
does
rely
on
input
from
our
board
mayor
and
Council,
our
members
and
the
community.

Last
week,
Ukrainian
president
zielinski
visited
our
nation's
capital.
We
became
aware
of
this
visit
in
late
August,
which
is
very
little
time
to
plan
and
organize
an
event
of
this
magnitude.
We
worked
very
closely
with
the
RCMP
and
stood
up
a
centralized
command
Hub
at
the
national
capital
region,
Command
Center.
We
secured
the
assistance
of
other
police
agencies,
of
which
I'm
grateful
for
their
cooperation.

Last
week,
the
one
million
person
March
also
occurred
that
added
to
our
work,
initially
a
thousand
people
both
in
favor
and
some
opposed
to
the
March
arrived
at
Wellington.
We
had
our
police
liaison
team
and
our
policing
Partners
separate
the
two
groups
to
ensure
safety
that
number
quickly
swelled
to
over
3000
people.
Within
the
hour,
three
arrests
were
made,
two
hate
related
offenses
and
one
for
cause
of
disturbance.

Other
events
in
August
and
September
required
our
attention
from
various
pride
month,
events
to
Rolling
Thunder
to
the
Army
run
to
our
own
police
memorial.
Yesterday,
the
team
delivered
and
I'll
leave
it
at
that,
but
planning
for
major
events
continues
and
I
want
to
provide
you
with
a
quick
update
on
what
we're
doing
to
ensure
a
safe
Panda
game.
On
October
1st,
our
police
liaison
teen
and
neighborhood
resource
team
officers
have
been
going
door-to-door
in
impacting
neighborhoods
to
speak
with
residents
and
advise
them
on
how
to
get
in
touch
with
us
quickly.

If
there
is
an
incident
that
requires
a
police
response.
This
includes
speaking
with
students
at
off-campus
housing
and
working
with
both
Carlton
and
Ottawa
University
officials
to
help
educate
their
student
body
to
help
provide
key
information.
We
have
developed
a
robust
and
responsive
social
media
campaign
to
ensure
that
all
participants
understand
the
responsibilities
for
the
event.
We
have
plans
in
place
to
increase
our
presence
in
key
areas
like
the
byword
market,
Sandy,
Hill
and
other
neighborhoods
surrounding
Carleton
University,
including
additional
officers
at
TD
place
on
The
Daily
event.

Impaired
driving,
we
are
seeing
a
disturbing
increase
in
the
number
of
impaired
drivers
on
our
road
within
a
one
week
period
between
September
10th
to
17th,
we
charge
24
drivers
with
impaired
relating
offenses
amongst
the
24
drivers.
One
incident
resulted
in
the
death
of
two
people
and
we
believe
alcohol
was
a
contributing
factor.

Stopped
by
our
officers
and
was
found
to
have
four
times
over
the
legal
limit
so
far
in
2023
613
drivers
have
been
charged
with
impaired
driving,
related
defenses,
which
which
will
likely
surpass
last
year's
totals
with
the
busy
holiday
season
yet
to
come.
Offenders
need
to
realize
how
dangerous
their
behavior
is
and
how
they
compromise
not
only
their
own
safety,
but
also
those
in
the
community.
The
police
will
be
out
there.

Looking
for
impaired
drivers
in
response
to
emotion,
brought
forward
by
counselor
Kipps
we'll
be
launching
a
new,
safe,
Exchange
program
at
our
three
main
police
stations,
where
people
can
exchange
money
and
legal
products
that
are
bought
online
and
parking
lots
near
our
police
stations
at
Elgin,
onmar
and
St
Joseph
Boulevard.
We
have
painted
bright
blue
parking
spots
where
people
can
safely
make
exchanges
for
goods
bought
or
sold
online,
while
police
will
not
be
directly
involved
at
these
exchanges,
it
adds
a
layer
of
security
to
these
types
of
transactions.

would
like
to
end
my
report
by
highlighting
some
exceptional
work
by
two
of
our
officers:
Constable

Tristan
Bailey
organized
an
event
called
cuts
for
kids,
which
had
the
goal
of
providing
free
haircuts
for
primarily
black
youth.
Just
in
time
for
the
new
school
year
of
note,
gospel
Imad
grew
up
in
one
of
the
tougher
neighborhoods
in
Ottawa,
and
it
was
his
goal
to
change
hearts
and
Minds
about
police
in
those
communities.

There
were
prizes
won
and
the
event
was
an
incredible
success.
I
went
there
myself,
as
did
deputy
chief
Burnett,
and
we
couldn't
believe
the
high
number
of
people
that
attended
the
event.
A
number
of
our
black
officers
were
there,
and
it
was
clear
that
a
very
positive
relationship
and
Trust
exists
between
them
and
the
youth
that
attended
the
event
in
total,
more
than
200
kids
were
were
there
to
either
get
a
new
haircut
or
to
play
in
the
basketball
tournament
and
I
really
want
to
thank
the
peaky,
Barber's
employees
and
owners
for
donating
their
time.

of
an
incident
that
occurred
in
in
Bourget
on
May
the
11th,
and
it
comes

Services

during
a
recent

no

close
to
our
home.
As

wife
and
I
were
sitting
out
back,
we
heard
five
shots
ring
out.

called
9-1-1
I
wanted
to
take
a
moment
to
say
how
thankful
and
appreciative
we
are
for
the
rapid
and
overwhelming
response
we
received
from
the
Ops
the
dispatch
agents
who
took
my
call
was
efficient,
professional,
clear
and
concise
within
moments.
There
was
an
immediate
response
from
Ops
officers
who
quickly
sectioned
off
the
area
where
the
shooting
occurred
there
were
Cruisers
and
officers
in
place
visible
in
interviewing
Witnesses,
but
also
speaking
to
the
community
members.

I
went
over
to
speak
to
an
officer
briefly
and
they
provided
me
with
information
and
we're
very
sympathetic,
understanding
and
thoughtful.
Please
let
your
officers
who
were
on
scene
today
know
their
efforts
in
client
service
were
were
greatly
appreciated
in
over
20
years
of
living.
In
this
neighborhood,
my
wife
and
I
have
never
heard
gunshots.
As
you
can
imagine,
this
was
very
unsettling.
The
response
from
your
officers
made
us
feel
safe
and
secure,
knowing
that
we
were
in
a
neighborhood,
they
were
in
the
neighborhood
on
the
job
and
making
sure
that
we
were
protected.

I'm
concerned
when
we're
hearing
about
the
resource
shortages
that
exist
among
the
police
officers,
about
the
amount
of
overtime,
not
just
from
obviously
a
financial
perspective.
We'd
rather
have
permanent
officers
there,
but
about
the
impact
on
the
officers
in
terms
of
working
the
hours
that
they
are
I
know.
That's
not
a
question
that
can
be
answered
today,
but
when
we're
talking
about
budget
and
resourcing
it
is
something
that
I'd
I'd
like
to
understand
a
little
bit
better.

what
are
the
Baseline
figures
that
are
being
used
in
order
to
to
staff
these
events
because,
like
you
know,
there's
been
so
much
with
the
protests
lately,
honestly,
you
don't
necessarily
have
to
give
an
answer
on
that
today,
but
something
that
I'd
like
to
better
understand
and
then
just
in
terms
of
the
shooting
that
happened
on
gibford
Drive
I
mean
this
is
the
biggest
mass
shooting
that
we've
had
in
I
think
over
20
years,
and
there
is
little
that's
been
reported
on
it
and
I
I,
understand
and
I
appreciate
hearing
the
update
today.

But
this
is
a
community
that
you
know
it's
not
just
you
know
we
don't
seem
to
have
any
answers
and
I
understand
that,
but
I
think
constant
communication
about
this
is
important,
given
the
magnitude
of
it,
and
you
mentioned
that
there
was
a
shooting.
You
know
in
South
Keys
this
just
this
past
Friday.

There
was
also
one
before
that:
Gifford
Drive,
shooting
I
think
it
was
like
August
3rd
or
fourth
around
that
time,
so
the
incidence
is
in
Ottawa
South
are
are
concerning,
but
in
particular
with
that
that
mass
shooting,
you
know,
I,
think
it's
important
to
update,
even
if
there's
not
any
updates
just
to
keep
the
communication
open
just
because
people
in
the
community
are
concerned,
and
that
was
a
really
significant
event.

So
just
those
two
comments,
but
also
just
thank
you
for
all
your
your
work
and
I,
don't
know
if
anybody
wants
to
respond
to
me,
but
thanks.

share
I
can
let
you
know
the
chief
popped
his
head
in
here.
He
had
he's,
got
to
take
a
call
right
now,
so
he's
asked
the
deputies
and
myself
to
cover
off
any
any
questions
that
existed
so
member
card
would
all
would
all
start
with
is
around
the
over
time.
What
I
can
tell
you
is.
We
do
have
an
Early
Intervention
Program,
because
I
share
your
concerns
about
having
officers.
I
Do
all
sorts
of
overtime
have
to
cancel
annual
leave,
have
court
time
and
pay
duties
on
top
of
that,
so
one
of
the
things
we
have
instituted
over
the
past
number
of
years
is
an
early
intervention
and
early
warning
program
that
tracks
a
lot
of
key
indicators
that
will
then
be
provided
to
leadership
and
direct
supervisors
of
members
if
they're
exceeding
certain
thresholds,
but
it
is
something
we
watch
and
I
do
agree
with
you.
The
stopping
stabilization
plan
will
help
to
offset
some
of
our
need
and
Reliance
on
overtime.

a

worked

hospital

saying

this
Constable
was

When
there
was
a
knife
attack
by
a
patient
that
they
were
bringing
in
and
then
the
comment
was,
as
our
Hospital's
operations
continue
to
evolve.

been
extremely
fortunate
to
have
this
collaborative
partnership
with
your
mental
health
unit,
and
so
I
was
just
wondering
that
comment,
your
mental
health
unit.
You
know
exactly
what
she's
referring
or
he
or
she's,
referring
to
it
says,
with
capable
constables
like
Steve,
Vanessa,
Chris
and
others.
So
I'm
wondering
if
this
is
a
standard
thing
or
specifically
something
you
know
what
that
Hospital
staff's
talking
about.

Yes,
so
that's
a
that's
a
great
question,
but
we
do
have
a
mental
health
unit
and
they
are
very
familiar
with
our
mental
health
hospitals
and
the
staffs
that
work
in
that
area.
Just
so
happen
that
particular
incident.
That
officer
was
there
and
was
able
to
to
sort
of
diffuse
that
situation.

We
got
a
lot
of
accommodations
from
that
officer's
efforts
that
day,
just
based
on
the
fact
that
it
was
a
pretty
volatile
situation
and
he
was
able
to
successfully
defuse
that,
but
we
do
have
mental
health.
We
have
a
small
mental
health
unit
and
these
officers
are
very
well
versed
with
the
medical
staff
and
de-escalating
these
types
of
events.
So
that
was
a
really
good
management
of
that
particular
incident.

manager
for
the
communications
center
and
essentially
the
operational
lead
when
it
comes
to
the
911
transition
to
next-gen
for
the
Ops
and
I
will
be
sharing
a
quick
presentation
with
you.

So
essentially,
the
reason
that
we
are
here
today
is
to
cover
a
little
bit
of
what
makes
gen
911
is
because
we
are
getting
a
lot
of
questions
from
both
the
public,
as
well
as
our
members
and
several
council
members.
So
we
felt
it
important
to
have
a
discussion
and
a
presentation
with
to
the
board
to
give
the
high
level
details
as
to
what
next
year
number
one
is
as
well
as
answer
any
potential
questions
that
you
might
have
ahead
of
future
communications.

So,
at
the
end
of
the
day,
when
we
are
talking
about
thanksgn911,
we
are
very
much
building
9-1-1
backup
due
to
the
fact
that
their
current
technology
that
we
have
is
pretty
much
at
the
end
of
its
service
life.
So
we
are
not
seeing
this
as
an
upgrade.
O
We
are
very
much
looking
at
this
as
a
a
reimagining
of
9-1-1,
and
that
is
for
all
9-1-1
centers
in
Canada,
under
about
200
to
50
of
us,
and
the
reason
that
we're
doing
this
today
and
is
that
it
was
or
is
mandated
by
the
crtc
and,
if
you're,
trying
to
visualize
what
that
means
is.
We
are
going
to
from
the
current
technology
essentially
to
a
new
voice
over
IP
and
computer-based
phones.
O
So
if
you're,
looking
at
our
911
Center,
for
example
and
you're-
wondering
what
will
that
actually
look
like
for
our
members,
it
will
be
from
going
from
a
normal
desk
phones
and
to
a
computer
space
fold.
So
this
is
only
at
the
beginning
of
next-gen
9-1-1
and
its
future
capabilities,
and
the
first
part
very
much
is
about
laying
the
first
brick
and
the
groundwork
for
the
future
capabilities
because
of
the
nature
of
the
technology.
We
are
to
expect
that
this
technology
will
continue
to
migrate
and
change
over
the
next
few
years.
O
So
this
is
in
no
way
a
project.
It
pretty
much
has
to
be
seen
as
a
program
as
we
go
forward
to
essentially
see
the
changes
going
over
the
next
few
years
from
their
current
capabilities
to
the
new
ones.
From
an
Ops
perspective,
I
can
tell
you
that
we
knew
that
this
was
coming
prior
to
this
crtc
decision
from
2017
and
start
to
engage
with
their
various
stakeholders.
O
Both
internal
to
the
city
and
I
want
to
highlight
the
fact
that
we
are
working
very
closely
with
the
governing
Authority,
which
is
the
city
of
Ottawa,
but
also
our
various
external
Partners
may
be
the
crtc,
the
associative,
Canadian,
Association
chief
of
police
and
the
various
other
stakeholders
that
we
have
within
the
community
itself.
O
So
one
of
the
big
questions
that
always
comes
up
is
what
does
that
mean
for
both
our
users,
our
citizens
and
and
the
best
way
to
look
at
it
is
that
we
will
have
initial
capabilities
and
we'll
have
future
capabilities.
O
Some
of
them
are
fairly
important
for
us
because,
as
we
look
at
the
immediate
improvements
that
we
will
see
are
very
relevant
to
our
citizens,
especially
that
we're
looking
at
your
citizens
in
CA
and
Ottawa
as
well
in
Quebec,
the
new
initial
upgrade
will
allow
for
a
better
accuracy,
which
will
mean
that
we
will
no
longer
get
compliance
and
situations
where
somebody
on
the
Quebec
side
is
being
transferred
to
Ottawa
and
vice
versa.
Because
of
the
various
limitations
of
the
current
systems.
O
That
will
also
permit
us
the
capability
of
transferring
calls
between
cities
that
are
also
a
big
challenge
that
are
often
reported.
Although
the
country
is
very
large,
technology
has
made
it
very
small
and
we
often
I
will
get
calls
from
our
local
citizens,
for
instance,
occurring
in
a
different
Province
or
even
a
different
city.
So
it
will
be
a
significant
improvement
from
the
initial
implementation
as
well
as
we
will
be
looking
at
their
roll
out
their
real-time
texting
and
we'll
be
talking
to
that.
In
a
few
minutes.

Then
we'll
continue
with
future
capabilities,
and
that
is
one
of
the
the
subject
code
that
comes
out
very
often
in
conversations
as
to
when
will
we
get
video?
When
will
we
get
texting?
When
will
we
get
pictures
coming
or
metadata
or
medical
information
that
will
come
in
the
future,
but
not
at
the
initial
rollout?
So
if
we
look
at
the
future,
it
really
is
going
to
give
us
initial
improvements,
but
we
will
see
a
lot
of
additional
capabilities
over
the
few
years.

Some
people
often
ask
when
will
The
Escape
abilities
be
made
available?
The
crtc
has
mandated
that
we
all
be
migrated
by
March
2025..
So
if
you
wonder,
when
should
you
expect
any
of
these
capabilities?
Current
schedule
shows
us
that
the
initial
capabilities
that
we
talked
about
would
be
by
March
2025
and
after
that
the
multimedia
information
will
vary
essentially
based
on
what
the
various
companies
provide
us
and
what
capabilities
we
can
actually
absorb
operationally
versus
between
our
various
dispatch.
O
Centers
I
want
to
take
a
quick
minute
to
talk
about
real-time
texting
because
there's
been
a
lot
of
Mis
information
out
there
and
it's
important
to
align
the
expectation
from
both
our
users
as
well
as
the
citizens.
When
we
talk
about
real-time
texting,
we
are
looking
at
a
capability
that
is
scheduled
to
go,
live
in
March
2025,
but
it
will
not
be
your
traditional
text
that
most
people
are
used
to
using
so
an
iMessage
and
SMS
or
an
MMS.
The
typical
messages
that
we
all
send
to
our
friends
and
family
and
co-workers.
O
Today,
the
capability
of
real-time
texting
will
only
occur
when
a
an
actual
voice
call
is
made
to
9-1-1,
and
it
will
be
more
like
the
old
TTY
machine.
So
the
hearing
impaired
communities
tool
that
they
were
using,
that
will
be
essentially
plain
text,
so
this
capability
will
now
allow
to
have
any
attachments
at
all,
so
a
call
will
be
made
to
9-1-1.

So
if
we
look
at
what's
the
city
of
Ottawa
landscape
looks
like
in
Ontario
in
mostly
in
Canada
also
the
city.
The
municipalities
themselves
are
identified
as
the
governing
authorities,
so
the
city's
own
9-1-1
and
the
Ascension
must
enter
into
an
agreement
with
whatever
entities
they
wish
to
be
able
to
operate.
9-1-1
now
in
Ottawa,
the
Ottawa
Police
operates
the
number
one
Bureau
on
behalf
of
the
city
under
service
level
agreements,
and
that
has
been
the
case
since
the
late
80s
when
911
went,
live
in
Ottawa.
O
Now
when
it
comes
specifically
to
Next
Gen
9-1-1,
we've
identified
a
a
collaborative
approach
for
all
our
city
users,
so
it
is
led
by
the
City
Public
Service
public
safety
Service
as
a
governing
Authority,
and
that
steering
committee
includes
Partnerships
between
all
three
Chiefs
and
the
three
services,
so
fire
paramedic
and
police,
as
well
as
certain
key
stakeholders
such
as
the
city,
nops,
Chief,
Information
officer,
City
procurement
and
some
City
I.T
from
a
responsibility
perspective
because
of
the
Ministry
of
Health
The
Paramedic
Services,
migration
is
managed
by
the
Ministry
of
Health
Ottawa.
O
Police
is
a
my
managing
its
migration
via
Our
IT
services
and
the
several
years
ago,
the
police
and
fire
chief
entered
to
agreement
to
provide
the
service
to
Ottawa
fire,
so
they
would
be
able
to
onboard
to
the
Ottawa
Police
and
build
on
some
of
our
current
Partnerships
that
we
already
have
existing,
provides
us
with
increased
capabilities,
lower
costs,
better
efficiencies-
and
this
was
seen
and
agreed
upon
by
the
various
Chief
and
essentially
brings
us
to
where
we
are
today
so
question
that
comes
up
is:
where
are
we
today?
O
Essentially,
we
started
several
years
ago
we
were
the
first
operational
users
on
the
current
technology,
so
we
migrated
our
users
to
these
computer-based
phones
that
we've
talked
about
for
a
few
minutes
and
they
limited
the
impact
on
our
staff
with
the
goal
of
making
us
next-gen
911
ready.
So
when
we
do
migrate
over
to
these
voice
over
IP
lines,
it
reduces
the
risk
to
our
operation,
as
well
as
the
impact
on
our
people.

We
are
looking
at
onboarding
Ottawa
fire
in
the
next
few
months
and
then
in
a
perfect
world
engaging
with
Bell
Canada,
which
is
our
911
provider.
For
us
to
migrate
to
the
official
9-1-1
lines
and
we're
hoping
to
migrate
with
that
within
the
first
quarter
of
2025.,
once
that's
completed,
essentially
the
250
911
and
send
the
centers
in
Canada
ma
must
meet
that
deadline.
And
only
then
will
we
have
the
discussions
amongst
the
technical
companies
providers
and
stakeholders
as
to
what
will
be
the
next
capabilities.

that
is
a
very
brief
overview
of
where
we
stand
within
the
Ottawa.
Police
and
I
will
open

system

those

us
who
grew
up
with
the
world.
We
dial
phones
to
imagine
all
of
this
technology.
I
imagine
it
will
help
enhance
safety
and
you
know
improve
response
times,
but
anyway,
obviously
some
some
risks
as
well,
but
I
guess.

question
is
trying
to
understand
the
relationship
between
the
city
and
9-1-1.
Clearly
you
said
that
the
city
is
the
governing
Authority.
Are
they
there
for
the
project
sponsor,
but
is?
Are
you
acting
as
the
police
services
acting
as
the
project
manager
here
like
you're,
looking
after
the
entire
implementation
for
the
police
and
fire?
Services
did
I
understand
that
correctly.
So
if
we.

Look
at
what
it
means
for
the
city:
the
Ottawa
Police
is
Project
managing
its
own
migration
over
to
Next
Gen
9-1-1,
we're
onboarding
Ottawa
far
through
a
service
level
agreement,
so
by
definition
we're
project
managing
the
onboarding
of
the
technology.
We
have
to
keep
in
mind
that
next-gen
911
is
just
not
a
technology
question.
The
city
has
engaged
with
a
consultant
to
look
at
the
overall
picture
within
the
municipality
itself,
so
we
can't
just
focus
on
the
attack
between
Ottawa
fire
and
Ottawa
Police.
O
There
is
a
lot
of
additional
Tech
technology
that
must
be
put
in
place
that
is
managed
actually
by
the
city
of
Ottawa,
also
as
a
governing
Authority.
So,
yes,
we
are
managing
project
managing
the
onboarding
of
the
tech,
but
we
are
working
with
all
our
partners
to
like
a
deeper
overall
transition.
That
is
not
just
acknowledged.
It
has
implication
between
our
stakeholders,
internal
and
external,
and
how
can
we
have
a
common
Direction
and
plan
as
a
city
to
make
sure
that
we
all
get
at
their
same
place
at
the
end
of
this
process?.

Okay,
perfect
yeah
and
I'm,
not
on
the
emergency
and
preparedness
committee,
where
this
would
be
discussed,
but
I
actually
don't
think
Council
Curry
is
either
but
okay,
so
the
city
does
all
the
Readiness
assessments,
all
that
sort
of
stuff
you're,
just
it's
the
project,
management
for
the
implementation
for
police
and
then
through
the
service
level
agreement
with
the
fire
I
think
yep
I
find
it
complicated,
sometimes
to
understand
those
roles,
since
in
other
municipalities,
it's
the
the
police,
don't
look
after
the
9-1-1
service,
but
thank
you
very
much
for
that
clarification.

I
read
the
report
and
was
looking
in
at
how
ahead
we
were
and
thinking
that
was
great.
You
know
we
were
leading
the
charge
and
then
I
realized
that
it's
not
starting
till
March
25
and
that's
when
ours
will
also
be
starting
so
well.
How
is
it
that
we
were
ahead
and
now
we're
really
just
at
the
same
as
everyone
else
or
is
everyone
else
not
going
to
be
able
to
do
it
for
March,
25th,
2025.

So
I
can
tell
you
that,
for
now
the
date
is
not
changing.
I
can
also
tell
you
that,
based
on
the
original
timelines,
we
should
have
had
nationally,
probably
close
to
70
or
80
911
Center
migrated
at
this
point,
and
that
has
not
happened
yet.
So
where
do
we
stand
in
the
pack
to
sort
of
answer?

a
last

I
am
pleased
to
meet
all
of
you
virtually
just
at
the
outset.
Prior
to
my
role
here
at
Ottawa
Police,
as
legal
counsel,
I
did
work
as
a
crown
prosecutor
and
I
prosecuted
many
sexual
assault
trials.
I
I
was
quite
shocked
when
I
started.
P
As
all
of
you
know,
the
community
safety
and
policing
Act
is
anticipated
to
come
into
force
on
or
about
April
2024,
and
the
Ops
right
now
has
had
an
opportunity
to
provide
feedback
specifically
on
the
regulations
for
disciplinary
hearings
and
to
provide
submissions
on
the
regulations
regarding
the
Ontario,
Police
arbitration
and
adjudication
commission.
This
feedback
is
due
October
10th
and
October
2nd,
respectively.
P
First,
we're
requesting
that
the
board
support,
endorse
and
jointly
submit
the
Ops
feedback
on
the
draft
regulations
for
disciplinary
hearings
and
the
draft
regulations
regarding
the
Ontario,
Police
arbitration
and
adjudication
commission
and
I
will
send
these
draft
regulations
out
to
be
disseminated
tomorrow
morning.

Our
society
has
yet
to
come
to
grips
with
just
how
deep-rooted
these
issues
truly
are
and
how
devastating
their
consequences
can
be
without
a
doubt,
eliminating
myths,
stereotypes
and
sexual
violence
against
women
is
one
of
the
more
pressing
challenges
we
face
as
a
society.
While
serious
efforts
are
being
made
by
a
range
of
actors
to
address
and
remedy
these
failings,
both
within
the
criminal
justice
system
and
throughout
Canadian
Society.
More
broadly,
this
case
attests
to
the
fact
that
more
needs
to
be
done
put
simply.
P
We
can
and
must
do
better,
and
these
principles
and
I'm,
citing
from
a
criminal
case,
has
also
been
cited
in
employment
law
cases,
which
is
obviously
what
we
deal
with
in
the
policing
context
and
arbitrators
have
recognized
that
the
effects
of
sexual
harassment
and
sexual
assault
on
victims
can
be
extreme
long-lasting
and
have
significant
impact
on
the
workplace.
Hence
an
employer's
positive
obligation
to
try
to
eliminate
these.
P
And
so
there
is
a
problem
and
I
think
we're
all
aware
of
it,
and
the
statistics
bear
this
out
in
our
community.
Women
are
11
times
more
likely
to
be
victim
of
sexual
offenses.
99
of
perpetrators
are
male,
85
percent
of
victims
know
their
perpetrator
and
stats.
Canada
did
an
online
public
consultation
from
February
14th
to
March,
9th
2017
and
found
that
30
percent
of
female
employees
experience
sexual
harassment
in
the
workplace,
and
so
these
statistics
really
present
a
dire
picture
of
what
exists
in
our
society
writ
large
and
what
occurs.
P
Within,
workplaces
and
many
media
articles
that
have
come
out
over
the
last
few
years
have
been
really
pointed
to
this
problem,
existing
specifically
in
policing
and
as
a
result,
in
2020
and
2021.
The
engagement
survey
that
the
Ops
published
indicated
that
a
significant
number
of
members
experienced
harassment
and
discrimination
in
the
workplace
and
in
addition,
we
had
the
RT
workplace
assessment,
which
found
that
female
employees
who
had
been
interviewed
experienced
sexual
harassment
and
violence
in
the
course
of
their
careers.
P
What
we
have
now,
as
I
indicated
at
the
outset,
is
these
two
regulations
and
we
have
a
chance
to
provide
meaningful
feedback
and
hopefully
advocate
for
the
actual
adoption
of
the
feedback
going
forward.
The
first,
as
I
indicated,
is
with
respect
to
the
Ontario
Police
and
arbitration
committee,
and
so
this
regulation
outlines
that
there
will
be
two
committee
committees.
One
is
responsible
for
labor-related
disputes.
The
other
is
responsible
for
discipline
related
hearings.
P
We
have
piloted
this
annual
training,
which
has
really
been
in
response
to
recommendation
13
coming
out
of
the
RT
report,
where
RT
recommended
that
those
conducting
investigations
and
those
conducting
hearings
receive
more
training
on
sexual
harassment
and
discrimination,
and
there
has
been
a
condensed
module
of
training
provided
for
currently
serving
hearing
officers
at
lunch
and
learns,
and
so
this
is-
and
this
is
also
training
that
judges
members
of
the
Judiciary
receive
and
so
I
think
it's
something
that
would
be
easily
transferable
into
this
into
this
venue.
P
These
myths
and
stereotypes
have
been
written
about
for
many
many
years
in
the
criminal
law
world
and
that
has
been
adopted
in
many
in
in
the
Labor
Relations
context.
But
basically
any
of
these
myths
and
stereotypes
and
I
have
them
indicated
up
on
the
screen.
Are
errors
at
law
if
a
decision
maker
bases
their
decision
on
how
a
victim
should
behave
in
the
course
of
coming
to
a
final
conclusion
on
the
matter
before
them.
These
are
all
irrelevant
considerations
and,
and
to
this
day,
these
myths
and
stereotypes
are
pervasive.
P
Another
area
of
training
that
should
be
required
is
the
idea
of
consent.
This
comes
up
in
sexual
harassment
cases.
It
comes
up
in
sexual
assault
cases,
so
this
idea
that
there
is
no
implied
consent.
If
a
woman
is
not
resisting
or
protesting
that
that
is
some
form
of
consent.
There
is
no
broad
Advance
consent
to
sexual
activity
of
an
undefined
scope
and
there
is
no
propensity
to
consent,
so
the
belief
that
a
complainant's
prior
sexual
activities
or
sexual
harassment
made
it
more
likely
that
the
individual
is
consenting
to
the
sexual
activity
in
question.
P
So
we
have
seen
specifically
in
police
Discipline
matters
that
hearing
officers
have
found
the
general
criminal
law
principles
that
provide
procedural
protections
for
complainant
and
sexual
assault
trials,
assistive
in
determining
the
admissibility
of
evidence,
and
so
really
what
we're
requesting
in
this
ask
to
the
government
is
to
codify
these
this
case
law,
and
so
what
that
involves
is
updating
the
definitions
within
these
rules
and
codifying
a
provision
that
there
is
no
admissibility
if
a
complainant
comes
forward
with
respect
to
other
sexual
activity,
abuse
or
other
instances
where
an
individual
has
been
sexually
harassed
and
that
this
type
of
evidence
cannot
be
educed
for
the
purpose
of
demonstrating
that
that
complainant
is
less
worthy
of
belief
or
more
likely
to
have
consented
to
the
contact
in
question
in
the
criminal
world.

The
second
protection
we'd
like
to
Advocate
to
be
put
in
place
is
a
procedure
where
an
accused
officer
has
in
their
possession
a
record
wherein
the
complainant
has
a
reasonable
expectation
of
privacy.
So
this
often
comes
in
the
form
of
text,
messages
or
or
pictures,
or
anything
that
one
individual
might
have
and
basically
placing
restrictions
on
the
use
of
that
to
prevent,
what's
often
called
a
trial
by
Ambush
or
what
is
often
referred
to
as
walking
the
complainant
in
the
course
of
their
cross-examination.

And
a
third
area
is
to
have
within
a
third-party
record
application
where
an
officer
seeks
to
get
records
from
not
the
employer.
Someone
else
for
the
tribunal
to
consider
things
like
a
complainant's,
reasonable
expectation
and
whether
the
request
is
based
on
any
discriminatory
belief
and
then
the
final
thing
that
we're
asking
be
put
into
place
within
the
regulations
are
actual
witness.
Protections
in
terms
of
testifying.

So
various
testimonial
supports
to
be
automatically
thought
of
and
put
into
place
if
a
complainant
indicates
that
they
need
that
in
order
to
provide
full
and
Frank
testimony
and
the
right,
in
certain
cases,
for
the
complainant
to

representation

their
privacy
interests
in
the
course
of
these
matters,

so
I've
