B
A
B
To
start
off
by
thanking
Kevin
and
yourself
for
for
meeting
with
me
on
this
matter,
to
be
clear,
I
think
crews
are
doing
what's
expected
either
the
current
maintenance
standard
there's
been
some
little
issues
of
coordination
with
regards
to
snowbanks.
So
it's
really
the
rope
I
would
go.
It
accumulates
on
the
side
of
the
road
and
then
sidewalk
plow
would
go
at
a
different
time,
so
the
direction
to
staff
is
really
to
try
to
coordinate
some
of
those
works
within
the
existing
standards.
B
So
users
follow
direction
to
staff,
a
spiral
into
operation,
review,
to
explore
options
to
coordinate
road
and
sidewalk
maintenance
of
school
loading
zones
to
explore
options
to
partners
with
the
school
boards
to
coordinate
winter
maintenance
activities
with
the
sea
of
Ottawa,
with
the
goal
of
keeping
sidewalks
edge
in
front
of
the
school
loading
zones
clear
within
existing
and
all
of
this
within
existing
resources.
Obviously,
its
coordination
of
work.
Okay,.

C
C
C
Pass
to
the
south
epoxy
five
metres,
the
replacement
of
existing
noise
barriers
with
the
project
limits.
One
section
is
just
not
on
the
north
side
of
the
417,
just
east
of
Maitland
Avenue
on
a
section
on
the
south
side
of
the
417.
Just
needs
to
narrow
road
also
later
with
in
the
works,
will
be
retaining
all
strange
improvements,
work,
site,
protection,
highway,
signage,
illumination,
a
TMS
and
landscaping
as
well
as
traffic
management
for
the
constructionist
agent.
C
There
is
a
commitment
in
the
tester
to
me
includes
traffic
construction
during
peak
periods
during
the
construction.
This
will
accomplish
to
these
of
new
rebellion.
We
will
require
some
temporary
interest.
Property
needs
to
help
with
the
access
and
egress
to
the
instruction
and
some
temporary
highway
realignments.
C
Existing
construction
has
precluded
in
two
primary
stages
where
we
turn
this
outside
inside,
so
they'll
build
the
outside
first
and
then
move
traffic
out
and
because
we
construct
the
median
the
transition
from
having
four
seventeen
states.
When
the
four
seventeen
states
to
requires
a
series
of
temporary
highway
alignments.
C
So
normal
structure
widening
is
to
the
south
during
stage
one
we'll
be
working
on
the
substructure
widening
and
closing
one
of
the
pedestrian
accesses.
There
are
two
currently
under
naval
Road
we're
closing
one
providing
access
on
one
side:
cyclists.
Will
the
existing
base
of
the
lane
right
now
ends
before
it
hits
the
normal
structure?
So
the
incentives
of
the
cyclists
are
to
take
the
lane
they
can
get
off
and
knock.
We
put
my
line.
C
C
Basically,
in
general,
our
Traffic
Manager
will
consist
in
contract.
We
were
required
to
organize
an
incident
management
team
which
will
include
members.
The
city
of
autos
traffic
is
some
national
group
and
to
operations
and
contract
staff
them
to
a
contract,
administrator
and
contractors
key
staff.
The
meetings
with
the
incident
management
team
will
start
with
the
video
construction
prior
to
the
shutdown
of
each
winter
season
at
the
beginning
of
the
spring,
following
the
run,
a
shutdown
and
at
the
end
of
stage,
one
prior
to
the
transition
to
stage
one
a.
C
Public,
your
vacation
will
consist
of
advance
signing
on
highway
417
to
notify
boaters
of
upcoming
ramp
and
off
during
the
construction
detour
routes
I
need
to
be
in
place
during
ramp
and
off
and
I
know,
closures
upcoming,
an
ongoing
rap
and
on
pleasure
to
be
communicating
with
in
public
via
boiling
the
media
releases.
Radio,
television,
social
media,
public
notices,
project
website,
MTO's,
traveller

C
Ramp
lasers,
they
will
be
extended
round
closures,
primarily
within
stage
one,
which
will
be
the
outside
portion
of
the
construction.
They
will
be
required
to
construct
the
ramps
during
the
move,
because
existing
Lots
consists
of
some
concrete
base.
Some
final,
complete,
tie-ins
and
constructor
retaining
walls.
Close
regulations
will
vary
from
a
single
weekend
top
to
five
weeks,
with
the
exception
of
the
east
east
on
Route
acharyaji
will
be
closed
for
the
duration
of
stage
1.
C
C
We
have
undertaken
the
traffic
analysis
as
part
of
this
assignment.
The
city
Network
Comedy
is
operating
at
or
near
capacity,
and
adding
traffic
will
result
in
most
of
their
sections.
Probably
exceeding
capacity,
including
approach
is
not
used
by
detour
traffic
adjust.
What's
the
signal,
timings
would
not
adequately
address
these
operas
issues
that
the
traffic
will
likely
seek
ultimately
achieving
alternate
travel
modes
or
shift
all
the
times
to
keep
the
intersections
operate
on
a
septa
level.
Service
10
to
35
percent
of
traffic
would
need
to
divert
offer
off
the
sign
detour
routes.
C
C
With
respect
to
noise
and
the
existing
noise
barriers,
the
existing
heights
approxi
4
meters,
they
were
being
increased
to
5
they're,
the
existing
and
steel-plated
students
that
are
in
very
bad
condition
and
I
mentioned
maybe
rotation
on
in
the
east
of
Midland
Avenue
on
the
north
side
and
one
of
the
south
side,
East
America
Road.
The
noise
assessment
has
been
completely
based
on
the
end-to-end
from
noise.
C
During
construction
or
the
typical
noise
construction
lies
to
be
expected,
we
will
provide
specifications
in
the
contract
to
control
the
noise,
as
well
as
identifying
noises
in
areas
providing
timing
constraints
that
is
anticipated
that
there
will
be
night
work
required
and
therefore,
noise.
By
exemption
that
we
sought.
C
D
Thank
you.
It's
superb
as
much
for
delegation
as
a
difference
as
it
is
for
city
staff.
We
continue
to
have
a
challenge
every
whenever
were
in
a
situation
where
a
cycling
lane
is
closed,
and
we
are
saying
you
know
single
file
share
lane,
although
99%
of
maybe
not
quite
that
high,
but
a
large
drivers
will
choose
to
respectfully
follow
it.
D
He
or
she
is
holding
me
up
and
moving
through
I'm
wondering
what
can
be
done
in
terms
of
if
we
have
to
do
that
very
clear
signage
and
I
hate
to
play
the
nanny
here,
but
almost
large
explanatory
signage,
saying
the
cyclist
must
be
in
this
location.
All
drivers
are
expected
to.
You
know
to
to
respect
that,
because
the
existing
signs
that
we
have
just
doesn't
seem
to
be
working
for
either
road
user.
D
I
think
it
is
something
that
it's
an
ongoing
thing
to
follow
up
with
that
with
with
our
city
staff
as
to
how
we
might
sign
that
better
to
you
know,
be
clear
people.
This
is
the
way
this
is
to
be
used
during
such
a
temporary
a
period.
Thank
you
that
cancer
chair,
my
question
will
be
other
a
TMS
is
that
wooden
standing.
D
C
C
So
the
intent
is,
is
I'm,
not
a
person
sure
if
it's
all
operational
what's
out
there
now
yet,
because
it
was
being
done
as
part
of
the
other
contracts.
I
would
expect
that
the
intent
would
be
to
use
that
to
give
advance
warning
of
lane
closures.
Lane
shifts
to
make
the
public
aware
of
that.
We're
also
gonna
have
PDMS
signs
available
for
use,
as
well
as
part
of
that
to
make
them
aware
of
traffic
wise.
It's
all
right.
C
It's
it's
part
of
their
signage
is
to
communicate
to
the
public
any
changes
in
the
world
like,
for
example,
when
I
said,
transition
between
stage
1
and
stage
2
we're
shifting
lanes
that's
going
to
be
a
given.
An
advance
notice
to
the
drivers
are
aware
that
they
have
to
shift
so
to
get
through
the
area.
D
Thank
you
just
a
my
question
also
will
be
like
it's
very
nice
to
see
consistency
on
interior
highway.
Not
just
we
don't
need
an
advertising
science
and
we
can
show
that
we
are
our
commuter
getting
benefit
because
we
had
an
incident
last
minutes
and
174
and
the
highway
was
closed
for
seven
hours.
So
we
need
to
make
sure
we're
proud
of
in
southern
Spain.
You
know
these
many
of
these
technology
week.
You
should
were
getting
as
much
benefit
as
we
can
from
them.
Thanks
Thank
You
mr.
chair.
E
You
chef,
yes
living
on
the
Tommy
of
when
is
this
going
to
start?
How
long
is
it
going
to
take?
You
have
an
idea
when
the
different
types
of
closures
are
going
to
to
happen,
because
the
summer
is
obviously
a
lower
time,
but
frankly,
they
417
eastbound
from
UT
to
Crowley.
Now
as
it's
packed,
and
if
you
had
an
extra
lean
is
just
gonna
pay
you
back
for
a
longer
distance,
because
they're
always
there,
if
you
take
up
to
35%
of
the
bathroom
I
struggle
to
think
of
how
it's
going
to
happen.
D
C
Five
years,
the
first
stage,
the
first
day,
Stage
one,
will
take
two
years
depending
on
when
the
contract
comes
out
and
that's
what
most
of
the
record.
That's
when
all
the
ramp
closures
will
be
occurring
once
the
constructions
move
to
the
median
and
the
inside,
all
the
rounds
to
be
open.
And
then
it's.
E
E
D
E
C
A
Some
direction
for
staff
on
this
I
don't
want
to
hold
up
the
receipt
of
the
plan,
but
mr.
Walley
is
it
possible
for
your
staff
to
go
and
look
at
the
possibility,
putting
aside
diets
or
sideways
on
the
on
the
larger
trucks
in
the
fate
and
report
back
to
us?
What
other
cities
have
done
in
that
regard
and
and
what
we
may
or
may
not
be
able
to
do
going
forward
now.
G
B
Thank
You
mr.
chair,
my
question
relates
to
a
very
specific
section
of
the
state
management
and
it's
not
the
the
heavy
truck.
It's
not
the
ambulances.
It's
not
the
fire
trucks.
Those
are
really
specialized
equipment,
but
it
relates
to
the
general
use
of
the
fleet
that
we
have,
let's
say
for
bylaw
services
or
for
others,
I,
wonder
I,
wonder
how
prescriptive
the
procurement
is
on
that
regarding
electric
hughes
hybrids,
the
type
of
eco
we
select
so
I'm
curious
to
just
find
out
a
bit
more
on
some
of
their
procurement
elements.
For
that.
G
B
I
know
that
a
couple
of
years
ago
we
brought
to
our
feet
an
electric
vehicle
and
interesting
to
kind
of
understand
how
that
worked
out
for
for
our
use
and
understand,
if
that's
a
direction,
you're
heading
in,
as
you
know,
it's
a
technology,
that's
evolving.
There
seems
to
be
more
and
more
brands
that
are
going
under
in
that
direction.
I
wonder
if,
if
those
types
of
at
the
city.
B
G
H
H
List
of
it,
but
some
year
make
and
model
of
the
different
people's
I
mean
I,
understand
with
snow
spreaders,
odd
stuff.
When
it
comes
to
some
of
the
vehicles,
there
was
actually
a
list
of
making
model
which
I
thought
was
useful,
but
so,
if
you
can
get
that
to
us,
that
would
be
helpful.
The
other
thing
had
a
question
of
them.
What's
the
replacement
funding
your
annual
replacement
funding
over
the
next
ten
years,
your
numbers
next
two
years
or
twenty
three
million
in
25
million?
H
G
E
Question
was
on
that
same
last.
One
I've
sat
still
find
it
strange
and
it's
very
important
for
a
language
financial
plan
that
these
forecasts
be
accurate,
because
that's
how
we
grow
our
whole
capital
programs
on
it
it
to
have
it
down
to
about
50
or
60
percent.
Well,
actually,
how
the
city
is
growing.
So
actually,
every
year
we
usually
apply
a
few
pieces
of
equipment
because
we
have
new
parts
to
look
after
you
will
look
after
etc.
E
G
G
I
You
for
that
mr.
Ellie,
and
just
one
further
question
based
on
what
sometimes
the
public
points
out
that
some
of
our
vehicles,
you
know,
run
fake.
You
know
f-150
not
to
mention
trade
names
but
f-150s
that
are
driving
on
the
street
I'm,
assuming
that
this
stuff
look
at
those
vehicles
and
say
yeah.
This
is
where
we
need
to
do
this
particular
departments,
responsibilities
and
also
the
job
that
is
required
on-site.
The.
G
I
J
G
J
G
J
G
J
J
A
G
A
To
come
up
and
again,
as
I
pointed
out
to
be
ending,
the
meeting
right
where
it
counts
for
medic
is
if
he
can
be
our
Vanna
White.
No,
it
doesn't
want
to
be
our
Vanna.
White
is
what
one
of
the
one
of
the
devices
will
be
looking
like,
and
that
will
be
seeing
out
on
our
streets
in
the
next
in
the
next
little
while
and
mr.
camp
will
speak
more
detail
about
that,
and
some
of
the
other
options
that
these
changes
to
the
law
are
going
to
allow
the
city
good
morning.
F
So
I
started
out
and
I'd
like
to
thank
you
of
the
committee
for
the
opportunity
to
present
this
item
today,
via
this
presentation,
I'd
like
to
take
you
through
a
brief
overview
of
the
related
background.
The
new
pedestrian
crossover
has
referred
to
as
px
O's
has
identified
an
tiers
update
to
book,
15
pedestrian
crossing
treatments
to
be
released
early
in
2016
and
staffs
recommended
pxo
program.
F
Pixel
history
in
Ottawa,
pixels
review
introduced
in
the
1960s
with
open
arms
and
his
committee
number
were
implemented.
However,
the
lack
and
respect
caused
concerns
over
the
years
and
in
1970
and
80s
the
function
and
appropriateness
were
reviewed
by
the
mid
80s
Regional
Council
decided
to
replace
them
with
traffic
control
signals
and
welcome
to
news
about
his

and
by
the
early
1990s.
Px
oars
were
phased
out
in
Ottawa.
F
As
a
visual
reference,
this
photo
gives
you
an
idea
of
what
the
pxo
looked
like
at
that
time.
This
is
particularly
set
up.
This
particular
setup
has
a
metal
cross
member
where
the
or
maybe
new
span
wires.
The
setup
consists
of
aside
noted
signs
over
head
mounted
signs,
flashing,
beacons,
push
buttons
to
activate
the
beacons
and
Martin's
were
doubled,
our
crossing
lines
in
the
updated
book
15
this
cross
and
still
remains
as
identified
as
type
AP
XO.
F
One
of
the
main
reasons
staff
have
developed
the
XO
program
was
presenting
here
today.
That
committee
relates
to

at

That

two

We

and
actively
participate
in
MTO's
ongoing
review
of
pedestrian
crossing
treatments,
which
was
the

associated
with

F
This
motion
was
in
fact
generated
over
time
and
was
based
on
a
number
of
pedestrian
crossing
issues
that
many
counselors
in
the
general
public
had
over
the
years.
Regardez

as

it
a

which
was
introduced
in
the
fall
of
2014
and
included.
A
host
of
HT

included
those
associated
with
facilitating
pedestrian

This
bill
was
processed
through

F
F
Party

with
the
details,
are
recommended
PSO
program
I'd
like
to
take
a
few
minutes
to
explain
what
is
currently
permitted
in
the
HTA,
that
is,
that
is
part
of
the
Boeing

larger,
ongoing

with
HTML,

15
and
115,
which
is
clearly
ongoing
for
pedestrian
crossings.
There
are
two
types
of
pedestrian
crossings
controlled
and
uncontrolled
controlled,
which
is
the
focus
of
this
report,
gives
pedestrians
already
very
well
crossing.
F
Conversely,
uncontrolled

not
control
Kujawski

are
supported
by
one

of
by
following
measures
to
provide
the
right-of-way.
The

which
was
referred
to
as
a

which
is
hard

and
expensive,

which
others
some
degree
is
used
to
facilitate
pedestrian

F
The
use
of
an

at
a
school
crossing
which
we
currently
have
in
the
range
of
20
locations
in
Ottawa
that
police
office,
which
is
expensive
as
well
and
is
used
primarily
on
special
occasions
or
special
events
and
last
but
Estrin

Episodes
which
NGO
saw
as
the
measure
to
expand
upon
to
better
facilitate
pedestrians.
And
we
are
going
to
talk
more
about
the
in
this
presentation.
F
Recognizing
that
we
have
a
need
to
increase
controlled,
crosses
to
better
support
our
pedestrians
and
to
ultimately
increase
the
rule
and
a
more
sustainable
transportation
and
travel
environment.
The
PX
program
EXO
program
has
been
developed
from
a
strategic
perspective.
It
is
recommended
to
this
be
delivered
to
through
a
three-year
pilot
project.
Under
the
following
approach.
Program
kicked
off
in
q1
two
of
next
year:
development
and
delivery
of
an
extensive
education
in
awareness
program.
F
So
now,
let's
get
into
the
more
details,
but
at
a
higher
level,
as
mentioned,
there
are
four
types
of
px
cells
in
the
forthcoming
book.
15
type,
a
the
original
pxo
and
three
named
episodes
with
our
new
open
field,
type
being
consisting
of
signed
and
overhead
signs
and
avid
flashing
beacon,
type
C,
consisting
of
only
one
side
mounted,
sign
and
elaborate
flashing
beacon,
which
is
currently
displayed
at
the
side
of
the
room
for
demonstration
purposes
and
site
B
and
the
simplest
form
consisting
of
just
the
mounted
sign.
F
F
With
new
markings
and
sign
arrangements
include
slider
bar
markings
for
the
crossing
in
the
old
lines,
they'd
be
used
on
mine,
arterioles
and
needle
collectors
as
well
as
multi-lane
roundabouts
type
sees
thin
down
version
of
type
B
pxo
again
includes
ladder
bar
markings
and
yield
lines,
he'll
be
used
on
major
and
minor
collectors
as
well
as
multi
Lane
abortion,
Nityananda
boats
with
their
volumes
and
finally
type
D
throws
them
down
version.
Just
with
a
sign
markings
remain
consistent,
they
would
typically
use
for
my
electors
and
locals
as
well
as
single
lane.
F
Roundabouts
and
right
turn
channels
for
roundabout
and
channel
isare
turns
the
signs
setup
would
be
applied
in
the
same
manner
as
they
would
be
applied
in
the
block
location.
All
configurations
would
have
advanced,
assign
notification.
The
breast
curbs
and
sidewalks
are
about
writing.
Those
are
flashing,
beacons
or
show
spread,
have
push
buttons
and
repel
right
by
her
connection
or
solar
power
units
again
as
display
on
the
side
of
the
room.
So.
F
What
does
we
require
to
warrant
and
support?
One
of
these
px
owes
a
specified
vehicle
volume
levels
have
to
be
obtained
and
reached.
These
will
be
identified
in
both
15.
We
need
appropriate
sight
line
so
in
vehicle
driving.
Pedestrians
have
a
visual
connection,
posted
various
speeds
of
60,
kilometers
or
less
appropriate
distance
from
other
traffic
control
devices,
standard
lighting
levels
levels
specifically
for
pedestrian
crossings,
which
tend
to
be
buying
in
the
rest
of
the
road
maintain
access
to
both
sides
of
the
crossing
ad,
a
complaint
Provencal
a
depressions
and
tactile
strips
for
the
most
part.
F
F
In
this
manner,
for
operating
funds
will
be
drawn
from
Public
Works
signs
of
marketing
budget.
However,
giving
a
substantial
increase
in
px
or
work
had
been
necessary
to
seek
additional
funds
in
the
amount
of
$150,000.
This
is
an
operating
pressure
that
would
be
identified
in
the
2016
budget
process.
F
Members
desire
to
implement
up
to
60
locations
per
year,
the
funding
resources
permit
that
number
to
go
up.
It
is
recognized
that,
with
the
introduction
of
P,
episo--
is
the
environment
which
we
travel
will
change.
Drivers
will
need
to
be
far
more
loyal.
Pedestrians
has
more
pets
are
implemented
and
pedestrians
are
looking
to
cross
the
road.
They
will
move
more
into
an
East
Coast
mentality
where
drivers
are
readily
willing
and
able
to
stop
and
provide
the
right
away.
F
Roundabout
roundabouts,
specifically
single
lane
roundabouts,
showed
up
here
closed
implemented
in
the
first
years
as
well
as
vehicle
yielding
to
pedestrians,
is
already
high
at
these
locations.
Multi-Lane
roundabouts
should
fall
quickly
around
here
for
consistency
around
the
boats.
Pathway,
conductions
will
be
a
target
area
that
the
road
users
so
that
the
roads
that
are
suffered
by
them
can
be
breached.
F
The
graded
use
of
the
password
pathway
network
can
be
realized
in
implementing
the
strategy
in
the
patience
that
that
will
be
done
in
Constitution
with
the
war
counselors,
where
the
intent
to
balance
out
the
distribution
of
episodes
to
the
greatest
degree
possible
in
three
years.
Should
the
program
be
approved
by
council,
this
process
would
begin
the
fall
this
year.
F
Following
up
on
the
implementation
strategy,
is
it
is
beneficial
to
reflect
on
staff
strenght
understanding
of
the
potential
demand
for
px
OS?
There,
too,
there
are
22
single
lane
roundabouts
and
up
to
able
to
appreciate
you
doing
on
the
boats
that
will
require
P
EXO's
amore
roundabouts
are
on
the
way
establishing
pedestrian
right-of-way
roundabouts.
F
Patients
requested
for
the
pedestrian
signals
program
over
the
last
10
years
are
assessed
over
100
of
them
now
satisfy
the
wants.
For
one
of
these
two
new
pxo
types,
approximately
45,
a
200
school
crossing
drugs
could
be
converted
over
to
P
echoes.
There
are
a
number
of
pathway
systems
and
for
news
powers,
specifically
in
attaced
his
forum,
cumberland,
that
had
more
crossings
where
the
new
episodes
could
be.
This
could
be
establish
these
connections.
F
There
are
many
channelize
rate
to
remains
within
the
cities
in
which
the
pedestrians
have
raised
concern
or
desired
by
the
way.
There's
a
continued
demand
for
improved
pedestrian
facilities
that
are
generated
on
a
regular
basis
at
various
locations
on
the
various
conditions.
From
the
primary
Branch
programs
throughout
the
city
and
from
external
partners
and
agencies,
a.
F
Coexistence
between
cycling,
crossroads
and
px
OS
would
in
currently
suggest
that
cycling
is
not
provided
through
P
exo's.
This
says
the
waves
impact
Atlanta
bells
recyclers
approach.
We
are
a
segregated
second
track
on
multi-use
pathway.
The
recent
update
about
15
second
for
sylheti
provides
a
layer
or
pedestrian
crosswalk
and
cycling.
Cross
right
coexist.
Addition
to
another.
F
F
Until
this
is
resolved
through
revised,
but
15
wording
and
regulations,
615
accommodation
cross
sites
will
not
exist
at
roundabouts
or
any
other
pets,
so
crossing
that
said,
staff
will
continue
to
work
with
MTO
staff
to
find
a
solution
that
works
for
both
pedestrians
and
cyclists.
So
they
both
play
a
vital
role
on
the
future
of
our
transportation
system.
To.
F
The
program
success
as
previously
stated
in
the
presentation,
is
the
understanding,
acceptance
and
compliance
buy-in
of
all
road
users
and
the
responsibilities
associated
the
XO's
and
supported
as
comprehensive
and
in
support
of
this.
A
comprehensive
education
and
awareness
communication
plan
can
be
developed
and
will
be
developed
and
delivered
as
part
of
the
pxo
program.
This
communication
initiative
will
be
based
on
the
safe,
advanced
Ottawa
framework
and
with
key
stakeholders.
Input.
F
Used
to
assess
the
program's
worth
value
through
a
detailed
look
at
its
processes,
selection,
accommodation
of
pedestrians
and
encouragement
of
pedestrian
movements,
stakeholder
feedback,
etc.
This
will
be
undertaken
via
collection
of
key
data
elements,
including
the
foreign
after
the
Professional,
Studies
collision
statistics,
user
feedback
by
insurers
and
other
similar
management
processes.
F
Implementation
of
new
devices
through
PSO
program
managed
by
the
Public
Works,
was
started
in
2016
staff
will
report
back
to
TRC
in
2019
and
pilot
program,
and
the
success
of
the
program
is
contingent
on
council
approval,
the
profession
crossing
treatment,
update,
tune
traffic
manual.
15
report
has
presented
here.
So,
let's
just
recap.
By
finishing
up
with
the
report
recommendations
we're
asking
council
to
approve
the
street.
F
A
pilot
program
approved
150,000
operating
pressure
to
the
science
maintenance
budget,
to
begin
to
consider
as
part
of
the
2016
operating
budget
pressure
and
process
and
approved
delegated
authority
to
the
general
manager,
Public
Works,
to
approve
an
amendment
or
a
chair
for
production
process
so
that
we
can
fully
get
through
the
power
hiccups
in
fully
evaluated
its
value.
So,
in
conclusion,
if
there's
any
questions,
I
can
take
those
at
this
time.
Thank.
A
You
Rick
I'm,
going
to
start
off
the
questions
and
I'm
going
to
focus
in
on
me
on
the
conflict
between
deck
18
and
book
15
and
the
impact
on
cyclists.
You
indicated
that
the
city
continues
to
work
with
the
provinces.
In
that
regard,
do
you
get
any
sense
Graig
as
to
when
we
may
have
a
resolution
of
that
question
or
where
the
province
is
leaning
at
this.
F
2016,
so
we
don't
have
a
lot
of
communication
with
them
at
this
time,
but
we
have
made
our
concerns
and
we're
processing
that
information
I.
Think
at
this
point,
they're
leaning
to
not
include
cross
rides
@px
is
I,
think
there's
still
more
work
to
be
done,
but
I
think
that's
where
they're
at
at
this
point
that
there's
still
another
four
months
before
they
lose
that
information.
So
so
time
will
tell
okay.
A
K
Such
an
essence
says
the
road
Authority
we
are
entrusted
with
inviting
users
to
use
the
road
properly
and
legally,
and
so,
when
we
create
situations
that
is
not
approved
by
either
the
HTA
or
the
regulations,
then
we
take
that
risk
that
if
a
collision
happens
then
the
first
case
and
the
first
cause
will
be
dealt
with
by
the
perpetrators.
But
ultimately
the
city
could
be
drawn
in
to
that
type
of
bus
situation,
because
we've
created
that
matrix.
A
K
That
is
in
our
legal
implications,
comment
reflected
that
the
current
design
is
consistent
with
the
with
the
current
legislation
and
therefore
doesn't
raise
legal
implications.
However,
if
we
have
chosen
to
take
on
and
in
essence
put
cross
rides
within
roundabouts,
then
we
are
gonna
take
on
that
risk
and
we
expose
ourselves
to
potential
liability.
Thank.
A
D
Perfect,
thank
you.
So
one
of
us
have
asserted
to
work
very
effectively
anything
in
communities,
but
the
bigger
or
one
of
the
bigger
concerns
about
them
has
been
pedestrian
crossings
here.
So
in
this
diagram
that
you're,
showing
let's
go
with
the
big
around
about,
that's
got
the
cut
out.
If
you
activate
it
on
the
far
side.
D
F
D
F
F
F
To
the
chair,
the
fundamental
desire
to
implement
crossings
where
the
Rd
is
low,
speed,
there's
high
compliance,
there's
high
buy-in
that
exists
for
the
most
part
to
a
greater
degree
and
some
the
lane
roundabouts
they're
also
cheaper
to
install.
So
we
get
a
lot
more
in
add
single,
a
roundabout
so
as
opposed
to
going
to
the
multi
Lane.
Send
me
multi-lane
roundabouts,
yes,.
F
That
is
an
option.
We
can
look
at
school
crossing
gates
and
they
decide
if
that's
where
we
want
to
go
or
not.
Maybe
it's
not
the
first
year
that
we
look
into
those
we'd
see
how
the
the
pixels
are
being
adapted
to
and
see
if
it's
something
that
makes
sense
at
that
time
and
we
can
move
into
them
there
at
that
time.
F
D
A
Thank
you,
my
counselor,
in
that
either
discussions
with
staff
and
because
it
isn't
an
initiative
I'd
like
to
see
at
least
one
in
every
ward
through
this
process,
just
to
get
the
sense
of
how
it
works-
suburban,
urban,
rural
everything.
Just
so,
we
can
figure
out
how
we
can
use
these
best
throughout
the
whole
city,
councilman,
Kenny,
Thank,.
L
L
F
L
F
L
E
Us
chair,
I'm,
very
happy
to
see
these
I
knew
why
the
P
episodes
were
taken
out
and
I
would
not
like
to
see
that
type
of
a
back,
because
what
happened
was
people
would
push
the
button
and
neatly
start
to
well.
Can
we
had
a
fatality
in
one
of
them
and
injuries
and
some
others,
and
that
was
why
Regional
Council
decided
to
take
them
all
out?
E
E
E
F
E
E
They
are
brown
devotes
because
they
already
have.
Writing
already
have
depressed
curbs
will
be
in
that
range.
Then
that's
correct
and
while
you're
planning
in
the
roundabouts
to
do
from
love,
you
said
I
believe
you
said
you
start
out
with
type
D's
and
they
single
lane
roundabouts
to
get
something
happening
quickly.
Yes,.
E
E
Able
to
put
in
I
said
if
the
costing
didn't
know
if
we
should
location
till
you
actually
identify
them
etc.
Are
you
going
to
come
back
to
us
and
talk
to
us
we'll
give
you
the
list
senior
probably
end
up
with
more
than
you
can
actually
put
in?
How
are
you
going
to
you?
Have
some
criteria
you're
going
to
use
to
determine
which
ones
get
in
first
to.
F
Each
other
at
this
time
we
don't
have
a
specific
criteria.
We
want
to
work
with
the
counselors
to
find
out,
which
ones
they
think
are
the
best,
with
our
input
there's.
Certainly
some
upside
and
downside.
Specific
locations
of
the
cross-product
of
pedestrians
and
traffic
would
probably
give
us
our
best
guess
of
terms
of
prioritizing
and.
E
That
one
tomorrow
before
school
opens
next
week,
actually
there's
that
I
have
a
new
school
opening.
Four
seven
and
eight
we're
going
to
have
thousands
of
kids
crossing
the
road
get
back
through
pathway,
exactly
what
this
is
going
to
help
the
south
and
I
think
that
others
across
the
city
that
so
but
I
guess
legally.
You
can't
get
them
operation
to
next
year
because
you
don't
have
all
the
finance
stuff
hundred
legs.
That's.
E
E
I
Thank
you
very
much
mr.
chair
and
first
of
all
want
to
thank
council
three.
We
put
it
into
motion
for
a
couple
years
ago
on
this
issue
because,
as
council
Wilkinson
just
mentioned,
it
is
a
very
important
issue
in
the
city
and
not
just
one
particular
award
but
across
the
city.
So
I
want
to
thank
councilor
Freddie
for
raising
the
issue
that
the
at
this
table
to
bring
this
item
forward.
Having
said
that
that
you
have
a
couple
questions
mr.
chair
to
staff
and
mr.
I
F
I
Coming
back
to
the
question,
180
includes
those
numbers,
that's
correct!
Thank
you.
In
terms
of
the
you
mentioned,
some
cost
on
budgets
effect
in
terms
of
forty
two
thousand
and
forty
seven
thousand
and
the
run
possibly
ask
the
question
about
a
per
intersection.
You
said
about
two
hundred
thousand,
yet
are
you
looking
for
any
one
hundred
fifty
thousand
in
the
budget
for
2016?
Can
you
just
explain
that
for
us
as
to
why
sure,
as.
F
To
the
chair,
as
count
Roble
proposed
the
question,
those
were
for
a
new
roundabout,
so
starting
from
scratch
or
whatever
the
program
may
be
to
build,
as
you
would
be
looking
at
a
higher
cost
to
looking
at
implementing
the
crossings
at
an
existing
roundabout
there'd
be
significantly
less
as
per
councillor.
Wilkinsons
comments
that
some
of
the
infrastructure
already
in
play,
so
those
costs
would
come
down.
There's
two
pieces
to
the
costs
associated
with
implementing
peep
shows
the
capital
cost
which
we
identified.
F
I
Mr.
Kent
and
in
terms
of
the
operating
cause,
my
operating
cost
just
doesn't
a
virgin
in
this
case
to
maintain
what
sorry
in
the
system
I
will
be
in
the
system,
but
more
so
on
an
annual
basis
to
repaint
the
crosswalks
in
terms
of
lines
and
whatever
other
infrastructure
is
required.
Is
that
all
included
in
that
150,000
operating
budget,
or
is
that,
over
and
above
to
another
department
in
the
city
to
do
those
alone?
Painting
system
through.
F
I
F
They
don't
see
themselves
having
a
significant
role
in
this
they've
identified,
a
tool
within
book
15
that
Miss
powers
can
use
if
they
choose
to
use
it
there
for
the
most
part
responsible
for
educating
and
making
aware
of
the
public
and
the
drivers
what
it
is
and
how
it
operates.
Thank
you
very
much.
B
You
mr.
chair
I
had
everything
set
up
here
in
my
computer.
We
started
so
I'll
start
off
on
my
last
question.
I
for
sure
remember
it
relates
the
roundabouts.
I
know
the
and
I
was
reading
it
when
it
said
around
mixing
the
cyclists
with
the
the
crosswalk
itself.
It
applies
to
any
crossing,
including
the
roundabouts
I,
wonder
if
there's
a
way,
a
different
way,
so
I'm
here
from
the
MTO
or
eventually
that
within
that
crosswalk
its
protected
and
designated
for
a
pedestrian,
but
if
beside
it,
we
are
to
attach
a
cycling
lane.
F
Given
to
the
pedestrian
they
can
step
out
on
the
road
but
they're
doing
in
estill
motion
motion.
The
differential
speed
between
the
pedestrian
and
vehicle
is
his
greater
a
cyclist
if
they
are
moving
out
with
the
right
away,
they're
poached
through
the
intersection
quicker
and
maybe
not
giving
the
vehicle
enough
time
to
stop.
So
it
really
comes
down
to
that.
F
That
is
why,
as
far
as
I
can
tell
that,
the
province
has
decided
not
to
allow
cross
rides
beside
the
PX
so
where
the
pedestrian
or
the
cyclists
at
that
point
would
have
the
right-of-way.
So
how
do
you
fix
that?
That's
a
those
are
the
things
that
we're
looking
at
right
now
to
try
to
figure
other
way.
F
F
B
I
mean
illegally
cyclists
will
do
all
the
time,
especially
multi-use
pathway,
that
connect
to
to
a
roundabout
or
to
a
crossing
and
I'm,
not
sure
that
this
provide
all
those
significant
progress
and
improvements
for
the
pedestrian
experience.
We
might
be
putting
a
bit
of
conflict
into
into
this
for
the
cycling
connections,
but
you
know
it
might
be
a
second
phase
or
a
second.
B
Different
types
of
approach
and
they're
all
signage
itself,
but
I
wonder
if
we
go
back
to
some
of
the
strategies
that
we've
put
in
place
now,
where
we
doing
it,
let's
say:
30
kilometers,
with
a
in
the
middle
of
the
road
in
some
jurisdiction
that
says
by
law
to
pedestrians.
That's
the
situation
with
the
changes,
provincially
good
that'll
to
have
that
type
of
signage.
So.
B
So
the
in
some
jurisdictions,
besides
in
front
of
the
crosswalk,
what
you'll
have
is
a
middle
sign,
that's
gonna,
say
yield
to
pedestrians
by
wrong
and
we
see
it
on
the
Quebec
side,
we've
seen
it
in
the
States
and
in
different
areas.
We're
seeing
it
in
jurisdictions
in
Ontario
in
the
past,
you've
said
that
it's
not
legal
to
do
so
that
jurisdictions
are
taking
on
their
own
risk
in
doing
so
as
the
province
given
us
the
authority
to
do
that.
Within
the
new
amendments
to.
F
The
chair,
I,
don't
expect
it
to
be
the
regulation.
Six
weeks
to
15
that
will
come
out
would
specify
how
we
can
use
the
PX
service
and
how
they're
set
up
and
there's
been
notice,
conversation
with
SNMP
or
any
other
municipality
or
identified
in
book
15
at
this
time.
That
will
permit
that
to
happen.
I.
B
Like
if
we
could
take
that
specific
discussion
offline
at
some
point
to
see,
oh,
it
makes
no
sense
on
our
tools
or
on
collectors,
but
on
purely
residential
road.
To
me.
There's
some
benefits
to
that
type
of
signage.
The
other
one
is
specific
for
stop
signs.
So
I
haven't
seen
in
the
options
that
you
were
offering
a
for
stop
sign
at
a
mid,
walk
to
encourage
a
safe
crossing.
So
I
wonder
if
that's
be.
If
that
would
be
considered
in
the
pilot.
F
B
Finally,
in
the
conditions
under
which
you
have
a
series
of
criterias
I,
wonder
they
all
make
sense
to
me
writing
you
know
this
be
minimal,
speed
on
the
road
and
so
on.
I
wonder:
why
have
you
considered
the
the
width
of
the
road
like
if
it's
a
two
lane
order,
if
it's
a
six
I
know
because
that
would
have
different
impacts
on
on
visibility
of
the
pedestrian
or
the
crosswalk
itself
until.
F
Each
year,
absolutely
as
per
accounts
from
Kenny's
question,
what
other
criteria
and
the
warrant
conditions
the
width
of
the
road
comes
into
that
calculation,
so
the
wider,
the
road,
thousands
you
need
to
say
that
type
type,
B
type
sign
will
be
used
with
the
flashing
beacon
and
more
awareness
and
presence
with
the
will
the
crossing
delays.
So
if
you
can
narrow
up
the
road,
you
can
drop
it
down
to
a
type
type
C
or
type
D
crossing
perfect.
D
This
is
a
great
initiative
to
be
working
with
city
staff
and
because
it's
going
to
create
safety
for
pedestrians,
especially
for
us
in
the
rural
area.
This
is
very
important,
especially
over
cross
walking.
So
I'm
just
really
congratulate
you
on
this
initiative
and
I
will
be
looking
forward
to
working
with
you.
D
A
B
Question
mr.
chair,
it's
about
so
I
understand
where
we're
heading
I,
wonder
if
we've
put
some
analysis
on
the
economics
of
retrofits
so
on
existing,
especially
on
our
Main
streets.
If
we
then
some
of
the
costing
to
see
if
there
are
benefits
and
that's
going
to
led
in
streets
that
will
not
be
will
not
be
redone,
I
know
where
we're
going.
I
know
I,
understand
the
policy
but
I'm
more
curious
on
some
of
the
retrofit
programs,
for
it.
D
C
A
A
When
I
start
off
by
making
staff
I
know,
this
is
quite
a
ambitious
project
and
a
lot
of
time
and
effort
has
gone
into
it.
So
I
want
to
thanks
for
that,
as
well
as
councillors,
Moffat
cadre
and
chantilly,
who
were
very
involved
in
the
community
outreach
and
discussions
with
staff
to
bring
us
to
this
to
his
point.
So
I'll
turn
it
over
to
you
and
then
we'll
hear
from
the
delegation.
So
if
people
have
any
questions
that
they
could
just
hold
them
to
after
the
public
delegations
that
we
appreciate,
thank
you.
K
M
Thank
You
chair
this
presentation
is
regarding
the
functional
design
recommendations
for
car,
providing
environmental
assessment
to
study.
The
widening
limits
for
cardboard
is
focused
and
the
two
kilometer
stretch
from
highway,
5
and
7
to
hazard
in
good.
However,
the
study
area,
which
is
shown
in
the
gray
line,
was
expanded
north
early
and
soldierly
to
include
the
highway
5
and
7
off
ramps
and
the
district's
main
street
and
the
salt.
This
was
considered
necessary
to
assess
the
up
and
downstream
effects
of
the
proposed
widening.
M
The
presentation
outline
first,
the
project
project,
background
and
history
overview,
a
summary
of
alternative
designs
that
were
considered
during
the
EI
process
and
resulting
a
recommended
plan
that
is
being
developed
for
the
corridor
we
will
describe
next.
This
presentation
will
also
briefly
cover
on
the
consultation
part
that
the
EA
study
has
benefited
from
during
the
course
of
the
yesterday.
Lastly,
the
next
steps
will
be
described
which
are
required
to
complete
this
new
study
and
the
background
side.
M
Cities
official
plan
identifies
carpod
as
an
arterial,
roadway,
copper,
provides
access
to
adjacent
properties
and
offers
the
most
direct
route
to
highway,
5
and
7
for
communities
living
in
their
structural
area.
It
is
a
designated
truck
route
and
is
also
identified
as
a
spine
with
AB
cities
network
the
corridor
serves
as
a
gateway
to
Stateville.
Therefore,
it's
an
important
and
Peru
to
stocks.
Well,
city's
transportation
master
plan
identifies
widening
of
carport
as
a
phase
2
project,
which
is
scheduled
to
be
between
2020
and
2025.
M
The
corridor
design
considerations
the
existing
right-of-way
within
the
widening
limits
of
carport
is
very
constrained.
It
generally
varies
between
22
meters
and
30
meters,
with
the
exception
of
a
wider
right-of-way
at
the
northern
and
the
southern
portions
of
the
corridor,
I
mean
other
considerations
were
included
into
traffic
operating
conditions
and
safety
of
road
users
along
the
roadway,
provide
walking
and
biking
facilities
to
promote
active
modes
of
transportation
within
the
corridor.
Another
consideration
was
minimize
the
property
requirements
in
consideration
of
shallow
depths
of
the
u.s.
everton
properties.
M
Another
factor,
another
factor
that
was
contemplated
during
the
study
process.
Finally,
the
study
also
looked
at
how
these
design
considerations
can
be
addressed
within
a
budget
and
will
of
identified
in
the
transportation
master,
and
can
you
transport
a
piece
of
edible
plan,
the
design
alternatives?
The
study
confirms
the
transportation
master
plan
made
to
widen
from
two
to
four
lanes
from
highway,
4
and
7
to
hazard
endowed
for
the
four-lane
widening
various
alternative
design
elements
were
identified
and
evaluated.
It
included
a
roundabout
versus
civilized
intersection
design
at
crossing
the
streets.
M
Option
of
narrow
median
versus
wide
median
was
also
examined
on
road
bicycle
lanes
versus
providing
multi-use
pathway
on
both
sides
of
the
corridor.
Further,
as
it
relates
to
providing
access
to
orbiting
properties.
The
option
of
name
versus
median
break
was
also
investigated
in
this
process.
The
study
in
consultation
with
stakeholders
established
an
evaluation
criteria
consisted
of
18
principles
with
subcategories
and
which
was
used
to
evaluate
the
alternative
designs.
Also,
a
broad
community
consultation
plan
was
undertaken
to
obtain
feedback
from
students
take
holders
at
key
milestones
of
the
EI
process.
M
Based
on
the
feedback
received,
a
preliminary
recommended
plan
was
established,
which
was
presented
to
the
study
stakeholders
in
June
2015
meetings.
It
consisted
of
an
affordable
plan
and
an
ultimate
plan,
affordable
plan
provided
for
for
travel
lanes
for
traffic,
two
lanes
each
in
north
and
southbound
directions.
M
It
also
included
traffic
signals
at
four
intersecting
robles,
namely
hazard
in
road
kidiot,
Drive
Rock,
one
Road
and
West
record.
The
plan
also
included
multi-use
pathways
on
both
sides
of
the
road
way
to
encourage
active
modes
of
transportation
along
the
corridor.
A
central
D
way,
left-hand
Lane
was
also
provided
in
some
locations.
We
allow
the
left
end
and
left
our
traffic
movements
to
and
from
the
properties
that
are
at
the
corridor.
M
The
plan
also
included
intermittent
raised
medians
that
allow
for
greening
opportunities,
the
ultimate
plan
included
southbound
to
and
to
eastbound
left-hand
lanes
at
Karp
and
hazard
in
intersection,
who
made
future
travel
demand
at
this
location.
However,
its
implementation
is
identified
as
a
first
231
project
selling
the
June
12
2014
consultation
meetings
with
study
stakeholders
provide
an
additional
indicating
a
preference
for
roundabout
design
along
the
corridor.
As
a
result,
the
preliminary
recommended
plan
was
revisited
for
intersection
options
at
rotten,
gourd
and
Kittiwake
drive
options,
evaluated,
included,
signalized
intersections
verses
around
about
designs.
M
This
slide
shows
the
various
design
features,
including
the
footprint
of
civilized
intersection
versus
the
roundabout
design.
Civilized
instruction
option
has
provided
at
best
with
Westbrook
road
and
Hazeldine
Road,
while
around
about
options
were
considered
at
our
Road
included
drive.
While
the
roundabout
option
has
some
advantages,
its
footprint
is
comparatively
much
larger
than
the
civilized
intersection
option.
This
would
mean
a
much
greater
impact
on
the
properties
adjacent
to
it,
and
this
slide
shows
a
cost
comparison
of
the
two
alternatives:
the
cost
to
implement
the
signalized
intersection
design,
which
is
shown
here
as
an
alternative.
M
A
along
the
two
kilometer
stretch
is
estimated
as
seventeen
point
nine
million,
whereas
the
cost
to
implement
a
hybrid
solution
which
includes
two
roundabouts
and
two
signalized
intersection
is
estimated
as
twenty
point.
Seven
million
alternative
B
is
2.8
million
more
expensive
than
the
alternative.
A
it
is
irrelevant
to
mention
that
city's
affordable
plan
identifies
18
million
dollar
in
2015
dollars,
funding
and
left
for
this
project.
M
The
spring
2015
consultation
reiterated
dewetting
viewpoints
among
the
study
stakeholders,
majority
of
the
residents
and
businesses
within
the
widening
limits,
support
the
civilized
option.
However,
majority
of
the
stakeholders
outside
dividing
limits
of
corporate
support
in
the
roundabout
option,
selling
the
additional
round
of
consultation
in
spring
2015,
the
recommended
plan
was
established
which
reconfirmed
signalized
intersections
along
the
corridor.
The
rational
world
vehicle
travel
time
through
the

determined
to
be
equivalent
for
the
recommended
plan
and
the
roundabout
option
during
peak

M
The
recommended
plan
also
avoids
displacing
buildings
and
businesses.
It
has
less
impact
and
business
access.
Also,
the
land
acquisition
requirements
are
less
and
signalized
intersection
option
further.
It
fits
within
the
budget.
That's
identified
in
the
transportation
master
plans,
affordability
plan.
M
This
slide
shows
a
typical
cross-section
F

recommend
a
plan.
Multi-Use
pathways
are
provided
on
both
sides
of
the
corridor.
Those
sections
are
provided
with
traffic
signals
in

medians
are
provided
at
intermittent
locations
and
a

in
some

along
the

to
provide
access

or
from
the
properties

the
businesses
around,

The
next
steps
are
to
finalize
the
environmental
study
report,
taking
into
account
transpiration
committee
and
council
decisions
and
filing
of
the
environment
we
studied
about
the
30-day
public
review
period
and
thank
you
for
giving
us
the
opportunity
to
present
the
functional
design
recommendations
for
copper,
widely
and
well
until
assessment.
The
study.
Thank
you.

A
O
Thank
you
thanks
for
seeing
us
today.
My
name
is
Fadi
Bolivar
and
the
executive
director
of
the
corporal
corridor,
Business
Association,
the
carpod
Quarter,
is
a
designated
employment
area
as
official
plan
and
currently
home
to
about
3,000
employees
and
300
businesses
within
the
studying
that
much
from
Rockman
road
to
the
417
is
part
of
the
numbers
front
incorporated
and
results
of
the
read
Business
Park,
which
is
at
the
intersection
of
Westbrook
we'd
like
to
thank
Jabbar
and
his
team
for
the
work
they
did
on
the
consultation
process.
O
There
was
a
public
persona,
a
business
consultation
group
and
four
open
houses,
and
many
of
our
members
participated
in
all
available
opportunities
and
at
all
times,
to
borrow
his
team
were
respectful,
important,
very
responsive.
To
remember
our
board
infrastructure
is
an
essential
element
of
all
businesses
and
certainly
businesses
that
front
on
the
road
businesses
access
road.
In
our
business
area,
we
have
a
high
volume
of
truck
traffic,
the
employees,
commercial
traffic,
so
this
project
was
very
important
to
us
and
that
members
and
the
Business
Association,
on
behalf
of
participated,
really
actively
will
brought
forward.
O
And
the
gospel,
for
instance,
relies
on
the
traffic
both
in
the
afternoon
evening
to
access
through
site
by
a
gas
use
the
convenience
store.
Other
businesses
are
similar,
we're
here
today
to
speak
in
support
of
the
recommendation.
The
recommendation
at
Westbrook
for
a
signalized
intersection
very
specifically
addresses
are
concerns
about
truck
traffic
exit
from
Westbrook
failure.
The
trucks
entering.
O
Very
much
addressed
our
members
concerns
about
access
to
their
properties
in
both
the
morning
and
afternoon.
Much
of
that
access
is
from
traffic
moving
through
the
area
from
state
support
from
other
locations
also
happens
in
some
cases
24
hours
a
day
for
some
of
our
members
who
operate
all
day
so
again,
we'd
like
to
speak
in
support
of
the
recommendations
and
thank
to
burns
team
for
the
work
they
did.
O
A
K
You
appreciate
this
opportunity.
My
name
is
Peter
Congress
I
own,
a
fairly
large
property
on
this
section
of
cop
Road.
I
am
a
resident
a
business
owner
and
a
commercial
property
owner
I
represent
the
properties,
the
businesses
that
are
operating
in
my
property,
together
with
the
flea
market,
which
feed
and
see
Jason's
landscaping,
routine
food
truck
and
a
few
others
amounts
to
about
35
different
businesses.
K
A
J
Actually,
on
on
the
first
presentation,
there
was
a
characterization
that
they
just
found
out
about
this
yesterday,
but
I'm
assuming
as
councillor
Carter
pointed
out,
they've
worked
and
they've
been
notified.
Have
we
tried
to
work
to
resolve
this
issue?
Is
it
something
that's
not
resolvable,
or
can
we
get
an
update
on
that.
D
D
I
I
O
I
I
They're
both
raised
medians
right
across
that's
correct,
okay,
so
in
that
particular
section
there
is
no
left
or
right.
Two
lanes,
that's
correct!
Okay,
now,
just
coming
back
and
carrying
that
discussion
further,
if
you
go
further
south
part
of
assuming
on
the
right-hand
side
of
the
picture
again,
that's
a
darkened
area
in
terms
of
immediate
and
I'm,
assuming
again
that
that's
a
raised
median,
that's
correct!
Okay,
in
terms
of
traffic
signals
that
are
recommended
by
the
report,
mercer's
ron
devotes
most
of
the
median
in
that.
D
Through
the
chair,
so
in
our
designs
in
between
in
the
in
the
blocks
between
the
interceptions
we've
included
as
much
as
possible
of
that
distance,
it's
a
to
a
left
turn
lane
and
the
raised
medians
are
sporadic
because,
as
mr.
Sadiki
I
mentioned
there
intermittence
and
hazard,
a
guess
of
approximately
50
percent
is
to
a
left
turn
lane.
The
50
percent
is
barrier.
D
M
The
chair,
the
general
feeling
in
the
open
house,
a
meetings.
The
first
open
house
was
just
an
introduction
of
the
project
and
the
different
options
of
design
options
that
were
presented
in
the
meeting.
So
the
meaning
or
the
feeling
was
mixed.
And,
as
I
mentioned
in
my
presentation
that
the
community
is
limits.
I
I
M
I
M
J
Versus
intersection
was
the
progression
of
traffic
through
the
corridor
and
as
mr.
Siddiq,
his
presentation
indicated
that
when
the
team
looked
at
the
travel
times,
they
appeared
to
be
very
close
to
each
other
marginally.
This
variable
difference
so
with
that.
That's
why
they,
the
team,
recommended
Everson
wise
option,
because
the
other
benefits
so
with
the
third-party
review,
they
would
go
through
the
same
information.
We
would
probably
come
up
with
the
same
conclusion
and
that's
why
mr.
Sadiki
said
that
term
outcome
would
not
change,
and
so
we
didn't
pursue
the
UFA
party
review.
Thank.
I
You
very
much
miss
you
for
your
comments.
Just
another
comment
in
terms
of
coming
back
to
the
other
people.
Looking
at
the
study,
other
portions
of
the
study,
the
Westbrook
intersection
both
comes
from
offer
to
myself,
agreed
to
meaning
that
of
the
profit
rate
as
it
currently
exists
and
based
on
the
light
industrial
zone,
heavy
truck
traffic
on
Westbrook.
That
was
the
decision
made
at
that
time
going.
I
D
Yes,
through
the
chair,
so
when
our
traffic
analysts
looked
at
was
in
the
post
construction
situation,
so
post
widening.
So
that's
the
Fellaini
of
carp
road
and
that
was
the
baseline
for
all
of
their
analyses,
and
it
is
the
ripening
and
the
various
improvements
at
the
intersections,
including
installation
of
left
turn
lanes
in
particular
that
address
and
helps
to
address
the
queuing
issues
that
are
experienced
today.
I
Thank
you
for
that,
but
you
didn't
specifically
a
your
traffic
consultant,
didn't
specifically
looked
at
the
current
operation
of
the
Westbrook
intersection
in
terms
of
queuing
of
traffic,
not
necessary
just
a
peak
period,
but
in
throughout
the
day
in
Corrections
of
carpet.
Even
though
it's
a
single
lane
road
at
that
intersection
than
the
fact
that
there
was
a
right
turn
lane
already
existing
onto
Westbrook.
D
D
D
D
It
comes
up
when
we
talk
of
pedestrians,
for
example-
and
you
see
the
signal-
the
signal
eyes
option
scores
differently
than
a
roundabout
option,
based
on
various
indicators
such
as
the
total
length
of
a
pedestrians
journey,
the
separation
of
vehicles
from
pedestrians
and
the
actual
length
of
the
crosswalk
itself.
So
there's
quite
a
varied.
They
score
differently
on
different
criteria.
So
that's
the
one
area
where
we
do
talk
about
safety
in
terms
of
motor
view
safety.
I
K
I
I
You
very
much
mr.
chair
in
the
first
and
I
thank
my
colleague,
counsel
Moffat,
as
well
as
staff
for
working
with
us
in
terms
of
finding
what
I
think
is
a
solution,
maybe
not
a
perfect
or
a
good
solution.
But
it
is
a
solution
and
the
reason
why
I
say
that
is
because,
for
both
of
our
awards,
including
also
council,
shantae's
Ward,
the
whitening
is
the
key
for
part
board,
because
our
communities
have
been
asking
for
this.
I
The
discussions
of
the
design
for
this
project
I've
noticed
that
I
strongly
support
the
design
using
roundabouts
at
major
intersections
opposed
to
traffic
signals,
especially
on
arterial
road.
The
city,
along
with
other
municipalities,
Ontario's,
highlighted
the
benefits
around
the
boat
and
is
incorporating
them
in
this
city,
but
other
municipalities,
in
my
opinion
card
board
would
benefit
from
the
continuous
movement
of
traffic
at
all
hours
of
the
day
and
all
the
parts
require
less
maintenance
can
operate.
I
I
H
H
This
has
been
a
tough
one
to
work
on,
because
I
know
there's
two
very
different
community,
just
eight
communities
when
it
comes
to
the
area
that
I
represent
all
on
Cup
Road
and
then,
of
course,
the
villages
did
still
and
did
the
different
to
the
varying
priorities.
But
I
just
want
to
thank
first
and
foremost
councillor
Catterick
for
working
on
this
file
and
along
the
staff.
H
Actually,
the
residents
we
went
through
I,
don't
think
I've
ever
had
more
positive
public
consultation
or
open
Harris's
on
any
file
than
this
file,
and
certainly
Peter
here
say
Peter
conscious
is
here
today
he
was
involved
every
step
of
the
way,
other
other
property
owners,
Ashley,
Jones
and
and
Rocco
senado
and
Dave
Weitz
they're
all
been
quite
quite
strongly
involved
in
how
we've
progressed
in
this
in
this
project
and
they're
appeases
see
it
here
today
before
us
with
a
resolution.
I
know
it's
not
perfect,
as
cancer
Qadri
said,
but
certainly
it
works
it
doesn't.
H
H
Obviously,
the
it
comes
down
to
funding,
and
certainly
the
option
before
us
keeps
us
within
our
affordability
scope
as
part
of
our
TMP,
which
I
think
is
the
most
important
thing,
because
what
we
want
to
do
is
is
get
this
project
done
as
soon
as
possible
and
earlier
the
better
in
the
2020
to
2025
timeframe.
So
certainly
I
know
councillor
cash.
Are
we
working
on
that
to
make
sure
that
that
the
residents
in
Statesville
and
in
along
the
Capitol
Corridor,
see
some
improvements
in
that
area
as
soon
as
possible?
