three
individuals
based
in
Philadelphia

announced

winners

the
2017

Beard
Foundation
awards
in

a
major
recognition

culinary
scene

the

Beard
Award
for
outstanding
restaurateur
was
presented
to
Stephen
star
of
star
restaurants
based
in
Philadelphia.

award

given
to
a
working
restaurateur
who
sets
high
national
standards
and

operations
and
entrepreneurship.

award
is
given
to
a
chef
who
has
set
new
or
consistent
standards
of
excellence
in
Pennsylvania,
Delaware,
New,
Jersey,
Maryland,
Virginia
and
Washington
DC,
while
vernix
restaurant
near
Rittenhouse
Square
has
been
open
for
only
five
years.

has
a
James
Beard
Award
finalist
for
the
past
three
consecutive
years

city

along

administration,
worked
to
get
the
rebuild
initiative
passed,
there
was
a
lot
of
excitement
about
the
infrastructure
improvements
to
be
made
to
our
parks,
rec,
centers
and
libraries,
because
all
Philadelphians
could
enjoy
them
sort
of
indirectly.
But
mr.
president,
today
is
a
very
special
day,
because
this
legislation
that
we
are
introducing
in
fact
will
enhance
affordable
housing
in
the
city
of
Philadelphia
and
I
literally
want
to
borrow
your
line
of
the
best
way
to
increase.

Affordable
housing
in
this
city
is
to
maintain
our
existing
housing
stock
and
I
just
want
to
take
a
minute
to
say.
Thank
you
and
members
of
the
public
may
remember
that.
Last
year
we
passed
a
very
small
increase
to
the
realty
transfer
tax.
That
would
allow
us
to
issue
100
million
dollars
in
bonds
and
60
million
of
that
100
went
to
eliminating
the
massive
backlog
associated
with
our
basic
systems,
home
repair
and
over
8,000.
People
will
receive
assistance
from
that.

But
this
legislation
that
I've
introduced
today
on
your
behalf
will
allow
the
remaining
40
million
dollars
to
move
forward
with
the
service
agreement
between
the
city
and
the
development
authority
to
administer
a
home
loan
repair
program
and
I,
say
loan,
because
it
will
be
sustainable.
We're
not
talking
about
simply
just
passing
out
grants,
and
you
know
when
the
well
is
dry
is
dry
and
we
have
nowhere
else
to
go.
People
now
will
have
access
to
revenue
that
will
assist
them
to
repair
crumbling
steps,
fix
a
retaining
wall,
get
their
bricks,
poignant
and
mr.

president,
if
they
choose
get
the
driveway
repaired,
and
this
has
been
an
issue
in
the
city
for
a
long
time.
It
may
not
be
a
big
deal
to
some
people,
but
if
you
own
the
house
and
are
retired
in
this
city
and
make
a
nickel
over
the
income
eligibility
guidelines
for
any
of
the
cities
grant
programs.
This
means
everything
to
you

this
would
not
have
happened
without
your
leadership

population

in

public

safety

city

people

us

believe

our
histories
and
stories
aren't
just
told
through
history,
books
and
formal
texts,
but
it
can
also
be
told,
through
the
life
and
vitality
of
photography,
the
Philadelphia
evening
bulletin,
which
documented
Philadelphia's
history
for
so
many
years.

urban
archives
are
an
absolute
gem
and
treasure
matthew.
Countryman,
professor,
is
going
to
be
coming
to
speak
about
about
his
work
with
the
urban
archives
and
it's
just
a
real
honor
to
be
able
to
celebrate
such
a
wonderful
thing
and
again
repeating
with
the
gentleman
who
spoke
earlier
said
next
week.
There'll
be
a
whole
host
of
different
events
that
will
celebrate
the
history
of
our
city,
the
diversity
of
it
and
its
vitality
and
I'm,
proud
too,

Healthy
Schools
Initiative,
and
the
principal
principal
goal
was
to
create
a
thoughtful
plan
to
make
sure
each
building
school
building
in
the
system
is
safe
and
healthy,
for
the
condition
are
in
safe
and
healthy
conditions
for
the
health
of
our
children.

2016
the
women
of
City,
Council
celebrated
Philly's,
new,
lead,
poisoning
protection
measures
and
it
was
Councilwoman
Sanchez
who
said,
and
I
quote
many
times,
people
don't
know.
If
people
have
a
house
built
before
1974
that
they
may
be
exposed
to
live
to,
let
so
it's
not
about
being
punitive
is
more
about
being
thoughtful
in
the
work
that
we
do
to
establish
protocols
to
protect
our
children.

This
week,
October
9th
Philadelphia
caught
the
attention
of
the
country's
media
outlets
CBS,
where
the
topic
was
lead
discovered
in
soil,
the
uptick
and
development
and
construction
has
uncovered
a
new,
but
all
health
risk
again
facing
our
children
and
booming
Philadelphia
neighborhoods.
Let
poison
has
been
found
in
a
soil
of
construction
sites,
most
notably
the
districts
of
Councilwoman,
Sanchez
and
Councilwoman
councilman
mark
Squealer.
The
result,
of
course,
is
toxic
coding
of
playgrounds
and
backyards
with
dangerous
levels
of
lead,
dusts,
and
we
don't
won't
be
repetitive
and
speaking
about
the
toxic
dangers
of
lead.

It
severely
impacts
every
aspects
of
a
child's
development.
What
is
clear
and
what
has
been
pointed
out
in
the
stories
that
developers
and
construction
managers
are
simply
are
not
doing
their
part
to
protect
playgrounds
and
backyards,
and
the
bad
news
is
that
developers
are
not
required
to
test
oil
for
lead
as
a
routine
precaution
before
disturbing
land
worst.
Our
fact-finding
tells
us
that
no
single
government
agency
is
responsible
for
making
certain
our
yards.
Soil
is
safe.
Our
administration
responded
by
issuing
a
resear
ease
of
recommendations
in
the
2017
philadelphia.

Childhood
lead,
poisoning
prevention,
advisory,
a
report,
but
clearly
the
the
lifting
up
of
this
story
on
national
news
featuring
purely
philadelphia
was
troubling
and
as
a
signal
to
us
that
we
still
have
a
work
to
do.
I'm
of
the
view
that
we
must
avoid
the
trap
where
everybody's
problem
is
nobody's
problem.
If
we're
to
fully
arrest
this
persistent
health
health
risk.
So
there's
still
gaps
in
the
system
and
be
advised
that
my
office
again
is
going
to
link
up
with
interested
parties
to
fill
the
voids
required
to
further
protect
our
most
vulnerable
citizens.

issue

Philly
Healthy
Schools
Initiative.
The
concern
that
she
is
raised
as
well
as

members

body
raised
reference
to
the
recent
incident
and
JB
Kelly
school.
It's
very
important,
and
we
need
to
make
sure
that
all
classrooms
in
the
city
of
fidelity
are
safe
and
healthy,
for
not
only
for
students
that
attend,
but
also
the
teachers
and
all
other
professionals
that
work
there.

One
of
the
reasons
well,
two
of
the
main
reasons
why
I
got
involved
in
the
Philly
Healthy
Schools
Initiative
is
because
two
of
the
most
important
titles
I've
ever
received
our
son
and
father.
Many
people
in
this
body
know
my
mother
worked
in
a
school
district
for
well
over
30
years
and
many
of
those
years
all
in
high
school,
and
my
son
is
a
tenth
grader
Hill
Friedman
on
world
Academy.

So
it's
very
important
to
me,
as
well
as
all
members
of
this
body
and
to
people
throughout
the
city
of
Philadelphia,
that
we
have
safe
environments,
safe
workplaces,
for
our
children,
to
learn
and
get
a
great
education,
because
they
are
the
future
leaders
of
our
city
as
well
as
for
all
of
the
professionals
that
work
in
our
school
buildings
to
be
safe,
have
safe
environments.
So
that
way
they
can
really
teach
our
children.

The
education
provide
the
instruction,
so
they
can
truly
be
the
next
leaders
of
the
future
and
as
far
as
a
father,
it's
also
important
to
note
that
next
Saturday
is
the
annual
autism
walk,
as
many
people
in
this
body
also
know
that
my
son
is
autistic.
Next
Saturday
the
October
21st
at
9
a.m.
at
Citizens
Bank
Park.
We
will
have
the
annual
autism
walk.
It's
a
fun
activity,
a
fun
event.
Please
come
out
and
have
your
co-workers,
your
friends,
members
of
your
churches,
synagogues
mosques,
come
out
and
support
this
great
event.

When
my
son
was
diagnosed
with
autism,
one
out
of
every
200
children
were
on
the
autism
spectrum.
Now
it's
one
of
one
out
of
every
66
and
one
out
of
every
50
four
boys,
so
everyone
in
this
room-
and
everyone
listened
to
my
voice-
has
either
a
neighbor
a
co-worker,
a
friend
someone
in
their
family,
someone
in
their
religious
institution
that
has
been
affected
by
autism,
so
I
hope
that
everyone
can
come
out
on
Saturday,
October,
21st
at
9:00
a.m.
and
to
support
the
autism
walk.

just
to
update
up
so
over
the
last
two
years,
I've
been
working
on
that
issue,
I'm
along
the
Schuylkill
River
Trail,
specifically
the
issue
of
Public
Safety.
A
couple
of
incidents
took
place
during
the
winter.
A
couple
incidents
took
place
during
the
summertime
and
Oliver
revolved
around
young
people
groping
in
assaulting
individuals
who
exercised
and
individuals
who
are
out
in
the
open
enjoying
themselves
I'm
on
the
Schuylkill
River
Trail.
M
Most
recently
this
week
we
had
a
young
lady
from
the
district
who
was
assaulted
by
a
group
of
young
men,
I'm
on
the
scooter,
River
Trail
and
so
I
continue
to
work
with
my
staff
and
Department
of
Parks
and
Recreation
and
Town
watch
to
improve
safety
along
a
key
part
of
the
trail.
That's
in
my
district
and
over
the
past
a
couple
of
months
we
have
been
making
some
accomplishes.
One
is
lading
along.
M
The
trail
has
been
increased
significantly
and
so
I
want
to
thank
you
for
working
with
me
and
putting
up
some
of
your
capital
funds
to
increase
their
lighting
along
the
trail
that
extended
into
your
district.
We
have
put
mile
markers
along
the
trail
because
a
couple
of
times
when
one
incident
did
take
place,
the
person
didn't
know
where
they're
at
and
so
when
they
did
call
the
police.
They
couldn't
say
I'm
at
this
particular
area.

So
we
did
put
mile
markers
out
there,
but
one
of
the
proudest
arm
accomplishments
dust
for
it
at
least
that
will
go
to
a
deterring
crime
along
the
Schuylkill
River
Trail
is
the
installment
I'm
gonna
soon-to-be
installment
of
20
cameras
along
a
portion
of
trail,
and
someone
said
well.
The
cameras
only
prevent
the
camera
only
addressed
the
issue
after
the
fact,
but
that's
not
actually
the
case
when
you're
working
in
partnership
with
the
Philadelphia
Police
Department,
they
have
Intel
when
they
review
who's
just
hanging
out
on
the
trail
every
day.
M
But,
most
importantly,
we
need
the
public
to
when
they
see
something
say
something
because
at
the
end
of
the
day
on
that
Intel,
when
you
see
people,
people
up
to
no
good
is
a
good
way
to
be
proactive
on
this
issue,
so
we're
gonna
steel
on
top
of
it,
but
I
want
to
personally
knowledge
you
for
putting
up
some
funds.
They'll
also
help
out
with
that
process.
I
know
when
I
go
out
there,
my
family,
we
run
into
blind
everyone.

was
brown
jogging,
you
know
getting
her
exercising
and
so
we're
civilians
we're
on
the
trail.
We're
not
council
person,
a
or
console
person
be
just
average
Philadelphia
citizens
trying
to
enjoy
themselves.
So
we
have
a
vested
stake
in
making
sure
on
that
trail
was
safe
and
so
I
just
want
to
say
that
for
the
record,
and
just
thank
you
for
your
leadership
and
your
support
on
this
issue
as
well.

situation

it's.
It's
obviously
not
a
surprise
in
terms
of
the
conditions
of
our
schools
that
they
need
a
lot
of
work.
They
need
a
lot
of
help.
They
need
the
resources
and
so
beyond,
repairing
the
school
and
preparing
it
for
children,
our
young
people
and
teaching
professionals
to
go
back
into
the
school.

What
is
the
action
plan
so
that
our
children
do
not
lose
any
more
educational
time
than
they
have
to
so
again?
I
wanted
to
thank
them
for
that.
Also
I
wanted
to
mention
that
today,
I
introduced
a
resolution
opposing
President
Trump
and
his
administration
for
their
attempt
to
curtail
women's
access
to
contraception.
The
Trump
administration
announced
plans
to
roll
back
a
crucial,
Affordable
Care
Act
mandate
that
requires
employers
to
cover
contraception
for
women
employees.

Earlier
this
month,
the
announcement
was
met
with
Swift
resistance
from
the
medical
community,
human
rights,
legal
groups
in
our
own
attorney
general
Josh
Shapiro,
who
announced
Wednesday
that
he's
going
to
be
suing
the
Trump
administration.
For
it's
most
recent
attempt
to
revoke
health
healthcare
access
from
our
most
vulnerable
citizens
since
taking
office
trump
has
demonstrated
time
and
time
again
that
he
has
no
interest
in
protecting
the
rights
and
privileges
of
every
American
citizen.
He
and
his
policies
have
attacked
people
of
color,
Muslims
immigrants,
low-income
Americans
and
women.
H
We
as
elected
officials
and
as
a
nation,
simply
cannot
allow
this
to
happen.
We
have
to
stand
with
the
women
of
Philadelphia
and
across
the
nation
and
show
them
that
we
support
you,
we
care
about
you
and
we
will
fight
against
any
discrimination
of
any
kind.
And
ultimately
this
is
about
power,
and
this
is
about
the
control
of
women.
If
you
have
a
religious
objection
to
birth
control,
then
don't
use
it,
but
for
those
who
do
use
it
ripping
away,
this
coverage
is
completely
unacceptable.

just
wanted

thank

woman,
Blackwell
and
all
my
colleagues
have
been
supportive.
This
morning,
I
was
going
to
come
to
Council
and
speak
to
the
120,000
dollars
that
was
raised
through
needles,
PAPR,
which
the
McKenney
administration
and
others
have
been
an
integral
member
of
we've.
We've
invested
$25,000
that
in
the
Salvation
Army's
14
feeding
stations
in
Puerto,
Rico
and
we're
shipping,
another
$25,000
worth
of
solar
lights
and
other
things
working
with
Pico.
I
We
have
shipped
189
thousand
pounds
of
goods
to
Puerto,
Rico
and
I
was
going
to
celebrate
the
kind
of
energy
around
this
effort,
and
then
this
morning,
President
Trump
tweeted
about
Puerto
Rico
about
our
debt
and
about
the
fact
that
FEMA
could
not
stay
there
forever.
Fema
is
just
arriving
and
and
still
not
at
the
same
level
as
other
comparable
situations.
I
just
wanted
to
remind
folks
that
FEMA
is
still
in
New
Orleans
doing
infrastructure
investment
in
the
billions.
