Learning

transformed
his
mother's
local
bar
into
an
education

resource
center.

after-school

mentoring
programs

youth

Strawberry
Mansion,

an

in
2013

Strawberry
Mansion
Learning
Center
has

visited
North
Philadelphia

Strawberry
Mansion
Learning
Center,
while
filming

story

gun
violence.

plays
a
national
spotlight
on
the
Center
for
its
positive
work
in
the
challenging
environment
and
whereas
in
August
of
2016,
a
GoFundMe
page
was
created
to
raise
money
for
the
center's
kitchen
and
bathroom
renovation
project.

because
of
Kevin's
great
work,
NBC
News
anchor
Lester
Holt
visited
the
center
to
highlight
the
work
in
the
community.
In
a
story
that
aired
nationally.
Almost
overnight,
GoFundMe
donations
began
pouring
in
from
people
across
the
country
and
whereas
kevin
has
also
been
featured
on
the
Rachael
Ray
Show,
where
he
was
presented
with
a
$25,000
donation
from
Philadelphia
based
beneficial
bank.

city

Philadelphia
every
day
from
one
sunrise
to
the
next,
we
can
expect
three

four
Philadelphians
to
get
shot.

murdered,
that's
not
right
and
it's
totally
unacceptable
shootings
are
so
common.

If
you
go
to
be
put
off
your
classroom
and
ask
the
young
boys
and
girls
whether
they
know
somebody
who
has
been
shot,
every
one
of
their
hands
will
probably
go
up.
I
know
because
I
have
visited
classrooms
and
recreation
centers
and
asked
that
question.
I
also
know
because
I
was
one
of
those
young
men
who
witnessed
a
family
member
being
murdered.
Our
personally
taking
the
question
blow
of
hearing
that
a
loved
one
has
lost
his
life
to
gun
violence.
The
devastating,
in
fact
that
gun
violence
has
had
on
our
communities
should
never
be
accepted.

We
have
focused
our
attention
and
resources
on
many
of
the
major
problems
of
the
city,
but
we
have
yet
to
do
so,
specifically
on
the
issue
of
gun
violence.
The
special
committees
that
this
resolution
establish
will
dictate
itself
to
two
goals
needs,
neither
of
which
has
been
ever
undertaken
here
in
the
city
of
Adelphia.
First
to
facilitate
ongoing
coordination
by
stakeholders
across
sectors
and
Dillons

formerly

comprehensive
citywide
strategic
plan

gun,
violence
and
prevention.

her
transition
in
our
circle
of
life,

her
social
justice

about

and
mentorship

trail
trailblazing,

she
set
the
stage

arena

she
rose
to
leadership
and

wasn't
simply

young,
she
knew
that

job

trail

to
bring
other
people
along.

to
that

to

another

in

City
Philadelphia.

company

subsequently
acquired
by
Google

2010
for

million
dollars
as
the
division

Google.

company
has
grown
into
the
largest
programmatic,
Advan
Klat
forum
in
the
world,
worth
billions
of
dollars
in
creating
hundreds,
perhaps
thousands
of
jobs.
Unfortunately,
this
is
also
not
a
Philly
success
story.
By
the
time
the
Google
acquisition
most
of
invites
employees
and
operations
had
moved
to
New
York
City,
which
is
where
invite
lives
on
today,
under
the
name
double-click
bid
manager
when
I
just
start
decided
to
start
currency.

A
new
company
in
the
same
spaces
in
everyone
invite
I
had
a
difficult
decision
to
make
the
advantage
of
New
York
City
for
an
ad
tech
company
are
enormous.
Every
ad
agency
and
advertising
related
company
of
note
is
either
headquartered
or
has
a
presence.
Their
working
capital
is
easy
to
raise
their
the
network
of
experienced
sales
marketing
product
executive
engineering,
talent
is
robust,
but
I
chose
Philly.
It's
a
city
where
I
live
in
love,
where
I'm
raising
my
child
and
planning
my
route.

As
we
moved
from
these
humble
beginnings,
a
new
additional
6%
sales
tax
on
our
services
will
create
an
undeniable
incentive
to
move
our
operations
out
of
the
city
and
now
the
state.
The
addition
of
this
tax
will
also
impact
the
mini
software
services.
We
consume,
adding
to
our
cost
and
hitting
us
further
on
both
ends
exacerbating
the
situation.

If
this
tax
is
imposed
on
our
industry,
the
highest
of
its
kind
in
the
country,
you're
saying
loud
and
clear,
we
don't
want
tech
industry
here,
you're
telling
the
googles
and
the
Facebook's
do
not
expand
here
or
be
subject
to
this
tax.

saying

not
invest
in
tech
companies
here
or

subject
to
the
tax,
which

the
killer
of
companies
like
mine

finally
have
the
worst
possible
outcome.

the
company
grows

successful
in
perhaps
looking

acquired,
a
tech
tax
in
PA
might
literally
force
them

move
before
completing

transaction.

disaster

the
high-growth
tech
companies

state

short-term
tax
gains

wrong
approach

Pennsylvania

Philly
behind

tax

a
host
of
other

related
taxes
that
will
kill

technology
growth

we've
so
experienced

Philadelphia

only
three
other
states
in
the
land
that
tax
these
things
and
they
do
so
at
half
the
rate
of
what
has
been
proposed
by
the
Commonwealth.
They
are
Hawaii
South,
Dakota
and
New
Hampshire,
not
major
tech
hubs.

our
surrounding
states,
tech,
tax,
these
areas
of
technology
services
and
the
most
important
thing
to
leave
you
with
is
this.
These
jobs
are
portable,
they
don't
require
real
estate,
they
don't
require
physical
space.
The
people
can
pick
up
their
computers
with
their
internet
connections
and
they
can
move
across
the
bridge
to
New
Jersey
down
south
into
Delaware,
or
even
quite
simply,
to
Texas
South,
America,
Central,
America
or
India.

jobs
that

increasingly
come
here
to
Philadelphia
they're
coming
here
because
of
the
great
resources
that
we
have
with

wonderful
universities,
but
they

leave
very
quickly
as
soon
as
they're
taxed

we're

jobs

important
technology
developments
both
for
small
businesses,
medium-sized
businesses

large
businesses.

pass
this
resolution

tax

that
it's
really
picking
winners
and
losers
and
isn't
fair,

that
alone

have

support

no
retirement
income

either
retirement
income

even

tax
would
be
more
fair
than
taxing

industry

Facebook
are
all
located
in

Bay
Area,

Amazon

in
Seattle.

need

able

develop
those
type
of
companies
in
Pennsylvania
and
to
put
a
finer
point
on
what
mr.
luttrell
said
earlier,
we
will
have
to
move
currency,
which
we
think
can
be
a
very,
very
significant
company.

this
tax
is
imposed,
we
have
enough
challenges
trying
to
launch
a
great
company
in
Philadelphia
without
having
the
added
disadvantage
of
having
to
pay
6%
tax,
on
not
only
our
revenues
but
also
the
services.

purchase
and
use
Pennsylvania
has
a
lot
of
talent,
but
there
are
lots
of
other
places
to
find
talent
if
this,

this
tax
passes
we're
going
to
lose
companies-

it's
not
going
to
be

New
Jersey

Delaware,

to
be
to
New
York
Boston
and
the
Bay
Area
when
we
started
dreaming
in
2008,
so
adelphia
was
not
far
behind
New
York.
That
Gulf
has
widened.

tax

make
it
unbridgeable

think
it
would

a
lot
smarter
for
us
to
try
and
become
in
the
21st
century
to
tech
what
Delaware
became
in
the
20th
century
for
industrial
companies
there

should
make
it

business
friendly
tech
company,

environment,

should

recruiting
not
chasing
away
these
companies

example

things

we
will
lose
if
this
tax
passes

because
of

high
cost

living

Bay

companies

encouraging

talented

move

work

live

from
Korea

died
alone,
deported
living
in
Seoul.

he

life

not

is
fatally
flawed.

of

last
14
years
were
in
technology,
25%
of
all
jobs
in
Philadelphia

technology.

also
said
that
one-third
of
those
jobs
don't
require
a
high
school
diploma
and
the
message
this
sends
strong
to
the
hundred
thousand
Millennials
that
have
moved
here
in
the
last
10
years
and
the
fact
that
the
Ladell
fee
has
the
highest
percentage
of
millennial.
Growth
of
the
largest
20
cities
in
the
country
in
the
past
12
months
sends
the
wrong
message.
The
other
statistics
we
should
be
aware
of
is
the
economic
job
multiplier
of
technology.

five
to
one,
there's
no
other
industry,
that's
higher
for
every
job
of
tech,
five,
more
jobs
get
created,
and
in
the
Pennsylvania
economy
reported
said,
the
average
income
of
tech
is
39,000
higher,
but

Think
the
big
piece
here
is
the
message.
This
is
sending
I
understand
a
governor
situation,
but
I,
don't
I,
don't
I.
Don't
agree
that
we
should
put
in
a
six
percent
tax
on
the
back
of
the
one
area
of
Philadelphia:
that's
booming

right
now
and
we're
attracting
young
people
here,
and
we
wanted
to
stay
here
in
the
city.

This
is
a
difficult
vote.
I'm

thing
councilman
Greenleaf
for
his
comments
in
reference

budget
process.
We
all
know
that
a
budget
is
not
done.
Isolation,
it's
hard

pick
out
one
piece
of
legislation
that
embodies
trying
to
do.
However,
when
you
think
about
the
impact
this
legislation
would
have
if
it
was
more
of
a
broad-based
impact,
I
would
have
less
of
a
concern.

this
legislation
is
going
to
disproportionately
impact
the
city
of
Philadelphia
if
you
were
to
go
into
effect
and
if
you
think
about
the
fact
that
we
have
a
high
rate
of
poppins
in
this
city
and
some

issues
we're

to
address
it.

concerns
me
that
this
type
of
proposal
could
go
through
and
have
this
type
of
impact
in
our
city.

do
understand
the
issues
and
concerns
that
counseling
greenling
is
articulated
and
some
of
the
other
issues
along
with
this
legislation.

half

have
a
Democratic
governor,

relying
on
veto
power,

we
have
major
issues
here
in
the
city

Philadelphia

rely

state

the
constitutional
change.
With
our
real
estate
taxes,
we
have
education
funding
all
right.
You
know
having
a
fair,
a
lawsuit,
that's
in
the
federal
courts,
a
fair
education
funding
and
relying
on
the
state
to

really
you
know
it.

know,
fund
our
schools
with
a
little
more
money,
so
we
can
educate
our
kids.
We
have
a
uniform
construction
code
that
hasn't
been
adopted
when
we
were
operating
off
of
2009
building
codes.
While
we
have
this
economic
boom

right,
we
were
outdated
by
many
years.
You
know
from
2009,
and
here
we
are
in
2017,
so
we
rely
on
the
state
into
cooperation
with
the
state.

believe

we
need
the
governor
right

Arps,

city
budget
is
complete
for
him
to
continue

fight

that
our
codes

tech
is
the
fastest-growing
sector,
all

it's
even
faster
growing
sector.

healthcare
industry,

growing

legislature

cities
of
the
first
class,
from
anything
that

going

be

at
that

creation

special
committee

All

the
speakers

commented

the
negative
impact
of
this
tax

agree
with
them
potentially
wholeheartedly,
and
there
was
one
person
who
put
forth
a
potential
solution
that
I
am
willing
and
I'm.

Sure
many
of
my
colleagues
will
take
him
up
on.
He
talked
about.
He
knew
that
there
was
a
need
to
plug
the
three
billion
dollar
projected
budget
deficit
that
we
have
in
the
Commonwealth
of
Pennsylvania,
and
he
said
that
he
thought
a
broad-based
tax,
like
a
potential
increase
in
the
CIT,
was
something
that
was
something
more
City
instead
of
picking
winners
and
losers,
as
it
relates
to
industries.
I
want
to
tell
that
gentleman
that
I
agree.

I
would
we'll
be
willing
to
work
with
the
industry
to
motivate
and
inspire
our
colleagues,
particularly
those
who
live
in
a
five-county
area,
to
help
us
with
the
campaign
to
support
a
broad-based
tax
in
Harrisburg.

is
not
a
simply.
An
asset
is
coming
from
Philadelphia.
In
addition
to
that,
I
want
to
say
to
Councilman
Greenlee,
councilmembers,
Jones
and
Henan.

Each
of
you
I
think
hit
the
hammer
on
the
nail
when
you
talked
about
current
negotiations,
I
right
now,
I'm
holding
an
analysis
of
revenue
proposals
that
was
conducted
not
by
the
Democratic
caucus
or
Republican
caucus.
It
was
conducted
by
the
independent
fiscal
office
and
everything
that
is
being
proposed.
It
is
not
just
this
what
is
being
referred
to
as
the
tech
tax,
they're
talking
about
the
corporate
net
income
tax,
a
natural
gas
severance
tax
and
insurance
premium
tax,
a
sales
and
use
tax,
and
they
also
have
tax
credits
here.

So
with
that
being
said,
I
who
am
not
in
support
of
this
tax
in
particular,
but
what
I
am
very
mindful
of
is
the
reality
of
a
three
billion
dollar
deficit,
the
reality
that
in
five
years,
if
we
don't
find
a
way
to
generate
additional
recurring
revenue
for
the
School
District
of
Philadelphia,
that
we
listen
carefully.
We
talked
about
a
700
million
dollar
projected
deficit.
We've
got
no
signal
that
we're
going
to
plug
the
charter,
school
reimbursement,
a
line-item
and
with
that
being
said,
mr.
president
I
will
be
voting
no
on
this
resolution
today.

it
is
not
again
because
I
support
the
tax
I
would
much
prefer
to
see
a
broad-based
tax
entered
into,
but
as
they
go
into
the
negotiating
stages
of
this
process
of
you

which

know
only
had

pre-k

watching

afar

don't
want

limit
the
discussion

anything
and

both
sides

get

Philadelphia
this
tax

very
problematic.

jobs,

lose

growth.
What
happens
is
exactly
what's
been

don't

money
from
Harrisburg.

money

federal
government
we're

rely

need
as
many
jobs
job
opportunities
as
we
can
have,

this
is
of
one
of
our
hottest
areas
right
now,
if
you
look
at
what's
happening,
we've
built
for
Innovation
Centers,
University
of
Penn
Drexel,
Science,
Center
and
Comcast
Innovation
Center.
That
has
been
great
for
the
building
trades.
It's
been
great
for
a
lot
of
things.

say
is
that
this
tax
is
difficult
to
understand,
particularly
when
people
don't
feel
it
relates
to
them
and
I
believe
that
the
representatives
of
rural
Pennsylvania
are
making
themselves
well
known,
they're,
saying:

affect
us,
so
go
ahead
with
this
tax,
but
what
I'm
saying
is
Philadelphia
has
to
let

rest
of
the
state
know

that
they
can
balance

out
that
this
tax

detrimental

citizens,

economy

region

of

will
be

at

for
the
LGBTQ
community,
and
I
will
be
this
afternoon
and

In
addition,
I
just
want
to
make
a
few
comments
on.

Many
of
you
all
know
that
here
in
the
city
of
adelphia
on
poverty
is
if
not
one
of
amazing
major
issues.
Our
number
one
issue,
one
organization
has
been
really
at
the
forefront
of
trying
to
address
poverty
here.
In
the
city
of
adelphia
is
the
foot
off
the
unemployment
project,
and
one
initiative
of
many
that
they
have
to
address
poverty
in
the
city
of
adelphia
is
a
program
called
commuter
options.

The
communications
program
is
a
reverse
commuting
program
that
takes
city
residents
to
suburban
jobs,
to
support
this
program,
councilman,
Jones
and
I,
as
well
as
foot
off
the
unemployment
project
executive
director,
John,
dodge
Lou
acre
president
of
the
foot
off
the
middle
trade
union
representative
power
and
others
participated
in
a
press
conference.
This
Monday
in
a
caucus
room
to
Collin
septa
to
fund
the
commuter
options
program.

I
would
like
to
thank
my
colleagues
and
council
for
supporting
this
amendment.
Many
of
you,
I
saw
in
the
last
day
or
two
to
get
your
support
and
I've
got
an
overwhelming
response.
With
this
response,
I
did
reach
out
to
septa.
I
am
for
them
of
this
amendment,
and
we
had
a
number
of
conference
calls
and
discussions
regarding
this
issue.
I
want
to
publicly
thank
Wendy,
green
Harvey
of
septa
for
helping
to
coordinate
three
conference
calls
that
we
had
over
the
past
two
days.
Regarding
on
this
amendment.

In
our
discussions,
we
were
able
to
identify
four
different
funding
sources
that
can
help
the
commuter
options
program,
in
addition
set
to
agree
to
support
and
lobby
both
PennDOT
and
PA
DCED
on
pups
of
the
hair
for
to
put
off
unemployment
products
behalf
as
well
as
use
their
stance
and
help
the
unemployment
project
complete
these
grant
applications
and
do
support
letters.
I
also
like
to
thank
our
managing
director,
Mike
Beebe
Anita's.

Who
also
is
for
this
initiative
and
he's
been
lobbying
our
state
transportation,
secretary,
lazy
Richards
in
reference
to
additional
dollars
for
the
commuter
options
program
run
by
the
foot
up
unemployment
project.
Considering
all
this
collaboration
discussions
between
both
septa
and
they
fill
up
unemployment
project
I
decide
to
hold
on
this
amendment
to
their
subsidy.
I,
look
forward
to
a
future
announcement
for
additional
money
for
the
commuter
options
program
and
reverse
commuting,
which
will
bring
city
residents
to
suburban
jobs.
If
we
are
not
successful
in
this
funding,
I
will
revisit
this
important
issue
in
the
future.

kept
getting
calls
from
the
principal

CEO
of
Richard
Allen
preparatory
charter
school.
When
children
who
come
from
his
school
kept
playing
with
the
Train
and
one
6th
grader
was
dragged
500
feet,
he
first
called
and
said
they
were
trying
to
save
a
leg.
He
called
back
20
minutes
later
to.
Let
us
know
that
this
child
had
lost
one
leg
and
they
were
trying
to
operate
on
the
other.
She's
still
in
series
been
calling
us.
I
He
calls
us
yesterday
when
we
were
here
Don
our
hearing
he's
called
us
this
morning.
They
are
trying
to
save
the
second
leg.
She
still
she's,
responding
to
her
family
voices
and
she's,
having
surgery
again
to
March.
So
we
need
to
pray
for
her
that
this
sixth
grader
may
be
able
to
keep
one
leg,
and
we
want
to
thank
CEO
and
principal
Lawrence
Jones
on
trying
to
keep
us
informed
about
what's
going
on.
