Councilman Kenyatta Johnson led a presentation welcoming the National Football League (NFL) Draft to the City of Philadelphia and commemorating the first ever NFL Draft, which took place in the City on February 8, 1936.
Councilwoman Jannie Blackwell (3rd District) led presentation acknowledging and commending the University of Pennsylvania, LF Driscoll, the School District of Philadelphia and the Philadelphia Building Trades Council for their establishment of the PennAssist Program-Bridging the Gap from High School to Building Trades, an unprecedented effort to promote and support City youth in their pursuit of careers in the building trades.
Councilwoman María Quiñones-Sánchez led presentation honoring and recognizing the career of Judith Bernstein-Baker in service to Philadelphia's vibrant community of immigrants and refugees.

leads

the
efforts

has
a
long
history
with
the
NFL
Draft,
having
played
host
to
the
inaugural
draft
on
February
8th
1936,
the
Philadelphia
Eagles
made
the
first
player
selection
over
the
course
of
its
81
year
history.
The
draft
has
returned
to
the
city
15
times
and
whereas
the
NFL
draft
was
instituted
as
a
measure
to
create
competitive
balance
in
the
league
by
allowing
Weger
teams
from
the
previous
season
to
select
the
most
talented
incoming
players.
As
a
result,
the
NFL
has
been
able
to
create
compelling
competition
across
the
league.

been
followed
by
all
other
major
American
sports

proves

recounting

different
challenges
they've
been

for
young
folks

able

dream
of
doing
different
things

then
get
the
chance

experience
it,
and
that's
what
we're

to
see
tonight

you're
going
to
see
a
lot

cheering

crying
about
this
experience,

all
be
able

that
this

citywide
sea
change
where
in
the
entire
city,

done
right

under
compliment
black
wealth
leadership,
I
am
sure
it
will
be
done.

fortune

work

Harrisburg
at
the
legislative
aid,
when
governor
Casey
was
Senator,
Casey's
father
was
governor
and
I
often
heard
him
say
the
question
is
and
what
did
you
do
with
the
power
when
you
had
it?
Councilwoman
Blackwell
has
pulled
together
and
unprecedented
group
of
stakeholders
who,
under
her
leadership,
I
am
sure,
will
get
it
right
when
it
comes
to
ensuring
that
young
people
in
the
school
district
end
up
with
skills
that
they
can
get
them
a
job
and
move
them,
and
so
that
we
can
reduce
that
25%
poverty
rate.

councilman

acknowledging

camp

math

training,
the
skills
assessment
and
boot
camp
results.

aid
in
Penn
assist
team
of
students
to
identify
the
trades
most
suitable
for
each
student?
All
students
will
receive
a
small
stipend
to
cover
the
cost
of
lunch
and
transportation
for
the
duration
of
the
boot
camp
and.

trades

had

with
the

District
and

nonprofits

it
took
leadership
of
Councilwoman
Blackwell

you

a

process

young
men

women
city

public

behind
this

is

belief

this
is
the
way

find
our
talented

to

young
men

our

trades

deeply
personal

Jewish
value

the
stranger

the
nation's
oldest
international
migration

refugee
resettlement
agency,
providing
legal

supportive
services
to
immigrants,
refugees
and
asylum
seekers
to
assure
their
fair
treatment
and
full
integration
into
American
society.

whereas,
since
joining
highest
Pennsylvania
as
executive
director
in
1998,
judy
has
led
the
nonprofit
to
triple
in
size
and
expanded
services
to
provide
legal,
social
and
resettlement
services
to
low-income
philadelphians,
who
seek
political
asylum,
citizenship
and
relief
from
deportation
and.

Judy's
tireless
outreach
and
advocacy
has
influenced
the
preservation

expansion
of
immigrant
rights,
not
only
by
the
city
of
Philadelphia,
but
also
by
the
Commonwealth

Pennsylvania

courageously

Pennsylvania
immigrant
and
citizen
coalition,

first
and
only
statewide
immigration
advocacy
organization,

famously
Judy
halted.

proposed
cancellation
of
thousands
of
licenses
for
immigrants
and
refugees
in
need

Judy
Bernstein
Baker
is
a
living
legend
in
Philadelphia's
Public,
Interest
community,
she
was

first
staff
attorney
and
at
the
support
center
for
child
advocates,
the
nation's
oldest
and
largest
pro
bono
program

abused
and
neglected
children.
She
founded
and
directed
the
Penn
law
public
service
program,
the
first
of
its
kind
in
an
Ivy
League
school.
She
enlisted
and
trained
hundreds
of
attorneys
and
law
students
in
order
to
assist
applicants
for
citizenship.
She
co-wrote
understanding
immigration
law
and
practice.

Whereas
in
2013
the
Philadelphia
Bar
Foundation
award,
originally
known
as
the
apakah
award
was
presented
to
Judy
Bernstein
Baker
for
exemplified
the
highest
ideas
of
public
interest
law
and
exceptional
service

legal
service
community

Judy's
career
is
perhaps
most
of
all
marked
by
her
unwavering
dedication
to
her
staff.

Philadelphia

interest

Judy
always
took
the
time
to
offer
a
word
of

Don't
know
if
there's
anybody
left
from
the
Building
Trades
Council,
but
just
so
you
know,
my
mother
was
an
immigrant
union
organizer
with
her,
then
I
ogw,
you
and
her
story
was
recorded
because
she
participated
in
many
strikes
and
picket
lines,
and
she
informed
me
that
one
of
the
biggest
problems
they
had
was
the
fear
that
immigrants
had
to
press
for
their
labor
rights
and
the
story
hasn't
changed
much
I'm
so
happy
to
see.
There's
a
resolution
later
following
this
about
fair
wages
for
our
working
class,
brother
and
sister
immigrants.
Q
But
now
I
am
truly
honored
and
humbled
by
this
resolution,
and
it
is
true
that
work
with
immigrants
and
refugees
is
my
passion,
but
retired
advocates.
Don't
just
fade
away.
We
continue
to
work
as
volunteers
and
activists,
especially
when
the
current
climate
targets,
immigrants
and
refugees
based
on
unfounded
fear
and
xenophobia.
Keeping
Philadelphia
welcoming
city
has
never
been
more
important.
I
want
to
share
very
briefly
four
lessons.

I
learned
when
I
was
privileged
to
be
the
executive
director
of
highest
Pennsylvania
I
learned
the
the
real
importance
of
religious
freedom,
because
so
many
of

Forces

client
of
national
highest.

national
organization
and
is
now
reunited
with
their
family.

what
Philadelphia
look

Northeast,

look
at
South,
Philadelphia

hopefully,

day,
look
at

own
community
Northwest

therefore
astounding,

high
public
officials
perpetrate
alternative
facts,
that
immigrants
take
jobs
away
from
Americans,

they

criminals

harm

our

scapegoated

problems

in
the
Commonwealth

and

in

letter
that
we
asked
for,

accept
schools,
along
with
daycare
facilities,

included
when
the
Commonwealth
issued

waiver

response

the
mayor's
request.

with
this
Council's
request,

us
exactly

we
asked
for
and
I
would
just
read
the
line
that
says,

reviewed

provided

it
by
the
city
of
Philadelphia.

Department

Health
approves
the
city

Philadelphia's
request
to
amend

distance
from

feet
to
500
feet

dispensaries

the

Opportunity
Center

national

improve

wages

working

nation's

of
workers

to

there

everyone

get
a
chance

sign

say
a
special
thank
you
to
them
for
being
extremely
patient
during
the
community
meeting
that
I
held
on
this
past
Tuesday
mr.
chair
at
the
Opera
Presbyterian
Church,
and
it
was
relative
to
the
City
of
Philadelphia's
issuance
of
a
permit
for
a
medical
marijuana.
Dispensary
on
the
8300
block
of
Stanton,
Avenue
and
I.
O
Think
it
is
very
important,
mr.
chair
to
say
a
special
thanks
to
this
community
because
they
did
not
do
what
folks
expected
them
to
do
with
this
meeting,
and
that
was
to
shout
reasons
associated
with
a
NIMBY
philosophy,
not
in
my
backyard
about
why
they
did
not
want
this
medical
marijuana
dispensary
in
their
community.
In
fact,
mr.
chairman,
they
did
just
the
opposite.
They
showed
that
they
were
knowledgeable
and
well-educated
about
the
public,
benefit
it
and
all
of
the
positive
externalities
associated
with
the
medicinal
use
of
marijuana
and
that
they
support
the
use
of
it.

All
of
the
questions
that
they
raised
were
relative
to
the
law
and
how
our
zoning,
your
law
from
a
land,
use
perspective,
conflicts
with
state
law,
along
with
what
council,
passed
and
or
councils
intent.
So
I
also
want
to
say
to
them,
because
we
had
a
very
good
meeting,
and
you
know
those
large
community
meetings
can
be
and
they
had
about
two
busloads
of
people
who
were
busted.

from
other
communities
and
I
shared
with
my
fellow
Councilwoman
Blackwell,
that
one
bust
came
from
West
Philadelphia
and
one
bust
came
from
the
county
and
as
we,
those
who
live
within
500
feet
after
they
spoke
and
then
the
community
at
large
spoke.
The
disruption
that
was
expected
to
take
place
was
not
successful
so
to
all
of
those
residents
who
attended.
Thank

holding
your
cool,
thank
you
for
showing
the
savviness
of
our
community
and
your
support
for
the
medicinal
use
of
marijuana,
and
only
addressing
this
issue.
From
a
land-use
perspective,

City
Council
every
day

a
good
day
to
be
in
City
Council,

I

the
work
of
two
members
of
this
body,

council

helping

create
the
stood

Energy
Authority
this
morning,
myself,
along
with
councilman
Brown,
had
a
chance
to
participate
in
the
kickoff
of
Solarize
Philly,
which
is
a
citywide
program
to
lower
cost,
simplify
the
process
and
create
jobs
and
all
filled
out
themes
to
go
solar
at
their
home.

The
signup
period
with
the
foot
of
an
NGO
thority,
will
begin
July,
1st
and
we'll
go
through
September
30th
and
the
foot
of
the
NGO
tarting
will
help
with
developers
to
keep
the
cost
low
by
bundling
neighboring
solutions,
installations,
reducing
marketing
outreach
cost
and
our
going
to
work
with
the
Office
of
Sustainability.
Our
department
license
inspection
and
pìkô
to
keep
the
process
moving
as
quickly
as
possible.
They
also
work
with
developers
and
lenders
to
provide
financing
to
homeowners
through
this
process.

Solarize
filling
would
also
help
fund
solar,
trainings
at
a
School
District
and
help
low
and
moderate
income
families
to
go
solar
themselves,
and
this
is
important
because
one
it
will
create
jobs.
They
anticipate
that
it
will
create
at
least
73
jobs
in
18
months,
and
also
no
solar
in
itself
creates
15
jobs
for
every
100
households
that
participate
and
we
have
over
120
thousand
rooftops
eligible
citywide
for
solar.
It
also
supports
our
community
and
keeps
energy
cost
and
check-ins.

We
all
know
that
city
siddhappa
has
the
largest
level
of
poverty,
any
large
city
in
the
country
and
provides
an
opportunity
for
people
to
reduce
their
energy
bills
and
also
it
helps
to
combat
climate
change
and
so
with
Solarize
Philly.
What
they
in
plan
to
accomplish
is
by
solarizing
500
homes,
increased
solar
power
on
foot
over
rooftops,
subsidized
137,
low
and
moderate
income.
Households
to
install
solar
on
their
rooftops,
expand
solar
job
training
programs
in
the
fill
doctor
schools
and
create
73
good
living
wage
jobs.

stance

passed

Councilman

the

action

join

and

black

brown
workers
collective
and

LGBTQ
hiv-positive,
Muslim
young
people
and
workers
all
who
represent
75%
of
our
city's
population.

vocal
majority
on
their
day
of
action

have
publicly

sent
a
letter
to
rob
Wonder
Ling
and
the
Chamber
of
Commerce,
asking
that
all
businesses
in
the
city
of
Philadelphia
respect
people's
right
to
this
day
of
action
and
hope
that
on
Tuesday
workers
are
not
penalized
for
exercising
their
private
right,
their
private
rights
to
publicly
demonstrate
you
know.

council
colleagues
have
joined
us
and
we
strikes
and
gone
back
and
walk
workers
back.

workers

welcome

their
job
sites

incident

going
to
coded

kids

high

kids

high
school,
one
of
them's

graders

kids
per
school
course

about
15,000
for
high
school
