council
president,
over
the
past
number
of
weeks
there
has
been
dialogue
regarding
the
actions
of
this
body.
Some
have
stated
that
we
have
not
been
the
most
business-friendly
of
promoted
or
promoting
small
businesses
in
the
city
of
Fidel
phia.
Some
of
the
legislative
action
has
occurred
in
Harrisburg.
I
think,
is
based
on
that
belief,
as
well
as
some
of
the
commentary
in
our
local
publications.
A
So
I
wanted
to
take
this
time
to
commend
you
for
your
leadership
for
the
resolution
that
was
honored
to
introduce,
on
your
behalf,
creating
a
special
committee
on
regular
review
and
reform.
As
many
people
may
know
that
our
foot
of
the
code
consists
of
over
2,000
pages
legislation
enacted
by
this
body,
so
I'm
going
back
to
the
creation
of
our
home
rule
charter
in
1951.

In
addition,
various
departments
have
adopted
regulations
over
the
decades
based
on
the
code,
and
so
the
resolution
that
was
introduced
and
your
leadership
in
putting
forth
this
initiative
I
think
continues
to
encourage
small
business
owners
myself
being
a
former
small
business
owner
as
well
as
being
attorneys
represent
represented.
Small
businesses
shows
that
this
body
has
and
will
continue
to
be,
a
supporter
of
small
businesses
here
in
the
city
of
the
document.
