Councilwoman Jannie Blackwell (3rd District) led a presentation recognizing and honoring Joseph M. Starinieri for his service as an educator and dedication for providing a quality education to underprivileged children.

Mr.
president,
this
is
a
special
privilege
for
me
because
the
individual
we
are
honoring
was
principal
of
Ser
school
and
miss
winder
who
observe
school
and
miss
winder,
who
was
with
him
and
who
was
head
of
home
and
school
and
still
is
I've
known
so
long.
Her
husband
was
on
the
waterfront
with
Lucien
Blackwell,
when
Lucien
Blackwell
was
president
of
local
1332
International
Longshoremen's
Association
before
it
became
local
1291.

Providing
a
quality
education
to
underprivileged
children,
whereas
mr.
stair
Inari
came
from
a
family
of
educators,
he
attended
both
public
and
Catholic
schools
in
Philadelphia
and
graduated
from
st.
John
Newman
high
school.
He
went
on
to
graduate
from
West
Chester
University
receiving
his
bachelor's
degree
in
with
both
special
education
and
elementary
education
and
whereas.

In
1980
mr.
Stahr
Inari
began
teaching
at
John
Bartram
high
school.
Within
a
few
years.
He
became
the
building
representative
for
the
school,
as
well
as
the
chairperson
for
special
education
and
whereas
mr.
Stahr
Inari
pursued
his
graduate
studies
at
Temple
University,
where
he
received
his
cooperative
education,
educational
administration
and
supervisory
certificates.
He
also
received
his
superintendent's
letter
from
Saint
Joseph's,
University
and.

Whereas
in
1991
mr.
Stahr
Inari
was
appointed
as
the
assistant
principal
to
Stoddard
Fleischer
middle
school,
then
in
1996
he
was
appointed
as
principal
at
William
L
ser
middle
school
at
ser.
He
was
instrumental
in
developing
a
partnership
with
the
University
of
Pennsylvania
that
led
to
one
of
the
first
community
schools
in
Philadelphia
and
whereas,
together
with
Penn
mr.
sarin
Ari
developed
a
health
center
that
services,
students,
parents
and
community
members.
The
center
has
also
trained
students
for
careers
in
the
health
industry
and.

Where
is
mr.
stair
and
airy
also
led
the
successful
transition
of
converting
stair
Sayre
school
middle
from
a
middle
school
to
a
comprehensive
high
school
during
his
tenure
at
Sarah.
This
austerity
was
instrumental
in
having
the
school
achieve
adequate
yearly
progress
through
the
many
professional
development
sessions
for
teachers
and
after-school
tutoring
programs
for
students,
whereas
mr.
stair
and
airy
became
the
principal
of
Denver
Bieber
middle
school,
where
he
developed
a
partnership
with
st.
Joseph's
University
that
included
mentoring,
programs
and
a
saturday
program.

Whereas
in
2015
mr.
stair
Inari
worked
as
a
school
administrator
for
Chester
County,
he
contributed
to
the
development
of
programs
for
students
receiving
special
special
education
and
where
a
mr.
Stahr
Inari
has
been
recognized
for
his
concert
in
the
education
community.
On
numerous
occasions
every
year
the
Sarah
Johnson
health
clinic
gives
out
the
starin
area
award
to
an
individual
in
West
Philadelphia,
who
serves
and
gives
back
their
time
and
efforts
to
the
community
in
2014.
Mr.
stair
Inari
was
awarded
the
Columbus
forum,
dr.
Roco.

Whereas
mr.
stair
Inari
is
currently
an
adjunct,
professor
at
West
Chester
University,
he
supervises
special
education
student
teachers
in
Philadelphia,
Bucks,
County,
Chester,
County,
Delaware,
County
and
Montgomery
County.
In
addition
to
mr.
stair
Inari
teaches
graduate
level
courses
at
the
University.

therefore,
be
it
resolved
that
the
Council
of
the
city
of
Philadelphia
does
hereby
recognize
and
honor
Joseph's
Terra
nari
for
his
service
as
an
educator
and
for
his
passion
and
dedication
for
providing
a
quality
education
to
underprivileged
children.
Further
resolved
that
an
engrossed
copy
of
this
resolution
be
presented
to
mr.
starin
Airy
as
a
sincere
expression
of
the
Council
of
the
City
of
Philadelphia's
gratitude,
admiration
and
recognition.

It's
an
honor
and
a
pleasure
to
be
here
today
to
stand
beside
mr.
Joseph
Starr
Denari,
a
principal
that
worked
hard.
I
always
tell
him
that
his
wife
and
his
daughter
really
is
the
one
that
should
get
all
their
awards
because
of
the
time
that
he
spent
in
the
school
teaching
the
community
workshops
doing
all
this
time
that
be
away
from
his
family.
So
we
are
so
grateful
for
counsel
to
give
this
citation
to
mr.
Starr
Denari,
but
we
want
the
council,
mr.
