Councilman Curtis Jones Jr. (4th District) speaks on his resolution urging the PA Legislature to to reevaluate and increase the fines and penalties for passing a stopped trolley, in light of continued incidents of pedestrian related deaths in the City of Philadelphia.

what

I
wanted
to
talk
about?
Mr.
president,
was
the
fact
that
public
safety
means
different
things
to
different
people
on
as
chair
of
public
safety.
I
realized
that
more
today
than
ever
whether
a
building
collapses
with
his
senseless
shooting
in
the
street
or
if
there
are
hit
and
run
in
the
city
of
Philadelphia
dead
is
dead.

have
personally
seen
drivers
acting
callous
ways
that
did
not
adhere
to
the
laws
of
traffic
and
the
vehicle
code
in
2015
and
we're
looking
at
2016's
numbers.
There
were
more
than
9,000
hit
and
run.
Thirty-Five
percent
of
all
of
those
hit-and-runs
involve
des
des
trian,
which
was
3,100
hit
and
runs.
The
district
attorney's
office
has
prosecuted
between
500
and
6,000
cases
each
year
of
hit
and
runs
in
the
fourth
District.

have
been
several
fatalities
based
on
hit
and
run
a
38
year
old,
Miriam
Wilson
was
struck
by
a
vehicle
as
she
crossed
the
street.
That
vehicle
went
around
a
trolley
in
some
type
of
Haitian
gianna
pal
8
years
old
or
November.
Eighteenth
2016
was
160
third
Street,
where
she
was
struck
and
killed,
and
the
driver
fled
two
days
ago,
I
attended
a
vigil
for
Catherine
Brown,
who
was
killed
on
January
in
January,
was
struck
by
a
trolley
when
a
vehicle
went
around
the
trolley.

pushed
her
11
year
old,
grandson
to
the
side,
saving
his
life
and
she
was
drugged,
an
entire
block
and
the
driver
kept
going
both
of
me
all
of
these
victims
will
never
get
an
opportunity
to
make
their
next
appointment.
They
will
not
see
their
families
again.
There
are
no
meetings,
no
lunch
date.
No
sporting
events
so
important
that
we
should
run
a
red
light
that
we
should
go
around
a
trolley
that
we
should
not
yield
for
an
ambulance.

as
man
and

say
you
can
act
in
haste,
but
you
will
repent
in
your
leisure.
What
I'm
calling
on
the
state
to
do
is
increase
the
penalties
when
they
do
that,
because
it's
a
hundred
and
fifty
dollars
or
so
when
they
get
a
ticket,
it
should
be
much
more.
It's
reckless
endangerment
that
has
caused
catastrophes
and
fatalities.

we
want
to
join
with
the
Transportation
Committee
one
seek
our
colleagues
up
at
the
state
level
who
govern
the
video
propose
to
increase
those
penalties
to
make
sure
there
are
consequences
when
people
on
the
way
to
a
sporting
event
decide
they
won't
run
a
light
or
violate
a
mass
transportation
yield.
So
we're
looking
at
that.

president,
again
on
public
safety
means
different
things
to
different
people
and
in
order
to
keep
us
all
say,
we
should
adhere
to
from

little
patience
