the

to
strengthen

another.

need

are
recognizing

us
to
remind
one
another
that
we
are

solar
panels
moving
us

step
closer

jobs
and

approached
us
about
how
City
Council
works.
These
two
gentlemen
are
making
going
solar
much
much
easier,
and
we
want
to
welcome,
therefore
Lee
Roy
Taylor,
who
is

district
manager

vivant,
solar
and
Eric
wolf
who's,
the
sales
manager
for
vivant
solar.
These
men
are
with
an
innovative
company.

innovative

affordable
clean

maintains
solar

wake
of
Saturday's
tragedy,
we
must
come
together
as
a
diverse
body
and
City
and
stand
as
a
united
front
in
order

move
forward
and

hatred
and
violence
in
our
world.
You
must
stand
together
together
as
an
entire
city.

First
and
foremost,
Saturday's
tragedy
marks
the
largest
anti-semitic
attack
in
American
history,
as
Pittsburgh's
oldest
Jewish
congregation
tree
of
life
is
known
as
a
peaceful
meeting
place
for
all
who
worship
the
people
of
Pittsburgh
will
not
let
this
tragedy
change
that
sentiment
as
allies
and
friends
to
the
people
of
Pittsburgh.
We
stand
together
in
unity
and
support
against
hatred.

need
to
do
better
and
we
will
do

came

shortly

Cornish
joined

we

part

them
all
these

time

heard
Richard
talking

helping
children
at
Children's
Hospital,
he
has
pictures
with
him
now

it's
chopped
that
they
have
arrived

hope

young
people,

remember,
hearing
about
one
young
lady
who
said
I'm
going
to
lose
my
hair,
but
until
that
happens,
I
want
my
hair,

I
wanted
this
done

care
enough

people,

very
disabled,
very
ill-

make
them
feel
better

involved

they

formal
program

Children's,
Hospital
Philadelphia,
which
you
all
know
is
in
my
district
and
we
are
just
over
joy.

for

mr.
Cornish
is
currently
the
coordinator
for
the
salon
services
program
at
Children's,
Hospital
of
Philadelphia
affectionately
known
as
chop,
the
program
was
made
possible
by
the
generous
donation
from
the
God
Shell's
a
family
with
their
own
experience
of
spending
long
hours
in
the
hospital
looking
after
their
sick
child.

Whereas
mr.
Cornish
and
his
colleague
Amy
Moore
provide
special
buzz
cuts
to
patients
who
are
suffering
from
hair
loss
due
to
chemotherapy
treatment
additionally,
twice
a
month,
they
give
parents
and
caregivers
in
the
oncology
unit,
free
haircuts
and
blowouts.
The
service
offers
a
much
needed
moment
of
relaxation
to
those
who
are
continually
putting
their
needs
aside
for
the
benefit
of
their
loved
ones
and.

additionally,
mr.
Cornish
provides
his
services
to
other
units
in
the
hospital,
including
the
rehab
unit,
where
a
new
cut
can
help
uplift,
the
teenager,
recovering
from
addiction.
He
also
consults
with
transgender
youth

assists
them
in
creating
their
new,
looks
that
are
more
aligned
with
their
gender
identity
and.

mr.
Cornish
has
expressed
that
this
service
is
important,
because
these
people
don't
take
care
of
themselves,
it's
something
that
if
these
people
don't
take
care
of
themselves,

something
that
makes
me
feel
amazing,

the

people
who
are
probably
in
more
need
of
that
gift
than
anyone.

Independence.

people
want

gather
at

will

festivities

fantastic
parade
and
other
celebratory
opportunities,

twelve
o'clock
here
in
the
city
of
Philadelphia.

I
introduced
legislation
to
finding
categories
of
paterno
of
persons
protected
from
hate
crimes
in
the
city
of
Philadelphia.
This
new
legislation
will
clarify
consequences
for
crimes
motivated
by
age,
race,
religion
or
national
origin.
I
began
looking
at
this
legislation
after
hearing
from
many
seniors
in
my
district
and
have
been
figuring
out
ways
to
address
some
of
their
concerns
and
the
ongoing
safety
issues
that
have
been
taking
place
at
different
neighborhoods
and
a
few
years
ago.

I,
don't
if
you
recall,
Kelton
with
Jones
and
the
Public
Safety
Committee
heard
here,
held
hearings,
hearing
people
who
have
been
victims
of
hate
crimes
targeted
by
age,
and
you
know,
through
various
ways,
aged
through
crafty
and
slick
persons
that
commit
crimes
and
impersonations.
So
you
know
we
were
complicating.
You
know
ways
to
figure
out
how
to
address
these
issues
back
then,
and
these
seniors,
who
were
the
foundations
of
our
community.

They
shared
their
fears
that
will
become
targets
of
the
crime,
because
the
rage
not
only
is
a
current
and
any
it's
not
in
any
current
or
any
provisions
under
state
of
the
local
code,
which
makes
targeting
of
an
individual
or
groups
of
a
crime
based
on
age,
a
crime
in
itself
and
based
on
its
on
its
own
right.
So
we
can't
leave
our
seniors
alone.
We
can't
leave
them
vulnerable.

This
way,
this
bill
is
just
a
step
forward
to
correct
the
problem
that
exists,
unfortunately,
tragic
events
in
this
past
week
in
Pittsburgh
and
Kentucky,
or
reminders
that
we
must
ensure
that
our
hate
walls
and
our
hate
crimes
reflect
the
values
of
our
city
in
protecting
targeted
communities.
Even
in
some
cases,
they
are
protected
by
state
hate
crime
code.

That
is
why
myself
and
colleagues
like
our
colleagues
here
in
this
council,
co-sponsored
this
bill
or
seeking
to
expand
the
city's
list
of
Eligibility
hate
crimes
based
on
the
included
characteristics
of
age,
race,
ethnicity,
color,
religion
and
national
origin.
The
hate
crimes
code
is
a
statement
of
the
values
and
priorities.
We
have
valued
people
of
all
backgrounds.
We
want
our
citizens,
especially
vulnerable
and
marginalized
groups,
including
our
senior
citizens,
to
be
confident
that
the
city
will
stand
up
and
protect
them.
There
is
no
room
for
hate
or
intimidation.

growing
fight
in
our
city
is
who
was
growing
vibrant
in
many
diversities
for
hate
crimes
here
in
the
city
Philadelphia,
so
we're
gonna
make
sure
that
we
send
a
message
loud
and
clear
to
our
residents

would
even
consider
on
inflicted
harm
one
of
the
most
vulnerable
people
in
our
city
of
Philadelphia
and
targeted
groups.

want

bringing
this
bill
forward.

the

the

Two
weeks
ago,
I
introduced
a
moratorium
on
share
sales
in
the
city
of
Philadelphia,
with
the
effort
to
try
to
collect
data
that
becomes
information
about
the
intensity
of.
What's
going
on,
I
want
to
thank
the
Sheriff's
Department
I
want
to
thank
the
revenue
department
for
helping
me
to
gather
that
data
and
to
share
it
with
my
colleagues.
So
I
did
a
request
for
information
about
just
municipal
water
and
Tech's
sheriff
sales
in
my
district
I
did
not.
I
cannot
get
the
camera
to
come
in.
K
On
this
information,
there
were
over
300
eminently
in
jeopardy
properties
in
my
district
that
will
come
under
the
gavel
of
sheriff
sale
shortly.
That
wasn't
the
problem
for
me
if
it
was
spread
out
evenly
around
my
district
under
50,000
people.
That
would
be
one
thing,
but
if
you
can
see
this
map,
information
becomes
data,
it
becomes
I,
mean
data,
becomes
information
and
becomes
useful
when
you
ask
for
it
visually
sometimes.
So,
if
you
look
at
some
of
my
poorest
areas,
which
I
will
not
identify
public
li,
there
is
an
intense
level
of
activity
there.

Some
areas,
you're
very
familiar
with
because
you
gave
them
to
me-
are
equally
in
jeopardy
of
so
many
transactions
in
a
month
or
a
year
that
it
will
radically
change
the
character
of
the
neighborhood.
So
we
need
to
get
in
front
of
this
before
we
have
vanishing,
historically
significant
neighborhoods
and
make
sure
that
people
have
every
opportunity
to
get
in
front
of
it.
We
all
know
that
sometimes
people
can
be
in
denial
about
their
circumstances
and
running
like
an
ostrich
put
their
head
in
the
sand
and
just
hope
it
goes
away.

But
what
we
can
do,
working
with
the
city
of
Philadelphia,
with
the
Sheriff's
Department,
is
get
ahead
of
it
and
send
street
teams
to
knock
on
these
people's
doors
and
say
this
problem
won't
go
away
by
itself.
A
bee
there's
some
help
for
you.
There
are
programs
that
are
designed
and
funded
in
part
by
this
body
that
can
help
you
save
your
home.

For
my
people,
who
hug
and
all
my
colleagues
are
good,
but
some
of
them
really
hugged
the
the
folks
in
jeopardy
and
then
some
of
them
are
more
frugal
and
want
to
count
the
taxpayers,
money
and
I
appreciate
both
of
them.
But
this
kind
of
logic
where
we
allow
this
to
go
on
for
a
sixty-four
hundred
dollar
bill,
then
we
create
a
yearly
twelve
thousand
dollar
bill
because
they're
homeless
is
Pennywise
and
pound-foolish.
So
I'm
going
to
be
bringing
more
information
to
this
body.
So
we
can
make
credible.

You
very
much
council
president,
one
of
the
most
exciting
things
about
coming
into
this
council
is
being
part
of
a
body
that
has
worked
tirelessly
to
lift
the
floor
for
Philadelphia's
most
neediest
residents
that
most
especially
includes
some
of
our
workers
and
and
particular
emphasizes
the
value
of
what
it
means
to
support
labor
in
this
city
we
support
labor.
We
support
the
rights
of
working
people.
O
We
also
recognize
that
those
things
are
not
in
conflict
with
good
business,
that
smart
businesses,
smart
business
practices
and
taking
care
of
your
employees
go
hand-in-hand,
and
many
businesses
in
this
city
already
do
that
and
support
it,
and
that's
why
I
was
really
I
wanted
to
express
my
gratitude
to
the
Committee
on
long
government,
which
this
week
reported
out
favorably
the
Fair
Work
Week
legislation
over
600
people
came
into
City
Council
into
City
Hall
that
Tuesday
afternoon
to
say
that
they
stood
for
this
bill.
That's
quite
a
cross-section
of
the
city
of
Philadelphia
I.
O
You
know
I'm
very
grateful
to
all
those
all
those
folks
who
stood
up
and
to
my
eight
colleagues
who
are
sponsors
to
the
members
of
the
committee,
and
especially
a
committee
chairman
bill
Greenlee,
who
has
championed
labor
rights
for
working
people
and
Philadelphia
throughout
his
tenure.
But
I
expect
that
many
of
you
on
this
council
are
going
to
get
quite
a
few
calls
in
the
coming
weeks
and
I
want
my
fellow
colleagues
to
know
that
we,
my
door,
is
open
and
that
we
have
put
in
a
lot
of
time
into
this
bill.
O
The
push
for
our
Fair
Work
Week
began
over
a
year
ago,
and
dozens
of
organizations
came
together
to
form
a
Fair
Work
Week
coalition,
driven
by
the
real
stories
of
working
philadelphians.
We
heard
from
families
about
the
ways
are
unstable
schedules,
hurt
them
their
families
and
their
children,
working
moms
who
incur
childcare
costs
or
lose
childcare
subsidies,
because
their
shifts
and
paychecks
change
so
drastically.
From
week
to
week,
I
heard
from
a
college
student
who
had
to
choose
between
staying
in
school
or
working
at
the
job
that
paid
for
that
school
and
he
dropped
out.
O
I
heard
from
families
who
can't
predict
their
rent
or
put
food
on
the
table
because
they
don't
know
how
many
hours
they'll
work
that
week
or
because
their
shifts
get
cut,
but
we've
also
heard
from
businesses
I've
met
with
over
80
businesses,
we've
held
business,
labor
roundtables,
and
we
have
changed
and
edited
and
evolved
this
bill
into
its
current
state.
The
bill
that
you
will
see
and
that
world
debate
over
the
coming
weeks
has
61
substantive
and
technical
amendments
to
the
bill.
O
They
reflect
a
significant
level
of
engagement
from
businesses
they
which
have
not
only
been
heard
they've,
been
at
the
table
and
the
dozens
of
amendments
that
the
committee
accepted
reflected
sincere
respect,
engagement
and
collaboration
that
our
office
has
demonstrated
from
the
start.
It's
important
for
folks
to
recognize
this
bill
only
applies
to
hourly
workers
who
make
below
$24,000
a
year.
They
cannot
go
about
the
federal
overtime
limit.
These
are
our
lowest
wage
workers
and
in
a
country
in
which
or
in
our
own
city,
where
we
have
the
lowest
unemployment
rate
and
poverty
has
engrained
itself.
O
It
is
important
to
remember
that
incomes
for
the
top
20
percent
in
Philadelphia
are
up
13%
and
for
the
top
1%
they've
increased
by
over
32
percent.
Since
2010,
we
celebrate
that,
but
at
the
same
time,
incomes
for
the
bottom
60
percent
are
the
same
or
have
lowered
since
2007,
while
I
cannot
and
this
body
cannot
lift
the
minimum
wage
for
those
workers
in
this
city.
The
next
best
thing
we
can
do
is
provide
stable
schedules
that
are
predictable
and
sensible,
both
for
business
and
those
workers
through
the
Fair
Work
Week
legislation.
O
Those
workers
deserve
it
they're
asking
for
it.
They
have
come
to
us
with
their
stories
and
I'm,
hoping
that
we
can
hear
them
and,
as
I
said,
all
of
this
on
city
council
have
been
in
circumstances
where
we
can't
please
everybody
with
a
piece
of
legislation.
It's
just
not
going
to
meet
everybody's
needs.
I
am
committed
to
getting
this
legislation
right,
but
I'm
also
committed
to
having
this
council
body
raise
the
floor
for
workers
who
deserve
so
much
more
than
they
are
getting
from
the
wealthiest
and
most
successful
and
largest
businesses
in
the
nation.

only
applies
to
large
businesses.
250
employees,
30
locations
are
more
nationally.
They
can
subsidize
and
profit
across
locations.
These
workers
rely
on
their
jobs,
day-to-day,
so
I
look
forward
to
the
conversation.

grant

initiative
that
I've

looking
at
for
some
time
when
I
worked
with
Councilman
tasko

program.
That's
in
a
number
of
cities
around
the
country
with
international
cities.
I
know
a
council.
Member
Brighton
is
awesome
and
pushing
this
for
a
number
of
years,
and
so
at
the
announcement
a
couple
days
ago,
we
provide
some
more
information.

The
main
point
of
this
initiative
is
that
the
average
home
in
the
city
of
Philadelphia
is
about
88
years
old
and
when
you
think
about,
if
you
have
a
water
sewer
line,
that
gets
interrupted
or
gets
impacted,
you're
talking
about
thousands
of
dollars
and
repair
costs
to
your
water
or
sewer
line
that
you
need
every
day.
This
program
provides
for
about
$8
a
month.
The
ability
to
have
your
a
sewer
and
your
water
sewer
line.

That
is
real
responsibility,
protected
we're
also
working
with
local
contractors,
lo
contracts
in
the
city
of
Philadelphia
to
provide
them
with
the
opportunity
to
work
on
these
repair
bills.
So
we
have
in
the

this

Attorney
General
Josh
Shapiro.
He
conducted
a
long
search
to
find
someone
to
be
beautifully
honest
about
the
diversity
of
the
attorney
general's
office.
He
made
a
commitment
to
hiring
people
of
color
and
women.
However,
when
he
arrived,
he
saw
it
was
not
reflected
on
their
website.
He
therefore
hired
evany
Caldwell
as
the
first
officer
of
diversity
and
inclusion.
Since
the
formation
of
the
office
in
1683.

He
has
taken
diversity
from
quote
nice-to-have
to
an
agency
priority
since
2016
his
2016
election,
our
Attorney
General,
has
hired
three
fifths
of
his
executive.
Staffers
are
now
female
and
includes
members
of
the
LGBTQ
community.
More
specifically,
16%
of
all
his
new
hires
are
people
of
color
women.
Hires
have
increased
by
8
percent.

new
director
of
diversity
and
inclusion
comes
with
her
own
experiences
that
have
informed
why
she
believes
in
jaj
Shapiro's
demand,
as
she
was
one
of
the
very
few
African
American
students
at
Fredonia,
State
University
in
New
York,
where
she
then
left
and
dropped
out,
because
she
saw
isolated
and
without
a
place
because
of
her
divert
because
of
her
who
she
is
a
black
female.

serving
as
office
of
diversity.

Inclusion
in
the
PA
AG's
office,
she
worked
as
the
affirmative
action
coordinator
at
Monroe
University
and
a
New
York
City,
so
I
want

say
thank

commitment

to
change

culture
there

attorney

That's
been
that
way
for
centuries
and
attorney,

Stehr,

Caldwell

homogeneous
groups

smarter
together.

when
you
work
with
people

different

you

bring
different
experiences,
they
push
your
thinking.
