As
we
gather
here
today,
we
asked
a
good,
Lord
or
blessed
to
work
to
be
undertaken
for
the
good
of
the
citizens
of
Philadelphia.
May
the
deliberations
and
votes
be
reflection
of
the
dignity
of
each
person
who
live,
work
and
play
here.
We
pray
for
those
here
in
chamber.
May
they,
as
stewards
of
Philadelphia,
be
ever
mindful
the
trust
given
to
them
as
they
represent
the
people
they
serve.

constitutionally
compliant
government
is
installed.
Public
servants
cannot
refuse
her
sworn
duties
act
any
more
than
a
fireman
could
refuse
to
play
to
fire.
The
sovereign
people
require
oath
Constitution
laws,
be
enforced,
jail
is
required
for
all
who
violate
oath
Constitution
or
law.
I
remind
Council,
it
takes
a
lot
of
cooperation
to
create
you
know
a
monumental
corruption.
G
G
I'm
here
to
talk
on
behalf
of
the
loop
bill,
we
wish
to
thank
counsel,
or
you
nicely
passing
this
bill.
By
doing
so,
you
have
eliminated
many
people
from
becoming
homeless
in
2023,
when
the
loop
was
planned
to
be
in
terms
of
income
would
have
been
released,
offer
do
and
ended
up
probably
homeless,
and
this
is
why
we
should
thank
Council
for
passing
this
bill
and
raising
the
income
level
from
120%
150%.
We
originally
was
so
we
get
thanks
to
you
for
passage
of
this
bill.
Thank.
K
K
So,
the
day
that
this
bill
was
originally
introduced
on
February
15th,
2018
I
said
in
the
Board
of
Commissioners
meeting
at
pH,
a
where
Miss
Blackwell
also
hovers
over
the
Board
of
Commissioners
meetings
month
after
month,
and
she
was
recognized
for
introducing
this
bill
and
then
the
CEO
pH,
a
calendar
mile,
also
asked
her.
Was
she
next
best
proposing
legislation
for
the
city
to
help
fund
the
PHA
police
department,
while
our
own
Police
Department
is
suffering
then,
throughout
the
remainder
of
the
meeting?
K
I
had
photos
and
my
phone
and
on
my
side,
Councilwoman
Blackwell
and
Kelvin
Jeremiah
sat
like
this
envelopes
were
exchanged.
Dude,
there's
corruption
and
miss
Blackwell
has
an
interest
with
PHA
that
she
should
not
have
and
I
opposed.
This
building
I
would
recommended
an
investigation
be
launched
into.
K
Inappropriate-
and
it's
just
it's
just
interest
this-
it's
corruptions
by
her
as
a
lot
of
corruption
behind
a
lot
of
this
stuff,
that's
going
on
with
Miss
Blackwell
in
PHS
and
I
mean
something
needs
to
be
done
about
it.
She's
selling
the
people
out
selling
the
people
have
the
community
I'll,
give
me
a
minute
domain.
She
she's
not
even
on
the
board,
but
she
sits
and
all
these
meeting
is.
She
receives
envelopes
and
all
these
recognitions,
like
all
kinds
of
recognition
and
stuff
like
that,
so
that's
all
I
had
to
say
thank.
G
But
I
have
no
idea
to
what
she
refers.
As
you
know,
our
go
to
PHA
meetings,
albeit
I'm,
not
on
PHA,
because
I
still
have
the
interest,
and
the
last
mayor
said,
need
elected,
officially,
couldn't
be
on
them
now.
I
will
say
a
lot
of
people
think
because
we
have
the
Aleutian
II
Blackwell
homes
that
I
owned
them
and
unfortunately
I
don't
own
them
either
so
I'm,
just
a
poor
government
worker
trying
to
do
the
best
I
can
I
have
no
idea
to
what
she
refers.
B
That
concludes
our
public
comment
session.
We
will
now
consider
today's
bill
consent
agenda.
Our
ask
mr.
Decker
to
read
the
titles
of
all
the
bills
on
the
consent

each

is
read.
Any
member
may
object
to
the
inclusion
of
the
bill

the

an
objection

without

the
bill
will
be
immediately
removed
from
the
consent

our
regular
final
passes
calendar
mr.
Decker.
Please
now
read
the

of
the

the

J
Accounts
president
on
February
22nd
of
this
year,
this
body
passed
a
resolution
urging
our
Commerce
Secretary
will
work
raus
to
adopt
the
report
from
English
Conference
of
Mayors
in
reference
to
the
2020
census.
One
of
the
aspects
of
that
report
was
concerned
by
mayor's
all
across
this
nation
that
a
citizenship
question
will
be
included
in
the
census.
J
Just
two
weeks
ago,
Congress
passed
an
increase
in
the
CDBG
funds
from
3.1
billion
to
3.3
billion,
and
if
we
have
an
undercount
in
the
city
of
Philadelphia,
those
are
less
dollars
that
we
will
receive.
So
that's
in
the
past
couple
days,
our
attorney
general
john
shapiro
announced
that
he
will
be
joining
lawsuit,
filed
attorney
gentles
in
New
York
in
California
to
challenge
the
Trump
administration
on
using
this
language
in
the
2020
census,
mayor
Kenney
and
Attorney
General
John
Shapiro
did
a
joint
iPad
this
week.
J
Talking
about
that
issue,
and
so
it's
important
that
we
have
hearings
on
the
upcoming
census.
The
previous
administration
actually
put
together
a
non-profit
to
actually
work
on
increasing
an
outreach
and
information
regarding
census,
and
let
people
know
what
the
impact
of
the
census
will
have
on
the
city
of
Philadelphia,
so
we'll
be
looking
at
what
happened
during
another
administration
in
the
2010
census
and
as
we
prepare
for
2020
and
with
that
council
president
for
the
adoption
of
the
resolution.
Thank.

You
count
spread
n't,
it's
my
pleasure
and
honored
to
serve
as
chair
of
the
Global
Opportunities
Committee
and
as
such,
I
wanted
to
just
note
that
today,
made
in
Jamaica
is
having
its
international
awards
tonight
at
St,
a
restaurant
for
distinguished
awardees,
one
of
which
is
Councilwoman,
Janie,
Blackwell
and
so
tonight,
at
st
a
restaurant
1405
Locust
Street
6:00
to
9:00
p.m.
it's,
a
fundraiser
to
support
youth,
particularly
those
underserved
kids,
coming
from
the
Caribbean
and
many
of
whom
participate
in
depend
relays.
So
congratulations
to
Councilman
blackwell.
Thank
you.
Thank.
B
I
You
council
president
I
just
want
to
take
a
moment
to
thank
my
colleagues
for
their
support
and
assisting
me
in
passing
the
longtime
owner
occupancy
tax
relief
bill,
which
will
allow
lower
tax
relief
for
constituents
not
only
the
second
council
matic
district,
but
all
throughout
the
city
of
Philadelphia.
And
as
we
learned
yesterday
during
our
budget
hearing,
we
want
to
see
significant,
increasing
significant
increases
of
real
estate
taxes,
as
relates
to
the
arre
assessments
that
have
been
done
and
also
there's
a
proposal.
I
I
You
see
a
foot
off
it,
but
if
we
don't
pay
attention
to
this
particular
issue
again,
we
are
continuously
focusing
when
I
tell
the
two
cities,
those
who
have
and
those
who
have
not-
and
the
reality
is
that
people
who
lose
their
homes
in
the
city
of
Philadelphia
will
be
forced
to
move
out
into
the
suburbs
and
then
you'll
have
one
type
of
clientele
of
people
living
and
see
if
Adelphia,
similar
to
what
we
have
in
San
Francisco.
And
so
as
I
said
yesterday
on
the
floor.
I
Hopefully,
the
administration
gets
just
as
aggressive
when
it
comes
to
affordable
workforce
housing.
Most
importantly,
tax
relief
for
a
long
term
residents
would
have
always
paid
their
taxes
and,
most
importantly,
served
as
the
bedrock
of
our
city
prior
to
development
coming
in
particularly
I,
know
in
my
area
of
playing
breeds,
and
so
we
want
to
stand
up
for
those
individuals
who
don't
have
a
voice,
and
so
I
just
want
to
think
again.
All
my
colleagues
are
stepping
up
to
the
plate
and
work
with
me
on
this
issue.
Thank
you
very
much.
Thank.
J
You
counsel
I
would
just
like
to
ask
for
a
moment
of
silence
for
one
that
recently
passed
away.
Many
people
in
this
body
know
my
chief
of
staff,
Sharon
Vaughn,
who
works
is
worked
for
me
as
well
as
working
the
council
with
Mara
and

and

her
mother
Faye

Austin
