mandated
significant
minority
inclusion
on
rebuild
projects.

Philadelphia
is
the
United
States
fifth
largest
city
behind
New
York,
Los,
Angeles,
Chicago
and
Houston.
Unlike
those
cities,
Philadelphia
has
a
majority.
Minority
population
wikipedia
indicates
that
in
2016
forty
five
percent
of
the
population
was
white
and
55%
of
the
population
was
non-white
of
that
55%.
Forty
four
percent
were
african-american
ad
Latinos
and
it's
well
above
fifty
percent.
Q
Latino
is
a
cultural,
not
a
racial
distinction,
but
we're
not
here
to
split
hairs.
Suffice
a
suffice
it
to
say
that
Philadelphia
is
a
majority
black
and
brown
City.
However,
the
point
is
that
black
and
brown
philadelphians,
while
prominent
in
numbers
command
less
than
1%
of
the
local
economy
of
the
city.

Bureau
of
Labor
and
Statistics
indicate
that
in
2018,
unemployment
for
Philadelphia's
white
population
is
at
four
point:
three
percent
for
blacks,
it's
7.3
percent,
comparatively
for
other
minorities.
It's

percent
for
Asians
and
5.4
percent
for
Latinos
African
Americans
by
far
are
the
most
unemployed
and
once
again
black
and
brown
people
lag
well
behind
other
demographics,
Pew
Research
states,
poverty
is
the
one
is
one
of
Philadelphia's
most
enduring
problems
at
25.7%.

The
poverty
rate
is
the
highest
among
the
nation's
top
10
largest
cities,
and
nearly
half
of
all
poor
residents
are
in
deep
poverty
defined
as
50%
below
federal
poverty
line

the
federal
poverty
line.
It

worth
noting
that
in
recent
years,
Philadelphia's
poverty
rate
has
been
relatively
stable.
However,
among
my
running

of

you

the
statistics
paint
a
picture
where
the
participation
in
the
local
economy
is
is
quite
imbalanced
and
the
Philadelphia
rebuild
program
with
its
stipulated
participation
levels,
both
at
the
labor
level,
as
well

contract
level,
are
designed
and
intended
to
address
this
disparity.

is
critical
from
an
economic
and
employment
standpoint,
as
well
as
from
a
development
standpoint.

primarily

inclusion
related

We're
inside
Rittenhouse
strategies
is
currently
partnering
with
the
Fairmount
Park
Conservancy,
as
a
project
user
for
the
rebuild
Philadelphia
program.

Philadelphia
City
Council
has
long
recognized
the
need
for
greater
access
to
economic
opportunities
for
diverse
businesses
in
the
city
of
Philadelphia.
Nevertheless,
recent
data
shows
that
in
our
majority,
minority
City
80%
of
Philadelphia
businesses
are
right
on
with
10%
owned
by
Asians,
and
only
2.4
percent
by
african-americans.

National
statistics
also
clearly
show
that
minority-owned
businesses
face
significant
challenges
in
the
marketplace.
By
way
of
example,
50%
of
minority
businesses
are
in
industries
with
the
lowest
sales
nationwide
and
on
average
minority-owned
businesses
are
much
less
likely
to
procure
financing
from
traditional
banks
or
other
lending
institutions.

Again,
the
statistics
are
clear
that
minority-owned
businesses,
both
in
Philadelphia
and
across
this
country,
face
many
challenges,
which
is
why
I
wholeheartedly
support
the
policy
goals
enunciated
in
the
rebuild
initiative
plan
and
particularly
the
the
program's
diverse
business
participation
goals,
as
well,
as
importantly,
the
capacity-building
infrastructure
that
has
been
contemplated
for
the
program.
As
counsel
knows,
and
in
my
experience
as
a
consultant
addressing
these
issues,
it
is
not
enough
to
provide
an
opportunity
for
diverse
firms
to
bid
on
work
rather
given
the
historical
and
persistent
barriers.

Elam,
the
library
and
his
staff
knew
me
by
name
and
I
could
not
wait
to
the
summer
to
go
to
King's
Essen
summer
camp
and
Recreation
Centre,
where
I
went
every
summer
until
I
was
old
enough
to
get
a
filler
job
and
work

late
mr.
Thomas,
who
was
our
one
of
the
lifeguards
and
Selena
who
ran
the
rec
center.
We
did
not
have
the
best
equipment
as
a
matter
of
fact.
Sometimes
we
didn't
have
equipment

all,

did

have
many
different
things,
but
we
had
volunteers
who
came
and
made
the
summer
camp
special
for
us
people
and
taught
us
the
value
of
teamwork,

learn
lessons
there

could
not
be
replaced
and
it
was
about
family

excited
about
the
new
rec
centers
in
the
new
libraries.

cannot
build
rec
centers
in
libraries
without
having
true
diversity
and
inclusion.
We
have
an
invested
interest,
social
equity
and
true
divergent
and
inclusion.

mayor
who
has
promised
us
inclusion
and,
according
to
analysts,
completed
bias
in
February
that
66%
of
Kennedy's
high-level
appointments
are
white,
22%
are
black
8%
on
Latino
3%
are
aged
and
1%

Native
American
filled
out.
Their
population
is
36
percent
white,
41
percent,
black

percent
Latino

Asian
and
less
than
one

turn
this
thing
around,
but

trying
to
push

throat

people

synonymous
with
corporate
malfeasance

litany
of
practices

being

dollars
for
fraudulently
opening
unauthorized
client
accounts
resulting

customers,

and
charges,
predatory
lending
disproportionately
to
black
and
brown
homebuyers,
resulting
in
increased
rates
of
foreclosure
in
already
distressed,
neighborhoods
and
negatively
affecting
home
owner
credit.

Bank
continues

haunt
homeowners
who
are
trapped
in
ballooning
mortgage
payments
and

forced

bankruptcy

stay
afloat,
forcing
Philadelphia

sue

violations

Act
order
to
cap

assets

one

and

scratches

sellouts

our
people

the

week

you
stay
down
there
and
you
have
to
take
it.

did
that
and
then,
when
people
thought
we
were
going
to
stop
when
it
came
to
the
people
who
changed
the
bedsheets,
the
people
who
take
out
the
trash
we
fought
for
them
to,
and
so
when
that
building
gets
built,
it
will
be
built
both
with
good
labor
standards
and
making
sure
the
people
that
do
to
work
get
their
fair
or
Monday
started
by
former
councilman
Wilson
good
and
ended
by
my
colleague,
councilman
Johnson.
Twelve
hundred
families
from
the
airport
are
going
to
get
the
biggest
raise.

That
is
something
that
we
can
stand
on

for
the
people
me
personally
in
another
lifetime,

ran
a
minority
business
enterprise
council
based
on
the
work
of
councilman,

great
Lucien,
Blackwell
and
continued

soldier,
wife,
who
is
now
in
this
body
and
I
wife
I
witnessed
it.
The
Brandywine
development
is
one
of
the
largest
private
sector.
Voluntary
minority
inclusion
plans
that
I've
ever
witnessed.
It
is
precedent-setting.

is
going
to
change
ZIP
codes
in
the
city
of
Philadelphia.
There
is
not
a
time
when
I
sat
in
this
chamber
and
not
heard
Blondell
Reynolds
Brown
begin
a
sentence
on
where
are
females
and
where
are
minorities
and
end
on
a
tirade
about
us
doing
better.
So
it
is
important
for
the
Johnny
docks
of
the
world
to
represent
the
trade
users.
It
is
important
for
my
brothers
and
sisters
that
are
different
types
of
dinner
Democrats
to
push
the
envelope,
but
it
is.

We
are
putting
50
million
dollars
at
59th
and
Market
Street
and
we
are
not
afraid
to
walk
away
from
a
deal
closed
down
a
site
if
it
does
not
let
the
diversity
of
this
city.
We
were
given
in
this
agreement
the
ability
to
stop
rebuild
projects
and
what
we
do
when
it
lights
are
on
and
the
TV
cameras
are
blaring
is
one
thing:

we

walk

someday

near
future
and
see

wrong
and

to

are

Month
today

was
a
flag-raising
on
the
apron
of
City
Hall.
I
Five
o'clock
now
also
culminate
with
a
whole
month
of
activities,
as
well
as
a
pride
parade
on
Sunday
afternoon
and
then
a
few
moments,
as
we
conclude
Council
will
be
doing
a
photo
right
here
with
all
council
members
to
commemorate
and
also
show
our
support
for
people
of
all
backgrounds
and
persuasion,
regardless
of
how
to
express
their
gender
or
the
orientation.

City
Council
has
always
been
proactive
in
its
support
for
affordable,
accessible
housing
and
home
ownership.
Yesterday,
City
Council's
Committee
on
Finance
reported
out
favorably
two
bills
which
direct
construction
impact,
tax
revenue
to
the
Housing
Trust
Fund
for
the
production
and
preservation
of
affordable
housing.
Today,
council
adopted
an
amendment
for
mixed
income.
Housing
bonus
as
a
former
community
activist
and
now
community
advocate
I,
respect
and
appreciate
the
actions
of
those
activists
and
advocates
who
have
joined
us
in
council
all
week.
Long,
moreover,
I
agree
with
them.

Philadelphia
needs
more
resources
now
more
than
ever,
to
keep
our
families
safe,
warm
and
healthy
in
their
homes.
For
this
reason,
I
continue
to
fight
as
I
have
my
entire
political
career
for
social
justice
and
equality.
I
encourage
our
activists
and
our
and
our
advocates
to
continue
to
voice
their
support
for
more
resources.

continued
debate
on
how
those
government
resources
get
appropriated
throughout
the
city,
but
we
simply
cannot
wait
to
appropriate
more
resources
for
the
production
and
the
preservation
of
housing,
as
our
city
grows
more
stratified
and
segregated
each
day,

philadelphians
have
a
right
to
live
affordably
in
neighborhoods
that
they
choose
where
they
can
share
and
have
access
to
good
schools,
good
transit
and
good
jobs.
