books

literacy,

it's
always
a
pleasure

The
26th
annual
African
American
children's
book
project
presentation.
This
morning
we
are
honoring
the
African
American
children's
book
project
on
the
occasion
of
the
26th
annual
African
American
children's
book.

And
I
just
want
to
encourage
everyone
to
bring
a
young
person
to
this
particularly
event.
All
the
books
are
free
and
it's
an
invaluable
experience,
and
so
I'd
also
want
to
thank
Vanessa
for
her
hard
work
and
making
sure
that
we
bring
high
quality,
high
quality
literature
events
for
our
young
people,
we're
as
doing
early
American
history.
African
Americans
were
not
allowed
to
learn
to
read
and
have
books
some
states,
the
penalty
for
this
infraction
was
death
and
whereas
the
importance
of
Book
Fairs
cannot
be
understated.
I
Where,
as
Vanessa
Boyce
can
body,
the
founder
CEO
of
the
african-american
children's
book
project
created
the
book
fair
because
she
saw
a
void
in
the
community
and
understood
that
all
children
should
have
access
to
books
that
reflect
their
images.
She
believes
that
books
open
up
the
world
of
opportunities
for
all
children
and
after
26
years,
the
African
American
children's
book
Fair
is
the
oldest
and
largest
single-day
event
for
African
American
children's
books
in
the
country.
As
a
literary
consultant.

Where,
as
one
of
the
most
important
reasons
to
encourage
reading
and
our
children,
is
that
studies
show
that
the
more
our
youth
read
the
more
likely
they
are
to
make
positive
lifestyle
decisions
as
they
grow?
Older
literacy
also
makes
our
youth
more
productive,
global
citizens
and,
whereas
strictly
judging
by
attendance,
the
fair
is
a
tremendous
success
as
well
as
over.
3500
people
attended
the
fair
in
past
years
from
across
the
nation
and.

We're
as
rich
or
poor,
no
one
leaves
empty-handed
as
the
books
themselves
are
priced
at
a
level
where
they
are
more
affordable.
Posters,
book,
markers
and
raffle
books
are
distributed,
free
free
of
charge
to
attendees
and
whereas
the
success
of
the
event
is
reflected
in
five
elements:
the
attendees
parents,
children
and
caregivers
and
educators,
the
authors
and
illustrators
the
sponsors
and
volunteers.

Social
worker
developed
education,
focused
after-school
programs
and
served
as
an
education
coordinator
for
public
citizens
for
Children
and
Youth,
where
he
organized
coalitions
to
develop
advocacy
platform
to
strengthen
public
schools
across
the
region's
and
whereas
Jordan
currently
serves
as
senior
vice
president
for
Community
Relations
at
Wells
Fargo,
where
he
leads
the
company's
philanthropic
contributions
and
employer
engagement.
Initiatives
from
one
of
the
largest
regional
corporate
funders
in
the
areas
of
early
literacy
and
education.

The
book
is
a
dual
biography
of
George
II,
Stevens
and
James
Henry
Gooding,
both
of
whom
not
only
served
in
the
Massachusetts
54th
infantry,
but
also
published
eyewitness
reports
of
the
Civil
War
from
the
perspective
of
the
African
American
soldier.
Their
correspondence
exposed
the
reality
of
life
at
camp
and
the
shocking
misery
of
the
battlefield.
These
soldiers
in
their
54th
infantry,
fought
against
many
and
justices,
and
their
leadership
resulted
in
one
of
America's.
First
notable
civil
rights
victories
the
right
to
equal
pay
for
African
American
soldiers
and.

Whereas
Shepherd
has
dedicated
his
career
as
an
educator
to
fostering
a
better
understanding
of
American
slavery
among
history,
teachers
and
their
students
from
his
personal
experience
growing
up
in
Nebraska,
he
knows
that
is
difficult
quote

teach
American
slavery
without
making
some
students
feel
embarrassed,
angry
or
guilty
unquote,
wit
his
book.
He
aims
to
expose
both
the
pain
and
hope
of
American
slaves
and
their
liberators,

I

issue

diverse

city

address

issue

children's
literacy

Philadelphia.

alarming
reality
is
that,
in
a
city
with
one
of
the
highest
concentration
of
higher
education
institutions,
two
out
of
every
three
Philadelphia
kids,
2/3
of
all
children,
are
not
reading
on
grade
level
by
the
time
they
enter.
The
fourth
grade,
our
company,
certainly
is
proud
to
serve
as
the
lead
supporter
and
funder
and
partner
for
rebuy
4th.
That's
reversing
this
trend
in
increasing
literacy
rates
for
literally
thousands
of
children
as
we
speak.
So
let
me
just
say
in
closing:
I
know
we're
all
excited
about
the
Eagles
on
Sunday.

doubt

victory
and
then
come
Tuesday
or
Wednesday,

next

we'll

out

bail

In
light
of
some
recent
events
that
took
place
within
like
the
last
30
days,
they
really
came
and
helped
me
out
when
I
was
in
a
position
where
I
really
didn't
have
anyone
else
to
help
me.

I
was
arrested
and
incarcerated
and
held
on
bail,
which
I
really
couldn't
afford,
or
any
one
of
my
family
couldn't
afford
and
I
was
able
to
get
in
touch
with
them
and
they
helped
me
out
and
in
the
process.
I
lost
my
job.
If
I
had
a
season
any
longer
possibility
that
I
could've
lost
my
home,
I
could
have
lost
my
car
and
for
all
of
those
things,
I
really
worked
real
hard
in
a
lot
of
years.
You
know
to
actually
acquire
those
things
and,
as
a
result,
the
cash
bail
system.

You
know
almost
pretty
much
lost
all
of
that
and
what
had
to
return
to
pretty
much
some
somewhat
of
a
state
of
hopelessness
and
feeling
helpless
after
everything
that
I
have
acquired
and
just
as
some
suggestions,
I
really
believe
that
there's
a
lot
at
the
government
disposal
that
they
could
use
as
opposed
to
cash
bail.
As
you
know,
I'm,
well
aware
that
in
a
person's
absence
I'm
not
attending,
you
know
their
hearing,
you
know
they
can
be
held
accountable.
That
trial
can
be
held
in
their
absence.

ACLU
of
Pennsylvania
I
am
urging
this
council
to
pass
resolution.
One
eight
zero
zero
three
to
taking
away
someone's
Liberty
solely
because
they
cannot
pay
violates
multiple
constitutional
protections
across
the
country.
A
Wiese
recent
wave
of
civil
rights
lawsuits
have
successfully
challenged
this
practice
of
cash
bail
courts
in
states
such
as
Georgia
Alabama,
Tennessee,
Mississippi,
Missouri,
Texas
and
California
have
issued
rulings
that
stop
this
inequitable
practice
and
recognition
of
the
terrible
toll
that
we
just
heard
described
by
mr.
Q
Mathews
legislators
in
cities
and
states
across
the
country
have
drafted
legislation
to
eliminate
this
practice.
We
would
urge
Philadelphia
to
join
this
vanguard.
Philadelphia's
current
system
of
cash
bail
violates
constitutional
protections
in
three
ways.
First
of
all,
setting
monetary
bail
higher
than
someone
can
afford
constitutes
excessive
bail
under
the
Eighth
Amendment,
and
it
up
ends
our
fundamental
rights
of
Liberty
and
the
presumption
of
innocence.
Q
Recognizing
this,
our
United
States
Supreme
Court,
has
written
the
traditional
right
to
freedom
before
conviction,
permits
the
unhampered
preparation
of
a
defense
and
serves
to
prevent
the
infliction
of
punishment
prior
to
conviction.
Unless
this
right
to
bail
before
trial
is
preserved,
the
presumption
of
innocence,
secured
only
after
centuries
of
struggle
would
lose
its
meaning
setting
bail
that
someone
cannot
pay
injects
into
our
own
system
of
government.
The
very
principles
of
totalitarianism
which
our
government
has
sought
to
guard
against.
Q
We
know
that
hundreds
of
people
are
incarcerated
on
state
road
because
they
cannot
pay
second,
detaining
people
solely
because
they
do
not
have
money,
violates
the
Equal
Protection
Clause
of
the
United
States,
because
an
order
imposing
secured
money
bail
is
effectively
a
pre-trial
preventive
detention
order.
Only
against
those
who
cannot
afford
to
pay
those
wealthy
defendants
with
similar
criminal
histories
who
pose
risks
can
buy
their
Liberty,
while
our
indigent
Philadelphian
said
incarcerated
because
they
do
not
have
cash.
Q
And
finally,
the
Fifth
Amendment
of
the
United
States
Constitution
prohibits
the
government
from
depriving
people
of
Liberty
without
due
process.
Our
system
flagrantly
ignores
these
protections
and
strips
our
people
of
their
Liberty.
As
a
result
of
their
financial
poverty,
Philadelphia's
current
system
of
monetary
bail
violates
these
constitutional
protections
and
takes
a
toll
on
our
population.
This
practice
must
end,
and
this
resolution
is
a
great
step
in
the
right
direction
and
I
would
urge
you
to
pass
it.

Baptist
Church

For
the
last
four
to
four
years,
a
number
of
my
parishioners
have
been
victimized
by

criminal
justice
system
for
a
number
of
years.
I
went
with
other
pastors
to
visit.
The
prison
and
I
went
for
several
years
and
a
number
of
my
procedure
parishioners.
Were
there
not
only
the
first
year
that
I
went
the
second
year
that
I
went
the
third
year
that
I
went.

They
were
there
so
long
that
they
were
joined
by
other
parishioners
from
the
church
that
I
pastor
as
well
as
other
pastors,
and
many
of
them
could
not
pay
a
cash
bail.
There's
nothing
that
would
assist
in
the
speed-up
of
returning

Temple
University
was
moving
forward
with

stadium,
we
have
been
victimized
by
senior
citizens
whose
taxes
rising,
whose
homes
have
been
destroyed.
Our
neighborhoods
have
been
victim
and
have
been
destroyed
by
noise
and
trash
people
cannot
sleep
at
night
because
of
students
and
as
a
pastor,
I
have
built
senior
citizen
home.

senior
citizen,
home
I
participated
in
homeownership,
and
yet
our
communities
are
being
filled
by
visitors
who
stay
for
four
years
and
move
forward
and
I
would
certainly
urge
that
when
this
matter
come
before
cancer,
in
that
tempeh

not
heard
our
pry
that
the
members
of
this
body
will
hear
our
cry.

father
was
a

mentored
a
great
deal
of
individuals
in
the

of
Philadelphia

buildings

Frazier.

man

lot

city

Philadelphia

is

father

that
he

to

Park
and

his
roadwork
and
to
get

figured

doing

crisis

upholding
science,
integrity

As

student
in
the
university,
we
learned
two
approaches
to
scholarship.
On
the
one
hand,
we
learned
that
statistics
can
reveal
the
truth.

other,

learned

there
is
no
one
truth
that
the
world

complicated
to
understand.
Dubois
teaches
us
that
science,
free
from
the
delusions
of
white
supremacy,
can
help
humanity
evolve
in
the
Philadelphia
negro.
He
demonstrated
meticulously
through
sociological
methods
that
blacks
are
an
oppressed
people
who
faced
problems,
not
because
they
are
an
inferior
race,
as
the
whites
believed,
but
because
of
the
cruelty
of
white
society
to
voice
realize
that
the
truth
alone
was
not
enough
to
change
the
world.

understood
the
need
to
stand
for
truth
in
a
system
that
tried
to
bury
it
in
1908.
He
delivered
a
speech
in
Galileo

at
his
alma
mater

scientific

he
lied

the
scientific
truth
in
order

Science
is

great
and
worthy

humanity

rooted

facts

poverty,
segregation
and,
as

councilman

earlier
struggles

literacy
as
graduate
students

university

ourselves
sharing
with

uncertain
future
in
this
milieu

what

now
nearly

Temple

group

September

last

grad,
students

undergraduates

community
members
have
sat
around
a

reading
to
each
other

Reading
him
has
helped
to
illuminate
our
social
condition
here
in
Philadelphia

Bois

life

a
scholar
drastically
unrecognized
in
his
lifetime
offers
us
clarity
and
hope
in
these
confusing
times,
and
among
so
much
of
this
confusion
inside
the
university
and
out,
we
have
found
a
common
thirst
between
ourselves
as
students
and
unit
members
for
clarity
and
knowledge,
and
we
have
also.

learned
about
our
responsibility

tell

a
better
world,
we
have
learned

color
line
and

powerful,

role

shaping

social
inequality

On
February
1st
1968
to
Memphis
garbage
collectors,
echo
Cole
and
Robert
Walker
were
crushed
to
death
by
a
malfunctioning
truck
and
deadly
result
on
the
lack
of
proper
maintenance.
Memphis
workers
have
been
organized
and
to
rectify
on
February
11th
over
700
workers
attended
a
union
meeting
and
unanimously
voted
to
strike.
The
following
day.

black
workers
from
the
Memphis
Department
of
Public
Works
went
on
strike,
demanding
recognition
of
their
union,
better
safety
standards
and
a
decent
wage,
and
by
the
beginning
of
March
local
high
school
students,
college
students,
nearly
a
quarter
of
them
white,
were
participating
alongside
garbage
workers
and
daily
marches,
and
over
100
people,
including
several
ministers,
have
been
arrested
and
on
March
29th.
More
than
200
striking
workers
continued
their
daily
march.
Carrying
signs
that
read.
I
am
on
April
4th.
While
dr.
K
King
was
getting
ready
for
dinner,
he
was
shot
and
killed
on
a
balcony
of
the
Lorraine
Motel
spurring
an
estimated
42,000
people
led
by
his
wife,
Coretta
Scott
King
SCLC
and
union
leaders
silently
marched
through
Memphis
in
his
honor
four
days
later,
demanding
that
the
city
RC,
the
Ian's
requests
and
negotiators
finally
reached
a
deal
on
April
16th,
allowing
the
City
Council
to
recognize
the
Union
and
guarantee
a
better
wage.

we
join
with
cities
from
around
this
country
to
pass
this
resolution
in
support
of
this
50th
anniversary.

my
home
and

Midwest
to

Philadelphia

place

Du
Bois,

in
and
fought
for.

witnesses

spoke
earlier
gave
such
tremendous
testimony
better
than
I
could
ever
imagine
and
I'm
so
grateful
to
them
for
sharing
his
legacy
and
the
passion
and
why
we
would
love
to
see
this
city
embraced

year
to
voice
for
2018.

which

spearheaded

Saturday
free

the

ourselves

joined
the
very
diverse
rich
mix
of
colorful
cheerleaders
and
fans
that
are
rooting
for
the
Eagles,
given
their
very,
very
impressive
track
record
this
season,
but
I'm
also
rooting
for
the
Eagles
for
very
little
known,
Eagles
history.
So,
for
the
next
couple
of
minutes,
I
will
speak
to
the
Eagles
history
around
their
philanthropy.
You
were
here
in
2000,
along
with
Councilman
O'neill
and
Councilwoman
Janie
Blackwell,
when
we
were
discussing
quite
vigorously
the
negotiation
of
the
building
of
the
new
stadiums.

The
leadership
of
the
Eagles
was
approached
to
give
back
to
our
city's
children,
which
many
of
us
felt
essential
and
I
felt
a
requirement
with
the
help
and
the
lift
of
former
Mayor
John
Street
and
deputy
mayor
George
Morrell,
who
I
am
eternally
grateful
for,
because
I
was
a
freshman,
very
green.
They
guided
me
with
shuttle
diplomacy
where
I
ultimately
sitting
at
the
same
table
with
the
Eagles
leadership
out
of
multiple
meetings.

thank
all
those
who
brought
to
our
attention
during
Black
History
Month,
the
origin
of
the
struggle
for
sanitation
workers
that
was
appropriate
on
today's
first
day,
but
I,
always
in
this
month,
try
to
recognize
living
legends
in
heroes
that
do
their
part
for
people
and
just
like
standing
up
for
the
sanitation
workers.
I
want
to
recognize
you,
mr.
E
president
and
Councilwoman
Janie
Blackwell,
for
what
they
did
yesterday
at
the
opening
of
the
hub
of
Hope
Center
in
down
downstairs
in
the
septa
station,
not
perfect,
but
it
is
a
continuation
of
taking
care
of
the
least
of
us
to
make
sure
that
they
are
okay.
Many
people
do
not
know
that
in
those
same
Subway's,
Janie
Blackwell
and
the
late
Lucien
Blackwell
got
arrested
for
for
helping
the
homeless
and
taking
care
of
them
and
and
fought
for
them
and
refusing
to
stop.

It
is
very
easy
to
treat
them
like
invisible
people.
If
we
choose
not
to
see
them
and
I'll
never
forget
going
outside.
You
know
everybody
walks
Councilwoman
Blackwell
to
her
car.
It's
like
an
entourage,
so
we
were
walking
out
of
the
building
one
day
and
a
homeless,
seemingly
homeless.
Man
came
up
to
me
and
started
asking
me
what
I
was
doing
for
the
homeless
cause
and
where
I
stood
on
the
panhandling
bill
that
you
were
fighting
at
the
time
and
I
was
I
was
explaining
my
position
to
him.
Mr.
president,
and
then
I
said
well.

This
is
the
champion
of
homeless
issues.
Councilwoman
Blackwell,
he
stopped
me
said:
I
know
who
she
is
I'm
checking
your
credentials
on
where
you
are
on
this
and
I
never
forgot
that
I
also
attended
and
I'm
with
great
Glee
and
I
want
to
recognize
the
mayor
of
the
city
of
Philadelphia,
who
are
created
in
a
situation
for
evictions,
and
this
is
the
eviction
task
force
that
he
brought
up
and
is
now
moving
to
deal
with
the
overwhelming
growth
of
evictions
in
the
city
of
Philadelphia,
led
by
Helen
Gill.

Who
is
another
hero
that
we
should
recognize
maria
sanchez
also,
so
it's
important
during
Black
History
Month
to
recognize
the
past,
but
I
think
it's
also
important
to
memorialize.
What's
going
on
every
day,
quietly
doesn't
get
a
headline
all
the
time,
but
what
you've
done
to
make
it
better
for
people
today
and
I'm
very
impressed
with
my
colleagues
in
that
regard,
which
brings
me
to
the
fact
that
we
are
going
to
move
forward
with
our
Just
Cause
legislation
and
what
that
really
talks
about.
It's,
not
rent
control.

It's
not
New
York
we're
not
trying
to
stop
people
from
enjoying
property
rights,
but
I
must
remind
you
just
like
this
is
in
a
black
history
month
that
at
the
penguin
apartments
there
were
200
families.
Mr.
president,
Councilwoman
Blackwell,
a
woman
Sanchez
Councilwoman
again
that
were
summarily
evicted
from
that
property.
Just
because
some
investors
saw
a
economic
opportunity,
they
said.
Oh,
we
can
get
30%
more
rent.
We
put
a
couple
of
thousand
dollars
into
a
bathroom
and
a
kitchen
I
can
get
quality
tenants
some
of
those
people
that
they
evicted.
Mr.
E
president,
had
lived
there
30
years,
some
of
them
have
been
in
his
chambers,
testifying
for
different
things.
I
won't
put
them
on
blast.
Who
was
one
of
those
people,
but
you
know
them
and
these
people
some
of
them,
have
never
missed
a
month
of
rent.
In
fact,
most
of
them
weren't
relate
ever,
and
so
these
group
of
investors
decided
that
we're
going
to
take
this
profit
over
people
and
when
you
leave
30
days
later,
we
will
give
you
your
security,
deposit
and
down
payment.
Now,
I,
don't
know
about
you
average
rent
first
month
last
month.

What
hit
me
the
hardest
was
a
lady
and
our
child,
leaving
they
had
to
go,
and
she
looked
at
me
and
said
with
sincerity.
You
know
councilman
you're,
doing
good
work,
I
voted
for
you.
You
know
that
that
always
you
know
how
that
is,
and
he
said
where
I'm
leaving
and
moving
to
now,
I
won't
be
able
to
vote
for
you
the
next
time.

Well,
when
I
heard
about
it,
I
used
to
think
it
was
just
your
problem:
councilman
Johnson,
council
president
Clark's
problem
and,
to
a
lesser
extent,
Councilwoman
Jeannie
black,
was
problem
about
these
investors
coming
in
and
fixing
up
and
displacing
people,
but
it
is
hit
home
I
found
out.
Another
group
of
investors
just
bought
a
second
property
with
another
100-plus
units
in
it.

wanted
to
mention
two
things.
The
first
is
that,
after
council
session,
there
will
be
four
members:
a
presentation
by
preferred
meals,
who
is
a
school
district
provider
of
lunches
for
our
young
people.

we
hope
that
council
members
can
come
over
and
see
the
food,
the
nutrition
nutritional
quality
of
food
that
is
presented
to
our
students
on
a
regular
basis,
and
we
certainly
hope
that
all
of
our
members
will
come
over.
Even
if
just
for
a
moment
in
the
classroom.

participate
and
to
have
that
experience
for
themselves
and
to
know
exactly
you
know
what
kind
of
food
our
children
are
receiving
on
a
day
basis.

I
wanted

mention
that
Vince
Thomson
who's,

City
Council,
live
show
who
is
normally
with
us.
Obviously
is
not
here
today:
broadcasting
from
his
usual
location.
He
and
his
family
are
laying
to
rest
their
grandmother,
Anna
trusty
McCann,
the
matriarch
of
their
family.
She
passed
earlier
this
month
or
in
January
at
the
age
of
89
and
Miss
Anne.

As
she
was
known
to
everybody
lived,
a
wonderful
life.
She
was
the
mother
of
three
kids
grandmother
to
seven
and
great-grandmother
of
12
and
she
and
her
husband,
William
McCann,
who
passed
in
2003,
we're
longtime
residents
of
the
eighth
Council
District
raised
the
family
in
the
district
and
we're
friends,
two
former
City
Councilwoman,
Donna,
Reed
Miller
and
so
be
on
behalf
of
City
Council
I
wanted
to
express
our
deepest
condolences
to
the
family.

We
heard
testimony
in
our
eviction
hearings
that
that
we
heard
from
a
veteran
who
had
a
hole
in
the
ceiling
and
snow
blowing
in
and
he
was
withholding
rent
to
get
that
fixed,
a
mother
who
would
put
dinner
on
the
stove
and
have
rodents
devour
it
before
her
family
can
eat
it,
and
so
we
we
have
a
lot
to
do
in
this
area.
I
am
incredibly
grateful
to
my
partners,
who
stood
with
us
this
week
when
the
city
announced
the
council
allotment.

That
was
given
to
provide
legal
aid
for
the
very
first
time
two
non
criminal
defendants.
So
these
are
individuals
who
are
facing
eviction
who
would
be
qualifying
for
a
lawyer.
There
will
be
a
lawyer,
add
a
house
at
the
landlord-tenant
courts,
there's
on-call
assistance
and
that
there
is
a
full-time
landlord
tenant,
help
center
for
all
parties
to
to
get
assistance
and
advice
as
they
go
through
this
process.

Additionally,
something
that
I
wanted
to
share
with
my
colleagues
are
that
judges
and
I
filed
a
mas
over
at
Municipal
Court
have
instituted
a
new
policy
that
requires
landlords
to
be
in
compliance
with
all
laws
before
they
can
file
for
an
eviction.
That
is
also
a
tremendous
move
by
them.
Weren't,
incredibly
grateful
to
the
courts,
but
most
of
all,
I
am
and
I'm
deeply
indebted
to
my
colleagues
on
City
Council.
Yesterday
I
was
able
to
stand
with
council
members,
Greenlee,
Johnson
and
Jones,
but
council
members
Kenya,
no
Sanchez,
Green,
Talon
Berger,
Tom
Blackwell.

All
of
us
have
all
been
incredibly
supportive
of
this
issue.
We're
trying
to
work
on
this
anti-eviction
task
force,
we're
going
to
figure
out
smart
and
sensible
solutions
that
make
sense
for
a
healthy
development
growth-oriented
City,
but
on
which
our
people
are
not
sacrificed
at
the
mercy
of
a
ruthless
market.
That
is
that
will
that
will
undermine
communities
and
families.
So
I'm,
looking
forward
to
the
policies,
potentially
legislative
proposals
and
resources
that
will
come
out
of
that
and
look
forward
to
the
partnership.
But

the

In
fact,
today's
rally

continuation

civil
rights
work

organized
labor

our
city

fact,
just
a
few
steps

rally

play
take

State
Historical
Marker
that
recognizes
that
in
1938,
3,000
city
workers
launched
a
strike
protesting
wage
cuts
and
layoffs,

after
eight
days,
I
collected
water
agreement
was
reached
and
this
action
led
to

formation
of
Aspen's
District
Council
33.
So
I'd
like
to
thank,
asked
me
for
their
past
current
and
future
work
in
reference
to
advancing
civil
rights
in
our
city

finally,
I'd
like

echo
