thirteen
hundred
of
the
philippi
code
and
talent,
real
estate,
taxes
by
modifying
the
duration
and/or
amount
of
certain
tax
abatements
and
by
providing
for
periodic
evaluation
of
the
abatements
authorized
by
sections
in
nineteen
thirty
no.3,
subparagraph,
two
nineteen
1303,
subparagraph
3
and
1903
subparagraph
four.

You,
mr.
president,
this
day
in
this
bill
is
long
overdue.
This
bill
will
address
the
ten
year
tax
abatement
and
the
inequities
which
have
existed
in
the
city
of
Philadelphia
for
almost
twenty
years.
Now
there
was
a
time
when
the
ten
year
tax
abatement
was
desperately
needed.
The
city
was
not
growing,
people
were
not
coming.
Things
were
not
happening
when
you
fast
forward
to
today,
and
while
we
still
have
significant
challenges
ahead,
this
tool
clearly
needs
modification.
Now
it
did
its
job
and
now
it's
time
to
retool
and
look
at
what
we
can
do
differently.

The
changes
needed
will
bring
much-needed
dollars
to
the
Philadelphia
School
of
School
District,
which
is
very
important
and
desperately
needed
as
well,
and
it
will
begin
to
address
the
economic
inequity
that
exists
in
our
city
and
so
on.
