Before
we
start
today,
I'd
ask
the
favor
of
anyone
here
today.
If
you
have
an
electronic
device,
be
it
phone
or
any
other
device
that
makes
noise,
please
turn
it
off
or
turn
it
on
Airport,
Airport
mode
or
any
other
mode.
That
will
not
disturb
your
next-door
neighbor
to
give
our
vacation.
This
morning
the
chair
recognizes
Archbishop
Mary,
Floyd,
Palmer
presiding
bishop
of
the
Philadelphia
Council
of
clergy,
incorporated.
She
is
here
today
as
a
guest
of
Councilwoman
Parker
I
would
ask
that
all
members
and
guests
and
visitors
to
please
rise.
C
C
We
ask
that
your
spirit
will
continue
to
rain,
not
only
in
this
place
with
those
that
are
in
the
positions
of
authority,
but
that
you
will
give
them
the
wisdom,
the
compassion
and
the
knowledge
to
make
the
right
decisions
that
are
good
for
the
whole
and
not
necessarily
the
part.
We
are
grateful,
God
that
you
are
kind
to
us
and
that,
despite
what's
going
on
in
the
world,
your
grace
and
mercy
still
yet
covers
us.
C
C
We
would
not
be
so
now
God
in
this
moment
with
the
esteemed
president,
the
distinguished
members
of
council,
those
of
the
staff
of
each
those
of
us
that
are
gathered
by
organization
community
or
the
city
at
large,
continue
to
cover
them
cover
our
elected
officials
from
the
mayor,
the
judiciary
and
the
law
enforcement
for
all
that
choose
to
serve.
We
pray
God
that
you
will
stay
your
hand
on
the
city
of
Philadelphia
and
that
one
more
time
we
will
be
raised
to
known
as
a
city
of
love
and
one
of
embracement.

K
K
You,
mr.
president,
let
me
note
for
the
record
that
that
transfer
ordinance
for
ten
million
dollars
is
co-sponsored
by
yourself,
along
with
councilmembers
Johnson
DOM
and
green
I
want
to
just
note,
for
the
record
that
we're
proud
to
introduce
this
transfer
ordinance
from
the
cities
fund,
balance
to
develop
a
city
wide
business
corridor,
cleaning
program
in
which
every
council
district
will
receive
30
on
the
job
trainees
each
paid,
a
living
wage
who
will
be
responsible
for
litter
and
blight
removal,
as
well
as
some
additional
maintenance
work.
K
Now
the
details
for
the
program's
legislation
are
outlined
in
the
transfer
ordinance.
We
also
put
copies
of
a
booklet
on
the
desk
of
all
of
our
colleagues.
I
want
to
just
note
for
the
record
that
the
support
that
business
quarters
may
or
not,
may
or
may
not
receive,
has
created
a
system
of
haves
and
have-nots
with
some
business
quarters
remaining
relatively
clean
and
well
maintained,
while
others
with
litter
of
blight
storefront
maintenance
and
branding
challenges.
K
We
are
hoping
that
if
we
are
able
to
launch
this
program,
citywide
reduce
litter
and
blight
that
we
can
counteract
the
awful
narrative
that
characterizes
our
beloved
city.
As
Philadelphia,
we
want
to
get
rid
of
that
narrative.
Mr.
president,
I
want
to
give
a
early
a
shout
out
right
now
to
all
of
the
co-sponsors
of
this
legislation.
Along
with
the
PA
CDC's,
all
of
the
chambers
of
commerce
I
know,
I
saw
rob,
underling
and
I.
K
Think
I
saw

the
executive
committee
here:
Steven
Bradley

Improvement
District

Bilal
Khayyam,
Michael
Rashid,
and
there
are
many
others.
Finally,
I
want
to
say
that
this
program
has
already
been
successfully
piloted.
K
In
the
ninth
district
over
the
summer,
workers
and
neon
green
shirts
have
fanned
out,
across
the
district
to
clean
wodsworth,

that
being
said,

Mr.

I
also
have
to

two
of
my

I
know
it's
tough,
but
two
key
I
shall
Rachel

I,

what
it's
like
when
you
have
a

and
you've
got
to

the
dots
to
make
it
work.
Working
with
Commerce
and
PID,
see
you
did
it
and
I
appreciate
you
now
when
I
walked
into
the
building
and
I
was
excited
about
this
program
of
mr.
president,
my
spirit
was
filled
with
a
lot
of
good
energy
and
all
of
a
sudden
councilman
Johnson.
K
Somebody
said
ten
million
dollars
for
300
part-time
jobs.
Only
twenty
five
hours
a
week
at
$15
won't
make
a
difference
in
the
lives
of
Philadelphians
and
what
I
say
to
those
naysayers
who
were
even
sitting
in
the
room
right
now.
Listening
and
I
came
in
with
a
good
spirit,
$15
an
hour
at

at
25

K
A
week
it's
375
dollars
a
week,
that's
$1,500
a
month
until
you've
walked
a
mile
in
the
shoes
of
someone
who
was
under
employee
unemployed
or
who
has
never
had
access
to
the
opportunity
to
gain
access
to
the
change
that
they
need
in
order
to
survive
and
become
productive
members
of
our
society.
Don't
you
tell
me
that
$1,500
a
month
won't
help
it
will
help
buy
groceries.
It
will
help
a
win.
It
will

You
very

council,
president
I,
think
a
lot
of
people
got
a
chance
and
many
more
didn't
get
a
chance
to
see
the
new
voting
machine.
That's
going
to
be
used
on
November
5th,
general
election,
it's
a
great
machine
in
terms
of
technology,
but
it's
also
an
extremely
difficult
machine.
I've
watched
a
lot
of
senior
citizens
especially
kind
of
struggle
with
that
machine,
but
one
of
the
good
things
about
it
is
that
it
can
handle
or
provide
instruction
in
16
different
foreign
languages.
Unfortunately,
only
two
languages
are
on
that
machine.
F
B
D
Thank
You,
mr.

just
pointed
information
on
the
the
voting
machines
and
not
necessarily

itself,
but
you
know
through
federal,

Act,
all
right.
You
know
in
the
states
on
a
federal
level
down
to
the
municipality
upon

You
know,
I
just
want
to
remind
everybody
that
you

interpreters
are

upon

for
for
polling
places
where
there's

population

So
as
we

work

business
in
our
neighborhoods.

it's
just
a
comment
to
us
to
request

You
know,

that
are

that
helps
make
sure
that
in

taxpayer
money
to
build
a
mall
on
top
of
my
stolen
home,
as
unanimously
passed
by
this
council
in
June
2018.
Has
this
government
allowed
the
theft
of
my
home
that's
to
buy
just
compensation?
Has
this
government
allowed
denial
of
ten
trial
by
juries?
In
my
case,
if
you
do
not
want
to
obey
your
solemn
oath
to
God,
why
do
you
run
for
reelection?
E
A
just

the
rule

This
color
all
government
must
have
it's

govern
revoked
until
constitutionally
compliant
government
is
installed.
Public
servants
cannot
refuse
the
sworn
duty
that
a
more
than
a
fireman
can
refuse
to
fight
a
fire.
The
sovereign
people
require
oath,
Constitution
law,
be
enforced
and
jail
is
required
for
all
of
you
who
fail
and
violate
the
Constitution
owed
or
law.
I
remind
Council
takes
a

to

and
allow
all
of

I
You,
mr.
president,
and
thank
you
for
a
moment
to
speak
to
mr.
servals
legacy
along
with
Councilman
Derrick
green,
whose
career
has
also
been
touched
by
mr.
Sorrell,
a
Robert
Sorrell
served
with
the
Urban
League
of
Philadelphia
and
was
the
embodiment
of
a
great
mentor
to
many
Philadelphians,
including
many
of
us
in
Philadelphia
leadership.
I
He,
along
with
George
Burrell
and
a
bruised
Crawley,
were
the
authors
of
the
Urban
League
Leadership
Institute,
which
focused
purely
on
and
identified
potential
of
great
young
talent,
and
in
that
very
and
arguable
class
was
Michael
Nutter
now
state
senator
Vincent
Hughes,
and
myself
long
before
we
thought
about
her
running
for
elected
office.
The
Urban
League
forum
is
still
in
effect
today
and
mr.
Shirelles
legacy.
He
understood
that
serving
the
marginalized
and
being
about
the
business
of
improving
the
lives
of
African
Americans
across
the
city
and
the
nation
was
his
principal
passion.
I
He
established
a
reputation
during
the
National
Urban
League
conferences,
where
many
other
affiliate
leaders
who
look
to
mr.
Sorrell
because
of
his
leadership
and
mentorship
and
in
closing
I
am
always
mindful
of
those
persons.
In
my
career,
who
gave
me
a
chance,
I
was
25
years
old,
very
young
in
my
career
and
mrs.
Sorel
challenged
me
to
write
a
proposal
for
the
federal
Department
of
Labor
which,
to
our
surprise,
was
funded.
I
A
J
You,
council
president
and
thank
you
councilman
Brown

for
introduced
resolution
for
dear
departed
friend,
Robert
W
Sorel
I
met
when
I
was
coming
out
of
undergrad
universe,
Virginia
and
some
people
had
suggested
I
get
involved
in
the
Urban
League
Leadership
Institute.
It's
now
called
the
Urban
League
forum.
At
that
time,
I
had
a
little
bit
more
hair
than
I.
J
On
my
own
separate,
and
apart
than
something
that
can
connections
and
friends,
I
met
through
my
father
and
so
coming
out
of
the
Leadership
Institute
I've.
They
have
a
joined,
the
Urban
League
hood
off
your
board,
where
I
served
from
1994
to
about
2001
and
really
got
to
know
Bob,
upfront
and
personal,
and
he
used
to
always
say
how
do
you
accomplish
a
major
issue
or,
conversely,
how
do
you
get
elephant?
And
you
do
it
one
bite
at
a
time?
And
so
he
was
always
a
man
of
great
stature.
J
He
brought
people
together
from
all
different
backgrounds,
so
I
remember
the
urbanely
tennis
tournament
with
Julius
Erving
and
he
was
able
to
talk
to
anyone
in
the
boardroom
to
the
barbershop
on
to
the
bar
and
he
never
forgot
where
it
came
from
and
was
always
willing
to
help
young
people
and
make
sure
them
and
be
a
role
model.
So
it
was
with
great
sadness
for
him
to
see
his
transition.
J
His
partner
for
many
many
years,
miss
emerging
Taylor,
not
known
very
well
as
well,
and
he
had
a
profound
impact
on
my
life
and
for
numerous,
not
only
elected
officials,
but
corporate
and
civic
and
nonprofit
leaders
throughout
the
city
of
Philadelphia,
and
he
was
a
giant
in
our
city.

B
D
B
H
E
You,
mr.
president,
if
I
may
speak
briefly,
you
are
co-sponsor
of
this
resolution
in
particular
highlighting
the
Fletcher
Street
stables,
which
is
in
the
fifth
counts.
Matic
district.
The
urban
cowboy
could
have
been
titled
easily
the
vanishing
urban
cowboy,
because
a
lot
of
the
traditional
stables
that
were
found
in
every
neighborhood
around
the
city
are
being
developed
for
particular
reasons:
housing,
economic
development
and
others.
But
it
talks
about
the
rich
history
that
Cowboys
have
had
in
this
country,
particularly
cowboys
of
color.
E
A
lot
of
people
don't
know
that
the
original
long
Ranger
was
an
african-american
modeled
after
a
sheriff
post
war.
That
was
one
of
the
roughest
toughest
Cowboys
ever
so.
This
conduct
talks
about
this,
but,
more
importantly,
when
you
think
about
Simoni,
Fletcher,
Street
or
Belmont
stables.
What
they
do
today
is
work
with
a
lot
of
young
people
that
experience
horses
in
a
different
way
and
one
of
the
things
that
you
learn
about
a
horse
is,
they
can
tell
a
lot
about
their
rider.
E
That
is
on
their
back
and
there's
a
thing
called
horse
therapy
that
they
can
see
kind
of
into
the
soul,
that
a
rider
and
and
they
can
took
it
on
their
back
and
you're,
not
riding
them
right.
They
will
go
eat
grass
right
with
you
on
their
back,
so
I'm,
looking
forward
to
the
movie
I'm
looking
forward
to
it
to
bringing
to
light
the
plight
of
urban
stables
and
I'm
thankful.
Mr.
president,
for
you

I
just
wanted
to
note
that
this
is
the
sixth

stage,
which
is
really
a
work
of
our
entire
Council
I'm,
proud
to
chair
through
your
creation,
the
Committee
on
global
opportunities
and
the
creative
innovative
economy.
Music,
really
to
me
is
among
many
things
it's
a
part
of
the
economy
and
an
opportunity
for
Philadelphians
to
work
and
to
create
an
economic
engine.
It's
always
been
a
big
part
of
our
economy,
and
so
it's
free.
F
Businesses
in
our
area,
an
offshoot
of
that
effort,
has
been
the
creation
through
this
body
by
resolution
of
a
music
industry
task
force
and
two
years
ago,
when
we
formed
that
organization,
its
goal
was
to
come
up
with
a
report
recommendations
on
how
to
make
Philadelphia
a
more
vibrant
music
economy
city
that
report
I've
placed
on
your
desks.
It's
been
completed,
I
invite
everyone
to
take
a
look
at
it
to
read
it,
and
the
recommendations
are
really
after
two
years
of
work
focused
on
what
can
be
done
now.
F
F
I
Your
behalf
I
would
like
to
alert
our
colleagues
that
this
is
a
reminder
that
at

today,
1:30,
council,
members
and
staff
are
invited
to
a
briefing
in
the

by
the

the

They
do
important
good
work
and,
as
always,
wherever
two
people
are
gathered,
there
shall
be
food
lunches
on
the
menu
Thank
You.
Mr.
president,.
D
You
mr.
Pat,
mr.
president,
just
want
to
remind
everybody,
I'm
glad
we're
having
the
conversation
regarding
voting
machines
earlier
I'd
like
that,
you
know,
take
the
time
to
welcome
everyone
here
to
stop
by
outside
to
council
president's
office.
There
is
a
new
voting
machine
accompanied
by
a
city
commissioner,
employee,
as
well
as
outside
my
office.
Another
voting
machine
accompanied
by
a
city
commissioners,
employee
I,
would
welcome
each
of
you
to
test
out
the
new
machines
and
provide
your
feedback
to
that
city.
D
J
But
to
the
work
of
this
body
for
years,
we've
provided
hundreds
and
millions
of
dollars
of
additional
money
to
the
school
district
to
address
those
issues.
But
yesterday
we
had
a
press
conference
and
this
this
Coalition
had
been
supported
and
helped
organize
by
the
foot,
opera,
Federation
teachers,
and
so
yesterday,
at
the

J
We
had
a
press
conference
regarding
a
very
urgent
issue
and
we
learned
that
a
long-serving
teacher
in
the
foot
of
a
school
district
was
diagnosed
with
mesothelioma,
which
is
often
connected
to
connection
and
being
exposed
to
asbestos,
which
is
a
major
issue
in
our
very
old
buildings.
And
so
that
made
this
issue
even
more
urgent.
So
today
and
counts.
I
introduced
a
a
bill.
J
J
Just
last
night
in
having
a
conversation,
my
mother,
who
retired
from
the
School
District
of
Philadelphia
after
having
served
over
30
years,
we
were
calling
when
I
had
a
teacher
in
high
school
whenever
removing
asbestos
the
school
and
the
concern
that
many
teachers
had
and
employees
had
when
that
occurred,
and
I
can
only
think
about
that
teacher
and
their
family
and
the
issues
and
concerns
able
have
going
forward
with
this
diagnosis.
So
this
is
a
very
important
issue.
J
This
is
important
issue
and
as
timely
as
we
go
back
to
school
many
students
now
going
to
their
second
week.
This
is
something
that
we
need
to
address
to
make
sure
that
every
school
building
is
a
safe
environment
and
an
unhealthy
environment
for
our
parents
that
visit
our
teachers
that
work
there,
two
employees
that
were
to
work
there
and
the
children
that
are
being
educated
in
the
school
district,
Thank
You.
Mr.
president,
Thank.
K
Thank
You.
Mr.
president,
mr.
president,
in
my
earlier
remarks,
I
neglected
to
acknowledge
partners
in
our
business
district
quarter,
cleaning
program
and
you'll
see
their
names
listed
on
the
back
of
the
shirts
for
the
record.
It's
the
Commerce
Department
in
the
city
of
Philadelphia,
I'm,
pastor,
Pastor
Wyler,
the
e.9
culture,
Community
Development,
Corporation,
Oxford,
Circle,
Christian,
CDA,
Einstein,
Medical,
Network
and
blocked
Bell
field.
Logan
island
collective
also
need
to
say
a
special
thanks.
K
G
You,
mr.
president,
at
12:30
some
students
from
Italy
led
by
Kristin
Ramsey
and
are
due
to
be
here,
and
they
want
to
come
in
our
caucus
room
I
wanted
to
invite
people
from
from
their
group
of
diplomacy.
International
they'll
be
here
in
this
caucus
room
after
their
tours
over,
which
is
supposed
to
start
at
12:30
in
around
1:30.
So
maybe
on
your
way
to
the
caucus
room,
you
could
stop
me
and
bring
greetings
and
take
a
picture
with
these
Italian
students,
Thank
You.
Mr.
president,.
