dark
times
with
massive
political
divisions,
mental
health
crises,
mass
shootings,
hate
and
discrimination
against
people
of
color,
Jews
and
other
minorities
and
in
moments
of
darkness.
Like
this,
we
ask:
what
do
we
do
and
Jewish
tradition
offers
some
wisdom?
There's
a
story
told
about
Adam
and
Eve
as
the
first
winter
approaches
as
the
birds
are
flying
south,
as
the
leaves
are
falling
off.

an
old
story
about
the
origins
of
holidays
like
Hanukkah
and
Christmas,
but
the
message
here
is
that
in
a
moment
of
darkness,
it
is
okay
to
pray
and
it
is
okay
to
lament
our
circumstances,

light

their

the

the
commissioner
of
public
property

the
Commissioner
of
Parks

Recreation,
on
behalf
of
the
city
of
Philadelphia,
to
acquire
from
the
Philadelphia
Redevelopment
Authority,
pretty
simple
title
or
lesser
interest
in
real
estate
to
all
or
a
portion
of
a
parcel
of
land
located
in
and
about
the
area
bounded
by
Montrose
Street
carpenter,
Street,
south
17,
South,
17th,
Street
and
South
18th
Street.
With
many
improvements
there
on
all
under
certain
terms
and
conditions.

Every
decision
we
make
and
we've
recently
been
provided
with
positive
news
that
came
out
I,
think
in
today's
newspapers
and
the
media
that
our
poverty
rate
actually
dropped
to
about
twenty
four
point:
five
percent
and
last
year's
numbers
weren't
totally
accurate,
which
is
good
news
and
while
we're
making
strong
headway,
we
should
recognize
those
efforts
made
by
many
of
my
colleagues
in
this
building
to
reduce
that
rate.
We're
still
the
largest
city
with
the
highest
poverty
rate.
M
But
here's
an
important
fact
of
the
50
states
and
the
District
of
Columbia
51
50
states,
District
of
Columbia,
the
city
of
Philadelphia.
According
to
a
recent
analysis,
taxes,
those
in
poverty,
the
highest,
which
makes
no
sense.
We
tax
people
who
make
less
than
25,000
a
year,
18.1%
everyone
else's
ones
at
16,
a
lot
of
people
at
10,
11
and
12,
and
it's
the
city
wage
tax.
That
stands
out
as
the
biggest
portion
of
why
that
taxes
are
so
high.
People
who
make
less
than
25
thousand
can
barely
put
food
on
the
table.
M
It
makes
no
sense
for
us
to
be
charging
them
wage
tax,
so
the
bill
I'm
introducing
today
will
continue
this
progress
by
allowing
almost
60,000
households
in
poverty
to
receive
a
wage
tax
refund,
it
would
amend
the
current
reimbursement
of
about
a
half
a
percent
and
increase
it
starting
next
year
to
two
point:
three:
six
percent,
which
is
the
city's
portion
of
the
wage
tax.
This
would
allow
a
family
of
four
earning
an
income
of
thirty
four
thousand
two
hundred
fifty
dollars
to
receive
about
eight
hundred
ten
dollars
annually
by
fiscal
2024.

If
the
pike
a
portion
of
the
wage
tax
is
removed,
the
total
reimbursement
rate
would
be
increased,
allowing
that
same
family
of
four
to
be
reimbursed
more
than
thirteen
hundred
dollars
a
year.
In
order
to
help
those
in
poverty.
We
also
need
to
expand
the
tax
base,
so
we
can
help
those
in
poverty.
My
colleagues
are
in
support
of
reducing
poverty
in
our
city.
We
already
have
the
framework
in
place
to
take
full
advantage
of
this
initiative.
This
is
just
another
tool
to
move
our
efforts
forward.

Thank
you
very

and
that
bill
was
co-sponsored
by
councilman
Heenan
and
myself
today,
I'm
introducing
a
much-needed
amendment
to
the
city's
ten-year
property
tax
abatement.
While
this
legislative
body
continues
debate
whether
the
ten
year
tax
abatement
still
makes
sense
as
currently
configurated,
we
need
to
correct
a
fall
on
the
law
that
is
costing
the
city
millions
in
uncollected
tax
revenue
each
year.
Currently
the
only
disqualifying
factor
in
the
ten
year
tax
abatement
is
being
delinquent
on
property
taxes.

The
floor
says
nothing
of
regarding
the
disqualifying
developers
who
cheat
the
city
out
of
taxes
and
other
revenue.
Philadelphia
is
still
a
very
hot
market
for
residential
developers,
many
of
whom
are
out
of
state.
They
are
often
willfully
neglect
to
pull
the
necessary
construction
permits
and
licenses
and
they
misclassify
their
workers
as
1099
independent
contractors
to
avoid
payroll
taxes
and
pay
workers
in
cash
to
avoid
tax
implications.
These
unethical
practices
that
cheat
the
city
out
of
significant
tax
revenue
and
our
Tana
mountains
are
being
taxed
so
willingly.

These
violations
should
be,
should
disqualify
developers
from
being
rewarded
for
gaming.
The
system,
by
receiving
a
ten
year
tax
abatement
with
so
many
competing
budget
needs
to
our
city
programs
and
services.
Philadelphia
cannot
afford
to
forego
the
collection
of
millions
of
dollars
rightfully
owed
by
developers.
This
amendment
closes
the
lists
loophole
once
and
for
all.
Mr.
president,
thank

very

taking
on
this
issue
as
well.
You
know,
while
the
conversation
on
a
ten
year,
tax
abatement
continues.
If
this
comes
down
to
the
underground
economy,
to
tens
of
millions
of
dollars
that
the
city
is
defrauded.
It's
been
short
on
collecting
the
revenues
because
they're
not
being
reported
at
all.
People
are
paying
cash.
There
are
no
such
things
as
1099s
on
construction
sites
right
and
by
the
way
we've
had.

You
know
with
the
uptick
of
the
global
warming
and
the
increase
of
our
our
rain
that
we've
been
having
over
the
past.
You
know
five
to
ten
years,
it's
having
a
huge
huge
safety
impact
on
our
neighborhoods
as
our
neighborhoods
or
development,
so
people
aren't
paying
taxes
city.
It
has
no
idea
whose
license
people
don't
know
who
was
on
the
job
sites.

People
aren't
sure
if
they're
properly
trained
or
OSHA
trained,
and
we
do
not
have
the
proper
staff
at
our
lni,
Department
or
Department
of
L&I
to
ensure
that
their
caseload,
because
they
are
understaffed
and
overworked,
especially
in
this
city.
That
has
all
this.
The
development
with
uptick
of
permits
that
are,
people
who
are
pulling
permits
that
do
peak
pay
taxes
or
the
congestion
is
an
issue.
I,
don't
know
how
an
individual
can
get
around
to
formally
go
and
inspect
properties
for
people's
safety,
public
safety
and
their
property
safety.
Our
city
is
in
danger.

We
need
an
increase
in
our
L&I
staff
to
help
alleviate
the
burden
and
make
sure
that
revenue
has
the
opportunity
to
collect
the
revenue
that
is
owed
to
the
city
in
the
tens
of
millions
of
dollars
right.
That
is
what
is
right.
That's
what
we
deserve
is
a
first-class
City
and
that
will
put
people
to
work
and
I
look
forward
to
working
with
the
councilmen.

body
as
we
move
forward
addressing
the
underground
economy.

fear
that
many
feel

gun
violence

For
me,
this
issue
is
personal.
Four
years
ago,
my
then
one-year-old
daughter,
Rose,
was
diagnosed
with
a
dangerously
elevated
lead
level.
The
cause
was
exposure
to
chipping
lead
paint
in
our
rented
south
philadelphia
row
home.
When
we
tested
the
house,
we
realized
that
the
remnants
of
lead
paint
were
everywhere.
The
Rose
was
crawling.
We
urged
our
landlord
to
resolve
the
issue,
but
the
cursory
paint
over
that
they
eventually
performed
was
insufficient
and
our
least
precluded
us
from
remediating
ourselves.

Fortunately,
we
had
the
means
to
move
out
and
purchase
our
own
home,
and
we
made
sure
that
there
were
no
led
hazards
in
our
new
place.
Roses.
Led
level
did
eventually
drop
down
because
she
was
no
longer
being
exposed
to
lead
hazards.
Yet
the
science
clearly
shows
that
there
is
no
safe
level.
A
level
of
lead
in
a
child's
body
from
are
many
Philadelphia
residents
and
their
children
purchasing
a
new
home
to
escape
lead
poisoning,
isn't
an
option.
I
urge
you
to
pass
the
lead
bill
today
for
Rose
and
all
of
Philadelphia's
children.

correct
the
difficulties
of
enforcement
that
the
Department
of
Public
Health
has
had
and
that
the
discrimination
exists,
because
it
encourages
landlords
not
to
rent
to
families
with
children
six
or
under
we
praise
councilman,
Reynolds
Brown
and
our
staff,
especially
Julian
Thompson,
who
have
worked
diligently
on
this
bill
for
almost
two
years.
I
have
been
involved
in
drafting
and
working
on
this
bill
for
the
last
two
years,
however,
I
would
be
remiss.

An
amendment
was
showed
to
us
last
week
when
we
walked
into
council
that
changed
the
time
to
obtain
a
new
lead,
safe
certification
from
three
to
four
years.
This
is
problematic,
as
in
a
four
year
period,
paint
can
deteriorate
and
dangerous
LED
dust
from
friction.
Surfaces
can
accumulate,
causing
children
to
be
led
poisoning.
It's
important
to
note
that
the
Department
of
Public
Health
states
that
the
cost
of
a
Ledge
inspection
is
a
hundred
and
fifty
dollars,
and
for
three
years
this
would
be
only
fifty
dollars
a
year.

I've
also
sent
statements
to
each
of
you
from
a
certified
lead
inspector
and
the
National
Center
for
healthy
homes,
which
says
that
this
changed
the
four
years
is
not
appropriate
and
can
cause
children
to
be
led
poisoned.
While
we
have
concerns
about
this
issue,
we
urge
you
to
approve
this
bill
now,
as
this
bill
has
taken
a
long
time
and
addressed
this
issue
later.

heard
anecdotal
stories
over
the
years
of
people
having
trouble
finding
places
to
live
and
I
cannot
thank
the
council,
member
Reynolds
Brown
enough
and
all
of
the
support
of
her
staff
to
push
forth
a
bill
that
finally
removes
that
language
that
has
been
a
barrier
to
families
with
children.

for
housing,
this
is
going
to
make
every
single
rental
property
in
the
city
lead,
safe

free,
and
that
is

best
thing

health

all
families
in
Philadelphia,

best

mechanisms

going
to
ensure

landlords

complying
with

ordinance

already
have

books

updates
to
our
city's
lead

Landlords
would
say
this
even
when
parents
testified
that
when
they
signed
the
rental
lease
they
had
a
baby
on
their
lap
or

the
landlord
showed
them
the
apartment.
Their
toddlers
were
by
their
side.
Too
often,
judges
would
find
the
landlord's
testimony
more
credible
than
that
of
tenants.
As
a
result,
families
were
denied
justice
and
the
city's
lead
law
was
circumvented
without
proper
and
timely
inspections.
In
every
rental
unit.
Lead
screening
relies
on
detection
through
children
using
them
as
biological
monitors
for
environmental
lead
or
the
proverbial
Canaries
in
the
coalmine.

We're
inspection
of
a
child's
home
is
only
undertaken
after
a
child
develops
lead
poisoning.
This
is
inhumane,
though.
The
legislation
before
you
today
requires
led
inspections
only
every
four
years,
instead
of
every
two
years
as
experts

weakness
in
the
bill
remains

battle

another

at

time

birth,
the
vaccination
schedules
called
for
12
vaccines.
I
got
all
of
them
on
time,
with
little
to
no
life-threatening
side-effects.

knowledge,
when
my
sister
was
born
in
1994,
the
vaccine
schedule
had
changed
and
she
was
expected
to
get
double
the
amount
of
vaccines
that
I
have
gotten.
She
got
all
of
them
on
time.
She
suffered
asthma,
allergies,
severe
eczema
and
after
her
Gardasil
vaccine,
she
fainted
almost
daily.
She
almost
fainted,
while
walking
from
class
to
class,
and
once
she
even
fainted
and
fell
down
the
stairs
she
developed
switches
and
what
seemed
to
be
Tourette's
syndrome.

is
uncertain

the
vaccines
calls
it,
some
doctors
would
agree
that
vaccines
can
contribute
and
to
her
illness,
if
not
create
them.

eldest
son
is
five.
He
is
expected
to
take

vaccine
schedule

studies

fertility
impacts
and
cancer

look
at
ingredient
lists
every
food
and
drink
I
give
to
my
children
is
handpicked
by
me
and
approved.

decided

nutritious

from
animal
and
human
byproducts,

able
to
offer
vitamins
or
minerals
that
can
contribute
to
the
health,
growth
and
overall
well-being

health

religious
and
philosophical

cannot

conscience,
inject
toxic
concoctions

medical
treatments.

forced

DHS
oversight
and
Mayor.
This
year,
councilman
David
Oh
proposed
a
resolution
that
would
address
our
concerns
for
the
reform
DHS
is
currently
going
through,
and
the.

L
At-Large
David
o
resolution
claiming
she
had
developed
a
DHS
oversight
committee.
We
have
emails
showing
communications
with
Councilwoman
and
large,
discussing
the
oversight
of
DHS
and
possible
public
meetings.
The
communication
with
council
woman
at-large
stopped
abruptly
after
a
City
Council
hearing
on
DHS
that
I
gave
testimony
to
to
the
lack
of
communication
and
transparency
taken
place
with
DHS.
We
were
told
that
City
Councilwoman
gem
there's
no
longer
part
of
her
DHS
oversight
task
force.
To
date.
The
DHS
task
force
does
not
exist.

attended
the
youth
placement
public
input
meeting
on
9
23,
ninth
2019
hosted
by
CVH.
There
was
no
mention
of
a
DHS
task
force
because
the
focus
was
never
on
DHS.
Currently,
foreign
practices
reforming
Jews,
reforming
youth
placement
with
Councilwoman
and
large
focus
during
the
input
session,
I
was
able
to
request
a
parent
handbook
and
the
findings
and
future
findings
be
made
public
information.

struggle

harvest

youth
placement,
but
still
need
to
be
heard
from
vulnerable
families
in
need

support

This
legislation
has
been
a
marathon
and
not
a
sprint.
At
this
moment,
nine
out
of
ten
city
council
districts
have
a
zip
code
with
one
out
of
ten
children
poisoned
by
lead
and
2018.
One
child
is
diagnosed
with
significant
lead
poisoning
every
single
day.
It
is
clear
that
we
as
a
city,
can
and
must
do
better.
Let's
do
a
rewind
under
the
leadership
of
yelets
Shelly
on
off
in
2010
and
2011
this
council.

Public
testimony
has
revealed
quite
eloquently
why
left,
poisoning
and
dealing
with
it
matters
I
was
blessed
to
be
the
mother
of
a
healthy
kid.
I
cannot
imagine
what
it
would
be
like
to
raise
children
and
grow
children
who
end
up
with
lead
poisoning
in
2011,
while
working
to
right
the
ship
on
this
bill.
One
of
the
last
compromises
we
secured
before
the
passage
of
this
bill
was
to
limit
certification
to
homes
where
children,
ages,
six
and
under
reside
rule
and
I'll
articulated
that
quite
well.

I
credit,
my
former
colleagues
Councilwoman
Marion
tasko
and
Councilwoman
Maria
quinones
Sanchez,
who
worked
with
me
closely
and
helping
me
to
secure
the
needed
votes
on
that
bill
that
bill
passed
16
to
one
as
at
that
time
we
did
believe
that
the
legislation,
while
imperfect,
would
allow
the
city
to
finally
get
a
handle
from
making
rental
units
and
safer
for
children.
Now,
eight
years
later,
based
on
data,
we
arrived
at
the
clear
conclusion
that
a
new
stronger
solution
was
not
optional
was
required.
There
are
several
challenges
with
the
enforcement
of
the
current
law.

After
six
years
of
implementation,
the
city
only
received
5,500
certifications
of
the
22,000
rental
properties
with
children,
six
and
under
that
represents
only
a
25
percent
compliance
rate.
The
department's
of
Health
and
L&I
reported
that
the
bill
was
designed
as
practically
unenforceable.
So
it
was
not
an
arbitrary
decision
made
by
my
office
after
meeting
with
those
commissioners
we
learned
from
them
and
on
based
on
data.
The
bill
was
practically
unenforceable.
We
discovered
that
there
were
other
problems
with
the
bill
through
public
testimony.

We
learned
that
the
2011
bill
created
an
unintended
two-tiered
housing
market,
which
also
has
been
articulated.
The
executive
director
of
the
Fair
Housing
Commission
eloquently
testified
that
that
system
led
to
discriminatory
discriminatory
practices,
and
that
is
something
of
course,
we
have
always
tried
to
avoid.

My
office
has
spent
over
two
years
making
sure
all
sides
of
this
legislative
issue
have
been
heard.
We
participated
in
the
full
off
your
lead,
poisoning
advisory
group,
convened
by
Mayor
Kenny,
along
with
councilmembers
Kim
bass,
Sanchez
and
Parker.
The
advisory
group
recommended
that
we
extend
the
bill
to
all
properties
with
a
consistent
open-door
policy.
We
met
with
the
administration,
landlords,
health
experts
advocates
and
anyone
who
had
anything
to
say
about
how
we
could
do
better.

During
the
summer
of
2018,
we
met
again
with
the
lead,
poisoning,
Advisory,
Commission
and
all
of
the
advocates
PCC
y
community
legal
services
turn
the
Public
Interest
Law
Center
and
anyone
else
who
had
a
bright
idea
on
how
we
could
do
better.
This
is
all
before
the
introduction
of
the
bill
in
October
2018
in
October
2018.
We
introduced
that
legislation
and
again
we
met
with
all
stakeholders.

My
staff
and
I
held
formal
meetings
and
conference
calls
with
the
landlord
coalition
who
do
care
about
us
doing
better.
We
met
in
2018,
January,
February,
March,
May,
June
and
again
July
24th
of
2019.
As
is
our
practice.
Our
office
leaves
no
stone
unturned
when
it
comes
to
tackling
a
complex,
layered
legislative
public
health
issue.
So
we
talked
with
those
policy
professionals.
In
Rochester
we
took
a
trip
south
to
Baltimore,
where
they
have
had
a
universal,
let
law
in
places.
1996.
F
We
met
with
those
stakeholders
to
learn
how
they
have
been
able
successfully
implement
that
law.
Then
we
went
to
Washington
DC
for
a
year
ago
to
the
National
Conference
on
lead,
where
professionals
from
across
the
country
were
convening,
but
with
a
focus
for
municipalities
like
Philadelphia
still
dealing
with
lead,
so
the
luggage,
the
record
should
reflect.
We
have
not
been
frivolous
and
our
pursuit
for
a
balance,
less
onerous
solution,
but
here's
the
bottom
line
our
children
continue
to
be
poisoned
by
lead,
even
though
we
have
the
tools
available
to
create
a
safer
and
healthier
environment.

So
let
me
now
share,
and
we
state
some
of
the
tweaks
we've
made
to
the
legislation
before
us.
We
were
asked
for
clear,
informational
companies
within
the
city
who
do
remediation
and
certification
work.
That's
now
in
the
bill,
we
heard
concerns
that
landlords
did
not
have
enough
time
to
come
into
compliance
with
the
law.
I
get
that
because
we
delayed
our
menu
labeling
bill
for
a
year
and
a
half
to
allow
that
community
to
ramp
up.
So
we
wrote
an
extended
implementation
date
into
this
bill.

Landlords
asked
if
we
could
include
provisions
in
the
bill
that
protects
them
against
tenants
who
do
not
provide
access
to
properties.
We
heard
them.
We
added
that
provision
in
the
bill.
The
lair
coalition
was
not
content
with
recertification
at
the
time
of
turnover,
which
was
my
preferred
remedy,
so
we
removed
that
from
the
bill.
The
Ricoh
I
referenced
in
June
2019
was
regarding
a
new
development
and
new
information
that
we
as
a
city,
were
not
where
we
needed
to
be
with
regards
to
technology.

We
heard
apprehensions
about
the
systems
of
technologies
that
would
be
ultimately
responsible
for
the
implementation
and
enforcement
of
the
bill,
and
much
to
the
chagrin
of
many
and
I
will
even
go
as
far
as
to
say.
I
was
bullying
I'm
good
in
June
I
held
the
bill
for
three
months
and
I
invited
and
chose
to
invite
all
stakeholders
back
to
the
table
so
that
they
can
hear
themselves
personally
from
the
health
commissioner
and
our
lni
Commissioner
Commissioner
Perry
and
Commissioner
Farley
care
about
getting
this
right.
Second
time
around.
F
I
also
want
to
thank
council
members
whose
offices
were
able
to
join
us
at
that
July
24th
meeting
last
Tuesday.
We
circulate
circulated
another
set
of
amendments
subsequent
to
that
circulation.
We
were
approached
again
to
consider
extending
the
frequency
of
certification
from
every
three
years
to
five
years.
We
make
no
decisions
alone,
we
do
the
homework.
We
went
back
to
see
what
other
cities
are
doing
and
I
made
the
decision
that
we
would
have
it
every
four
years
based
on
homework.
We
have
from
other
cities,
so
compromise
has
never
been
an
option
for
us.

It's
always
been
a
requirement
if,
second
time
around,
we
want
to
get
this
right.
My
office
has
worked
to
the
point
of
exhaustion
for
compromise
for
all
stakeholders
in
August.
2019
I
had
to
finally
reckon
with
the
reality
and
quote:
councilman
Jones,
who
said
common
ground
might
not
be
possible.
I'll
accept
that.
But
what
we
will
have
is
a
common
understanding
that
we
have
to
find
a
pathway
to
protect
our
children.

So,
despite
what
we've
heard,
keeping
our
children
safe
from
harmful
causes
of
lead
poisoning
is
not
as
costly
as
summons
argued
this
summer
I
had
my
staff
call
remediate,
errs
and
others
who
actually
do
the
work.
We
had
interns
on
the
phone
doing
our
own
in-house
survey
so
that
we
could
get
a
handle
ourselves
on
what
it
cost
to
remediate
properties
for
those
properties
that
do
not
honor
this
remediation
and
seeking
to
front
get
properties
to
be
led
safe.

Landlords
raise
the
very
fair
criticism.
Why
should
we
be
responsible
for
fixing
this
problem
and
I
actually
support
that
you're
right
government
has
a
role
and
us
finding
a
mutual
resolution
where
everybody
has
some
skin
in
the
game.
So
my
staff
and
I
appeal
to
the
administration
to
ensure
that
funds
are
available
for
small
landlords
who
will
struggle
to
complete
this
remediation
work.
The
result,
a
new
small
landlord
loan
program
implemented
by
the
Planning
Department,
will
be
available
for
small
landlords
to
make
necessary
repairs.

We
also
made
a
budget
request
to
the
administration
and
to
present
president
Clark's
office
for
a
separate
fund
dedicated
solely
to
support
remediation.
Thank
you
to
the
administrator
at
the
Kennedy
administration
for
authorizing
a
two
hundred
thousand
dollar
pilot
program
that
will
help
small
landlords.

Contrary
to
reported
opinion
that
got
back
to
us
from
Baltimore
and
I
quote,
we
have
not
given
up
the
store,
in
quote
in
this
bill.
We
have
held
to
the
original
intent
of
the
bill
and
that
is
universal
LED
certification
for
all
rental
properties
concerns
legitimate
concerns
have
been
raised
about
whether
or
not
this
unfavorable
then
made
the
unfavorable
impact
towards
the
availability
of
affordable
housing.
We
need
to
care
about
that.
My
limited
research
tells
me
again
from
Baltimore
and
I
quote
Maryland's.

Let
law
has
not
had
a
negative
effect
on
the
availability
of
affordable
rental
housing
in
our
city
and
that
law
has
been
in
place
as
1996.
We
champion
stricter,
let's
hazard,
reduction
legislation
and
believe
that
these
standards
will
enable
us
to
offer
healthier
housing
conditions.
So,
yes,
landlords
would
bear
cost,
but
you
know
why
our
children
bear
the
cost
as
well.
Our
families
they're
the.
F
Our
city
bears
the
cost,
lead
poisoning
poses
cost
to
all
of
us.
This
happens
when
we
see
increased
cost
for
special
education,
medical
care,
increased
involvement
with
the
criminal
justice
system.
We
all
pay
here's
the
good
news,
thanks
to
the
leadership
of
Senator,
Vincent,
Hughes
and
Governor
wolf.
The
issue
of
lead
is
now
a
priority
for
the
entire
Commonwealth
of
Pennsylvania,
which
has
the
sixth
highest
percentage
rate
for
children
suffering
from
lead.
Poisoning
Pennsylvania
ranks
number
six
when
it
comes
to
children
suffering
from
lead
poisoning.

Councilman
green
recently
introduced
an
ordinance
that
will
give
schools
ten
million
dollars
to
combat
lead
and
asbestos
in
our
children's
classroom.
This
council
also
unanimously
supported
my
bill
to
require
universal
blood,
lead
screening.
We
were
city
that
doesn't
even
require
universal
blood,
lead
screening
and
led
certification
after
the
renovation
of
City
public
buildings.
So
if
we
want
to
hold
a
private-sector
responsible,
the
government
has
got
to
do
its
share
too.
If
there
going
to
be
any
major
renovation
in
any
city
buildings,
then
now
we
must
seek
less
certification
as
well.

All
of
us
agree
that
every
child
in
Philadelphia
deserves
to
live
in
a
healthy
and
safe
environment
and
for
sure
there
is
no
perfect
time
for
a
perfect
bill.
It
doesn't
happen
often
in
this
council,
so
either
we
have
to
reckon
with
where
we
are,
if
we're
going
to
move
the
needle
and
that
that's
phrase
now
old,
if
we're
going
to
make
a
small
difference
and
sometimes
making
a
small
difference
warrants
that
we
have
to
take
more
strident
legislative
action.

know
that
a
vote
when
this
bill
is
not
comfortable
for
some
of
us,
but
here's
what
I
also
know
the
words
of
Martin
Luther
King
at
the
end
of
the
day,
we're
measured
not
what
you're
doing
times
of
comfort
and
convenience.
It's
where
we
act
and
how
we
stand
through
moments
of
challenging
controversy,

asking

or

walked

law

to
remediate
the
lead
that
we
would
try
to
pass
a
tax
credit
dollar-for-dollar
for
the
money
they
spend,

want
safer
environments,
but
in
reality
there
is
a
lot.
A
lot
of
people
can't
afford
to
make
those
changes.

affordable
housing,
and
we
have

lot
of
folks
that
don't
have

lot
of
money

rent
out
the
space

they
have.

want
them
to
continue
and
I
appreciate
her
co-sponsorship

that

see

think
it's
important
not
to
have
unfunded
mandates
or
to
make
requirements
without
a
method
for
people
to
achieve
them,

so
I
am
supporting
her
bill
on
the
fact
that
I
believe
she
is
sincere.
