personal
privilege
because,
when
I
got
elected
to
council,
I,
never
thought
I
was
going
to
have
to
play
such
a
role
in
public
safety
in
the
community
and
the
DEA
in
particular
with
our
office
and
the
folks.
Not
only
that
are
here
with
us
this
morning,
but
some
of
their
field
agents
have
really
adopted
the
seventh
Council
Matic
District.

So
I
personally
want
to
thank
everyone
in
the
DA's
office
for
your
support
and
collaboration
all
throughout
the
year,
but
in
particularly
as
we
deal
with
this
very
complex
and
complicated
situation
around
the
opioid
crisis
and
while
it's
a
city-wide
approach,
your
work,
particularly
with
young
people
and
partnering
with
the
school
district
and
others
around
prevention
and
education,
is,
is
very
important
and
very
much
appreciated.
So,
whereas
the
Drug
Enforcement
Administration
DEA
360,
is
a
comprehensive
approach.

Statistics
always
run
almost
everything
in
federal,
government
and
I'm
sure
in
state
government
too,
and
local
government,
but
we
can't
look
at
this
problem
with
statistics.
We
have
to
look
at
them
as
human
beings
de
AVL's.
One
thing:
we
fight
domestic
cartels
in
the
United
States
and
we
fight
foreign
cartels
overseas
that
are
plaguing
our
citizens
throughout
our
country.
That
will
not
stop.
We
will
continue
the
fight,
but
now
we'll
deal
with
a
lot
more
friends.

a
child
advocacy
and
policy
organization
working
on
behalf
of
kids
in
the
region,
I'm
also
a
nurse
and
the
proud
parent
of
a
Philadelphia
School
District
student
I
am
here
to
urge
you
to
support
resolution
one-seven-zero
408
to
prohibit
the
suspension
of
elementary
age
students
in
the
district,
providing
more
support
to
our
youngest
students,
as
well
as
support
and
training
for
teachers
and
school
administrators
is
what's
truly
needed.
I
say
this
because
suspension
of
kids,
who
are
6,
7,
8
9
10
years
old,
is
most
often
just
a
symptom
of
larger
underlying
issues.
Q
Today,
you're
considering
another
measure
bill,
108
937
requiring
all
philadelphia
children
to
get
screened
for
lead
at
ages,
1
and
2,
with
2200
babies
poisoned
by
lead
in
the
city
every
year.
I
urge
you
to
support
this
bill
as
well.
At
the
Health
Committee
hearing
on
this
bill
in
March,
the
bill's
sponsor
a
councilperson
bland
Ella
Reynolds
Brown
made
a
critical
statement
very
much
worth
repeating.

She
said
many
would
be
surprised
to
know
that
today,
more
children
are
being
poisoned
by
lead
in
the
city
of
Philadelphia
than
in
Flint
Michigan,
which
made
national
headlines
in
2015
for
its
lead
poisoning
issues.
There
are
16
zip
codes
in
Philadelphia,
covering
nine
of
ten
council
manic
districts,
where
more
than
10%
of
our
children
screened
have
elevated
blood
lead
levels.
Screening
babies
for
lead
poisoning
is
important,
so
we
can
connect
them
to
the
critical
services
like
early
intervention
and
high
quality
early
childcare
services,
supported
in
part
by
the
soda
tax.

So
we
can
try
and
mitigate
the
harm
done
by
led
to
children's
intellect
development
and
behavior
and
prevent
some
of
these
kids
from
ultimately
being
suspended
from
elementary
school,
but
I
also
want
to
urge
you
all
to
think
about
preventing
babies
from
ever
being
poisoned
by
led
in
the
first
place,
by
helping
get
the
lead
out
of
their
homes.
Most
babies
in
the
city
are
poisoned
by
deteriorated
lead-based
paint
in
older
rental
properties.

the
Health
Committee
in
March
to
require
properties
to
be
tested.

This

of

been
out

people
trying
to
inform

lead
is
that's
in
their
lives.
We
have
been
working
on
the
issue
of
dealing
with
lead
in
this
city
for
a
long
time
in
1972
I
was
an
urban
study
student
at
Rutgers
University
and
came
across
the
river.
In
order
to
hear
about
this
wonderful
program,
the
Health
Department
had
about
lead
led
poisoning
in
the
homes
so
more
than
50
years
ago.

Year,
plan
to
get
rid
of
lead
is
something
that
Tom
mop,
who
looks
reasonable
over
forty
years.
We
can
work
every
year
to
make
it
less,
but
in
40
years
will
know
that
it's
gone
lead
is
not
like
a
snake,
it's
not
something
that
comes
up
and
bites.
You
lead
is
more
like
a
hot
stove
that
you
don't
know
about,
so
we
expose
ourselves
to
it
and
that's
where
the
children
get
poison,
we
need,
and
we
have.
We
have
considered
a
whole
suite
of
a
piece
of
legislation
that
deal
with
lead,
and
that
is
wonderful.

What
we
also
need
to
do
now
is
to
focus
on
making
certain
that
everybody
knows
where
that
lead
is
so
that
we
don't
have
to
read
every

months
about
children
being
poisoned
by
the
way.

study

Department
of
Public
Health,
only
28
percent
of
the
children
in
Philadelphia
were
tested
in
a

with

movement
in

generation

suffer

impact

results

and
working
conditions
for
my

research

that

best

best
city
councils
in
the
nation
there's

lot
of
skepticism

cynicism
around

city
because
of

Trump
era,

of

elected
officials
have
gotten
into
sort

trouble,

no
mistakes
about
it.

tough
job
in

serious
job

guys
have

it's

to
sit
back
and
criticize

haven't

we
try
to

is
get
behind
you

good

world
knows

mean
well

city

take
back
valuable

resources

rest

their

potential
deadly

fair

PA,
a
nonpartisan,
grassroots
organization,
working
to
end
gerrymandering
of
Pennsylvania,
congressional
and
state
legislative
districts.
We
have
over
8,000
supporters
in
Philly
and
thousands
more
across
the
state
I'm
here
today
to
express
support
for
resolution
number
one
9:04
to
0.
The
resolution
affirms
the
need
to
end
gerrymandering
in
Pennsylvania
by
creating
an
independent
citizen's
Commission
for
state
legislative
and
congressional
redistricting.
This
resolution
does
not
take
a
position
on
how
municipal
districts
are
drawn
over
the
last
several
months.
T
We
have
conduct
conducted
constituent
visits
with
council
members
to
share
with
them
why
we
are
so
passionate
about
this
issue
and
to
answer
their
questions,
including
a
briefing
on
April
29th.
Nearly
all
members
we
have
met
with
have
expressed
their
support
for
this
effort.
Gerrymandering
is
a
way
of
disenfranchising
voters
by
drawing
voting
districts,
to
give
an
unfair
advantage
to
political
parties
and
to
part
particular
legislators.
Current
law
allows
Pennsylvania
legislators
to
draw
the
state
legislative
and
congressional
districts
in
which
they
and
members
of
their
parties
seek
election.

This
direct
conflict
of
interest
has
led
to
Pennsylvania
becoming
one
of
the
most
gerrymandered
states
in
the
entire
country,
with
the
most
dysfunctional
legislature,
aside
from
Congress,
which
suffers
the
same
ills.
The
fundamental
problem
with
gerrymandering
is
that
it
allows
legislators
to
choose
their
voters
and
instead
of
the
other
way
around,
this
is
undemocratic,
regardless
of
which
party
is
manipulating
voting
districts.
There
are
serious
consequences
for
philadelphians,
including
diminish
electoral
competition,
governance
dominated
by
polarization
and
gridlock.

Instead
of
problem-solving
and
voter
disenfranchisement
and
apathy,
we
don't
vote
because
we
think
our
votes
don't
matter
a
lawsuit
in
2018,
provided
a
temporary
fix
for
Pennsylvania's
congressional
districts,
but
did
nothing
for
our
state
legislative
districts,
the
long-term
solution
for
entering
gerrymandering
and
is
an
independent
citizen's
Commission
for
state
legislative
and
congressional
redistricting.
That
must
follow
strict
rules
for
fairness
and
transparency.

States
that
have
created
such
commission
commissions
have
seen
notable
improvement
in
electoral
competitiveness,
legislative
compromise
and
voter
trust
to
date,
310
other
municipalities
have
passed
the
fair
districts
resolution
like
the
one
being
voted
on
today,
including
four
of
piays
five
major
cities,
notably
Pittsburgh
their
governing
bodies,
which
comprise
both
Republican
and
Democratic
majorities,
represent
56
percent
of
the
state's
population.
It's
time
for
Philadelphia
City
Council
to
pass
a
fair
districts
resolution
to
make
that

of
