behalf
of
council
president
dark
clerk

partnership
with
senators
Sharif
Street,
as
we
sit
here
and
take
a
moment
and
honor
Robert
meek,
Millz
Williams.
We
want
to
take
a
moment
to
acknowledge
him
for
his
work,
as
relates
to
criminal
justice
reform,
but
also
being
a
shining
example
of
a
young
man
who
have
persevered
on
stage
strong
in
the
face
of
adversity
and,
most
importantly,
use
his
platform
as
the
message
of
positivity
to
our
young
people.

Know
being
a
young
man
who
grew
up
in
South
Philadelphia
and
recognized
the
obstacles
that
we
face
and
the
barriers
that
life
put
in
front
of
you
and
being
a
young
man
who
persevered
to
juvenile
probation
and
being
able
to
serve
as
the
first
african-american
council
person
in
a
second
in
that
second
council
matter
district.
It's
truly
an
honor
to
get
a
chance
to
stand
with.

colleagues
as
we
recognize
Meek
Mill
for
most
important
ideas
is
entertainment,
expertise
for
most
importantly,
how
he's
really
have
stepped
up
and
taking
his
advocacy
to
the
next
level
to
make
sure
that
our
justice
system
is
just
and
fair
for
everyone?
And
so
at
this
particular
time,
I'm
going
to
also
ask
for
Senator
Shelby
Street
to
say
a
few
remarks
and
we
will
present
the
official
citation.

Some
will
say.
Accomplishments
and
entertainment
are
important,
but
why
is
the
government
doing
this?
It
is
because
me
hasn't
just
accomplished
an
entertainment,
but
when
he
was
impacted
by
the
criminal
justice
system
and
the
way
that
so
many
people
from
North
Philly
are
from
our
neighborhood.
It's
not
unusual.

If
you're,
where
we're
from
to
be
impacted
by
the
criminal
justice
system,
he
decided
it
wasn't
enough
for
him
to
deal
with
his
own
personal
situation,
but
he
turned
that
into
an
advocacy
and
put
power
behind
a
movement
for
criminal
justice,
so
the
people
from
North
Philly
from
where
we're
from
and
people
like
our
communities,
not
only
in
this
city
and
this
Commonwealth
but
across
the
country,
would
be
able
to
benefit
from
a
reform
system.
So
similarly
he
created
he
was.

worked
belong
with
jay-z
and
brother
Rubin
and
others
from
across
the
country
to
put
together
with
a
reform
alliance,
and
so
we're
acknowledging
today,
not
just
a
man
who
had
personal
success,
but
a
man
who
had
personal
success
that
never
forgot
where
he
came
from

and
I
know.
Cuz
I'm
from
there
too
came
back
and
gave
away
bikes
and
did
the
things
that
make
people
happy
brought
some
joy
in
their
life.

fix
up
the
school,
that's
helping
us
with
the
rec
center,
but
also
understood
that
we
need
systemic
change,
sort
of
the
circumstances
and
the
things
he
went
through.
Nobody
else
from
North
Philly
or
anybody
else
anywhere
else
should
have
to
continue
to
go
through.
So
we
congratulate
the
brother,
we're
not
gonna,
read
all
the
citations.

think
today,
yes,
but
we
do
want
to
say
he's
an
example
not
only
to
people
in
North
Philly
where
he
came
from,
but
to
other
people
and
entertainment
has
some
success.

with

Philadelphia

championships
debuted

200,
Albums,
being
his
second
chart
topper
following
his
2015,
album
relief
dreams
worth
more
than
money
and

acknowledge

you

platinum
this
week
with
championships,
the
scheming
round
of
applause.

Whereas
co-chaired
by
Meek
Mill,
the
reformed
Alliance
was
formed
to
advance
criminal
justice
reform
and
eradicate
outdated
policies
that
perpetuate
injustice
in
the
United
States.
Their
goal
is
to
reduce
the
number
of
people
affected
by
provoked
parole
and
probation
by
1
million
over
the
next
5
years,
and
whereas
Meek
Mill
has
donated
over
60,000
bottles
of
water
to
the
people
of
Flint
Michigan,
given
away
thousands
of
backpacks
and
school
supplies
to
children
all
across
the
city
of
Philadelphia
and
provided
gifts
to
those
in
homeless,
shelters
and.

this
past
fall
Meek
Mill
partnered
with
the
city
of
Philadelphia
and
Puma
to
renovate
basketball
courts
at
33rd
and
Oxford
Street
in
December,
he
teamed
up
with
Puma
and
go
puffs
to
host

toy
giveaway
for
over
3,000
children
at
the
Martin
Luther
King
jr.
Recreation
Center,
which
is
located
at
22nd
and
Cecil

Avenue,
giving
away
videogame
consoles
bicycles,
art
set
sneakers
board
games
in
an
array
of
other
toys
to
kids
from
schools
and
organizations
across
the
Philadelphia
area

Meek
Mill
serves

one

captains
of
Pumas
new
newly
launched
reform
platform
that
enables
human
ambassadors

I
came

I

kids

beginning
thought
that
it
may
have
just
been
a
part
of
my
situation,
but
what
we
had
started
now,
our
foundation

we
started
the
foundation
and
you
know
just
I
wanted
to
do
something
where
I
felt
important
enough

give
people
like
me
coming
up
a
fair
shot

life.
As
you
see,
I
got
a
seven-year-old
son,
my
son,
seven
years
old.
He
may
make
mistakes
in
life.

But
at
one
time
that
my
city
of
Philadelphia
showed
me
support
was
the
one
time
I
came
out
of
prison
and
want
to
show
the
support
back
and
do
it
for
the
people
that
actually
stood
up
for
me.
So
you
know
that
means
a
lot
growing
up
in
Philadelphia
was
my
mom,
a
single-parent
home
she
working
hours
a
day.
We
actually
are
growing
up
in
the
streets
in
a
while
on
the
corner
and
not
really
having
God,
and
so
you
know
just
having
the
support
means.
A
lot.

I
want
to
thank
everybody
who
ever
supported
me
to
put
me
in
this
situation
and
I'm,
not
even
really
here
to
take
credit
as
a
part
of
my
life
is
what
I've
been
through
is
what
I
experienced,
and
you
know
I
just
think
that
as
a
city
of
Philadelphia
me
with
a
platform
as
being
a
musical
artist
being
known
worldwide,
I
could
use
my
voice
to
actually
you
know,
make
things
better.
This
is
not
a
call
out
for
people
to
do
crime
and
not
go
to
jail.
There's
never
been
a
case.

a
call
out
to
get
people
who
actually
come
up
under
different
circumstances,
a
fair
shot
in
America
and
that's
the
people
I
want
to
speak
for
you
do
wrong.
You
get
wrong
by

Think

this
life.
You
deserve
right

live

right
way
and
you
deserve
a
fair
shot

that's
what
I'm
here
fighting

I

shout
out
to
people
like
Mike
Rubin.

He
witnessed
my
case.
This
is
not
a
case
of
a
wealthy
guy,
a
wife,
a
wealthy
white
man,
seeing
his
friend
go
to
prison
and
want
to
step
up
just
because
it's
me
know
this
turned
into
a
case
of
him
being
introduced
to
something
that
he'd
never
seen
personally
with
his
own
two
eyes
of
unfairness,
and
we
spent
a
lot
of
time
in
prison
visits
me
explaining
to
him
that
this
happens
to
the
thousand
people
on
the
deli
beats
me
myself.

I
actually
grew
up
in
the
early
90s,
where
late
eighties,
where
crack
laws
were
placed
in
it
wasn't
meant
in
our
neighborhood.
So
you
know
it
kept.
The
system
flowing
of
young
men
going
in
and
out
of
prison,
and
you
know,
like
I,
said:
I
got
a
seven-year-old
son
I've
been
in
prison,
probably
three
or
four
times
and
State
Penitentiary's
County
prisons
with
people
who
got
life
in
prison
murderers,
rapists
and
been
in
those
situations.
Three
or
four
times
without
committing
crime,
I'm
employed
I
employ
people.

I
do
a
lot
of
charity
in
my
city,
I,
don't
know
a
lot
of
police
officers.
You
may
see
me
riding
around
these
places.
I,
try
to
keep
it
close
and
stick
close
to
the
place.
I
come
from
and
not
really
feel
like.
I
have
to
move
to
a
whole
different
coast
of
the
world,
and
you
know
it's
not
a.
We
got
a
lot
of
violence.
We
got
a
fix
here
where
a
lot
of
people
who
look
like
me
die
on
a
daily
basis.

If
you
watch
the
news,
a
lot
of
young
men
die
from
gun.
Violence.
I
still
try
to
stick
as
close
as
I
can
and
give
my
influence,
and
you
know
bring
what
I
can
bring
to
the
city
of
Philadelphia
and
you
know,
make
things
a
better
place.
I
cannot
be
a
perfect
person.
I'm
gonna
make
mistakes
I'm

years
young
man
and
you
know
I,
want
to
be
me
today.
I
wanted
to
wear
a
suit.

tour,
I,
wear
it's
a
vest.
It's
not
a
real
bulletproof
vest
is
actually
a
kid
from
like
West
Philadelphia.

clover

does
not
pay
me

wear
that

it

tour
night,

stating

Do
it

my
city
and
I
appreciate
everybody
in

support

support
for

what
I
do

rallies

me

prison

proud

meek

taking

negative
situation

figuring
out
how
we
can
together
help
millions
of
other
people
that,

he
said
it

think

stuff
really
happened.

and

honored

be

with
you

awesome
group

women,
whereas
in
honor

Women's,
History
Month

Black
History
Month,
the
women
of
the
Pennsylvania
chapter
of
the
National
Coalition
of
100,
black
women
continue
to
be
lauded
and
deservingly.

as
local
leaders
invested
in
the
economic,
educational
and
political
advancement
of
our
communities.

the
ladies

do
it
by
ourselves

it

community
leaders

Freeman
is
one
of

honoring

recognizing
Larry
Freeman
for
his
tireless
dedication
to
the
city
of
Philadelphia
and
especially
to
Northern
Liberties
neighborhood,
whereas
in
1986
Larry
Friedman
and
his
partner,
Natalie
weeders
established
a
residence
and
sound
studio
and
art
business
on
North.
Second
Street
Northern
Liberties
Larry
quickly
became
an
active
member
of
the
Northern
Liberties
community,
which
was
at
that
time
seeing
the
first
signs
of
rebirth
after
decades
of
population
loss
and
disinvestment
and.

Whereas
in
1987
Larry
joined
the
Northern
Liberties
neighborhoods
neighbours
association,
zoning
committee
and
in
the
early
1990s
became
its
chair
a
position.
He
still
holds
today,
helping
to
oversee
community
input
into
a
staggering
volume
of
new
development
and
helping
to
shape
that
development,
while
preserving
the
community's
fabric
and.

Whereas
Larry
serotonin
excuse
me,
whereas
Larry
served
on
the
NL
and
a
board
of
directors
for
many
years
and
co-founded,
the
Northern
Liberties
Community,
Development
Corporation,
which
redeveloped
and
a
historic
building
into
the
garden
looms
affordable,
housing
project
and
whereas
Larry
was
a
prime
mover
in
a
multi-year
effort
to
secure
a
permanent
home
for
the
NL
na
the
Northern
Liberties
community
center
and
in
helping
raise
approximation
grant
and
finding
to
completely
renovation
of
a
group
of
abandoned,
blighted
properties
into
a
community
gathering
space.
Where
taxpaying
residential
commercial
uses
and.

And
weekend
hours
to
help
residents
and
business
owners
with
problems
to
mediate
disagreements
and
to
mentor
fellow
and
LNA
board
members
and
other
community
volunteers
and
where
has
Larry,
has
become
the
Dean
of
the
cities,
our
CEO
zoning
chairs
and
a
preeminent
citizen
authority
on
the
city.
Zoning
and
building
codes,
look
to
and
trusted
by,
members
of
City
Council
zoning
and
land
use.

by

City
Council
of
Philadelphia

we
honor
and
recognize
Larry
Friedman

I've

with

the

insecurity

extravagant

breaks

equivalent
to
wage

for

and

us

that
we
have
a
united
voice

that
enough
is
enough

that
workers
deserve
a
raise
not
just
in
the
city
of
Philadelphia

across

Commonwealth.

regarding
partner
workers,
I
live
in
West
Philly,
that's
her.
Recently
I
worked
for
a
parking
company,
Town
Park
I
worked
long
hours
for
low
pay,
but
I
came
in
every
day
and
in
my
job,
I
started
speaking
up
for
better
pay,
better
working
conditions
and
for
a
union
because
I
want
a
better
life.
I
want
to
be
able
to
pay
my
bills
and
lead
a
dignified
life.

I
wonder
if
my
employer
to
listen
to
our
concerns
and
improve
things
for
my
co-workers
in
me,
but
Mattel
Park
started
I
spoke
at
a
rally
to
raise
the
wage
for
parking
workers
they
fired
me
I
feel
like
I
was
targeted
for
speaking
up
and
I
lost.
My
job
I
filed
charges
with
the
National
Labor
Relations
Board
I
wish
I
could
I
wish.
I
could
say.

I
was
surprised,
but
this
is
not
the
first
time
I
experienced
poor
treatment
and
bad
working
conditions
working
in
the
garages
is
hard
work

in
the
heat
and
in

cold.

circulator
systems

always

Recently,

circulation
was
down
and

the
neighboring

was

of
my
co-workers
made

and
some
even
less

lot
of
my
co-workers
are
immigrants
and
are
afraid
to
speak
up.

of
my
co-workers
had
families
to
support
and
are
desperate
to
hold
on
to
their
jobs
or
there
would
be,
or
they
will
literally
be
put
out
on
the
streets.
This
is
especially
wrong
when
you
consider
the
park
industry
in
Philadelphia
made
four
hundred
fifty
three
million
dollars
in
revenue
last
year.
My
co-workers
and
I
want
to
make
these
good
jobs.
We
don't
want
to
hand
out.
We
are
fighting
to
lift
ourselves
out
of
poverty
I
on
Maxton
Council
to
investigate
the
parking
industries.
Their
profit
should
not
depend
on
our
part
on
our
poverty.

from
these
kinds
of
plants.

lived
in

Philadelphia

near
these
plants.

buried

people
with
special
kinds
of
cancers,

people

friends
of
mine
who
have
lived
with
these
kinds

cancers.

buried
too
many
folks
for
health
reasons
in

city.

not
worth
it
to
have
that
plant
in
South,
Philadelphia,
Philadelphia

poising
those
communities
even
more,

matter
how
many
jobs
are
involved.

many
pennies
are
on
the
dollars
that
come
back
to

city,

does

half

our
children
are
more
important
than
that
plane

with
those

stand

we
will
continue

fight

plant
until
all
kinds
of
fossil
fuel
plants
are
no
longer
poisoning

Philadelphia

poverty,

not

any
