calling
on
the
city
controller's
office
to
investigate
in
order
to
$50,000,000
one
Philly
HR
system,
one
of
Philly's,
an
internal
system
that
is
supposed
to
administer
payroll,
Human,
Resources
and
pensions
for
the
more
than
25,000
city
employees.
It
has
encountered
some
serious
errors
and
issues
since
its
implementation.
In
addition
to
being
almost
four
years
behind
its
initial
launch
date
of
December
2015.

Most
recently
reported
by
the
Philippine
choir
indicated
that
thousands
of
employees
were
underpaid
and
overpaid,
and
the
city
remains
unaware
of
how
much
money
was
lost.
Litigation
from
city,
employee
unions
increases
in
overtime
due
to
miscalculations
for
thousands
of
employees
who
earn
time-and-a-half
and
inaccurate
sick
time
and
vacation
time,
leaving
employees
tasked
with
tracking
their
own
time.

This
resolution
ensures
that
a
full
investigation
in
order
of
one
philly
will
be
a
priority
of
the
city
controllers
office
due
to
the
severity
of
the
issues
being
reported,
it's
completely
unacceptable
for
the
city
to
issue
incorrect
payroll
checks,
weekly,
which
erodes
the
public
trusts
and
the
trusts
of
its
employees.
Filthy
government
for
too
long
has
been
spending
millions
of
dollars
on
ineffective,
IT
systems,
and
we
need
to
fix
it
now.
Our
taxpayers
deserve
answers
and
we're
long
overdue,
effective
solution.
