seniors
who

terrified
about
the
possibility
of
being
forced
out
of
their
homes
in
a
time
when
they
are
being
told
to
stay
home
because
of
their
health.

speak
with
seniors
who
need
their
rent,

leases
have
ended
and
who
are
trying
to
move
and
cannot
move
because
of
the
pandemic.
The
rental
market
is
in
gridlock
and
if
evictions
start
as
soon
as
the
emergency
is
over,
people
will
not
have
the
opportunity
to
wait
movie
rental.

going
to
take
some
time
to
get
everyone
back
on
their
feet.
Losing
a
home
jeopardizes
one's
health
even
during
the
best
of
times,
and
especially
now,
but
I
want
to
mention
something
specifically
about
landlord-tenant
court.
On
a
normal
day,
well,
over
100
Chinese
lawyers
and
court
staff
are
packed
into
a
small
courtroom
for
hours
at
a
time.
First,
a
stomach
and
historical
reasons.
Fictions
disproportionately
affect
blacks,
Philadelphians
and
especially
black
women.
Coded

also
is
disproportionately
prevalent
and
have
especially
severe
health
health
effects
in
the
black
community.

landlord-tenant
court
goes

business

usual
before
the

virus
is
eradicated,
we'll
be
forcing
tenants
to
choose
between
their
health
or
lives
and
their
rights
and
risking
a
second
wave
of

moratorium

addictions
can
help
prevent

crisis

know
we

eager

back
to

like

a
moment

tell

normal
looked
like
for
me
and
my
family
in
2014,
my
family
was
evicted
from
our
home
at
the
time.
I
was
just
16.
Evicting
a
family
from
their
home
is
an
extremely
dehumanizing
practice
that
no
one
should
have
to
go
through
period.
It
caused
me
anxiety,
which
got
so
bad
I
began
to
fail.
My
classes,
I
was
an
honor
student.
My
whole
school
career
before
I
started
struggling
in
school
waiting
for
the
day
my
family
would
get
evicted.
I
We
don't
want
to
go
back
to
the
way
life
was
before
low-wage.
Workers
have
been
degraded
for
years.
We
have
been
verbally
abused
at
work
by
both
managers
and
customers,
saying
we
deserve
725
per
hour
and
told
to
get
a
real
job.
Well,
we
have
real
jobs,
essential
job
and
society
shouldn't
have
waited
for
a
pandemic
to
treat
us
as
essential.
I
So
now,
whether
you're
laid
off
working
with
cut
hours
or
being
overworked
to
death
at
low
wage
job,
we
are
all
struggling
to
make
ends
meet
and
have
been
for
a
long
time
to
stay
safe
during
this
pandemic
and
months
after
we
are
going
to
need
protection
for
workers,
homeowners
and
renters.
Everyone
has
a
fundamental
human
right
to
housing,
with
freedom
from
forced
eviction
and
foreclosure.

It
is
the
job
of
this
City
Council
to
guarantee
that
everyone
can
exercise
this
right
to
live
in
security,
peace
and
dignity
without
major
protection
from
this
body,
many
of
us
will
lose
our
homes
in
the
coming
months
and
the
health
and
safety
for
ourselves
and
for
our
communities
that
those
home
supply.

resolution,

I'm
here
as
a
lifelong
resident
of
Philadelphia
and
a
director
of
housing,
the
legal
clinics
of
the
disabled.
We
provide
free
legal
services
to
low
income
people
living
with
physical
and
mental
disabilities
for
our
clients.
This
resolution
provides
safety,
stability
and
necessary
time
to
resolve
issues
with
their
landlords.
For
example,
our
clients
with
brain
injuries
need
more
time
to
process
information.
I
Stroke
survivors
need
more
time
to
communicate
and
present
evidence
and
wheelchair
users
need
more
time
to
find
how
things
that
will
accommodate
their
knees.
Runners
with
disabilities
often
need
interventions
to
access
rental
assistance,
social
and
legal
services.
This
all
takes
time
which
this
resolution
provides.
I
Without
this
time,
our
clients
face
a
very
real
risk
of
contracting
cope
in
nineteen
if
the
moratorium
ends
and
they
end
up
homeless,
we've
all
felt
the
fear,
anxiety
and
uncertainty
at
this
time
now
add
on
to
the
stress
of
not
knowing
if
you'll
have
a
place
to
live
or
if
your
electricity
will
stay
on
for
life-sustaining
medical
equipment.
This
is
our
clients.
Reality
when
the
city
was
hit
with
the
virus,
we
made
a
very
hard
choice,
but
right
way
to
shut
everything
down
pretty
quickly.

It
was
like
flipping
a
switch,
but
we
know
that
the
city
cannot
simply
flip
the
switch
back
on
returning
to
normalcy,
for
both
landlords
and
tenants
will
take
time
and
a
mindful
recovery
plan.
Currently,
our
clients
are
at
high
risk
and
they
are
being
asked
to
stay
at
home.
We're
asking
you
to
extend
this
moratorium
to
please
ensure
that
they
have
a
home
to
stay.
In
years
ago.
The
city
made
a
promise
to
our
citizens
recognizing
housing
as
a
human
right,
but
today
that
promise
it
is
a
public
health
emergency,
especially
for
those
with
disabilities.

Philadelphia
has
long
had
a
housing,
an
eviction
crisis,
and
this
pandemic
makes
the
situation
life-threatening,
even
though
the
courts
are
currently
closed
through
the
end
of
May.
There
are
over
500
eviction
lockouts.
That
could
happen
as
soon
as
the
courts
reopen
on
June
1st.

There
are
over
1,700
pending
eviction,
hearings,
waiting
to
be
rescheduled
in
Municipal
Court
as
soon
as
the
courts
reopen
in
June,
and
this
is
all
in
addition
to
the
normal
rate
of
1500
eviction
cases
a
month.
Philadelphia
must
take
bold
and
decisive
action
to
stabilize
households
and
communities
as
a
way
to
prevent
life-threatening
health
consequences.
In
the
wake
of
this

Demick,
it
is
vital
that
people
are
able
to
shelter
in
place
safely,
but
so
many
renters
don't
know
if
they
will
continue
to
have
a
home
to
stay
in
or
face
unsafe
living
conditions.

we
don't
act
now,
an
avalanche
of
evictions
will
further
destabilize,
lower-income
communities
and,
ultimately,
our
city,
leaving
the
families
doubling
up
and
influx
into
the
already
stressed
shelter
system,
a
second
spike
in
infections
and
a
greater
need
for
hospitals,
as
eviction
leads
to
the
second
wave
of
the
virus
and
another
need
to
shut
down
our
economy.
This
resolution
and
other
legislative
protections
is
what
we
need
to
help
people
stay
in
their
homes.
Other
cities
have
implemented
similar
legislation
and,
at
this
time
for
Philadelphia
to
take
this
necessary
step.

payments
by

rent
prices.

bill
will
provide

security
and

the
mayor
during
his
revised
budget
for
making
public
safety
education

priority.

know
during
this
budget
session.
We
want
to
make
some
tough
and
hard
decisions
to
make
you

this
budget
crisis.
However,
I
do
have
some
concerns
that
I
will
be
raising
during
this
upcoming
budget
debate.
One.
We
have
to
make
sure
that
we
continue
investing
in
solutions
and
resources
for
gun
violence.

have
consistently
seen
shootings
or
homicides
increase,
even
though
overall
violent
crime
is
down,
and
so
on.
This
upcoming
Monday,
we
will
be
meeting
with
the
administration,
including
District
Attorney
loud
crashing
and
commissioner
outlaw
in
the
office
of
violence
prevention,
to
see
what's
the
status
and
strategy
of
their
cleaning
around
addressing
the
issue
of
the
rising
of
homicides
here
in
the
city
of
Philadelphia,
especially
doing
this
help
and
any
to
to
raise
property
taxes
at
this
current
time,
I
believe
is
totally
unacceptable.

I
understand
the

supporting
our
school
district
as
a

raising
funds.

you
want
to
make
sure

putting
people
who

particular
time,
we

housing
security

priority.

not
the
time
to
be
reducing
our
investments
in
the
housing.

the
time
to
increase
them,
it's
much
easier

more
humane
and
less
expensive
to
keep
people
in
their
homes
dan
to
help
them
once
they'd
lost
their
just.
As
importantly,
this
is
a
public
health
issue.
People
cannot
obey

stay
at
home
order
if
they
don't
have

home
to
living.

importantly,

support

my
colleague,
councilman

green

all

hard
work

doing
on

federal
level
to
support
small
businesses,

minority
and
women-owned
businesses,

know

federal

to
big
businesses,

small
businesses

women
and
minority-owned
businesses.

going
to
recover
economically,
we
have
to
make
sure

small
businesses
survive
through
the
worst

number

tenants
are
finding
themselves
unable
to
eat
rent
and
until
now
a
temporary
moratorium
on
evictions
is
the
only
significant
support
that's
been
introduced
to
address
this
concern.
The
addiction
freeze
is
a
good
start.
It
is
not
nearly
enough
if
we
don't
establish
further
policy
interventions.
Our
court
system
will
be
flooded
with
eviction
cases
once
the
state
of
emergency
ends.

already
heard
from
constituents
about
landlords
attempt
to
jack
up
their
events
by
20
or
30
percent
sometime,
thousands
of
Philadelphia
residents
face
the
threat
points,
mess
and
there
are
communities
of
color
where
are
most
at
risk,
losing
their
home
layer
upon
layer
of
injustice,
structural
discrimination
or
working
together
that'll
make
the
inequalities
that
existed
before
this
crisis
even
began,
and
it's
our
moral
obligation
as
lawmakers
to
prevent
a
humanitarian
domino
effect
as
people
lose
their
housing
and
that's
what
the
bills
we've
introduced
set
out
to
do.

protections

relief

and

embraced

our

Attorney
General,

sheriff
and
our
utility
companies,

of
which
not
only
pledged
no
shut
offs
but
actually
reconnected
people
back
to
the
essential
utilities

govern

our
lives.
But,
as
my
colleagues
have
said,
we
are
rapidly
pivoting
into
an
area
where
we
need
to
take
bolder
action.
We've
done
so
because
we
know
that
evictions
impact
communities
very
differently.

nation
in
terms
of
eviction
and

people

year.

also

clear
that
our
city
budget,
while
brimm,
cannot
afford
to
not
invest
in
anti
eviction
prevention.

of
millions
of
dollars
and
federal
money
which
must
be
used
for
housing
emergencies
like
the
ones
our
residents
are
facing.
We
need
to
expand
the
rent
subsidies
that
will
stabilize
housing
for
both
renters
and
landlords
alike.
Finally,
this
work
does
not
pit
landlords
against
renters.

are
working
for
housing,
stability
that
ensures
that
landlords
can
be
paid
and
renters
can
be
housed.
