practicing

a
relationship
with

research

sure

because
the
urban
league
is
our
economic
empowerment

economist

university

kinds

letters
behind

on
economic

introducing
this
legislation
and
all
the
other
council
members
who

co-sponsored
it.

Not
only
do
we
need
the
one
publicly
requested
for
by
this
legislation,
but,
as
other
cities
provide,
we
need
community
participation
in
these
contract
meetings
and
city
council
must
be
given
the
obligation
to
approve
this
contract.
We
must
also
remove
the
contract
provisions
with
prevent
or
reduce
accountability
and
demand
new
provisions
to
promote
accountability.

It
is
past
time
to
bring
the
police
contract
negotiations
out
of
the
secret
secretiveness
of
closed-door
negotiations
and
into
the
public
light
of
transparency
and
accountability.
As
we
know,
this
contract
usually
lasts
three
years.
All
the
time
to
transform
the
police
contract
is
now.
I
want
to
highlight
three
provisions
in
the
contract
that
endanger
public
safety.

First,
the
contract
requires
a
purging
of
disciplinary
records.
The
contract
provides
that
written
in
a
personnel
file
shall
be
removed
from
the
record
after
two
years.
If
the
employee
receives
no
further
written,
reprimands
or
further
disciplinary
action
within
that
period,
is
the
removal
of
disciplinary
records
allowed
in
nes
workplace?

Is
this
purging
of
prior
records
allowed
for
people
who
are
convicted
of
crime
by
removing
disciplinary
records?
The
fop
has
made
it
more
difficult
to
identify
patterns
of
misconduct
by
individual
officers
and
by
police
departments
as
a
whole.
Second,
the
fop
contract
provides
publication
time
in
lieu
of
a
disciplinary
suspension.

The
contract
provides
that
the
police
commissioner
may
in
his
host
her
sole
discretion
charge
of
bargaining
unit
members.
Accumula
accumulate
a
vacation
bank
in
the
middle
of
time
off
for
disciplinary
suspension
in
all
cases,
except
those
involving
insubordination
charges
of
criminal
misconduct
and
refusal
to
submit
to
a
drug
or
alcohol
test
by
allowing
use
of
vacation
time
in
lieu
of
a
disciplinary
suspension.

Finally,
as
we
all
know,
the
fop
contract
limits,
discipline
and
civilian
oversight
by
providing
that
the
decision
of
the
arbitrator
shall
be
final
and
binding
upon
the
city,
the
fop
and
the
employees
covered
by
this
contract.
These
provisions
must
be
removed
from
the
contract.
The
fop
contract
must
not
require
erasure
of
misconduct.

Records
must
not
allow
vacation
time
to
be
used
by
officers
when
under
disciplinary
suspension
and
must
not
limit
discipline
and
oversight
by
allowing
the
overturning
of
discipline
of
an
officer
from
within
the
police
department
by
binding
arbitration
last,
I
want
to
mention
a
2017
washington
post
investigation
that
found,
while
philadelphia
had
the
second
highest
percentage
of
fired
officers
reinstated
in
the
nation,
62
percent
of
bad
cops.
Those
who
had
been
fired
were
reinstated
due
to
binding
arbitration
from
2006
to
2017.

time

city

philadelphia
public
input

city
council
hearing

part

the
police
contract
negotiation
process.

The
police
department
budget
still
represents
over
700
million
dollars
or
nearly
15
percent
of
our
city's
total
operating
budget
annually.
For
too
long,
these
contracts
have
been
used
as
a
sword
and
shield
by
the
police
union.
Not
only
do
they
include
millions
of
dollars
of
spending
on
salaries
and
benefits,
but
they
have
been
used
to
establish
internal
disciplinary
procedures
that
have
led
to
millions
of
dollars
of
spending
on
back
pay
and
settlements,
as
officers
overturn
misconduct
allegations
and
who
knows
what
these
appeals
truly
cost
us.

This
legislation
seeks
to
mandate
public
transparency
and
accountability
in
a
process
that
has
been
shrouded
in
secrecy
for
far
too
long.
We
can
no
longer
afford
to
let
these
important
discussions
happen
behind
closed
doors,
because
we
have
seen
the
results
and
they
are
devastating
with
the
voice
of
the
people.
As
a
part
of
this
conversation,
we
will
be
able
to
hold
ourselves
and
our
police
department
accountable.

the
issues
that
is
not
getting
to
the
attention
it
deserves
is
the
number
of
hit
and
runs
that
we
have
in
the
city
of
philadelphia.

intersections
in

city
of
philadelphia
that
just
aren't
safe
and
we
have
a
number
of
families.
Who've
been
put
in
positions
where
they've
had
unfortunate
laws
today
would
have
been
rob.
Evans,
38th
birthday,
rob,
was
killed
in
january
in
a
hit
and
run
right
outside
the
police
station
at
broad
and
champlain.

and
prayers

to
him
and
his
family
because
I
know
they're
mourning
right
now,
so,
while
they
are
mourning,
I
am
happy
to
be
able
to
introduce
this
resolution,
so
we
can
be
able
to
examine
this
issue

curb

number

hit
and
runs
that
we
are
seeing
in
the
city
of
philadelphia

just
improve
some

traffic
flaws

we

as
a
municipality.

of

commits
our
council
body
to
the
urgent
work
of
protecting
black
votes
here
in
philadelphia.

must
recall
our
shared
history,
good
and
bad,
and
if
we
want

learn
from
our
mistakes
of
the
past,
we
have
to
build
a
better
future.
Currently,
our
democracy,
as
we
know
it,
is
under
threat.
White
nationalist
groups
are
seeking
renewed
energy
and
covet
19
presents
a
number
of
potential
barriers
to
voters,
participation
and
accurate
vote
count
in
november.
It
would
take
all
of
us,
the
city,
the
state
and
federal
elected
officials.

advocates

leaders

protect

integrity
of
the
upcoming
election
and
to
ensure
the
outcome
is
honored,

many

my
colleagues

already

extremely
important
work
of
ensuring
that

constituents

unemployment
compensation
checks

urges

state

look

they're
processing
this
money.

people

not

ensure
that
people
are
able
to
get
the
money
that
they
need
to
live
pay
their
rent
feed
their
children.
That
is
an
essential
thing
to
do.
It's
extremely
frustrating
for
all
of
us,
as
people
come
to
us
continuously,
to
try
to
help
them
get
the
money
that
they
are
supposed
to
receive.
There
are
some
errors
as
well
that
are
easily
resolved,
and
yet
the
answer
has
been
that
they
have
to
wait
for
a
phone
call
from
a
telephone
number.

They
don't
recognize
and
if
they
don't
pick
up
that
that
that
phone
call
they're
put
on
the
back
of
the
list.
This
is
really
unacceptable.
I
urge
you
know
the
the
state
to
please
make
sure
that
this
office
is
staffed,
so
people
can
get
answers
and
get
their
checks.

say
congratulations
to
west
catholic
girls,
basketball
team.
They
were
the
team
that
we
honor
today
as
our
champion
of

week,

also

say
a
special
congratulations
to
their
coach
for
making
history
she's
the
first
black
woman
to
coach
a
team
to
a
catholic
league
championship,
and
I
think
that
that
is
something
significant,
because
we
are
looking
to
inspire
our
young
people
in

many
ways
as
possible.

resolution

the
piaa
and
I'm
not
gonna

too
long
into

all
know
on
council

better

relates
to
servicing
our
children

city

resolution

just
looking
at
equity
as
it
relates
to
sports.
Athletic
athletics
is
all
often
used
as
a
tool
to
inspire
young
people
to
participate
in
activities
that
are
essentially
positive.
Athletes
have
to
remain
academically
eligible
to
participate.

have
to
stay
out
of
trouble,
and
often
young
people
in
philadelphia
who
participate
in
athletics
are
dancing
the
line
between
the
streets
and
the
schools,
and
it's
important
that
we
get
this
particular
thing
right,
which
is
why
I
introduced
the
resolution
and
I
look
forward
to
working
with
my
colleagues
to
see
more
action
around
that
this
evening.

life

a
police
officer,
put
his
knee
on
his
neck
for
eight
minutes
and

seconds.

I
continue
to
echo
the
support
of
my
colleague,
councilman
jamie
guardia.
She
says
that
we
are
in
a
state
of
an
emergency,
and
this
issue
should
be
addressed
as
such.

thank

colleague,
councilman
curtis
jones,

establishing
a
committee
to
look
at
specifically
the
last
100
shootings
that
have
taken
place
here
in
the
city
of
philadelphia.

have
a
lot
of
work
to
do.

all

roll
up
our
slaves
and
find
out
how
we're
going
to
reduce
or
eliminate
this
issue
of
gun
violence
that
we're
seeing
in
the
city
of
philadelphia.

philosophical
approach.

want

be
heavy
on
prevention.

great.
Some
may
want
to

heavy
on
law
enforcement.
That's
great.
Some

want
to
be
heavy
on
getting
on

streets

relates
to
boots
on
the
ground.

latino

I

support

many
many
events

activities
throughout
the

This
week,
biden
harris
put
out
a
plan
on
the
renewal,
recovery
and
respect
of
puerto
rico.
It
is
not
a
statehood
plan
for
puerto
rico,
but
it
does
speak
to
the
historical
racial
inequities
that
have
existed
on
the
island
of
puerto
rico.

Again,
I
want
to
thank
my
colleagues
who,
during
hurricane
irma
and
maria
and
the
subsequent
earthquakes,
for
all
your
support
for
pa
for
puerto
rico
and
our
recovery
efforts
on
the
island.
Many
of
our
corporate
partners
here

city
of
philadelphia,
einstein,
hospital,
pico,
a
t
and
others
who
stepped
up.
Why
is
the
plan
important?

The
plan
is
important
because
it's
the
first
time
a
major
ticket
recognizes
the
situation
in
puerto
rico
and
speaks
to
equity
and
funding
on
health
care,
education,
infrastructure
and
many
of
the
items
highlighted
by
the
protesters.

the
recent
months
I
joined
my
sisters.
I
know
that
my
council
colleague
will
be
hosting
an
event
with
kamala
harris
this
this
morning,
in
their
sister
sister
conversation
as
a
afro-latina.
I
am
very,
very
excited
about
meeting
with
her
and
latino
leaders
to
talk
about
this
recovery
plan
for
puerto
rico.
Why
is
it
important?

Because
I
think
it
speaks
to
the
commitment
by
this
by
this
ticket
in
particular,
to
really
use
the
federal
government
and
its
capacity
to
support
marginalized
communities,
to
support
to
councilman
johnson's
point
to
support
people
american
people?
If
the
united
states
is
going
to
regain
its
its
standing
in
the
world
around
democracy,
fairness
and
equity,
what
it
does
with
puerto
rico
will
symbol
that
renewed
commitment
to
making
the
american
people
feel
pride
in
who
we
are
and
healing
some
of
the
divisiveness
that
we
are
all
the
living
under
a
pandemic.

all
of
my
colleagues
in
saying
what
we
see
in
gun
violence,
what
we
see
in
our
city.
What
we
see
in
these
encampments
is
a
result
of
a
federal
government
who
have
left
marginalized
communities
and
cities
like
us
struggling
on
our
own,
and
I
hope
that
over
the
next
50
plus
days,
people
not
only
let
themselves
be
counted
in
our
senses,
but
they
let
themselves
be
counted
through
their
vote
and
that
the
government
is
reminded
that
government
is
of
the
people
and
for
the
people.

mom

pop
barbershops
beauty,
salons,

whether
you're
talking

big
businesses

a
perfect
storm.
But

recognize
the
committee
that
puts
together
midweek
this
isn't
their
day
job
during
the
day,
they're
doing
things
like
providing
funds
from
the
cares
act.

been

every
neighborhood

every
district.

of
resources,

harper,
who
has
carried
the
torch
for
minority
and
female

the

the
minority
business
enterprise
council.

them

we
would
have
them
in
council,
but
because
of
social
distancing.

do
that,

I
wanted

make
sure
they
understand
that
this
body
this
council,
appreciates
what
you
do
for
every
district
in

city

philadelphia.

know

october
5th
and
october
9th
will
be
this
year's
midweek.

care
deeply
about
your
mission.

support

in
every
way

we

started
to
reopen

people
asked
well.

can

do
to
support
buy
something
whether
it

denise's
bakery

north
22nd
street,
whether
it
is
blue
soul

chestnut
street?

just
had
a
re-opening
yesterday-
and
I
know
councilman
green,
remember
green-
knows
exactly
exactly
where
they
are,
so
we
want
you
to
support
these
businesses
and
buy
and
spend
you
know
more
than
maybe
you
normally
would
because
they're
depending
on
this
stuff,
it
cares
that
can
only
go
so
far.

next
shoe

fall.

council

issues

gun
violence.
The
issues
in
reference
to
civil
unrest
in
our
city,
state
and
nation
is
being
addressed
by
members
of
council.
I
also
want
to
thank
council
members,
isaiah
thomas
and
catherine
gilmore
richardson,
for
their
leadership
as
co-chairs
of
the
disadvantaged
communities
task
force.

And
so,
when
you
look
at
the
fact
that
the
city
of
philadelphia
is
44
african-american
constituency,
we
must
do
better
to
provide
opportunities
for
businesses
in
the
city
of
philadelphia
for
them
to
grow
and
really
have
an
opportunity
to
participate
in
all
of
the
economic
development
projects
that
come
into
our
city.
Now
recently,
there
was
a
selection
made
for
pens
landing
for
significant
development.
A
multi-billion
dollar
development
organization
that
was
selected
is
not
based
here
in
the
city
of
philadelphia.

Talking
about
20
to
30
percent,
mbe
participation
for
design,
construction
and
professional
services,
15
to
20
percent
women-owned
businesses
and
doing
their
best
efforts
for
disabled
business
entities
to
be
a
part
of
this
project
from
a
workforce
perspective,
they're,
saying
they're,
going
to
try
to
meet
or
exceed
35
to
40
percent
diversity
and
have
50
percent
minority.
Sorry
50
minimum
of
local
residents
to
work
on
this
project
and
also
hire
an
eop
consultant
to
monitor
them.

But,
what's
concerning
is
that
in
their
proposal
this
was
not
a
priority
and
we
can
go
back
and
forth
and
some
of
the
other
concerns
people
raised
with
other
submitted
bidders,
but
at
least
all
of
them
had
a
commitment
to
have
minority
inclusion
in
their
proposal.
This
is
an
entity.
That's
now
doing
it
after
the
fact.
So,
from
my
understanding,
the
delaware
river
waterfront
corporation
is
going
to
hold
them
accountable.

This
body
will
also
hold
them
accountable.
Now
they
say
they
will
not
need
any
public
subsidy
for
this
multi-billion
dollar
project
on
having
been
around
for
some
time.
I
find
that
interesting
and
I
find
it
surprising
that
they
will
not
have
to
come
back
to
this
body
for
some
type
of
subsidy
or
other
type
of
legislative
assistance,
but
I'm
a
firm
believer
that
actions
speak
louder
than
words,
so
we'll
see
what
their
actions
are.

Thank

wanted
to
say
that
I
was
intrigued
by
but
ultimately
welcomed
the
news
that
the
proposed
bills
for
reinstating
and
expanding
the
emergency
housing
protections
act
will
come
to
council
of
the
whole
more
than
anything
else.
I
believe
this
speaks
to
the
utmost
importance
of
the
looming
eviction
crisis
and
the
need
for
all
of
us
to
become
deeply
engaged
in
and
immersed
in
housing
and
the
eviction
prevention
work.
As
I
mentioned
in
my
comments
last
week,
urgency
of
action
is
the
utmost
importance.

After
september
23rd,
hundreds
of
thousands
of
renters
were
cost
burdened
even
before
the
pandemic
began,
and
that
means
the
devastation
will
hit
every
single
district
and
every
single
council.
Member
data
from
the
philadelphia
eviction
project,
which
was
created
through
this
council's
commitment
to
addressing
the
eviction
crisis,
made
it
clear,
74
of
evicted.
People
are
black,
70
are
women,
and
half
of
them
are
parents
or
caregivers.
H
The
cdc
has
made
it
clear
that
poverty
cannot
be
the
cause
of
further
brutality
dislocation
and
a
lack
of
responsible
alternatives
for
our
people,
but
this
order
has
been
widely
interpreted
across
the
state
and
I'll,
be
very
honest.
Philadelphia's
municipal
court
interpretation
is
among
the
least
generous
in
protecting
them
in
protecting
our
renters
and
puts
them
out
of
line
with
other
county
courts.
Hundreds
of
eviction
filings
continue
to
occur
outside
of
city
law,
and
only
a
handful
of
landlords
are
seeking
diversion
when
our
courts
were
allowing
proceedings
to
continue.

Of
the
whole
cannot
wait.
I
look
forward
to
having
a
broad
educational
process
for
all
my
colleagues
on
what's
happening
in
our
courts.
We
are
going
to
be
scheduling,
briefings
for
the
council
members
in
the
coming
weeks.
This
is
in
addition
to
the
hearing
that
we
had
the
briefing
that
we
had
rather
this
summer
on
diversion
and
other
updates
that
members
of
the
committee
on
housing
have
already
done.
Housing
is
a
human
right.
This
is
a
very
difficult
situation,
but
we
do
have
the
power
to
act
and
we
do
have
to
take
action.
