just
acknowledge
how
important
this
work
is.
Councilmember,
johnson,

a
broad
majority
of
city
council
have
come
together
to
introduce
an
economic
justice
package
for
philadelphia's
hospitality,
tourism
and
airport
workers.

This
is
a
city
where
one
in
two
philadelphians
has
lost
a
job
or
seen
a
decline
in
income,
and
we
know
that
economic
recovery
and
the
health
of
our
city
relies
on
black
brown
and
immigrant
workers
in
our
communities
and
neighborhoods
returning
to
work
as
soon
as
businesses
open
black
workers
matter.
This
is
a
council
that
knows
how
much
that
means.
We've
put
teeth
to
it.
We've
established
a
formal
department
of
labor
we've
expanded,
paid,
sick
leave.
We've
constantly
supported
the
right
for
collective
bargaining,
we've
passed
national
models
to
expand
and
protect
labor
rights.

This
is
a
council
that
not
only
recognizes
that
black
workers
matter.
It
proves
it
every
day.
So
today
we
we
will
be
standing
alongside
philadelphia
workers
who
are
the
economic
engines
of
our
city.
There
are
no
hotels,
there
are
no
stadiums
and
there's
not
a
philadelphia
international
airport.
Without
the
hard
work
of
these
folks
when
coronavirus
hit,
they
were
also
among
the
millions
of
pennsylvanians
who
were
the
first
to
find
themselves
without
work,
applying
for
unemployment
and
relying
on
our
nation's
far
too
thin
safety
net.

Often
for
the
very
first
time,
I
want
to
say
that
this
bill
is
going
to
go
through
a
robust
public
process,
as
it
always
does,
there
will
be
everybody
at
the
table
will
be
forming
out
conversations
with
industry
as
well
as
council
members

labor

advocates

well.

against
abuse,
and
I'm
honored
to
be
with
you
you
here

it's
just
over

phone

behalf

women
against
abuse
and
our
sister
agencies
and
the
survivors
of
domestic
violence
we
serve.
I
want
to
thank
councilman
greene
as
well
as
council
members,
gilmore,
richardson,
squilla
jones
o'neil,
dome,
parker,
thomas
and
bass
and
all
of
city
council
for
recognizing
october,
as
domestic
violence
awareness
month
in
philadelphia
when
philadelphians
got
the
call
to
stay
at
home.

This
march,
most
of
us
were
fortunate
enough
to
receive
that
message
in
the
way
that
it
was
intended
as
a
necessary
measure
for
health
and
safety,
but
for
victims
of
domestic
violence.
A
stay-at-home
order
meant
something
different.
It
meant
being
trapped
in
a
home
with
their
abusive
partner,
isolated
from
friends
and
relatives
and
other
support
networks.

It
meant
fear
and
it
meant
danger,
while
services
for
people
experiencing
domestic
violence
have
remained
open
throughout
the
pandemic,
fewer
victims
are
reaching
out
for
help.
Agencies
like
ours,
are
doing
everything
we
can
to
reach
victims
who
are
trapped
in
their
homes,
but
we
fear
that
many
in
our
community
are
experiencing
increased
violence
with
little
hope
for
reprieve.

In
2020,
the
same
old
strategies
will
fall
short,
but
in
this
city
of
brotherly
love
there
are
a
number
of
new
opportunities
to
reach
members
who
may
be
suffering
thanks
to
you
in
part,
a
food
distribution
site
may
be

only
time
a
survivor
is
able
to
leave
their
home
this
week.

only

autism
community

doing

lot

work

disability

advocate

those

physical
learning

I
learned

global
peer
support
celebration
day,
and
this
is
very
interesting.
The
fact
that
I
learned
about
this
day
through
mental
health
partnerships,
they
are
an
organization
that
have
partnered
with
the
philadelphia
autism
project
to
create
the
community
autism
peer
specialist
program.
I
So
this
is
a
great
program,
great
the
fact
that
we
can
acknowledge
those
people
who
are
providing
your
support,
especially
those
who
are
on
the
autism
spectrum,
someone
thank
mental
health
partnerships
for
I'm,
bringing
this
to
my
attention
and
making
sure
that
we
recognize
global
peer
supports
celebration
day
for
today,
october
17th,
and
so,
although
that
is
a
great
celebration,
is
always
good.
I
When
we
can
honor
and
lift
up
and
celebrate
achievements
for
people
doing
great
things
in
our
city,
but
is
also
an
opportunity
when
we
do
celebrations,
we
also
celebrate
the
lives
of
outstanding
individuals
that
have
done
great
work
in
our
city,
and
so
you
know,
2020
has
been
a
very
challenging
year
in
so
many
ways,
both
from
a
health
crisis
and
economic
issues,
and
so
monday
evening
I
received
a
call
late
monday
night
regarding
someone
who
has
been
an
outstanding
advocate
for
black
businesses
in
the
city
of
philadelphia.
I
I
first
met
earl
harvey
back
in
the
early
90s,
as
we
were
part
of
a
couple
different
organizations,
and
we
used
to
have
you
know
the
philadelphia
black
professionals
holiday
party
and
a
number
of
different
organizations
like
the
urban
league,
young
professionals,
urban
bankers
association.
I
A
number
of
groups
came
together
to
do
that
holiday
party
on
a
regular
basis
and,
as
that
and
then
start
to
wane,
earl
took
the
mantle
and
continued
to
promote
that
and
in
addition,
when
my
wife
and
I
had
our
retail
store,
I
remember
earl
coming
to
our
grand
opening
and
always
coming
at
least
once
a
week
with
his
his
newspaper,
and
you
cannot
count
of
any
event
any
type
of
activity
to
support
entrepreneurship,
especially
in
the
african-american
community.
I
That
earl
harvey
was
not
there
to
celebrate
and
promote
that
work
in
our
community
every
friday.
At
4
pm
he
hosted
a
call
to
really
help
black
contractors
and
to
help
those
who
are
doing
what
they
could
to
grow
their
businesses
in
our
city.
So
2020
has
been
a
year
like
no
other
and
we
lost
a
another
outstanding
individual.
I
He
graduated
from
central
high
school
class
231,
but
he
is
someone
that
will
be
deeply
missed.
I
will
miss
his
his
jovial
and
his
energy
and
his
enthusiasm
anytime.
You
saw
him
or
talked
to
him
either
on
the
phone
or
in
person
even
on
a
zoom
call.
He
was
always
in
great
spirits,
always
promoting
and
really
the
kind
of
the
pied
piper
of
black
business
in
the
city
of
philadelphia.
I
So
with
that
council
president,
if
we
could
just
take
a
brief
moment
of
silence
to
honor
the
life
and
legacy
of
an
outstanding
advocate
for
african-american
businesses
in
the
city
of
philadelphia.

task

effort
to
gather
information
directly
from
people
across
the
city,
engaging
in
dialogue
with
stakeholders
to
understand
the
inequities
that
existed,
precove
it
and
now
that
covet
has
only
further
exacerbated
in
the
midst
of
this
pandemic,
and
this
is
extremely
important
because
they're
not
taking
testimony
and
listening
to
facebook
warriors
twitter
warriors
or
instagram
warriors.

are
listening
to
stakeholders
on
the
ground
in
neighborhoods
across
the
city
of
philadelphia
to
hear
directly
from
them
what
they
think
their
government
should
be
doing
to
support
neighborhoods
in
response
to
all
that
we
have
endured,
particularly
over
of
the
last
year
with.
That
being
said,
I
need
to
give
a
special
shout
out
to
the
stakeholders
in
the
ninth
district
who
participated
last
night.

a
little

important

we

from
each
and
every
one

developing
real
solutions

problems

residents

not
people

live
in
the
suburbs,

a
loud
voice

simply

problems,
but
for
you,

folks
who
are
on
the
ground,
doing
the
work,
the
legislation
that
was
introduced
in
council
today.

is
what
I
was
referencing.
When
I
was
talking
to
you
about,
we
hear
you
loud
and
clear.

want
to
see
government
directly,
impacting
your
life,
your
neighborhood
and
your
community.

be
asking

make
sure
you
let
your
voices
be
heard
so
that
those
people
who
don't
live
in
our
city,

voices
sometimes
appear
to
be
dominating
discussion
about
what
local
government
should

doing

council

mayor,
jim
kinney

his
administration,
we're

hear

This
work
is
very
taxing
to
just
listen
on
a
consistent
basis
to
issues
that
people
are
facing
from
death
of
their
loved
ones,
to
losing
their
homes
and
to
losing
their
jobs,
but
it's
something
that
we
need
to
hear
because
it
helps
dictate
how
we
legislate
and
what
we
need
to
do
in
this
tough
time
to
ensure
that
we're
doing
our
best
and
putting
our
best
foot
forward
to
try
to
improve
the
quality
of
life
for
all
citizens
of
philadelphia,
but
specifically
for
those
that
are
in
need
the
most.

also
want
to
just
take
a
moment
to
recognize
central
softball
team.
For
being
our
champion
of
the
week.
I'm
gonna
try
to
stay
consistent
with
that.
This
positivity
is
really
important.
We
want
young
people
and
those
who
mentor
our
young
people
to
recognize.
We
appreciate
you
and
the
work
is
needed
just
for
a
minute
to
go
back
to
the
disadvantaged
communities
task
force
today.

We're
going
to
be
launching
the
resource
hubs
and
the
resource
hubs
are
a
direct
initiative
under
the
disadvantaged
communities
task
force,
because
there's
been
this
consistent
narrative
of
our
teenagers,
not
having
anything
to
do.
I
know
that
when
there's
something
negative
going
on
just
in
my
short
time
in
the
body,
it's
easy
for
us
to
spread
that
information.
Here
we
have
something
positive.
Where
we're
trying
to
look
to
address
the
issue
of
gun
violence.

We
have
everything
for
young
people,
for
mentoring,
services,
to
academic
support,
the
physical
activity
to
even
them
being
able
to
find
a
job,
and
unfortunately,
we
we're
not
seeing
attraction
that
we
we
hope
we
thought
we
would
see
as
it
relates
to
providing
opportunity
and
resources
to
young
people.
So
we
have
been
doing
a
good
job
of
getting
the
support
of
the
people
who
have
been
a
part
of
the
disadvantaged
community
task
force
cost.

But
it
would
be
great
if
we
had
more
support
from
people
who
tell
us
these
issues,
and
these
issues
that
exist
help
us
be
a
part
of
the
solutions
as
well
too,
and
while
we
know
the
resource
courses,
resource
hubs
won't
solve
the
gun,
violence
issue.
This
is
just
one
of
many
steps
that
we
need
to
take
to
move
in
the
direction
of
ratifying
er
rectifying
what
we
see
as
a
huge
problem.

I
also
wanted
to
take
a
moment
to
thank
my
colleagues
for
passing
the
eviction
resolution
into
law
today.
I
do
want
to
just
challenge
our
first
judicial
district
in
our
first
judicial
courts,
as
well
as
our
state
legislators
who
I've
already
been
working
with
to
try
to
address
this
issue
of
evictions
in
the
city
of
philadelphia.

problem
before

pandemic
and
it's
yet
another
issue
that
has
gotten
worse.

not
least,
I

narratives

we
have
a
responsibility
to
participate.

advocating

matters

you
vote
about
it,
it's
enough

said
and
done

to
also
know
that
when
people
start
talking

a
result
of
the
outcome

an
election,
you
better
listen
to
them
and
we
need.

need
to
be
vigilant
in
making
sure

supporting
the
elector

electoring
election
process
in
the
city
of
philadelphia.

work

the
polls,
they
need
volunteers
to
make
sure
that
there
are
rovers
to
make
sure
machine
problems
get
reported
quickly.

is
not
a
game
literally.

lives
hang
in
the
balance
in
the
quality
thereof.

in
wrapping
up,
I
just
wanted
to
acknowledge
the
work
that
I
there
thomas
to
going
around
these
resource
hubs.
As
we
addressed
this
issue
of
gun
violence
here
in
the
city
of
philadelphia,
I
learned
as
a
young
man
from
my
grandmother
time.
I
was
workshop,
and
so
I
commanded
them
for
creating
an
outlet
for
our
young
people
to
get
involved
in
something,
that's
positive
and
hopefully
in
the
future.
It
could
be
a
program
that
could
be
taken
on
the
scale.

I
know
we
need
to
think
outside
the
box
as
we
tackle
this
issue
and
that
resource
hubbard
he
did
on
his
own
in
terms
of
creating
public
private
partnerships,
something
I
believe
should
be
duplicated
all
across
the
city
of
philadelphia
will
support,
like
the
chamber
of
commerce,
with
support
from
our
local
colleges,
with
support
for
my
local
health.
Two

I
want
to
personally
endorse
this
project,
I'm
going
to
work
with
his
team
to
get
one
in
south
philadelphia,
but
I
think
it's
something
that
should
be
taking
the
scale.

Hopefully
it
should
be
in
everybody's
district,
especially
if
you're
dealing
with
issues
of
crime
and
violence.
So
young
man,
you
keep
up
the
good
work,
it
is
refreshing
and
it's
inspiring,
because
we
have
to
make
sure
that
we're
doing
everything
possible
to
keep
our
young
people
involved
in
things
that
are
positive
and
when
they're
not,
we
can't
let
covert
19,
be
an
excuse.
They're
not
involved
in
something
that's
positive.
They
would
do
like.

get
involved
and
whatever
I
can
get
involved
to
enjoy
myself
to
be
good
or
bad,

that's

of
the
environment
they're
in
