I

give
a
little
bit
of
background
on
this
bill.
We're
solidifying
the
future
of
our
city's
nationally
acclaimed
eviction
diversion
program
which
has
earned
the
support
of
members
of
this
body.
Our
mayor,
the
attorney
general
and
our
governor.
I
want
to
take
a
moment
to
thank
my
co-sponsors.

It
ensures
our
courts
can
effectively
manage
caseloads
that
would
otherwise
overwhelm
their
resources
and
create
lengthy
delays,
and
it
has
been
an
instrumental
part
of
how
philadelphia
has
succeeded
in
distributing
rental
assistance
funds
when
so
many
other
jurisdictions
across
the
state
have
failed.
Our
diversion
program
has
reduced
evictions
by
almost
80
percent
last
year.
Its
mediation
process
has
a
93
percent
success
rate.
We've
also
created
the
most
efficient
rental
disbursement
system
in
the
country
distributing
over
200
million
dollars
so
far,
roughly
7
million
dollars
or
more
a
week.

The
number
the
case
management
within
the
municipal
courts
has
been
reduced.
Court
delays
around
eviction
have
been
reduced
from
90
days,
pre-pandemic
to
just
30
days.
Currently,
the
need
to
keep
our
communities
housed
in
the
name
of
public
health
became
even
more
apparent,
especially
during
this
pandemic.
Despite
being
one
of
the
poorest
large
cities
in
the
united
states,
philadelphia
proved
that
we
can
prov.
We
can
prevent
poverty-based
evictions
with
visionary,
comprehensive
policies.

Policies
have
been
since
lauded
by
the
white
house
celebrating
our
city
as
a
gold
standard
and
a
national
model,
and
it's
also
proven
to
have
enormous
collaboration
between
our
city
agencies,
between
organizations
and
our
housing
groups,
as
well
as
the
municipal
courts,
which
have
been
an
incredible
leader
on
this
effort
for
diversion
with
the
support
of
with
all
of
the
colleagues
on
city
council,
our
leaders
and
our
community
partners.
We
showed
that
we
can
meet
crisis
with
solutions
that
actually
work.

hope
is
that
you
know
we
will
be
in
discussion
with
my
colleagues.

on
and
not
only
do
they
provide
that
nuisance,
business
environment,
but
some
more
nefarious
individuals
stake
them
out.

who
wins,
calls

cell
phone

says
that
that
person
who
just
won
is
wearing
a
blue
jacket,
tan
hat
and
we
should
approach
them.
This
hearing
will
be
designed
to
take
a
look
at
the
crime.
Mapping,
take
a
look
at
the
monitoring
and
what
we
found
was
that
four
or
so
companies
control
that
industry.

the
state
police
tried
to
confiscate
these
machines,
it
was
found
that
there
is
no
law
that
actually
monitors
and
governs
these
machines,
and
I
think
representative
brown
for
bringing
that
to
my
attention
when
I
asked
him
about
it.

these
machines

you
live
in
a
zip
code
with
these
corner
stores
do
not
exist,

these
machines

not
plague
those
corner
stores

his
sleepless

tirelessly

hearing

we
open
up
this
process

allow
people
and
I'm
going

be
quite
frank,
like
myself,

real
estate
professionals
to
assist
with
the
untangling
of
titles.
That's
what
we
do
as
professionals.

According
to
the
hearing,
I
want
to
just
encourage
people
who
have
these
tangled
titles
to
make
arrangement
with
the
revenue
department
to
make
payment
arrangements
on
real
estate
taxes.
They
have
an
excellent
opportunity
to
really
truly
protect
generational
wealth.
If
elected
officials
truly
believe
that
untangling
titles
could
reduce
violence
in
our
community
and
really
help
with
generational
wealth,
which
I
agree
on
that
aspect
of
it,
they
would
open
up
this
process.

According
to
that
hearing,
this
issue
of
tangled
titles,
unfortunately,
is
concentrated
in
the
african-american
community.
They
have
specific,
zip
codes
per
the
pew
foundation
study
and,
according
to
the
hearing,
a
substantial
amount
of
that
money
was
going
towards
billable
hours
for
attorneys.
I
would
agree
definitely
that
when
there's
a
court
case
that
we
definitely
need
attorneys,
but
everything
that
we
could
do
to
alleviate
this
problem
by
using
professionals
who
have
expertise
in
clearing
titles,
I
I
think,
would
be
a
value
to
our
community.

don't
want
to
limit
this
process.
That
could
be
it's
a
conveyancing,
it's
a
title
issue
and
we
need
to
clear
it
with
title
companies
who
can
assist
in
this
matter
and
real
estate
professionals.

I'm
going

have
a
pilot
program
to
accelerate
the
process
of
clearing
up
these
titles
to
assist
folks
in
our
communities
like
strawberry
mansion,
where
I
grew
up
where
you
know
we
have
cultural
competency
issues

where
I
grew
up-

know

city

10
years

I
speak
today
strongly

favor

just
wanted
to
say
that
the
research
and
the
verbiage
of
the
resolution
bears
out
everything
in
the
resolution.

Allowing
the
severus
office
to
resume
share
sales
through
the
bid
for
assets
platform
will
increa
increase
the
loss
of
generational
wealth
that
is
built
through
home
ownership
because
of
these
things,
people
are
able
to
stay
in
their
home
and
bankruptcy
is
down.
The
city
must
put
the
lives
of
these
people
who
occupy
these
dwellings
above
the
business
interests
who
drive
up
prices
for
renters
and
tear
through
communities
knocking
down
dignified
homes
and
instead
erecting
bland
commodities.

If
we
allow
the
share
of
sales
to
resume
while
the
silver
19
pandemic
is
still
ongoing,
the
only
benefactors
will
be
large
real
estate
companies.
We
can
already
see
throughout
the
city
the
ever
increasing
amount
of
corporate
owned
housing
that
remains
empty.
As
the
citizens
of
the
city
are
pushed
farther
into
the
margins
and
sometimes
onto
the
streets,
I
think
we
need
to
be
clear
and
realize
the
bid
for
assets
platform
is
not
designed
for
the
layperson,
nor
are
these
sheriff
sales.

platform
is
for
real
estate
and
property
management
companies
to
have
quick
and
easy
access
to
more
property
property
that
should
be
creating
homes
and
not
just
creating
more
revenue
for
these
businesses.

think
that
dignity
for
the
citizens
of
the
city

principled
and
that's
what
should
guide
as
it
moves
forward.

recent

we've
helped
to
rejuvenate
playgrounds

western
north
philadelphia
annually.
For
the
reverend

luther
king
jr
day
of
service,
we
have
partnered

local
high
schools

community
centers

philadelphia

the
pandemic.
We
spare
headed
a
very
well
attended
health,
fair
held
at
the
john
f
street
community
center,
and
we
continue
to
mentor
young
people
of
all
ages
and
now
work
with
our
signature
program,
hashtag
cat,
where
we
have
helped
hundreds
of
high
school
students
navigate
the
college
process.

addition,
our
signature,
hbcu
college
tour,

provided
the
opportunity
for
philadelphia
high
school
students

explore
numerous
hbcus
over
the
past
21
years.

year
alone,

partnership
with
the
1926
foundation,

thousand
dollars
in
scholarships
to
philadelphia,

school
students
led
by
our
connection
and
social
action
committee.

have
engaged

dozens

voter
mobilization
and
registration
drives,
hosted,
gun
violence
prevention
and
candidate
forums
and
work
with
students
at
the
juvenile
justice
center
beau

overbrook,
parkway,
northwest

paul
robeson
high
schools.

2006,

day

sharing

distributed

nine

thousand
dollars

scholarships

grants

supported
members
of
the

federation

blind

so
grateful

that

body

opportunity

pay
homage
to
my
dad
I'd
like
to
tell
you
a
bit
about
what
he
means
to
me,
our
family
and
to
our
city.
My
dad
was
born
and
raised
here
in
philly
and
had
a
pretty
tough
upbringing.

My
dad
has
had
an
enormous
influence
on
me,
both
as
a
parent
and
as
a
mentor
helping
forge
my
career
and
my
decision
to
enter
public
service
from
a
young
age.
I
remember
my
dad
working
hard
to
shape
my
world
view.
When
I
was
growing
up,
he
helped
me
learn
to
read
before
I
even
started
school
when
I
was
five
or
six,
he
had
me
working
with
health
that
logic
problems
to
sharpen
my
mind.

He
went
out
of
his
way
to
help
me
and
my
siblings
understand
who
we
are
as
black
people
and
what
that
means
in
this
city
in
this
world,
at
large,
outside
of
the
home.
My
dad
was
always
working
in
the
community
and
he
bring
me
along
to
observe
whether
he
was
providing
legal
defense
for
activists
in
our
city,
fighting
for
better
educational
opportunities
for
black
children
or
having
weekly
meetings
at
owens
restaurant
with
other
black
men
to
talk
about
initiatives
they
wanted
to
work
on
to
make
philadelphia
a
better
place.

My
dad
was
pushing
forward
those
ideas,
a
full
20
whole
years
before
our
progressive
d.a,
larry
krasner,
whom
I
respect
and
admire
greatly
entered
office,
and
I
have
to
admit
that,
though
pushing
forward
an
agenda
like
this
is
hard.
In
the
first
place,
it
was
even
harder
for
my
father
to
do
20
years
ago
and
as
both
a
black
man
and
an
independent
political
figure,
my
father
has
always
refused
to
bow
down
to
what
people
expected,
particularly
if
it
didn't
meet
his
idea
of
what
justice
meant
and
he
has
never
compromised
on
his
values.

has
had
the
same
driving
influence
on
her
life,
as
he's
had
on
mine,
to
become
a
lawyer
and
to
find
her
path
in
public
service,
whether
it's
good
cause
legislation
or
laying
the
groundwork
for
the
city's

independent
citizens,

Commission,
the
impact
he's
had
on
her
work
is
undeniable.

important

me
because,
as
a
third
party
council
member,
I
could
not
be
where
I
am
today
without
activists
and
advocates
and
independent-minded
candidates
who've
paved
the
way
for
my
candidacy.
Before
I
was
elected
in
the
city
council.
Long
before
I
even
met
him.
Mr
williams
expressed
strong
support
for
my
run
because
he
believed
in
outsiders
challenging
the
status
quo.

He
himself
has
been
in
similar
position
years
ago
and
he's
no
stranger
to
shaking
things
up
and
pushing
boundaries
in
his
life
and
across
his
decades
of
work.
He
tirelessly
fought
for
what
he
believed
in,
even
when
those
ideas
such
as
condemning
the
war
on
drugs
and
mass
incarceration,
were
not
politically
popular,
too
often
mainstream
media
and
history
books
and
in
our
public
institution,
grassroots
activists
and
community
leaders,
like
mr
williams,
are
forgotten
or
overlooked.

why
my
office
is
embarking
in
a
series
of
resolutions
that
will
highlight
the
important
work
of
leaders
like
mr
williams,
who
did
the
work
not
for
recognition
or
fame
or
money,
but
because
they
believed

justice

better

I
want
to
thank
mr
williams
for
giving
us
two
brilliant
public
servants
and
leaders
on

daughters,

cartier
and
sam

easy

the

challenges
she

I'll
start
with
is
this:
I
don't
know
about
anybody
else,
but
I
have
received
numerous
phone
calls
from
all
sorts
of
different
parents
around
the
city
who
are
upset
about
the
lack
of
information
they've
received
about
the
new
selection
process
of
the
school
district
and
for
me
to
measure
and
to
understand.
I'm
gonna
have
a
listening
session
and,
and
perhaps
other
council
people
will
as
well
in
their
districts
around
the
city.
I
But
I'm
gonna
have
a
listening
session
and
if
I
get
a
large
response,
then
I
will
invite
everyone
to
that
listening
session,
that
town
hall,
so
we
can
hear
from
the
parents
and
the
students
themselves
and
and
hopefully
get
a
understanding
of
what
the
concerns
are.
The
second
thing
is
that
septa
continues
to
be
a
problem.
It's
just
an
atrocious
problem.
We
all
know
it
and
and
city
council
has
a
hearing
before
the
public
safety
committee
and
the
public
transportation
committee
on
monday
november,
the

People

murdered
down

people

stabbed
knives

punched,
people
being
assaulted,
people
being
racially
attacked
in
in
the
middle
of
the
day
in
front
of
other
people,
eight
people
being
shot
at
a
at
a
septa
station
right
outside
of
girls
high
in
central
high
school
fern
rock
station
after
that
center
city.
I
You
know
it
is
just
atrocious
and
the
failure
of
septa
to
put
uniform
police
officers
out
there.
There
should
be
uniform
police
officers
who
have
the
authority
to
intervene
on
behalf
of
those
people
who
are
victimized
uniform,
so
people
know
who
they
can
run
to
or
talk
to,
or
even
if
they
feel
threatened
stand
next
to
someone
who
is
an
authority
figure
and
say:
listen,
I'm
feeling
harassed.
I
feel
like
I'm
being
threatened
at
that
hearing.
I
I
think
septa
has
a
lot
to
answer
for,
and
I
will
also
say
the
school
district
knowing
this
problem.
Where
is
the
deployment
of
school
police
to
walk
these
students
to
and
from
troubled
areas?
Some
areas
in
our
trouble?
But
some
areas
are
trouble
and
to
be
there
and
to
be
those
figures?
Listen,
we
are
creating
frankenstein
every
time
we
let
young
people
do
the
wrong
thing
again
and
again
it
will
not
turn
out
well
for
them.
It
will
not
turn
out
well
for
those
that
are
victimized.
I
You
know
we
are
city
that
need
to
come
together
and
these
things
are
driving
us
apart.
It
will
not
end
well
for
us.
I
talk
to
adults
who
will
not
take
the
regional
line.
I
don't
know
like
what's
going
on
with
the
regional
line,
but
they
won't
take.
The
regional
line
in
our
schools
are
funded
by
property
tax
and
use
and
occupancy
pack
tax.
I
If
we
don't
get
people
back
in
our
office
buildings,
if
we
don't
get
people
back
into
being
tourists
and
and
coming
into
our
city
and
spending
their
money
here,
but
this
type
of
thing
one
of
the
ways
they
get
to
our
city,
is
through
public
transportation.
If
they
don't
want
to
ride
it.
That
is
a
problem.
I'm
really
calling
upon
septa
to
not
just
show
up
at
this
hearing,
but
to
have
answers.
We
can
see
the
answers.
We
don't
need
to
hear
more
words
and
get
more
letters.

wholeheartedly
believe
that
this
slate,

team
of
leaders,
they
will
make
sure
that
the
work

labor
does
particularly
in
the
building
trades,

on
a
path
to
self-sufficiency.

walks

access
to
that

think

ryan's
leadership

know

things

I
actually

go

I'm
going

apologize

I
even
start,
because
I
try
not
to
be
too
long-winded,

it's
a
lot
that
has
happened.
We
have
council
last
week
and
I
want
to
actually
start
with
the
week
before
we
had
an
election,
an
important
election
and
by
the
time,
our
council
session.

That
thursday,
we
didn't
have
the
full
results,
but
we
do
want
to
go
back
and
just
acknowledge
the
voter
turnout
that
took
place
or
the
lack
thereof
as
of
at
least
to
this
november.
We
have
to
continue
to
challenge
ourselves,
as
it
relates
to
the
work
that
we
do
specifically
how
we
allocate
dollars
of
money
towards
the
commissioner's
office.

We
and,
as
the
appropriation
members
did
fight
for
an
extra
amount
of
money
to
go
to
our
commissioner's
office,
but
we
need
to
do
more,
not
just
around
fully
funding
our
commissioner's
office
in
a
way
where
we
can
have
consistent
elections
that
put
people
in
a
position
where
they
know
where
their
vote
by
mail
options
are.

As
far
as
boxes
and
things
of
that
capacity,
but
we
we
have
an
understanding
of
what
an
election
is
going
to
look
like
in
2021,
2022,
2023
and
moving
forward
post
covent,
because
we
are
now
in
a
different
era.
So
I
do
commend
all
of
my
colleagues
for
all
of
the
work
that
council
members
did
to
help
get
to
turned
out.
I
know
some
council
members
are
war
leaders
and
have
district
responsibilities.

know
that
a
lot
of
us
went
into
schools
and
tried
to
get
young
people
registered
to
vote,
but
I
just
wanted
to
acknowledge
that
we
do
recognize.
The
turnout
is
low
and
we
are
going
to
actively
do
our
part
to
make
sure
that
we
are
addressing
the
turnout
issue
as
it
released
to
the
city
of
philadelphia.

Outside
of
that,
I
did
want
to
take
a
moment
to
thank
my
colleagues

agreeing
to
pass
the
resolution.

able

school
girls,
basketball
players
from
all
across

city
and
kalia
was
amazing
because
she
stayed
out
there
well
after
the
event,
was
over
taking
pictures,
giving
out
advice
offering
inspiring
words,
and
it
really
touched
my
heart
to
see
how
much
it
meant
to
them.

always
hear
and
get
the
reports
when
bad
stories
happen,
but
you
can
never
quantify
the
impact
that
something
like
that
has
in
the
amount
of
lives
you
see
when
you
expose
young
people
to
tangible
examples
of
people
who
look
like
them
that
come
from
where
they
come
from.
That's
accomplished
great
things,
so
I
did
want
to
say
thank
you
again
to
the
entire
copper
team,
as
well
as
all
of
my
colleagues
who
supported
and
all
of
the
schools
who
came
out
that
day.

celebrate
that
great

requests

constituents

ability

get

response

just
phenomenal

pandemic

ourselves

a
position
to
be
able
to
figure
out
how
we
would
have
high
school
sports
for
the
students
in
the
school
district
of
philadelphia
in
2020,
you
know
hania
put
on
her
athletic
director
hat,
which
I'm
pretty
sure
she
didn't
sign
up
for
that
rule
and
she
worked
hand-in-hand
with
our
office
as
well
as
the
health
department
and
other
parties
to
be
able
to
put
us
in
a
position
to
make
sure
that
we
had
a
sports
season
for
young
people
and
some
of
what
I
talked
about
with
kalia.

You
never
know
how
many
lives
you
see
when
you
do
that
type
of
work,
and
I
appreciate
how
me
I'm
gonna
miss
her.
So
much
and
you
know
again,
I
I
do
feel
bad
for
whoever
that
is.

gonna

feel
the
dozens
of
calls
that
comes
this
way.

of

program

she

attending

and
so
I've
been
honored

to
know
her
through
that
experience,

to
watch
her
progress

elevate

meeting
hania

she
was
pursuing

bachelor's
back
at
temple.
She
always
exhibited
the
same
strength
and
excellence
that
she
went
on
later
to
display
in
her
professional
career,
and
so
I'm
proud

watched

constituents

in
our
role

philadelphia
public
school

her

trend

seeing

young

people

dying

violence

embarking
upon
500
homicides
again
this
upcoming
year,

so
you
know,
I
always
want
to
just
remind
on
my
body
your
mind
on
the
greater
public
that
this
is
the
issue
of
a
major
concern
that
we
should
be
addressing
with
a
sense
of
urgency.

district

lindbergh,
boulevard
and

mark's
church

frankfurt
avenue,
it's
critically
important
and
some
people
say

gun
buybacks.
These
aren't
the
guns
that
the
young
guys
are
be
using.
Let
me
tell
you
something:
I'm
not
a
typical
politician,
I'm
one
that
kind
of
been
there
done
that
and
any
gun
that
you
can
pull
a
trigger
that
releases.
A
bullet
can
take
your
life.
Rather
that's
the
357
magnum
right.

Unfortunately,
we
had
a
a
two-year-old
in
point
breeze
yesterday
with
a
self-inflicted
gunshot
wound
right
and
through
the
grace
of
god
that
child
is
still
with
us
here
today,
and
so
we
want
to
make
sure
we
get
as
many
guns
off
the
street
as
possible
and
as
everyone
who
is
listening
that
come
on
out
to
our
gun
bob
decks
tomorrow,
you'll
receive
a
hundred
dollar
food
gift
certificate,
but
at
the
end
of
the
day,
it's
really
about
I'm
turning
in
guns
that
are
not
being
used.
