Councilmember Katherine Gilmore Richardson (At Large) and Councilmember Cherelle L. Parker (9th District) introduced a resolution calling on the Pennsylvania General Assembly to adopt the “Whole Home Repairs Act,” sponsored by Senator Nikil Saval. The Commonwealth of Pennsylvania currently has an estimate of more than 280,000 occupied units that need repairs from leaky roofs or windows to blown fuses or exposed wiring to unreliable heat and plumbing.

The “Whole Home Repair Act” (Senate Bill 1135) would make funding available for local governments and non-profits to coordinate services, make comprehensive systems repairs, and provide wraparound services to those in workforce development programs. Making whole-home repairs will improve community health and safety, help address poverty, and reduce carbon emissions.

Yes, thank you so much. Mr president, I just wanted to clarify for the record that today I am co-introducing uh this resolution uh with my colleague, our majority leader council member sherelle, l parker, calling on the pennsylvania general assembly to adopt senator saval's whole home repairs act. Thank you very much uh to our majority leader uh for co-introducing. This resolution with me uh and for your laser beam focus on home ownership of our middle class families here in the city of philadelphia, and thank you to senator saval for your leadership on this very important issue.

uh If covet has taught us anything, it is that our homes are so much more than physical structures. They are where we gather with our loved ones. Now where we work, and they are also central to building generational wealth for our families. But, as we all know, philadelphia has a very old building stock in very high rates of poverty.

Our residents are the most energy burden, and many of their homes have significant issues, including exposed wiring, and I'm going to take it back to knob and tube wiring, a mold uh poor insulation and more your home. The very thing that is supposed to provide stability, wealth, health and safety is literally crumbling around you and this asset becomes a liability.

The whole home repair act will help pennsylvania address this crisis. It provides funding to rebuild homes and make them healthier and more energy efficient, coordinate services to ensure we are taking advantage of every possible available resource and create job training, opportunities and programs to put people on a path to family, sustaining and supporting careers.

This is exactly the type of program we need to address climate change, build resiliency, maintain and build generational wealth and create new economic opportunity. I am so grateful to our partners in philadelphia like the energy coordinating agency and the philadelphia energy authority, and we thank you for your foresight in creating the energy authority. Mr president, all who have been leaders in this work and I look forward to our continued work together. So thank you again to senator saval for your work.
