Before
we
haven't
had
any
incidents,
but
just
to
ask
you
to
please
turn
your
cell
phones
off
or
any
other
electronic
device
that
you
have
turn
it
on
silent.
Please
thank
you
so
much
for
your
in
anticipated
cooperation
and
to
give
her
on
vacation.
This
morning
the
chair
recognizes
father
Chris
Walsh
of
Saint
Cecilia
Parish
he's
here
today,
as
the
guest
of
councilman,
O'neill
I
would
ask
all
guest
visitors
to
please
rise
in
members.
Thank
you,
foreign.
C
C
They
couldn't
go
forward
and
they
couldn't
go
back,
but
what
they
could
do
was
trust
in
you
and
your
goodness,
and
with
that
they
were
unstuck
and
so
Lord.
We
just
pray
that
you
send
your
grace
upon
the
members
of
this
Council
on
those
who
serve
with
them
and
all
who
have
business
in
this
Council
and
in
our
city
today,
Lord
there
are
so
many
things
that
keep
us
stuck
personal
difficulties
and
illness.
C
D
A
A
Thank
you.
It's
been
moved
and
properly
second,
that
the
Journal
of
the
meeting
of
Thursday,
October
27
2022
stand
approve
all
in
favor,
indicate
by
saying
aye.
Those
opposed
eyes
have
it
and
our
Journal
is
approved
in
our
next
order
of
business
is
requests
for
leaves
of
the
absence,
and
the
chair
recognizes
councilman
Jones
Mr.
G
Thank
you,
Mr
President
I
move
that
any
of
the
following
matters,
if
considered
today
may
be
added
to
the
agenda
for
the
session
of
council
and
required
by
law,
subsequently
published
an
amended
agenda
after
the
consideration
of
these
matters.
Resolutions
authorizing
hearings,
amendments
to
bills
on
first
readings,
the
consideration
of
Bill
our
bill
vetoed
by
or
recalled
from
the
mayor
amendments
to
bills,
recalled
from
the
mayor
resolutions
taking
substantive
action
to
be
voted
on
in
this
session.
G
A
motion
to
withdraw
a
bill
or
resolution
is
not
on
the
calendar
and
a
motion
placing
a
bill
or
resolution
on
or
returning
a
bill
or
resolution
from
the
suspension
calendar
that
is
not
listed
on
today's
calendar.
The
purpose
of
this
motion
is
to
provide
the
public
with
notice
concerning
possible
actions
by
Council
that
arose
too
late
to
be
included
on
the
calendar
that
was
published
prior
to
today's
session.
A
Seconds,
okay,
thank
you.
It's
been
moved
in
probably
second,
that
the
legislative
matter
stated
by
councilman
Escuela
may
be
added
to
the
agenda
for
today.
Should
those
matters
arise
during
the
course
of
this
session,
all
in
favor
indicate
by
saying
aye.
Those
opposed
eyes
have
it
motion
carries
chair,
recognizes
councilwoman,
Gilmore,
Richardson,.
H
Thank
you
council
president
I
wanted
to
recognize
two
guests
that
are
with
us
today
in
Council.
Both
our
students
who
attend
schools
in
the
great
eighth
Council
District
are
represented
by
our
colleague
council
member
Cindy
bass,
but
I'd
like
to
welcome
dezlin
long
he's
a
senior
at
Central
High
School,
and
he
wants
to
be
a
history
teacher
when
he
grows
up
and
also
my
mentee
Erica
Spiller.
She
is
a
seventh
grader
at
AB,
Day
School.
She
wants
to
be
the
first
African-American
female
president.
H
A
A
J
Councilman
Thomas
offers
two
bills
and
one
resolution
on
behalf
of
council
president
Clark
and
ordinance
authorizing
the
installation,
ownership,
replacement
and
maintenance
of
various
encroachments
in
the
vicinity
of
1700
through
1720
Arch
Street
refer
to
committee
and
on
his
own
behalf,
councilman
Thomas
offers
an
ordinance
amending
the
Philadelphia
code
to
add
a
new
chapter.
21
3400
entitled
youth
name
image
and
likeness
protection
to
establish
Provisions
related
to
education
and
counseling
for
certain
Philadelphia
Youth
and
their
families,
who
are
considering
licensing
publicity
rights,
Mr,
President,
councilman
Thomas
would
like
to
be
recognized
on
this
resolution.
I
Morning,
council,
president
good
morning,
colleagues
I
want
to
just
take
a
moment.
The
first
and
foremost
thank
all
of
my
colleagues
who
co-sponsored
this
bill.
If
you
don't
know
a
name
image
and
likeness
is
the
acronym
that
nil
stands
for
and
when
you
look
at
what's
happening
all
across
the
country
as
it
relates
to
Collegiate
athletes
being
able
to
get
paid
for
their
name
image
and
likeness.
We
know
that
it
is
trickling
down
to
the
high
school
level.
I
We
anticipate
in
the
Commonwealth
of
Pennsylvania
that
there
will
be
a
vote
to
allow
young
people
to
be
able
to
receive
some
level
of
compensation
for
their
image
and
likeness
this
December.
So
to
get
ahead
of
that,
I
wanted
to
make
sure
that
we
offered
some
protections
to
young
people
who
might
one
day
get
an
nil
deal
to
assure
that
they
have
the
supports
that
they
need
to
put
them
in
a
position
where
they're
not
being
taken
advantage
of
when
you
think
about
some
of
the
opportunities
that
exist.
I
This
bill
will
essentially
protect
them.
So
I
want
to
just
take
a
moment
to
thank
the
CEO
of
immotep
brother
Andre
who's
here
with
us
today.
He
had
the
opportunity
to
host
us
yesterday
at
the
press
conference,
as
well
as
the
number
two
player
in
the
2023
Class
A
mo-tep
student
Justin
Edwards.
So
at
the
end
of
the
day,
we're
very
excited
about
the
legislation
and
we're
hoping
that
it
could
pass
right
after
the
PIAA
allows
for
young
people
in
the
city
of
Philadelphia
to
receive
some
type
of
compensation
for
their
name
image
and
likeness.
I
I
I
So
so,
very
briefly,
while
these
young
people
are
standing,
our
promise
is
a
coincidence
that
we're
recognizing
them
for
two
different
reasons,
but
we
really
want
to
give
these
young
people
the
recognition
that
they
deserve.
These
young
people
took
time
in
their
classroom
to
use
3D
printers
to
create
water
filters,
and
not
only
does
it
show
their
talent
and
their
expertise,
but
they're
servant
leadership
spirit
in
them
felt
like
that.
I
Wasn't
enough,
they
then
traveled
down
south
to
supply
the
water
filters
to
those
who
were
in
need,
and
they
also
offered
an
opportunity
for
those
young
people
down
there
to
learn
how
to
make
those
water
filters
themselves.
So
when
we
talk
about
stem-based
initiatives
and
when
we
talk
about
giving
young
people
the
platform
and
the
opportunity
to
show
their
intellectual
capacity,
this
is
exactly
what
those
young
people
are
doing.
So
we're
excited
to
have
them
in
Council
today,
and
we
look
forward
to
hearing
from
them
as
we
go
through
our
Council
session.
I
J
J
Councilwoman
bass
offers
a
privileged
resolution
recognizing
and
honoring.
November
is
National
hunger
and
homeless,
Awareness
Month
in
Philadelphia
and
honoring
organizations,
Advocates
and
city
workers
for
their
work,
supporting
Philadelphia's,
most
vulnerable.
Today's
calendar
and
a
privileged
resolution
recognized
in
the
month
of
November
as
Financial
Awareness
Month
in
the
city
of
Philadelphia,
also.
A
K
A
Thank
you
to
the
moon
and
property.
Second
at
the
rules
of
council
be
suspended
so
after
permit.
First,
we
need
this
day
of
this
bill.
Number
220-418-220-769
and
220-776.
All
those
in
favor
indicate
by
saying
aye
aye
those
opposed
eyes
have
it,
and
these
bills
will
be
on
our
first
reading
calendar
today,
chair
now
recognizes
councilman
Thomas
for
a
report
from
the
committee
on
streets
and
services.
A
Thank
you.
It
has
been
moved
in
property.
Second,
that
the
rules
accounts
will
be
suspended,
so
I
have
to
admit
the
reading
on
this
first
day
of
the
26
bills
that
were
just
read
by
the
clerk.
All
those
in
favor
indicate
by
saying
aye
aye.
Those
are
polls
eyes
have
it
motion
carries
those
bills
will
be
on
our
first
reading
calendar
today
and
our
next
order.
Business
is
the
consideration
of
the
calendar.
I
know
that
the
bills
just
reported
from
committee
was
the
suspension
of
the
rules
have
been
deemed
to
have
had
their
first
reading.
A
They
will
be
on
their
second
reading
and
final
passage
calendar
at
our
next
session
of
council.
There
are
no
additional
bills
on
the
first
video
calendar,
so
the
chair
recognizes
councilman
Jones
for
the
purpose
of
calling
up
bills
and
resolutions
that
are
on
our
final
passes
calendar
today,
foreign.
F
A
Thank
you
councilman
before
considering
these
resolutions
and
bills
on
the
final
passes
calendar
today
we
have
our
public
comments
session.
Your
public
comment
must
concern
matters
on
the
second
reading
and
final
passes
calendars
for
possible
action
at
today's
session.
All
speakers
must
sign
up
in
order
to
testify,
if
you
have
not
already
signed
up
it's
time
to
do
that
now,
so
you
can
essentially
go
to
the
SARS
that
are
armed
at
the
table
set
up
for
this
purpose
in
the
hallway
just
outside
the
council
chambers.
A
Once
you
have
signed
up,
you
will
be
called
into
order,
in
which
your
name
appears
on
the
sign
up
sheet.
Today
we
have
ideal
circumstances,
so
you
have
three
minutes
to
speak.
However,
this
time
it
may
vary
from
session
to
session.
In
order
to
be
fair
for
all
those
wishing
to
speak,
we
intend
to
hold
Faithfully
to
the
established
time
limit.
When
you
begin
speaking,
you
will
see
a
green
light
on
the
device
on
the
podium
when
the
light
turns
green.
It
is
your
time
to
speak
when
light
turns
yellow.
A
You
will
have
30
seconds
to
conclude
your
remarks
when
the
light
turns
red
we'd.
Ask
that
you
please
adhere
to
our
guidelines.
To
conclude
your
remark
once
that
timeline
has
passed,
we
will
disconnect
the
microphone
and
we
would
ask
you
to
pass
the
podium
on
to
the
next
speaker.
We
also
reserve
the
right,
pursuant
to
the
rules
of
council,
to
limit
repetitious
comments
on
the
same
subject
matter.
A
Mr
Decker
before
I.
Ask
you
to
call
the
speaker.
I
would
like
to
thank
everyone
who
has
attended
our
Council
session
today
and
particularly
those
who
wish
to
have
public
comment
today.
We
really
appreciate
you
coming
down.
Thank
you
so
much
Mr
Decker,
please
call
the
name
of
the
first
witness
who
would
like
to
speak
today.
The.
A
L
Morning,
good
morning,
welcome
back
councilman
John.
Can
you
excuse
me,
council,
member
Johnson,
my
name
is
Peter
Winslow
I'm,
a
Philadelphia
resident
I,
speak
to
you
today
as
a
president
of
a
smart
collaboration
LLC
as
a
member
of
the
Philadelphia
public
banking
Coalition
and
as
a
candidate
recommended
by
city
council
to
Mayor
Kenny
for
appointment
to
the
Philadelphia
public
Financial
Authority.
L
Thank
you,
president
president
Clark
and
members
of
the
council
for
this
opportunity
to
speak
and
support
of
Bill
number
220322,
which
was
introduced
by
council
members,
gaudier
and
Brooks.
Thank
you
very
much
for
the
for
that
introduction.
L
This
proposed
ordinance
deals
with
the
disposition
of
Surplus
City
Property
real
estate
for
purposes
of
transfer
to
Community,
Land
trusts
and
Community.
Land
trusts
are
one
of
the
ways
the
mechanisms
for
addressing
the
financial
and
the
housing
crisis
that
we
have
in
the
city
today,
so
I'm
here
to
invite
all
members
of
a
council
staff
members
of
the
public
to
attend
a
zoom
discussion
in
the
form
of
the
initiation
of
the
people's
economic
Forum,
which
is
being
presented
by
the
Philadelphia
public
banking,
Coalition
and
Philadelphia
neighborhood
Networks.
L
Our
discussion
will
will
focus
on
the
Legacy
that
we
face
of
systemic
racism
that
has
been
embedded
in
redlining,
both
historic
and
de
facto
and
continuing,
and
how
this
has
led
to
the
commodification
of
housing
where
housing
is,
has
become
an
asset
class.
That
is,
for
the
benefit
of
investors,
who
don't
live
in
Philadelphia,
who
are
not
part
of
our
community
to
examine
this
and
to
examine
some
of
the
ways,
including
Community
Land,
trusts
that
we
can
address
this
problem
and
work
together
for
its
solution
and
I.
L
Think
in
advance
of
councilman
gaudier,
who
will
be
in
Chicago
at
the
time
but
will
be
reporting
on
the
national
discussion
taking
place
about
housing
because
she'll
be
at
a
conference
for
that
purposes.
So
I
will
leave
for
the
sergeant
of
arms
to
distribute
to
members
of
council
a
flyer
that
describes
the
the
ppbc.
L
People's
economic
forum
on
November
17th,
thank
you
so
much
for
listening
to
me
and
go
Phillies.
B
B
Good
morning,
obona
Hagans
lifelong
Philadelphia
I've
spoken
about
this.
This
bill,
20,
20
or
220654
a
few
times
introduced
by
council
members,
Gilmore,
Richardson,
Driscoll,
Jones
bass
and
squilla
I
just
want
to
let
you
know
that,
according
to
an
article
in
the
council
for
strong
America,
the
organization
fight
crime
indicates
that
after
school
is
the
prime
time
for
juvenile
crime
in
Pennsylvania.
B
B
And,
according
to
the
U.S
department
of
justice,
Office
of
Juvenile
Justice
and
delinquency
prevention,
unlike
adult
crimes,
violent
crimes
committed
by
youth
between
the
ages
of
7
and
17
Peak
in
the
late
afternoon.
So
so
what
am
I
saying?
I'm,
saying
that
in
acting
a
10
pm,
curfew
is
far
less
effective
than
funding
youth
programs
and
opportunities
directly
for
the
Youth
of
Philadelphia.
Just
like
the
young
people
at
Imhotep.
M
B
I
want
to
reiterate
that
it's
only
a
small
amount
of
Youth
who
are
out
there
committing
crimes
and
to
give
this
bill
for
all
the
youth
in
Philadelphia
is
really
not
fair
to
the
youth
in
Philadelphia.
So
I
encourage
you
to
find
more
creative
ways
to
promote
youth
creativity
and
to
to
and
improve
the
education
system
here
in
Philadelphia.
We
know
that
Imhotep
is
a
charter
school,
but
our
Philadelphia
Public
Schools
report
came
out
that
they're
at
the
bottom
of
almost
every
list.
B
So
we
need
to
do
something
more
to
encourage
and
Inspire
our
young
people
as
opposed
to
restricting
them
from
being
out
and
I'm,
not
saying
that
they
should
be
out
at
that
time,
but
constitutionally
they
they
should
be
able
to
go
out
if
they
have
to
and
to
be
possibly
caught
up
by
police
who
are
just
very
aggressive.
It's
better
to
just
you
know,
nip
it
in
the
bud
by
creating
these
programs.
Thank
you
very
much.
Thank.
N
D
N
My
name
is
Shirley
Posey,
the
director
of
stem
for
Imhotep
Institute,
Charter,
High
School.
Thank
you.
So
much
for
this
opportunity
in
space.
I
would
like
to
paint
a
picture
for
you
all.
Did
anyone
here
have
to
brush
their
teeth
but
prior
to
brushing
your
teeth?
Boil
the
water
to
brush
your
teeth
or
how
perhaps
even
turn
it
on
the
shower
head
and
having
to
intentionally
close
your
mouth,
because
there's
so
many
contaminants
in
the
water
down
in
Jackson
Mississippi?
N
That's
how
they've
been
living
for
decades
with
black
and
brown
water
and
the
United
Nations
just
released
the
statement
saying
that
over
3
million
people
around
the
world
are
dying
from
unhealthy
water.
Now
in
2022.
This
should
not
be
the
case
in
the
United
States
of
America
at
Hamilton
High,
School,
Isaiah,
jabri,
zakaya
zamira.
We
have
Felton
Kenny,
Musa,
asea
and
Montreal.
They
answered
the
call
to
go
down
to
Jackson
Mississippi
and
help
out.
N
We

water
filters
at
our
institution,
flew
down
to
Jackson
and
worked
with
the
medical
students
there.
The
people
were
so
filled
with
gratitude
that
ABC
Jackson
filmed
it
and
when
they
aired
the
story
that
night,
that
thousands
of
miles
away
that
Scholars
imhotepian
Scholars
came
down
from
Philadelphia
Pennsylvania
to
solve
this
crisis.
Guess
what
happened?
The
next
morning,
the
mayor
of
Jackson
scheduled
an
emergency
press
conference
to
address
the
issue,
so
our
young
people
are
looking
at
environmental
issues
in
solving
them
through
stem-based
practices.
N
Not
only
that
we're
looking
at
the
fact
that
our
institution
resides
in
a
food
desert.
This
food
desert
also
goes
hand
in
hand
with
the
fact
that
we
get
60
percent
of
our
food
from
California,
so
they're
in
a
drought
right
now,
so
we're
in
a
food
desert
and
then,
in
addition
to
that,
there's
food
insecurity.
How
are
we
solving
that?
Our
stem
ambassadors
with
project
Nia?
We
are
going
to
be
the
first
school
in
the
city
of
Philadelphia
to
have
a
smart
pod
Farm.
N
In
this
40-foot
container,
we
will
be
able
to
grow
2.5
acres
worth
of
vegetables
weekly.
You
ask
how,
through
stem
and
through
Innovative
technology,
where
we
will
have
engineered
sensors
to
basically
monitor
the
pH
water,
to
monitor
the
light
levels
and
to
monitor
the
amount
of
carbon
dioxide,
so
not
only
that
we're
going
to
be
partnering
with
the
grocery
stores
and
making
sure
that
everyone
has
a
right
to
healthy
food,
and
also
we
have
to
look
at
the
fact.
N
O
My
name
is
Musa

I'm,
a
stem
Ambassador
I'm,
a

executive
and
a
National
Honor
Society
member
at
Mo,
Tech,
Institute,
Charter,
High
School,
but
today
I'm
just
a
normal
civilian
here
to
talk
to
you
all
as
a
community
who
are
we
to
deny
people
of
our
black
and
brown
skin
complexions,
the
right
to
clean
water?
Who
are
we
as
a
community
to
deny
Aid
and
help
to
those
who
need
it
when
we
are
in
a
position
to
give
not
animal
Tech,
Institute
Charter,
High
School?
O
With
these
water
filters,
we
created
a
project
titled
project,
Fuji
tagalia,
which
means
self-determination.
It's
a
principle
that
we
follow
at
our
Institute,
because
we
are
determined
to
help
the
lives
of
everybody
who
we
can.
If
we
are
in
a
position
to
give
Aid
and
lend
assists,
we
will
so
that's
what
we
did
in
Jackson
Mississippi,
where
our
Elite
stem
engineer.
We
3D
printed
water
filters
that
not
only
change
the
color
of
the
water
and
makes
it
healthier
for
you.
O
It
eliminates
the
harmful
bacteria
and
pathogens
in
the
water
and
overall
improves
the
water
quality.
As
my
stem
director
assistant
Shirley
said,
water
is
very
essential
in
our
everyday
life
and
living.
So
we
need
clean
water
in
order
to
live
within
that
we
had
an
amazing
time
down.
Jackson
Mississippi
we
saved
so
many
lives.
We
met
a
man
who
was
boiling
his
water
for
32
years,
I
believe
it
was
32
years
and
we
I
wouldn't
say,
eliminate
it,
but
we've
assisted
in
diminishing
some
of
that
systemic
racism.
O
O
This
is
the
change
that
young
people
are
supposed
to
be
making
anybody
could
be
cool
and
go
out
and
pick
up
a
gun
or
sell
drugs,
or
do
any
things
of
that
nature,
but
there's
more
ways
to
be
cool.
You
can
be
cool
helping
your
community,
you
could
be
cool
with
saving
a
life.
You
could
be
cool
being
a
role
model
for
the
people
who
need
it.
When
you
turn
on
the
TV,
a
lot
of
people
like
us,
they
see
Heroes
who
play
basketball,
are
only
in
music,
but
we
can
be
heroes
and
stem.
O
We
could
be
heroes
in
the
world.
I
don't
want
to
take
too
much
of
your
time,
but
I
do
ask
you
that
moving
forward.
Do
you
hear
our
voices
and
do
you
encourage
your
young
people,
those
people
in
your
lives,
to
help
make
a
change,
just
as
we
did,
because
we're
not
the
only
ones
that
I
mean?
Who
can
do
it?
All
of
you
all
of
your
children
and
your
children's
children
are
more
than
capable
of
changing
lives.

I'm
here
to
bring
to
you
guys
the
experience
we
had
in
Jackson
Mississippi
over
time
we
learned
that
Jackson
pipes
were
120
years
old
and
that's
very,
very,
very
bad
and
comparing
it
to
Philadelphia's.
Ours
is
80.,
so
I'm
here
to
talk
to
you
about
what
is
for
us.
How
are
our
water
is
going
to
be
once
they
get
to.
D
M
Years
old,
what
is
the
color
of
our
water?
How
would
our
water
be
detailed
and
would
it
be
dirty
like
Jackson
Mississippi's?
And
when
me
and
my
fellow
stem
Ambassador,
did
we
changed
the
narrative?
We
changed
much
lives
down
in
Jackson
Mississippi.
We
got
the
chance
to
view
ambition,
prep
as
Middle
School
down
in
Jackson
Mississippi,
and
we
donated
a
3D
printer
and
we
just
showed
them
like
it's
other
ways.

Q
Q
Thank
you.
I'd
like
to
speak
on
Tiffany
Fletcher,
the
Community
member
and
Parks
and
Rec
staffer,
who
tragically
lost
her
life
after
being
caught
in
a
shootout
at
the
Mill
Creek
Recreation
Center
I
want
to
once
again
extend
my
sincere
condolences
to
Tiffany
Fletcher's
family
I
am
just
so
sorry
for
their
loss,
since
this
tragedy
happened
in
September,
I've
spoken
to
many
people
who
knew
and
loved
Tiffany,
and
one
thing
that
everyone
could
agree
on
was
how
big
her
heart
was.
Q
Q
It
was
important
to
her
that
the
kids
in
her
community
had
a
clean
and
safe
playground
all
year
round
and
access
to
a
pool
so
that
they
could
cool
off
and
have
fun
during
the
summer,
because
she
spent
so
much
of
her
time
supporting
her
community.
This
Council
recognized
Tiffany
for
her
work
with
Parks
and
Rec,
and
the
impact
that
that
work
had
on
the
larger
Community
with
a
citation
at
her
funeral
service.
Q
Q
It
is
my
job
as
a
council
member
and
the
job
of
this
entire
body
as
elected
officials,
along
with
other
elected
officials
in
Philadelphia,
to
stop
the
gun.
Violence
in
this
city
that
took
Tiffany's
life
and
has
taken
416
other
lives
so
far
in
2022.
Q
and
I
know
that
there
is
nothing
that
I
could
say
or
that
anyone
can
say
that
would
take
away
the
pain
that
Tiffany's
family
and
so
many
others
are
feeling
as
a
result
of
the
senseless
violence
that's
going
on
in
in
our
communities,
but
by
renaming
The
Mill
Creek
Recreation
Center
in
her
honor.
It's
my
hope
that
this
Center
will
stand
as
a
permanent
reminder
of
the
love
that
Tiffany
had
for
her
community
and
that
her
life
mattered.
Q
H
Thank
you.
My
big
brother
Kenyatta
Johnson
and
welcome
you
back
to
Chambers
and
I.
Want
you
to
know
that
your
test
is
just
a
testimony
to
show
many
what
happens
when
you
put
and
you
keep
God
first
I
also
wanted
to
make
the
announcement
that
this
week,
two
of
our
new
community
evening,
Resource
Centers
I,
have
opened
and
are
servicing
youth
in
the
city
of
Philadelphia
of
the
community
evening.
Resource
Centers
have
expanded
to
now
four
sites.
I
mean
these
centers
were
made
possible
by
all
of
you.
H
Colleagues,
in
the
partnership
that
we
have
with
DHS
in
the
Philadelphia
Police
Department,
the
Sinners
are
a
community-based
prevention
tool
to
help
keep
youth
engaged
from
7
pm
to
2
A.M.
In
the
evening,
programming
includes
homework,
support,
yoga
classes,
Sports,
cooking
instructions,
movie,
Nights
drone
classes,
financial
literacy
classes
and
peer
mediation
programs
also
emphasize
conflict
resolution,
violence,
prevention,
mentoring
and
service
linkages
for
the
young
people
and
their
families.
H
So
we
now
have
four
Community
evening:
Resource
Centers,
open
to
service
youth
who
can
go
voluntarily
and
some
who
will
go
involuntarily
and
my
goal
is
to
have
a
center
in
every
single
police
division
he
here
in
the
city
of
Philadelphia.
So
thank
you,
colleagues,
thank
you
for
your
support
and
please
spread
the
word
about
a
positive,
safe
space
and
resource
for
young
people
and
their
families.
Thank
you.

can

Thank
you
to
everyone.
Thank
you.
Thank
you.
I
Thank
you,
council
president
and,
like
everybody
else
said,
Welcome
Back,
Rick,
Johnson
I
did
want
to
just
elaborate
a
little
bit
on
the
nil
bill
that
I
introduced
earlier.
First
of
all,
I
want
to
take
a
moment
to
thank
all
of
my
colleagues
who
co-sponsor
council,
member
bass,
councilmember
Driscoll,
councilmember,
O'neill,
councilmember,
Brooks,
council
member
Gautier,
councilmember
Jones,
councilmember,
Gilmore
Richardson,
as
well
as
council
member
swilla,
leading
up
to
this
bill.
I
Most
recently
last
night,
the
San
Antonio
Spurs
allowed
I
believe
Jordan
Hall
who's
a
Philadelphia
native
to
enter
his
first
NBA
game
and
to
play
his
first
NBA
game,
as
he
was
called
up.
The
reason
that
this
is
important-
and
we
talked
about
it
yesterday
when
we
had
the
press
conference-
is
that
a
young
person
without
the
proper
support
could
sought
a
contract
at
the
age
of
15,
16
or
17.
That
could
give
somebody
the
legal
rights
to
their
image
for
5
10
20
years
or
the
rest
of
their
life.
I
Some
of
these
athletes
include
Kalia,
copper,
who
was
the
WNBA
Finals
MVP,
who
this
body
recognized.
If
you
went
back
and
looked
at
looked
at
Kalia
in
high
school,
we
might
we
we
everybody
couldn't
predict
that
that's
where
she
would
be.
If
you
look
at
a
guy
like
will
Parks
who's
playing
for
the
New
York
Jets
right
now
when
he
was
in
high
school.
I
Everybody
didn't
know
that
he
was
going
to
be
a
professional
football
player,
so
I
just
wanted
to
reiterate
the
importance
of
this
bill,
the
importance
of
the
protection
of
Our,
Youth
and
Young
People
when
we
give
young
people
the
support,
the
resources
and
the
protection
that
they
need.
The
students
who
testified
here
today
have
shown
us
that
our
children
are
not
only
the
future,
but
they
can
blow
us
away
right
now,
with
the
work
that
they're
doing
so.
I
wanted
to
again
thank
all
of
my
colleagues
for
your
support
with
the
nil
Bill.
I
We
are
very
proud
of
what
we
are
doing
as
it
relates
to
fighting
for
our
children
as
it
relates
to
leading
the
nation
with
this
conversation,
and
we
look
forward
to
continuing
the
work
to
make
sure
that
our
young
people
have
every
platform
and
every
opportunity
to
be
their
best
self
and
to
maximize
their
potential.
Thank
you
again,
colleagues,
and
thank
you
council
president.
Thank.
A
You
thank
you
so
much
councilman
that
completes
our
speeches
for
today
and
our
calendar
and
I'd
like
to
take
a
moment
to
wish
councilwoman
bass
a
happy
birthday.
Oh
really,.
