The Committee of the Whole of the Council of the City of Philadelphia held a Public Hearing on Tuesday, November 27, 2018 to hear testimony on the following item:
181014 Resolution calling for the Council Committee of the Whole to convene public meetings and public hearings pursuant to the Educational Supplement of the Philadelphia Home Rule Charter to review the administration, management, operations and finances of the School District and adopt plans to coordinate the activities of the Board of Education, the Mayor and the City Council for the improvement and benefit of public education in Philadelphia.

sure,
but
I
was
noticing
in
the
paperwork.
The
pension
costs
from
2011
went
from
five
point:
six
percent
to
today.
Thirty
six
point
three,
which
is
you
know,
skating
dramatically,
which
is
out
of
our
control,
because
I
understand
it's
a
state
pension
I'm,
just
wondering
if
this
other
is
there
anything
we
can
do
here
in
figuring
out
how
this
is
because
I
don't
want
this
to
go
to
forty
or
fifty
percent,
but
this
is
a
cost.

love
to
have
the
ability
to
do
some
of
the
pension
costs?
We
have
no
control
over
the
pension
costs
whatsoever.
It's
completely
a
state-run
program
and
pieces
which
were
part
of
answers,
I
think
combined
their
liabilities
over
unfunded
liabilities
over
sixty
billion
dollars
for
prospective
in
2011.
Our
payments
were
five
percent
of
salaries.
It's
now
32
percent
and
it's
slated
to
go
over
the
five
years
up
to
about
thirty
eight
percent.
The
state
did
pass
pension
reform
last
year.

So
it's
a
the
one
positive
it
and
again,
obviously,
it's
dependent
in
someone
on
what
happened
to
the
market
and
investments
in
the
state
contain
to
make
its
investments.

appears
to
have
leveled
off
from
the
dramatic
5%
to
32%.

still
steadily
growing
and,
as
I
said,
we
have
no
good

students
were

to
work

shirts,
it
was
a
critical
issue
and
I
can't

used
to
buy
target

white
shirts
at

beginning
of
every
semester,
and
my
colleague
would
buy
target
out
of
khaki
pants
in
particular
for
the
young.
Ladies

I
definitely
think
that
something
to
be
mindful
of,

it's
not
off
of
our
radar.

think
about
so.

cities

solve

same
problem

fact

would

a
solution
to
that
problem
before
committing
to

fine
purchase

and
dryers
for
us,
but
we
should.

upon
Philadelphia
or
understand
its
full
educational
needs.
So
we're
pleased
to
speak
today
about
the
issues
affecting
our
local
school
board
at
the
heart
of
most
challenges
affecting
our
schools
is
a
question
of
resources
both
whether
they
are
available
for
the
students
and
schools
that
need
the
most
in
how
effectively
they're
spent
the
fact
that
Philadelphia
schools
simply
don't
have
enough
resources
is
in
part,
Harrisburg.
