The Joint Committee on Public Property & Public Works and Appropriations of the Council of the City of Philadelphia held a Public Hearing on Monday, April 24, 2017 to hear testimony on the following item:

Today's
hearing
is
designed
to
shed
a
light
on
the
issues
and
challenges
faced
by
the
animal
control,
Animal,
Care
and
Control
team
of
Philadelphia.
In
particular.
We
are
interested
in
assessing
and
evaluating
issues
related
to
facility
to
the
facility
and
its
funding,
but
before
we
begin,
I
want
to
make
clear
for
the
record
that
I
believe
that
act
Philly
its
staff
or
working
very
hard,
and
they
work
it
hard
with
the
limited
resources
and
the
substandard
facilities
that
they
have
to
operate
every
single
day.

The
vast
majority
of
the
challenges
that
actually
faces,
or
a
result
of
the
City
of
Philadelphia's
failure
to
adequately
fund
and
support
the
operations
of
vac
Philly
and
the
Philadelphia
has
a
responsibility
to
fix
this
problem.
By
investing
in
the
renovating
of
the
ACT
facilities
and
increasing
the
operation
budget
of
actually
to
a
level
that
meets
the
national
best
practices
after
all,
the
programming
is
appropriately
funded
and
the
facility
is
up
to
national
standards.
We
can
have
the
conversations
about
specific
concerns
related
to
actual
operation
of
ACT.
A
City
Council
is
faced
with
millions
of
dollars
of
requests
for
funding
and
support
every
spring,
but
by
the
way
we
treat
Philadelphia's
animal
population
is
an
indicator
right
of
who
we
are
in
how
we
operate
as
a
city,
and
our
failure
to
fund
and
support
actually
is
not
just
have
an
impact
when
animals
it
has
an
impact
on
the
health
of
welfare
of
every
resident
in
the
city
of
Philadelphia.
We
have
two
panels
today
and
a
list
of
individuals
who
wish
to
make
public
comment.

The
members
of
these
committees
have
a
prepared
list
of
questions
for
each
of
the
panelists.
We
are
going
to
get
through
this
and
ask
as
many
questions
and
get
the
answers
as
much
as
we
can
here
today.
So
I
would
like
two
responses
for
all
these
questions
that
we
prepared
in
writing.
By
the
end
of
the
day,
this
Friday
I
will
post
the
responses
on
my
website
and
I
will
make
them
available
to
the
public.
We
are
going
to
be
respectfully.

going
to

ask
that
those
who
have
prepared
written
testimony
to
summarize
your
testimony
in
the
interest
of
time
so
that
we
can
get
answers
to
as
many
questions
as
we
can
in
a
prepared
and
organized
manner.
Finally,
for
those
who
are
here
today
to
raise
concerns
about
issues
related
to
volunteering
with
act,
silly
were
about
specific
experiences
related
to
specific
animals
or
specific
set.

Once
that
committee
is
back
and
up
and
running
I
will
ask
them
to
have
his
specific
committee
meeting
dedicated
to
hearing
your
actually
concerns
with
that
said
all
right.
This
is
not
an
appropriate
forum
for
raising
specific
animal
or
act.
Silly
concerns
specifically
when
it
comes
to
staff
and
volunteer
concerns.
The
purpose
of
today's
hearing
is
facilities
and
the
funding
issues
well
before
we
get
started.
I
want
to
ask
any
members
of
this
committee
if
they
wish
to
make
any
statements
with
that
being
done
clerk.

You
councilman
I'm,
Marsha,
Perlman
I,
have
been
a
resident
of
the
Philadelphia
area
for
over
40
years,
and
I
have
been
involved
in
animal
welfare
for
most
of
that
time,
since
serving
as
president
acting
president
and
CEO
of
the
Philadelphia
Zoo
I
have
been
a
member
of
the
boards
of
the
two
largest
animal
welfare
organizations
in
the
United
States,
the
ASPCA,
where
I
served
as
chairman
of
the
board
and
currently
I'm
a
member.
The
board
of
HSUS,
the
Humane
Society
of
the
United
States
I
also
worked
with
saved
me.

One
of
acts
largest
rescue
partners
and
I
am
a
member
of
the
Pennsylvania
dog
law
advisory
board.
Let
me
begin
by
confirming
everything
that
councilman
Heenan
has
said
in
his
opening
statement.
Most
importantly,
the
councilman
stated
that
the
vast
majority
of
the
challenges
that
Act
philly
faces
are
a
result
of
the
city
of
Philadelphia's
failure
to
adequately
fund
and
support
operations.

The
problem
is
not
simply
that
act.
Billing
is
under
sort
resourced.
It
is,
in
fact
the
single
most
poorly
funded.
You
Nissa
pool
animal
shelter
among
the
ten
cities
closest
to
the
United
State
closest
to
Philadelphia
in
the
United
States
you
can
see
from
the
chart
over
here.
Philadelphia
is
dead
last
among
cities
of
with
populations
of
between
850
thousand
and
200
2.2
million.

The
average
number
of
dollars
that
are
given
per
capita
in
the
United
States
to
shelters
is
approximately
seven
dollars
per
animal,
brought
up
per
capita
Philadelphia
funds
less
than
two
dollars
and
sixty
cents.
So
our
funding
for
city
of
this
size
to
our
animal
control
facility
is
well
under
half
the
average
of
comparably
sized
cities
in
the
United
States.

Could
you
move
to
the
next
slide?
Secondly,
in
looking
at
how
cities
fund
their
animal
control
operations,
what's
equally
important
is
how
much
money
is
funded
per
animal
that
is
turned
into
animal
control?
Again,
Philadelphia
is
dead.
Last
among
the
10
or
cities
that
are
comparably
sized
Philadelphia
spends
182
dollars
per
animal
that
is
brought
in
to
the
ACT
facility.
The
median
in
Philadelphia
is
close
to
almost
buy
outside
of
Philadelphia
is
close
to
almost
500
dollars,
while
the
management
of
act
accomplishes.
What
it
accomplishes
at.
C
The
level
of
funding
that
it
receives
is
extraordinary,
but
it's
operating
with
a
fraction
of
the
financial
resources
it
needs.
However,
and
this
is
really
important-
what
is
an
even
bigger
constraint
for
act
is
the
space
it's
allocated
in
its
building
at
Hunting,
Park
Avenue
and
the
amount
of
space
which
it
has
to
operate
is
critical
to
participants.
Let
me
explain
why
the
single
most
important
measure
of
an
animal
control,
shelters
performance
is
its
live
release
rate
the
goal
of
act
and
what
is
needed
in
Philadelphia
is
to
be
considered.

A
no-kill
City
is
to
release,
live
to
adopters
and
rescue
partners,
all
of
the
healthy
or
treatable
adoptable
animals
that
it
takes
in
without
being
forced
to
euthanize
those
animals
for
lack
of
space
acts
live
release
rate
was
an
appalling
62
percent
when
it
was
formed
in
2011
and
to
achieve
even
that
low
rate,
it
practiced
some
of
the
worst
policies
that
we
can
imagine.
Today.
C
Act
was
physically,
so
overwhelmed
by
the
city,
stray
and
surrendered
animals
that
these
animals
were
constantly
becoming
thick,
primarily
with
respiratory
illnesses
and
rescues,
were
forced
to
reduce
the
number
of
animals
that
they
would
pull
from
act
because
they
couldn't
afford
the
medical
care
that
act.
Animals
required
over
the
last
few
years
through
the
institution
of
improved
management
practices
and
limited
modifications
to
the
building
and
because
of
the
continuing
critical
support
of
many
dedicated
rescue
organizations,
many
of
whom
are
here
today.

The
live
release
rate
is
now
in
the
80
percent
range,
but
this
is
still
lower
than
the
national
average
and
the
space
constraints
in
the
building
make
it
impossible
for
act
to
continue
to
improve
its
life-saving
work.
Over
22
thousand
animals
are
brought
into
act
each
year.
Some
astray
is
picked
up
as
a
result
of
the
calls
it
receives
24
hours
a
day
and
some
by
owner
surrenders
of
residents.
Who
can
no
longer
care
for
their
animals?
C
Act
doesn't
have
the
space
to
care
for
these
animals
properly
and
all
staff,
with
the
exception
of
HR,
is
in
office
sharing
office
spaces
with
at
least
two
and
sometimes
as
many
as
13
people.
In
a
single
office.
Animal
Control
workers
have
no
space
in
which
to
fill
out
their
reports
and
complete
their
work,
because
closets
were
converted
to
hold
animals.
There
is
no
space
at
act
for
any
storage
in
the
building.

Most
importantly,
members
of
the
public
who
are
seeking
to
adopt
an
animal
must
occupy
areas
in
which
animals
are
being
brought
in
by
the
public,
with
no
history
of
vaccinations
or
of
current
disease.
The
work
that
Act
needs
to
do
to
keep
animals
in
minimum
quality
conditions,
conditions
which
do
not
breed
disease
among
animals
which
keep
the
animals
safe,
which
keep
the
staff
safe
and,
most
importantly,
which
keep
members
of
the
public
safe
in
their
shelter.

Every
day
we
cannot
be
carried
out
in
the
space
that
act
has
been
allocated
at
this
point,
as
I
believe.
All
of
you
know
act
shares
its
building
on
Hunting
Park
Avenue
with
vector
control.
As
such,
it
is
the
only
major
animal
shelter
in
the
country
that
does
not
have
its
own
dedicated
building
act
needs
all
of
the
additional
space
that
is
currently
occupied
by
vector
in
order
to
perform
its
its
function
properly.

The
addition
of
one
or
two
or
three
of
the
offices
that
vector
now
holds
will
not
come
close
to
solving
the
problems
that
act
faces
while
there
is
a
one-time
cost
to
move
the
vector
offices
to
another
building.
This
move
needs
to
happen.
The
management
and
staff
of
act
are
doing
everything
they
possibly
can
with
Philadelphia
stray
and
abandoned
animal
populations,
but
they
cannot
either
work
property
within
their
current
square
footage.

This
is
a
situation
that
each
of
you
has
the
ability
to
easily
fix,
and
until
the
situation
is
addressed,
thousands
of
Philadelphia's
animals
will
continue
to
be
put
to
death
needlessly
every
single
year
to
speak.
More
specifically
about
some
of
these
concerns,
I
would
like
to
introduce
my
colleague,
Inga
Fricke,
director
of
pet
retention
programs
at
the
Maine
Society
of
the
United
States
Inga
serves
on
the
board
of
the
shelter
animal
count.
A
nonprofit
organization
formed
to
create
and
share
a
national
database
of
sheltered
animal
statistics.

Fricke,
thank
you
all
so
much
for
giving
me
this
opportunity
to
speak
to
you
today
regarding
Philadelphia's
animal
control
services.
As
this
problem
mentioned,
I
have
spent
over
15
years
working
in
the
field
of
animal
sheltering
both
in
private
shelters,
public
shelters
and
for
the
last
seven
years
with
the
Humane
Society
United
States,
serving
as
a
shelter,
expert,
advising
shelters
and
rescue
groups
of
all
sizes
and
types
around
the
country.
I
should
note
that
HSUS
is
not
just
speaking
today.
D
On
from
a
national
perspective,
we
have
significant
vested
interest
in
the
city
of
Philadelphia
I
hope
that
most
of
you
know
that
HSUS
has
a
program
called
pets
for
life
that
is
operating
and
currently
serving.
Almost
twenty
thousand
citizens
of
Philadelphia
HSUS
has
invested
considerable
amounts
of
funding,
staffing
and
other
resources
to
help
the
citizens
of
Philadelphia,
and
that
certainly
gives
us
a
unique
perspective
in
terms
of
what
the
city
actually
needs
to
provide
services
and
care
for
both
people
and
animals.

Here
on
a
national
level,
the
field
of
animal
sheltering
has
evolved
considerably
from
the
days
when
a
municipal
pound
was
simply
located
hidden
next
to
the
landfill
and
considered
an
afterthought
when
it
came
to
budgeting
or
resources.
Today's
modern
Animal,
Care
and
Control
facility
should,
and
in
most
municipalities
around
the
nation,
do
reflect
the
value
that
the
citizenry
places
on
their
pets.
We
know
firsthand
from
the
pets
pro-life
program
in
Philadelphia
how
much
Philadelphia
citizens
love
and
value
their
pets.
D
Even
the
poorest
of
our
nation's
citizens
cherish
the
bond
they
have
with
animals
and
for
many,
their
pets
are
their
most
important
possessions.
Increasing
resources
allocated
to
caring
for
communities
homeless
pets
does
not
elevate
the
status
of
pets
over
people.
It
simply
recognizes
that
pets
are
necessary.
Part
of
any
happy
healthy
community
animal
control
agencies
were
created
to
preserve
the
safety
of
the
citizenry
and
they
still
serve
that
vital
function
today,
but
protecting
public
safety
requires
that
staff
be
provided
adequate
resources
to
perform
their
work.
D
Resources
like
sufficient
staff
to
cover,
shifts
and
answer
citizenry
calls
equipment
that
is
safe
and
in
good
working
order
and
even
the
work
space
is
necessary
to
complete
and
file
paperwork
efficiently.
Without
adequate
resources,
officers
cannot
be
expected
to
protect
the
public
to
the
best
of
their
ability.
The
same
can
be
said
for
staff
working
within
the
shelter
itself.
If
they're
not
provided
necessary
resources,
not
only
do
programs
suffer
and
opportunities
for
expansion
or
squandered,
but
the
safety
of
that
staff.
The
animals
and
members
of
the
public
is
compromised.
D
Sheltering
has
truly
become
a
profession,
as
any
other,
with
studies,
research,
data
done
and
compiled
to
ensure
that
quality
animal
care
is
provided
at
the
highest
levels.
One
of
the
most
important
resources
and
tools
that
we
use
to
evaluate
animal
care
it
has
been
published
in
was
published
in
2010
by
the
association
of
shelter,
veterinarians,
called
the
guidelines
for
standards
of
care
in
animal
shelters.
That
document
truly
sets
the
minimum
standards
for
animal
welfare
facilities.

Well,
mr.
medley
and
his
team
have
made
great
strides
in
recent
years
in
terms
of
improving
life-saving
and
certainly
are
doing
what
they
can
to
improve
the
quality
of
life
for
the
each
and
every
animal
in
their
care.
There's
only
so
much
they
can
do
within
the
existing
facility
at
a
minimum.
The
animals
and
the
staff
of
act
need
and
deserve
more
space.
D
Holding
animals
in
crowded
conditions
and
spaces
that
were
not
created
as
animal
holding
areas
and
that
are
inadequate
in
terms
of
size
is
not
simply
a
welfare
issue,
and
it
is
certainly
not
a
luxury
animals
who
are
kept
in
cramped
and
substandard
conditions,
experience
greater
stress,
the
higher
their
stress,
the
higher
their
susceptibility
to
disease
disease.
Animals
must
be
provided,
medical
care
which
can
be
expensive
to
provide,
and
they
also
stay
longer
in
the
shelter
which
means
more
care
days
per
animal
and
more
money
spent
per
animal
in
terms
of
costs
of
care.

That's
passed
on
then
to
the
wonderful
rescue
partners
and
adopters
that
are
trying
to
do
the
right
thing
by
taking
in
Philadelphia's
homeless,
animals
Philadelphia
is
a
city
that
is
made
up
of
people
who
love
pets
and
it's
fortunate
to
have
an
animal
control
director
who's
committed
to
improving
the
welfare
of
animals
actually
provided
the
resources
necessary
to
do
just
that.

greatly

and
everyone
that
is
invested

strengthening
the
resources
that
Animal
Control
has
to
work
with
in
this
city
to
benefit
the
pets
and
the
people
who
depend
on
it.
I
would
also
like

single
one

I
think
that
they
spelled
out
the
limitations
and
the
commitment
that
the
needs
that
animal
control
has
that
are
just
simply
not
being
met
and
the
extraordinary
accomplishments
that
Animal
Control
is
making.
In
spite
of
them.
I
would
like
to
provide
a
little
bit
of
a
historical
perspective
in
terms
of
the
life
saving
culture
that
and
efforts
in
Philadelphia
that
has
been
created
over
the
last
ten
years
with
animal
control
at
the
heart
of
that
kind
of
what
has
been
accomplished
over
that
ten
years.

And
what
really
is
needed
now
in
order
to
ensure
that
animal
control
in
partnership
with
all
of
the
clave
saving
partners,
is
able
to
do
the
work
that
the
people
in
the
pest
of
Philadelphia
excuse
me
are
depending
on
it
to
do
plug
began
more
than
ten
years
ago,
as
a
volunteer
driven
donor,
funded
effort
from
within
the
city's
Animal
Control
shelter
we
stepped
out
from
under
the
umbrella
of
animal
control
and
became
an
independent
organization
in
2009.
But
our
commitment
to
the
animals
there
and
to
serving
as
animal
controls
leading
partner
has
never
wavered.
E
We
have
always
based
our
success
on
animal
control's
numbers.
Everything
we
do
is
aimed
at
reducing
their
intake
and
increasing
the
number
of
animals
that
get
out
of
that
building
alive.
Our
three
facilities
house,
two
shelters,
two
adoption
centers
and
two
high-volume,
low-cost
spay,
neuter
and
wellness
clinics
that
serve
struggling
pet
owners
who
cannot
otherwise
afford
or
access
veterinary
care.
Those
clinics
enabled
Philadelphians
living
in
or
near
poverty,
to
keep
and
care
for
their
pets
and
prevent
them
from
having
unwanted
litters
we've
rescued.
Twenty.
E
Nearly
twenty
thousand
dogs
and
cats
served
more
than
120
thousand
disadvantaged
pets
in
our
clinics,
and
we've
performed
more
than
60,000
spay
neuter
spay
and
neuter
surgeries.
Our
ultimate
goal
with
all
of
these
efforts,
has
always
been
to
make
Philadelphia
a
no-kill
city,
where
only
animals
who
are
unsavable
due
to
medical
or
behavioral
issues
are
euthanized
in
shelters
as
animal
control's
largest
rescue
partner.
We've
worked
closely
with
every
iteration
of
that
agency.
E
For
more
than
a
decade,
we
feel
a
profound
connection
to
what
happens
there
and
a
responsibility
to
facilitate
its
success,
however,
possible
what
happens
at
Animal
Control,
as
you
said
earlier,
is
a
barometer
of
how
the
entire
city
of
Philadelphia
cares
for
and
protect
its
animals
and
the
people
who
value
them
or
come
into
contact
with
them.
We
believe
we
will
only
become
a
truly
humane
community
when
animal
control
functions
at
best.
That
means
having
a
suitable
space
to
safely
house.
E
Animals
receive
the
public
for
staff
to
do
their
work,
having
a
healthy
building
environment
with
key
systems
operating
properly
and
the
resources
necessary
to
meet
at
least
the
basic
needs,
but
ideally
more
for
the
animals
in
its
care.
Paws
was
founded
in
2006
in
response
to
dire
conditions
at
Animal
Control
the
conditions
that
Marcia
described
that
happened
in
2012
as
as
difficult
as
they
were
were
late
years
beyond
what
they
were
six
or
eight
years
prior
to
that.
E
More
than
30,000
stray
abandon
on
one
of
the
animals
entered
that
shelter
each
year
and
the
vast
majority
close
to
90
percent
were
killed.
New
leadership
had
just
been
brought
in
to
modernize
operations.
However,
the
city
contract
did
not
include
any
funding
whatsoever
for
life
saving.
It
was
concerned
only
with
protecting
public
health
and
reducing
animal
related
disturbances
in
the
community.
It
was
not
concerned
with
valuing
the
animals
themselves
or
recognizing
their
importance
to
people's
lives
as
such,
funding
with
minimal
only
2.6
million
dollars.

That
is
less
than
one-third
of
what
was
considered
appropriate
by
national
standards
based
on
the
demand
on
services,
the
size
of
Philadelphia's
population
and
the
30,000
plus
animals
that
poured
in.
In
addition,
the
shelter
space
was
and,
as
you've
heard
still
is,
a
retrofitted
warehouse
with
inadequate
ventilation,
drainage
and
housing
for
animals
and
antiquated
medical
facilities.

Against
the
backdrop
of
all
of
these
obstacles,
a
true
grassroots
life-saving
movement
began
and
has
been
growing
ever
since,
in
addition,
with
steady
improvement,
since
2012
Philadelphia
finally
has
enact
filly
the
efficient,
consistent
and
successful
animal
control,
operation
and
leadership,
it
needs
what
its
progressive
leadership
has
accomplished.
In
spite
of
their
limited
financial
resources
and
compromised
physical
plant
is
extraordinary,
actually
is
not
just
serving
as
the
city's
animal
care
and
control
provider.
They
playing
a
major
life-saving
role
as
well.

Philadelphia
is
now
a
place
where
all
of
the
essential
ingredients
for
a
no-kill
humane
community
exist.
The
Animal
Control
shelter
is
operated
effectively
and
transparently,
transparently,
based
on
best
practices
and
given
the
resources
that
they
currently
have
in
the
conditions
that
they're
operating
in
the
shelter
pet,
shelter,
pet
adoption
and
foster
care
are
widespread
in
the
city.
There's
awareness
of
the
need
for
rescue
and
foster
care
in
a
way
that
did
not
exist.
Ten
years
ago,
thousands
of
people
volunteer
and
donate
funds
to
support
many
worthy
animal
welfare
organizations.

There's
a
robust
and
ever-growing
network
of
rescue
groups
that
provide
crucial
lifelines
to
animals.
Significant
private
resources
exist
for
low-income
pet
owners
to
get
the
help
they
need
to
keep
and
care
for
their
pets,
and
there
is
genuine
cooperation
and
support
across
the
animal
welfare
community
in
a
way
that
has
never
existed
before.
This
enables
all
groups
to
maximize
their
life-saving
work.
These
factors
have
transformed
Philadelphia
for
the
better,
specifically
in
2016,
the
number
of
animals
entering
the
city.

Shelter
was
at
an
all-time
low,
more
than
30
percent
lower
than
when
we
all
started
10
years
ago,
and
life
saving
was
an
80%
an
all-time
high.
However,
despite
record
low
intake
and
record
high
life,
saving
more
than
1,500
dogs
and
2,300
cats
were
still
euthanized.
So
why
we
celebrate
our
tremendous
progress?
We
must
say
sharply
focused
on
the
work
that
still
lies
ahead
until
we
finally
reach
the
point
where
all
healthy
and
treatable
pets
are
safe.

Act
must
finally
have
adequate
facilities
and
resources.
Additional
funding
and
building
space
would
enable
them
to
save
more
of
the
animals
with
the
least
chance
of
leaving
the
shelter
alive.
Only
the
city
can
provide
those
tools
making
this
a
true
public-private
partnership.
At
last.
With
your
support,
we
will
have
the
crucial
remaining
element
needed
to
finally
make
Philadelphia
a
humane,
Mill
kill
community.

Philadelphia
I
wish
I

That
shows
what
how
Philadelphia
looks
relative
to
New
York
in
Philadelphia.
The
biggest
problem
is
that
for
so
many
years
there
have
been
so
many
dogs
and
cats

from
outside
organizations
to

get
under

population

has
been

with

but

funding

is

shortly

sure
what
is
on

books
for
further
control
of
for
further
trap.

kind

the
biggest
example
of
that
was
the
BP
oil
spill.
When
we
saw
as
a
result
of
those
job
losses,
massive
intakes
of
animals
into
shelters
surrounding
those
areas,
people,
regardless
of
their
income,
they
need
access
to
Spanier.
They
also,
though,
need
other
opportunities
to
preserve
their
animals.

colleague
or
you
spoke
about
how
heartbreaking
it
is
for
most
people
to
surrender
their
animals.
The
number
one
reason
aside
from
spay
neuter
that
animals
are
surrendered
to
shelters
every
years,
is
housing
issue,
it's
moving
landlord
issues
and
then
from
there
is
definitely
too
many
animals,
its
behavior
issues.
It's
not
having
funding
aside
from
that
housing
issue.
The
vast
majority
of
those
certainly
could
be
for
stalled
if
the
shelter
were
providing
those
proactive
services.

instances

impossible
for
act
to
find
donors
who
would
like
to
give
to
particular
projects.
That
kind
of
thing
frequently
could
be
done
if
it
were
a
sufficiently
appealing
project.

facility

you
have

in

saving
efforts
for
animals
in
need

protect
the
Pope,
the
protect

people
and
animals
of
Philadelphia.
This
mission
supports
our
core
values
of
transparency,
respect
innovation,
commitment,
empathy
and
professionalism.
Our
role
in
the
city
of
Philadelphia
is
best
understood
through
the
eyes
of
the
community.

By
contrast,
actually
is
a
city-related
non-profit
agency,
which
is
was
created
by
the
city
in
2011
to
provide
animal
care
and
control
services.
Our
agency
is
critical
to
the
services
and
operations
to
the
citizens,
who
generate
the
14,000
service
requests
that
need
an
immediate
response
to
make
the
Philadelphia's
safer.
As
the
executive
director.
I
am
confident
and
pleased
to
tell
you
that
our
service
services,
your
have
entrusted
us
with,
are
in
good
hands.

As
early
as
2004
residents
came
together
and
demanded,
the
city
converted
existing
animal
shelter,
they
euthanized
more
than
70
percent
of
the
animals
that
entered
the
shelter,
one
that
met
the
national
standards
for
life-saving
programs
at
Philly's
efforts
to
meet
this
national
goal,
starting
in
2012
in
that
year,
the
shelter
with
help
and
with
the
help
and
support
of
the
community
volunteers,
rescue
partners
saved
62
percent
of
the
animals
that
were
taken
into
our
care.
Just
this
past
year,
we
saved
80
percent
of
the
animals
that
came
into
the
shelter
which
is
the
highest
intact.

Phillies
history,
using
the
Asilomar
court
measurements,
which
is
the
most
widely
recognized
formula
for
counting
calculating
and
animal
shelters,
life-saving
perform
at
Philly's
performance,
is
on
par
with
national
norms.
Indeed,
when
compared
to
the
animal
care
and
control
agencies
in
the
country,
Philadelphia
is
one
of
the
most
efficient
animal
shelter.
Programs
on
average
acts
Billy
spins,
one
hundred
and
eighty
one
dollars
per
animal,
which
is
not
only
among
the
lowest
in
the
country,
but
also
means
there
is
not
a
penny
to
spare
or
to
waste
like
the
citizens
of
our
great
city.

PETCO
Foundation
continues
to
be
a
huge
supporter
of
our
work
in
January
2015
Petco
Granite
actlly
of

million

dollars
to
renovate
and
expand
the
adoption
center
on
the
current
act.
Silly
campus
word

nationally
about
activities
like
that
saving
work
in
Philadelphia's
life-saving
work
in
2013,
the
Best
Friends
Animal
Society
awarded
actlly
and
eight
hundred
thousand
dollar
grant
to
save
more
cats.
It
is
a
commonly
overlooked
fact
that
the
shelter
that
our
shelter
receives
more
cats
than
it
does
dogs.

Last
year
we
received
23,000
animals,
1313
thousand
of
which
were
cats
and
about
eight
thousand
were
dogs
in
2014
Pet,
Smart
charities.
Another
nationally
renowned,
animal
shelter,
charity
awarded
actually
a
$500
$500
dollar
grant
to
operate
an
everyday
adoption
center
at
their
pets,
Mart
store
and
Plymouth
Meeting
in
them.
In
a
recent
meeting
with
their
leadership,
we
were
asked
to
renew
our
three-year
contract.
The
aforementioned
agencies
have
recognized
actually
as
an
agencies
whose
standards
and
practices
are
consistent
with
national
best
practices.
These
investments
have
also
positioned
us
for
current
and
future
successes.

The
work
we
know
is
far
from
the
far
from
done,
because
we
still
are
you
mainly
organizing
over
5,000
animals
a
year,
but
when
you
compare
that
to
for
a
year
when
the
city
of
Philadelphia
euthanized
21,000
animals,
we
as
a
community
and
a
government,
have
taken
an
enormous
leap
in
the
right
direction.
In
closing,
I
want
to
assure
you
that
that
Philadelphia's,
Animal,
Care
and
Control
is
standing
on
solid
ground.
We
recently
completed
the
first
strategic
plan
in
our
agency's
history
with
the
city's
assistance
we
are
nearing.

completion
of
a
full
replacement
of
the
HVAC
system
actually
is
also
scheduled
to
purchase
new
dog
kennels
in
early
2018.
In
addition,
the
Petco
adoption
center,
currently
in
the
design
phase
will
be
will
give
our
building
a
much-needed
facelift
of
a
modern
and
of
a
modern,
Animal,
Care
and
Control
Agency.
All
this
progress
would
not
be
possible
without
the
collaborative
hard
work
and
dedication
of

Philly's,
committed

for
our
animal
control
officers
and
the
dispatch
function
of
our
shelter

housing
of
animals
and
so

see
are
areas

us

able

quarantine
animals
that

a
danger
to
the
public
and

not

adoption
animals

close

issues

contradictory

what
we
saw
on
the

the
cost

animal

increase

saving

the
animals

most
adoptable

them

unhealthy

for
those

my
thoughts
with
regard
to
act
Billy
and
its
current
funding.
My
relationship
with
act
began
four
years
ago
when,
as
a
consumer,
our
family
adopted
a
second
family
pet
from
the
shelter.
Shortly
after
that,
we
decided
to
become
more
involved
with
the
organization
recognizing
the
great
need
for
in-kind
support
through
volunteerism
and
private
donations.

I
also
believe
that
act.
Philly
is
not
only
willfully
underfunded,
but
also
lacks
the
leadership
with
the
skill
and
forethought
to
manage
the
funds
that
they
currently
have.
This
has
led
to
poor
unhealthy
living
conditions
through
the
animals
and
its
physically,
an
emotionally
draining
work
environment
for
its
employees
and
volunteers,
and
a
severely
tarnished
reputation
among
the
community
at
large.

These
municipal
funds,
when
managed
properly,
could
possibly
support
the
addition
of
more
staff,
etter
anarion,
an
additional
animal
behaviorist
or
higher
quality
veterinary
care
through
the
use
of
more
advanced
diagnostics
and
medical
treatments,
all
of
which
are
greatly
needed
within
the
current
system
of
operation
at
act
with
that
said,
I
think
we
would
all
be
very
naive
to
believe
that
any
municipal
animal
shelter
in
a
large
urban
area
could
sustain
itself
wholly
on
the
funds
provided
by
the
municipality
which
it
serves.
Revenue
sources
need
to
be
viewed
as
two
pronged
municipal
funding
and
philanthropic
funding.

Many
have
advancement
subcommittees
that
work
in
conjunction
with
the
board
of
directors,
to
set
forth
a
vision
for
development
for
the
organization
as
a
whole,
as
well
as
initiating,
establishing
and
maintaining
revenue
sources
from
fundraising
events,
in-kind
donations,
private
philanthropy
and
grant
funding.
It
is
my
understanding
that
advancement
planning
exists
on
a
very
small
scale
within
act
Philly,
and
up
to
this
point
has
not
appeared
to
be
a
priority
for
the
Board
of
Directors,
nor
the
leadership
team.

Furthermore,
self-reported
grant
funds
totaling
approximately
two
million
dollars
have
not
translated
into
improve
quality
of
care,
nor
improved
infrastructure
act
functions
in
a
day-to-day
survival
mode,
trying
to
get
from
one
day
to
the
next,
while
mitigating
major
issues
among
its
constituencies.
This
is
not
Gainesville
for
an
organization
that
wants
to
improve
the
quality
of
the
services
that
it
provides
while
cultivating
and
retaining
amicable
relationships
with
all
of
its
constituencies.

Having
served
on
several
such
advancement
committees
for
area
nonprofits
that
have
successfully
raised
significant
funds
from
private
donors,
I
can
say
confidently.
The
establish
that
establishing
and
supporting
such
a
subcommittee
could
be
a
substantial
help
to
the
Board
of
Directors,
the
leadership
team,
the
agency
itself
and,
most
importantly,
the
animals
who
depend
on
their
care
I've
always
felt
that
having
board
members
that
also
hold
leadership
positions
in
other
nonprofit.
Animal
welfare
agencies
in
the
region
has
posed
a
serious
conflict
of
interest
when
it
comes
to
developing
and
maintaining
relationships
with
private
funding
sources.

For
example,
if
a
board
member
who
holds
the
two
positions
meets
and
cultivates
a
relationship
with
a
willing
donor,
do
they
direct
those
dollars
toward
the
organization
where
they
are
employed
or
to
act
silly
where
they
serve
as
a
board
member?
The
advancement
committee
could
alleviate
this
conflict
as
members
of
this
committee
could
be
community
leaders,
business
leaders,
passionate
private
citizens
who
have
personal
and
professional
relationships
with
others
who
may
be
willing
and
able
to
contribute
significant
dollars
to
acts
Billy,
and
they
can
be
the
agency's
advocates
in
the
community
the
face
of
act.

If
you
will,
this
committee
could
also
oversee
and
direct
the
fundraising
efforts
through
things.
Like
events,
mailings
in-kind
donations,
commemorative
naming
of
kennels
and
areas
of
care
in
the
shelter
they
could
also
have
receive
use
of
the
funds
raised
through
private
philanthropy,
ensuring
that
they
are
not
just
included
with
the
general
operating
budget,
but
rather
used
to
fund
programs
and
facilities
that
would
directly
improve
the
daily
life
of
the
animals
living
at
the
shelter.
The
outdoor
runs
that
are
frequently
in
disrepair
and
in
hazardous
conditions.

The
laundry
facility
that
is
inadequate
to
handle
the
amount
of
laundry
generated
on
a
daily
basis,
the
broken
kennels
that
are
unable
to
house
large
dogs
leading
to
reduced
capacity,
a
new
Phoenicia
of
dogs
due
to
space
constraints,
inadequate
veterinary
services
leading
to
animals
bring
physically.
Without
you
mean
treatment
and
rescues.
Taking
on
astronomical
medical
expenses
of
treating
untreated
animals
once
they're
in
their
care,
the
list
can
go
on
and
on.
I.
Believe.

Most
of
us
here
share
the
common
goal
of
improving
the
level
of
care
and
services
that
actually
provides
to
the
animals
in
its
care
and
the
community
it
serves.
In
order
to
achieve
this
goal,
we
need
to
first
acknowledge
that
the
current
funding
and
the
provision
of
care
at
actually
are
both
woefully
inadequate.
Once
the
organization
makes
a
commitment,
excuse
me
commitment
to
improving
the
level
of
care
and
services.
It
provides
the
funding
sources.
Both
municipal
and
private
philanthropy
will
likely
be
willing
to
support
the
organization
and
its
goals.

The
commitment
of
the
city
appropriations
committee
and
the
City
Council
to
assist
in
securing
more
funding
for
general
operations
that
act
is
greatly
appreciated.
The
creation
of
the
advancement
subcommittee
would
also
go
very
long
way
toward
developing
and
maintaining
private
funding
sources
that
will
work
in
conjunction
to
provide
the
monies
necessary
to
improve
and
enhance
the
level
of
care
that
the
animals
have
actually
deserved.

I
can't
emphasize
more
highly
that
when
a
shelter
dog
gets
adopted,
it
leads
to
a
higher
level
of
quality
alike,
for
the
adopter,
as
well
as
the
as
well
as
the
dog
I
hope
to

YouTube

shows
our
most
famous
dog
Russ
and
his
new
mum
Kayla.
That
videos
means
saline,
I
have
a
1.5
million
people
and

made
it
around

different
countries,

my
home
country

happy

is
just
having

How
happy
is
his
new
mother
is
I,
don't
bring
any
special
expertise
at
the
table.
I
basically
have
no
experience
in
animal
welfare
other
than
just
going
over
to
act
and
running
a
couple
of
dogs,
but
I
do
like
to
read
the
websites
of
other
cities
in
the
Northeast
look
at
their
budgets
and
what
they
do
with
a
higher
level
of
funding.

Washington
DC
may
not
be
a
fair
comparison,
but
their
annual
budget
is
16
million
dollars
per
annum
between
the
two
nonprofits
to
take
care
of
Animal,
Care
and
Control.
A
fair
comparison
would
probably
be
Baltimore
which,
as
a
similar
tax
base,
almost
identical
poverty
levels.
They're
sheltered
barks
spends
$300
per
animal
per
year,
while
expends
one
hundred
and
eighty
two
dollars
per
animal,
and
even
that
act
has
several
responsibilities
that
barks
does
not.

So
if
you're,
comparing
strictly
similar
responsibilities,
Baltimore
spends
between
two
and
three
times
the
amount
that
expands
per
animal
on
a
resident
basis,
barks
screams,
48
percent,
more
per
resident
than
act
and
in
terms
of
square
footage.
I
think
someone
mentioned
act,
uses
19,000
square
feet
of
the
total
building
in
Philly.
The
Box
Building
is
22,000
square
feet
and
it
takes
between
half
to
two
thirds
of
the
daily
animals
that
Act
takes
effect
of
this
noticeable
when
looking
at
how
other
shelters
spend
their
higher
level
of
funding
to
be
clear.

Act
management,
never
shared
their
targeted
investment
priorities
with
for
new
funds
with
volunteers,
so
it's
very
likely
that
that
the
examples
I
give
it
I'm
giving
a
very
low
on
their
priority
list.
However,
these
examples
are
actually
what
other
shelters
do
when
they
have
wouldn't
have
more
funds.

Last
year,
brand-new
on
shelter
from
Chester
County
came
in
to
Philadelphia
and
had
the
funds
to
rent
the
Armory
in
Center
City
and
run
five
days
of
TV
and
radio
ad
to
promote
their
event
and,
with
these
ads
I
believe
led
to
the
hundreds
of
shelter,
dogs
and
cats
being
adopted
from
the
Brandywine
shelter.
The
Center
City
Graduate
Hospital
market
at
this
point
is
a
very
unsaturated
market,
with
lots
of
potential
I
believe
that
was
the
first
adoption
event
ever
held.

Where
was
TV
and
radio
ads
were
being
heavily
run
at
this
moment
in
time,
acts
could
never
even
dream
of
holding
such
an
event.
Also
in
Washington
Baltimore
New,
York
City,
each
of
their
shelters
have
roaming
adoption
vans
that
can
target
other
unsaturated
areas
in
areas
with
demonstrated
low
return
rates.
Both
Washington
and
Baltimore
adopt
two
hundred
dogs
a
year
from
their
vans
combined,
so
that
four
hundred
dogs
a
year
combined
for
both
for
both
the
Baltimore
and
DC,
but
together
have
less
than
the
total
population
of
Philadelphia.
G
In
contrast,
act
doesn't
have
the
funds
to
invest
in
large-scale
off-site
adoption,
events
with
large
scale
promotions
or
even
consider
an
adoption
van,
and
it
shows
the
number
of
dogs
adopted
from
act
each
year,
AXA
docks
most
of
its
dogs
to
people
who
live
in
a
10
unit
radius
from
this
facility.
Problems
of
this
are
twofold.
One,
after
years
are
adopting
to
that
market.
That
area
is
oversaturated
and
said
to
point
of
diminishing
marginal
returns.

Second,
the
area
where
active,
dots
most
of
its
dogs
to
simultaneously
is
also
the
area
with
the
city's
highest
return
rates,
not
an
optimal
situation.
This
is
not
the
fault
of
act,
adoption
staff,
many
times
they're
late
at
night
after
8
o'clock
and
I,
see
the
adoption
staff
working
well
past
8
p.m.
we'll
pass
the
a
finished
time
for
the
day
to
get
adoptions
done.

It's
simply
a
lack
of
resources
to
go
out
and
how
to
dog
dogs
adopted
in
fresh
markets,
a
significant
distance
away
from
headquarters
and
with
low
return
rates,
a
present
funding
levels,
act,
adoptions
are
dest
fixed
and
actually
to
be
honest
during
a
declining
phase
in
2016
388,
less
dogs
made
it
out
alive
and
in
2015
and
this
year
a
similar.
It's
a
slightly
lower
amount
of
dogs
for
the
first
three
months
have
made
it
out
compared
to
last
year
again
I'm,
not
blaming
the
staff
at
all.

For
this
again,
it's
just
simply
basically
act
can
only
adopt
a
dog
within
the
10
unit,
radius
of
their
building,
and
that's
it's
very
tough.
At
the
moment,
over
the
last
three
years,
due
to
the
decline
in
the
adoptions,
figures
may
put
more
pressure
on
the
small
mom-and-pop
rescue
organizations
to
take
an
unprecedented
amount
of
dogs.
The
percent
total
of
dogs
that
have
made
live
exit
over
the
last
three
years
that
small
rescue
organizations
have
taken
has
gone
from
49%
in
2015
to
52%
in
2016
to
56%
this
year.

This
compares
to
only
46
percent
in
New
York
City
and
to
23
percent
in
Baltimore.
This
rate
of
growth
is
obviously
unsustainable,
because,
if
there's
one
route
of
people
who
have
less
money
than
act,
it's
the
small
mom-and-pop
rescues
to
take
the
most
at
risk
dogs
from
act
in
the
topsy-turvy
world
of
animal
welfare.
The
dogs
that
need
the
most
resources
end
up
going
to
one
group
that
has
less
resources
than
act.
They
aren't
the
small
rescues,
donate
all
their
time
for
free
and
have
full-time
jobs
and
basically
have
to
raise
funds.

12
months
a
year,
they're
being
asked
to
take
more
dogs,
but
Act
gives
them
less
resources
at
the
same,
except
during
the
HVAC
project.
Act
hasn't
had
the
resources
to
spay
and
neuter
the
dogs
that
the
rescues
take,
forcing
the
rescues
to
pay
for
it
themselves.
If
that
had
a
higher
level
of
funding,
they
would
be
able
to
spay
and
neuter
the
dogs.

All
the
dog
that
rescues
take
and
that
would
save
each
small
rescue
four
to
five
thousand
dollars
a
year,
a
significant
thumb
which
they
could
reinvest
to
care
for
the
dogs
they
take
until
they
are
adopted
in
terms
of
the
facility
itself.
I
just
like
to
make
one
comment
and
I
think
another
volunteer
from
act
also
wrote
about
this
in
their
testimony.
When
an
owner
surrender
a
dog
comes
in
to
act,
the
shelter
is
a
very,
very
frightening
environment.

At
the
moment,
hundreds
of
these
dogs
are
just
too
frightened
to
be
handled
and,
unfortunately,
act
euthanize
of
them
in
New
York.
They
have
separate
rooms
for
owner
surrenders
to
de-stress
before
entering
the
general
population
before
I.
Take
my
seat
I'd
like
to
offer
one
criticism
of
act
when
the
dog
fails
their
evaluation
and
don't
make
it
into
the
adoption
kennels
due
to
not
having
enough
promotional
staff
act,
has
to
pick
and
choose
which
dogs
promote
to
rescue
organizations
and
which
ones
to
select
for
euthanasia.

The
volunteers
are
ready,
willing
and
able
to
take
on
the
responsibility
of
promoting
those
dogs
in
the
second
group
by
ourselves,
in
fact,
would
simply
give
those
dogs
a
couple
of
hours
to
exit
when
there
are
kennels
open
to
be
clear
when
a
dog
gets
the
full
promotional
treatment
from
AK
star
volunteers
and
the
37,000
people
who
follow
the
Facebook
pages,
Philly
agents
and
Dawn
Timoney
that
promotes
these
dogs.
90%
of
those
dogs
make
it
out
alive.

people

the
volunteers

every
day

actually
providing
money
to

disconnect

sense

really
look

things
again
on.

people
earlier
mentioned
the
new
kill,
shelter,

a
new
filled.
Shelter
also
has

power

put

cat
down
based
on
their
medical
needs
or
their
behavior.

is
making
that
decision
right
now
that
who
is
qualified
to
make
that
decision,
and
is
that
being
documented?

things

are

on

yet
are
not
being

looked
at,
and
today,
every
more
every
person
that
came
up
on
this
panel
was
more
interested
in
having
space
for
an
office
instead
of
talking
about
adding
kennels

help

look
at
actually
their
website
right
now,
they're
actually
looking
at
having
less
kennel
space
because
they
feel
like
adopters
are
being
overwhelmed
when
they
come
in.
When
there's
too
many
dogs
and
cats
available.
How
is
that
being
a
shelter
and
saving
life?

something

urge
you
to
look
at
those

release
rates
or
owners,
surrender
is
being

as
numbers

animals
that
are
being
killed.
If

your
dog
to
act
today
and
said,

them
anymore,
that
dog
has

That
dog
could
be
put
down
as
they
come
in
it

number
being

Where
are
those
dogs
being
accounted
for?

so
many
things
right
now
there
are
so
much
more
important
than
you
putting
money
into
adding
office
space
for
people
that
work
there.
The
quality
of
the
education
for
those
individuals
that
work
there
and
again
there's
a
lot
of
people
there
that
are
trying
to
do
the
right
thing.
But
what
is
the
quality
of
you
know
what
the
administration
is
providing
right
now
that
and
again
I
urge
you
to
really
investigate
this
and
I
apologize.

know
this

for

no
funding
for
additional
space,
but

almost
feel
like.

were

handing
dogs

people

those

libraries
look
better

are
those
numbers
coming
from,

yet
no
one
is
getting
an
answer,
I'm
just
baffled
at
how
this
is
being.

at
farther

am

the

to
make

happy

sad-

not
about
happy

quality

efficiency.

an
ethical
decision
being
made
there
and
it's
just
again
I'm
going
to
ask
you
to
not
fund
any
more
money
to
act
unless
things
are
changed
and
done
correctly.

money

fight

increased
funding
I
want
to
make
sure
that
it

being
funded
efficiently
and
smart
weathered
interpretation.

said

I
just
kind
of
make
it

simple

matter

shouldn't

be
meeting

because
of
funding
and
in
this
space,

think

encouraged

commitment

administration

reinstate

re-engage.

the
