budget
director
for
the
city
of
Philadelphia.
Joining
me
at
the
table
is
Sarah
de
Wolfe,

is
deputy
budget
director
I
appear
before
you
today
to
offer
testimony
on
build
number
one:
nine
zero,
three
one
four,
which
provides
for
a
transfer
from
within
the
general
fund
and
from
the
grants
revenue
fund
to
the
general
fund
and
the
special
gasoline
tax
fund.

This
ordinance
is
needed
to
transfer
appropriations
to
various
city
agencies
to
adjust
other
areas
where
friends
are
being
realigned
or
shortages
have
occurred
in
the
general
fund.
The
areas
to
be
addressed
by
the
transfer
of
appropriations
in
to
and
within
the
general
fund,
by
this
ordinance
of
the
following
three
hundred
and
twenty
five
thousand
dollars
to
the
council
for
increased
contracting
and
advertising
costs.
In
addition
to
technology
upgrades,
this
amount
is
fully
offset
by
an
internal
transfer
of
$325,000,
one
hundred
and
fifty
six
thousand
eight
hundred
and
ninety
one
dollars
to
the
managing
directors
office.

realignment
of
the
opioid
response
initiative,
a
municipal
ID
program.
This
amount
is
fully
offset
by
an
internal
one
hundred
and
fifty
six
thousand
eight
hundred
and
ninety
one
dollars.
Four
hundred
and
ninety
eight
thousand
five
hundred
and
fifty
five
dollars
to
the
Managing
Directors
office
legal
services
to
address
defender,
Association
pay,
parity
with
other
city
agencies,

thousand
five
hundred
dollars
to
the
office
of
fleet
management
for
the
repair
of
specialized
fire
vehicles.

point:
five
million
dollars;
one
thousand

point:
five
million

thousand
dollars
to
the
city,
commissioner,
for
the
procurement
and
preparation
of
electronic
poll
books
and
voting
machine
printers,
three
hundred
thousand
to
the
Director
of
Finance
for
a
payment
to
the
capital
budget.
Four
point:
nine
million
to
the
Director
of
Finance
for
a
contribution
to
the
School
District
of
Philadelphia
originating
from
a
grant
from
the
Commonwealth
in
the
special
gas
tax.

point:
four
million
dollars
to
the
streets
Department
for
the
purchase
of
additional
street
sweeper
vehicles.

You
looking
at
the
latest
quarterly
city,
manager's
report,
so
yeah.
Our
latest
fund
balance
show
that
we
are
going
to
end
f119
and
two
hundred
and
eighty
two
point,
eight
million,
which
is
above
projection
from
the
fall.
So
in
the
yes
adopted
budget,
it
is
about
a
hundred
million
dollars
above
the
adult.

You'll
see
it,
that's
that's
why
I
offer
imbalance
is
significantly
higher.
Part
of
that
is
that
was
a
continuation
from
a
higher
fund
balance
than
FY
18,
where
our
revenues
also
ended
a
little
higher,
and
so
some
of
that
is
a
growth
rate
from
a
higher
base
that
we
assumed
in
the
prior
quarters.
If
you'd
looked
at
the
quarterly
city,
manager's
report
from
the
prior
quarters
we'd
also
recognize
some
of
that.

The
biggest
change
in
this
quarter
is
actually
related
to
our
business
income
and
receipts
tax,
where
we're
seeing
large
receipts
have
year-to-date
above
where
we
projected,
based
on
conversations
with
our
outside
economic
forecasting
consultant
and
in
conversations
with
other
states.
We're
assuming
at
this
point
that
that
businesses
seem
to
be
overestimating
their
their
receipts
and
that's
what
we're
seeing
this,
this
higher
amount
and
it
may
write
itself
next
fiscal
year.
So,
although
we're
seeing
kind
of
a
strong
FY
19,
we
might
see
some
weakness
in
Beart
in
FY
22.

me
just
add
that,
as
we
finalize
this
budget,
we
are
aware
that
there
are
some
priorities
that
council
will
work
with
the
administration,
and
the
administration
has
committed
to
work
with
us
and
some
of
the
priority
areas
around
criminal
justice
and
some
of
the
other
investments
that
we'd
like
to
see.
So
we're
all
pleased
that
we
have
a
fund
balance
because
there's
more
to
do.
