190438 An Ordinance authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to convey to the Philadelphia Authority for Industrial Development (PAID) properties located at 4910 Botanic Avenue, 5014 Grays Avenue, 5027 Grays Avenue, and 2639 South 58th Street, and further authorizing PAID to reconvey a portion of the property at 4910 Botanic Avenue to the City of Philadelphia, all under and subject to the terms and conditions of the Philadelphia Industrial and Commercial Development Agreement among the City, PAID, and the Philadelphia Industrial Development Corporation (PIDC).

commerce
and
economic
development.
The
purpose
of
this
public
hearing
is
to
hear
testimony
on
bill
number
one:
nine
zero,
four
three
eight
recognizing
the
presence
of
a
quorum
with
Councilman
Colin
burger
council
in
the
Parker
myself,
Councilwoman,
Blackwell
and
I-
saw
president
Clark
chambers
for
the
record.

bill.
The
only
questions
I've
been
asked
with
regard
to
this
bill
is:
how
will
these
properties
recently
as
this
morning
is?
How
will
these
property
be
used?
I,
don't
know
if
decisions
have
been
made
for
all
of
it,
but
certainly
we
ask
anyone
who
has
any
information
about
it
to
testify
in
that
regard
when
they
make
their
testimony.

the

my
name,
is

the
senior
vice
president
for
real
estate
services
at
P.
Idc
I,
am
here
to
testify,
on
behalf
of
support
of
bill,
a
number
one,
nine
four
one,
one:
nine
zero.
Four
three
eight.
As
noted
this
bill
authorizes
paid
to
acquire
four
parcels:
totaling
approximately
ten
point:
seven
acres
in
Southwest
Philadelphia,
phenomenal
consideration.

In
recent
years,
PA
DC
has
been
assembling
industrial
land
in
Southwest
Philadelphia
along
this
Google
River
in
2013,
the
Philadelphia
City
City
Planning
Commission,
adopted
the
lower
Schuylkill
master
plan
to
guide
the
redevelopment
of
this
area
into
a
modern
industrial
district.
Since
then,
paid
has
acquired,
cleared
and
cleaned
up
more
than
40
acres
of
contaminated
industrial
land,
to
attract
private
investment
and
development
and
create
quality
job
opportunities
for
Philadelphians.
In
accordance
with
recommendations
of
the
master
plan.

One
of
the
master
plan
recommendations
is
to
assemble
and
prepare
sites
to
support
investment
and
development
paid
seeks
to
acquire
the
four
city-owned
properties
located
at
4910
Botanic
Avenue,
a
portion
of
5014
Grays,
Avenue,
50:27,
Gray's,
Avenue
and
26:39
south
58th
Street.
As
part
of
that
effort,
based
on
the
historical
use
of
these
sites
and
environmental
conditions
on
nearby
parcels
that
we
own
all
are
expected
to
have
substantial
levels
of
contamination,
we've
identified,
federal
and
state
funding
sources
that
will
unable
paid
to
address
any
anticipated
environmental
contamination.

However,
per
the
terms
conditions
of
those
grant,
programs
paid
must
hold
title
to
sites
at
the
time.
The
grant
applications
are
submitted
to
these
funding
sources
to
be
eligible
for
fun,
and
it
would
note
that
we've
had
success
with
this.
In
the
past,
we
own
properties,
both
north
and
south,
of
Barton's
garden
and
the
vicinity
of
these
sites,
some
which
will
be
assembled
into
these
development
sites
and
we've
we've
received
three
separate
industrial
sites
to
reuse
program
grants
and
US
EPA
brownfield
cleanup
grants
totaling
close
to
five
million
dollars
to
clean
up
the
sites
here.

The
history
and
use
of
these
sites
has
has
long
been
industrial,
mostly
heavy
industrial
related
to
the
presence
of
the
petroleum
refining
industry
in
this
area
and
the
sites
that
we
have
acquired
and
cleaned
up
had
extensive
contact
with
petroleum
contamination.
Some
of
these
sites
are
contiguous
with
those,
and
we
anticipate
to
experience
that
level
of
contamination
and
cleanup
again
once
acquired.

Pardon
me
we're
proposing
to
acquire
the
sites
at
nominal
consideration,
as
our
experience
with
the
cost
of
cleanup,
is
that
they
would
exceed
the
value
of
the
properties
paid
will
once
acquired.
Pay
will
include
these
sites
into
the
industrial
and
commercial
revolving
fund,
which
we
used
a
market
and
managed
industrial
sites
throughout
the
city.

These
sites
are
immediately
about
less
than
a
mile
south
of
the
research
institutions
and
university
city
and
there's
a
board
meeting
an
extraordinary
level
of
demand
for
cell
and
gene
production
facilities,
and
we've
had
some
early
indications
that
these
sites
may
be
attractive
for
that
type
of
use.
So
that's
that's
what
we
know
at
this
point
and
that's
sort
of
our
thoughts
as
the
way
it
would
occur.
I'm
happy
to
answer
any
questions
you
may
have
so.

is
not
very
close
to
Hinds,
so
this
is
located
in
an
area.
That's
it's
a
little
bit
south
of
the
Grays
very
Avenue
Bridge.
If
you're
familiar
with
that
on
the
western
side
of
the
river,
and
all
of
it
is
north
of
the
pass
young
calves
new
bridge,
so
the
southern
edge
is
58th
Street
that
we
would
look
to
acquire
here
and
so.

Want
to
acquire
them
and
clean
them
up
and
then
position
them
to
support
investment
and
development
in
accordance
with
the
the
master
plan
for
the
Lower
School,
which
calls
for
this
area
become
a
modern
industrial
district,
and
we
found
that,
given
the
level
of
contamination
of
sites,
it's
an
it's
a
pretty
high
cost
and
it's
a
stumbling
block
to
attract
investment
and
development.
And
if
we
can
have
these
sites
cleaned,
then
we
can
actually
have.
We
can
have
a
productive
conversation
with
with
companies
that
would
develop
or
lease
space
in
them
who.

Now
three
of
the
sites
are
used
by
the
streets
department,
one
of
which
the
streets
department
is
in
the
process
of
vacating.
That's
the
piece
along
botanic
Avenue
and
once
the
streets
apartment
is
vacated
from
that
site,
we
would
we
would
come.
We
would
have
complete
the
acquisition,
secure
the
grant
funds
and
clean
that
property.

quick
question:
I
believe
it
leaked
quite
hopefully
and
I'm
delighted
to
hear
this
one
point:
two
additional
acres
of
park:
space
I.
Think
it's
fantastic.
My
question
to
you
is:
how
quickly
will
that
be
deeded
over
to
the
city
park
or,
however,
you
want
to
work
that
it'll.

Depend
a
whether
or
not
we're
successful
with
this
round
of
grant
funding
with
with
the
state
and
the
the
federal
government.
That
said,
we've
had
a
very
good
track
record,
with
both
EPA
and
at
the
state
level,
the
Department
of
Environmental
Protection
and
the
Department
of
Community
and
Economic
Development.
In
fact,
we
took
the
chair,
sorry,
the
Commissioner
of
DCED
on
a
site
tour
in
this
area
next
week,
and
he
was
very
enthusiastic
about
the
work
that
that
is
has
gone
on
today.
So
that's
not
a
guarantee.

No,
but
but
we've
had
a
good
track
record.
We
have
good
way
of
in-house
capability
to
acquire
these
sites
to
to
clean
them
up
and
then
reposition
them
and
I.
Think
not
every
economic
development
agency
in
the
state
sort
of
has
that
track
record.
So
our
ability
to
tell
the
state
and
federal
folks
that
if
you
give
us
this
money,
we
will
clean
it
up
and
put
it
back
into
productive
use.

the
grant
cycle
being
what
it
is
where
we're
gonna
apply
in
the
late
summer,
early
fall,
I
have
to
confess
I,
don't
know
when
they
make
those
announcements,
but
the
work
will
take
a
little
while
that's
our
but
but
I
think.
The
certainty
is
that
once
we
we
have
it
and
we
only
apply
for
the
grant
funds
that
receive
them.
It's
just
a
matter
of
completing
the
work,
completing
a
subdivision
and
turning
it
back
to
city.

plan
is
to
create
a
space
that
will
support
advanced
manufacturing,
so,
whether
that's
a
light
assembly
of
mcquigg
we're
more
likely
takes
advantage
of
the
amount
of
research,
that's
generating
new
commercial
enterprises
all
the
time
at
a
place
like
Penn
evasion,
works
for
the
cell
and
gene
therapy
facility,
so
we're
looking
as
a
model
for
some
of
the
facilities
that
are
at
the
Navy
Yard
right
now.
Companies
like
adapt
immune,
Russia,
AB,
Tech
or
the
company.
It
was
recently
announced.

my
two
cents,
what
it's
worth,
because
the
University
of
Penn
is
so
into
cell
therapy,
the
more
we
could
do
in
that
area.
That's
a
future
growth
for
the
city
and
they
made
a
commitment,
I
think
opened
45
new
cell
therapy
companies
in
Philadelphia
the
next
you
know
about
those
three
years,
we'd.

of
the
things
you
know,
PID
C
does
a
great
job
in
terms
of
their
error,
responsibility,
city
and
far
as
adjust
recites.
But
the
thing
that
they're
lacking
on,
in
my
opinion,
is
the
transparency
to
find
out.
What's

on,
just
listen
to
the
testimony
of
mr.
Davao
believe
he
said,
the
question
was
about
50
14,
Gray's
and
I'm,
not
sure
Councilwoman,
but
isn't
that
the
trash
place
over
there
at
50
14
great.

In
waste
management
right,
but
it's
actually
under
this-
is
that
under
the
city,
waste
management
site
or
waste
management,
the
corporation
because
it
was
under
the
city
at
50,
14
grades,
I,
know
there's
another
waste
management
site
on
on
Gray's
Avenue.
But
on
grace
ferry,
we're
gracious,
very
bridges
is
waste
management
site,
but
with
50
14
grades
Avenue,
that's
the
city's
site,
that's
the
city's
trash
site,
I
believe
and
then
in
guards
to
where
how
far
people
live,
watching
Gardens
we're
watching
gardens
with
PHA
just
1,500
people
there.

know,
because
we're
involved
in
the
study
that
they're
doing
now
on
relocating
Bartram
Gardens
thanks
miss
Blackwell,
but
one
of
the
things
is
that
so
those
people
live
there
and
once
this
once
Bartram
Gardens
is
redevelop.
More
people
will
live
there.
When
you
look
further
south
for
Bartram
Gardens,
there's
a
whole
city
block
of
people
that
live
there
and
in
19143
there's
69
thousand
people
that
live
there
and
I
think
my
opinion
is
we
at
least
have
a
right
to
know.

What's
going
on
but
I
before
the
hearing
I
spoke
to
their
consultant
who's
from
P
IDC,
mr.
degen
and
he's
always,
as
you
know,
very
informative,
and
he
shed
some
light
on
some
things
on
what
was
going
to
happen.
And
since
this
sensor
talk
is
about
the
future
and
it's
almost
a
year
or
two
years
from
now.

So
thanks
for
the
lesson,
but
at
the
end
of
the
day,
so
in
the
future
they're
going
to
be
selling
something-
that's
thirty
million
dollars.
So
my
question
was:
when
they
parcel
these
up
and
sell
it,
will
they
be
an
economic
opportunity
plan
required
when
I
asked
a
consultant?
He
wasn't
sure
if
that
had
to
come
back
to
this
committee
when
they
parcel
this
up
or
if
it's
something
that
they
would
do
in-house
and
I
know.
From
my
experience
in
dealing
looking
at
economic
opportunity
plans
API
DC.

Typically,
they
asked
for
a
lot
of
waivers
when
they
do
subcontract
work.
So
I
just
wanted
to
ask
this
committee
to
at
least
amend
this
so
when
they
parcel
this
up
in
the
future,
and
we
look
at
those
dollar
values
that
they'll
be
coming
back.
Do
people
and
one
of
the
things
that
the
consult
and
share
with
me
was
that
one
of
some
of
the
parcel
was
going
to
go
to
the
school
a
school
a
charter
school
over
there.

Certainly,
if
that
they
convey
that
to
the
school,
we
need
to
make
sure
there's
a
oh
people
and
then,
in
regards
to
Bartram
Gardens
Botanical,
Gardens,
Bartram,
village
Bartram,
the
apartments
from
PHA
PHA
is
was
doing
some
consulting
with
wrt
on
how
they
were
going
to
reconfigure
that
entranceway.
So
at
least,
we
would
hope
that
PID
si
is
talking
to
PHA,
so
they
can
be
on
the
same
Accord
on
how
they
want
it,
because
they're
redeveloping
and
we
just
need
to
come
at
the
same
table.

agree
with
all
that
you
have
said,
and
we
know
of
Southwest
district
services
interests
in
that
area,
and
they
are
the
RCO
in
that
area.
So
we
will
ask
the
IDC
to
keep
us
informed
and
to
make
sure
that
whatever
the
future
plans
are
for
these
properties
that
they
come
back
to
us
and
make
sure
that
inclusion
and
all
other
information
that
can
be
come
back
to
this
committee
and
to
us
as
the
district
council
person.

Fourteen
Gray's
Avenue
is
in
fact
the
city
streets
Department
facility.
Our
intention
for
that
site
is
to
only
acquire
a
portion
of
it
if
you've
been
down
at
the
site.
There's
a
portion
at
the
corner
of
51st
and
Gray's
Avenue.
That
looks
like
it's
a
former
incinerator
building
it's
a
pretty
poor
level
of
repair
and
is
not
used
by
the
streets
department
in
any
active
way.

Acquiring
them
from
the
city
for
for
PID
C,
we
would,
as
I
said
before,
we
would
clean
them
up
and
make
them
available
for
development
in
the
private
market
and
just
to
address
some
of
the
other
kinds
of
points
that
came
up.
We're
we're
very
active
with
the
PHA
Bartram
village
choice.
Neighborhoods
planning
grant
in
fact,
I'm
co-chair
of
the
neighborhood
task
force
for
that
that
grant,
and
we
working
very
closely
with
PHA
and
the
community
to
help
look
for
visions
to
have
the
quality
of
redevelopment
of
that
site
going
for
it.

So
we're
our
plan
is
very
much
aligned
with
them.
We
want
we
work
in
conjunction
with
PHA,
so
that
what
we're
looking
to
do
on
the
sites
that
we
own
along
the
river
are
compatible.
Our
hope
is
that,
at
some
point,
when
the
development
comes
in,
that
we
have
addressed
a
community
need,
that's
come
up
regarding
job
training
to
try
to
connect
people
in
the
neighborhoods
in
southwest
with
the
opportunities
that
we
hope
are
going
to
emerge
for
the
sites
along
the
river.
So.

think
the
spirit
of
the
comments
that
were
given
and
when
I
heard
echoed
by
the
Councilwoman,
is
that,
upon
final
passage,
we
want
to
see
wording
that
can
be
amended
into
this
deed
transfer.
That
requires
the
PID
C
to
come
back
and
show
the
EOP
plan
okay,
and
what
the
benefits
will
be
based
on
the
delivering
of
that
property.

properties
we're
proposing
to
take
into
what
we
call
our
industrial
and
commercial
revolving
fund
and
as
a
condition
of
our
sale
of
property
out
of
that
fund
ever
project,
has
to
have
an
economic
opportunity
plan.

projects
here

private
party
would
have
an
economic
opportunity
plan
and.

looks

dump
site.

we

want

want

sure
they
know
what's
happening
in
the
future

area

there
doesn't
need
all
the
help
it
can

role

the
intent
was
on
that
site.

site

there

view

city
and

set

levels.

imagine
what
the
reviews
are
if
you
put
up
a
building,
so
that's
going
to
be
my
opinion.

good
site
to
put
for
them
to
get
to
sell.
But
the
point
about
the
EOP
plans
is
that
the
quote,
even
though
Oh
EO
is
a
part
of
the
city.
The
Council
of
this
council
has
had
a
standard
history
that
when
you
pass
something
that's
going
to
be
sold
or
something
that
the
EOP
plan
be
attached
to
the
bill
at
that
time
and
since
we're
forward-looking
in
the
future,
I'm
just
asking
this
committee
to
not
give
your
power
to
assume
that
it
is
delegated
oil,
but
to
have
them
present.

has

that
there
