The Committee on Finance of the Council of the City of Philadelphia will hold a Public Hearing on Thursday, May 9, 2019, at 9:00 AM, in Room 400, City Hall, to hear testimony on the following item:
190353 An Ordinance authorizing the City of Philadelphia Department of Public Health, on behalf of the City, to enter into an intergovernmental agreement with the Commonwealth of Pennsylvania, Department of Human Services, whereby additional funds could be made available to City Federally Qualified Health Centers, under certain terms and conditions.

members,
my
name
is
dr.:
Tom
Farley
and
I
serve
as
health.
Commissioner
joining
me
today
is
Sammy
Jerrod,
the
chief
operating
officer
for
the
Health
Department
I'm,
pleased
to
say
a
few
words
about
my
support
for
bill
number:
one:
nine,
zero,
three
five:
three:
the
purpose
of
this
ordinance
is
authorized.
Philadelphia's,
Department
of
Public
Health
to
enter
into
a
multi-year
alternative
payment
agreement
with
the
Commonwealth
of
Pennsylvania
from
2019
to
2024.

Currently,
the
city
philadelphia
spends
funds
to
provide
medical
care
for
uninsured
patients
at
its
eighth
health
centers.
This
payment
agreement
will
enable
the
commonwealth
to
draw
down
federal,
medicaid
funds
to
match
these
expenditures.
These
matching
funds
will
then
be
provided
to
philadelphia
and
higher
payment
rates
for
services
provided
at
the
city's
eight
health
centers
to
cover
existing
costs.
As
you
know,
medicaid
is
the
program
that
provides
health
insurance
to
people
with
low
or
no
income.
Revenue
from
the
federal
medicaid
matching
funds
is
built
in
to
Mayor
Candy's
fiscal
year.

Twenty
twenty
to
twenty-four
five-year
budget
plan
which
council
has
before
it
for
consideration
in
which
the
Department
of
Public
Health
testified
about
on
April
23rd.
This
new
payment
agreement
requires
federal
authorization
from
the
fetta
from
the
Centers
for
Medicare,
Medicaid,
Services
or
CMS,
which
the
state
will
submit
for
federal
approval
in
the
coming
months.
It
has
already
gained
the
approval
of
the
Commonwealth,
if
approved
by
CMS.

This
new
payment
agreement
would
operate
similarly
to
how
the
Department
of
Public
Health
draws
down
additional
Medicaid
dollars
for
the
nursing
home
and
through
the
Philadelphia
Hospital
assessment,
because
the
Commonwealth
and
CMS
typically
approved
changes
to
Medicaid
payment
methodologies
in
multiple
years.
The
agreement
needs
to
have
a
term
of
three
years
renewable
up
to
a
five-year
maximum
and
is
therefore
subject
to
approval
of
City
Council.
