the
Department

Commerce
I'm
here
this
morning
this
afternoon,
to
offer
testimony
in
support
of
bill
one
nine
zero,
eight
four
eight,
which
would
authorize
the
city
of
Philadelphia
to
apply
to
the
Commonwealth
of
Pennsylvania
for
Keystone
opportunities.
Own
benefit,
extensions
for
several
key
parcels.

The
Keystone
opportunity
zone
or
Koz
program
is
an
economic
development
program
created
by
the
Commonwealth
to
stimulate
investment
and
employ
growth
on
vacant
or
underutilized
properties.
Business
is
located
on
these
specifically
designated
geographically
defined.
Koz
zones
are
authorized
to
apply
for
state
and
local
tax
credits,
exemptions
and
tax
abatements
for
term
of
up
to
ten
years.
The
Koz
program
allows
the
city
to
spur
economic
development
and
attract
businesses
that
may
not
otherwise
choose
to
develop
or
locate
in
Philadelphia.

The
Koz
program
has
been
critical:
a
critical
tool
to
the
seize
economic
development
toolkit,
helping
to
offset
the
high
cost
of
development
in
Philadelphia
and
attracting
hundreds
of
millions
of
dollars
in
private
investment
and
generating
more
than
ten
thousand
local
jobs
in
our
city.
In
fact,
much
of
the
development
in
Philadelphia
has
been
has
seen
in
the
past
20
years
from
the
Navy
Yard
to
West
Philadelphia
to
the
greater
North
East
was
incentivized
in
part
by
the
Koz
program.

The
legislation
before
you
today,
co-sponsored
by
councilmembers,
Blackwell
and
Willa,
will
allow
the
city
to
apply
to
the
Commonwealth
for
ten
years
of
Koz
benefits
for
several
key
development
sites
upon
occupancy
by
a
business.
These
parcels
were
previously
authorized
by
City,
Council
and
approved
by
the
state
for
Koz
designation,
but
due
to
the
way
this
program
is
structured,
the
tenure
clock
is
already
running,
even
though
the
developers
had
not
been
able
to
secure
commitments
from
other
from
anchor
tenants
needed
to
allow
construction
to
proceed.

The
parcels
included
in
this
bill,
initiated
by
the
ten-year
period
January
1st
2019
key
leases,
must
be
negotiated
before
a
project
can
be
designated
and
constructed
a
process
that
can
take
several
years.
As
a
result,
tenants
could
end
up
with
keep
Koz
benefits
closer
to
five
years
without
any
extension
in
place
by
allowing
the
tenure
Koz
benefits
to
restart
when
construction
is
completed.
Tenants
are
more
motivated
to
sign
long
term
leases,
enabling
and
developers
to
obtain
construction
financing,
as
with
previous
rounds
of
K,
is
the
extensions
and
designations.

The
pilot
is
adjusted
annually,
based
on
the
prior
year's
assessment
that
pilot
payment
will
be
allocated
to
the
school
district
and
the
general
fund
in
the
same
proportion
as
real
estate
tax
revenues,
in
addition
to
the
110
percent
pilot
and
the
long-term
revenues
that
come
with
the
development
of
these
sites,
all
of
which
has
to
Advaita
nor
abandoned
for
decades.
The
city
will
seek
apprenticeship
and
workforce
opportunity
plans
for
all
projects
seeking
Koz
benefits.
The
Koz
program
provides
a
unique
opportunity
to
leverage
educational
and
workforce
development
opportunity
opportunity
for
all
philadelphians,
especially
our
youth.

For
example,
the
Science
Center
in
West
Philadelphia
contributes
900
thousand
dollars
per
year
to
a
stem
youth
program
called
first
hand.
This
innovative
program
has
engaged
more
than
2,500
youth
from
12
underserved
schools
in
the
past
five
years
and
offers
an
immersive
hands-on
laboratory
based
learning
experience
that
exposes
students
to
21st
century
careers
in
stem.
The
city
remains
committed
to
working
with
Koz
developers
and
businesses
to
ensure
that
we
create
meaningful
opportunities
for
underserved
Philadelphians,
whether
that
is
through
the
career
connected
learning
model,
the
employers
of
choice
campaign
or
privately
developed
initiatives.

the
first
hand,
program,
Keystone
opportunities
owns,
play
a
vital
role
in
the
continued
economic
development
of
Philadelphia
and
are
key
to
creating
a
new
jet,
creating
new
jobs
for
our
residents
and
opportunities

youth.

Delaware
station
in
the
former
Pico
power
plant,
your
right
just
Northup
entry
park
right
on
the
waterfront
it
has
been
closed
down
as
a
power
plant
has
not
been
operational
for
probably
25
years.
It's
a
site,
that's
very
challenged
because,
because
of
the
previous
use,
has
some
significant
environmental
issues,
asbestos,
PCBs
and
other
things,
it's
also
a
site
that
is
within
the
hundred
year.
Flood
plain.
So
it's
got
lots
of
third
development
challenges
associated
with
reuse,
adding
it
to
the
Koz
program
allows
develop.

Tesoro
offset
some
of
the
extraordinary
development
costs
to
make
the
renovations
necessary
to
put
that
property
back
into
a
usable
form,
and
they
have,
in
that
particular
case,
identified
a
potential
anchor
tenant
ready
to
sort
of
move
into
that
site.

that,
if
that
tenant
can
receive
ten
years
of
chaos,
ebenefits.

cap

we've
ever
served
come
close
to
meeting

referring
to

Each
time
we
serve
a
new
round

Koz
is
open
by
the
state,
and
that's
not
what
this

allow
for
a
new
zone

sub

acres
in

never
come
close
to

the
refunding
from
time
to
time
of
all
current
outstanding
general
obligation,
bonds
on
a
tax-exempt
or
taxable
basis.

This

give
the
city
treasurer's
office
the
timely
abilities
respondents
of
up
to
1.5
billion
of
bond
maturities
that
were
previously
issue
with
city
council
approval
between
2009
and
2008,
and
the
rest
of
my
testimony
just
highlights
some
of
the
positives
on
on
an
upcoming
refunded
and
I'll.
Take
any

there
are

short
period
of
time,

the
next

For
our
general
obligation,
we
are
actually
going
to
go
to
market
in
January
and
we'll
see
about
you,
know
two
and
a
half
million
in
savings
in
year.
One
you

between
year,

year,
three
and
then
that
dropped
down
to
about
600,000.
You
know
I'm
moving
forward
and
we
don't
on
next
called
date
is
until
2024,
so
we
are
likely
not
going
to
issue
bonds
until
we
get
closer
to
that
call
date,
because
it
would
be
otherwise
inefficient
to
issue
bonds.

I
could
give
you
a
number
in
terms
of
the
available
refunding
opportunities
out
there,
but
that
doesn't
mean
we
would
actually
pull
the
trigger
on
the
refunding
opportunities
because
they're
for
a
number
of
different
reasons.
There
might
be
in
the
city's
best
interest
to
wait
because
we'll
save
more
money
over
the
life
of
the
loan,
then
they'll
refund
those
bonds
in
the
short
term.
But.

That's
just
for
their
general
obligation,
so
that's
just
for
a
small
portion
of
our
investment,
our
total
outstanding
debt.
So
if
we
were
bringing
gas,
water,
Airport
and
our
city
service
agreement,
certainly
that
number
would
go
up
and
currently
we
are
looking
to
do
a
water
transaction.
That's
a
reason.

fill
the
net
person,
value
of
savings
on
the
water
Dale
is
somewhere
around
10
million
our
PGW
deal,
which
is
about
60
or
70
million
in
par.
You
know
we
could
save
about
an
additional
10
million,
but
that's
over
the
life
of
the
loan,
and
then
we
have
some
of
our
service
agreements
that
are
not
close
to
a
court
date.
Yet
so
it's
unlikely
we'd
be
pulling
the
trigger
on
any
more
of
those
transactions
in
the
short
period
of
time.
So.

five-year
lookout
as
to
your
best
estimates
as
to
what
is
refinance
about
what
the
savings
would
be
per
year
and
over
the
life
of
the
loan?

we
have
some
idea
where
we're
heading

we've
actually
spoken

recently,

spoke

LA

product,

we're

remember
we're
coming
from
the
place
where
we
don't
have
this
technology
period
to
a
place
where
we
will
have
a
technology
to
help
us
be
a
lot
more
efficient
than
we've
been
historically
until
FIF
comes
sort
of
highly
regarded.

to
help
us
do

been
mostly
a
manual
process,
including

century
relative
to
finding
technical
tools

us

efficiently
manage

city's
investments
and
and
our
dollars,
and
just
also
want
to
commend
your
leadership
in
in
your
team,
for
ensuring,
with
this
FIS
and
Ben
guard
and
I'm,
happy
to
hear
that
they
worked
in
cities
much
larger
than
the
city
of
Philadelphia
and
and
that
they
will
be
efficient
and
effective.

companies.
Well,
they
have
a
number
one
of
the
counties.
We
did
other
organizations
we
spoke
to
with
la-tso
Ellie's,
currently
used
the
mist
technology
and
I
had
an
opportunity
to
speak
with
them.
I
believe
I
also
spoke
to
a
municipality
in
North
Carolina
and
that's
also
used
in
this
technology.
So
so
they're
they're,
pretty
big
player
in
the
marketplace
and.

And
if
they
are
software
as
a
solution,
so
it's
a
system
that's
already
built.
So
we've
had
an
opportunity
to
review
the
system
a
number
of
occasions,
mental
and
and
not
just
demonstrations,
but
we
actually
had
an
opportunity
to
sit
with
them
a
number
of
times
through
this
entire
selection
process.
And
so
again
we
didn't
RFI
for
a
number
of
providers
and
we
didn't
RFP
until
fill
that
process.
They
they
emerge.
You
know
from
a
price
and
a
value
perspective
to
be
to
be
the
top
contender.
So.

go
to
other
questions,
the
cost
of
the
system
I'm
reading
in
the
bill,
it
says
the
initial
cost
is
2
and
$80,000
I
guess
to
set
it
up,
and
it
says
the
cost
annually
is
from
110
to
200
thousand.
That
is
correct,
so
I'm
trying
to
understand
the
math,
because
it
says
it's
going
to
cost
us
4
million.

We're
not
actually
asking
for
4
million,
that's
a
not-to-exceed
number
in
an
event,
and
this
is
a
10-year
contract.
Three
years
from
now,
we
decide
that
we've
brought
on
some
other
technologies
and
this
will
provide
a
significant
amount
of
efficiency
and
we
wanted
to
upgrade
the
system
two
or
more,
a
better
system
so,
for
instance,
the
four
billion
dollars
that
we
invest.
We
invest
through
investment
managers
and
there's
a
cost
to
invest
to
investment
managers,
as
you
can
imagine
so.

does
give
us
the
ability
this
system,
if
we
want
to
end
s
the
money
ourselves,
because
essentially
we're
invest
in
high-quality,
fixed
income
as
short
durations,
and
so
if
we
wanted
to
invest
the
money
internally
ourselves
and
we
felt
we
had
that
capacity,
we
would
save
a
significant
amount
of
money
to
do
it
by
upgrading
this
system
and
not
having
to
pay
investment
manager
fees.
And
so
we
do
want
to
capability
to
upgrade
the
system.

because
you

built

sort
of
this
proposal,
you
are
for
thinking,
particularly
technology
moves,
so
fast.
So
the
moment
that
you
purchase
a
piece
of
technology
just
like
a
car
when
you
drive
it
off

people

you
that
it's
antiquated,
because
the
next
rounds
of
technical
advancements
are
already
being
made.
So
thank

forward-thinking.

nothing
worse
than
knowing
like
councilman

city

making
a
major
financial
and
investment
and
something
that
should
help
us
work
more
efficiently
and
effectively,

we
realized,

bought
a
dud

it's

really
working.

that
quality

efficiency
is
a
part
of
good
decision-making

before

bill
passed
in
2016,
existing
law
had
guaranteed
prevailing
wage
building
service
employees
working
at
large,
residential
or
commercial
buildings
that
were
provided.
Significant
financial
assistance
by
the
city
are
leased
from
the
city
or
that
were
brought
from
the
city
bill
number
one:
six,
zero,
seven
one
three
actually
expanded
the
types
of
buildings
that
were
covered
by
prevailing
wage
to
prevent
prevailing
wage
employees
working
in
city
subsidized
buildings
such
as
universities,
hospitals,
stadium
sports
airports
and
convention
centers.

However,
it's
unfortunate
that,
since
the
bill's
adoption,
some
of
these
types
of
buildings
have
come
into
compliance
with
the
law,
but
not
all
of
them.
Many
of
these
types
of
buildings,
some
of
our
city's
largest
institutions
and
I'm,
proud
of
our
ads
meds
advantage,
have
yet
to
come
into
compliance
with
this
prevailing
wage
legislation,
and
so
in
essence,
what
does
this
really
mean
and
for
the
public
who
are
watching?

We
want
you
to
know
that
this
means
really
that
building
service
workers,
such
as
security
guards
who
are
working
around
the
city
at
various
anchor
institutions,
such
as
universities
and
hospitals,
are
not
being
paid
prevailing
wage,
even
though
they
should
be
that's.
Why
we're
proud
to
introduce
bill
number
one:
nine,
zero,
nine
one,
one
on
behalf
of
the
administration.
The
bill
essentially
just
creates
a
tool
in
the
city's
toolbox
that
will
allow
us
to
better
enforce
the
prevailing
wage
requirements
for
building
service
employees
working
at
some
of
these
large
institutions.

Now
should
this
law
pass
and
if
the
city
finds
that
a
large
institution
is
not
paying
its
building
service
employees
the
prevailing
wage
as
it
should
be,
then
the
city
can
take
away
the
institution's
charity:water
rate
discount.
Our
city's
government
has
a
symbiotic
relationship
with
the
EDS
and
meds
that
teach
undergrad
and
graduate
students.
We
train
our
doctors
and
nurses
and
they
create
thousands
of
supporting
jobs
and
we
need
them.

But
many
of
these
anchor
institutions
also
receive
public
subsidies,
and
if
they
are
non
profit,
they
also
do
not
pay
property
taxes
and
they
receive
discount
such
as
this
charity:water
rate.
In
return,
we
hope
that
these
institutions
will
be
good
public
stewards
and
that
includes
complying
with
the
applicant
laws,
are
on
the
books
and
I
just
want
to
say
for
the
record,
particularly
for
the
administration.

hope
is
that
the
city
will
not
even
have
to
use
this
enforcement
mechanism,
that's
being
created
by
bill
number,
one:
nine,
zero,
nine
one
one,
and
instead
our
city's
vital
anchor
institutions
that
receive
a
public
subsidy
will
begin
paying
their
bills
and
service
workers
the
prevailing
wage
right
away.

bill

This
bill
is
requested
by
the
administration
to
allow
a
more
effective
enforcement
of
the
prevailing
wage
requirements
for
building
service
employees.
The
city
code
requires
that
large
institutions
which
receive
financial
aid
from
the
taxpayers
pay
their
building
service
and
employees
building
service
employees
a
prevailing
wage.
I
As
counsel
noted,
when
I
first
looked
at
this
status
of
building
service
worker
employees,
our
taxpayers
have
a
right
to
demand
that
institutions
that
receive
public
subsidies
pay
their
workers
a
fair
wage
by
allowing
the
CE
to
leverage
established
law
with
an
existing
form
of
city
assistance.
Well,
this
bill
supports
workers
and
provides
the
administration
with
the
mechanism
to
compel
compliance
with
the
prevailing
wage
requirements
on
behalf
of
Mayor
Kenney
I.

mid-atlantic
district
leader
of

I,
represent
hard-working
men
and
women
who
are
airport
baggage,
handlers
and
cleaners,
commercial
office,
cleaners,
building
engineers,
blue
collars
to
employees
and
security
officers.
We
are
building
service
workers,
many
of
our
more
than
2,500
security
officers,
protect
your
loved
ones.
Inside
of
our
cities,
hospitals
and
institutions
of
higher
learning,
including
City
Hall.

You
and
your
loved
ones,
can
rest
assure
that
you
are
safe
because
our
members
are
doing
their
jobs,
but
while
these
security
officers
are
putting
their
lives
on
the
line,
they
are
struggling
at
home.
While
these
premier
institutions
are
benefitting
off
the
backs
of
taxpayers
by
receiving
public
subsidies,
our
workers
are
doing
their
best
to
make
ends
meet
it's
unfair
taxpayers.
Money
should
not
be
allowed
to
subsidize
premium
institutions
that
in
turn,
don't
pay
the
city's
prevailing
wage.

One
of
our
security,
one
of
our
security
officers,
James
of
our
lives
in
Frankfort
and
works
in
North
Philly
he's
a
father
of
a
young
son.
While
he
puts
in
many
hours
on
the
job,
he
has
to
pay
his
bills
and
take
care
of
increasing
cost
of
raising
his
son,
the
average
officer
earns
between
1185
and
$13
an
hour.
The
implementation
of
prevailing
wage
would
allow
security
officers
and
other
building
service
workers
inside
these
institutions
to
earn
$15
an
hour
according
to
MIT
living
wage
calculator.

One
parent
and
one
child
like
Jean
needs
to
a
needs
to
learn.
I'm
sorry
needs
to
earn
at
least
25
36
an
hour
to
make
it
in
Philadelphia.
These
workers
aren't
looking
for
handouts;
they
just
want
to
be
self-sufficient
support
their
families
and
their
communities
where
they
live.
The
union
has
been
able
to
help
these
workers
get
annual
raises
in
quality
quality
health
care,
but
they
need
the
prevailing
wage
to
make
things
easier.
The
prevailing
wage
is
the
law,
and
these
institutions
aren't
abiding
by
it
of
these
institutions
who
are
ready
to
take
the
city.
