As
you
know,
we
suffered
a
rash
of
shootings
in
recreation
centers
over
the
last
several
months
and
and
then
we
continue
to
have
these
horrific
events,
one
of
the
things
that
was
noticed
that
frequently
the
individuals
the
perpetrators
were
shooting
from
outside
of
the
rec
center.
And
while
we
had
a
significant
number
of
coverage-
and
I
want
to
thank
councilwoman
bass
for
pushing
this
initiative
early
on,
they
pro
camrys
were
primarily
facing
within
the
recreation
center
site
and
did
not
capture
the
perpetrators.

This
is
something
I
think
that
will
be
very,
very
significant
in
reducing
crime
and
being
able
to
identify
perpetrators
when
crimes
are
committed.
So
I
just
really
want
to
again
thank
the
council
president
for
all
of
his
hard
work
on
behalf

on
parks
and
recreation
and
and
all
district
council
members
and
really
all
members,
because
we
all
care
about
this
issue.

police
department
at
this
point
we
do
have
locations,
but
we
decided
not
to
discuss
this
yet
until
we
see
exactly
what
areas
will
support
these
cameras.
So
we
had
that
conversation
prior
to
this,
but
I'm
more
than
willing
to
answer
whatever
what
other
questions
you
may
have
pertaining
to
security
around
the
rec
centers.

yeah,
real
quickly
with
respects
to
the
locations,
not
the
recreation
facilities,
but
because
the
cameras
will
likely
be
placed
on
property
on
the
exterior
and
not
necessarily
on
city
of
philadelphia
property.
There
will
be
the
need
to
get
authorization
from
various
utilities
who
have
polls
that
will
be
adjacent.
There
may
be
an
instance
or
two
where
we
can
actually
place
it
on
the
rec
center,
where
you
have
360
views
because
the
you
know
unimpeded
views
around
the
rec
center.

in
most
cases
you
do
have
adjacent
buildings
and
property.
So
there
is
a
process
that
will
be
done
by
the
city
that
will
secure
authorization,
place
them
on
probably
a
pico
pole
or
some
other
type
of
utility
in
the
immediate
area,
and
I
do
know
that
understanding
the
deputies
unwillingness
at
this
time,
because
we
don't
want
to
talk
about
locations
until
we're
ready
to
proceed.

clear
on
this,
but
in
terms
of
locations
of
these
sites,
I
know
we
don't

locations
yet,
but
I

guess
my
question
is:
do
we
want
like?

want
to
say
what
the
locations
are
you
know
like?

can

police

stats

we
developed

rec
centers

within
100
yards
of
the
rec
center,
where
we
experience
violence
at
high
levels
from
2018
to
2021.,
I'm
on
the
same
page
with
you,
but
that's
something
we
can
have
a
conversation
about
once.
I
show
you
some
of
the
possible
locations
moving
forward
if
you're.

quickly.
I
know,
council
president
clark
talked
a
little
bit
around
operationalizing
this.
You
know
in
the
past,
when
we've
done
some
of
this
work,
it's
taken
a
long
time.
Will
there
be
a
team
dedicated
to
do
this
particular
work,
or
is
this
going
to
be
folded
into
some
of
the
other
camera
rollouts
which
have
been
bumpy
sometimes.

this
is
a
slightly
different
initiative
than
the
camera
rollers
that
we
typically
give
through
the
council
budget.
Usually
those
are
inward
facing,
so
that
kind
of
goes
through
the
typical
city
process
of
the
procurement
process.
Me

it

that,
but
this
is
part
of
the
oit
structure,
so
they
have
that
implements
some
of
the
police
video
surveillance
system.
So
it's
a
slightly
different
team
doing
this,
as
opposed
to
the
ones
that
you're
used
to
seeing
through
your
council,
itef
funding.

there
is
three
teams
currently
due
to
the
assistance
of
councilman
jones.
Thank

years

collaboration,
where
we
do
have
those
three
teams
deploying
cameras
across
the
city.
To
answer
your
question,
we
certainly
can
suspend
if
you
will
the
other
work
and
dedicate
these
three
teams
to
focus
on
getting
this
work
quickly.

lot
of
the
timeline
will
be
around
the
performance
of
the
site
surveys,
as
well
as
making
the
equipment
or
receiving
the
equipment
in
time
to
be
able
to
deploy,
but
we
can
certainly
dedicate
our
resources
to
make
sure
that
this
is
the
priority.
On
behalf
of
council's
request,
okay,
I
think-
and
we
can
continue
to
have
this
conversation
as
part
of
the
budget
process.

know
I
really
don't
want
to
subtract.

know
this
issue
of
cameras
and
more
surveillance
is
a
conversation
we
need
to
have
in
a
broader
base
because
it
just
impacts
so
much
so
many
issues
of
quality
of
life,
whether
it's
trash
dumping,
whether
it's
you
know,
crime
fighting,
whether
it's
you
know
in
this
particular
case,
creating
spaces
that
people
feel
more
safe
because
there's
cameras.
So
I
just
think
that
doing
it
with
the
current
allocation
of
teams
is,
is
not
going
to
be
sufficient.

the
ball

wanna
also
recognize
a
couple
years
back
when
we
had
a
murder
on
one
of
our
wreck
sites
over
at
tustin,
young
man,
bernard
scott
was
shot
observing
a
fight.
He
was
an
innocent
victim,
they
shot,
they
missed,
they
hit
him
and
we
then
put
as
a
part
of
councilwoman
bass,
council
member
basses
initiative,
cameras
about
12
of
them
in
and
around
those
rec
centers.

Remember
sanchez's
notion
that
there
needs
to
be
a
broader
discussion
about
the
evolution
of
how
these
cameras
are
deployed
and
then
further
conversation
about
how
we
utilize
them
with
live
eyes
on
in
virtual
patrols,
live
eyes
on
in
virtual
patrols,
working
with
boots
underground
police.
So
so,
mr
chairman,
what
what
what
I've
noticed
having
been
down
at
the
real
time,
crime
center
on
a
number
of
visits
with
the
number
of
elected
officials?

As
to
have
a
larger
conversation
that
talks
about
how
we
augment
technology
with
humans
like
real,
live
eyes
on,
and
I
think
we're
at
a
tipping
point
where
this
can
become
useful
now
that
we've
made
this
step
up
procuring
actual
cell
phones
for
detectives
that
connect
to
the
people
on
the
cameras
I
mean
you
would
take
this
stuff
for
granted.
But
you
always
it
is
our
job
to
work
with
the
departments
to
make
sure
they
have
what
they
need
to
be
effective.

So
that
means
40,
cdcs
and
non-profit
intermediaries,
plus
two
healthy
food
nonprofits.
This
legislation,
as
is
not
a
change
from
how
this
program
has
been
operating.
It
is
just
a
technical
correction
to
ensure
the
allowable
number
of
neighborhood
cdcs
and
nonprofit
intermediaries
can
continue
under
the
program.

The
commerce
department's
primary
responsibility
is
to
ensure
that
those
qualifying
organizations
use
con,
contributed
funds
for
economic
development
activities
and
in
our
in
our
broader
role,
to
drive
inclusive
growth.
We
work
closely
with
many
of
the
participating
cdcs
on
their
projects
and
programs.

Note
that
the
health
department
provides
a
similar
role
for
the
two
non-profits
that
receive
this
contribution
to
implement
healthy
food
initiatives.
So,
as
you
well
know,
commerce
critically
relies
on
neighborhood,
cdcs
and
other
associations
to
act
as
our
boots
on
the
ground.
We
currently
provide
funding
to
48
organizations
between
the
cdc,
our
corridor
management
program,
the
cdc
tax
credit
program
and
or
the
cdc
economic
development
support
grants,
and
I
want
to
thank
council
for
its
support
of
those
programs
and
thank
you,
councilman
greene,
for
your
leadership
on
on
this
matter
today.

As
I
know,
I
think
you
all
hear
from
them
on
that,
but
it's
really
novel
in
that
it
provides
them
with
much
needed
operating
funds,
sort
of
operating
and
overhead
funds
that
gives
them
the
flexibility
to
then
go
after
other
grants
to
to
carry
out
their
programs
and
projects
so
yeah,
it's
great.
We
have
you
know
again.
Currently
commerce
is
currently
involved
with
40
organizations
that
are
receiving
that
grant.

know
we
expect
the
12,
who
are
expiring
to
all
come
in
as
well
as
probably
a
few
new
ones,
and
then
it's
great
that
with
again
council
support.
We
have
the
additional
funds
to
provide
the
cdc
economic
development
support
grants
so
that
we
can
ensure
you
know
cdc's
that
may
not
get
lucky
in
the
lottery
or
get
lucky
in
finding
a
business
partner
still
have
an
opportunity
for
that.

But
to
me
it
really-
and
I
was
glad
to
hear
that
everyone
was
talking
about
kind
of
the
bigger
picture
and
because
to
me
it
raises
the
question
as
to
why
aren't
there
like?
Why
isn't
there
a
radical
rethink
on
how
many
cameras
are
installed
in
this
city
and
why
they
aren't
installed
more
widely,
I
mean
the
police,
according
to
news
stories,
have
right
now
about
450
cameras.
I'm
not
sure
if
that
number
is
right.

This
is
going
to
enable
people
to
be
identified
more
easily,
and
then
city
council
should-
and
I
hear
some
rumbling
that
maybe
people
are
thinking
about
this,
but
I
don't
really
see
anybody
saying
it
out
loud
really.
The
numbers
should
be
radically
radically
increased
to
maybe
two
thousand
or
three
thousand
cameras
in
this
city.
If
you're
going
to
spend
ten
thousand
dollars
a
camera,
two
thousand
cameras-
that's
20
million
dollars
and
the
city
just
spent
120
million
dollars
on
violence
prevention
and
there's.
Questions
of
storage
that
can
be
answered.

cameras

the
reason

they're
getting
such
clearance
rates
and
I'll
say
that
ppd's
clearance
rate
is
what

shooters.

this
means

that

2021
there
are
thousands
of
extremely
violent
people
and
murders
just
walking
around
you.

long
sentences
on
them,

think
this
is

everyone

what
I'm
hearing
can
agree
on
this.
We
need
to
give
the
police
more
tools,
objective
tools
to
help
solve
crime
and
get
people
behind
bars
and,
of
course,
there's
going
to
be
some
objections,
but
I
think
that
most
of
the
people
who
live
in
the
neighborhoods,
especially
the
ones
greatest
greatly
affected
by
this,
would
be
happy
to
see
more
cameras
in
there
in
their
area,
and
maybe
a
conversation
could
be
had
about.

have

000
cameras
in
this
city,
they're
gonna
all
going
to
be
high
resolution.
Well,
how
do
we
address
some
privacy
concerns?
Maybe
you
could
have
what's
called,
maybe
a
right
to
deletion.
If
three
weeks
goes
by
and
there's
no,
you
know
violent
crimes,
maybe
that
footage
gets
deleted
and
maybe
on
the
cameras
are
only
used
to
catch
these
hyper
violent
people
that
are
committing
these
throughout
the
city.

applaud
this
this
effort
initiative,
but
you
know
to
me
what
a
million
dollars
is
going
to
do,
how
many
cameras,
exactly
I
I
mean
really.
The
city
should
have
thousands
of
them.
High
resolution,
4k
8k
cameras,
360
views,
the
police
can
use
these
cameras
to
catch
the
violent
criminals.
