actual
value
for
properties
subject
to
resale
restrictions,
take
into
consideration
the
impact
of
these
resale
restrictions
on

property's
value.
If
those
restrictions
are
imposed
under
federal
state
or
local
programs,
the
legislation
would
require
that
the
actual
value
of
the
property
not
exceed
the
resale
value
permitted
by
those
imposed
restrictions.

know
that,
I
would
say,
there's
been
an
increase
or
decrease
overall.
What
I
would
say
is
that
traditionally
it's
not
a
piece
of
information
that
was
captured
effectively
for
the
universities
properties
out
there
and
in
the
last
several
years
as
we've,
you
know
tried
to
standardize
some
procedures
and
operations
with
the
implementation
of
of
the
camera
system.

That
kind
of
knowledge
was
in
the
mind
of
the
evaluator
who
was
handling
those
accounts,
so
if
they
were
to
get
another
assignment
retire
or
whatever,
we
didn't
necessarily
have
that
knowledge
transferred,
because
there
wasn't
an
effective
way
to
identify
or
label
or
flag
all
these
properties.
If
you
will
in
our
old
system
but
with
the
new
system,
we
have
a
much
better
capability
of
being
able
to
do
that.
So
I
hope
that
that
answers
your
question
somewhat,
but
I
don't
have
a
total
number
to
say:
we've
seen
more
or
less
of
these
come
online.

Sure
so,
as
I
just
mentioned,
a
deep
restriction
could
be
a
length
of
time
during
which
any
restriction
is
applicable,
and
then
there
are
certain
restrictions.
No
two
are
necessarily
the
same,
but
there
are
plenty
of
similarities,
so
some
projects
will
allow
the
homeowner
to
resell
the
property
within
the
length
of
the
restriction
to
another
qualified
applicant,
with
a
sliding
scale
of
increase
of
what
they
could
sell
for
so,
for
instance,
some.

So
in
other
words
somebody
couldn't
profit
from
a
subsidized
sale
within
a
certain
period
of
time.
They
could
get
their
money
back,
but
additional
funds
if
they
were
allowed
to
sell
it
above
a
certain
price,
would
go
towards
the
entities
that
helped
subsidize
that
housing
in
the
first
place.
So
those
are,
you
know,
length
of
time
and
either
ability
to
re
to
sell
it
above
what
you
paid
or
to
capture
any
appreciation
in
the
value
or
gain
any
profit
from
a
resale.
Are
the
typical
restrictions
that
that
we've
seen
here.

So,
as
you
were
describing,
it
makes
me
reflect
of
my
time
during
my
period
in
law
department
as
a
deputy
city
solicitor,
and
there
were
projects,
especially
in
south
philadelphia.
I'm
thinking
mlk
projects
where
they
were
indeed
restrictions
on
those
properties
where
they
were.
The
funding
of
those
developments
were
subsidized
through
funds
that
came
through
the
city's,
then
office
of
housing,
community
development
and
a
property
owner
had
to
stay
in
those
properties
for
x
period
of
time,
and
if
they
attempted
to
sell
those
properties,
it
would
stay
it
was.

It
would
have
to
stay
within
that
type
of
income
guideline
and
they
would
have
to
actually
pay
back
dollars
to
the
funders.
So
that
seems
like
what
you're
talking
about
and
that
now
with
the
camera
system,
gives
a
better
way
of
evaluating
what
the
value
of
the
property
would
be
during
that
time
period
if
it
was
happening
to
be
sold
and
not
just
relying
on
an
individual
who
was
knowledgeable
of
that
area.

That,
yes,
that's
correct.
The
the
new
system
allows
us
to
track
these
a
lot
better,
so
we
can
say:
oh
these
properties
have
10
year
restrictions.
These
properties
have
20
year
restrictions,
so
not
only
identify
a
subsidized
housing
property,
but
the
we
can
better
put
them
into
buckets
of
specific
restrictions
that
may
be
on
this
project.
That
is
not
the
same
as
as
the
other
ones,
and
we
would
then
obviously
be
able
to
say,
okay.
Well,
we
know
these
groups
have
these
restrictions.

Are
there
any
sales
or
what
are
the
terms
that
the
property
could
sell,
for?
I
have
not
done
a
thorough
study,
but
having
dealt
with
these
properties
throughout
the
years
I
see
very
few
resales
within
the
restricted
period.
It's
not
to
say
that
somebody
wouldn't
look
to
do
that
or
that
it
doesn't
happen,
but
for
the
most
part
for
the
length
of
time,
at
least,
let's
say
for
the
ones
that
are
minimum
will
be
10
years.

We
see
very
few
resales.
So
when
we
don't
see
resales,
then
we
don't
have
any
market
information
to
say
that
the
value
is
any
different
than
what
it
was
when
someone
first
purchased
a
property.
So
there
may
be
a
slight
appreciation,
especially
if
we
factor
in
what
they
could
sell
it
for,
but
those
those
properties
should
will
remain
pretty
much
unchanged
until
we
start
seeing
some
resales
in
the
market.

Well,
what
happens
in
in
areas
of
the
city
where
the
property
values
are
greatly
appreciating,
and
I'm
thinking
of
that
in
the
air
and
mlk
project
that
was
done
years
ago
and
those
properties
have
greatly
appreciated,
and
someone
did
happen
to
sell
during
that
time
period.
How
would
this
legislation
help
in
that
regard,
especially,
I
know
off.
The
proper
assessment
has
been
shifting
in
reference
to
their
assessments
of
the
structure
versus
land,
so,
however,
evaluate
it
when
you
don't
have
a
lot
of
other
comparable
sales
with
during
that
sale.

Sure
so
for
the
land
portion,
specifically
that
you
just
mentioned,
so
they
would
be
assessed
like
any
other
residential
property
in
the
area.
Whatever
methodology
we
would
be
using
for
that,
but
as
the
rest
of
the
area
is
appreciating,
those
properties
don't
or
for
the
most
part,
I
would
assume,
would
not
have
any
sort
of
deed
or
resale
restrictions
associated
with
that.

But
as
long
as
those
deed
restrictions
are
in
place,
whatever
they
may
be,
the
current
owners
of
those
properties
would
not
be
able
to
resell
their
properties
for
what
others
in
the
neighborhood
that
don't
have
those
deed
restrictions
would
be
able
to
get
on
the
open
market.
So
we
want
to
make
sure
we
have
those
identified
and
because
of
the
restrictions,
it
was
sort
of
offset
any
market
factors
one
way
or
another.

So,
as
a
property
gets
older,
we
will
re-categorize
it
not
necessarily
based
on
the
abatement
but
based
on
fha
appraisal,
guidelines
and
and
internal
guidelines.
We've
had
once
a
property
is
say:
11,
12,
13
years
old.
We
no
longer
consider
that
brand
new
construction
for
valuation
purposes,
and
we
we
put
it
into
another
bucket,
so
naturally
that
could
result
in
a
a
decrease
in
in
value
which
could
be
part
of
the
abatement
being
baked
in.
We
don't
break
the
abatement
out
as
a
attribute
or
variable
in
and
of
itself.

So
we
have
not
done
enough
of
a
study
to
say
the
11th
heat
the
first
year.
Have
abatement
properties
sell
for
x,
amount,
less
or
x
amount
more,
but
we
do
cat
recategorize
properties
after
a
certain
period
of
time,
whether
they
have
an
abatement
or
not,
based
on
fha
using
some
fha
appraisal
guidelines
as
a
guide
for
that.

So
there's
two
advantages
that
the
owner
gets
with
this:
these
kind
of
programs
with
the
abatement
coming
off
if
it's
not
within,
if
it's
still
within
that
resale
window,
like
I
said,
I've
seen
15
and
20
year,
restrictions,
so
you're
talking
still
five
or
ten
years
after
any
abatement
would
expire,
and
we
would
still
cap
any
any
value
on
our
end,
based
on
whatever
restrictions
are
in
these
deeds.
As
to
the
most
that
the
property
could
sell
for
for
properties
that
have
a
10-year
a
10-year
deed
restriction.

That
would
coincide
pretty
much
when
the
abatement
ends
and
then
we
could
see
what
that
would
go
for.
But
if
these,
if
we
were
already
valuing
these
properties
at
an
amount
that
was
paid
for
as
part
of
the
subsidized
program,
once
those
restrictions
come
off,
it's
possible
that
the
value
of
these
properties
could
go
up,
because
now
they
can
be
sold
on
the
open
market
in
a
fair
transaction
without
any
restrictions
on
it.
So
that
wouldn't
so.
That
would
be
two
things:
deep
restrictions
removed
and
abatement
removing
at
the
same
time.

The
biggest
is
organizing
all
of
our
data
in
one
place.
Now,
one
silo,
we
had
a
multiple
silo
system
before
so
having
it
all
in
one
place,
you
don't
have
to
bump
around
the
systems.
You
don't
have
mismatches
and
databases,
and
I
would
say
we
have
a
more
robust
ability
to
track
data.
So,
instead
of
a
limited
number
of
fields,
we
don't
have
an
unlimited
number,
but
there's
a
lot
of
fields.
We
can
include
a
lot
of
data.
We
can
track
for
stuff
like
this
or
new
things.

it's

dom
spoke
about
the
the
camera
system
and
supposedly
it
is
up
and
running
now
is:
is
the
camera
system
doing
the
assessments
on
its
own
or
are?
Are
there
actual
independent
assessors
going
out
to
do
these
assessments.

Well,
it's
always
it's
always
a
combination
of
both
whether
it's
cam
or
any
other
modeling
system.
You
know
doing
mass
appraisal
for
five
hundred
thousand
properties.
We
can't
do
an
individual
assessment
on
every
property
every
year.
So
you
know
there
is.
We
do
use
modeling
techniques
which
can
be
in
the
canvas
system
or
not,
but
then
values
are
you
know,
reviewed
individually
or
in
groups
by
by
the
actual
evaluators,
as
well.

If,
if
there
are,
I
guess,
errors
in
assessment
that
you
see
and
are
pointed
out,
I
know
the
the
way
to
do
that
through
the
first
level
review,
which
we
won't
be
having
that
opportunity
until
later,
but
the
only
other
way
to
do
that
is
through
an
appeal.
I
know
we
get
a
lot
of
questions
in
our
in
our
office
that
we're
able
to
forward
through
and
see
that
it's
an
obvious
error
is
that
something
that
just
could
be
fixed
internally
and
or
do
they
still
have
to
appeal.

Are
you
talking
about
properties
that
are
the
subject
of
this
bill,
or
just
in
general,
just
in
general?
I'm
sorry,
it
would
depend
on
on
what
what
you
would
qualify
as
an
as
an
error.
So
if
a
property
was
valued
at
a
hundred
million
when
it
should
be
a
hundred
thousand
and
somebody
hit
zero
a
couple
extra
times,
you
know
that's
something
that
we
would
identify
and
take
care
of
outside
of
an
flr
or
appeal
process.

But
if
someone
just
says
well,
there's
you
know.
I
just
think
this
value
is
wrong.
That's
an
error,
then
you
know
the
flr
appeal
will
be
the
route
they
have
to
go.
So
I
don't
have
a
blanket
answer
for
that.
It's
all
it's.
A
lot
of
them
will
be
on
an
individual
case
by
case
basis,
depending
on
the
nature
of
the
issue.

mean
we
have
been
received.
We
do
receive
case-by-case
corrections
when
we
do
find
dramatic
errors,
and
even
if
it's
an
error,
maybe
in
you
know,
square
footage
is
way
off
or
something
like
that
and
that
the
assessment
it
comes
back
and
it's
it's
a
white,
you
know
assessment
that
we
you
could
tell
is
is
dramatically
wrong.
So
all
right!

identified

recorded
that
there
are
restrictions.
We
do
consider
that
with
the
with
the
new
values.
If,
for
some
reason
we
did
not
have
that
identified
in
the
system
or
in
our
records
we,
you
know,
we

included
that,
but
we
would
certainly,
as
we're
made
aware
of
those
properties,
should
they
be
out
there.
We
would
update
the
value
accordingly.
So
that
way,
it's
reflective
of
what
the
market
value
that
it
could
be
sold
for.

doing
a
mass
appraisal,
which
is
just
a
tremendously
difficult
task
on
a
annual
basis-
and
I
I
I
I
support
the
idea
advanced
by
council
member
squeala-
that
we
break
up
the
city
and
kind
of.
Do
it
like
a
section
at
a
time
kind
of
more
carefully
than
put
all
that
pressure
to
try
to
get
something
like
across
the
board.
Because
there's
got
to
be
like
a
system
where
you're
kind
of
like.

Sure
so
some
of
the
data
I
think
you're
referring
to
is
either
pulled
from
a
previous
version
of
the
property
site
or
or
one
of
the
open
data
sets
one
of
the
things
with
this
reassessment
that
we're
in
the
process
of
doing
is
for
the
first
time
I
would
say,
perhaps
for
the
first
time
is
publishing
a
full
data
set.
That
speaks
specifically
to
the
reassessment
and
what
was
used
in
this.

So,
for
instance,
you
mentioned
number
of
rooms,
it's
a
it's
a
field
that
was
held
traditionally
in
our
previous
system.
It's
not
a
data
element
that
we
specifically
model
on
or
a
number
of
baths.
For
instance,
some
of
that
data
may
be
there,
but
it's
not
part
of
the
evaluation
process.
So
a
lot
of
the
blanks
that
you
see.
Yes,
they
they
are
there
and
folks,
see
that
and
say
well.
This
is
missing.
That
could
be.

Okay,
one
last
question:
this,
for
example,
does
not
happen.
I
believe
it
would
be
illegal
if
it
happened.
What
does
not
happen
is
that
somehow,
based
on
the
shortage
of
tax
revenues,
opa
does
not
assess
properties
to
cover
the
gap.
In
other
words,
if
we're
a
hundred
million
dollars
short
in
our
revenues
projected
for
next
year,
opa
does
not
go
out
and
increase
assessments,
a
hundred
million
dollars
and
then
divvy
it
up
neighborhood
to
neighborhood.

Yeah,
our
assessments
are
not
influenced
or
factored
by
any
tax
revenue
tax
needed
by
the
city.
We
have
to
make
sure
the
assessments
are
as
accurate
as
possible,
so,
for
instance,
if
the
city
needed
10
more
revenue
and
we
increased
the
market
values
across
the
city
20
to
help
make
that
up.
But
there
was
no
actual
market
evidence
of
that
increase.
Everybody
could
appeal
and
they
would
get
reduced
at
hearings
because
there's
no
market
evidence
for
that.
So
you
know
we're
reacting
to
the
market.

I
don't,
I
don't

either,

but
it
seems
to
me
that,
like
there's
certain
things
I
know
I
can't
do
I'm
an
elected
official.
I
can't
do
it
because
I
would
go
to
jail
like
I.
I
understand
I

be
prosecuted
criminally
and
there
are
certain
things:
a
police
officer
can't
do.
There
are
certain
things
that
any
public
official
cannot
do.

Know
that
I
have
this
specific
answer
to
to
answer
that
line
of
questioning,
except
to
say
what
may
be
clearly
defined
as
a
law
versus
best
practice
or
industry
standards
could
be
two
separate
things,
and
I
can
say
that

time,
I've
there's
never
been
a
communication
of
city
needs
x,
amount
of
revenue,
I've
never
communicated
to
the
staff.
We
need
to
raise
revenue
so
we're
doing
a
reassessment.

And
the
market
completely
tanks,
our
assessments
will
reflect
that.
It's
not
it's
not
a
matter
of
we're
only
going
to
capture
the
market
when
it
keeps
going
up.
The
ongoing
reassessments
means
that
as
the
markets
change
year
over
year,
including
if
we
were
to
see
a
significant
drop,
those
would
be
captured
as
well.
So
it's
you
know,
keeping
up
with
the
market
not
trying
to
meet
any
sort
of
revenue
targets
or
everything
we're
not
part
of
those
conversations.
That's
not
something
the
administration
asks
of
us.

I
think
it
is
in
the
top
three
questions
most
of
my
constituents
have
it
any
public
engagement.
We
are
trying
to
put
our
arms
around
methodology,
fairness
frequency
of
these
kinds
of
assessments.
I
guess
what
I
want
to
know.
First,
is
a
couple
years
ago
we
had
a
shortage
of
appraisers
in
the
commonwealth
of
pennsylvania,
and
particularly
with
within
the
city's
call
cadre
of
talent.
Is
that
still
the
case.

We
still
still
have
vacancies
that
you
know
we
certainly
have
been
able
to
fill
some
and,
and
we
lose
some
folks
with
attrition
due
to
retirement
or
whatever.
So
we
do
still
have
vacancies.
We
are
still
always
looking
to
hire,
but
we
are
not.
You
know
if
you
want
to
qualify
shortage
as
being
x,
you
know
we're
not
half.

so
again
the
appraisal,
the
appraiser
number
we
can.
We
can
get
the
I
want
to
give
you
the
incorrect
number.
I
don't
have
that
off
the
top
of
my
head.
I
apologize
for
that,

appraisals
are
the
certifications
for
the
the
year,
so
that
is
the
that
is
the
number
so
500
8,
000,
plus
pro
properties,
were
appraised
by
mass
appraisal
for
20
and
23..
That
is,
that
is
the
answer.

That's
I
mean:
that's,
that's
not
a
number.
We
track,
that's
not
a
number
that
we
would
keep
on
a
year-to-year
basis.
You
know
we
we
have
to
be
because
of
the
nature
of
the
the
volume
and
the
number
of
parcels
in
the
city.
We
do
use
the
mass
appraisal
process,
like
other,
comparable,
large
jurisdictions
and
those
values
do
get
reviewed
by
by
the
evaluators.

But
there
isn't
a
year-over-year
count
of.
We
walked
this
block.
We
did
this
or
that
you
know
we
did
have.
We
did
have
a
data
collection
project
that
that
looked
at
just
about
every
property
in
the
city
and
gave
us
some
new
information.
That
was
a
recommendation
that
came
out
of
the
the
council
audit
from
2019.
So
we
did
hire
an
outside
firm
to
give
us
some
more
information
on
that.

So
we
were
up
able
to
update
or
confirm
information
on
the
I
think
it
would
be
from
as
recent
as
2020
on
on
properties
throughout
the
city
as
far
as
what
what
type
of
property
they
are,
but
we
don't.
You
know,
there's
not
a
number,
and
there
won't
be
a
number
that
I
can
say
these.
These
this
number
of
properties
had
somebody
out
there
doing
a
manual
appraisal.
That's
not
the
way
the
process
works
for
a
mass
appraisal,
reassessment,
the
city,
the
size
of
philadelphia.

So
that
is
not
comforting
to
my
constituents
that
they
are
part
of
an
algorithm
that
you're
not
looking
at
the
unique
nature
of
my
block
nor
my
property.
So
that's
number
one,
mr
chair,
I
want
to
put
on
the
record
number
two.
You
told
me
in
the.
If
I
recall
in
the
your
testimony,
there
are
240
odd
different
market
areas
within
philadelphia's,
real
estate
market.

If
you
look
at
a
neighborhood
like
germantown,
if
you
look
at
an
eclectic
neighborhood
like
some
places
in
my
district
21st
ward,
one
block
goes
differently
than
the
next.
Those
are
the
kind
of
unique
areas
where

receive

of
confirming

due
to
various
city

significant
strides

goals

street
lighting
technology
has
been
broadly
deployed
by
many
municipalities
across
the
country.

use

energy
savings
to
make
fine
financing
of
the
project
possible

energy
office,

philadelphia
energy
authority
and
the
department
of
streets
have
been
working
to
develop
this
project
for
a
little
over
two
years,

we've
undergone
a
rigorous
collaborative
process
to
find
the
best
contractor
and
value
for
the
city.

streets
maintains
and
operates
the
city
street
lighting
infrastructure,
including
over
140
000
streetlights.
The
department
is
also
in
charge
with
implementing
vision,
zero,
the
city's
commitment
to
eliminating
traffic
fatalities

serious
injuries
by
and
complete
streets,
which
seeks
to
provide
safe
transportation
options
to
all
philadelphians,
whether
they
walk
bike
drive
or
take
transit.

proposed
led
street
light
conversion
program
would
enhance
all
of
these
initiatives,
providing
the
city
with
better
infrastructure
and
significantly
improve
improving
safety.
My
testimony
today
will
highlight
all
the
aspects
of
the
project,
but
focus
on
the
specifics
related
to
streets
operation
and
how
this
project
will
enhance
our
work
in
their
testimony.
My
colleagues
dominic
mcgraw
from
the
office
of
sustainability
and
emily
shapiro
from
the
philadelphia
energy
authority
will
cover
other
aspects
of
the
project
and
this
bill.
The
city's
existing
lighting
consists
primarily
of
high
pressure,
sodium
lighting,
an
older
technology.
A
These
lights
are
easily
identified
by
their
yellow
hue.
The
majority
of
the
lighting
in
the
city
consists
of
a
fixed
type
call
cobra
head,
which
can
be
seen
in
most
of
city's
residential
streets
and
on
wider
car
focus
avenues.
The
city's
existing
lighting
infrastructure
was
last
upgraded
in
the
1980s,
with
the
introduction
of
the
high
pressure
sodium
existing
lighting
designs,
the
result
of
in
incr
incremental
development
and
project
specific
funding
lighting
systems
are
maintained
through
a
combination
of
the
streets,
department
and
network
of
contractors,
with
some
additional
work
by
pico
employees.

proposed
project
and
planned
design
by
amaresco
will
replace
roughly
120
000
of
the
city's
lighting
lights
with
new
led
fixtures
prior
to
installation
mresco.
The
selected
contractor
will
design
lighting
to
enhance
visible
visibility
great
greatly
and
bring
more
equitable
lighting
system
to
the
city.

Most
of
the
investment
will
focus
on
neighborhoods,
specifically
those
locations
currently
served
by
cobraheads.
In
addition,
in
addition
to
new
fixtures,
amarescu
will
be
installing
a
new
lighting
management
system
or
lms.
The
lms
will
dramatically
change
how
our
department
operates
and
maintains
our
infrastructure.

the
streets
department
is
highly
dependent
on
residents
calling

when
street
lights
are
out.
The
department
also
has
nighttime
contractors
drive
the
entire
city
on
a
two-week
basis
to
find
and
repair
cobraheads
over
the
next
three
years
as
we
develop
and
implement
this
city
scale
project,
resulting
in
better
long,
lasting
street
lights.
That
is
easier
to
maintain.
We
will
continue
our
regular
ongoing
repairs
and
replacement
of
lighting
outages.

management
system
will
connect
luminaires
throughout
the
city
through
a
network
system
allowing
the
streets
department
to
manage
street
lights
centrally
in
the
future
streets
like
streets
will
receive
notices
of
outages
an
issue
instead,
instead
of
waiting
for
a
contractor
or

and
longer
lasting
leds
will
need
to
will
need
to
be
replaced
less
often
than
our
current
hps
luminaires
through
the
lms.
We
will
also
have
the
ability
to
remotely
control
each
light
on

off
dim

lighting

meet

community's
needs.

platforms

proposed
as
part
of
the

this

network
development
through
this
project
provides
a

for
those
features

investment

lighting
makes

significant
contribution

safer
streets
at
night.
It
enhances
the
visit,
the
visible
environment
and
allows
drivers
riders
pedestrians
to
detect
road
hazards
and
better
identified
traffic,
good
roadway
visibility
during
the
night.
Significantly
reduces
vehicle
crashes
and
pedestrian
fatalities.

Amarescu's
design
will
prioritize
lighting
for
both
streets
and
sidewalks,
since
led
lighting
is
more
directional
than
existing
high
pressure.
Sodium
lighting
lighting
can
be
focused
on
more
critical
areas,
while
decreasing
the
amount
of
light
trespass
into
homes.
The
department
of
streets
is
excited
to
start
this
game-changing
project.
We
are
hiring
a
dedicated
project
manager
to
support
this
project
through
our
partnership
with
the
pea
and
the
office
of
sustainability,
we
are
pushed
to
install
new
lighting
and
provide
a
pathway
for
long-term
operations
and
maintenance
of
the
city
support
of
this
important
city
asset.

this
project
is
targeting
conversion
of
all
city-owned,
roadway,
alleyway
and
decorative
or
commercial
corridor
lighting
to
long-lasting
energy-efficient,
led
light
fixtures
and
adding,

management
system
which
will
allow
for
various
controls
and
immediate
outage
reporting,
making
it
a
lot
easier
and
faster
for
streets
to
identify
and
address
maintenance
issues.
This
project
will
touch
every
neighborhood
in
philadelphia
and
we
know
how
critically
important
it
is
to
get
the
details
right.
My
testimony
today
will
focus
on
community
engagement,
workforce
development
and
project
structure
and
financing
I'll
start
with
community
engagement.

council
grants
approval
to
move
forward,
our
selected
vendor
ameresco
will
begin
an
investment
grade.
Audit
design
and
community
engagement
process.
That'll
take
six
to
nine
months.
Amaresco's
approach
focuses
on
three
areas:
educating
communities

the
deployment
plan
and
the
benefits
of
the
project,
addressing
questions
or
concerns
about
the
project
and
its
impacts,
and
the
third
one
is
soliciting
really
meaningful
feedback
from
the
public
and
key
stakeholders
to
inform
the
design
process
in
community
meetings.

share
technical
detail
on
color
temperature
and
brightness
and
include
the
ways
that
we're
incorporating
guidance
from
the
american
medical
association
and
the
international
dark
sky
association
in
the
project.
Ameresco
will
hang
20
trial
installations
throughout

city,
so
stakeholders
can
physically
see
the
differences
in
options
before
providing
feedback.

workforce
development
and
our
economic
opportunity
plan
throughout
the
procurement
process,
ameresco
stood
out
as
an
entity
that
was
both
highly
qualified
and
committed
to
contracting,
with
both
local
and
diverse
firms.
That's
reflected

their

commitments
to
an
mw,
dbe
participation
rate
of
40.5
percent
and
a
local
business
enterprise
partition
participation
rate
of
56.6
as
part
of
this
project,
amaresco
will
pursue
local
hiring
of
approximately
25
residents.

procurement
contracting
and
long-term
evaluation

energy
projects
and
requires

quadplex
and
the
philadelphia
museum

art,
which
just
received
a
governor's
award
for
environmental
excellence.

committee
included
representatives
from
our
offices,
as
well
as
the
office
of
innovation,
technology,
oeo
finance,
the
city
treasurer's
office
and
the
law

energy
savings
project
will
pay
for
itself
using
savings
to
pay
for
the
debt
service,
while
updating
critical
city
infrastructure
and
it
features
a
performance
guarantee
to
ensure
that
projected
energy
savings
are
actually
being

This
broad
project
is
designed
to
be
budget
neutral
on
behalf
of
the
city,
we're
pursuing
approval
of
up
to
92
million
dollars
for
this
project
via
forthcoming
financing.

takes

account
global
supply,
chain
issues
and
workforce
costs
associated
with
potential
delays
in
procuring
materials.

anticipate
that
the
project
will
be
in
the
range
of
70
to
80
million
dollars,

investment
grade.

bond
issuance
pending
approval

would
issue
the
bond
in
partnership
with

city
treasurer's
office
before
construction
can
begin.

unique
opportunity

improve
lighting
equity
in
the

maintenance

across
the
city
and
reduce
our
carbon
footprint
by
nine
percent,
with

single
project
and
because
of
the
size

scope

to
support
and
grow
local
and
diverse
businesses

create
real
substantive
workforce

in

gotten

around
the
visibility

we'll

testing

happy

we're
moving
in

direction

ability

there

several
bidders
from
outside
the
city
and
what
I
learned
during
that
project
in
particular,
is
that
the
city

wherewithal
to
really
do
these
projects.

them
well
bring
them
in
and
budget
under
budget,
because
some
of
the
other
contractors
that
were
coming
on
board
were
very
difficult,
but
you
know
we
did
that
did
it
in
part
to
response
to
a
crisis.

their
quality
of

and

cousin
situation,
we
were
along
the
corridor
and
then,

importantly,

are
the
kind
of
jobs
that
we
can
create
an
internal

equity
is
a
huge
focus
of
this
project.
This
is
really
a
sort
of
you
know
once
in
a
lifetime
opportunity
to
really
do
this
kind
of
deep
study
on
you
know
how
do
light
levels
affect
communities
and
where
do
we
have
what
we
need
and
where
do
we,
not
in
the
city?

And
how
can
we
fix
that
so
that
that's
a
really
high
priority
we'll
have
a
really
data-driven
deployment
strategy
so
I'll
address
that
first
and
and
that's
really
because
this
is
obviously
a
very
large
project,
it
needs
to
be
done
quickly.
Everybody
wants
this
in
their
community
as
fast
as
we
can
get
it.
So
we're
very
aware
of
that,
and
so
we're
spending
this
first
six
to
nine
months
to
do
that.

There's
a
so
the
way
that
we
establish
priority
conversion
areas
and
sort
of
the
order
that
it
goes
in
is
really
a
composite
score
of
three
different
three
different
types
of
data.
The
first
is
the
high
injury
network
and
collision
histories
and
and
really
looking
at
sort
of
where
their
actual
fatalities
from
that,
in
particular.

The
second
is
related
to
crime
and
there's
a
variety
of
data
sets
that
we
have
there.
High
crime
areas
would
get
greater
weight
and
then
the
third
is
is
sort
of
a
bunch
of
data
sets
that
we're
calling
socioeconomic
and
demographic
equity,
and
so
that
that
includes
a
number
of
things
and-
and
we
put
all
that
into
the
system
and
that
really
drives
the
deployment
plan.
We
certainly
are
not
going
to
sort
of
just
start
at
one
end
of
the
city
and
go
from
there.

yeah,
I
just
want
to
add
on
council
member.
As
emily
has
said,
this
will
be
transformative.
The
electrical
contractors
have
promised
30
crews,
their
productivity,
each
cruise
30
changes
a
day,
so
you're
looking
at
900
lights,
that
we
could
change
per
day.
So,
as
emily
said,
this
would
be
very
transformative.

are
looking
at
the
data
to
see
how
to
split
those
crews
up-
and
you
know
doing,
900
leds
and
in
your
district
is-
will
definitely
be
noticeable
overnight,

so
we
are
looking
to
how
to
do
that.
How
to
work
with
our
police
department,
how
to
work
with
the
community
to
go
out
there
and
and
hit
the
high
crime
high
injury
areas
first
and
then
move
to
other
neighborhoods,
realizing
that
each
community
wants
different
light
levels.

workforce
development
component
of
this,

know
emily
alluded
to
it
a
little
bit
and
rich,
I
mean
you
know
I
mean
we've
talked
to
all
the
departments.
Everybody
has
a
hiring
short,
you
know
shortages
and
challenges.
How
are
we
using
these
projects
that
provide
entry-level
opportunities
to
bring
people
internally
and
continue
to
build
our
capacity
so.

are
asking
maresco
to
bring
in
people
from
philadelphia
25,
specifically
as
a
way
to
do
entry
program.

are
modeling
this
similar
to
the
streets
department,
future
track
where
they
they'll
be
getting
training,
and
hopefully
that
training
then
accounts
as
a
way
that
the
city
at
the
end
of
the
project,
we
can
have
those
be
our
technicians,
so
the
contractor
will
be
training
them
and,
in
essence,
feed
into
the
street
lighting
system
and
they'll
be
the
future
electricians
for
the
street
lighting
system.
