An Ordinance providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter relating to the hiring of local residents under public works contracts with the City; fixing the date of a special election for such purpose; prescribing the form of ballot questions to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

An Ordinance amending Chapter 20-1000 of The Philadelphia Code (“Political Contributions and Expenditures”) to add and make changes to provisions regarding campaign contributions and disclosure of political committee expenditures; all under certain terms and conditions.
