who
is

us
today
in
council's
committee

Long
government,

provide
remarks
on
behalf
of
the
legislation
of
that
he
is
offering
today.

We
must
do
something
and
we
must
do
some
things
differently.
We
actually
got
a
promising
report
recently
from
gbi
focused,
also
known
as
Focus
deterrent,
which
is
a
good
thing,
but
it
shows
when
you
have
collaboration
of
all
asset
aspects
of
the
government.
You
can
do
some
good
things,
albeit
in
a
limited
time
frame
and
a
limited
number
of
individuals
that
were
dealt
with
in
this
Folk's
deterrent.
It
shows
that
if
everyone
works
together
in
a
collaborative
way,
things
can
work.

This
is
why
we're
proposed
in
this
particular
Amendment
as
I
talk
about
the
sense
of
urgency.
If
people
don't
think
that
this
whole
issue
around
Public
Safety
is
the
number
one
issue
on
everybody's
mind.
They
simply
have
to
pick
up
the
newspaper
today
and
look
at
what
happened
in
Chicago.
For
the
first
time
in
40
years,
a
incumbent
mayor
was
unseated
and
the
number
one
question
on
people's
minds
there
in
exit
polls
was
the
increased
level
of
violence
in
that
City.

I
have
not
seen
the
letter,
but
apparently
there's
some
question
about
the
laying,
for
whatever
reason
the
simple
matter
is
I.
Don't
think
that
the
citizen
of
the
city
of
Philadelphia
wanted
to
delay
anything
that's
going
to
allow
us
to
move
the
needle
forward
and
make
sure
that
we
can
get
the
appropriate
opportunity
to
to
Tamp
down
this
level
of
violence.

One
of
the
other
things
I
want
to
thank
the
members
of
this,
this
committee
and
other
members
who
have
traveled
over
the
period
of
the
last
two
three
years
to
multiple
cities
across
the
region
and
in
every
case
it
talked
about
collaboration,
the
most
recent
trip.
When
we
went
to
Trenton,
we
found
that
they
had
a
public
safety
director
and
that
person
was
responsible
for
coordinating
all
aspects.
That's
when
we
found
out
that
they
had
the
department
of
recreation
in
the
room,
they
had
the
streets
department
in
the
room.

They
had
the
agencies
that
dealt
with
jobs.
Similarly,
in
Chester,
when
we
went
there
in
similar
situation
and
I
must
say
that
before
we
proceeded
with
this
legislation,
we
talked
to
the
executive
Brands,
particularly,
we
actually
talked
to
the
Police
Commissioner,
and
she
indicated
that
it
is
done
in
multiple
other
cities
and
we
saw
in
our
research.
So
we
have
to
have
somebody
responsible
that
reports
directly
to
the
mayor
I
know
that
all
of
it
mayoral
candidates
have
said
that
they
would
support
Azar.

We
didn't
think
that
the
word
the
language
of
Czar
should
be
in
the
charter,
so
same
same
responsibility,
but
a
different
name.
So
we
thought
that
a
chief
public
safety
director
would
be
a
more
appropriate
name,
but
it
will
carry
out
similar
responsibility
to
making
sure
that
things
are
coordinated.
So
a
Madam
chair
members
of
the
committee
I
want

the
moment

elevate
the
issue
of
gun
violence,
Elevate
the
issue
of
crime
prevention
to
a
hype
that
is
meritorious
of
this
place.

just
one
real
quick
thing
and
you
know
I
think
that
the
sad
part
is
that
we're
looking
to
actually
do
this
because
we
believe
that
there
isn't
collaboration
and
coordination.
That's
happening
now
and
you
know
a
challenging
government
is
nobody
wants
to
see
multiple
layers
of
government
to
be
added,
but
the
concern
is
if,
if
you
don't
have
somebody
in
charge
of
it,
and
people
are
always
pointing
to
other
entities
of
why
things
aren't
happening,
then
we
come
up
with
a
he
said.

said
type
scenario
where
nothing
gets
done
and
where
you
hold
somebody
accountable.
How
do
you
hold
somebody
accountable?
And
so
you
know
it's
unfortunate,
but
at
times
it
these
challenges
have
to
be
met
with
different
ideas
on
how
to
address
them,
and
if
we,
if
there's
people
out
there,
that
could
tell
us
that
they're
being
done
now
and
show
us
that
they're
being
done,
then
you
know,
maybe
we
would
think
differently.
So
I.
You
know
the
I'm
looking
forward
to
hearing
the
testimony
from
folks
and
and
hearing
what
they
have
to
say.

But
you
know
we
as
as
Council
have
really
stepped
up
on
a
lot
of
measures
here
and
we
need
to
really
represent
our
constituent
interests
and
and
right
now,
it's
public
safety.
And
how
are
we
coordinating
efforts
to
make
sure
that
that
is
a
main
focus
and
priority?
And
so
thank
you
for
bringing
this
council
president
and
Madam
chair
for
bringing
us
to
our
attention
and
looking
forward
to
the
hearing.

My
first
reaction
was,
you
know
we
already
had
a
deputy
mayor
for
Public,
Safety
I
didn't
see
any
Improvement
that
was
in
the
in
the
last
mayor's
term.
We
have
a
managing
director,
the
managing
directors
over
well.
Now
only
nine
operating
departments
and
I
I
really
raise
a
question
on
that.
What
do
you
do
or
how
do
we
handle
it
or
future
councils
handle
it?

When
the
mayor,
even
though
the
charter
says
the
managing
director,
is
over
Department
of
recreation
today,
the
man,
the
recreation
commissioner,
Parks
and
Rec
commissioner
reports
to
a
deputy
mayor
and
not
to
the
managing
director.
So
these
are
observations
and
questions
that
that
and
we
have
a
very
good
managing
director.

I
think
everybody
on
Council
agrees
he's
terrific
two
more
Alexander,
but
it
is
a
compelling
argument
that
somebody
being
able
to
pull
those
various
departments
together
and
and
quickly
and
and
on
an
ongoing
basis,
makes
a
lot
of
sense.
So
I
I
think
I
fully
understand
what
the
council
president
is
trying
to
accomplish
here.

I'm
just
raising
some
questions
because
I've
been
here
a
few
terms
and
the
first
time
the
managing
director
didn't
cover
all
10
operating
departments,
and
you
can
you
can
you
can
see,
there's
a
disconnect
there,
so
I
and
I
I
guess.
The
last
question
observation
is:
how
would
the
managing
director
function
with
the
public
safety
director
as
opposed
to
today,
and
that
may
be
clearly
laid
out,
but
maybe
at
the
beginning
we
can.
We
can
at
least
have
that
explained.

Yeah,
thank
you,
councilman
and,
and
we
we
thought
about
that
during
the
course
of
the
formulation
of
the
legislation.
We
actually
altered
it
to
emphasize
the
coordination
when
I
talked
to
the
executive
branch.
You
know
I
brought
to
their
attention
that
not
only
them
but
prior
Mayors
have
gone
away
from
the
traditional
management
director
on
down
creating
these
Deputy
Mayors,
who
had
responsibility
and
jurisdiction
over
various
departments
that
the
managing
director
normally
did.

As
you
represented
Recreation
this
issue,
going
back
to
Mayor
Street,
when
George
Burrell,
you
can
recall
he
was
given
a
title
and
had
jurisdiction
over
over
certain
aspects
of
the
government
separating
aside
from
the
cheapest
staff
and
the
managing
director.
So
our
the
reason
why
we
looked
at
this.
This
should
be
in
the
charter,
because
it's
one
of
the
challenges
as
you
reference
that
these
Mayors
they
changed
various
things.
They
should
have
the
wherewithal
to
do
that.

But
somebody
has
to
report
directly
to
the
mayor
on
something
as
serious
as
gun,
violence
and
violence
in
general
in
the
city
of
Philadelphia,
and
that
person
should
be
in
a
position
to
be
able
to
coordinate
it.
That
person
will
not
be
in
charge
of
the
managing
director
that
person
will
not
be
in
charge
of
the
police,
commissioner,
that
person
will
simply
coordinate
all
activities
right
now.

So
this
will
allow
that
to
continue,
but
it
will
also
bring
in
the
recreation
department
when
needed
when
a
group
of
young
people
in
the
neighborhood,
you
know
if,
if
they
were
given
an
opportunity
to
be
involved
in
something
productive,
you
could
have
that
person
bring
somebody
to
the
table
like
the
recreation
and
some
other.
Similarly,
in
the
job
part,
we
see
we
put
in
there
all
job
creation
and
job
training
in
agencies.
You
will
hear
testimony
today
from
some
of
the
members
on
that
will
be
testified
on
the
panel
to
talk
about.

I,
don't
think,
unfortunately,
we'll
get
our
numbers
down
to
where
they
were
years
ago
next
year,
the
year
after
so
this
is
going
to
be
an
ongoing
issue,
but
you
know
this
whole
issue
about
gun
violence,
as
I
said,
councilman
I'm
gonna
have
to
tell
you
all
is
the
number
one
issue
this
violent
carjackings
gun
violence.
You
know
ransacking
stores,
you
got
to
do
some
things
differently.

clarity
is
really
appreciated
and
and
the
thought
that
went
into
it
and
if
anybody
disagrees
they
on
on
violence
as
the
number
one
and
something
we
a
level
of
which
we've
never
seen
before
throughout
the
city,
they
they
they
must
live
somewhere
else,
so
they
don't
live
in
Philadelphia
and
and
I
appreciate
your
efforts
and
this
discussion
and
and
trying
to
trying
to
wrap
our
arms
around
that
a
little
better
than
we
have
up
to

morning

testifying

favor
of
this
resolution
and
Bill
my
work
over
the
years
and
there's
too
many
to
talk
about
this
morning,
but
as
as
my
work
over
years
in
the
city
of
Philadelphia
trying
to
reduce
violence
when
we
were
successful
and
I
must
say,
say
this
and
councilman
Jones
understands
it.
I
used
to
do
work
with
House
of
emotion
in
West
Philadelphia,
with
Queen
Mother
of
for
local
guitar
and
her
husband,
David
Vitale.
J
Unfortunately,
no
longer
with
us,
we
work
to
reduce
gang
deaths
in
the
70s
and
in
the
early
70s
we
were
in
the
80
90
bang
dance
per
year,
but
because
of
intervention
from
communities
the
house
of
motion
Crisis
Intervention,
there
was
a
group
called
concerned
mothers
by
a
woman
named
Gene
Hopkins,
who
was
from
North
Philadelphia
and
a
lot
of
other
groups.
We
worked
together
and
we
reduced
gang
deaths
under
the
city
of
Philadelphia
to
1979.
J
There
was
Zero
shootings
or
game
deaths
in
the
city
of
Philadelphia
because
of
their
coordinated
effort,
but
it
was
a
10-year
process
to
get
to
that
point.
On
the
point
that
councilman
clock
raised
about.
This
is
not
going
to
be
solved
that
what
we're
seeing
now
over
the
next
couple
years,
we
could
definitely
lower
their
the
shootings
and
know
the
homicide
rate.
No
one
has
a
silver
bullet
to
resolve
what
we're
seeing
now.

It's
not
only
happening
in
Philadelphia,
but
it's
happening
across
every
major
city
in
in
the
country
and
cities
that
have
used
this
idea
about
having
a
public
safety
director
and
coordinating
all
the
cities
Department
as
well
as
the
community
based
have
lowered
I
mean
someone
talked
to
me
this
morning
about
their
beginning
to
see
changes
in
Baltimore.
Now
because
they're
doing
the
same
effort
in
Baltimore
I
know,
the
council
has
visited
Trenton,
Camden
and
Chester
and
they've
seen
results
in
those
cities.

So
this
idea
is
it's
on
time,
so
I'm
in
full
support,
I'd
like
to
make
two
recommendations,
though,
to
the
resolution
the
one
about
when
you
have
violence
prevention
agencies,
I
also
would
recommend
you
add
the
word
organizations
because,
like
a
group
like
Father's
Day,
Robert
can
be
we're
a
Grassroots
organization.
We're
not
an
agency,
so
I
would
suggest
that
that
would
be
considered
to
be
added
in
the
language,
same
violence,
invention
agencies
and
organizations.

other
issue
and
I
know
Mr
Crawford
who's
going
to
be
testified.
Next,
we
talked
about
this
this
morning.
The
public
safety
directors
title
might
be
considered
or
what
his
job
or
who
he
would
be.
We,
when
I'm
saying
we
and
I
know
brother
Crawford
is
on
after
me
we'll
talk
about
this.
We
would
like
to
see
maybe
consideration
giving
to
that
this
person
not
only
be
a
law
enforcement
professional,
but
maybe
a
individual
who
has
over
a
Year's
experience.

come
from
government,
it
could
come
from
academic
I
mean
not
academics,
some
other
source
agencies
that
has
experience
of
the
law
if
you're
just
limited
to
law
enforcement.
Professional.
Some
of
those
professionals
don't
have
really
to
me
that
I
have
interacted
with
over
the
years
in
law
enforcement,
I'll
just
to
understand
about
communities
to
understand
about
other
issues
that
would
be
directly
effective
with
this
legislation
or
with
this
program.
So
that's
something!

over

years

move
the
needle
on
gun,
violence,

intervention

even
back

70s,
when
we
were
dealing
with
the
proliferation
of
gang
violence
here
in
the
city.
So

result

his
murder,
rather
than
going
out
getting
revenge
or
trying
to
get
revenge.
As
far
as
murdering
people
as
a
result
of
the
the
murder
of
my
son,
we
created
the
organization
called
the
blackmail
Community
Council
of
Philadelphia
we've
been
in
the
vineyard
of
trying
to
help
redirect
our
brothers
from
this
murdered.
I
Mayhem
that's
taking
place
and
as
a
result
of
the
work
that
we're
doing,
I
recognize
that
there
is
a
lot
of
these
young
brothers
that
can
be
redirected
with
the
right
resources
and
the
right
organizations
working
with
them
and
as
a
result
of
reading
this
resolution,
no
matter
what
we
do.
If
we
don't
do
nothing,
we
know
we
gonna
get
the
same
results
if
this
resolution
bring
an
opportunity
to
curtail
or
save
just
one
life,
and
my
estimated
estimate
is
worth
trying.
I
I
agree
with
brother
Bilal
that
that
the
two
two
things
that
we
talked
about
this
morning
was
the
violence,
prevention
agencies
and
the
organizations
like
myself
and
other
organizations
should
also
be
included
within
this
resolution
and
also
the
stipulation
that
the
individual
be
have
at
least
five
years
law
enforcement
and
so
forth.
It's
because
of
the
broad
aspects
of
what's
taking
place.

met
you
back

2019
when
you
were
advocating
on
behalf
of
gun
violence,

the
death
of

son

just
want

commend
you
for
your
dedication
on
this
issue,

recognize
Vice,
chair
Jones,
for
remarks,
but.

Get
choked
up
when
I
think
about
your
journey.
I
am
what
you
went
through
within
your
family,
but
what
I
applaud
you
on
brother
Crawford
is
that
you
changed
it
into
something
positive
that
you
decided
to
take
a
high
road
if
you
would
or
that
might
save
other
lives.
I
recall
conversations
with
some
of
the
things
that
you
put
together
offered
and
put
in
my
hand
and
I,
never
felt
so
kind
of
stymied
as
to
whose
hand
it
should
go
into
next.

One
of
the
reasons
why
this
position
is
so
important
is
because
what
you
gave
me,
which
I'm
going
to
go
into,
has
so
many
different
ramifications.
It
had
law
enforcement,
it
had
intervention,
it
had
aspects
on
Mental
Health
and
if
you
put
it
in
one
entity's
hands,
it
would
have
to
be
passed
around
anyway
in
order
to
touch
all
of
the
things
it
complied,
and
you
know
exactly
what
you
gave
them.
We
wound
up
giving
it
to
one
person,
but
it
could
have
easily
been
duplicated
in
the
12
different
offices.

what
I
hope
to
come
out
of
this
is
that
there's
one
entity
that,
instead
of
us
running
around
you
running
around
spending
energy,
finding
out,
you
know
which
department
covered,
what
that
that
individual
would
have
the
skill
set
knowledge
base
to
know
where
and
how
to
connect
people
to
the
resources
needed
so
again.
