bill

130,
which,
if
enacted,
will
amend
the
philadelphia
building
construction
occupancy
code
and
thus
amend
the
pennsylvania,
uniform
construction
code
for
philadelphia
to
add
certain
requirements
for
structures
containing
light
frame
construction.
First,
the
department
would
like
to
thank
the
sponsors
and
councilman
henan
for
their
work
on
this
bill
and
the
fire
department
for
their
partnership
with
us
on
this
issue.

The
use
of
lightweight
construction,
including
trusses,
I,
joists
and
engineered
lumber,
is
quite
common
in
the
building
industry.
In
the
last
15
years,
much
new
construction
and
renovations
have
been
built
with
these
materials.
Lightweight
construction
is
sturdy
and
safe
and
meets
all
code
requirements.
However,
research
has
shown
that
lightweight
construction
may
degrade
more
quickly
than
traditional
building
materials
when
exposed
to
fire.
Thus
floor
systems
built
with
these
materials
are
more
susceptible
to
collapse
during
firefighting
operations.

There
are
two
ways
to
prevent
this:
requiring
that
structures
built
with
lightweight
construction
materials,
have
sprinkler
systems
or
requiring
that
builders
protect
lightweight
construction
by
covering
the
underside
with
fire
resistant
materials.
The
existing
codes
contain
these
requirements
for
residential
buildings
in
2010,
the
International
building
and
residential
codes,
and
the
Pennsylvania
uniform
construction
code
added
a
requirement
that
sprinkler
systems
be
included
in
all
new
construction,
residential
row
homes
and
townhomes,
which
make
up
the
majority
of
structures
in
Philadelphia.

In
addition,
a
requirement
was
added
that
all
new
construction
detached
and
semi-detached
residential
structures
that
do
not
contain
sprinkler
systems
must
use
fire
resistant
materials
in
conjunction
with
lightweight
construction.
The
department
enforces
these
requirements
through
our
plan
review
and
inspection
processes.
The
international
building
code
and
the
Pennsylvania
uniform
construction
code
do
not,
however,
require
the
same
level
of
fire
resistant
protection
of
lightweight
construction
in
commercial
buildings.
This
bill
will
serve
to
effectively
close
that
gap
by
requiring
this
type
of
protection
and
commercial
construction
going
forward.

All
commercial
construction,
including
building
under
two
stories,
which
are
the
most
likely
to
be
built
using
lightweight
construction
in
Philadelphia,
will
be
required
to
use
fire
resistant
materials
in
conjunction
with
lightweight
construction.
If
the
building
is
not
protected
by
a
sprinkler
system,
as
we
do
with
residential
construction,
we
will
enforce
these
requirements
through
our
plan
review
and
inspection
processes
and
are
prepared
to
do
so.
As
soon
as
the
bill
becomes
law.
We
recognize
that
these
requirements
do
not
apply
to
existing
buildings.

However,
the
department
does
and
will
continue
to
partner
with
the
fire
department
to
ensure
that
firefighters
get
all
necessary
available
information,
including
construction
type,
about
a
structure
before
or
while
and
route
to
a
fire
scene.
We
currently
share
extensive
property
data
with
the
fire
department,
including
whether
building
is
considered
unsafe
or
in
danger
of
collapse.

Whether
there
are
indicators
of
hazardous
material
storage,
whether
there
are
outstanding
code
violations
and
whether
there
are
active
construction
permits
on
other
information
going
forward,
the
department
will
also
provide
the
fire
department
with
building
permit
data
dating
back
to
2,000
and
sex.
This
will
allow
the
fire
department
to
determine
whether
a
building
may
contain
lightweight
construction
and
prepare
for
that
potential
hazard
appropriately.

certain
terms
and

lightweight,
wood
frame,
building,
buildings
burned
extremely
fast
and
hot.

our
building
is
constructed
of
solid
song,
dimensional
lumber,
joists
and
decking
as
in
the
past.
In
addition,
as
structures
get
lighter
in
structural
weight,
they
are
loaded
with
continents
and
furnishings
that
are
burn
hotter
and
quicker
than
ever
before.
A
deadly
combination
for
building
occupants
and
firefighters.
What
does
this
mean
for
firefighters?
We
have
no
time
once
the
fire
has
flashed
and
in
the
area
origin,
the
area
can
no
longer
who
absorb
or
contain
the
heat
as
fire
enters.

The
bus
to
lightweight
voids
collapse
is
imminent
bill,

or
130
provides
for
more
protection
and
the
internal
components
of
lightweight
truss
construction
in
certain
circumstances,
and
therefore
will
provide
some
measure
of
increased
safety
to
the
occupants
and
members
of
the
fellowship
fire
department
in
the
event
of
a
fire.

major
cost

any
kind

new
construction
moving
forward

little
change
here
will
actually
save
lives.

already
required
of
residential
buildings
in
the
building
code,
the
residential
buildings,
anything
new
since
2010
has
to
be
sprinklered
so,
and
the
code
really
sees
these
as
the
same
amount
of
protection,
either
sprinklered
or
the
virus
resistant
materials.
So
this
bill
just
kind
of
closes
a
loophole
for
new
commercial
construction
and
I.
Don't
have
an
exact
cost,
but
we
don't
believe
it's
significant,
since
builders
are
already
doing
this
for
residential
structures.
So.

coating

a
residential
spring
thursday
insurance
would
go
down,
but
for
the
protective
coating
their
insurance
wouldn't
go
down.
It
just
means
that
these
trust
wouldn't
fail
as
soon
so
when
you
don't
have

protective
coating

exposed
to
fires.

know
these
trusts.
Construction
can
fail
within
five
minutes.
So
with
the
coating
gives
you
probably
another

I
am
here

provide
testimony

bill
number
1600
75,
which,
if
enacted,
will
amend
the
Philadelphia
administrative
code
to
provide
new
requirements
for
the
posting
and
public
notice
of
the
demolition
of
structures.
First,
the
department
would
like
to
thank
the
council
president
for
sponsoring
this
bill.
The
department
has
strict
regulations.

The
demolition
contractors
must
follow
before,
during
and
after
the
demolition
of
the
building
specific
to
this
bill,
there
are
extensive
notice
requirements
that
must
be
filed
prior
to
a
demolition
both
by
the
demolition
contractor
and
by
the
department.
Currently,
the
department
is
required
to
within
10
days
of
the
issuance
of
a
demolition
permit,
post
a
notice
of
demolition
on
the
building
to
be
demolished
and
distribute
an
informational,
builds
bolt
and
indicating
the
pending
demolition
of
the
property
to
near
neighbors.

The
informational
bulletin
must
be
distributed
to
the
front
doors
of
all
properties
located
within
the
safety
zone
area
surrounding
the
subject
building,
including,
but
not
limited
to
the
three
nearest
properties
on
each
side,
the
seven
nearest
properties
across
the
street
and
the
seven-year
nearest
properties
to
the
rear.
The
bulletin
contains
information
about
what
neighbors
can
expect
during
the
demolition,
as
well
as
what
their
rights
are.

Currently,
demolition
cannot
begin
for
at
least
21
days
after
the
date
of
the
issuance
of
the
demolition
permit,
a
time
frame
that
was
established
in
order
to
provide
neighbors
with
plenty
of
time
a
minimum
of
11
days
to
review
the
posted
demolition
noticed
and
distributed
Bolton.
This
bill
would
slightly
amend
the
terms
of
the
notice
requirement
in
both
the
timing
of
the
posted
notice
and
the
party
responsible
for
posting,
the
notice
at
the
time
of
submit
all
of
a
demolition
permit
application,
rather
than
at
the
time
of
permit
issuance.

The
demolition
contractor
will
receive
from
the
department
a
notice
of
demolition
to
be
posted
on
the
subject.
Building
the
contractor,
rather
than
the
department,
must
post
the
notice
on
the
building
within
10
days
of
the
application
submitted.
The
notice
must
remain
in
place
until
the
demolition,
which
cannot
begin
for
at
least
21
days
after
the
submit
all
of
the
permit
application.
At
the
same
time,
the
department
will
be
responsible
for
distributing
the
information
of
bulletins
to
the
same
set
of
properties
as
well
required
to
receive
Bolton
previously.

The
bill
does
not
shorten
notice
requirements
or
provide
neighbors
with
any
less
time
to
receive
notice
of
an
upcoming
demolition,
nor
does
it
change
the
content
of
the
notice
or
of
the
informational
brochure.
In
fact,
in
almost
all
cases,
neighbors
will
be
afforded
more
notice
under
the
changes
proposed
in
this
bill,
structures
will
be
posted
for
a
minimum
of
11
days,
which
is
the
same
as
required
now,
but
in
most
cases
the
posting
period
will
last
well
beyond
this.

This
is
due
to
tying
the
posting
date
to
the
date
of
permit
permit
application,
rather
than
to
the
date
of
permit
issuance
the
department
standard
review
time
for
a
non-emergency
demolition.
Permit
is
20
business
days,
meaning
that
approximately
28
calendar
days
elapsed
between
permit
application
and
permit
issuance
many
demolition
permits
require
additional
submissions
and
review
which
can
significantly
extend
this
timeframe.

Therefore,
the
reality
is
that
Neuros
nearly
zero
demolitions,
it's
actually
less
than
four
percent,
will
start
less
than
21
days
from
the
time
of
permit
application,
meaning
that
the
posting
will
remain
up
for
longer
than
it
did
under
the
previous
requirements.
The
Department
will
closely
monitor
demolition
contractors,
compliance
with
the
new
requirements
to
ensure
that
notice
is
always
posted
for
a
sufficient
period
of
time.
In
addition,
the
department
is
making
revisions
to
its
information
of
Bolton
and
other
documents
to
provide
even
more
details
about
what
neighbors
can
expect
during
a
nearby
demolition.

The
bill
does
not
change
the
building
code
requirements
that
demolition
contractors
are
required
to
protect
adjacent
structures
during
demolitions
and
that
they
must
provide
a
minimum
of
10
days,
written
notice
to
adjacent
property
owners
if
this
protection
requires
access
to
the
adjoining
property.

and

it's

to

from
what
we've
heard
from

the
industry,
is
that
this
is
helpful
to
them,
because
demolitions

45
days
of
permit
issuance.
So
if
they
had
to
get
the
permit
post
for
21
days
and
then
begin,
it
gives
them
only
about
a
three-week
window.

Believe
there
there's
standing
to
AP
up
he'll
a
demolition
permit,
but
it
does
allow
them
to
have
notice,
that's
going
to
happen
and
if
they
would
like
to
the
contact
information
for
the
contractors
on
those
postings.
So

they

the
need
to
reach
out
to
the
contract
or
ask
any
questions
about
what
the
next
steps
are
and
how
it
will
affect
their
property,
that
that
is
very
much
encouraged
and
they
they're
also
welcome
to
reach
out
to
the
department.

no
right
to

the

built
right
up
to
their
back

just

closes
a
loophole
for
new
commercial
construction
and

exact
cost,

don't
believe
it's

builders
are
already
doing

residential

planning
director

department
of
licenses
and
inspections.
I
am
here
to
provide
testimony
on
bill
number
1600
75,
which,
if
enacted,
will
amend
the
Philadelphia
administrative
code
to
provide
new
requirements
for
the
posting
and
public
notice
of
the
demolition
of
structures.
First,
the
department
would
like
to
thank
the
council
president
for
sponsoring
this
bill.
The
department
has
strict
regulations.

The
demolition
contractors
must
follow
before,
during
and
after
the
demolition
of
the
building
specific
to
this
bill,
there
are
extensive
notice
requirements
that
must
be
filed
prior
to
a
demolition
both
by
the
demolition
contractor
and
by
the
department.
Currently,
the
department
is
required
to
within
10
days
of
the
issuance
of
a
demolition
permit,
post,
a
notice
of
demolition
on
the
building
to
be
demolished
and
distribute
an
informational,
builds
bolt
and
indicating
the
pending
demolition
of
the
property
to
near
neighbors.

The
informational
bulletin
must
be
distributed
to
the
front
doors
of
all
properties
located
within
the
safety
zone
area
surrounding
the
subject
building,
including,
but
not
limited
to
the
three
nearest
properties
on
each
side,
the
seven
years
properties
across
the
street
and
the
seven-year
nearest
properties
to
the
rear.
The
bulletin
contains
information
about
what
neighbors
can
expect
during
the
demolition,
as
well
as
what
their
rights
are.

Currently,
demolition
cannot
begin
for
at
least
21
days
after
the
date
of
the
issuance
of
the
demolition
permit,
a
timeframe
that
was
established
in
order
to
provide
neighbors
with
plenty
of
time
a
minimum
of
11
days
to
review
the
posted
demolition
noticed
and
distributed
Bolton.
This
bill
would
slightly
amend
the
terms
of
the
notice
requirement
in
both
the
timing
of
the
posted
notice
and
the
party
responsible
for
posting,
the
notice
at
the
time
of
submit
all
of
a
demolition
permit
application,
rather
than
at
the
time
of
permit
issuance.

The
demolition
contractor
will
receive
from
the
department
a
notice
of
demolition
to
be
posted
on
the
subject.
Building
the
contractor,
rather
than
the
department,
must
post
the
notice
on
the
building
within
10
days
of
the
application
submitted.
The
notice
must
remain
in
place
until
the
demolition,
which
cannot
begin
for
at
least
21
days
after
the
submit
all
of
the
permit
application.
At
the
same
time,
the
department
will
be
responsible
for
distributing
the
information
of
Bolton
to
the
same
set
of
properties
as
well
required
to
receive
Bolton
previously.

The
bill
does
not
shorten
notice
requirements
or
provide
neighbors
with
any
less
time
to
receive
notice
of
an
upcoming
demolition,
nor
does
it
change
the
content
of
the
notice
or
of
the
informational
brochure.
In
fact,
in
almost
all
cases,
neighbors
will
be
afforded
more
notice
under
the
changes
proposed
in
this
bill,
structures
will
be
posted
for
a
minimum
of
11
days,
which
is
the
same
as
required
now,
but
in
most
cases
the
posting
period
will
last
well
beyond
this.

This
is
due
to
tying
the
posting
gate
to
the
date
of
permit
permit
application,
rather
than
to
the
date
of
permit
issuance
the
department
standard
review
time
for
a
non-emergency
demolition.
Permit
is
20
business
days,
meaning
that
approximately
28
calendar
days
elapsed
between
permit
application
and
permit
issuance
many
demolition
permits
require
additional
submissions
and
review
which
can
significantly
extend
this
timeframe.

Therefore,
the
reality
is
that
Neuros
nearly
zero
demolitions,
it's
actually
less
than
four
percent-
will
start
less
than
21
days
from
the
time
of
permit
application,
meaning
that
the
posting
will
remain
up
for
longer
than
it
did
under
the
previous
requirements.
The
department
will
closely
monitor
demolition
contractors,
compliance
with
the
new
requirements
to
ensure
that
notice
is
always
posted
for
a
sufficient
period
of
time.
In
addition,
the
department
is
making
revisions
to
its
information
of
Bolton
and
other
documents
to
provide
even
more
details
about
what
neighbors
can
expect
during
a
nearby
demolition.

bill
does
not
change
the
building
code
requirements
that
demolition
contractors
are
required
to
protect
adjacent
structures
during
demolitions
and
that
they
must
provide
a
minimum
of
10
days,
written
notice
to
adjacent
property
owners
if
this
protection
requires
access
to
the
adjoining
property.

other
permit,
or
a
really
back
and
forth
process

the
plans
examiner
and
the
applicant.

change,
it's
always
been

opposed
to

issuance
and
from
what
we've
heard
from
from
the
industry,
is
that
this
is
helpful
to
them,
because
demolitions

required

45
days
of
permit
issuance.
So
if
they
had
to
get
the
permit
post
for
21
days
and
then
begin,
it
gives
them
only
about
a
three-week
window.

Believe
there
there's
standing
to
AP
appeal
a
demolition
permit,
but
it
does
allow
them
to
have
noticed,
that's
going
to
happen
and
if
they
would
like
to
the
contact
information
for
the
contractors
on
those
postings.
So
if
they
feel
the
need
to
reach
out
to
the
contractor,
ask
any
questions
about
what
the
next
steps
are
and
how
it
will
affect
their
property
that
that
is
very
much
encouraged
and
they're
also
welcome
to
reach
out
to
the
department
all
that
information
will
be
contained
on
that
informational
brochure
that
they
will
receive
from
the
department.

proactive
