The Committee on Parks, Recreation and Cultural Affairs of the Council of the City of Philadelphia held a Public Hearing on Thursday, December 1, 2022, at 1:30 PM to hear testimony on the following items:

the
committee

Parks,
Recreation
and
cultural
Affairs
is
considering
a
bill
that
will
rename
the
Mill
Creek
Recreation
Center
to
honor
Tiffany,
fletch's,
Life
and
Legacy
of
Devotion
to
our
City's
children.
Every
time
I've
spoken
to
people
who
knew
and
loved
Tiffany,
they
spoke
about
how
much
she
cared
and
how
much
she
dedicated
her
life
to
creating
Safe
Gathering
spaces
for
our
kids.
They
also
spoke
about
how
she
lived
for
her
three
boys
and
worked
hard
every
day
to
provide
a
loving
and
supportive
home
for
them.

Several
of
Tiffany's,
family
members
and
colleagues
will
be
offering
testimony
today
and
I
want
to
commend
them
for
the
strength
that
they've
shown
in
the
face
of
this
Monumental
tragedy.
No
one
should
have
to
endure
this
kind
of
loss.
People
should
be
able
to
go
to
work
every
day,
knowing
that
they'll
come
home
to
their
families.
At
the
end
of
the
day.
This
particular
tragedy
is
magnified
by
the
fact
that
Tiffany
was
working
at
a
parks
and
recreation
facility
when
she
was
killed.

facilities
are
meant
to
be
safe
spaces
for
our
communities
to
gather
and
the
feeling
of
safety
at
the
Mill
Creek
Recreation
Center
was
shattered
when
shots
rang
out
on
September
9th.
It
is
our
job
as
elected
officials,
to
put
an
end
to
the
gun.
Violence
in
this
city
that
took
Tiffany's
life
and
has
taken
so
many
other
lives
so
far
this
year.

is
nothing
I
could

that
would
take
away
the
pain
that
Tiffany's
family,
and
so
many
others
are
feeling
as
a
result
of
the
senseless
violence
going
on
in
our
communities,
but
by
renaming
The
Mill
Creek
Rec
Center

her
honor
I
do
hope
that
the
center
will
stand
as
a
permanent
reminder
of
the
love
that
Tiffany
had
for
her
community
and
that
her
life
mattered.

staple

the
West
Philadelphia
neighborhood,
where
it's
located.

center
provides
hundreds
of
families
safe
fun
activities
and
programming,
including
basketball,
tournaments
and
summer
swim
lessons.

Recreation
also
supports
this
measure
and
accordingly,

hers.

something
that
they
can
always
think
about
her
every
day,

that

be

blessing,

wonderful
person
when
she

got

job

the

Creek
Recreation
Center.
She
was
so
excited,

mean
every

herself

go

work

she

she

really
into
what
she
was
doing
her
birthday
just
passed.

was
her
birthday

on
October
the
14th

get

chance

celebrate
her
birthday,

community
came
out,

mean
it

about
a
at
least
200
people
in
the
neighborhood.

son

did

that
day

she
left

She

me

wonderful

me

two
children

every

looked

their

answer
any
questions

you
may
have
about
rebuild
I'm,
really
excited
and
pleased
to
provide
an
update
on
our
progress
and
especially
to
discuss
the
future
of
rebuild.

Progress
I'd
like
to
draw
attention
to
an
achievement
that
I'm
especially
proud
of
our
diverse
participation
rate
in
rebuild
contracts.
To
date,
over
62
percent
of
our
committed
contract
dollars
are
going
to
either
minority
or
women-owned
businesses.
That's
over
40
million
dollars
worth
of
work,
empowering
historically
disenfranchised
groups
in
the
construction,
construction
industry.

Those
contracts
come
in
the
form
of
contractors
like
Gessler
construction,
working
on
federal,
Square,
Park
right
now,
and
Toronto.
Construction
working
in
glavin
playground
is
two
examples.
We
also
have
smaller
contracts,
propelling
small,
diverse
businesses
and
Professional
Services,
for
example,
Kenneth
Wooten
he's
a
minority
founder
and
owner
of
standby
Productions,
who
helps
tell
our
community
stories
through
video
and
has
enrolled
in
our
emerging
vendors
program
and
Kaiser
Abdullah,
who
was
first
a
participant
in
our
business
supports
program
and
now
is
a
leadership
coach
in
our
Workforce
Development
programs
in
our
design
and
construction.

We
have
23
projects
in
architectural
design
and
public
engagement,
and
that
includes
an
immersive
Community
engagement
process
where
residents
are
actively
engaged
in
shaping
the
future
of
their
site.

sites
have
received
a
first
fix.
So
what
this
signifies
is
that
we
understand
we
work
very
closely
with
other
City
departments
and
with
you
all.
We
don't
operate
in
a
vacuum
and
we
understand
that
these
sites
are
living
and
breathing
entities
in
our
communities
that
need
attention,
sometimes
ahead
of
that
really
large
Improvement
that
we're
planning.

So
this
can
include
anything
from
a
boiler
to
ensure
that
the
heat
works
during
the
winter,
to
a
sanitary
pipe
fix
to
ensure
that
bathrooms
can
function
for
summer
camps
and
after
school
programs,
or
it
might
mean
a
complete
pool,
rehab
like
a
Fishtown
Rack
or
a
million
dollar
roof
at
MLK,
Rec,
Center
or
Phil
Bono,
Rec
Center.
So
new
sidewalks,
such
as
in
front
of
CB,
Moore
library
and
bellfield
rack
king-sessing
Rack
new
athletic
Courts
at
FJ,
Myers
Rec
Center.

So,
while
the
rebuild
program
is
a
historic
investment
in
our
public
spaces,
I
think
most
of
us
here
know
that
the
need
far
exceeds
our
budget
allocation.
The
rebuild
team
has
done
a
great
job
at
trying
to
raise
funds
in
partnership
with
many
of
you,
we
have
many
partners
and
we've
worked
together
to
raise
additional
dollars
for
our
sites.
O
I
am
proud
of
the
rebuild
team
and
all
of
our
partners,
such
as
you
all
for
the
work
that
we've
been
able
to
accomplish
since
this
program
started.
As
you
all
know,
we've
rather
weathered
Rising
Supply
costs
due
to
the
pandemic,
we've
addressed
dramatically
higher
than
anticipated
needs
and
costs
at
our
selected
sites,
and
we've
organized
worked
hard
to
organize
our
team
to
be
as
efficient
as
possible
to
move
these
projects
forward
and
deliver
deliver
on
our
promise
to
Philadelphia.

I'd

work

completed

playgrounds

need
for
these
spaces
is
more
evident
now
than
ever
so.
This
concludes
my
testimony.

at

hope
and
project
about
a
400
to
a
450
million
dollar
budget.
It
was
downgraded
from
the
original
500
million
projection
due
to
the
fact
that
the
beverage
taxes
were
coming
in
a
little
less
than
anticipated.
So,
for
example,
our
first
Bond
issuance
was
anticipated
to
be
100
million
dollars
and
we
issued
a
bond
for
86.5
million
dollars.

It's
a
reminder:
councilwoman
the
bonds
add
up
to
about
100
and
I
think
we're
180
total,
but
we
do
have
the
William
Penn
contribution
of
100
million
and
a
small
Capital
contribution
from
the
city
and
that's
what
brings
us
to
that
number.

the
contribution
from
the
city,
can
you
tell
us
it's
48
million
dollars
over
the
course
of
rebuild
from
city
capital
dollars.

rebuild

it's
fairly
recent
problem.

so
this

the
source
of
the
rebuild
funding
and
one
of
the
questions
that
I
had
was
around
the
process
and
the
pace
of
rebuild
projects.

know,
there's
been
some
concerns,
I
believe
I'm
on
District
Council
Members
regarding
the
pace
of
rebuild
and
it's
been
incredibly
slower,
and
the
idea
and
the
push
for
the
support
of
the
rebuild
program
from
the
very
beginning
was
that
this
was
going
to
go
a
lot
faster
than
the
use
of
capital
dollars.
That's
what
we
were
all
told,
so
you.
A

We
work
in
a
bill
to
our
team
internally
to
accommodate
the
volume
of
projects
and
some
of
the
challenges,
certainly
over
the
past
couple
years,
and
to
make
sure
that
we
can
move
projects
quickly,
because
we
certainly
feel
the
press
and
the
need
for
these
facilities
and
Improvement.
We
also
understand
that
this
investment
has
been
occurring
over
many
many
decades
50
to
60
years.

We
also
understand
I,
think
in
reflection
and
being
you
know
a
couple
years
in
here
that
the
original
budgets
for
rebuild
and
the
original
intent
were
safe,
clean
and
ready
to
use,
and
they
were
more
modest
and
I.
Think,
as

beverage
tax
pass,
the
vision
of
rebuild
took
hold
and
you
start
engaging
with
community
members.
I
think
the
vision
for
what
rebuild
could
be
grew,
Beyond,
just
safe,
clean
and
ready
to
use.
So
the
Scopes
of
our
projects
grew
I.

Just
not
to
interrupt
you,
but
I
do
want
to
say,
as
chair
Parks
and
Recreation,
safe,
clean
and
ready
to
use
was
never
this
like.
This
is
a
new
phrase
theology
to
me.
That
was
never
something
that
was
communicated.
I,
think
you
know
on
a
while,
you
know.
Maybe
it
was
something
internal
within
your
department,
but
it
was
certainly
nothing
that
was
discussed
with
the
committee
or
you
know,
on
a
larger
scale
in
community
meetings,
and
you
know
like
out
in
public,
so
I'm
not
exactly
sure
where
that
came
from.

be
honest,
this
is
the
first
time
that
I'm
really
hearing
that
phraseology,
the
safe,
clean
and
ready
to
use.
What
we
thought
was
that
this
was
going
to
be
an
opportunity,
and
what
I'm
going
to
be
dishonest
with
the
administration
sold
to
us
is
that
this
was
going
to
be
a
great
opportunity
to
get
these
old,
dilapidated
buildings
that
we've
been
patching
up
and
taping
together
with
duct
tape,
and
you
know,
like
bubble
gum
for
a
very
long
time
that
we
were
going
to
have
new
facilities.

That's
what
was
sold
and
I
think
that
it
was
sold
in
a
very
robust
way.
There
were,
you
know,
you
know
school
kids
who
were
you
know
coming
down,
holding
up
signs
supporting
rebuild,
please
Council
vote
for
rebuild.
We
want
nice,
libraries
and
recreation,
centers
and
new
facilities,
so
it
was
never
just
a
sort
of
like
we're
going
to
clean
it
up
brush
it
up,
paint
it
up.

I
agree
and
I
think
it's
a
it's
a
Once
in
a
generation
life
you
know
in
our
kind
of
lifetimes
I
hope
not,
but
it
is
a
once
in
a
generation
opportunity
to
really
do
right
by
facilities
that
haven't
seen
investment
in
so
long
so
I
couldn't
agree.
More
I
also
think
we
were
work
together
to
create
really
ambitious
participation,
goals
and
diversity
goals
and
a
real
commitment,
I
think
from
city
council
and
the
administration
to
ensure
that
residents
voices
were
heard
in
the
design
of
these
facilities
and
I
will
say.

I've
had
a
couple.
Constituents
come
up
to
me
over
the
past
couple
years
and
say
these
things
aren't
fast
and
we
understand
that
sometimes
your
smaller
businesses
might
not
be
able
to
turn
around
a
bid,
for
example
in
seven
days,
and
they
need
a
little
time
to
stop
what
they're
doing
tend
to
their
back
office,
put
a
bid
together
for
a
job
I'm,
just
throwing
out
an
example
that
there's
time
taken
in
the
engagement
side.
If
something
you
know,
you
need
to
dig
into
something
to
understand.

Will
the
facilities
use
this
way
now,
but
perhaps
the
vision
going
forward?
Things
have
changed
and
it's
going
to
look
a
little
different
going
forward.
So
I
think
there's
been
great
care
taken
and
we've
had
the
support
from
our
partners
at
library
and
you
all
and
Parks
and
Rec
to
make
sure
that
we
get
this
right
because
it
really
is
a
once
in
a
generational
opportunity
and
I
will
say
that
is
not
always
Speedy.

that's
why
I
mean
I
know
you
get
it
and
that's
why
it's
so
important,
but
you
know
I,
just
can't
express
enough
of
the
urgency
of
you
know
why
we
need
to
pick
up
the
pace
with
rebuild
and
also

people

told
them.

were
going
to
give
them,
which
was
nice
new,
shiny
buildings.
You
know
that
that's
really
what
we
were
selling
we
weren't
selling
clean
and
what
was
it
clean
and
ready
to
use
yeah?

I
absolutely
got
into
and
still
support
the
notion
that
Pre-K
was
important
and
I
think
to
a
degree.
We
have
kind
of
fulfilled
that
problem.
I
mean
promise
with
the
sugary
drinks.
Tax
more
young
people
are
getting
a
hand-up
head,
start
to
being
proficient
at
reading
and
math
than
ever
before.
So
you
know
to
that
degree
I
believe
we
have
fulfilled
that
promise,
creating
seats
in
pre-K.

I
heard
alluded
to
that
some
of
the
challenges
of
working
with
non-profits
but,
however,
and
nevertheless
when
I
go
to
a
community
meeting
at
headington,
but
when
I
go
to
a
community
meeting
at
Tustin,
where,
when
I
go
to
a
community
up
at
the
21st
ward
in
the
Hinterlands
of
Roxborough,
they
don't
want
to
hear
it
they're,
paying
more
push
soda.
We
I
remember
bass.
We
we
almost
got
our
faces,
put
on
milk
cartons
in
shoprites
around
around
town,
because
we
had
the
audacity
to
support
that.

So
here
we
are
in
the
last
part
of
the
administration.
We
have
to
put
shovels
in
the
ground.
There
is
a
thing
in
my
mind,
called
analysis,
paralysis
that
if
you
study
a
thing,
you
study
a
thing.
You
study
a
thing
until
the
original
findings
of
the
study
are
obsolete
in
in
in
and
I
understand
that
during
that
pandemic
inflation
took
off
and
that
projects
cost
20
percent
more
these
days.

did

support
this

we
don't
have
a
new
blade
of
grass,
a
new
basketball
court,
a
new
gymnasium
to
send
our

kids
to
so
I,
don't
know
what

impediments
are,
but
for
sure,

we

year's
budget

think
we
have
to
be
a
little
more
insistent
a
little
more
radical
about
it.

what

can
we
expect
in
the
next
30
days

shovels
in
the
ground
and

Ribbon
cuttings
after
completion.

Creek,
Environmental
Center
playground

breaking

support

that

we've
sought
State
support
for
other
sites
and
you

been
fortunate

in
your
District
a
little
bit
I'll
be
honest,
we'd
love
to
see
more
from
the
state.

they
could
be
a
little
more
generous
and
we
would
appreciate
anyone's
help
there
and

certainly
advocating
across
you

working
in
tandem
in
partnership
with
our
state
representatives.

this
spring
we'll
see
a
number

sites
breaking
ground
which
is
terrific
and

will

show

momentum

the
New
Year
in

Environmental
Center

starting
work
on
some
roof
repairs
and
HVAC
repairs.

have
the
King
sessing
Library
starting
construction

Rivera,
rec
center
and
man

Adult
Center

in
the
early
spring
and
then
Vernon
Park
also
will
be
starting
construction
shortly.
So
we're
actually
finishing
it's
a
pretty
short
duration,
which
is
great
so
happy
to
also
provide
that
list.

really

in
the
council

currently
provide,
but
I

districts,

the
Ninth
District
and
then
in
the
eighth
District
neighboring,
which
probably
has
more
of
a
need.

you
spent
less
than
a
half
a
million
dollars
and
again
this
is
five
years
in
so
we
spent
on
average
I
guess
roughly
under
a
hundred
thousand
dollars
per
year
throughout
the
eighth
District,
and
so
these
numbers
really
don't
make
sense
to
me.

don't
make
sense
in
any
way
shape
or
form,
because
if
we're
really
trying
to
do
things
that
make
make
a
difference
and
we're
trying
to
get
things
done
before
you
know
at
the
end
of
this
seven
year
project,
you

we're
way
off.

centers

District

District

are
not
up
to
par

would
love
to
do
a
camp

free

summer
we
looked
at
doing
it
in
the
eighth
district,
and
you
know
no
exaggeration.
It's
just
not
many
places
where
you
can
have
the
combination
of
a
quality,
safe
indoor,
outdoor
Court
to
be
able
to
offer
free
programming
for
young
people.

know
a
lot
of
folks
who
do
programming
there
and
they're
leaving
the
area.
They
know
that
there's
a
need,
as
it
relates
to
the
young
people
who
live
there,
but
the
facilities
just
aren't
up
to
par.
So
I
thought
it
would
be
important
that
I
add
my
voice
to
the
choir,
because
I
know
folks
are
going
to
say
that
count.

The
terrorist
committee
has
a
bias
because
she
represents
their
that
area
and-
and
maybe
that's
true,
but
as
somebody
who
represents
the
entire
city,
who's
in
rec
centers,
all
across
the
city
of
Philadelphia
I
could
tell
you
that
that
part
of
the
neighborhood
needs
the
biggest
hug,
so
I
just
wanted
to
Echo
your
concern,
councilmember
bass
and
hopefully,
as
we
not
just
answer
this
question,
but
disperse
these
resources
really
looking
at
this
through
an
equitable
lens,
because
it's
one
thing
to
say
it.
It's
another
thing
to
put
the
money
behind
it.

process

frustrating

means

rebuild
going
forward.

have,

our
FY
22
spend
was
28.5
million
and
our
total
spend
right
now
is
about
77
million,
so
I'm
wondering
if
maybe
that
was
just
out
of
the
capital
funds.
It
doesn't
include

bond
and
we
have
really
prioritized
spending
those
Bond
dollars.
So
we
have
much
larger
spend
in
each
of
the
districts
and
so
I
hope.
That's
helpful
to
hear
they're
they're,
all
in
the
millions
that.

think
because
we
had
such
a
lengthy
delay

we

stay

top
of
exactly
what's
happening

keep

public

what's

say
the
nightstand
CDC
is
fortunate
in
having
been
selected
as
the
rebuilt
project
user
for
two
major
rebuild
projects:
Barrett
playground
and
Council
District
district
council
a
and
the
shepherd
Recreation
Center,
which
is
in
District
Council.
Four.
We
have
been
engaged
in
this
effort
for
approximately
three
years
for
since
1999,
when
we
were
first
awarded.
Q
The
intent
of
the
rebuild
program
is
to
be
applauded.
The
need
for
improvements
to
our
community
facilities
is
difficult
to
overstate
and
the
need
for
first-class
Community
facilities
that
can
support
community-wide
programming
has
never
been
greater,
particularly
programs
that
address
the
needs
of
our
young
people,
who
face
ever
increasing
challenges.

Based
on
our
experience,
a
major
issue
with
the
rebuild
program
is
the
difficulty
facing
any
new,
rather
large
undertaking,
and
that
is
the
need
to
build
from
scratch
program
policies,
implementation
procedures
and
best
practices
and,
importantly,
building
a
competent
staff
to
administer
the
program.
Staffing
began
with
a
core
group,
almost
none
of
whom
remained
with
the
office.
This
operational
ramp
up
was
occurring
as
the
program
was
being
rolled
out.

A
perfect
storm
of
events
has
caused
unprecedented
increases
in
construction
costs,
including
General
inflation,
covet-induced
supply
chain
disruptions,
increased
construction
demand,
labor
shortages
and
even
the
war
in
Ukraine.
These
unanticipated
increases
in
costs
have
created
the
prospect
of
cutting
back
on
the
improvements
intended
and
proposed
for
these
Community
facilities.

Aggravating
this
problem
is
the
fact
that,
using
the
rebuild
model,
these
proposed
improvements
were
devised
through
a
thorough
and
extensive
Community
engagement
process
with
the
residents
of
the
neighborhoods
and
Community
stakeholders.
The
community
expects
these
improvements.
The
community
deserves
these
improvements.

As
we
move
forward
toward
construction,
we
Face
the
prospect
of
scaling
back
the
projects
which
is
in
the
interest
of
none
involved
with
or
associated
with,
the
rebuild
program
or
its
intended
beneficiaries.
The
struggle
to
advance
the
project
design
and
to
undertake
construction
bids
without
adequate
funds
simply
leads
to
further
delay
and
ultimate
disappointment.

Big,
big,
majorly
needed,
and
so
right
now,
just
to
speak
on.
The
community
aspect
is
that
Council
people
and
project
users
are
out
here
basically
boots
on
the
ground,
and
we
hear
it.
We
hear
it
and
over
time
these
delays
cause
distrust
and
that's
not
what
we're
trying
to
achieve.
The
worst
thing
you
could
have
is
people
that
don't
trust
you
and
we
keep
going
back
to
the
community
saying
the
same
thing.

Construction
supply
chain
this
that
and
the
other
and
they're
looking
at
us
like
like
we're
lying
basically
just
to
be
honest,
so
I
just
want
to
say
that
it's
very
frustrating
and
very
disheartening
to
keep
coming
to
the
community
and
when
they've
been
so
engaged
from
the
survey
level.
We've
taken
hundreds
of
surveys
asking
the
community.
What
do
you
want
and
we
know
that
they
want
hubs
of
revitalization,
that's
going
to
bring
all
the
needs
to
them
and
that's
what
project
users
are
doing.

So,
and
one
of
the
delays
that
that's
really
hurting
me
to
my
heart
right
now
is
because
one
of
the
soldiers
and
Pioneers
in
Logan,
where
the
Barrett
playground
is
Marion,
Johnson,
a
very
well-known
Community
activists,
City
Legislative
Assistant
for
years
in
the
Ninth
District.
All
of
that
came
to
every
meeting
that
you
any.
If
she
could
start
defeating
herself,
she
would
do
it
and
she
passed
away
recently
but
weekly
monthly
for
years.

All
she
wanted
to
know
is:
when
is
it
going?
When
are
you
going
to
break
ground?
When
are
you
going
to
break
Grant
come
on
Vegeta
winning?
You
know
and
I've
got
a
call
a
couple
weeks,
maybe
less
than
a
week
ago,
and
they
informed
me
the
level
of
which
she
was
ill
and
they
just
the
people
that
called
they
just
come
on.
Can
you
just
give
me
an
idea
of
when
and
it's
it's
a
hurt?
It's
it's
very
hurtful.

really
disappointing
and
I'm,
saying
that
not
so
much

you
already

really

public

we're
doing
everything

we

Recreation
Center
has
not
been
touched.

least
50
years,

so
it's
in
deplorable
condition.

was
in
deplorable
condition,
because
the
the
tiny
little
building
that
was
there
was
demolished,
but
you
know
what
we
need
is
to
you
know
figure
out.
How
do
we
make
the
all
of
these
projects
happen
and
what
we
sold
that
we
actually
deliver
on?
You
know
what
we
actually
sold
with
soda
tax
and
with
you
know
our
our
you
know
promises
and
you
know
all
the
things
that
we
offered.

this
is
about
faith
in
government
as
well,
and
so
we
want
people
to
have
faith
that
you
know
when
government,
when
a
mayor
gives
his
word,
that
this
is
what
he's
going
to
do,
that.
This
is
what
his
initiative
is,
that
it
actually
does
come
through.

would
say
areas
that
have
been

just
to

honest,
that
tend
to
have
been
better
taken
care

over
the
years.
Those
like
the
far
Northeast
areas
like
some
some
parts
of
South
Philadelphia,
and
so
they
didn't
receive
as
much.

as
a
40-year
resident
of
Logan
there
hasn't
been
any
updates
or
renovations
to
Barrett
during
my
time
as
president,
the
activities
included
holiday
parties
School
drives
where
we
Supply
each
child
books
and
school
supplies,
free
basketball
and
football
camps,
mentoring,
programs,
college
tours
and
Etc.
This
community
is
in
dire
need
and
is
deserving
of
a
new
facility.
Many
deep
cleaning
methods
have
been
tried
to
clean,
cleanse
and
floors
and
bathrooms,
but
the
stains
and
smells
are
too
embedded
into
the
floors
and
the
walls.
A
new
facility
can
be
attractive
to
a
dim
community.

has
the
potential
to
bring
new
interests
and
activities
for
the
Youth
and
elderly
in
the
area.
I
am
fully
on
board
to
assist
in
any
capacity
to
push
this
forward.
Also,
I
was
present
when
mayor
Kennedy
came
out
to
take
a
look
at
Barris
playground
and
promised
us
a
new
facility
I.

appreciate

opportunity,
I'm
mad,
that
I've
actually
kind
of
missed
this
party.
Up
until
this
point,
I
wish
I,
you
know,
would
have
been
engaged
in.
You
know
more
of
these
conversation.

So
what
I
wanted
to
do
is
a
basically
really
learn
more
about
the
whole
rebuild
process,
which
I
think
a
few
things
were
clearly
brought
to
my
attention
during
this
call.
So
I
think
that
will
allow
me
to
begin
to
move.
You
know
forward
and
support,
as
I
begin
to
attempt
to
advocate
for
Waterview
Recreation
Center,
which
similar
to
Lonnie
Young's,
similar
to
Mallory
similar
to
Worcester.
They
are
all
in
really
really
bad
condition.
Just
a
few
personal
things
just
to
kind
of
close
out.

One
of
the
things
that
Kara
strong
mentioned
was
the
rebuild
is
a
once
in
a
generational
opportunity
to
get
some
of
these
facilities.
Rebuilt
I
am
47
years
old
and
one
of
the
things
I
always
mention
when
I
think
about
Waterview
Recreation
Center,
the
same
monkey
bars
that
I
broke.
My
r
hormone
when
I
was
in
elementary
school
are
those
same
monkey
bars
that
are
still
there.

So
that
is
telling
you
all
that
Waterview
Recreation
Center
outdoor
space
is
the
exact
same
that
it
was
when
I
was
in
elementary
school
kid
at
Fulton,
Elementary
School
playing
on
the
monkey
bars
and
broke,
fell
and
broke.
My
arm
I
think
that
is
an
extreme
disgrace.
So
when
you
look
at
the
physical.
S
But
then
I
see
all
of
these
young
people
walking
by
Waterview
Recreation
Center
day
in
and
day
out.
They
don't
stop
in
there
to
play
basketball.
They
don't
take
their
kids
to
play
in
the
playground.
They
don't
go
inside
the
rec
center
for
the
activities
and
then
obviously
I
think
about
my
experience.
Growing
up.
You
know
if
it
wasn't
for
Waterview,
Recreation
Center
I
would
have
been
walking
right.
Past
Waterview,
Recreation
Center,
going
to
John
Shelton,
just
like
many
of
the
young
people
are
doing
today.

So
that
clearly
shows
me
the
impact
and
the
power
or
that
a
functioning,
a
high
functioning
Recreation
Center
has
the
ability
to
do
and
I
have
personally
seen
the
way
that
the
inability
of
Waterview
to
engage
this
community
has
had
such
a
negative
effect
on
several
generations
of
people
up
until
this
point.
So
with
that
all
being
said,
I
am
kind
of
eager
to
continue
on
this
journey.

Center
is
what
I
am
committed
to
doing.
So.
Anyone
on
a
call
that
can
support
me
in
that
way
can
point
me
in
the
right
direction.

those
folks

are

District
gate

the
nearby
districts,
anything
that
we
can
do
to
support
each

young

communities

exact
leak
still
persists
at
same
Gem
and
then
spot
so
we've
just
been
patching.
You
know

roof
every
winter
with
the
winter
coming
I
can
guarantee
you
that
the
rec
center
will
have
to
shut
down
for
several
days
during
the
winter,
because
the
same
old
boiler
will
break
and
there
will
be
no
heat.
So
all
of
the
same
issues
that
have
been
persisting
at
Waterview
for
a
very
very
long
time
still
exists.

to
continue
to
stay
on
this
issue,
we're
going
to
continue
to
stay

this
issue,
we're
not
going
to
let
our
foot
off
of
the
gas,
because
it's
way
way
too
important.
As
you
said,
the
the
the
difference
between
your
trajectory
and
that
of
others
in
a
neighborhood
has
been
access
to
water
view.
Access
to
you
know,
you
know
functioning
programs
and
services
in
a
recreation
center.
That's
really
deteriorated
over
the
years
and
needs
to
be
brought
back
online.

my

I

the
President
of
the
water
tower
advisory.
Council
I
want
to
thank
you
all
for
allowing
me
to
speak
today.
First
I
want
to
start
by
saying
that
rebuild
a
strong
resource
for
the
city
of
Philadelphia.
Just
the
program
needs
a
bit
of
a
tweaking
when
rebuild
was
started
in
2017,
the
city
asked
for
punch
lists
from
city
employees,
city
employees
that,
quite
frankly,
didn't
exactly
know
what
they
were
looking
at,
or
even
what?

What
some
of
the
things
on
the
list
even
meant?
Some
of
these
were
just
from
the
infrastructure,
Side
Plumbing
Heating,
Air,
Conditioning,
ADA,
compliancy,
water,
runoff,
electrical
historic
preservation,
as
most
of
our
buildings
are
older.
Structural
Engineering
I
mean
these
employees.
They
did
their
best,
but
major
oversights
have
been
made,
and
just
just
us
at
Water
Tower,
like
many
of
you,
we've
had
major
issues
with
heating
and
councilwoman
bass
has
worked
with
us
because
we've
had
to
shut
down
our
after
school
program.

We
have
over
100
Kids
daily
in
the
after
school
program
that
we've
had
to
shut
down,
because
we
didn't
have
enough
Heat
with
that.
We
also
in
the
summer
we've
had
to
shut
down
our
summer
camp,
which
has
over
120
kids,
and
we
could
have
more,
but
the
electricity
shuts
off
in
the
summertime
anytime.
It
goes
over
95
degrees,
96,
the
electricity
shuts
off.
We
have
no
air
conditioning
and
we
have
window
air
conditioners.

You
know
we
are
a
busy
Rec
Center
up
at
Water
Tower,
and
we
could
do
a
lot
more.
We
could
have
a
lot
more
things
for
people
if
we
could
just
get
some
of
these
items
addressed
ADA
Compliant,
we
used
to
be
a
voting
facility,
but
we
can't
do
that
because
we're
not
ADA
Compliant
and
a
part
of
this
goes
back
to
these
punch
lists
that
the
city
employees
were
asked
to
give
and
they
didn't
know
what
they
were.

have
spoken

really
are
on

ground
and
know
exactly
what's
happening
and
and
and
you
know
the
the
thing
about
it
is
is
that
water
tower
is
in
Chestnut
Hill
and
you
know
there
was
I
think
there's
always
a
perception
that
Chestnut
Hill
doesn't
have
any
needs
whatsoever,
I'm
horrified
at
the
idea
of
a
baseball
bat
holding
up
a
pipe
near
an
electrical
holding.

you
know
made
sure
that
that
repairs
were
done,
but
clearly
again
when
we
thought
about
rebuild
when
we
passed
soda
tax,
when
we,
you
know,
thought
we
were
getting,
you
know
you
know,
I,
don't
think
anybody
thought
about
tearing
down
water
tower
or
water
view,
but
certainly
providing
a
significant
amount
of
internal
upgrades.
That
would
be
like
a
fresh
renovation
inside
of
an
existing
building,
an
existing
structure.
That's
what
the
expectation
was
and
clearly
it's
Fallen,
very
short
of
the
expectation.

There
are
no
more
witnesses
here
today,
okay
and
the
in
the
interest
of
time
in
the
interest
of
time,
because
we
are
a
little
bit
over
the
time.
A
lot
of
for
the
hearing
and
again
this
is
going
to
be
a
monthly
hearing.
So
we're
going
to
reconvene
this
committee
and
and
this
conversation
in
early
January
and
we're
going
to
go
over
the
numbers
and
by
the
way
Kira
assuming
that
you're
still
on
