The Committee on Parks, Recreation and Cultural Affairs of the Council of the City of Philadelphia held a Public Hearing on Friday, May 7, 2021, at 1:00 PM, in a remote manner using Microsoft® Teams to hear testimony on the following items:
210360 An Ordinance officially naming and designating the dog park located on the north side of Winter Street between 21st Street and 22nd Street, in the City of Philadelphia, as the “Rob Stuart Memorial Dog Park”.

serve

a
deputy
commissioner
for
infrastructure
and
land
management
for
the
department
of
parks
and
recreation.

the
rob
stewart
memorial
dog
park,
robert
andrew
stewart,
known
to
all
as
rob
was
president
of
the
logan
square,
neighborhood
association
from
2006
to
2009,
rob
lobbied
city
council
for
a
variety
of
civic
causes,
such
as
bringing
bicycle
cabs
to
the
city,
broader
public
access
to
the
schuylkill
river
trail
via
csx
crossings
at
race
and
locust
streets
and
illegal
gun
bans
to
name
only.

few
rob
was
a
tireless
advocate
for
both
his
logan
square
neighborhood
and
the
city
as
a
whole.

He
was
positively
described
as
the
18th
member
city
council,
an
idea
merchant
and
a
tireless
and
optimistic
social
entrepreneur
who
rallied
people
to
a
cause
using
persistent
and
collective
outreach
efforts.
These
efforts
were
captured
in
a
documentary
on
the
schuylkill
river
trail
titled
free
the
river
park
that
presents
rob's
successful,
four-year
effort
to
allow
the
public
csx
crossings
rob
sincerely
hoped
that
other
community
and
civic
groups
could
use
the
documentary
as
a
teaching
tool
going
forward.

and

supports
this
ordinance

respectfully

approve
bill

suspension
of

rules

for

first

at

the
18th
member

a
great
guy

the
naming
of
the
still
it's
currently

under
construction.
The
dog
park
located
on
winter
street,
between
21st
and
22nd
in
honor
of
the
late
rob
stewart
I'm
dennis
boylan,
I'm
the
current
president
of
the
logan
square,
neighborhood
association.

This
fall
will
mark
the
10
years
since
the
passing
of
rob
stewart
and
has
just
referenced.
He
was
the
18th
member
of
city
council,
as
noted
by
councilman
curtis
jones.
Rob's
presence
in
the
halls
of
the
council
was
not
occasional.
He
was
constantly
there
and
that
purpose
was
for
his
advocacy
advocacy
of
many
issues
on
behalf
of
the
residents
and
the
city
of
philadelphia
at
at
the
much
larger
level.

One
of
the
great,
lasting
efforts
that
rob
championed
was
the
development
of
the
scruple
river
trail
and
the
park,
and
it's
over
time
that
you
can
see
how
that's
expanded
and
connected
our
city
in
a
variety
of
directions.
Just
look
at
the
bridge.
That's
now
going
to
cross
over
the
schuylkill
and
connect
southwest
philadelphia
back
into
center
city
and
and
it's
a
vital
means
of
not
just
transportation
but
connectivity
for
all
of
us
and
that's
to
rob's
great
credit.

Referenced
in
his
obituary
was
a
time
when
he
made
sure
the
audubon
society
brought
small
animals
to
the
strawberry
mansion
festival
too
much
to
the
delight
of
small
children
and
that's
planting
a
seed
with
kids
that
you
never
know
where
that's
going
to
go
that
one
day,
one
of
those
children.
That
was
what
sparked
his
interest
in
in
the
environment
and
caring
for
philadelphia,
so
that
that
speaks
highly
of
rob.
There
are
also
some
other
tough
issues
he
took
on
illegal
gun
trafficking.

think
of
think
of
how
far
sighted
that
was
in
what
he
was
doing
many
years
ago
and
how
that
impacts
us
today
and
then
to
a
lesser
degree,
even
things
like
getting
legislation
changed
for
petty
cabs,
rob
loved
this
city
and
he
loved
the
people
in
it.
He
was
very
much
a
neighborhood
guy.
He
loved
our
neighborhood
logan
square.

He
served
as
a
past
president
of
logan
square
neighborhood
association
and
he's
much
loved
and
greatly
missed
by
his
near
neighbors,
rob
also
loved
dogs.
So,
on
behalf
of
the
logan
square,
neighborhood
association,
our
residents,

members,

ask
that
this
dog
park
be
named
in
his
honor
as
the
rob
stewart
memorial
dog
park.

a
lot
of
time
focus
on
the
criteria
that
the
city
should
be
using
to
consider
making
any
change,
and
an
important
part
of
that
question
was
whether
or
not
the
city
should
have
a
broad
criteria
or
guiding
principle
or
something
very
specific.
That's
quantifiable
and
a
response
from
a
lot
of
those
discussions
was
that
it
needed
to
be
a
hybrid
of
both
slide
six.

So
this
is
the
guiding
principle
that
we
came
up
with
the
names
of
philadelphia's
landmarks,
its
streets
parks,
plazas,
recreation,
centers,
buildings
and
playgrounds,
and
its
public
art
and
monuments
are
a
commemoration
and
a
memorialization
of
the
past.
The
names
and
monuments
communicate,
philadelphia's
values,
confer
honor
and
assert
pride,
the
city
of
philadelphia,
values,
inclusiveness,
integrity
and
a
respect
for
the
diversity
of
its
citizenry
visitors
in
history.

So
his
morally
repugnant,
behavior
of
being
a
plantation
and
slave
owner
is
not
central
to
his
life
and
his
accomplishments
as
a
whole
of
leading
the
colonies
or
through
the
revolutionary
war
and
being
the
first
president,
so
for
a
criteria
one.
We
want
this
behavior
to
be
central
to
who
this
person
is
and
what
they
are
known
for.
Second,
we
want
the
sources
or
the
strength
of
the
historical
evidence
of
the
behavior
is
clear
and
unembed
and
unambiguous.

The
fourth
criteria
is
that
their
strong
public
support
that
the
landmark's
name
should
change
or
the
public
art,
slash
monument
removed
or
changed,
and
the
fifth
criteria
is
that
it
is
not
possible
to
mitigate
by
recontextualizing
recognizing
in
or
addressing
the
individual's
wrongful
behavior
in
a
prominent
way
due
to
the
type
or
location
of
the
landmark
or
public
art
or
monument.
So
an
example
of
this
would
be
the
teeny
street
name.

You
know
it's
it's
so
long
that
there
is
no
way
for
us
to
prominently
address
supreme
court
justice,
roger
teeny's,
behavior,
who's
responsible
for
the
dred
scott
decision
ruling
that
african-americans
were
not
citizens,
so
there's
no
one
location
where
the
city
could
do
that,
where
it
would
be
seen
and
understood
for
the
length
of
this
street.
So
that's
an
example.
Where
would
not
be
possible
to
mitigate
or
recontextualize

probably
multiple
steps

determined

conversations

residents
who

mile

street

an
alternative
if
it's
a
street
that
does
not
have

residents
or
businesses
that
reside.
Maybe
it's
a
percentage
of
the
residents

amazing

current
residents
of
communities
have
some
sort
of
connection
to
that
name
of
that
landmark
of
that
landmark

that
monument
and
just
to
sort

link
it

little
bit
to
what
councilwoman
sanchez
said
and
her
comments,
I
think
part
of
it
is
that
is
that
we
as
a
city,
we
do
not
do
a
good
job
of
educating
and
celebrating
the
people
that
we
have
our
current
landmarks
named
after.

think,
if
you
ask
people
in
communities,
why
is
the
recreation
center
you
go
to
named?

it
is
most
would
not
know,
and
so
I
think
it's
to
your
point-
you
know
that
10
year
or
20
years
it
we
can
sort
of
discuss
it.
But
the
intention
is
to
make
sure
that
history
will
have
enough
time
to
reveal
itself
and
then
also
sort
of
the
current
residents
of
the
community
would
have
a
say
and
be
able
to
influence
what
that
name
is.

other
thing
I
wanted
to
ask
was
regarding
the
criteria,
process,
input
etc
around
you
know
the
public
review.
There
were
a
lot
of
different
organizations,
agent
city
agencies,
different
groups
that
were
named,
and
I
want
to
make
sure.
Can
you
talk
about
the
diversity
among
all
those
people
who
were
listed?

Yeah,
so
I
I
don't
have
the
demographics
of
the
makeup
of
the
group,
but
if
you
look
at
the
steering
committee
of
the
of
the
reconciliation
transformation,
that
long
name
like
the
73
members,
that
is
a
highly
diverse
group
racially,
you
know
different
sort
of
backgrounds
and
we
got
great
input
from
having
discussions
with
that
group
and
a
lot
of
the
religious
leaders
were
part
of
those
discussions
and
really
sort
of
hammered.

needs
to
be
driven
by
the
public
and
then
the
other
thing
that
we
heard
a
lot
from.
You
know
the
leadership
group,
which
is
more
sort
of
city
staff,
and
that
group
is
very
diverse
and
I
would
say,
the
majority
of
the
leadership
working
group
are
made
up
of
black
and
brown
city
workers,
and
they
too
were
very
adamant
about
the
about
the
process
being
publicly
public
driven
and
then
also
sort
of
you
know.

we
do
you
think
by
the
end
of
the
hearing
we
could
have
sort
of
like
a
tally
of
you
know
what
what
the
numbers
look
like
in
terms
of
diversity.
I
think
that
that
just
would
help
give
us
a
stronger
sense
of
what
it
looked
like,

hear
you

hear

It
was
a
significant
number,
but
I,
but
I'd
just
like
to
have
some
sort
of
a
sense
of
in
terms
of
what
that
was.

get

The
other
thing
is,
you

this
is
an
outline

moving
forward

input

critically
important,
especially

we
wanted
it

be
a
public
driven

better
understanding

doing
and

also

lot
of
some
of
these
changes

not
be
inexpensive,

these
are
public
dollars.
So
having
the
public
to
sort

say

for
all
the
right
reasons.
You
know
we
definitely
want
to
encourage
public
input,
and
I
would
be
more
than
happy
to
do
this
presentation
for
any
community
organization.

community
meeting
that
any
of
you
are
organizing.

president,

many

us

obviously

affected
by
slavery
through
generations
and
the
the
aftermath

lot

these
people
differently.

that's

sit
determines

you're
going
to
stand
on

how
you
feel
about
some
of
these
people?

of
the
folks
that
came
to
mind
to
me,
as
you
were
doing,
your
presentation
was
thomas
jefferson,
and
so,
when
I
looked
at
thomas
jefferson,
I
just
you
know,
did
a
quick,
google
and
you
know
what
does
it
say
about
thomas
jefferson?
Will
you
just
do
a
quick
wikipedia
and
it
says
he
was
a
known
for
many
things.

Thomas
jefferson,
really
in
any
of
these
ways,
but
I
think
of
him
in
a
completely
different
way,
as
we
know
that
the
the
carryover
for
slavery
and
the
effects
in
our
communities
and
our
lives
and
in
racism,
you

they
carry
over.
So
so
that's
why
it's
so
important
that
people
have
a
say,
because
you
know
the
sort
of
like
the
mainstream
public
may
know.
Thomas
jefferson.
One
way
I
think,
for
a
lot
of
us
in
the
african-american
community.

think
of
him
a
different
way
and
it's
and
and
and
you
know,
none
of
what
we're
saying
is
is
made
up
or
incorrect
or
you
know
or
inconclusive,
like
these
are
all
proven
facts.
So
so
I
just
wanted
to
put
that
on
the
record.

garcia
has
a
question
and
then
followed

while
he
was
working
with
kids
right
and
that
happened
in
2008,
I
believe
so
had
we
waited
20
years
that
important
monument
to
just
you
know
a
critical
community
leader
wouldn't
have
happened,
so
I
think
that
that
might
be
a
bit
too
too
long
yeah.
I
also
wanted
to
to
go
back
to
the
point
about.
You
know
that
how
we're
sort
of
thinking
about
these
historical
figures-
and
I
understand
that
it's
very
difficult-
to
put
together
criteria
that
would
work
for
something
as
complex
as
this.

Oppressed
people
don't
get
to
define
what
is
central
to
someone's
life
and
how,
in
terms
of
how
it's
described
in
history,
and
so
history
is
you
know,
history
is
mostly
written
by
the
folks
who
are
on
top
right,
and
so
how
someone
is
described
historically
can
be
very
different
from
what
they
actually
did
in
the
impact
that
it
had
on
on
people.
So
I
just
wanted
to
name
that
as
a
as
a
difficulty
in
how
we're
having
these
conversations
and
making
these
decisions.

mean
that's
the
reason
why
it's
not
just
to
have
the
art
or

monument

remove
it
right.
It's
this
opportunity
to
recontextualize
it
and
to
your
point,
and
also

council
members
point

statues

thomas
jefferson,
our
statues
of
of
george

public

remove
out
streets
that
are
numbers
right.

of
the

lot

step
is
trying

gather

information

current
assets
and
then

out

process
that
we
can
easily
and
in
an
engaging

share

information

people

make
them
curious

names

centers

going
to
every
day,
but
but
that
is
a
problem
we
don't
have
that
tool
right
now,.

relive
bad
history
right

emotional

people
have
a
right
to
feel
how
they
feel
it's
sort
of

opportunity

also
educate,

so
for

it's
sort

like

the
history
of
certain
neighborhoods,
the
good

challenges
right

they
all
represent,

it's

that's

Thank

taking

make
the
city
of
brotherly
love
more
inclusive
and
welcoming
atmosphere
to
the
original
peoples
whose
homelands
we
stand
on
and
for
all
visitors
to
these
lands.
In
order
to
honor
native
peoples.
There
should
be
no
space
on
native
homelands
in
the
city
of
brotherly
love,
for
monuments,
statues
and
artwork
to
honor,
oppressors
abusers
and
terrorists,
who,
in
this
day,
would
be
jailed
for
their
crimes,
memorializing,
columbus
and
other
oppressors.
I
Native
people
and
allies
have
worked
for
decades
to
bring
awareness
to
the
true
history
of
the
united
states,
genocidal
policies
against
native
americans,
which
includes
forced
removal
from
homelands,
forcibly
taking
children
as
young
as
four
years
old
to
boarding
schools
to
have
the
indian
beaten
out
of
them
sterilization
without
consent,
government
military-sanctioned,
massacres
of
innocent
native
women,
men,
children
and
elder
elderly.
All
these
acts
were
carried
out
by
people
who
do
not
deserve
to
be
celebrated
as
heroic
school.
I
Children
are
not
educated
about
or
accurately
educated
about
native
peoples,
but
they
are
subjected
to
seeing
monuments
to
abusers
and
terrorists.
Now,
specifically,
regarding
columbus
monuments,
I
will
read
columbus's
own
words
from
his
personal
journal,
which
captures
the
ominous
fate
that
awaited
the
arawax
quote.
They
do
not
bear
arms
and
do
not
know
them,
for
I
showed
them
a
sword
and
they
took
it
by
the
edge
and
cut
themselves
out
of
ignorance.
They
have
no
iron
for
no
iron,
for
their
spears
are
made
of
pain.
They
would
make
fine
servants
with
50
men.
I
With
an
extensive
arsenal
of
advanced
weaponry,
horses
columbus
and
his
men
arrived
on
the
islands
that
were
later
named
cuban
hispaniola
present-day
dominican
republic
and
haiti
upon
arrival,
the
sheer
magnitude
of
gold,
which
was
readily
available
set
into
motion,
a
relentless
wave
of
murder,
rape,
pillaging
and
slavery.
That
would
forever
alter
the
course
of
human
history,
columbus
and
his
men
reigned
violence
centuries
ago,
and
presently
his
supporters
ring
violence
in
philadelphia,
making
it
making
marconi
plaza
dangerous
for
natives
and
allies
who
speak
the
truth
about
columbus's
reign
of
terror.

acute
awareness

erasure

celebrate
heritage
specifically
because
of
our
attempt,
genocide.

never
deny
other
cultural
groups

a
city

public
officials
support
the
portrayal
of
individuals
who
have
committed
genocidal
violence
against
indigenous
peoples,
african-americans
and
other
relatives,
they
are
also
condoning
violence
against
against.

it
is
very
concerning
that
the
resolution
is
coin
sponsored
by
council
member
scalia,
who
is
also
in
support
of
the
frivolous
lawsuit
against
mayor
kenny
for
abolishing
columbus
day.
The
double
standard
by
those
proposing
this
resolution
is
extremely
problematic
to
us,
because
it
strengthens
integrity
of
the
resolution,
which
I
think,
and
we
think
is
a
great
idea.

need
this.
However,
there's
a
lot
of
issues
with
it
of
how
you're
proceeding
so
we,
I
would
like
to
ask
again
that
you
include
us
and
include
not
only
our
organization,
but
all
the
organizations

native
american
commercial
organizations

tribes

intended

uplift
indigenous

year

2017

produced
an
annual
cultural
festival

awareness

indigenous
people's

As
many
of
you
know,
our
indigenous
brothers
and
sisters
continue
to
be
silenced
and
disregarded
when
it
comes
to
their
culture,
contributions
and
history.

is
a
byproduct
of
the
genocide,
enslavement
and
trafficking
that
has
been
meted
out
since
christopher
columbus
landed
in
the
caribbean
west
indies,
never
in
the
united
states,
by
the
way
after
encountering
the
arawak,
tainos
korea,
peoples
and
continued
with
further
european
invasion
throughout
the
rest
of
turtle,
island
aka,
the
americas
based
on
columbus
own
diary.
We
know
that
he
viewed
the
taino
karib
and
arawak
peoples
as
those
who
would
be
good
servants
and
later
said
he
would
carry
six
of
them
home,
beginning
a
long
tradition
of
human
trafficking
and
slavery.

In
addition-
and
I
all-
and
I
encourage
all
of
you
to
read
this
and
a
short
account
of
the
of
the
destruction
of
the
indies,
bartolome
de
las
casas,
said
the
spaniards
who
no
sooner
had
knowledge
of
these
peoples.
Then
they
became
like
fierce
wolves
and
tigers
and
lions,
who
have
gone
many
days
without
food
or
nourishment,
and
no
other
thing
have
they
done
for
40
years
until
this
day
and
still
today
see
fit
to
do,
but
dismember
slay,
perturb
afflict
torment
and
destroy
the
indians
by
all
manner
of
cruelty.

know
that
the
spaniards,
later
governed
by
columbus's
son,
continued
to
commit
atrocious
acts
against
the
taino
korea
peoples,
including
genocide
rate
and
bodily
mutilation.
This
behavior
of
the
colonists
against
the
native
peoples
of
the
land
did
not
end
in
the
caribbean.
Instead,
it
became
the
standard
all
over
the
americas,
including
right
here
in
lenape
hoking.
As
a
result
of
these
actions,
the
native
indigenous
peoples
of
the
americas
continued
to
fight
to
preserve
their
culture
languages
and,
in
many
cases,
were
dispossessed
of
their
land.

finally,
I
I,
while
I
support
this
renaming
process,
I
can't
support
the
process
as
it
currently
stands,
and
that
is
for
three
reasons.
One.
We
all
know
that
certain
neighborhoods
are
very
racist
and
dangerous
for
black
and
indigenous
folks
and
other
peoples
of
color.
So
if
you
need
to
go
into
these
neighborhoods
to
find
support
that
could
turn
very
violent
as
we
saw
last
summer.

that's
a
significant
barrier
to
this
actually
happening
in
terms
of
changing
names
or
bringing
down
monuments,
also
in
thinking
about
columbus
boulevard
people
from
around
the
city
all
frequent
this
area.
So
I
don't
think
it's
fair
that
it's
limited
to
just
those
who
live
in
the
neighborhoods
and
number.

a
tour

researcher
thorough
research,
because
I
am
of
the
foundation
that
you
bring
a
document
with
your

way
we
don't
have

kind

mix-up
as
to
what
what
the
facts
are,
because
if
we
go
by
the
facts,
then
we
won't
have
so
many
different
various
stories
now.

know
because
it's
been
such
a
discrepancy

downright
disgrace
in
how
american
history
has
been
taught,
especially
as
it
relates
to
black
and
our
native
folk
history.

I'm
going

say

must
have
more
diversity
in
the
research.

helped
research,
the
mandar
recreation
story
and
I
partnered
with
fairmont
park
conservancy
and
insisted
that
a
signage
be
put
out
there
in
front
of
the
rec
center.
It
was
area
where
I
grew
up
in
strawberry
mansion.
We
never
knew
that
story,
and
it
was
such.
It
is
such
a
powerful
story
and
they
put
signage
out
there,
and
this
new
generation
of
residents
of
strawberry
mansion
are
just
flabbergasted
to
find
out
the
story.
So
powerful
story.

want

make
sure
that
you
all
are
cognizant
of
the
business
opportunities.

celebrated
my
birthday
for
the
past
two
years
prior
to
covet.
On
top
of
my
childhood
bridge,
the
strawberry
mansion

played

to

That

like
my
dream,
but

didn't
have
to
bring

cake

parks
on
tap
was
on

two

myself

good
old

hope

hurry

and

that's
a
tourism
dream.

imagine
that
watching
the
sunset

bridge,
having
all

fun

libation,

want
right
there,
friends
and
family,
it's
a
beautiful
thing
in
north
philly
in
strawberry
mansion.

people
want
to
be,
and
I'm
a
good

know
where

dollar's

How
can
we
use
our
expertise?
We
are
experts,
I'm
an
expert.
I
got
30
years
of
behind
me,
so
I
want

know

train
the
next
generation
with
the
skills
that
I

a
business
person
and
teach
them
how
to
research
their
history,
so
they
could
feel
better
about
themselves.
We're
not
begging
up

north
we're
buying,
and
then
our
ancestors
left
before
us.

were
not
enslaved
slaves.
They
were
enslaved
with
a
lot
of
skill.
So
if
you
know
your
history,
then
we
wouldn't
be
scurrying
around
trying
to
figure
out
whether
we
should
speak
loudly
about
whether

included
in
the
economy,
because
we
worked
without
pay
for
many
years.
How
you
add
that
up
to
get
us
a
couple
dollars
now,
so
that
we
can
spread
all
this
tourism
and
billions
of
dollars
in
this?
That's
coming
through
this
town
in
the
name
of
us
virus
and
a
pandemic
when
we
reset
revitalize
and
renew.

make
sure
we
don't
carry
the
old,
tired,
petty
niggerly
behavior
with
us,
and
I
use
that
word
the
stinginess.
You
know
if
you
know
the
word
so
that
we're
being
petty
in
our
ideas
and
not
carrying
everybody

supposed
to
lift
our
boats.

know
we
let
the
school
kill,
river
rowing
and

sure
everybody

little
part
of

it

and

different
approach
than
some
of
the
other
speakers

given
their
time

education
and
emotional

know
what
should

done
with
racists
that

settler.
Colonial
statues,
monuments,
landmarks,
they
should
be
destroyed,

removed

marginalized
folks,

the
backbone
of
the
city
and

land

stolen,
and
I
kind
of
feel
like
those
who
know
that

be
true

not

not

swayed

it

restored

sentiments

a
very
good
trend
in
conversations,
unfortunately,
we're
still
having
to
have
it,
but
echoing
an
earlier
caller,
you

neighborhood
is
a
is
a
destination.

want

visit

actual
square
washington
square.

square
paschal
square

cohesive

But
decades
ago
the
park
was
renamed
columbus
columbus
square
to
highlight

positive
contributions
italian
americans
have.

agree

italian
american
community
is
valuable
and
not
honorable-
and
you
know
we
agree
that
you
know
it
ought
to
be
appreciated
in
our
public
institutions.
But,
as
you
know
again,
echoing
many
of
the
callers,
as
historical
research
has
argued
unarguably
shown
pointing
to
the
history
of
columbus
is,
is
problematic.
So
we
ask
that
our
park
be
restored
to
its
original
name,
honor
honor,
the
people
that
were
there
before
us
and

you

for

named

andrew
jackson.
Our
community
recently
came
together
to
object
the
name
of
the
school
because
it
honors
someone
with
a
problematic
history.
A
few
years
ago,
neighborhood
activists
initiated
a
process
to
rename
the
school
to
better
reflect
the
values
of
the
committee,
and
that
process
has
come
to
fruition
and
the
community
is
voting
on
the
name
change.

know
we
feel
stronger.
We
feel
more
connected
to
a
community
that
represents
us
and
our
values,
so
we're
asking
for
a
similar
process
to
be
around.
What
is
you
know,
was
passion
square
now,
columbus
square.
You
know
there's
no
better
time
than
right
now.
The
park
is
also
undergoing
renovations,
so
it
seems,
like
a
seems,
like
a
win,
a
win-win
and
additionally
past
junk
ave
has
a
logo
that
is
being
re-envisioned
to
better
honor,
the
the
indigenous
people
of
the
passion
square
neighborhood.
So
thank

committee
focuses
on
parks,
recreation
and
cultural
affairs,
I'm
joining
you
today
to
ask
you
to
take
decisive
action
to
rename
taney
street
and
describe
the
process
that
a
volunteer
group
of
residents
and
neighbors
has
undertaken
over
the
past
year
to
build
consensus
around
this
issue.
Hopefully,
by
outlining
the
process
that
council
member
johnson's
staff
collaborated
on
and
endorsed,
and
that
the
all
volunteer
group
executed
over
the
past
year
with
pro
bono,
help
from
connect
the
dots,
a
community
engagement
firm.

We
can
serve
as
a
model
for
community
engagement,
around
issues
regarding
the
renaming
of
streets
parks
and
other
monuments.
Regarding
the
topic
of
today's
hearing,
I
also
hope
that
any
commission
review
process
is
used
to
solicit
genuine
community
feedback
rather
than
as
an
obstructionist
tool
or
a
means
of
political
cover.
That
will
inevitably
cause
delay
to
doing
what
is
right.
The
awareness
of
taney
street's,
problematic
name
is
not
new.

Taney
street
is
named
for
roger
taney,
chief
justice
of
the
u.s
supreme
court,
who
wrote
the
infamous
dred
scott
decision,
and
that
decision
ruled
that
black
americans
were
not
and
could
never
be
u.s
citizens
and
that
they
quote
had
no
rights
that
the
white
man
was
bound
to
respect.
End
quote,
the
decision
was
made
in
1857
became
a
touch
point
of
the
cause
of
the
confederacy
and
many
believe
prompted
the
civil
war.

In
recent
years
his
statue
has
come
down
in
annapolis,
baltimore
and
the
us
capital,
and
last
year
the
taney
baseball
league
and
nonprofit
organization
renamed
themselves,
the
philadelphia
dragons,
so
we
neighbors
on
taney
street
were
galvanized
by
the
killing
of
george
floyd
and
many
others
at
the
hands
of
the
police.
Last
year.
D
Looking
for
problems
close
to
home
was
quite
easy.
I
could
look
out
the
window
at
my
street
sign
and
see
a
real
and
tangible
representation
of
white
supremacy
that
has
stood
for
163
years
in
this
city,
so
how
to
go
about
doing
something
about
it.
Well,
I
couldn't
go
protest
in
the
streets
with
a
four-month-old
baby
at
home
and,
more
generally,
I'm
coming
to
this
broader
set
of
systemic
problems
around
racism
from
a
clear
position
of
privilege
in
the
fitler
square
neighborhood.

That
said,
I
have
the
time
energy
and
resources
to
pursue
this
specific
task,
and
I
encourage
all
non-violent
anti-racist
efforts,
along
with
a
group
of
residents
on
and
near
taney
street.
We
first
circulated
a
petition
and
started
rename
taney.com
over
2700
people
signed
our
petition
to
rename
the
street
we
held
a
public
event
at
marquardt
playground
known
in
the
community
as
taney
park.
We
built
a
coalition
of
partner
organizations
from
the
neighborhoods
where
taney
street
is
present
in
south
philly.
D
We
also
started
meeting
regularly
with
staff
from
council
member
kenyatta
johnson's
office,
where
we
developed
and
defined
a
community
engagement
process.
It
gave
us
a
lot
of
work
to
do
to
establish
community
support.
We
also
worked
with
a
stakeholder
engagement.
Firm
called
connect,
the
dots
that
provided
many
pro
bono
hours
to
design
a
robust
community
engagement
process.
Now
this
is
often
done
privately
for
a
large
scale
development
project,
not
for
something
grassroots
and
we
had
our
hands
tied
with
kobit,
which
made
it
difficult
to
go
door
to
door
to
collect
signatures.

We
decided
to
roll
out
a
community
survey
and
communicate
it
with
door
hangers
on
every
door
on
taney
street
or
within
one
block
of
taney
street
and
volunteer
tier
volunteers.
Did
this
twice
to
every
house?
In
the
second
district
we
also
hosted
a
virtual
town
hall
facilitated
by
connect
the
dots
and
our
volunteers
from
the
local
rcos.

The
survey
distribution
and
town
hall
took
place
at
the
end
of
2020..
The
results
from
the
survey
and
the
town
hall
were
striking.
We
found
strong
and
overwhelming
support
for
the
name,
change
89
percent
of
taney
street
residents
who
participated
want
to
change
the
name
now,
of
course
not
every
resident
participated,
but
we
recognized
the
digital
divide
and
knew
that
some
neighbors
might
not
have
internet
or
smartphones
at
home.

So
we
provided
door
hangers
with
a
phone
number
to
call
to
leave
a
message
or
send
a
text
if
they
preferred
we've
just
released
a
report
and
circulated
a
survey
asking
residents
to
provide
names
to
determine
finalists
to
find
a
name
that
accurately
reflects
the
achievements
and
aspirations
of
an
inclusive
and
diverse
city.
I
tell
you
all
of
this
today
in
the
hopes
of
moving
forward
to
address
this
sooner
rather
than
later,
we've
established
concretely
that
the
neighbors
are
asking
for
this
change.

There's
no
need
to
delay
the
renaming
process
when
our
process
has
been
robust,
transparent
and
inclusive.
The
work
has
been
done
at
no
cost
to
city
council
by
volunteers.
It's
taken
hundreds
of
hours
of
volunteer
work
and
donated
time
from
experts
at
connect.
The
dots
symbols
matter
and
people
have
asked
me
personally
why
this
is
worth
spending
my
time
on.
Isn't
it
a
hassle?
Don't
we
have
bigger
problems
than
symbols?

Of
course
we
have
bigger
problems,
I'm
not
naive,
but
what
we
have
done
is
built
a
coalition
across
neighborhoods
from
different
socioeconomic
backgrounds
to
find
common
ground
on
this
issue,
and
that's
not
something
that
happens
every
day
in
this
city
or
in
any
other.
These
relationships
can
be
a
crucial
starting
point
for
having
the
bigger
discussions
that
we
must
undertake
to
get
at
the
deeper
roots
of
structural
racism.

undecided

that
will
depend

people

depend

how

carried

saying

public
driven

wonderful.

like
the
idea

being
public
driven,

also

that
this
idea
removes
responsibility
from

city
and
from
the
council
to
correct
instances

racism

to
celebrate
and
it
puts
that
responsibility
on
the
citizens,
and
I
think
that
is
problematic.

sounds
wonderful
and
initiative
should
come
from
the
public,
but
if
the
extent
of
that
is
going
to
say
we're
making
available
to
the
public
opportunities
to
submit
official
forms
for
change,
I
don't
think
that's
just
public
driven.

think
that
is
again
kind
of
pushing
the
responsibility
onto
the
public
to
take
the
initiative
to
correct
the
city's
mistakes,
and
I
think
the
extent
to
which
that
is
corrected
will
help
determine
the
success
of
this
overall
project.
