testify
on
bill
number
one:
seven:
zero,
five,
nine
three,
which
authorizes
the
Potomac
Commissioner
on
behalf
of
the
city
of
Philadelphia,
to
enter
into
a
10-year
agreement
with
the
City
Philadelphia
municipal
authority
to
provide
for
the
acquisition
of
big-bellied
waste
and
recycling,
receptacles
related
to
maintenance
and
software
licensing
and
authorizing
an
advertising
concession
all
under
certain
terms
and
conditions.

This
bill
benefits
the
city
of
Philadelphia
in
a
number
of
ways,
most
importantly,
by
supporting
a
sustainable
program
that
allows
the
city
to
reduce
litter
along
key
corridors
throughout
the
city.
First,
it
allows
the
city
to
upgrade
and
expand
the
existing
big-bellied
network
system
with
new
units
and
features
that
make
the
system
more
accessible
and
user-friendly.
Under
this
agreement,
the
city
will
acquire
275,
new
big-bellied
units
and
refurbished
125
existing
units
in
Center
City
with
new
systems
and
accessories,
including
foot
pedals
on
the
units
that
make
them
more
inviting
to
the
public
use.

In
addition,
all
new
units
will
have
the
public
recycling
attachments,
thus
increasing
the
city's
ability
to
expand
public
recycling
in
Center
City.
The
replace
units
will
be
reconditioned
and
relocated
along
corridors
and
other
neighborhoods
of
the
city.
These
improvements
directly
support
the
mayor's
vision
for
zero
waste
and
litter
free
city,
second,
second,
and
equally
as
important.
The
agreement
allows
the
city
to
acquire
these
new
units
without
additional
tax
revenue
in
exchange
for
the
rice
to
allow
advertising
throughout
the
duration
of
the
contract
period.
The
estimated
value
of
the
equipment
alone
is
over
1.25
million
dollars.

The
city
of
Philadelphia
will
also
receive
a
portion
of
the
advertising
revenue
over
the
duration
of
the
contract
period.
These
funds
will
be
used
to
reinvest
in
an
aging
big-bellied
infrastructure
and
to
make
network
improvements
to
extend
the
longevity
of
the
entire
network.
The
advertising
contract
support
council
president
Clark's
vision
to
leverage
revenue
and
services
by
advertising
on
city
assets.
Third,
the
new
big-bellied
units
will
be
maintained
throughout
the
turn.
One
of
the
limitations
of
the
present
network
is
the
lack
of
staffing
resources
necessary
to
keep
the
unit's
clean.

This
agreement
will
require
the
advertising
firm
to
clean
units
under
this
contract.
This
means
that
units
will
be
placed
on
a
routine
cleaning
and
inspection
schedule
to
ensure
they
remain
in
good
condition.
Advertising
revenue
will
be
used
to
cover
the
cost
of
extended
warranties
and
communication
services.
Finally,
the
anticipated
tax
revenue
from
this
agreement
is
over
$700,000,
based
on
projected
advertising
sales
of
at
least
10
million
in
2009.
The
city
of
Philadelphia
installed
big-bellied
units
during
the
recession
in
order
to
reduce
costs
and
improve
service.
Overall,
this
measure
has
proven
successful.

Prior
to
arrival
of
the
big-bellied
units,
there
were
approximately
700
little
wire
baskets
located
in
Cedar
City
and
along
Broad
Street.
These
baskets
were
serviced
multiple
times
a
day
and
will
fill
up
an
overflow
quickly,
causing
unsightly
litter
conditions,
big-bellied
unis,
compact
and
whole
five
times
as
much
trash
as
traditional
wire
baskets.
The
units
are
equipped
with
wireless
network
that
allows
the
streets
department
to
monitor
and
service
the
units
more
efficiently
by
replacement,
Center
City
litter
baskets
were
big
belly
solar
power
units.

The
department
has
reduced
a
number
of
collections
to
once
a
day,
saving
approximately
eight
hundred
thousand
dollars
an
operating
budget
each
year.
Presently
there
are
975
units
in
the
city's
network
with
the
majority
of
them
located
in
Center
City.
However,
the
units
in
cinah
city
are
approximately
nine
years
old
and
are
reaching
its
10-year
life
expectancy.
Replacing
the
units
without
this
agreement
will
require
the
city
to
make
a
significant
capital
investment.

bill
represents
a
unique
opportunity
to
upgrade
the
unit
at
no
additional
cost
to
taxpayers

its

remediating

mixed-use
development

police
department
is
one
of
the
fundamental
administrative
departments
within
city's
governmental
structure.
This
bill
will
provide
the
authority
for
the
city
to
acquire
the
real
estate
needed
for
a
new
and
necessary
municipal
building,
including
associated
parking
areas,
to
be
used
by
the
police
department.
The
real-estate,
the
real-estate
included
in
this
bill
totals
approximately
96
thousand
square
feet
of
real
estate
and
includes
only
vacant
land
and
buildings,
as
well
as
portions
of
alleyways
abutting,
these
vacant
land
and
buildings.

proposed
municipal
building
will
be
used
by
the
police
department
and
used
to
replace
the
existing
police
building
police
district
building
at
17th
Street
and
West
Montgomery
Avenue,
which
currently
houses
the
22nd
police
district.
Because
of
the
agents
design.

building
at
17th
and
Montgomery
no
longer
adequately
serves
the
needs
of
modern
Police
Department.
Given
its
current
condition,
the
existing
municipal
building
will
require
significant
upgrades
and
renovations
to
simply
bring
it
into
compliance
with
today's
facility
requirements.

does
not
include
the
program
programmatic
changes
needed
to
fully
accommodate
today's
technologies,
such
as
the
body
worn
camera
pilot
program
that
was
first
launched
at
the
split
sister.
The
current
Municipal
Building
has
outgrown
its
usefulness
and
efficiencies
for
the
22nd
Police
District.
The
proposed
new
Municipal
Building
will
improve
the
working
conditions
for
the
22nd
police,
the
shirt's

personnel,

making
changes
in
the
use
and
efficiency
of
space.

Municipal
Building
is
intended
to

LEED
Silver
certified
and
it
will
incorporate
amenities
that
are
required
for
modern-day
Police
Department
to
operate

Relocation

police

17th

Montgomery

construction
of
sufficient

street
parking
spaces

Community
Development
Corporation
at
over
25
years
old
that
has

functioning
and
serving
this
community
I
address
this
bill,
one

it
sparks
tremendous
concern.
We
have
in
our
community
huge
parcels
of
land,
but
this
bill
I
just
learned
about
this
morning
actually
and
I'm
concerned
that
plans
for
while
the
plans
for
upgrading
our
police
stations
is
critical,
is
very,
very
important.

We
as
community
members
and
myself
as
a
block
captain
for
30
years,
deserved
full
involvement
in
the
planning
one
who
myself
has
served
also
as
a
police
advisory
board
member
as
well,
though
not
presently,
and
so,
while
I
know
that
our
homes
Charter
requires
this
body
to
take
very
specific
steps
to
ensure
that
you
have
to
follow
laws
and
rules
as
far
as
purchasing
and
acquiring
properties
you
do
so
at
on
behalf
of
the
servitor
and
so
as
a
critter
turn.

deserve
to
know.

our
community,
we
have
churches
that
are
that
are
right
there
across

street,

where
all
of
this
is
being
planned,

a
community
meeting
to
talk

plan

shared
the
information
and

a
real
problem.

that

neighborhood

to

noise

that
there

definite
conflict
of
interest
with

particularly
given
the
behavior

the
32nd
Ward,
our
SEO,
in

different
issues

meetings

publicizing

meetings
and
things
of
that
sort.
So
we,
as
community
members
and
I,
will
tell
you
that
my
family
has
been
in
this
neighborhood
nearly
70
years.

are
well
vested
and
we
serve
our
community.

founded
our
community
organization
inside
of
my
parent's
home,
which
also
helped
to
build

townhouses
in
a
community,
so
we're
all
in
and
I'm
talking
about,
volunteer
work,
not
paid
work,
volunteer
work
and
we
deserve
to
have
an
opportunity
to
have
an
audience,
and
we
ask
you
not
to
honor
the
public
property
commissioners,
our
request
to
exit
expedite
anything
with
regard
to
this
bill.

set
it
aside

preference

having
a
community

meeting

that
we
can
advise

neighbors

being
considered

a

who

city
currently
occupies
space
at
eighth
and
race
streets
for
the
police,
headquarters,
321
university
city
of
for

medical
examiner's
office
and
toxicology
lab
and
11th
in
vying
for
the
sixth
Police
District,
the
city
plans
to
consolidate
these
functions
along
with
the
ninth
Police
District
911
operations
and
the
fire
communication
center
into
one
site
on
400
North,
Broad
Street.
The
consolidation
also
includes
entering
into
a
sublease
for
the
parking
garage
at
1501
Cal,
Hill
Street,
which
will
provide
590
accessory
parking
spots.

city
will
have
the
option
to
purchase
at
the
end
of
the
lease
term.
The
Department
of
public
property
supports
this
measure
and
accordingly,

fixed
rate
loan

cooperation

3.75,
which
will
save
us

ton
of
money
over
the
term
and
we've
gotten
additional
savings

10
million
to
make
the
deal
better
for
us
in
the
future.

think
this
is
fiscally
a
very
responsible
transaction
right
now
and
I
look
forward
to
working
with
everybody
and
