The Committee on Public Property and Public Works of the Council of the City of Philadelphia held a Public Hearing on Wednesday, February 15, 2017 to hear testimony on the following items:
No. 170089
An Ordinance authorizing the Commissioner of Public Property, on behalf of the City, to acquire fee simple title, or a lesser interest in real estate, in parcels of land along the Delaware River and the Kensington & Tacony Trail, under certain terms and conditions.
No. 170106
An Ordinance authorizing the Commissioner of Public Property and the Director of Commerce, on behalf of the City, to acquire an approximately 136 acre property known as the Airport Business Center located in Tinicum Township, Delaware County, together with all improvements thereon, all under certain terms
and conditions.

This
bill
allows
the
city
of
Philadelphia
to
acquire
right-of-way
along
the
former
Kensington
and
Taccone
knt
Rail
Road
and
land
along
the
Delaware
River
to
construct
the
Kane
titre
health.

Excuse

phase
two,
which
will
be
used
for
recreation
and
transportation
purposes.
Upon
completion
of
the
construction,
the
trail
will
be
operated
maintained
by
Philadelphia,
Parks
and
Recreation,
along
with
its
nonprofit
partner
of
the
Delaware
River
City
Corporation,
the
trails
between
Magee
Avenue
and
Princeton
Street
along
the
Delaware
River.
The
trail
connects
to
the
katy
trail
phase
1,
which
is
presently
in
the
final
stages
of
construction
and
the
Tacony
Holmesburg
trail,
which
is
in
design.
The
trail
is
part
of
the
larger
regional
circuit
trail
system
and
the
East
Coast
Greenway.

will

the
city
of
Philadelphia
through
its
Department
of
Commerce
Division
of
aviation
and
the
department
of
public
property
to
acquire
a
property
in
Tinicum
Township,
Delaware
County,
which
is
needed
for
airport
use.

by
the
David

Henderson,
testamentary
trust
and
other
Henderson
entities.
The
property
also
known
as
the
airport
business
center,
is
located
on
Tinicum
next
to
Tinicum,
Island
Road
and
is
adjacent

airport
facilities.
The
property
includes
approximately
136
acres
of
land
and
130,000
square
feet
of
office
and
warehouse
space.
This
acquisition
will
be
made
by
negotiation
or
condemnation.

price
is
to
determine

be
determined
by
an
appraisal
conducted
by
the
airport
or
in
the
event
of
condemnation
by
a
Board
of

award
of
just
compensation.

purchase
will
be
funded
through
the
aviation
fund

Charter,
any
city
operating
agency
requires
the
approval
of
City
Council
to
acquire
real
property.
The
airport
desires
to
acquire
this
property
either
through
amicable
negotiation
or
in
the
event
that
a
majal
negotiation
fails.
Then,
through
the
condemnation
proceeding
since
the
property
is
located
in
Delaware
County,
there
will
be
an
additional
step.
You

required
to
ask
the
consent
of
Tinicum
Township
and
Delaware
County.
