this
bill
authorizes
the
city
of
Philadelphia
to
acquire
through
donation
from
paid

approximately
3.4
acre
area
of
land
located
along
the
Schuylkill
River
between
58th
Street
and
61st
streets
and
Southwest
Philadelphia,
and
for
the
city
to
Grant
paid
a
Perpetual
assignable
access
easement.
As
noted
in
the
legislation,
the
city's
acquisition
of
the
site
will
allow
for
the
extension
of
the
bartram's
mile
segment
of
the
Schuylkill
River
trail,
part
of
which
is
already
in
place
on
a
portion
of
this
parcel.

will
enable
the
trail
to
continue
South
to
61st
Street,
a
major
arterial
road
with
bike
lanes
that
connect
to
residential
areas
of
Southwest,
Philadelphia
and
job
centers
in
South
Philadelphia
via
Passyunk
Avenue.
In
exchange
for
this
donation,
the
city
will
grant
paid
a
permanent
assignable
access
easement
to
construct
and
maintain
an
access
road
to
our
development
properties
along
the
Schuylkill
River.
This
will
divert
truck
traffic
from
adjacent
residential
areas
since
the
adoption
of
the
lower
Schuylkill
rivermaster
plan
by
the
City
Planning
Commission
in
May
2013.

has
been
actively
preparing
the
area
to
support
modern
Industrial
Development
through
the
following
efforts.
We've
addressed
environmental
contamination
on
nearly
20
acres,
60,
sorry,
60,
Acres
of
vacant,
industrial
properties.
We've
worked
closely
with
the
city's
Department
of
Parks
and
Recreation,
and
the
Schuylkill
River
Development
Corporation
to
design
and
construct
the
bartram's
mile
segment
of
the
Schuylkill
River
Trail,
the
conveyance
of
land
and
the
associated
easement
described
in
the
bill,
represent
the
latest
step
in
our
process
to
reposition
this
area
into
a
21st
Cent
industrial
district.

There
was
only
one
Boulder
on
that
site
for
many
years
and
it
honored
those
who
served
in
World
War
One.
Now
we
have
three
plaques.
We
also
added
a
standing
eight
foot
high
marker
that
describes
this
site
being
dedicated
to
all
veterans
of
Winfield
who
served
in
the
United
States
armed
service.
As
a
result,
I've
heard
comments
from
those
who
served
in
the
armed
service
after
the
Great
War
that
they
now
feel
more
welcome
and
appreciated
when
they
come
to
or
pass
by
what
I
refer
to
as
this
piece
of
sacred
ground
in
Winfield.

Subsequently,
this
area
that
had
grass
and
weeds
that
grew
absurdly
out
of
control
where
people
passing
by
through
bottles,
cans,
cigarettes,
butts
and
other
debris,
is
now
a
beacon
of
Pride
and
dedication
to
former
military
and
civilians
alike.
With
that
said,
I
would
like
the
city
to
officially
Proclaim
this
site
as
the
Winfield
Veterans
Memorial.

Winfield
residence
Association
established
in
1957.
We
are
proud
to
be
one
of
the
oldest
continually
operating
Civic
groups
in
the
city
of
Philadelphia
and
understand
the
significance
of
a
rich
history.

advocate
for
war
have
never
gone
to
one,
never
bury
the
loved
one,
never
said
goodbye
to
a
son
or
daughter,
never
to
hold
them
again.
American
philosopher
George,
santayana
quoted
those
who
cannot
remember

past
are
condemned
to
repeat
it.
There
are
far
too
few
places
in
Philadelphia
to
pause
and
remember
the
past
to
give
thanks
to
those
who
gave
the
ultimate
sacrifice.

went
to
war
return
to
their
families
and
communities
changed
many
never
returned
at
all
in
a
time
where
some
seek
to
rewrite
history
or
Worse
totally
erase
it
from
our
memories.
Our
future
Generations
deserve
the
opportunity
to
know
where
they
came
from
this
Winfield
Veterans
Memorial
stands
as
a
beacon
of
light
to
all
who
pass
it
daily.

reminder
of
the
greatness
from
which
we
are
born
and
The
Bravery
required
to
keep
us
free.

to

laying
there
and
you

sense

purpose.

with

sergeant

broom,
just
weeding
the
area,
and
it
grew
to
so
much
more
and
when
you
hear
the
stories
of
the
veterans
and
the
sacrifices
that
they
made
and

friendships

they

behalf

this

you
understand
that
this
is
more
than
just
a
rock.
It
is
a
piece
of
the
rock
that
veterans
paid
for
with
their
lives.
