threatened

knew
her
name
was
MAME
shumsa
Dean.
You
won't
remember
her.
You
have
to
google
her,
but
her
ex
threatened
to
kill
her
because
they
had
broken
up
a
couple
of
weeks
after
that
he
fulfilled
that
threat
pulled
up
with
her
at
52nd
and
I
think
it
was
Chestnut
Street
out
in
front
of
our
place
of
work
and
shot
her
dead.
Those
kinds
of
things
happen
so
often
where
people
proclaim
a
threat
and
we
don't
believe
them,
and
then
they
carry
out
that
threat
and
we
are
then
shocked.

I
want
to
say
is
that
I'm
so
very
proud
to
be
with
the
people
in
this
committee.
I
see
I'm
also
joined
by
Councilman
Graeme,
but
from
President
Clark's
tenure.
As
president,
he
has
fought
to
reinforce
gun
laws
to
prevent
guns
from
being
war
on
our
streets.
He
has
been
threatened
by
the
NRA
with
lawsuits
and
has
done
things
like
this
anyway
and
from
time
to
time.
Philadelphia
can
be
a
first
where
things
bubbled
up
and
become
national
models.

it's
not
what
I
do
you
know,

this
particular
issue.
This
whole
gun
violence
issue
is
it's
beyond
the
point
where
it
is
extremely
troubling
to
everyone?
Not
only
us,
but
people
in
the
community
of
people
outside
of
the
community.

There
are
all
kinds
of
different
issues,
all
types
of
different
categories
of
crime,
but
there's
always
one
underlying
issue:
the
availability
of
weapons
so
I'm
glad
to
see
that
we're
pushing
this
agenda
again
and
we'll
always
get
pushback
from
the
state
because
for
whatever
reason,
they
don't
think
that
we
should
determine
our
own
destiny
and
I.
Just
clearly
don't
understand
that
when
we're
simply
talking
about
creating
a
safe
environment
for
our
people,
but
we're
going
to
do
what
we
have
to
do,
then
there
is
another
issue
that
some
people
don't
need
to
be
on.

They
will
go
out
and
shoot
a
crowd
of
people
on
this
Center.
They
will
go
out
and
shoot
a
young
child
in
a
household
right
because
of
whatever
is
going
on
in
their
mind.
So
we
as
we
deal
with
all
the
other
things
relating
to
a
criminal
justice
reform,
as
we
deal
with
all
the
issues
making
sure
that
they're
genuine
opportunities
for
people
to
have
the
ability
to
move
forward
in
their
lives.
We
do
need
to
deal
with
this
issue
with
respects
to
law
enforcement,
all
right
and
I'm.

it

it

conversation
as
recent
as
last
night,
and
somebody
told
me
Darrell.
There
are
a
couple
of
guys
in
our
neighborhood
and
I'm,
not
going
to
say
exactly
where,
but
it
was
a
long

Cumberland,
Street
Carter,
yes,
I'm
saying
it
right
we're
all
they
do
is
wreak
havoc
in
that
neighborhood,
and
it's
not
right.
They
should
not
be
able
to
hold
an
entire
community
hostage.

care

time

us
to

what
we

make
sure
that
we
have
a
safe

people
can't
enjoy

communities

centers

neighborhoods

all

things

we
fought
hard
for
it
to
ensure
that
we
have

the
city
of
Philadelphia,

councilman

Councilwoman
gammon,
Councilwoman,
green
councilman
gray

here,

I

just

get
started

hear
from
folk
from
the
community.
But
to
your
point,
this
gun
violence
is
changing
the
fabric
of
our
community
over
time.

time
Temple
University
is
recognized
as
a
national
and
even
international
mass
unit
for
being
able
to
respond
to
gun,
shock,
trauma
and
training,
people
that
will
go
away
and
fight
in
foreign
wars.
That
has
changed
our
society.
When
fashionista
Ron
Welch
has
put
out
on
an
Internet
that
he's
making
his
first
line
of
bulletproof
suits
made
of
Kevlar.
This
thing
is
changing
our
society.

you

am
council
person,
Johnson
went
up
on
a
holiday
by
the
way
up
to
King
of
Prussia
to
a
gun
show.
It
was
literally
like
out
of
the
movie
Jaws.
We
took
two
steps
back
and
said:
we're
going
to
need
a
bigger
booth.
We
never
saw
so
many
guns
and
then
the
transactions
and
then
the
secondary
transactions
in
the
parking
lot
you
bought
the
gun
you
sold
it
to
saw
so
that's
headed
right
back
to
Philadelphia,
and
so
for
us
to
look
at
these
series
of
ordinances.

protect
ourselves
literally
just
to
protect
ourselves
is
what
we
have
to
in
spite
of
what
the
NRA
says
we
should
do,
and
in
addition
to
that,
at
a
conversation
beforehand
with
belial,
quite
young
and
you'll
hear
from

testimony
and

asked

have

bullet

shoot
into
the
problem
and
just
one
he
talked
about
the
responsibility
we
have
to
raise
our
babies
to
be
better
parents

ourselves

to
take

responsibility

the
chairperson,
Jones
and
other
members
of
the
committee
on
public
safety,
as
well
as
council
president,
my
name
is
Francis
Healy
and
I'm.
The
special
advisor
to
Commissioner
Coulter
first
on
behalf
of
the
commissioner
I,
would
like
to
thank
you
for
giving
the
police
department
the
opportunity
to
voice
its
opinion
regarding
bill
number
one:
eight,
zero,
five,
five,
three
relating
to
gun,
violence,
protection
orders
and
the
due
process
framework
for
such
orders,
as
created
through
this
bill.

At
the
outset,
as
the
chair
is
aware,
fed
off
the
police
department,
along
with
the
law
department,
contributed
to
the
drafting
of
this
legislation
and
we're
happy
to
do
so.
The
photo
field
police
department
fully
supports
the
notion
of
temporarily
restricting
an
individual's
ability
to
possess
firearms
when
they
have
been
deemed
and
independent
by
an
independent
arbiter
to
be
a
credible
threat
to
themselves
or
others.
This
is
just
plain
common
sense.
With
the
proper
due
process
safeguards,
these
measures
could
help
avoid
mass
shootings
and
equally
important
the
number
of
suicides
by
firearms.

As
we
all
know,
the
pen
simulates
legislature
strongly
supports
the
individual's
right
of
citizens
in
this
Commonwealth
to
the
access
and
possession
of
firearms.
However,
with
every
right
come
to
corresponding
duty
to
ensure
such
firearms
are
possessed
and
use
in
a
safe
and
lawful
manner,
simply
stated,
certain
individuals
should
never
possess
firearms
and
the
Pennsylvania
legislature
has
enacted
laws
accordingly.
However,
there
are
people
for
myriad
of
reasons
or
otherwise
lawfully
permitted
suppressed
firearms,
but
are
temporarily
disabled
and
therefore
should
not
possess
a
firearm
without
seriously
endangering
themselves
or
others.

While
the
state
has
acted
with
respect
to
those
persons,
they
believe
should
be
forever
precluded
from
owning
a
firearm
based
upon
a
threat
they
present.
They
have
failed
to
act
with
respect
to
those
who
temporarily
pose
a
threat
to
themselves
or
others.
As
such,
the
Philadelphia
Police
Department
applauds
the
effort
of
the
chairperson
Jones
on
this
issue.
While
enforcement
of
this
bill
because
of
the
state
law
is
debatable,
it
takes
leadership
and
courage
to
push
forward.

This
is
the
common-sense
legislation
that
builds
in
due
process
safeguards
and
recognizes
that
good
people
can
get
sick
and
become
a
danger
to
themselves
or
others.
At
times.
We
need
a
step
in
this
project.
We
need
a
step
in
to
protect
both
the
individuals
in
crisis
and
others.
Once
the
individuals
are
well
there,
it
can
regain
their
firearms
and
move
on
with
their
lives
most
important.
They
will
have
a
life
to
continue
along
with
their
family,
friends,
classmates
and
coworkers.
So
in
closing,
the
Philadelphia
Police
Department
clearly
supports
this
bill.

talk
more
about
that
and
related
to
accent,

and
changes,
but
there's
order
in
protective
are
actually
in
the
domestic
code
and
in
the
Uniform
Firearms
Act.
It
calls
for
the
relinquishment
of
firearms.
The
relinquishment
of
firearms
puts
a
duty
on
the
individuals
who
are
buried,
link
or
order
to
relinquish
the
firearm
to
produce
that
firearm,
as
the
law
is
written,
that
doesn't
authorize,
police
or
other
law
enforcement
agencies
enter
the
house
and
seize
the
weapons.

However,
if
people
do
not
within
a
certain
period
of
time
under
act,
79
relinquish
the
firearms,
it
then
becomes
a
crime.
We
and
I'll
talk
more
in
the
next
one
of
the
other
bills.
We've
put
systems
in
place
yeah.
Once
you
violate
that
crime,
then
we're
gonna
come
after
you
and
do
the
appropriate
search
warrants.
But
there
is
no
affirmative
or
I'm.
Sorry,
there
is
no
provided
responsibility
or
authorization
to
search
for
weapons.
The

is
on
the
person
who
receives
the
relinquishment
order
to
produce
those
firearms
and.

ordinance.

can't
tell
you
how
many
times
after
the
tragedy,
a
group
of
stakeholders
will
come
together
and
we'll
debrief
the
incident
and
then
the
course
of
debriefing.
The
incident
invariably
somebody
says
well
yeah.
We
knew
this
was
gonna
happen.
We
saw
the
signs
we
knew.
This
person
was
a
threat
to
themselves.
We
knew
they
were
a
threat
to
others.
Well,
why
didn't
something
happen?

It's
an
opportunity
to
prevent
the
tragedy,
and
certainly
prevention
is
the
very
best
way
to
effectuate
Public
Safety
I,
like
the
fact
that
it
takes
into
consideration
all
of
the
relevant
legal
issues,
although
it
provides
for
ex
parte
seizure
where
the
petitioner
can
actually
have
the
court
issue
the
order
without
the
respondent,
the
person
from
whom
the
weapon
is
being
sought
present
or
even
knowing
about
it.
It
provides
for
a
hearing
shortly
thereafter
and
that
sense,
I,
don't
know
how
anyone
can
view
this
as
anything
other
than
an
attempt
to
help
the
respondent.

may
be
an
appropriate
ordinance
for
gun
court
consideration,
and
what
that
would
do
is
it
would
not
only
provide
for
a
judge
who
is
well-versed
in
the
issues,
but
you
could
actually
populate
that
court
with
a
team
of
professionals
who
could
help
to
respond.

stranger
to
gun
violence.
As
you
all
know,
I
have
been
on
the
front
lines
for
the
last
16
years,
because
my
24
year
old
son
colleague,
Jabbar
Johnson,
was
shot
seven
times
over
a
parking
space,
I'm
honored
to
be
here
and
give
voice
to
those,
many
of
whom
don't
speak
anymore,
where
I
can't
speak
anymore,
especially
to
bill
number
one:
eight,
zero,
five,
five:
three:
why
don't
speak
a
lot
about?

But
who
was
in
my
heart
and
will
always
remain
there
and
has
been
deaf
Amalie
has
been
devastated
by
my
niece
lisa
Speight,
who
was
shot
to
death
by
her
fiance
eight
months
pregnant
and
dumped
in
the
Hudson
River.
We
knew
that
this
guy
was
a
dangerous
person,
but
Lisa
thought
she
could
change
him.
She
followed
him
to
New
York
and
that's
where
he
murdered
her
shot
her
in
the
head
and
dumped
her
body
in
the
Hudson
River.

I
also
want
to
just
speak
briefly
on
another
program
that
I'm
leaving
here
this
morning.
To
do
a
soft
roll
out
on
a
program
called
lipstick.
It's
councilman,
president
council
was
there
when
we
were
with
the
Attorney
General
or
what
are
some
dollars
to
do
this
program.
It's
about
women
who
are
carrying
and
storing
and
storing
guns
you
mentioned
going
up
to
one
of
the
gun
shows.
We
know
a
lot
of
women
go
to
these
gun
shows
and
purchase
these
guns
for
the
guys.

So
this
morning,
at
Dobbins
and
then
again
on
the
November
19th,
we're
gonna
do
a
rollout
of
lipstick,
which
is
the
campaign
that's
coming
from
Boston
to
Philadelphia.
To
address
this
issue.
You
have
seen
it
uptick
and
women
being
murdered
in
the
city
of
Philadelphia
and
that's
because
of
their
involvement
with
guns
held
in
carrying
and
purchasing.

being
a
part
of
that,
and
we
have
women
that
are
part
of
that
and
have
been
a
part
of
that
have
changed
their
life
that
are
part
of
the
testimonies
that
we
will
do
this
morning
at
Dobbins
for
the
young
girls
there,

something
that

see
over
the
city
of
Philadelphia

Josh,

violence

shootings
in
his
City
I'm
here
today
to
support
the
bill.
One
eight,
oh

I
want
to
talk
about.

We
talk
a
lot
about
shootings
and
homicides,
but
there's
other
numbers
who
are
reflecting
the
need
for
how
this
bill
could
be
very
supportive,
I
believe
the
police
reports
every
week
to
crime
statistics
and
I
was
looking
at
him.
The
other
day.
If
you
look
at
one
of
the
one
of
the
line,
items
is
robbery
with
guns
and
2014.

2014
to
2018
13,000,
208,
robberies
in
the
city
of
Philadelphia
with
guns,
and
they
have
another
category
called
aggravated
assault
with
guns
2014.
There
was
2065
aggravated
assaults
with
guns,
2015,
2,287,
2016,
2257,
2017,
2207
and
2018
2327,
total
five
years,
11
thousand
and
143.
If
you
add
the
totals
together,
24350
one
between
robberies
with
guns
are
aggravated
assault
with
guns.
So
that
shows
you
the
kind
of
magnitude.
When
we
talk
about
the
gun
problem
in
the
city
of
Philadelphia.

Once
again,
we
have
the
news
made
all
these
reports
about
shootings
the
numbers
you
gave
rarely
or
homicides
2002
from
2007
to
2008
een.
There
was
three
thousand
seven
hundred
and
six
homicides
in
the
city
of
Philadelphia
and
80%
of
those
homicides
of
weapon
of
choice
with
guns.
So
when
you
look
at
these
numbers
and
totally
it's
it's,
it
shows
the
magnitude
of
the
gun
problem
in
the
city
of
Philadelphia
and
I.

Believe
this
bill
will
help
a
lot
I'm
into
I
go
into
the
juvenile
justice
center
once
a
week
and
I
interact
with
the
young
men
in
the
PI's
deposit,
the
area
where
they're
being
held
and
two
or
three
questions
I
ask
every
week
is
how
many
of
you
had
a
gun
in
your
hand.
In
the
last
year,
an
average
pod
we're
seeing
between
eight
and
ten
guys
at
least
seven
hands
go
up
every
single
week.

Another
question
asses
how
many
of
you
all
been
shot
at
every
single
week,
eight
to
nine
young
men
in
the
pods
at
least
four
or
five
hands
go
up.
So
when
you
look
at
that
those
numbers
you
look
at
the
numbers.
I
just
gave
you
earlier
that
I
just
gave
you
earlier
and
you
know
we're
getting
into
the
suicide
numbers.
If
you
get
into
the
depth
of
domestic
violence
numbers
that
you
ask
some
the
police
about
its
staggering
now.

What's
the
next
step,
but
I'm
also
excited
about
this
bill
because,
as
George
was
talking
and
daughter
is
talking
reminded
me
that
a
young,
a
lot
of
young
men
in
the
city
of
thought
of
you
who
have
guns,
they
keep
them
in
the
houses,
that's
where
they
are,
and
people
know
me
I
want
so
should
be
I'm.
Always
posting
about
parents
do
room
checks,
so
this
bill
can
help
with
that.

Not
that
I'm
saying
parents
want
to
turn
in
their
sons
and
get
it,
but
but
if
their
son
is
out
in
the
street
doing
what
they
shouldn't
be
doing
at
the
point
that
councilman
Clark
was
talking
about
earlier.
This
can
give
an
opportunity
to
hopefully
turn
someone
in
it
has
a
gun
that
can
help
them
be
turned
around
to
do
the
right
thing,

I'm
here
to
totally
support
bill.

condition

five
states
have

referred

as

flag
laws

President
Trump
even
supported
that,

he's
supported

the
NRA

but
he
supported

legislation

of
all
those
who
have
suffered
the
prolonged
pain
and
emotional
distress
of
a
violent
attack
by
someone
by
homicidal
gunfire

urge
you
not
to
delay
in
passing
this
legislation.

Parks
and
Recreation
commissioner
I'm
here
today
to
testify
in
support
of
bill
number
one:
nine
zero,
seven,
four
nine
introduced
by
councilmember
bass
for
council
president
clark
establishing
the
safe
haven
law
by
amending
title
10
of
the
philadelphia
code
entitled
regulation
of
individual
individual
conduct
and
activity
by
adding
a
new
section
prohibiting
the
possession
of
weapons
at
city
recreation
facilities.

There
are
extraordinary
recreation
leaders
and
community
partners
working
within
our
parks
and
recreation
system
to
provide
safe
spaces
for
young
people,
many
of
whom
face
violence
in
their
daily
lives.
At
159
staff
facilities
throughout
the
city,
parks
and
recreation
provides
high
quality
programs
to
100,000
participants
annually.
We
offer
over
90
after-school
programs
and
130
summer
camps
engaging
over
10,000
children.
We
serve
over
2
million
free
meals
annually
at
600
sites,
including
recreation,
centers
playgrounds
and
play
streets.
We
employ
over
111
hundred
teenagers
each
summer,
offering
many
of
them
their
first
type
of
formal
employment.

Our
our
parks
and
recreation
facilities
are
open
and
accessible.
Unlike
other
major
cities.
Such
as
New
York,
you
do
not
need
an
ID
card
to
enter
a
facility,
and,
unlike
the
free
library,
we
do
not
have
municipal
guards.
We
have
over
300
dedicated
recreation
leaders
and
thousands
of
seasonal
support
staff
that
staff,
our
recreation,
centers
and
playgrounds
in
every
single
neighborhood.
These
individuals
are
true:
community
heroes,
oftentimes
working
alone
in
recreation,
centers
and
many
times
prioritizing
the
safety
of
the
children
they
serve
over
their
own.

They
struggle
daily
to
ensure
that
our
facilities
remain
safe
havens,
where
children
can
visit
escape
the
dangers
of
their
streets.
For
those
reasons,
earlier
this
year,
we
partnered
with
the
office
of
violence
prevention
and
the
Philadelphia
Police
Department
to
develop
and
implement
programs
to
prevent
and
combat
gun
violence
at
recreation,
centers
and
playgrounds.

As
an
opponent
of
the
city's
Philadelphia
roadmap
to
safer
communities,
we
created
a
basketball
training
program
with
project
pinpoint
neighborhoods
considered
most
vulnerable
to
gun
violence,
the
program
gauged
teens
and
young
adults
at
McVeigh,
Rivera,
Jay,
Finnegan
and
Chi
body
recreation,
centers,
and
focused
on
skill
development,
leadership,
development,
culture
strategies
and
sportsmanship.
The
department
also
extended
weekend
hours
of
operation
at
11
recreation
centers.

These
events
offered
opportunities
for
families,
children
and
local
police
officers
to
be
outside
and
connect
with
each
other
in
a
peaceful
and
enjoyable
atmosphere.
The
movie
nights
deter
unlawful
behavior
after
hours
by
activating
those
public
spaces
with
positive
activities
and
adult
supervision.
I
believe
that
the
safe
haven
law
will
help
to
strengthen
the
city's
comprehensive
plan
to
reduce
gun
violence
and
enhance
the
quality
of
life
for
all
residents.
This
year
alone,
there
were
14
documented
assaults
on
parks
and
recreation
staff.

Here
are
some
of
those
incidents
at
Barratt
playground,
a
recreation
leader
and
an
advisory
council
member
were
held
up
at
gunpoint
by
three
armed
men
who
entered
the
center
during
an
after-school
program
when
children
were
present
at
Shuler
playground,
recreation
leader
was
assaulted
by
an
individual
who
entered
the
center
attempted
to
rob
him
at
Vogue
recreation
center.
A
19
year
old
lifeguard
was
attacked
and
assaulted
by
a
dozen
teens
that
lifeguard
returned
to
work
the
next
day
at
Hunting,
Park,
Recreation
Center
a
71
year
old
boy,
employee
mr.
K
robbed
was
punched
16
times
and
robbed,
while
he
was
eating
his
lunch
before
becoming
a
seasonal
employee.
Mr.
Rob
was
a
longtime
volunteer
at
the
center
at
Dorothea
Emanuel
recreation
center,
a
recreation
leader
was
assaulted
during
a
robbery
attempt
that
individual
was
hired
just
a
few
months
ago
as
part
of
our
citywide
recruitment
effort
to
diversify
our
recreation
leader
trainees
at
Roosevelt
playground,
a
recreation
leader
was
forced
to
barricade
himself
inside
his
facility,
as
a
group
of
teams
tried
to
break
in
making
threats
to
his
safety
and
at
Baker
playground.

A
shootout
occurred
after
a
basketball
tournament,
wounding
seven
people
pool
maintenance,
attended,
Jeannine
Helms
was
working
late
that
evening
and
instead
of
hiding
when
she
heard
the
shots
rang
out,
Jeanine
rushed
to
help
the
children
on
the
playground.
She
also
continued
her
shift
that
evening
and
refused
to
go
home
and
return
to
work.
The
next
day,
City
Council
recently
honored
to
name
Helms
with
a
special
citation
for
her
actions
and
she's
here
to
testify
today.
This
is
just
a
snapshot
of
what
our
Recreation
leaders
encounter
on
a
daily
basis.

They
are
literally
working
on
the
front
lines
for
our
city
and
they
deserve
to
feel
safe
and
protected
in
their
workplace
and
the
children.
We
serve
need
to
know
that
when
they
come
to
a
recreation
center
or
playground
that
they
too
will
be
safe
and
free
from
fear.
This
is
why
I
appear
before
you
today
and
offer
parks
and
recreations
full
support.

bill
number

that
the

move
it
forward
with
City
Council

night

Target
buying
Halloween
candy,

one
on
city

not
having
you

was
in
the

person
who
was

Who
recognized
me
and
commented
to
me
how
glad
they
were
to
have
recreation
centers
in
their
community,
and
you
know
just
what
an
asset
they
were
and
I
said.

news
is
that
recreation
centers
are
going
to
be
even
safer,
because
tomorrow
there's
a
hearing
that
City
Council
has
called
to
make
sure
that
we
can
make
short,
no
guns
and
no
weapons
are
allowed
in
our
recreation
centers,
and
this
woman
said
to
me:
oh
my
god,
I
can't
believe
we
have
to
have
a
hearing
on
that.
She
said
why
is
this
just
not
common
sense
and
that
struck
me
to
my
core
and
as
I
drove
home
from
Target
last
night,
I
thought.

First,
on
behalf

the
Commissioner
again,
I
would
like
to
thank
you
for
giving
the
police
department
the
opportunity
to
voice
his
opinion
regarding
bill
number,
one:
nine,
zero,
seven,
four,
nine
relating
to
a
safe
haven
at
Philadelphia
recreation
facilities.
Let
me
state
at
the
outset
the
Philadelphia
Police
Department
respects
and
supports
the
intent
behind
this
legislation.

Keeping
children
safe
is
the
highest
priority
in
Philadelphia
of
the
Philadelphia
Philadelphia
Police
Department,
as
well
as
City
Council.
Keeping
illegal
guns
from
these
areas
is
just
faint,
plain,
common
sense,
I
believe
the
base
of
this
bill,
similar
to
the
state
law
provisions
that
prohibit
firearms
of
special
places
such
as
court
facilities
and
schools.
This
this
bill
physically
prohibits
persons
from
knowingly
possessing
a
weapon
or
causing
or
knowingly
causing
a
weapon
to
be
present,
whether
openly
or
concealed,
in
a
building
of
or
on
the
ground
of
any
city
recreation
facility.

Further
weapon
is
defined
as
a
tea
knife,
a
firearm
knife
or
other
instrument
designed
to
inflict
bodily
injury,
as
I
mentioned,
Department
supports
the
premise
of
keeping
weapons
and
especially
illegal
weapons,
away
from
recreation,
centers
or
children
tend
to
gather.
That
said,
please
be
mindful
that
this
bill
is
not
just
intended
at
illegal
firearms,
but
will
also
impact
individuals
who
carry
lawful
firearms
as
well.
There
may
be
times
an
individual
may
need
to
enter
government
property,
such
as
a
recreational
facility
to
conduct
business
and
may
possess
a
lawful
weapon.

We
need
to
better
consider
logistics,
such
as
when
a
firearm
can
be
kept
while
the
individual
or,
where
the
firearms
be
kept
by
the
end
of
his
own,
a
recreational
facility.
We
walked
across
that
problem.
When
we
we
opened
our
Romy
shut
down.
City
Hall,
we
opened
the
lock
boxes
across
the
street
for
the
CJC
to
those
individuals
were
lawfully
carrying,
so
that
was
one.

These
are
just
logistical
issues
that
I
think
that
we
can
fine-tune,
but
nonetheless,
the
other
issue
of
that
that
you
should
be
aware
of
is
the
definition
of
a
weapon
and
other
weapons
needs
to
be
carefully
considered.
This
is
just
me
being
a
lawyer
being
being
the
pain
of
being
a
lawyer,
for
example,
a
long
guns,
rife
and
rifles
are
not
included
in
the
proven
hit
in
the
Prohibition.

If
you
use
the
definition
under
state
law
that
finished
under
state
law
of
a
firearm
basically
includes
a
pistol
or
revolver
long
guns
are
not
included
in
that
definition,
so
it's
a
little
tweak
say
so,
one
of
my
other
recommendations
just
to
be
more
general
and
terminology.
So
we
don't
have
anybody

the
number
of
folks
who
have
been
attacked

thinking
about
those
statistics.

gave

robberies

guns

assaults
with
guns,
but
I
also
was
reflecting
on
around
20
years
ago.
I
am
follows
a
rally
committee.
We
ran
a
midnight
basketball
league
at
Hank,
Gathers
recreation
center
on
Diamond,
Street
and
one
night.

They
got
to
fight
him,
so
we
broke
up
the
fight
and
we
closed
down
the
league,
for
we,
the
participants
that
are,
they
came
back
and
said,
pleaded
let's
start
and
I
made
them
take
a
pledge
that
there
would
be
no
more
fighting.
So
I
was
reflecting
on
what
would
happen
now
and
we
try
to
organize
councilman
Clark,
a
midnight
basketball
league
and
with
the
availability
of
guns.
It
would
be
so
this
bill
would
definitely
worked
address.

issue
and
also
was
reflecting
on
the
millions
of
dollars
now
are
being
spent
on
rebuild
to
renovate
recreation
centers.
So
what
good
is
a
recreation
center
is
going
to
be
if
it's
totally
renovated
shining
everybody
likes
it.
But
parents
don't
want
the
kids
to
come
because
they
feel
the
kids
would
not
be
safe
in
those
centers
someone's
like
a
waste
of
money,
so
I
think
that
we
all
need
to
get
behind
and
support
this
bill.

notion
that

amendment
and
it's
the
constitutional
right

individuals
to
have
weapons.

want
to
hear

think

us

people

safe

this
conversation
that
we
got.

says
well,

people
have

right

carry
weapons
per

Constitution,

people

have
legal
weapons
and
they're
not
going
to
shoot
at
a
rec
center.

at

mass
shootings

happened
in
this
country
over

last
couple

those
individuals

right

weapons

to

certain
locations

need

is
because

legal
gun,
it
doesn't
mean
it
is
any
more
safety
than
these
eight
illegal
guns.

lot
of
legal

are
being
stolen,

mean
it's
a
lot
of
stolen
guns.

their

tustin

recreation

play

home

Chamberlain,
one

places

learned
to
be

about
in

neighbors

all
we

a
guardian

make
a
difference

Guardians
include
women

men
of
Parks
and
Rec,

work

man

female

a
mentor
program

the

one
had
fun
because

was

bill

first
of

all
you
have
done

matter

every

son
was
on
one
of

teams
and
after
the
basketball
league
that
we
had
on
his
way
home.
My
son
was
brutally
murdered
after
the
basketball
game
in
front
of
the
eleven-year-old
daughter
and
it
still
impact
to
us
as
a
member
of
a
retired
member
of
the
United
States
Air
Force
and
their
two
tours
in
Iraq
I
understand
the
velocity
of
assault
weapons,
a
ak-47
and
an
ar-15
assault
rifle
the
velocity
of
their
bullets
can
travel
from
2800
to
3,800
feet
per
second,
that's
per
second.
Most
of
the
laws
is
on
the
book.

Now
they
say
you
cannot
carry
a
weapon
or
gun
with
a
thousand
feet,
but
if
you
have
a
velocity
bullet
that
can
trap
that
fast,
a
matter
of
seconds
and
most
of
the
schools
and
recreation
centers,
and
especially
a
lot
of
recreation
centers
that
have
after-school
programs.
One
of
the
fears
that
we
have
in
nice
town,
because
nice
town
not
too
long
ago,
has
been
on
the
national
news
of
the
shooting
around
every
Avenue,
the
shooting
all
up
in
that
and
our
community
Councilwoman
bass
has
been
on
the
front
line.

So
have
you
counseled
president
Clark
you've
been
there?
You
understand
and
see
what
we're
going
through,
not
only
in
the
communities
but
also
in
the
recreation
centers
surrounding
each
one
of
the
cities.
One
of
my
things
with
this
bill
is:
maybe
there
could
be
ad
it's
just
if
the
yardage
the
footage
they
say
you
cannot
carry
your
weapon
a
thousand
feet
around
the
school,
most
municipalities
around
the
country.

They
didn't
move
that
up
to
3,000
feet
around
a
school
or
recreation
center
or
park,
because,
if
you're
having
problems
and
somebody's
shooting
outside
the
area,
boats
just
going
all
over
the
place.
My
plea
to
this
counselor
this
morning
is
that
yes,
we
need
to
get
with
Harrisburg.
There
are
laws
is
on
the
book
already.

Harrisburg
has
been
fighting
the
city
of
Philadelphia
for
a
long
time,
and
we
know
this
but
I
plead
with
this
safe
haven
bill.
No
child
should
be
able
to
go
into
the
parks
or
recreation
centers
and
have
fear
tonight
and
tomorrow
we
understand
that
they
call
the
holiday
of
Halloween.
A
lot
of
recreation.
Centers
are
having
events.
Our
children
should
not
have
fear,
along
with
the
appearance
at
our
last
district
council
meeting,
that
we
had
for
Department
of
Recreation
and
stenting
Park.

There
was
a
group
of
young
men
that
was
still
gambling
why
we
had
these
two
district
meetings
with
residents.
Some
of
the
residents
of
that
committee
stepped
out
and
confronted
them
because
it
was
a
heated
argument.
A
playground
should
not
be
a
haven
for
guys
who
want
to
gamble,
sell
drugs
and
these
illegal
gambling
with
the
basketball
games,
what
they
all
are
doing.
Betting
on
the
games.
These
are
some
of
the
things
that
we
as
community
people,
would
love
to
see
the
stuff.

supportive,
the
City
Council
for
this
bill.

Relations
across
the
city's
diverse
populations
I'm
here
today
to
offer
my
strong
support
for
amending
Philadelphia's
hate
crimes,
ordinance
that
will
expand
the
scope
of
crimes
eligible
to
be
addressed
as
hate
crimes,
increase
penalties
and
include
more
categories
of
victims.
As
you
know,
in
October
2014,
this
body
first
passed
a
specific
hate
crimes
ordinance
so
that
Philadelphia
could
protect
the
categories
of
people
not
covered
under
the
state
hate
crimes
law,
namely
sexual
orientation,
gender
identity,
gender
and
disability.

We
do
this
work
through
our
Community
Relations
Division,
where
we
provide
a
variety
of
conflict
resolution
and
mediation
services
to
resolve
neighborhood
disputes
and
engage
people
of
different
backgrounds
to
promote
intergroup
harmony,
responding
to
hate
crimes
and
bias
incidents
is
integral
to
our
work.
Since
the
2016
presidential
election,
we
have
seen
a
significant
rise
in
these
incidents
in
Philadelphia,
ranging
from
racist
or
anti-semitic
notes
in
graffiti
to
trans
and
homophobic
or
Islamophobic
acts
of
hate.
We
respond
by
working
with
people.
P
We
respond
by
working
with
police
schools,
community
groups
and
other
stakeholders
to
address
the
issues
and
to
reduce
community
tension,
often
by
engaging
the
community
in
dialogue
and
programming
beyond
helping
communities
heal.
Our
goal
is
to
create
stronger,
neighborhoods
and
long
term
peace
from
November
2016
through
September
2019.
The
PC
HR
has
recorded
274
separate
reports
of
hate
incidents
from
November
2016
through
September
2019.
The
PC
HR

rate
of
bias.

Our
work
in
this
area
received
national
recognition
from

from
the
FBI
and
a
task
force

lawyers

Association
of
Chiefs

Police
when
they
work
together

practices,
guidelines
to
more
efficiently
respond
to
hate
crimes

Incidents
throughout
the
country
here
are
a
few
examples
of
recent
hate
bias.
Incidents
that
were
reported
to
the
PCH
are
an
elderly.
Asian
immigrant
was
harassed
and
assaulted
by
three
juveniles
of
various
ethnic
backgrounds.
They
repeatedly
cursed
and
intimidated
the
elderly
woman.

You
statements
such
as
go
back
to
your
country,
you
effing
c-word,
Asian
racial
epithet.
The
juvenile
offenders
were
arrested
in
one
was
charged
with
aggravated
assault
and
ethnic
intimidation.
A
Hispanic,
lectin
X
minor,
was
approached
by
for
african-american
juveniles,
whom
the
victim
knew
from
school.
They
told
him.
He
was
immigrant
trash,
assaulted
him
and
stole
his
bicycle.
P
Some
hate
crimes
can
be
life-threatening
in
one
incident
involving
an
assault.
A
white
male
was
arrested
for
stabbing
an
african-american
male
several
times,
causing
lacerations
on
his
arms
legs
and
torso.
Before
enduring
the
attack,
the
offender
repeatedly
called
the
victim,
the
n-word,
the
offender
was
arrested
and
the
victim
received
36
stitches
to
close
the
slasher,
the
stab
wounds.
P
Lastly,
the
P
CHR
is
encountering
hate
and
bias
and
incidents
that
align
with
present-day
international
tensions.
In
this
incident,
based
upon
religion
and
involving
terroristic
threats,
a
Palestinian
minor
made
an
anti-semitic
and
terroristic
threat
to
another
minor
of
Israeli
descent,
both
in
person
and
through
social
media.
P
All
these
examples
demonstrate
the
need
for
a
change
in
the
city's
ordinance
to
include
additional
types
of
criminal
behavior
and
brought
in
the
additional
categories
of
the
victims.
We
know
that
there
is
no
absence
of
hate
here
in
Philadelphia
and
certainly
around
the
country
and
oftentimes.
The
perpetrators
are
taking
taking
issues
out
of
context.
For
example,
our
office
helped
to
heal
a
situation
with
a
mosque
in
Northeast
Philadelphia,
and
there
are
Islamophobes
around
the
country
who
have
now
turned
it
around
to
start
targeting
the
PCH.

Are
we
in
our
agency
and
also
in
City
Council,
have
received
over
5,000
emails
based
on
these
a
lot
Islamophobic
individuals,
mostly
from
Florida,
and
they
are
also
now
starting
to
come
in
the
mail
to
us.
This
is
just
what
I
got
in
the
last
two
weeks
directly
to
me
again,
there's
no
absence
of
what
is
going
on
right
now
and
we've.

The
victims
of
the
crimes
and
the
individual
victims
feel
the
pain,
communities
feel
the
pain,
and
it
is
a
perfect
time
to
update
our
statute
to
make
sure
that
we're
covering
as
many
categories
as
possible.
We
need
Philadelphia
to
continue
to
take
the
lead
and
to
continue
to
take
the
stance
and
to
and
make
the
position
that
we
will
not
tolerate
hate
here
and
clearly
the
more
good
work
we
do,
the
more
the
hateful
people
come
after
us,
but
we
are
strong
and
I
believe
at
the
end
that
we
will
persevere.

to
find
the
crime
of
ethnic
intimidation
as
follows.
A
person
commits
the
offense
of
ethnic
intimidation
with
malice
intentions
towards
the
race,
color,
religion
or
national
origin
of
another
individual
or
group
of
individuals.
He
commits
an
offense
under
any
of
the
provisions
of
this
article
or
chapter
20
or
chapter
33,
section
30,
307
and
section
3503
of
the
pennsylvania
crimes
code.

Philadelphia
Code
section

states,
malicious
intent,
the
intent
to
commit
any
act,
the
commission
of
which
is
necessary
element

offense,
referred

refers
to
hate
crimes,

those

clear
at
the
wording

ordinance

identical

a
state
statute.
The
state
statute
takes
presumption

therefore,
if
you
can
distinguish
it
from
the
state,
we
can
stand
on
its
own.

it's
worth

wording

and

why

asked

review

PPD
supports

intent

expanding
protected
classes

people

this
bill
would
apply,

age

great
idea.

adds
ethnicity,
color,
race,
religion
or
national
origin
as
protected
classes,
while
the
PPD
clearly
agrees
with
these
protected
classes.

concern
is
by
adding
these
protective
classes
in
the
city
ordinance.
What
company
will
be
subset
will
become
substantially
similar
to
the
pense
ma
state
law,
which
then
could
arguably
be
preempted,
so
we
just
want
to
make
sure
we
don't
inadvertently
get
an
unintended
consequences
here.
We
have
a
greater
expanded
coverage
right
now
and
I.
Don't
think
if
we
add
that
extra
wording
in
our
city
ordinance,
we
could
actually
end
up
losing
it
by
accident.

hatred
based
upon
age
is
not
addressed
in
the
state
statute
and
is
clearly
right
for
City
Council

strongly
caution
against

adding

lightly
words

year
the
legal
center
serves
approximately
4,000
victims
of
domestic
violence
through
court
advocacy,
telephone,
counseling
and
attorney
representation.

The
statistics
on
guns
and
domestic
violence
are
alarming
abusers
with
a
firearm
are
five
times
more
likely
to
kill
their
victim
on
average
each
month
in
America,
52
women
are
shot
and
killed
by
an
intimate
partner.
Others
are
shocked
but
survived,
and
many
many
more
are
threatened
with
a
firearm
and
are
living
in
fear.

Just
in
Philadelphia
last
year,
15
victims
were
murdered
by
their
abuser
with
a
gun
laws
such
as
act,
79,
reduced
homicides,
injuries
from
guns
and
the
threat
of
gun,
violence
for
domestic
violence,
victims,
the
Act
strengthens
and
expands
the
firearms
prohibitions
in
the
protection,
from
abuse,
Act
and
in
criminal
domestic
violence
cases.
It
is
a
powerful
tool
to
protect
victims
of
abuse.
However,
the
provisions
of
the
Act
are
not
self
effectuating.
The
provisions
span
multiple
systems,
including
the
PFA
system
and
the
criminal
court
system
and
tasks.

difficult
in
a
jurisdiction

This
sheer
volume
of
domestic
violence
incidents
adds
to
this
difficulty.
For
example,
in
2018
over
9,000
PSAs
were
filed
in
pencil
in
Philadelphia.
This
is
23%
of
all
PSAs
filed
in
Pennsylvania
by
comparison,
Allegheny
County,
which
is
both
the
next
largest
County
and
the
county
with
the
second-most
filings,
had
only
9%
of
statewide
PFA
filings.
Q
All
of
this
means
that
we
have
added
challenges,
challenges
that
we
have
been
working
on
to
surmount
without
any
additional
funding.
It
is
clear
that
all
of
the
systems
are
committed
to
protecting
victims
and
enforcing
Act
79
over
the
past
several
months
under
the
auspices
of
the
managing
directors
office
and
the
office
of
domestic
violence
strategies,
the
police,
courts,
sheriffs
and
other
stakeholders
have
met
regularly
to
coordinate
and
to
work
out
glitches
working
together.
We
have
provided
training
on
the
provisions
of
the
Act.

We
have
mapped
existing
processes
so
that
all
of
the
systems
have
a
better
understanding
of
each
partners
role
and
we
have
used
the
mapping
process
to
identify
potential
gaps.
We
are
devising
a
brochure
to
inform
victims
of
their
rights
and
a
flyer
to
warn
abusers
of
the
consequences
of
failing
to
comply.
We
are
improving
communication
and
strengthening
processes
among
the
partners
through
a
number
of
strategies.
For
example,
we
are
ensuring
that
the
affidavit
that
a
defendant
signs
if
he
does
not
have
a
gun
which
the
sheriff
already
uses
is
also
available
to
the
police.

are
working
on
better
communication
among
courts,
sheriffs
and
police
regarding
service
of
a
PFA,
as
this
triggers
some
of
the
relinquishment
provisions
to
date,
though,
this
has
been
a
difficult
task
and
may
ultimately
require
additional
resources
within
various
systems.
As
we
continue
to
work
together,
we
hope
that
City
Council
will
be
receptive
to
funding
any
necessary
improvements.

office

the
massive

strategies,
I'm
here

testify
on
resolution
number
one:
nine
zero,
two
six
zero,
which
was
sponsored
by
consumers
on
Greenlee
mayor
Kenney,
created
the
office
of
the
massive
answer
strategies
in
October
2016.
This
is
the
first
office
ever
created
by
Philadelphia's
local
government
exclusively
to
address
domestic
violence
and
it
is
located
under
the
supervision
of
deputy
director
of
the
for
the
Health
and
Human
Services
evidence
team.

The
office
of
Thomas
Evans
strategies
aims
to
develop
policies
and
practices
that
safety
support.
Families
affected
by
domestic
violence,
ensure
access
to
inclusive
services
and
create
a
domestic-violence,
competent
Health
and
Human
Services
workforce.
Our
office
is
also
a
member
of
the
domestic
violence
law
enforcement
committee,
a
collaboration
with
victim
services
providers,
community
advocate
and
law
enforcement
agencies.
In
that
capacity,
the
office
of
Thomas
sponsor
strategies
has
been
one
of
the
agencies
at
the
table
to
discuss
implementation
of
act
79
in
Philadelphia.

As
you
may
already
know,
act
79
was
signed
by
Governor
wolf
on
October
12,
2000
18
and
went
into
effect
in
April
10th
2019.
Among
other
things,
act
79
requires
that
individuals
who
have
a
protection
from
abuse
order
against
them
relinquish
their
guns
between
24
hours
to
law
enforcement
or
a
licensed
arms
dealer.
During
our
multiple
meetings
with
the
courts,
the
Philadelphia
Police
Department,
the
sheriff
office,
Public
Safety,
the
District
Attorney's
Office
and
women
case
abuse.

Legal
center
agencies
have
been
able
to
share
which
systems
currently
in
place
a
with
channels
of
communications
are
needed
to
implement
the
new
law.
In
our
conversations,
the
safety
of
the
victim
has
always
been
the
priority,
as
Molly
mentioned
in
the
u.s..
An
average
of
52
women
are
shot
to
death
by
an
intimate
partner.
Every
month
in
Philadelphia,
there
were
22
domestic
violence,
homicides
in
2017
and
27
in
2018.
In
almost
half
of
these
cases,
47%
the
cause
of
death
was
a
gunshot
wound.

I'd
like
to
thank
you
for
giving
up
the
police
department
opportunity
to
identify
the
procedures
that
have
been
established
because
of
act
79,
which
became
effective
on
April
10,
2009
teen.
As
you
know,
act
79
made
certain
changes
to
both
the
Pennsylvania
Crimes
code,
as
well
as
the
domestic
code,
as
he
relate
to.
E
E
Law
enforcement
is
now
to
accompany
by
law
the
plaintiff
during
the
services
of
a
PFA.
Just
for
the
record,
we've
been
doing
this
for
years.
We've
always
we've
never
allowed
a
plaintiff
to
serve
a
PFA
independently
when
we're
notified.
The
police
department
has
always
served,
but
now
it's
actually
a
matter
of
law,
which
I
think
is
the
safest
bet
to
go
without
having
a
new
without
having
to
prove
new
instances
of
abuse.
Plaintiffs
may
extend
the
PFA
against
an
incarcerated.
Individual
has
been,
or
will
be,
released
from
custody
from
90
days.
E
That's
incredibly
important,
because
the
time
periods
lapse
of
he's
in
jail.
Now
they
can
be
extended
automatically.
The
key
change
is
under
the
pennsylvania
crimes
code
or
the
pier,
which
are
relinquishment
for
weapons
for
a
misdemeanor
crime
of
domestic
violence
has
been
reduced
from
60
days
to
24
hours.

So
those
who
don't
understand
once
you're
convicted
of
a
domestic
crime
of
violence
are
prohibited
by
state
and
federal
law
of
owning
or
possessing
that
firearm,
the
previous
code
section
and
the
state
law
lab
for
60
days
for
officer
or
for
the
individuals
to
basically
disown
the
firearm
or
to
have
it
removed
from
their
possession.
That's
been
reduced
to
24
hours
as
it's
currently
the
case
under
federal
law.

A
final
PFA,
whether
entered
by
it
by
order
or
agreement,
is
a
qualifying
protective
order
under
federal
law
prohibiting
defendants
from
possessing
or
acquiring
a
firearm,
while
the
order
is
in
effect,
even
if
the
PFA
did
not
order
the
fire
and
relinquish
her
acts.
79
makes
this
enforceable
under
state
law.
Failure
relinquish
firearms
pursuant
to
PFA
or
misdemeanor
crime
at
the
bottom.

Violence
is
now
a
second
degree
misdemeanor
upon
also
upon
conviction
of
this
new
crime.
Relation
a
firearm
pursuant
to
a
PFA
will
be
prohibited
from
owning
a
firearm
for
a
pair
of
five
years.
In
addition,
the
crucial
element
for
the
criminal
justice
partners
with
respect
to
acts
79
is
accumulate
as
communication
and
coordination,
as
has
been
proven
mentioned
by
my
partner's
I'm,
happy
to
say
that
we've
all
worked
together
long
before
the
axe-fx
of
date.
So
please
let
me
explain
the
current
processes
that
we
have
in
place.
You
know
effectively.

There
are
two
pipelines
now
for
which
the
PPT
now
receives
information.
The
first
is
the
existing
pipeline
from
the
Philadelphia
family
court.
We
have
refined
this
connection
to
ensure
that
we
receive
information
regarding
all
final
PFA
s
and
any
other
PFA
s
that
require
gun
rule
imp
relinquishes.
This
is
important,
because
offenders
now
have
a
24-hour
period
to
relinquish
any
firearm.
Firearms
licenses
were
to
provide
affidavits
explaining
why
the
24-hour
deadline
cannot
be
met
once
the
24-hour
period
has
elapsed
without
any
relinquishment.

The
responsibility
falls
on
the
PPD
to
begin
an
investigation,
and
that's
that's
critical
and
that's
really
what
we're
very
thankful
for
there
are
quite
a
few
moving
parts
in
this
process
so
to
ensure
the
note
balls
are
dropped.
The
Philadelphia,
Police
Commissioner
has
identified
the
gun,
permits
and
tracking
unit
as
the
central
repository
for
this
information.
This
unit
will
not
only
track
information
but
will
also
conduct
a
preliminary
investigation
to
determine,
to
the
extent
possible,
the
defendant
has
any
firearms,
regardless
of
what
may
be
on
or
may
not
be
on
the
actual
order.

This
is
important
because
some
of
these
orders,
the
individual
may
or
may
not
have
a
firearm.
The
individual
getting
the
PFA
may
not
know
a
firearms
they
have.
So
we
do
preliminary
to
the
best
amount
possible.
The
gun
permits
attract
the
unit,
we'll
do
a
run
to
see
what
purchases
they
have.
So
in
the
event,
they
have
any
guns
that
they
didn't
declare
or
that
the
plaintiff
did
not
know
about.

In
addition,
the
gun
permits
are
tracking
and
will
also
notify
the
Philadelphia
Sheriff's
Office
we've
had
a
great
relationship
with
the
Sheriff's
Office,
which
serves
as
a
repository
for
all
relinquish
they're
there,
the
unit
that
actually
collects
all
the
firearms.
So
even
in
the
24
hours
has
elapsed,
we
notify
the
courts.
We
notify
the
detective
vision
begin
an
investigation.
We
also
notify
the
Sheriff's
Department,
who
has
the
resources,
even
though
we
can't
search
your
residence.

We
can't
kick
down
doors,
they
go
out
and
actually
knock
on
people's
doors
and
say
you
were
supposed
to
relinquish
a
gun.
Where
is
it
so
they've
been
very
successful?
Having
people
relinquish
that
at
the
on
the
doorstep?
Quite
honestly,
so
the
second
pipeline
that
was
effectively
created
by
AK
79
deals
with
the
domestic
related
convictions,
and
this
is
an
important
one.
A
domestic
related
conviction
for
a
misdemeanor
offense
is
a
permanent
firearm,
prohibition
or
disability
against
the
defendant.
They
can
no
longer
possess
or
own
a
firearm
under
federal,
and/or
state
law.

These
defendants
must
relinquish
otherwise
transfer
the
firearms
out
of
their
custody
within
24
hours.
It
used
to
be
60
days.
So
that's
an
incredible
change.
Philadelphia
in
Philadelphia,
all
the
domestic
related
criminal
cases
are
heard
in
one
of
three
possible
courtrooms:
the
Philadelphia
I'm,
sorry,
the
police,
the
District,
Attorney's
Office
and
the
courts
are
in
the
process
of
implementing
a
system
to
ensure
the
police
department
is
a
made
aware
of
the
domestic
related
convictions
aka.
The
second
pipeline
once
finalized.

In
these
cases,
where
a
defendant
is
convicted
of
a
domestic,
related,
misdemeanor
or
felony,
they
signed
it.
This
attorney
assistant
district
attorney
will
be
submitting
a
pre-formatted
order
to
the
judge
for
signature
and
is
printable
to
be,
and
it
will
be
presented
to
the
defendant
while
in
court
the
a
DA
will
then
scan
it
to
the
Philadelphia
Police
Department
at
the
gun,
permits
and
tracking
unit
will
then
handle
these
cases
that
they
do
the
other
PFA
s.
The
24-hour
clock
starts
to
pick
apart.
The
tick
the
gun
permits
are
tracking.

There
then
conduct
the
preliminary
investigation
is
indicated
and
then
to
the
expire.
If
the
defendant
fails
to
produce
any
firearms
within
the
24
hours,
we're
notifying
the
detective
divisions
to
conduct
the
investigation,
as
well
as
the
Sheriff's
Department
again.
So,
as
you
can
see,
the
criminal
justice
partners
in
Philadelphia
is
taking
great
steps
to
communicate
and
coordinate
for
the
safety
of
our
domestic
violence.
Victims
act
79
and
provide
additional
safeguards
for
these
victims,
and
we've
made
every
effort
to
ensure
that
we
utilize
every
provision
of
this
law
to
the
maximum
and
possible
domestic
violence.

I
just
want
to
say
thank
you
to
the
police
department
to
the
law
department
for
working
with
us.
We
come
up
with
great
ideas,
but
someone
has
to
implement
them
and
there
should
be
systems
and
measures
in
place
to
do
so
and
I
just
want
to
say
that
I
think,
including
the
District
Attorney's
Office,
that
this
process
has
been
thoughtful,
Malecha
speak
but
but
has
been
a
thoughtful
process
and
thus
allowing
us
to
have
a
system
in
place,
because
that
covers
such
a
great
many
different
occurrences.

that
gives
the
officers
immediately
go
in
the
house
rather
than
putting
the
onus
on
the
individual
to
produce
the
weapon
we
can
actually
proactively
bill
get
it.
That
would
be
one
step
that
you
know
from
a
law
enforcement
perspective
would
be
incredibly
helpful.
I
understand
concerns
in
Harrisburg,
but
these
are
domestic
violence,
victims
that
need
immediate
service,
so
I
think
that
would
be
the
next
step
if
we,
if
you
have
any
ones
here
in
Harrisburg,
I
know
she
ate
that.

them

how
all
of

things
come

district
attorney
believes
that
gun
violence
should
be
addressed
with
public
health
perspective,
as
well
as
justice
and
public
safety
considerations
and
x79
really
demonstrates
how
those
two
things
interrelate
and
connect.

So
there
was
a
public
health
issue
of
people
convicted
of
domestic
violence,
offenses
still
being
able
to
possess
a
firearm
for
60
days
after
their
conviction.
Now
it's
down
to
24
hours,
and
it's
fitting
that
our
office
speaks
last
on
this
panel,
because
we
are
the
last
stop
in
our
system
of
interactions
and
relations
to
make
sure
that
the
convictions
occur
and
the
firearms
are
relinquished
within
the
state
law.
As
mr.

Healey
said,
the
district
attorney
and
I
think
very
eloquently
outlined
the
procedures
that
we're
still
developing
for
the
implementation
plan,
particularly
around
the
timeliness
of
notification
to
relinquish
and
the
fact
that
it's
being
relinquished
time
as
helpful
as
it
is
on
the
public
safety
perspective,
can
be
a
barrier
on
the
criminal
justice
perspective,
especially
when
you're
talking
about
so
many
different
agencies
and
people.
Relying
accurate
information
so
very,
very
grateful
to
all
of
our
domestic
violence
partners.

us
both
before
the
Act
came
into
place,
while
the
Act
has
been
implemented
and
as
we
iron
out
and
start

fulfill
more
of
our
requirements

state

responsible

seizures
actually
go
to
the
sheriff's
office

the

the
x79
there's
also
a
process
for
getting
rid
of
the
guns.
Sorry,
people
don't
respond
back
with
a
certain
period
of
time.
The
guns
can
be
destroyed,
so
they
don't
have
to
sit
in
inventory
for
forever,
which
cost
a
lot
of
money
to
maintain
conscience,
gotcha
and.
I
Does
look
like
everybody's
cooperating,
very
well
in
this
process
now
I
know
we
invited
the
courts
in
the
sheriff.
They
were
not
able
to
send
anybody.
So
let
me
just
ask
particularly
on
the
courts.

there

that
interaction
been
as
the
courts
have
you
found
court
Maui

be
your
best
to
answer.
This
court
have
been
pretty
cooperative
and
following
through
and
whatever.

come

number

meetings
with
us
and
has
been
working
with
us,
both
the
family
court,
where
of

heard,
as
well
as
the
criminal
court
system,

had

number
of
meetings
with
them
relating
to
this
and
discussing
how
we
can
again
better
coordinate,
better
communicate.
So
they
have
been
at
the
table
helpful,
coming
up
with
solution.

think
one
of
just
the
hardest
pieces
is
that
there's
so
many
so
much
communication
that
has
to
happen
between
sheriffs
courts,
police
and
then
back
to
the
petitioner.

we
are
working
out.

those
glitches,
but
again
they
all
of
our
partners
have
been
very
helpful
and
to
have
this
happen
and
absolutely
want
to
get
the
guns
out
of
the
hands
of
oppressors.

problem

very
close
to

have
fallen
in
this
situation,
where
there's
still
some
reluctance
of
victims
to
file
PFA
s
for
maybe
dealings

custody

financial

of
thing
are
you
still
finding
that
is
it
as
an
issue
or
so.

demean,
they're,
broken
down
psychologically
mentally
in
a
whole
lot
of
different
ways
that
they
don't
really
believe
they
can
have
get
help
that
their
and
that's
really
what
they're
fed
so
a
lot
of
times.

very
strong
woman
to
actually
get
out
of
that,
and
they
need
help
from
the
individuals
like
to
my
right
here,
but
it's
a
long
process.

It's
not
something
happens
overnight,
so
that
I
think
that's
some
of
the
reason
why
a
lot
of
the
victims
don't
immediately
take
look
into
the
PFA,
because
I've
said
it
multiple
times,
I've
gone
the
houses
over
and
over
again,
I
need
to
help
you.
You
need
to
help
yourself
right
and
as
a
police
officer,
quite
frankly
in
the
weeds
I,
never
understood
why
they
just
didn't.
Do
it
I
understand
now
that
there's
there's
a
long
cycle
like
I
said:
that's
the
fear
and
intimidation
that
goes
along
with
it.
It's
very
very
it's
quite
frightening
leaving.

like
to
add
that
living
an
abusive
relationship
doesn't
end
the
abuse
so
that
abusive
partner
is
gonna,
keep
trying
to
go
after
the
survivor
of
the
between
different
ways,
especially
if
there
are
children
together.
So
it
requires
a
lot
of
different
tools.
Different
strategies,
don't
have
a
very
clear
safety
plan
where
I'm
gonna
go
and
how
I'm
gonna
deal
with
the
person
after
I
leave
just
one
more
thing
about
abusive
partners.
They
also
sometimes
could
behave
like
really
nice
people,
I'm.

Yeah
then,
a
week
we've
heard
lots
instance,
but
I
guess,
if
you're
looking
for
positives
here,
mr.
Chairman
I
know
councillor
Greene's
been
involved
in
this
issue,
I
think
there's
a
lot
more
awareness
and
understanding
of
the
issue
there's
no
way
too
many
tragedies
and
we're
nowhere
close
to
solving
the
problem
if
you
will,
but
there
is
certainly-
and
this
is
indication,
but
everybody
working
I-
think
the
inspector
mentioned
is
things
he's
learned
through
this
process
and
certainly
I
have
over
time.

It's
it's
a
shame
that
there
are
it's
so
many
examples
that
we
can
still
site,
but
I
think
there's
certainly
improvement
in
it.
I
think
it's
noted
as
I
started
when
this
particular
issue
came
up
that
the
state,
even
though
we've
criticized
the
state
on
some
things,
are
not
stepping
up.
They
certainly
have
stepped
up
on
this
and
I
think
they
realize
people
realizing
the
problem.
It's
in
the
news,
it's
all
over
the
place
and
it
affects
everybody.
I
You
know
it's
not
just
a
poor
person,
it's
not
just
a
rich
person,
it's
not
just
in
certain
neighborhoods.
It's
all
you
know.
Domestic
violence
is
all
over
the
place.
Unfortunately,
so
again
we
thank
everybody
for
for
involvement.
