talk
about
the
resolution
regarding
the
blocks
that
have
been
identified
with
10
shootings
or
more
and
the
use
of
prevalent
technology
and
other
sources
to
kind
of
address
those
established
areas
of
gun
violence.

live
in
those
neighborhoods,
you
already
knew
them
before
the
inquires
article.
You
knew
them
because
that's
the
area
that
you
probably
won't
utilize
to
go
grocery
shopping
or
to
stand
on
a
bus,
stop,
because
you
knew
that
that
was
a
hot
area
in
the
area.
I
grew
up
in
there's
a
strip
54th
street
that
goes
from
montgomery
avenue
to
arlington
street
on
that
strip.

are
now
moving
to
progress
to
be
able
to
coordinate
those
same
cell
phones
with
cameras
that
are
in
those
hot
spots
around
the
city
of
philadelphia.
Why?
Because
you
get
real-time
crime
information
to
be
able
to
better,
protect
and
serve
the
public.
So
if
you
know
things
are
are
happening,
you
have
a
better
chance
of
preventing
them
and
I
use
the
word
preventing
as
an
important
part
of
this
statement.

like
next
door
are
an
important
part
of
it
if,
if
things

happening

a
community,
neighbors
deserve
to
know

be
able
to
take
precautions
in
an
area
from
everything
from
car
break-ins
to
active
shooters,

proper
footing
to
be
prepared
to
protect
the
community
that
we
are
right
here

serve.

of

I
think
it
might
be
worth

saying
that
we

not

a
lot

that
thinking
has
evolved,
we
have
the
real
time
crime
center
down
at
oregon,
avenue
and
remember
johnson's
district.
We
coordinate
that
with.
What's
going
on
on
our
subways,
we
see
that
cameras
are
an
essential
part
of
society
and
keeping
us
safe.
Otherwise,
criminal
acts
happen
on
those
subways
and
innocent
people
are
victimized
when
that
could
be
prevented.

I
am
the
chief
inspector,
the
detective
bureau
for
the
philadelphia
police
department.
First,
on
behalf
of
commissioner,
outlaw
thank
you
for
allowing
the
police
department
the
opportunity
to
discuss
resolution
number
220-303
sponsored
by
council
member
jones,
which
authorizes
the
hearing
to
examine
technology
that
is
currently
being
utilized
to
solve
both
homicides
and
non-fatal
shootings.

Detective
bureau's
mission
is
to
detect,
prevent
and
investigate
all
crime
within
the
city
of
philadelphia.
The
bureau's
detectives
and
investigators
gather
documents,
evaluate
evidence
and
use
technology
to
develop.
Investigative
leads
most
fundamental
purpose
of
criminal
investigations
and
forensic
technology
is
to
discover
the
truth.

In
the
past,
criminal
investigations
mainly
consisted
of
the
detective's
ability
to
find
witnesses
of
crimes,
conduct
interviews
and
develop
probable
cause
to
arrest
those
responsible
for
committing
criminal
offenses
eyewitnesses
would
would
need
to
identify
perpetrators
through
both
photographic
and
in-person
lineups.
In
order
to
successfully
prosecute
these
criminal
cases,
witnesses
would
need
to
give
credible
testimony.

Today,
the
very
best
detectives
employ
technology
to
solve
crimes.
The
fundamental
purpose
remains
the
same.
However,
the
methods
of
finding
the
truth
in
the
majority
of
cases
today
lies
in
investigators
ability
to
use
technology
to
solve
crimes.
Today's
investigators
respond
to
crime
scene,
just
like
detectives
of
the
past.
The
difference
is
the
evidence
they
now
seek
and
collect
has
changed
once
a
crime
scene
is
located,
detectives
still
look
for
forensic
evidence
such
as
fingerprints,
ballistics,
hair
blood
and
other
and,
of
course,
witnesses.

But
today's
detectives
also
focus
on
locating
digital
evidence,
which
in
many
cases
gives
investigators
the
ability
to
see
the
crime
firsthand
and
quickly
develop.
Suspects
detectives
likewise
make
expansive
use
of
video
evidence
not
just
for
identifying
perpetrators
of
crimes,
but
also
in
locating
evidence
such
as
touch
dna
and
fingerprints
cell
phone
technology
has
also
become
very
helpful
in
criminal
prosecutions
and
without
being
too
specific.
The
digital
evidence
that
cell
phones
produce
gives
investigators
the
ability
to
connect
people
to
people
and
people
to
locations.

This
this
system
also
links
shootings
by
matching
fire
cartridge
casings
at
different
crime
scenes
also
rapid
dna
collection,
and
the
analysis
has
also
developed
into
a
tool
used
in
nearly
every
offense
committed
with
firearm.
Detectives
now
collect
dna
and
submit
the
dna
to
our
police
department,
forensic
unit
in
which
they
attempt
to
scientifically
identify
who
had
contact
with
key
evidence
found
at
the
crime
scene.
All
of
the
investigative
techniques
required
investigators
to
develop
knowledge
through
training,
to
learn
the
latest
methods
to
develop
digital
and
forensic
evidence.

The
search
warrants
are
required
in
in
nearly
every
instance
in
which
these
develop
processes
are
utilized
to
collect
evidence.
Detectives
must
learn
how
to
the
proper
way
to
present
such
evidence
in
court
and
articulate
how
the
technology
is
used
to
identify
specific
offenders,
exclude
other
suspects
and
ultimately
solve
specific
crimes.
In
all
these
cases,
special
equipment
is
utilized
to
collect,
store
and
enhance
digital
evidence
to
solve
cases
and
ultimately
support
the
police
department's
effort
in
both
reducing
and
solving
crime.
This
this
concludes
my
testimony
and
I
am
happy
to
answer
any
questions.

Two
things
come
to
mind
one
zaire
jones
on
simpson
street
zaire
jones
was
a
seven-year-old
young
man
playing
on
his
porch,
which
tens
of
thousands
of
kids
every
day
should
be
able
to
do
a
shootout
ensued,
and
I
would
be
remiss
to
say
that
simpson
street
was
one
of
those
blocks
that
had
a
high
amount
of
criminal
activity.
We
put
cameras
there
as
a
first
response
to
be
able
to
try
to
at
least
get
better
intel
about
what
was
occurring
on
that
blockwood
type
of
drug
activity
and
the
like.

But
no
camera
could
have
prevented
the
shootout
that
happened
there,
but
what
that
camera
did
in
a
in
a
block
where
people
were
reluctant
to
point
out
perpetrators
and
who
was
involved
because
after
you
guys
and
we
go
investigate
and
we
leave,
they
have
to
live
there.
They
have
to
live
there
and
so
witness
intimidation,
witness.

And
what
happened
was
that
the
the
images
went
out
suspects
were
identified
and
before
we
knew
it,
they
were
on
social
media
by
the
way
saying
how
sorry
they
were
and
that
you
know
it
wasn't
their
fault
and
blah
blah
blah,
but
they
had
no
other
choice
but
to
turn
themselves
in
if
that
technology
was
not
there.
That
might
have
been
a
different
story.
The
second
example
I
will
use
is
in
a
part
of
my
district.
That
really
doesn't
know
crime
on
a
daily
basis.
They
are
a
middle
neighborhood
that
middle
class.

Then
you
know
the
kids
grow
up
in
in
pretty
good
environments
right,
but
because
some
people
want
to
be
rap
stars.
Some
people
want
to
be
twitter
gangsters.
They
go
on
a
taunting
back
and
forth
with
rival
neighborhoods.
In
this
one
case
they
were
shooting.
I
guess
it's
not
a
video,
but
a
facebook
live
component
of
their
their
entertainment,
rap
skills,
saying
where
they
were
saying
who
they
didn't
like,
and
people
realized
where
they
were
and
ambushed
them.

This
is
not
common
just
to
my
my
district,
but
you
can
look
all
over
the
city
where
you're
going
back
and
forth
with
these
beef,
and
we
have
to
be
wise
enough
to
monitor
some
of
this,
giving
them
their
freedom
of
speech,
but
they
don't
have
freedom
to
shoot,
and
so
we
have
to
balance
that
out.
So
with
that,
let's
go
back
to
how
many
I
mentioned
the
fact
that
we
didn't
have
enough
bones
for
homicides.
How
have
we
dealt
with
that
basic
form
of
technology?

The
mobility
project
that
was
launched
sometime
last
year
gave
the
homicide
unit
every
member
of
it
a
cell
phone.
The
cell
phones
were
also
given
to
our
shooting
investigative
group
now
which
started
this
year.
They
investigate
the
non-fatal
shootings,
there's
also
several
patrol
districts
that
have
been
outfitted
with
these
phones
that
all
have
the
connect
ability
to
get
to
the
video
to
communicate
very
quickly
and
really
communicate
with
the
public,
also
because
they're
all
phones
given
to
them
that
they
could
use
while
they're
working.

we
were
impressed,
but
then,
when
we
went
back
to
the
real
time
crime
center,
I
felt
better
because
we
are,
we
are
not
behind
when
it
comes
to
that
the
one
dis,
distinct
difference
is
real
time
monitoring
on
virtual
patrols-
and
I
know
the
delegation
house
delegation
wanted
to
take
a
look
at
how
we
could
enhance
that
in
hot
spot
areas,
where
you,
instead
of
just
monitoring
the
cameras
and
every
now,
and
then
that
you
had
actual
live
eyes
on
working
with
boots
on
the
ground.

I
think
one
on
that
trip
as
well
about
baltimore
and
they
had
a
great
program
down
there.
So
what
we're
doing
now
is
we
have
already
started
that
program
on
virtual
patrol,
so
the
real-time
crime
center
has
dedicated
resources
to
modern
cameras,
real
life
in
real
time.

They
go
over
police
radio
to
alert
the
officers
in
the
field.
What
campers
they're,
watching
we
also
connected
to
the
patrol
districts,
who
also
have
access
to
the
cameras.
Now
they
put
up
their
virtual
patrol
teams,
so
we
have
a
unified
effort,
monitoring
cameras
in
real
time
now,
modeling
the
baltimore
model
that
you
that
you
brought
back
to
us
and
also
you
know
we're
we're
pushing
that
information
out
to
our
patrol's
offices
in
real
time.

So
two
two
things
to
know,
and
hopefully
you're
working
with
the
state
delegation,
darisha,
parker
and
others
made
a
commitment
to
finding
resources
so
that
civilians
that
are
trained
or
retired
police
officers
might
be
utilized
in
that
that
capacity.
So
hopefully
that
is
happening,
and
I
I
would
ask
how
is
the
integration
of
cameras
working
with
entities
like
septa,
philadelphia,
housing
authority
in
the
school
district.

So,
just
touching
that
real,
quick
councilman
we've
been
working
very
closely
with
council
president
clark
and
yourself
and
we're
working
on
that
right
now
we
have
connectivity,
deceptive
cameras,
police
cameras,
we
also
have
connectivity
to
streets,
apartment
cameras,
we're
working
with
schools
now
and
also
pha
and
rec
centers
to
bring
their
cameras
on
board.
So
it's
a
it's
a
it's
a
progress.

A
lot
of
that
based
on
100
shooter
review,
was
the
unwillingness
of
witnesses
to
come
forward
because
of
proximity
issues,
witness
intimidation
issues.
So
if
we
and
I've
been
in
arraignment
hearings
down
in
the
basement
of
the
criminal
justice
center
where,
but
for
those
cameras,
those
shootings
would
remain
a
mystery
and
not
because
people
don't
want
justice.

It's
because
we
have
not
done
our
part
to
assure
that
when
they
step
up
to
the
plate
and
come
into
court
and
identify
crimes
and
and
things
that
have
happened,
that
we
can
protect
them.
So
this
camera
sequence
and
and
staffing
of
cameras
working
in
coordination
with
handheld
devices
is
an
important
tool
to
do
closures
of
shootings.

I
know
that
it's
a
difficult
time
and
we
all
have
a
lot
going
on
as
it
relates
to
where
we
are
as
a
city
and
some
of
the
issues
that
we
face.
I
think
that
council
remember
jones
raised
some
important
points
just
for
for
the
record.
Where
are
we
as
it
relates
to
our
our
clearance
rate,
our
arrest
rate
and
our
clearance
rate
for
non-fatal
shootings,
other
type
of
crimes?

So,
council,
just
to
address
the
clearance
rates,
the
non-fatal
clearance
rate
is
improved
from
years
past
and
years
past.
We
we
hovered
around
12
to
14
and
and
it
evolved,
and
now
we're
ju
we're
just
under
30
we're
around
26
percent
for
non-fatal
shootings
that
has
gone
up
since
we
put
our
our
unified
group
together.
That's
really
pressing
hard
on
on
the
shootings,
24
7.,
looking
at
why
that
is
and
and
what
we
plan
to
do
to
expand.

Why
that
is,
in
my
opinion,
is
in
most
cases
of
the
past,
we
were
able
to
make
an
arrest,
as
I
said
in
the
beginning,
based
on
a
witness
or
two
picking
out
the
offender,
and
we
move
directly
towards
a
trial.
That's
not
the
case
anymore,
this
digital
fingerprint
that
we
need
on
just
about
every
job
and
when
I
say
that
you
know
we
need
to
look
at,
we
need
to
look
at
cell
phone
evidence.
We
need
to
look
at
video
evidence.
We
need
to
look
at
social
media
evidence.

None
of
that
is
done
overnight.
We
need
a
warrant
to
process
many
of
those
things
and
we
need
very
specialized
equipment
to
do
that
now.
Right
now,
with
the
help
of
our
federal
and
state
partners,
we
got
some
equipment
that
we
use
to
to
forensically
analyze
phones
to
look
at
video
in
a
scientific
way,
so
we
could
piece
it
together.
We
can
get
it
out
to
the
public
and
get
it
out
to
the
officers
that
equipment
it
comes
with.

With
a
cost
and
right
now
we
were
able
to
send
some
officers
to
training
secret
service
fbi
and,
as
part
of
that
training,
we
get
the
equipment
and
and
it's
great
and
they
get
some
really
good
training.
It's
very
limited
number
of
officers
that
we're
able
to
do
that
with
here's.
The
problem
with
that,
just
like
your
cell
phone,
goes
through
an
update
every
so
many
weeks
and
then
probably
in
every
two
years,
you
probably
have
to
get
a
new
cell
phone,
because
the
cell
phone's
pretty
much
outdated
and
moving
too
slow.

this
technology
that
we're
using
to
to
analyze
this
evidence.
It
comes
with
cost
of
updates,
it
comes
with
cost
of
licensing
and
that's
proprietary,
cost
and-
and
all
of
you
know-
and
I'm
not
going
to
explain
that
our
procurement
system
limits
your
ability
to
just
go
out
and
buy
these
licenses.
So
we
have
to
go
through
procurement.
It's
proprietary
there,
it's
bidded
out,
and
sometimes
it
moves
very
slowly.

we
know
a
license
is
coming
up
that
we
were
given
by
the
federal
partners,
there
is
no
more
renewing
it
through
them.
We
have
to
do
that
on
our
own
and
it's
it's
a
very
difficult
process
to
move
through,
so
we're
working
on
it.

like,

said
we
do
it
with
very
limited
number
of
people
and
and
it's
very
very
difficult.

issues

hiring
and
staff,

hearing

indirectly,
as
some
of
the
issues
that
are
underlined

some

specifically
about
the
delaware
valley
intelligence
center,
because
if
I'm
understanding
correctly,
that's
where
the
majority
of
the
monitoring
happening
happens
as
it
relates
to
cameras
across
the
city
of
philadelphia,
what
does
it
take
to
get
more
people
there?
Do
you
feel
like
we're
staffed
up
where
we
need
to
be
there?
Should
it
be
more
eyes?

need

saying
that
a
lot
of
this
stuff
is
money.

completely
understand
what
you
mean

it
relates
to
technology
evolving.
So
I
can
understand
how
that
can
be
costly,
but
I'm
wondering

much
of
the
issue
is:
money,
fiscal
technology,
enhancement,
more
cameras
and
things
like
that,
and
then
how?
Much
of
it
is
staffing-
and
I
know
not
not
talking
about
other
positions,
because
I
know
forensics
is
an
issue.
We've
talked
about
that
in
past
hearings.

line

our
police
resources,

everyone
knows,
has
become
eliminated,

civilianize
some

positions

real-time
crime

delaware
valley,
intelligence
center
to
be
able

support
real-time
monitoring.

know
councilman
jones
and
I
had
going
to
baltimore
and
they
looked
what
baltimore
did
was
under
mayor's
approval.

hired
retired
police
officers
and
brought
them
back
in
to
fill
those
positions,
and
it
worked
out
really
well
our
our.
What
we
were
doing
currently
or
what
we
are
doing
currently
is
we're
hiring
civilian
positions
with
the
support
of
city
council
and
obviously
the
police
department
budget,
to
be
able
to
support
stamping
and
right
now.
You
know
we
have
no.
We
have
no
problem
hiring
folks.
It
comes
down
to
the
budget
itself,
so
hires
to
be
an
analyst.

done
it
already
with
council
support
in
the
past
and
we're
looking
to
do
that
to
expand
our
video
monitoring
capability.

have
numerous
cameras
throughout
the
city
and
modern
real
time
as
councilman
jones
says
it's
very
important,

only

we
see
something
happening
in
real
time
and
possibly
prevent
something,
but
we
also
ensure
that
the
community
is
aware
that

the
eyes

ears
watching

communities

the

gunshot
detection
system

deployed

has

microphone
if

gunshot
detected,

camera
moves

alerted
immediately

we
respond
to
that

hot
spots,
where

know

or
more
shootings
are
that
type

technology
alerts
people

one
of
the
things
that
I
noted
in
my
research
was
that
people
get
immune
to

sound
of
gunfire
and
if
I
hear
it
every
night
in
my
area
and
all
of
a
sudden,
I
start
to
get
numb
to
its
effects
and
say
you
know
what
somebody
down
the
street
will
call
and
that
kind
of
desensitization
of
gunshots.

is
not
normal
you.
We
should
not
live
in
communities
where
you,
you
know
you
have
nightly
gunshots
and
that
there
are
people
in
particular
areas
of
my
district
that
say
every
night
every
night,
particularly
during
the
summer,
we
hear
gunshots,

know
where
it
is.

responded
to
it?

anybody
even
called,
and
at
least
if
we
memorialize
that
there
is
gun
activity

resources
to
that
area

try
to
calm

it
will
give
context
to
my
commentary?
I've
been
with
the
company
six
and
a
half
years,
but
I
spent
30
years
in
law
enforcement
prior
to
joining
shotspotter.
I
was
twice
a
customer
because
I
installed
shot
spotter
in
both
cities,
where
I
served
as
chief.
So
I've
been
through
the
funding
procurement,
installation
processes
and
getting
it
adopted
successfully
by
the
officers
and
socializing
the
communities
where
it
was
deployed.

My
own
experience
in
south
bend
by
the
way
my
most
recent
deployment
was
only
11,
which
means
I'm
89
unaware
of.
What's
going
on.
Imagine
your
doctor
treating
you
for
a
disease
and
only
having
11
data
about.
What's
going
on
with
you,
you
wouldn't
be
satisfied
with
that
diagnosis
based
on
such
poor
data
platform.

They
project
omniscience
to
the
police,
and
I
say
this
is
a
former
law
enforcement
veteran
because
their
perspective
is
based
on
television
where
every
crime
gets
solved.
They
think
it's
just
like
on
tv.
So
as
they
look
out
their
window,
if
they
think
the
police
know,
but
the
police
don't
show
what
might
they
think
about
their
police
department,
they
might
think
the
police
department
doesn't
care,
and
this
is
what
I
find
most
troubling,
especially
as
a
former
chief,
because
then
they
might
say
why
don't
they
care
about
me?

My
family-
and
this
is
certainly
not
what's
happening
in
philadelphia.
We
know
the
philadelphia
police
department
is
caring,
professional,
but
the
perspective
of
maybe
one
of
your
residents.
Your
constituents
is,
they
think,
there's
a
deliberate
indifference
based
on
race
or
class
or
some
other,
like
immigration
status,
whatever
the
protected
class
is,
and
so
this
creates
a
vicious
cycle.
The
gun
violence
continues,
there's
a
negative
perception
about
the
police
department.

This
erodes
community
trust
and
it
puts
officers
at
risk.
Now.
Let
me
quickly
give
you
an
overhead
view
of
what's
happening
in
areas
where
you
do
not
have
gunshot
detection
shot
spotter
that
gunshot
never
gets
called
to
the
police
and
by
the
way,
for
my
for
police
officers
that
are
on
this
call,
I'm
sure
they're
thinking
to
themselves
is
that

legit
and,
I
would
say,
ask
any
philadelphia
officer.

How
often
do
you
get
sent
to
the
local
hospital
trauma
center
on
a
gunshot
wound
victim
and
you
had
no
corresponding
9-1-1
call
that's
in
a
contact
shooting.
Imagine
all
the
other
shots
fired
that
never
get
called
in.
But
let's
say
someone
does
call
the
police
and
they
say
they
just
heard
gunshots
without
any
more
information.

Even
if
the
officer
comes
from
a
neutral
location,
say
from
the
north
down
to
the
house,
they're
going
to
waste
critical
time
talking
to
the
caller,
trying
to
establish
more
information
for
their
for
their
case
and
they'll,
set
up
a
search
area
immediately
around
the
caller's
address
and
find
nothing
because,
according
to
our
customers,
the
average
caller
is
780
feet
away.
That's
by
my
estimation,
two
and
a
half
philadelphia,
eagle
football
fields
from
the
actual
crime
scene.
Meanwhile,
someone
is
shot
and
bleeding
out.
H
We
can't
get
to
them
with
immediate,
first
responder
care
and
transport
to
a
trauma
center
because
we're
in
the
wrong
location.
So
not
only
is
it's
911
us
as
to
location
and
if
we
don't
respond
comprehensively
to
gunfire,
if
there's
a
narrative
in
the
house
that
the
police
don't
care,
parents
and
grandparents,
don't
let
their
kids
use
playgrounds
nearby
or
even
leave
their
home
after
school,
there's
a
diminished
quality
of
life,
and
it
also
leads
young
men
to
self-police
to
join
gangs
or
groups
for
their
own
protection
or
that
of
their
family.

This
is
the
dynamic.
The
phenomenon
when
gunfire
is
normalized
and
for
commissioner
outlaw
and
her
command
staff
trying
to
run
a
police
department
and
allocate
resources
effectively
when
you're.
Only
looking
at
the
tip
of
the
iceberg
doesn't
work.
As
the
axiom
says,
you
can't
manage
what
you
can't
measure
so
at
shotspotter.
We
ask
what,
if
there's
a
way
to
address
all
these
concerns
office
of
safety,
public
perception,
community
trust
and
violence
reduction
with
shot
spotter
you
can
detect,
protect
and
connect,
detect
the
shots.

So
let
me
talk
about
detect.
How
does
it
work?
What
does
it
do?
Well,
we
will
tell
you
what
happened
when
it
happened
and
where
it
happened.
That's
what
shot
spotter
does
and
I'll
show
you
in
a
few
minutes
how
that
happens.
Where
do
we
deploy
where
you
tell
us
to
you're
the
customer,
you
determine
what
neighborhoods
that
you
want
shot
spotter
to
cover.

We
set
up
our
acoustic
sensors
on
rooftops
of
buildings
in
the
coverage
area
that
you
have
outlined
and
then
once
the
system
is
deployed,
much
like
your
cell
phone
system
has
been
deployed
with
your
vendor,
putting
up
cell
towers
and
small
cells
throughout
the
city.
We
would
have
the
same
responsibility.
We
built
the
infrastructure
and
responsible
for
maintenance
of
that
infrastructure
as
well.

So
when
a
gunshot
occurs
in
the
coverage
area,
that
acoustic
event
radiates
out
and
the
sensors
detect
and
locate,
they
can
hear
gunshots
up
to
a
mile
away
depending
on
acoustic
atmospheric
conditions,
and
we
sound
check
with
a
time
stamp
to
each
detection.
That's
how
we
locate,
basically
through
triangulation
now,
once
we've
detected
and
located
all
that
information
goes
up
to
the
cloud
where
machine
classifier
filters
out
the
extraneous
noises
that
are
not
gunfire
but
to
confirm
its
gunfire.

We
send
all
the
information
to
an
instant
review
center,
where
trained
acoustic
technicians
will
review
the
event.
Listen
to
the
audio
recording,
look
at
the
waveform
configuration
and
most
telling
to
differentiate
other
noises
from
gunfire.
Is
they
look
at
the
monitors
in
front
of
them?
They
know
where
their
sensors
are
located
and
look
to
see
for
sense
of
participation,
that
is
to
say,
if
it's
omnidirectional,
it's
probably
not
gunfire.

If
there's
some
directionality,
if
it's
linear
because
gunfire
tends
to
be
acoustically
in
one
direction,
they
can
determine
that
it's
gunfire
and
not
be
sending
the
police
officers
on
false
positives,
like
fireworks
and
so
forth.
All
that
process
at
two
factor
classification
takes
less
than
60
seconds.
Now
all
this
information
goes
out
simultaneously
to
your
911
communication
center
to
your
delaware
valley,
intelligence
center.
It
can
go
to
desktops
at
police,
headquarters
and
detectives.

It
goes
out
to
squad
cars
out
in
the
field
to
officers,
phones
and
even
to
their
smart
watches,
and
we
perform
both
on
android
and
ios
platforms
now
quickly.
A
couple
of
examples
of
how
we
protect
imagine
the
officers
on
patrol
detective
or
uniform
officer
in
their
squad.
Car
they've
got
computer-aided
dispatch
running.
This
alert
would
tell
them
there's
gunshots
in
the
coverage
area.
They
click
on
the
screen
and
get
this.
They
could
see
the
number
of
rounds
fired.

In
this
instance,
we
have
direction
of
travel,
showing
that
the
shoot
is
going
northwest
at
15
miles
an
hour
and
just
blow
it
up.
So
you
can
see
it
another
example
16
rounds.
Five,
they
would
have
got
that
all
of
a
sudden
out
of
alert.
Here
we
have
the
number
of
rounds.
As
I
said,
a
25
meter,
82
foot
radius,
that's
the
outside
radius
of
our
coverage
to
show
exact
location.
We
give
you
the
nearest
street
address.

We
also
give
you
the
time
stamp
and
tell
you
if
there's
multiple
shooters,
if
there's
a
high
capacity
weapon,
if
there's
full
automatic,
we
would
tell
you
that
as
well,
and
while
the
offices
are
on
route
a
time
stamp
of
every
shot
fired
as
well
as
a
sequence
of
shots.
Sequence
is
really
important
to
determine
the
primary
regressor
with
adversarial
shooters
in
an
officer-involved
shooting
it's
imperative
to
know
if
the
officer's
use
of
force
was
justified
and
this
tool
can
help
in
that
investigation.

This
really
helps
them
for
officer
safety
for
a
tactical
response,
and
if
they
don't
know
how
to
get
to
that
location
and
their
location
services
on
their
department
issued
phone,
we
can
just
by
hitting
an
icon,
navigate
for
them
where
they
are
and
where
they're
being
dispatched
to
on
whatever
navigation
tool.
They
prefer
last
example.
Imagine
sending
one
officer
on
a
fireworks
call,
but
thankfully,
in
this
instance,
shotspotter
alerted
and
determined
that
it
was
gunfire
not
only
gunfire
but
high
capacity.

With
a
multiple
shooter
situation.
You
can
see
what
looks
like
a
t
intersection
in
railroad
tracks,
but
with
a
3d
view
from
street
view.
We
know
it's
a
railroad
bridge
now
we
know
to
send
sufficient
personnel
to
cover
each
end
of
the
bridge
and
a
couple
at
street
level
to
better
protect
the
public.
In
this
high
threat
situation.

Officers
also
get
data
onto
their
devices,
whether
it's
a
laptop
or
a
phone
to
see,
what's
occurred
in
the
coverage
area
in
the
last
24
hours,
the
last
three
days,
the
last
seven
days,
and
they
can
click
on
any
one
of
these
dots
and
bring
up
the
report
and
familiarize
themselves
with.
What's
going
on
from
the
command
staff
view
to
legitimize
the
plan,
they
can
look
and
see
what
clusters
of
activity
and
deploy
discretionary
resources
like
overtime,
task
forces
and
street
crimes
unit
to
better
protect
and
serve
in
areas
of
persistent
gunfire.

we
don't
just
give
you
alerts,
we
have
a
custom
success
team
that
will
be
assigned
to
philadelphia
and
they
go
through
a
host
of
services
such
as
onboarding
and
training.
The
entire
department
best
practices
that
we've
gleaned

125
plus
customers

pollinate
those
best
practices
to
our
customers,
key

indicators
to
measure

and
supporting
the
department

they're

it's

so

approach
these
problems

discuss
the
persistent
nuisance
of
abandoned
vehicles
in
our
city,
the
causes,
the
impacts,
the
current
efforts
led
by
the
city
and
possible
solutions
like
the
public
safety
hearing
on
illegal
dumping.
Last
week.
This
hearing
is
a
part
of
my
just
services
phl
campaign,
which
is
calling
for
immediate
investments
in
basic
city
services
and
enhancements
to
quality
of
life
for
neighborhoods
that
are
most
in
need
right
now.

As
you
can
see
in
these
photos,
vehicles
are
left
on
sidewalks
parked
outside
of
residences
and
in
vacant
lots
for
weeks,
if
not
months
on
end
and
people
are
frustrated
with
the
length
of
time
it
takes
to
have
these
cars
removed
just
like
illegal
dumping.
As
a
district
council
office,
we
fill
dozens
of
these
complaints
in
any
given
week.

The
controller
and
her
team
have
compiled
and
analyzed
3-1-1
data
on
abandoned
vehicles
and,
frankly,
it's
shocking
to
know
that
the
city
receives
tens
of
thousands
of
these
requests
and
did
receive
tens
of
thousands
of
these
requests
last
year.
Yet
most
of
these
requests
are
concentrated
in
the
zip
codes
that
are
already
bearing
the
brunt
of
our
city's
gun
violence
emergency.

This
is
a
public
safety
issue.
Aside
from
cars
on
sidewalks
blocking
safe
walkways
for
pedestrians,
we've
received
calls
about
cars
that
have
been
reported,
but
not
yet
removed
and,
after
a
number
of
weeks
have
been
set
on
fire
and
we
know
of
other
instances
of
illegal
and
illicit
activity
taking
place
in
abandoned
cars.

These
behaviors
place
residents
at
risk
and
it
is
beyond
time
to
clear
the
backlog
of
abandoned
vehicles
that
litter
our
streets
and
neighborhoods.
I'd
like
to
thank
captain
van
and
the
members
of
the
neighborhood
services
unit
for
the
work
they've
done
to
remove
these
vehicles
from
our
streets.
But
this
unit
simply
does
not
have
the
staffing
capacity
in
this
moment
to
investigate
and
remove
these
vehicles
at
the
rate
that
they're
being
reported
to
us
by
residents
and
that's
why
it's
time
for
a
large-scale
effort
to
clear
the
backlog.

clear

time

coordinate
a
program
like
this
again
budget
season
is

time

life

most
vulnerable
residents.

responsive

the
needs
and

People
can't
always
find

mayor.
They
can't
always
find

governor
and

variety

other
people,
but
they
can
always
find
a
council
person.

turn

attention
to
neighborhoods
without
turning
our
backs
on
center
city.
So
we
we
decided,
we
had
to
do
something
about
it.
So
if
you
look
at
the
details
of
the
testimony,
you'll
see
that
that
the
mayor's
office,
the
managing
director's
office,
the
police
department,
the
fire
department,
the
department
of
public
property
department
of
licenses
and
inspections
that
about
six
or
seven
different
departments,
you
know
all
came
together
under
the
leadership
of
the
mayor
city
council,
president
vernon
was
was
involved.

As
a
as
a
matter
of
fact,
you'll
note
in
the
testimony
that
we
I
even
went
up
to
harrisburg
and
talked
to
governor
ridge,
because
we
had
we
had
state
law
issues
and
the
managing
director
met.
You
know
with
other
state
officials
and
we
had
the
philadelphia
delegation
to
harrisburg
involved.
This
was
a
a
very
comprehensive
understanding.
We
we,
we
helped
organize
community
groups
because
we
made
a
commitment
to
take
a
thousand
cars
a
day
off
of
the
streets
of
philadelphia
and
in
the
end.

In
the
end,
we
we,
the
vision,
was
to
take
to
see
a
hundred
tow
trucks
a
day
going
through
the
streets
of
philadelphia.
Each
taking
ten
cars,
that's
a
thousand
a
day
and
a
thousand
a
day
was
over
somewhere
close
to
forty
thousand
dollars.
40
000
cars
in
just
just
a
a
month
a
little
over
a
month,
and
it
actually
happened-
and
I
and
I
I
have
to
I
have
to
say
that
you
know
this
program
and
its
success,
and
you
know
people
people
generated
a
certain.

You
know
attitude.
It
was
easier
for
us
to
go
out
in
neighborhoods.
It
was
easy
for
people
to
talk
to
the
district
council
people,
especially
here,
and
to
some
members
at
large.
You
go
in
neighborhoods
and
you
you
you.
You
can't
hardly
get
a
word
out
of
your
mouth
they're,
angry
they
their
cars.
Some
of
them
have
been
there
for
a
long
time.

This
is

Years
later
I
walked
into
a
restaurant
to
have
a
meeting
with
a
council
member
and
I
walked
in,
and
a
person
walked
up
to
me
and
said
I'll.
Never
forget
the
abandoned
car
removal
program
because
it
is
so
fundamental
and
it
is
a
gut
issue
for
people
in
their
neighborhoods.
They
can't
get
their
streets
clean.
You
know.
Drug
dealers
are
selling
drugs
out
of
those
cars
they're
setting
them
on
fire.
They
depress
property
values
there.

It's
just
a
terrible,
terrible
blight
on
on
neighborhoods,
and
so
I'm
fully
supportive
of
everything
that
that
city
council
does.
I
I
have
to
tell
you
councilman
dom
was
he
was
the
first
person
who
contacted
me
about
this
because
he
remembers
the
program
and-
and
I
was
really
really
busy-
never
got
a
chance
to
get
back
to
them
in
an
appropriate
way,
but
I
mean-
and
you
know
I
I
keep
telling
people
who
asked
me
about
this,
but
this
is
not
a
council
factional
issue.
This
is
a
lot
of.

There
are
no
republican,
abandoned
cars
and
democratic
abandoned
cars.
You
know
they're
they're,
just
cars
that
are
out
there,
ruining
our
neighborhoods
and
and
then
there
are
blight
on
our
communities,
and
so,
if,
if
I
can
do
anything
or
if
anybody
who
is
in
the
street
administration
can
do
anything
we're
we're
here,
I
mean
we,
we
feel
neighborhoods
and
we
feel
community
in
a
way
that
we
will
never
forget
and
and
so
as
as
as
tough
as
it
is
and
believe
me,
this
is
not
an
easy
problem.
I
mean
it
is
not
an
easy
problem.

It's
a
hard
problem,
it's
hard
because
they're
all
kind
of
rules
and
regulations
and
their
staffing-
and
you
know
we
ended
up
finally
end
up
having
to
find
out
places
to
put
the
cars
to
crush
the
cars,
and
there
were
environmental
concerns.
I
mean
there
were
just
an
awful
lot
of
issues,
but
you
know
my
position
is
where
there
is
a
will.

There
is
a
way-
and
this
isn't
a
money
issue-
I'm
telling
you
it
is
not
a
money
issue,
the
amount
of
money
that
it
would
take
to
get
these
cars
off
the
street
in
an
organized
way,
isn't
as
significant
as
a
temple
on
an
elephant's
butt.
Financially,
it's
just
not
a
lot
of
money,
but
the
impact
that
it
has
on
the
neighborhoods
and
on
people
with
all
crime
and
on
violence
is
is
not
measurable.
You
just
can't
measure
it.
I
mean
I
I
got
a
few
minutes.

one
pennsylvania
state
senator
I

get

the
phone.
Almost
anytime
has
last
name
street,
and
I
tell
him
you
have
to
take
my
calls,
because
I
have
naked
pictures
of
you.

now
back
to

cars,
but
it
is
possible
and-
and
I
and
I
think
there
are
plenty
of
good
people
who
want
to
make
it
happen.
I
would
also
be
remiss
if
I
didn't
point
out
that
that
we
had
support
from
the
fraternal
order
of
police.
You
know
they.
That's
that's
a
part
of
this
effort.
It
was
a
lot
of
a
lot
of
our
police
officers,
lived
in
the
same
neighborhoods
that
these
cars,
you
know,
have
found
homes
in,
and

they

me
to
temple
hospital
where
the
police
officer
was.
I
had
some
questions
about
why
the
officer
was,
there,
I'd
go
there
and
it
was
a
little
bit
of
a
celebration
because
the
officer
was
going

live.
He
had
a
wound,
but
it
was
not.
That
was
not
the
worst
thing,
and
so
they
were.
There
was
relief
that
you
know
wasn't
a
real
bad
injury,
and
so
you
know
I'm
there
we're
kind
of
talking-
and
I
hear
this
voice
in
the
background
saying
man.

I
said
well
who's
that,
and
it
was
one
of
those
wards
that
have
four
or
five
beds
in
them:
they're
separated
by
curtains,
and
so
I
I
said
well
who's
that
again
he
said:
that's
the
guy
in
the
back
bed
back

he's

He
wants

say
hello
to
you,
so
I
go
back
there
and
here's
a
guy
all
curled
up
in
the
bed,
and
I
lean
over
to
him
and
he
says
in
a
quiet
kind
of
you
know,
raspy
voice.

it
was
the
funniest
thing,
but
cars
these
abandoned
cars
are
are
symbolic
and
symptomatic
and
they
really-
and
you
really
have
to
do
something
about
them
and
and
that's
why
it's
so
refreshing.
You
know

this
hearing

and
I'm
grateful
that
somebody
remembers
what
happened

time
whose
name
escapes

said
that
the
city
of
philadelphia
was
fighting
400
fewer
fires

year
as
a
result
of
the
abandoned
car
removal
program,
because
people
were
sitting
on
on
fire.
So
that's
one
thing
that
saves
us
a
lot
of
money.
The
other
thing
was
that
they
were
routinely
used
by
drug
dealers
to
hide
their
stash
and
and
the
criminal
lawyers
or
the
lawyers
relating
about
criminal
law
would
know
that
they
would
get
arrested.

You
know
a
certain
blight
on
the
neighborhood,
and
so
basically,
this
this
whole
program
was
the
forerunner
of
the
the
nti
program
and
and
look
the
reason
why
I
say
it's
not
about
the
money
is
because
when
I
first
said
we're
gonna
borrow
hundreds
of
millions
of
dollars
and
we're
going
out
in
neighborhoods,
and
there
were
people
in
the
finance
department
and
other
areas
that,
oh,
no,
oh,
no,
we
have
to
be
on
a
pay-as-you-go
basis.
We
can't
do
this
and
I
remember
saying,
but
this
blight
didn't
happen
all
in
one
year.

Why
do
we
have
to
try
to
pay
for
it
all
in
one
year?
You
know
this
blight
happened
over
a
course
of
40
years
and
you
now
think
we're
gonna
take
a
couple
million
dollars
out
of
every
one
of
these
budgets
and
we're
gonna
somehow
get
to
the
bottom
of
it.
We'll
never
get
to
the
bottom
of
it,
because
more
cars
will
be
on
the
street
every
year
than
we
took
off
last
year,
more
houses
will
become
vacant
and
deteriorated,
and
then
we
were
able
to
fix
more
of
everything.

Bad
will
happen,
and
so
I
remember
we
just
went
out
and
borrowed
a
bunch
of
money
and
we
and-
and
we
just
did
it-
I
mean
we
in
my
first
term.
We
cleaned
every
vacant
lot
in
this
city
twice
and
we
didn't
care
who
owned
it.
If
you
had
a
vacant
lot
and
you
had
trash
on
it,
you
were
gonna
look
around
one
day
that
trash
was
gonna,
be
gone,
and
not
only
that
we
were
gonna
charge
you
for
removing
it.

don't
you
just
sue
us?
It's
okay,
I'll
understand!
If
you
want
to
sue
us,
but
you
know
what
nobody
was
suing
us,
because
we
were
taking
pictures
and
stuff,
we
had
a
record
of
what
we
did.

judge

us
pay
you
back
for
this
jump
that
you
had
sitting

on

private
property

sometimes
decades

neighborhoods

never
really
look

same

cost
us
zero
and
when
we
say
that
out
loud

people,

it
from
the

mayor
of
the

of
philadelphia

the

get

resolution
number
two,
two
zero,
two,
five
four
regarding
abandoned
vehicles
in
beginning
philadelphia,
2019,
the
office
of
the
city
controller,
began,
began
analyzing,
our
city's
gun
violence
crisis,
including
the
impact,
the
solutions
and
how
we
got
to
where
we
are
today.
Our
analysis
found
that
70
of
shootings,
shooting
victims
were
concentrated,
only
14
zip
codes
last
summer,
city
control,
rebecca
reinhardt
joined
councilmember,
gadier
and
other
members
of
city
council
to
urge
the
canadian
administration
to
focus
our
anti-violence
resources
in
those
concentrated
areas.

Most
recently,
our
office
has
worked
to
provide
information
on
the
equity
of
service
delivery.
Looking
at
whether
city
services
are
reaching
residents
across
philadelphia,
equitably
and
failure
through
analysis
of
311
data,
we
determine
we
determine
what
many
of
our
residents
feel
that
not
all
neighborhoods
receive
the
same
level
of
service.

According
to
our
analysis,
the
analysis
done
by
our
financial
policy
and
data
unit,
there
were
32
437
total
abandoned
vehicle
301
requests
in
calendar
year.
2021.
of
those
57
of
those
reports
came
from
just
14
zip
codes.
The
same
zip
codes
previously
identified
as
containing
the
majority
of
shootings
in
philadelphia.
In
other
words,
57
of
the
reports
of
abandoned
vehicles
came
from
just
29
of
our
city.

These
neighborhoods
are
those
most
besieged
by
gun
violence.
They
also
the
ones
reporting
the
most
abandoned
cars,
also,
the
neighborhoods
with
the
most
vacant
property
compliance,
making,
cleanup
vacant
lot,
cleanup
requests
and
illegal
reports
in
3-1-1.
These
neighborhoods
have
suffered
from
disinvestment
for
decades
because
of
the
racist
government-sponsored
programs
such
as
redlining.

This
is
an
issue
of
racial
justice,
racial
justice
and
our
government
must
do
more
to
reverse
the
years
of
systemic
racism.
That
has
led
us
to
this
to
these
conditions,
to
our
communities
to
support
these
communities
and
fix
these
problems.
We
must
understand
them.
This
is
why
the
office
of
the
city
controller
is
committed
to
making
data
like
this
available
and
accessible
to
all
philadelphians
and,
of
course,
accessible
to
city
council.

inequities

in
the

extent
of
providing
resources
to
address
the
issue,
but
nevertheless,
like

colleague,
councilman
jimmy
gardius,
always
says
we
have
targeted
strategically
and
how
we
utilize
the
resources,

opposed

taking
a
blanketed
approach,
but
like
surgically
specifically
putting
the
resources
and
the
wrap
around
services
and
the
key
neighborhoods
that
needs
the
most
services.
So,
can
you
just
give
us
an
update
on
that
dashboard,
which
is

created

map
using

available
data

the
police
department
that
shows
each
shooting
homicide

previous

and
homicides
that
happen
today
up
till
1,
59
and
then
I'll
report
it
tomorrow

in
this

it's
friday
monday
morning,

map
automatically
updates

those
numbers.

see
where
the
shootings
have
happened
year
to
date,
you
can
change
the
map
to
be
by
school
catchment
by
council
district
by
state
rep
district.

can
go
down
to
block

block,
you
can
create
heat
maps
and
you

compare

previous

previous
years,
so
it
gives
our
leaders.

know
that
the
police
department
used
it
gives
our
council
it
gives
our
communities
the
ability
to
see
what's
happening
and
really
down
to.

areas

lot
of
this
violence
is
happening
with
the
idea
and
the
hope
that
it
can
be
a
tool-
that's
used
by
all
of
the
stakeholders,
whether
it's
it's
police,
whether
it's
council,

about

to
deploy
resources
to
to
help
end.
This
surge
of
gun
violence
that
has
gripped
our
city
for
far
too
long.

received

constituents

I
live

southwest
philadelphia,
most
particularly

12th

hearings

tried
to
publicize
it,
so
people
would
see
hear
that
you
all
are
you.
You
are
listening
and
trying
to
come
up
with
a
solution,
even
though
on
the
streets
they
pretty
much
gave
up.

At
the
top
of
my
testimony,
I
pushed
the
street
administration
and
I
remember
when
my
grandmother
he
was
first
elected
and
he
gave
the
promise
of
the
removal
of
these
abandoned
cars,
and
my
grandmother
made.
She
rest
in
peace
literally
cried
when
they
towed
away
a
car.
That
literally
sat
next
to
her
house
for
10
years
ten
years,
and
she
literally
cried,
and
it
was
like
nothing
else.

We
have
a
organized
system
of
transporting
abandoned
cars
in
our
neighborhoods
tractor-trailers
at
a
time,
and
they
will
leave
them
anywhere
residential
areas
mostly,
and
there
is
no
amount
of
services
in
the
community.
That's
going
to
be
able
to
come
back
when
you
have
a
neighborhood,
that's
inu,
dated
with
automobile
chop
shops.
We
call
them
or
tire
traps
all
along
and
around
our
avenues,
our
avenues-
they
may
be
a
avenue,
but
they
still
are
anchors
to
our
residential
neighborhoods,
and
I
see
on
a
daily
basis.

If
you
ride
up
essington
avenue,
where
all
the
legalized
parts
chop
shops
businesses
are,
you
won't
count.
One
abandoned
car
around
the
area,
but
you
can
come
a
few
blocks
up
in
the
community
neighborhoods
woodland
avenue
anywhere.
There
is
a
automobile
shop
in
any
part
of
one
nine
one,
four,
two
or
one,
nine
one,
five,
three,
five,
three
and
and
also
19143.

You
will
see
dozens
of
abandoned
cars
and
we're
so
egregious
is
when
we
call
we
get
that
we
can't
do
anything
about
it
because
they,
if
they're
registered
or
something
like
that,
they
can
say
that
we
can
give
them
a
ticket
and
say
you
have
10
days
and
and
they
will
come
back
and
they
will
move
it
push
it
up
a
couple
spots
or
another
block,
and
then
it
would
have
to
be
the
10-day
process.
This
is
organized
crime,
as
I've
never
seen
it
in
my
life.

has
this

nothing
to
do
with
those
abandoned
cars
during
the
street
administration

were
abandoned
cars
that
people
who
residents
just
you
know.

I
just
abandoned
it,
and
that
said,

not

we
in
our
areas,
which,
by
the
way,
is
one

areas
with
the
most
tangled
titles,
the
area
where
the
most
gun
violence
is
occurring
and
also
just
recently,
this
area
is
where
they
found
a
a
few
immigrant
population.

would,
I
think
they
killed
one
man,
but
they
were
carjacking
for
parts,
because
parts
are
more
work
more
than
the
car.
So
if
you
buy
a
car
for
twenty
thousand
dollars
chop
it
up
into
parts,
it's
worth

you
can
just
ship
them.
So
this
also
becomes
an
in
their
marine
homeland
security
issue
that
I
said
that
holidays
are
cars
allowed
to
park
here
and
they
could
possibly
be
and
here's
the
safety
issue.

taxes

going
up

particular
area

doesn't

to
the
busy

You
have
to

that
number
and
I'm
telling
you
it

so
horrible,
because
what
we
get
that

police
saying
listen,
there's

many
murders
that
you
know
we
are.

can't
concentrate
on
basic
quality
of
life.
Well,
our
entire
neighborhood
in
philadelphia
is
not
all
about
murders
and
I
all
due
respect.
It
is
a
problem,
but
we
have
beautiful
neighborhoods
that
we
invested
our
properties
in
we.
We
want
to
be
able
to
come
and
once
in
a
while
get
a
parking
space
in
front
of
our
houses.

we
can
get
our
sick,
elderly
mother
out
the
car,
or
we
can
take
our
groceries
out
the
car
or
you
know
we
don't
want
to
see
that
you
know
the
reason
why
the
block
captains
are
so
involved
is
because
when
you
have
a
block
cleanup,
that's
when
you
find
out
wait
a
minute.
It's
five
abandoned
cars
on
this
block,
so
I
just
wanted
to
call
in
in
those
chop
shops
by
the
way
in
those
so-called
automobile
shops,
they
also
obstruct
pedestrian
traffic.

We
sent
multi
millions
of
dollars
on
a
bike
path
that
was
supposed
to
connect
barton
gardens
and
take
you
all
the
way
through
cobbs
creek
any
in
in
along
that
way.
There
are
one
two
three
automobile
shops
that
literally
park
their
cars
on
the
pavement,
which
means
and
obstructs
the
bike
path,
which
means
that
the
bicyclists
are
in
danger
and
more
and
also
a
mother
and
her
children
that
have
to
take
them
to
school
or
go
to
the
avenue.
They
can't
walk
on
the
sidewalk,
because
the
cars
are
abandoning
left
there
in
front
of
there.

and
they
hit
and
they
have
to
walk
in
the
street.
I've
never
seen
so
many
abandoned
cars,
but
this
is
a
organized
issue
and
I
was
told
and

and

indicated

there

000
abandoned
cars.
We
have
to
be
reasonable
and
say
that
there
are
34
000
complaints.
Some
of
those
complaints
are
duplicates
and
not
all
of
the
complaints
fall
into
the
criteria
as
abandoned.

officer
is
then,
although
it's
not
on
a
chart,
each
officer
is
then
provided
with
a
grid
to
go
to
to
address
each
3-1-1.
You
cannot
skip
any
of
the
numbers.
We
typically
try
to
go

order

they've

hazard
and
10-day
notices.

this

the
area
that
is
seriously
running
up
the
numbers
where
we
believe
that
number
one
the
vehicle
is
not

position

Now,
obviously,
we
know
something
is
a
burnout
or
something
is
missing
the
tire
it
falls
into
that
category.

as
I
said
previously,
if
the
registration
and
inspection
is
expired
more
than
90
days,
so
imagine
we're
going
to
get
hundreds
of
vehicles
that
people
believe
fall
into
the
category
of
abandoned,
because
the
inspection

expired

week

month.

still
are
not
in
a
position
to
be
able
to
tow
that
vehicle
broken
windows.
That's
an
immediate,
tell
heavily
heavy
leaking
fluids,
the
transmission
is
damaged
and
it's
leaking
fluids.

go

portion
where
people
report
cars
and
they
don't
fall
into
that
criteria.
We
already
talked
about
the
inspection
and
registration,
but
a
deflated
tire
or
partially
flat.
Tire
does
not
qualify
as
a
vehicle
that

be
towed
unless
it
falls
into
the
inspection
and
the
registration
being
expired
more
than
90
days,
and
we
do
this
because
it
may
be
an
older
person
who
typically
doesn't
use
their
vehicle.

example,
if
there's
an
excessive
amount
of
trash
under

car,
but
it
doesn't
fit
any
of
the
other

street
regarding
this
whole
process
back
quite

time

one
of
the
issues

on

head

the
capacity

independent
contractors
that
come
in
and
show
these
cars
and
these
cars
have
to
sit
on
their
lots
until
paperwork
gets
processed.
That
does
impact
capacity.

the
mayor
referred
to
it

referenced
it
with
joe
marth
going
up
to
harrisburg
and
getting
certain
dispensations
to
process
vehicles.

dusting
that

to
revisit
it
with
logs
to
make
sure
it's
so
consistent,
and
then
we
can
still
use
it,
but
it'll
help
avoid
some

help

alleviate

address

times

removed
faster

causes

backlog,

to
re-investigate
each
time,
that's
done
and
it
in
terms
of
having
the
vehicles
clear
by

end

the
summer.

not
going
to
be
a
perfect
solution.

one

things

wanted

point
out
that
mayor
street
spoke
about.
There
were
triple
the
amount
of
officers
in
the
unit
at
that
time,

also
they
had
officers
detailed
in
that
actually
helped

suite
now
tow
trucks
are
not
a
problem.
Although
we
have

salvers,
we
have
five
subcontractors
and
a
total
of
access
to
254
vehicles
that
we
can
use
at
any
time,

example,
the
sweep
that
we
did
in
the
14th
and
the
35th.
We
used
40
tow
trucks
just
for
that
sweep.

prioritize

certain

in

homeless

vehicles.

reason
that's
at
the
very
end

that's

long
term.
Those
vehicles
take
typically
up

30
days
to
remove
because
there

process

homeless
advocates
and
also
interacting
with
any
electrical
connections
with
pico
and
also
license
and
inspections.

an
area
that
can
be
affected
critically
by
education,
so
it
lets.

know
that
people
are
listening
when
they
receive
the
10
day
warnings.
So
what
this
says
is
that,
even
though
we
wrote
up
14
000
of
those
vehicles

serious
amount
of
people
that
actually
adjusted
and
corrected
the
violations
before
it
was
totaled
the
3-1-1
no-show
request.

strategies

received

back

rescinded

very

we're

open

again
and
have
a
law

you

make
sure
that
we're
okay
with
that
one,
but
the
other
thing
is
using.

part

whether
or
not
we

go
after
those
businesses

that
regard,

not
necessarily
calling
them
nuisance,
cars

they're
creating

abandoning
cars,

they're
nuisance
vehicles
and
the
fact
they're
parked
on
sidewalks
obstructing
sidewalks
and
with
their
tied
to
that
business.
We
may
have
a
more
effective
tool
to
try
to
get
those
cars
off
the
street
and
therefore
improve
the
quality
of
life.

So
with
the
law
department's
help,
we
are
creating
some
unique
opportunities
to
make
some
change,
especially
with
the
short
jumping
as
well.
The
law
department's
going
to
take
a
lead
on
a
lot
of
civil
litigation,
as
opposed
to
you
know
relying
on
criminal
litigation.
So
we're
doing
some
good
work
and,
like
I
said
I
don't
want,
I
want
everybody
to
know
that
we
hear
you
and
we
are
in
fact
collaborating
and
trying
to
do
the
best
we
can,
and
we
will
come
to
you
if
we
need
additional
ideas.

is

vehicle
that
is
filled

tires

trash,
we
have
to
contact
the
streets
department
first
and
the
streets
department
must
remove
the
trash,

then
we
can
tow
the
vehicle,

typically

time,
because
they'll
refill
the
vehicle
with
trash,
we
work
very
well
with
streets
and
coordinate
with
them.
So
if
we
clean
a
vehicle
today,

take
it
tomorrow.

streets
will
clean
out

vehicle,

it
will
get
dumped

again

disparity
in

calls

city

the
highest
levels
of
gun

type

prosecution
civilly

businesses

oftentimes.

business
is
much
more
responsive
when
you're
talking

losing
your
license

and
that

that's
their

license
for
all
their
businesses.

quite
frankly,
you
have
a
shop
that
uses
it's
operating
under
one
city
license.
If
they
have
three
different
locations,
they
lose
those
the
license.
All
three
different
locations,
so
they're,
often
very
very
receptive
to
some
type
of
settlement
agreement,
some
type
of
some
they're.

have
the
authority
to
sort
of
do

hoping
is
our

that

by
the
police
department
through
their
investigation,
tie

back
to
the
property
owner

real
property
owner
the
operator
of
the
garage
or
repair
place,

then
through
there
we
can
do

things.

license
actions,

suspension
of
licenses
again,
as
inspector
healing
said,
that
could
be
anywhere
from
the
revocation
of
your
license
to
suspension
of
your
license.

cease
operation

particular
location

over

for
vehicles
on
the
public
way

the

includes
the
straight
end
or
sidewalk.
When
the
vehicles
are
stored

lot,
that's

little
bit
different.
That's
where
we
really
rely
on
the
law
department,
because,
in
effect,
that's
that
becomes
a
bit
of
a
taking,

we're
going
to
need
court
action
in
most
cases
in
order
to
take
vehicles
from
a
private
property
lot.

the

a
joint
program

we

in
those
sweeps

identify
these
locations

process

the
order
to

to

repair
places.

their
license,
requires
an
annual
inspection
and
that's
really
a
safety
inspection

The
second
one
is
a
complaint
neighbors
anyone
can
complain
and
we
would
get
out,

typically
they
go
about
20
days
and
that's
about
where
we're
at
and
sometimes
a
little
bit
longer.

largely
due
to
some
staffing
issues.

that
has
been
geared
towards
the
physical
shop
itself,
the
inspectors,
because
they
don't
have
an
authority
necessarily

target
vehicles
on

street,

especially
when
they
might

properly
inspected

what
have
you
most
of
this
is
targeting
the
business
itself
solve
this
five
to
six
hundred
inspections.
We've
already
done,
we
issued
violations
in
300
of
them.

typically

process
for
that
can
be
very
long,
especially
now,
because
there's
a
pretty

vehicles

them

bringing
more
vehicles
as
we
move
through
the
court
process
to
actually
get

order

remove

of
these
things
where
it's

to

requires,
and
several
folks
have
smartly
recognized
it's

to
require
a
joint
approach.

be
able
to
solve

motor
vehicle
repair
places,
they
tend
to
be
a
little
bit
more
on
the
hazard
side
because

way
they
operate.

they're
using
gasoline,

that
creates
sparks
and
and
have
ignition
hazards.
So
we're
always
concerned
about
those,
and
so
what
we
did
is
we
actually
we
queried
our
system
pulled
out.

locations
where
we
know

there

motor
vehicle
up
here
in
place
and
we
had
our
inspectors
go
out
and
what
we
did
is
we
prioritized
based
off
of
two
things.
We
prioritized
based
off

poverty
level,

areas
that
are
well
below
the
poverty
level.
We
went
there
first
and
also
areas
that
were
primarily
minority
were
a
larger
scale
minority
occupants
and
I'm
happy
to
share
afterwards
some
of
the
some
of
the
mapping
on
that.

prioritize
it
that

because
we
know
there's
certain
areas
of
the
city

this

just

there,
it
has
a
larger.
We
did
80
or
90
inspections.
Just
in
in
her
district.
They
had

very
large
pool
these
motor
vehicle
repair
plans.
Many
operate
perfectly
fine
there.

of
that
was
from
now
we've
always
sort
of
done
these,
as
I
said
in
sort
of
scattered
fashion,
but
the
531
at
least
was
done
in
2022.
So
it's
this
year,

That's
going
on!

there's
a
lot
more
of
those
in
the
city
and
we're
we're
also
coupling
that
you
may

a
new
tire
ordinance
that
went
through
not
too
long
ago,
which

require
tire
shops,
places
that
deal
in
tires
to
be

be
licensed.

in
advance
of
that
we
also
went
out
and
looked

bunch
of
those
places,
the
goal
there
was
to
let
them
know
what
the
law
requires.

wanted
to
be
able.
It
was
more
instructional,

that
we
visited

far

year

the
goal
there
was
to
let
them
know
what
the
law
requires,
what
their
responsibilities
are
as
business
owners,
but
in
very
many
cases
these
tire
places
are
also
the
same
water
repair
places.

approaching

boat

both
of
those

this

sort
of
sweep
is
something

we
want
to
participate
in
through
our
nuisance
unit,
which

to
the
city's
larger
nuisance

technology

think
that,

down

talk
and
it
was
all

didn't
hear
anything
about
the
resolution
necessary

pick
out
people
who
are
committing
these
violent
crimes.

see
images
from
the
police
department
or
wherever
and
it
looks
like
you
know-
a
motorola
razor
from
2002.

the

you

so
I
really
think
that
there's
there's
different
levels
of
resolution
you
need
to

what
I
understand.
The
city
has
450
cameras
right
some
somewhere
around
there.
The
police
do
all
of
those
need
to
be
upgraded
to
4k
resolution,
and
the
network
should
be
expanded,
probably
four
or
five
times
beyond
that.
There's
several
commercial
cameras
available.
Eighteen
hundred
dollars
get
you
a
4k
pan
tilt
zoom
optical
20x,
zoom
camera.

That
would
be
a
nice
complement
to
this
shot,
spotter
system
or
whatever
system
the
police
have
in
order
to
quickly
respond
to
shootings,
and
then
you
would
have
the
evidence
necessary
to
bring
solid
prosecutions
to
these
individuals.

mean
think
about
it.
If
I'm
on
second
or
fifth
and
lehigh
at
a
gas
station
or
wherever
I
am
in
a
city,
I
could
be
down
in
south
philly
at
the
wawa,
wherever
I
am,
there
could
be
violent
individuals
that
have
committed
crimes,
they're
not
being
caught.
The
police
are
lauding
their

clearance
rate.

We
need
to
find
those
people
and
put
them
in
jail,
and
this
will
deter
more
and
more
as
time
goes
on
the
future.

This
is
not
to
say
that
the
council's
approach
so
far
of
using
violence
prevention
isn't
a
bad
thing,
but
we
need
we
have
to
be
able
to
walk
and
chew
gum.
At
the
same
time,
we
can
work
on
some
of
these
systemic
issues.
Work
on
violence
prevention,
while
also
providing
the
technology
needed
to
gain
successful
prosecutions
of
these
hyper-violent
people
that
are
affecting
everybody
in
the
city.

over

years

eight,

thousand
requests.

lot

from
the
police
department

existed

has
been
building
up
and

justice
network
members

philadelphia,
is
about
working
toward
communities
that
are
truly
safe
by

they

thrive.
Things
like
housing,
healthcare
and
education,
policing
in
companies
like
shot
spotter,
though,
are
running
counter
to
goals
of
true
safety.
By
attempting
to
sell
our
dangerous
flawed
surveillance.
Weapons
shocked
by
these
claims
of
quote
unquote.
Gunshot
detections
have
been
proven
to
be
false.

With
one
study
finding
that
91
of
shot
spotter
activated
police
dispatchers
were
dead
ends,
so
this
is
being
thousands
of
deployments
and
while
shot
spotter
has
also
been
shown
to
not
have
any
impact
on
the
crime.
It's
supposedly
trying
to
reduce
it,
does
maintain
and
expand
surveillance
and
policing
of
particularly
black
and
brown
communities.
These
increased
interactions
with
police
have
led
to
more
violence
and
even
death,
as
was
the
case
of
thirteen-year-old
adam
solelo,
who
was
killed
by
police
following
a
shot,
spotter
alert.

Additionally,
shotspotter
alerts
have
also
been
used
to
falsely
accuse
and
incarcerate
people,
as
were
the
cases
of
michael
williams
and
silvan
simmons
who
later
had
charges,
dropped
because
shot
spotter
evidence
was
questioned
and
abandoned
a
vice
article
named
shot
spotter
as
collaborating
with
police
to
alter
reports
and
another
vice.
Article
already
has
listed
that
multiple
cities
have
cut
ties
with
this
company.
As
organizer
and
author
tawanna,
petty,
teaches
up
surveillance,
isn't
safety,
these
surveillance
tools,
or
rather
weapons,
expand
the
harms
of
policing
and
further
risk
the
safety
of
our
families
and
loved
ones.

Gunshot,
detection
and
audio
surveillance
put
communities
of
color
and
low
income,
low
income
communities
at
risk
for
violent
and
harmful
interactions
with
police,
who
believe
they're
entering
a
hospital
situation,
but
only
one
in
ten
shot.
Spotter
alerts
actually
turns
up
evidence
of
a
gun
being
present.
Shotgun
alerts
in
particular,
have
led
to
to
the
police
killing
of
a
13
year
old,
an
elder
being
falsely
accused
and
charged
with
murder.
Inflated
statistics
spell
gun
crimes
and
contributes
to
illegal,
stop
and
frisk
shot.
I
Clutter
has
been
able
to
fly
under
the
radar
and
grow
its
influence
and
its
profits
in
the
surveillance
industry.
Under
the
guise
of
supporting
public
safety,
shotspotter
is
taking
advantage
of
the
public
safety
issues.
Our
communities
are
facing
by
taking
millions
of
dollars
away
from
structural
investments
that
will
truly
decrease
crime
and
instead
using
that
money
to
line
the
pockets
of
their
executives.
It
is
quite
shameful.
I
have
nothing
to
gain
by
being
here
today,
except
for
giving
my
support
to
the
people
of
philadelphia
to
get
resources
for
the
things
that
we
need
shot.
I
Spotter
is
here,
shots
that
I
was
here
this
morning
vying
for
a
contract
to
spend
your
public
dollars.
I
know
that
I'm
not
from
philadelphia,
but
I
do
know
that
our
that
our
black
brown
and
poor
communities
around
the
country
face
a
lot
of
the
same
things,
including
crime
and
violence,
and
our
people
are
desperate
for
solutions.
I
Shotspotter
and
surveillance
technology
is
not
that
solution.
Shotspotter
leans
on
the
tagline
that
their
technology
saves
lives,
but
their
technology
and
profits
rely
on
crime
being
present.
They
do
not
have
an
incentive
to
decrease
crime
and
chicago
has
not
seen
a
decrease
in
crime
with
the
use
of
shot.
Spotter
ital
shotspotter
says
it's
not
the
crime
fighting
solution,
but
it
is
a
tool
in
the
toolbox.
However,
the
data
shows
that
this
tool
is
ineffective.
Even
one
part
of
a
larger
crime.
I
I
And
its
officials
to
cut
any
relationship
or
potential
relationship
with
this
harmful
audio
surveillance
company
and
then
invest
that
money
in
structural
forms
of
violence,
interruption
and
prevention
such
as
such
as
jobs,
housing
and
mental
health
care.
If
we
really
want
to
cut
cycles
of
violence,
thank
you.

also
a
resident

west
philadelphia
as
surveillance
technology
becomes
more
popularized.
In
the
wake
of
gun
violence
across
our
cities,
we
are
increasingly
seeing
the
devastating
effects
of
faulty
technology,
dirty
data
based
on
biased
inputs
and
the
mission
creep
of
so-called
public
safety
surveillance.
Gunshot
detection
technology
is
no
different.

The
biggest
issues
our
study
have
found
were
the
lack
of
efficacy
of
the
technology,
the
reliance
on
biased
and
racist
data
and
the
collateral
damage
it
inevitably
has
on
black
and
communities
of
color.
The
harms
of
gun
violence
in
the
city
are
profound.
The
damage
of
surveillance
technology
is
as
well
according
to
our
research
shot.
Spotter
so
far
has
a
75
false
positive
rate,
as
well
as
a
pattern
of
fabricating
deleting
and
modifying
data.

After
the
fact
to
fit
a
gun
violence
case,
the
data
used
by
these
kinds
of
tools
is
based
on
historically
racist,
pre-existing
information
that
is
further
used
to
create
new
algorithms
to
predict
an
individual's
risk
to
society.
The
damage
does
not
stop
at
the
person
being
surveilled.
These
forms
of
surveillance
can
capture
and
harm
family
members,
community
members
and
youth
as
well.
Much
like
gun
violence
itself.

The
burden
of
the
cost
of
gun
shop
surveillance
technology
is
carried
by
the
very
communities
that
need
help.
The
most
much
of
the
many
resources
needed
to
install
maintain
and
deal
with
the
fallout
of
gunshot
surveillance
tech
could
instead
be
used
for
things
like
violence,
interruption,
programs,
child
care
and
meeting
people's
direct
needs
in
other
ways
that
don't
involve
criminalization
and
surveillance.

Cities
in
massachusetts
and
north
carolina
have
already
canceled
their
shot.
Spotter
contracts
over
efficacy
concerns
with
cancellation
efforts
ongoing
in
cities
across
the
u.s
philadelphia
should
not
have
to
become
another
trial

error
experiment
for
shot
spotters.
There
is
not
enough
time
to
highlight
the
ways.
Gunshot
detection
technology
is
unreliable,
faulty
and
dangerous.
