there
were
a
number
of

show
that
there
are
here
in
attendance,

I
The
Society
Hill
district
extends
from
the
Delaware
River
West
to
8th
Street
and
from
Lombard
Street
north
to
Walnut
Street,
it's
immediately
to
the
south
of
independent
National,
Historic
Park,
and
it
has
a
seamless
connection
to
that
park.
We
are,
as
you
know,
one
of
the
most
historic
neighborhoods
in
the
city.
We
have
colonial
buildings
and
the
redevelopment
of
the
area
that
took
place
in
the
60s
was
done
in
tune
with
the
colonial
character
of
those
properties,
so
that
what
we
now
have
is
a
fabric
of
historic
and
contemporary
architecture.
I
The
architecture
largely
conforms
to
the
low-rise
scale
of
Independence
National
Park.
It
echos
the
scale
of
the
buildings
there
and,
as
you
also
probably
know
in
all,
but
the
most
inclement
weather
we
have
going
through
our
neighborhood
horse-drawn
carriages,
tourist
buses
and
walking
towards
they
come
not
just
to
see
the
individual
properties
but
to
experience
the
scale
and
the
of
the
neighborhood.
It's
the
scale
of
the
streetscape
which
conveys
in
the
sense
of
history
but
was
in
existence
when
there
were
no.
There
was
no
such
thing
as
a
very
tall
building.

We
are
asking
for
a
65
foot
height
limit
on
a
very
limited
segment
of
Walnut
Street
from
fourth
Street
East
down
to
2nd
Street,
excluding
dark
Street,
and
we
think
that
the
buildings
in
that
segment
should
not
go
higher
than
six
or
seven
storeys,
which
we
think
is
more
than
adequate
to
balance
the
desire
for
both
development
and
the
need
to
preserve
the
historic
character
of
the
area.

we
undertook
in
2016.
Society
Hill
commenced
efforts
to
create
our
neighbourhood
plan,
from
which
this
overlay
was
developed.
Society
Hill
worked
with
professional
guidance
of
ksk,
architects,
planners
historians,
urban
partners,
Viridian
landscape
studio
and
the
staff
of
the
City
Planning
Commission,
resulting
in
our
detailed
neighborhood
plan,
which
I
have
here
on
our
on
the
desk.
A
wide
group
of
stakeholders
participated
in
a
deliberative
and
thoughtful
process,
including
residents,
businesses,
houses
of
worship
and
other
institutions.

Key
elements
of
the
plan
include
zoning
recommendations,
design
standards
and
an
open
space
plan
following
analysis
of
existing
condition
and
community
goals.
Numerous
stakeholder
and
community
meetings.
We
delivered
our
plan
to
the
Planning
Commission
staff
in
late
2017
and
the
Planning
Commission
unanimously
accepted
our
plan
in
July
2018.

Subsequently,
we
have
continued
to
work
with
Planning
Commission
staff
and
councilmembers
quillo
and
have
accepted
changes
to
the
plan
resulting
in
the
overlay
under
consideration.

the
neighborhood
is
quite
invested

this
plan

spent
countless
volunteer
hours
working
on
it.

pleased
with
the
results,

enacting

National
Park
Service

Park
but
Society
Hill
registered
community
organization
area,

portions
of
our
Park,
including
the
today
of
Kosciusko
National
Memorial,

within
the
boundaries.
The
outcome
of
the
plan.
Outcomes

plan

directly
affect
the
park.
Philadelphia
is
very
proud
of
being
a
world
heritage
city.
This
plan
must
be
part
of
protecting
that
World
Heritage
character.
The
park
includes,
of
course,
the
world
heritage
site
and
numerous
national
historic
landmarks
skip
through
them
naming
them
all.

A
national
park
service
report
shows
that
in
2016,
over
five
million
visitors
came
to
the
park
spending
two
hundred
and
ninety
six
point
three
million
dollars
in
and
around
the
park
that
spending
supported
four
point:
six
thousand
jobs
in
the
local
area
and
it
had
a
cumulative
benefit
to
the
local
economy
of
more
than
four
hundred
million
dollars.
In
addition
to
supporting
tourism,
the
park
park
provides
a
place
of
recreation
and
the
rest
of
it
for
our
neighbors
authorized
in
by
congress.

After
vigorous
lobbying
by
federal
adelphia
leadership
in
1948
in
part
to
spur
neighborhood,
revitalization
and
private
investment,
independence
parks,
development,
parallels
society,
Hills
redevelopment
during
the
50s
and
60s.
These
two
districts
share
design
guidelines
based
on
compatible
materials,
massing
scale
and
proportion.
The
integrity
of
the
districts
enables
seamless
passage
from
one
the
other
on
March
6
2008
teen.
The
park
sent
a
letter
to
the
Planning
Commission
that
commented
in
detail
on
the
plan.
That
letter
should
be
part
of
the
official
record.

have
a

So
today,
I
want
to
read
reiterate
our
support
for
the
plans
proposal
to
establish
a
special
area
zone
3
that
would
include
the
north
and
south
sides
of
Walnut
Street
from
2nd
to
4th
streets,
so
in
3
would
have
a
65
foot
height
limit
and
require
Planning
Commission
approval
for
all
new
construction
or
alterations.
The
National
Park
Service
strongly
supports
this.

Tight
limit
are
really
lower
because
taller
more
massive
buildings
on
the
south
side
of
Walnut
Street
between
2nd
and
3rd,
would
put
in
shadow
our
buildings
on
the
north
side
of
walnut,
including
the
world-famous
Merchants
Exchange
Building
dock
street,
a
carefully
recreated
historic
landscape.
A
large
building
would
also
have
an
adverse
effect
on
the
first
bank
of
the
United
States.
Also
a
national
historic
landmark.
The
present
structures
on
the
south
side
of
Walnut
Street
are
respectful
of
the
district's
historic
domestic
scale.

large
Tower
would
conflict
with
the
characteristics
of
the
district
and
the
park
and
would
open
the
door
to
further
similar
out-of-scale
development.

therefore
support
measures,
including
height
limits,
to
perpetuate
the
design,
guidelines
and
integrity
of
society.
Hill
and
independence.
National
Historical
Park,
both
are
unique.
Both
are
internationally
recognized
districts
that
have
served
as
models
of
successful
redevelopment.

the

commercial
area

rezoning

this
portion
of
market
West
Street
in
Center
City
implements
that
prior
action
is
consistent
with
the
Comprehensive
Plan
and
bolsters
recent
action
of
council
and
rezoning
areas
of
you
city,
just
west

Schuylkill
Park
Lee
corporation
and
is
affiliate
on
most
of
the
south
side
of
the
2200
block
of
Market
Street.
This
rezoning
will
facilitate
a
21
year
lease
for
the
development
of
a
headquarters
office
building

international
firm,
which
is
a
long-standing
Philadelphia
institution,
because
the
site
does
not
in
a
tax
incentivized
area.

building

generate
substantial
use
in
occupancy
tax
for
the
school
district
immediately
upon
occupancy

substantial
real
estate

decades,

the
expiration
of
any
abatement

stretch
of
the
south
side
of

Street
could
become
a
backwater
instead
with

Energy
Authority

created
in
2010

support

city

issues
of
energy,
affordability
and
sustainability.

helped
launch
over
a
hundred
million
dollars
in
clean
energy
projects
in
via
and
helped
create
nearly
a
thousand
jobs
so
far,
I'm

just
touch
on
a
few
key
points.

this
bill
does
why
it's
important
and
how
robust
solar
development
fights
poverty
and
creates
jobs
in
Philadelphia
and
then
I'll,
just
close
with
a
quick
technical
note.
So,
first,
what
the
bill
does
the
bill
before
you
provides
a
height
allowance
for
rooftop
solar
installations,
so
that
solar
can
be
accessible
to
residents
who
may
have
rooftop
mechanical
equipment,
skylights,
roof,
duct,
shade
issues
or
other
reasons
that
may
prevent
solar
from
being
installed
directly
onto
the
roof
itself.
A
This
allowance
also
accommodates
a
new
solar
technology
that
increases
the
amount
of
power
that
can
be
generated
in
the
same
physical
footprint.
Currently,
installing
solar
on
a
canopy
structure
above
the
building
height
limitation,
requires
a
zoning
variance
which
can
take
months
and
can
cost
thousands
of
dollars
that
leaves
that
option
only
available
to
higher
income.
Households
can
eliminate
the
economic
benefits
of
solar
and
often
discourages
homeowners
from
moving
forward
with
solar
at
all.
Secondly,
I'll
just
say
quickly
why
this
bill
is
important.

bill
expands
solar
access
in
Philadelphia,
which
creates
local
living
wage
jobs
among
its
many
environmental
and
community
benefits.
Solar

helps
stave
off
the
worst
impacts

change

our
city.
The
city's
commitment
to
reduce
carbon
emissions
by
80%
by
2050
requires
that
we
expand
solar
development
to
at
least
15
megawatts
per
year.

the
near
term,
last
year,
2.2
megawatts
of
solar
was
deployed
in
Philadelphia,
so
we
are
a
long
way
off
of
where
we
need
to
be,
and
this
bill
will
help
ensure
solar
is
an
option
for
many
more
Philadelphians
and
help
us
reach
these
goals.
Third,
supporting
robust
solar
development
in
our
city
fights
poverty
and
creates
jobs.
The
Energy
Authority
has
a
lot
of
experience
working
with
city
residents
of
all
income
levels
to
install
solar.
We
run
solarized
Philly,
a
citywide
solar
discount
program
and
the
largest
of
its
kind
in
the
nation.
A
That's
helped
over
550
residents
install
rooftop
solar.
There
are
over
6,000
additional
households
that
have
expressed
interest
in
moving
forward
with
solar
in
Philadelphia.
So
we
know
reducing
barriers
to
rising
is
important.
This
bill
will
be
particularly
helpful
for
low
and
moderate
income
households.
When
low-income
households
go
solar,
we
typically
only
install
on
roofs
that
are
brand
new
or
in
very
new
condition,
solar
panels
last
for
25
plus
years.
So
if
there's
a
roof
leak
or
another
problem
that
requires
a
roof
repair,
the
solar
array
may
need
to
be
removed
to
make
the
needed
repair.
A
A
solar
canopy
that
is
raised
off
the
roof,
which
would
now
be
allowable
by
right
under
this
bill,
can
prevent
those
future
unexpected
expenses.
Under
our
program,
LMI
households
going
solar,
will
save
20%
of
their
electricity
costs
from
day.
One
Philadelphia
is
one
of
the
fastest
growing
solar
markets
in
the
country,
largely
due
to
residential
solar
development.
As
we've
seen
over
the
last
three
years,
one
living
wage
job
is
created
for
every
15
homes
that
add
rooftop
solar
at
peña.
A
We
train
high
school
students
and
opportunity,
youth
and
solar
installation
and
design
and
are
in
the
process
of
launching
the
nation's
first
Career
and
Technical
Education
three-year
program
and
solar
energy
called
bright
solar
futures.
The
program
hosts
its
first
class
of
10th
graders.
This
coming
fall
at
Frankfort
high
school
over
70
young
people
have
already
had
introductory
solar
training
through
our
program
and
dozens
more
at
programs
at
Philadelphia.
Oh
I
see
the
energy
coordinating
agency
and
a
number
of
unions
and
private
training
facilities.

I'll
wrap
up
with
just
a
quick
note
on
the
technical
side,
Philadelphia
row,
houses
tend
to
have
small
roofs
and
the
average
home
can
accommodate
accomodate
four
to
six
kilowatts
of
solar
or
about
14
to
18
panels.
So,
for
most
households
that
covers
somewhere
between
50
and
80
percent
of
their
annual
electricity
usage
allowing
raised
solar
canopies
will
allow
households
to
maximize
the
size
of
their
roof
to
get
as
close
as
they
can
to
a
hundred
percent
of
their
electricity.

Coming
from
solar,
every
foot
of
setback
required
beyond
the
code
standards
will
limit
how
many
panels
can
fit
on
a
roof.
In
the
case
of
households
participating
in
our
low
and
moderate-income
program,
limiting
the
size
of
the
solar
array
only
limits
the
amount
of
utility
cost
savings
we
can
provide
to
households
who
need
it
most.

are
asking
the
Councilwoman
today
to
either
withdraw
or
revise
this
bill.

Now,
while
we
support
the
portion
of
this
legislation
that
is
attended
to
protect
by
down
zoning
many
blocks
of
single-family
homes
that
are
currently
zoned
for
apartments,
we
are
adamantly
opposed
to
the
portion
that
proposes
to
up
zone
a
large
area
of
garden
court,
specifically
from
46
to
50th
streets
between
spruce
and
pine.
This
up
zoning
proposal
ignores
the
doubt
development
pressures
that
have
been
affecting
our
West
Philadelphia
neighborhoods
for
the
last
several
years
and
are
only
increasing
the
results
have
been
severe
active
apartment
buildings.

Many
offering
affordable
rents
and
his
stark
but
undecided
structures
have
been
demolished
and
replaced
by
oversized
and
cheaply
constructed
dorm
light
buildings
intended
to
house
a
transient
population
of
mostly
student
renters.
This
makes
money
for
real
estate
speculators,
but
does
nothing
to
enhance
the
quality
of
life
for
the
residents
of
our
neighborhoods.
The
proposal
to
upzone
certain
blocks
between
46
and
48th
streets
from
spruce
to
pine
is
particularly
egregious
while
it's
arguably
appropriate
to
designate
sections
of
market
chestnut
and
walnut
streets
as
cm
x
3.

It's
indefensible
on
Pine
Street,
which
is
small
and
almost
wholly
residential
cm

3
is
the
zoning
district
district
intended
for
commercial
uses
that
have
a
community
and
region-wide
reach
that
does
not
describe
either
Pine
Street
between
47

48,
North,
first
Street
from
46
to
50.
In
fact,
the
retail
climate
in
this
area
is
poor
and
consists
of
nothing
resembling
a
major
retail
attraction.
It
in
no
way
justifies
the
cmx
zoning
designation.
The
proposed
op
stoning
would
also
threaten
the
historic
fabric
of
our
neighborhood.

For
instance,
the
bill
wants
to
change
the
zoning
of
the
entire
south
side
of
Spruce
Street
from
46
to
47
from
single-family
to
apartment.
Such
a
move
would
put
this
entire
row
of
fine
Victorian
twins
at
risk
of
teardown
and
replacement
by
new
construction
likely
displacing
current
residents
and
replacing
them
with
those
who
can
pay
higher
rents.
Investors
make
a
little
extra
money,
but
a
Nana
start
block
is
debased
and
any
remaining
houses
lose
their
value
and
a
neighborhood
is
disrupted.

We
also
strongly
opposed
any
amendment
that
would
up
zone
3,
14
to
16
South
46th
Street,
the
Good
Shepherd
church
property
from
single-family
to
apartment.
This
request
by
developers
to
spots
owned
that
property
is
a
blatant
attempt
to
circumvent
the
appropriate
variance
process
and
avoid
a
likely
denial
at
the
CBA.
There's
overwhelming
evidence
of
community
opposition
to
this
development
project
demonstrated
by
surveys,
signatures
on
petitions
and
a
majority
vote
at
the
required
rco
meeting.
Even
the
Garden
Court
rco
zoning
committee
notes
on
its
webpage.
That
is,
does
not
support
any
amendment
to
this
legislation.

There
is
a
hundred
percent
opposition
from
the
other
neighbors
on
the
South
300
block
to
this
project.
Spot
zoning
allows
the
the
spot
zoning
this
property
allows
the
developers
to
ignore
the
community,
and
that
is
what
this
top
zoning
really
amounts
to.
An
attempt
to
silence
community
votes
to
remove
us
from
the
process.
No
pesky
neighbors
to
vote
down
the
proposal
at
the
required
community
meeting
too
many
agendas.
A
local
developer
complained
to
me
and
no
need
to
respond
to
developers,
requests
for
true,
affordable
housing,
either.
That's
not
what
we
do.

Another
do,
I
insisted
recently.
Neighbors
have
resisted
large-scale
or
out
of
character,
building
projects
on
three
of
these
box.
If
this
up
zoning
passes,
those
developers
could
snub
the
community
and
proceed
to
build
build
by
right
up
zone.
These
critical
blocks
and
neighbors
will
no
longer
have
the
right
to
participate
in
the
future
of
their
own.

Community
developers
can
build
bigger
and
denser,
while
ignoring
our
requests
for
affordability,
for
green
space,
for
environmentally
sound
practices,
for
quality
design
and
materials,
for
preserving
historic
structures
for
adequate
parking,
retain
the
down
zoning
parts
of
this
bill,
but
reject
the
proposed
up.
Zoning
in
the
4,600
through
49
hundred
bucks
to
up
zone
there
would
effectively
disarm
the
residents
of
our
neighborhood
and
put
his
future
entirely
in
the
hands
of
real
estate
speculators.

reasons

oppose
this
bill
and
all
them
involved
the
up
zoning
along
the
pine
and
spruce
and
46
tree
corridors,
while

understand

least
part

plan

Garden
Court
zoning
board,
the
near
neighbors
and
the
surrounding
blocks
that
I
just
discussed
overwhelmingly
opposed
it.
In
a
spring,
there
was
a
multi-unit
apartment
building
that
was
proposed
to
the
300
block
of
South
46th
Street.

The
near
neighbors
came
out
in
force
against
proposal,
including
a
wedding
wedding
petition
that
I
brought
it
with
me
that
was
signed
by
over
85
people
in
the
relevant
part.
This
petition
says
the
area
between
45th
and
47th,
Street
and
spruce,
and
pine
streets
has
already
won
the
densest
areas
in
the
Garden
Court
Spurs
Hill
neighborhoods.
We
believe
that
allowing
additional
zoning
variances
from
single
family
lots
to
build
multi-unit
developments
threatens
to
dramatically
change
the
quality
of
life
for
existing
residents,
including
increased
traffic,
trash
crowding
potential
safety
issues
and
lack
of
parking.

We
simply
cannot
absorb
any
additional
high-density
properties
in
this
part
of
the
neighborhood.
This
bill
would
allow
projects
like
that
one
to
proceed
as
of
right
without
any
community
input
in
the
surrounding
block.
They
are
both
their
base
in
the
surrounding
blocks,
thereby
exacerbating
these
problems.

Sec,
that's
the
first
reason.
The
second
reason
is
that
this
plan
will
inevitably
lead
to
the
demolition
of
numerous
well-preserved
historic
homes,
including
the
Victorian
twins
on
that
Mary
talked
about
because
they
are
going
to
be
rezone
from
RS
3
to
RM
1.
The
city
took
pride
a
few
years
ago
when
our
preservation,
when
our
preservation
record,
earned
us
the
honour
of
becoming
America's
first
World
Heritage
City,
but
it
has
been
well
documented
that
in
University
City
there's
been
a
recent
epidemic
of
developers,
demolishing
historic
homes
and
churches
to
build
large
boxy
unattractive
apartment
buildings.

There
could
be
no
conceivable
reason
to
change
these
historic
homes
from
RS
3
to
RM
1
other
than
to
tear
them
down.
We
need
to
do
a
better
job
taking
pride
in
our
history.
Third,
while
her
claims
that
up
zoning
and
increased
density
will
curb
gentrification
the
object.
The
objective
evidence
shows
that
increasing
density
in
this
neighborhood
actually
encourages
gentrification
and
displacement.
Garden
Court
is
the
heart
of
university
city,
which
is
increasingly
dominated
by
grad
students
and
young
professionals.

There
been
numerous
apartment
buildings
built
over
the
last
three
to
five
years
in
the
near
vicinity
of
this
plan,
and
none
have
included
affordable
housing
almost
all
have
exclusively
included
high
rent,
one-bedroom
or
studio
apartments
meant
for
grad
students
or
young
professionals.
None
are
built
for
low-income
families.
In
fact,
recent
apartment
buildings
dedicated
for
low-income
housing
have
been
sold
so
that
new
owners
can
convert
them
to
market
rate
units.

The
lessons
from
this
and
from
other
cities
are
clear:
whether
its
Manhattan
Boston
San,
Francisco,
Seattle,
Portland,
building,
high
density
apartment
units
in
neighborhoods,
like
University
City,
will
inevitably
drive
up
rent,
bringing
in
young
professionals
and
lead
to
mass
displacement
and
gentrification.
In
addition,
the
typical
way-
and
this
is
important-
the
typical
way
to
encourage
affordable
housing,
is
for
developers
to
seek
tents
for
the
allowances
that
allow
him
or
her
to
build
above
what
is
allowed
under
the
code
by
up
zoning,
these
properties
and
letting
developers
build
big.

As
of
right,
it
actually
takes
away
that
incentive
for
developers
to
include
horrible
housing
and
forth
and,
finally,
I
think
there's
been
a
problem
with
the
process
here.
All
of
us
concerned,
neighbors
didn't
even
know
what
the
final
bill
was
going
to
look
like
until
we
showed
up
until
actually
I
came
up
to
speak
today.
None
of
us
even
saw
the
neighbors.

None
of
us
even
solve
the
amendments
and
at
the
end
of
the
day,
no
one,
no
one
who
is
currently
on
council
will
be
accountable
for
the
changes
after
its
passed,
allowing
mass
changes
to
a
neighborhood
like
this.
Without
more
time

community
input
and
without
any
accountability
on
council
is
the
type
of
actions
that
causes
people
to
lose
faith
in
the
city
government
and
its
institutions.

Two-Story
and
three-story
houses
buy
right
into
something
that
looks
like
this
without
the
neighbors
having
anything
to
say
about
it.

are

it

when
the
city
actually
HUBZone
changed
the
zoning
in
2012,
we
did
not
know
that
there
was
a
danger
lurking
inherent
inherently
in
that
rezoning
that
transformed
many
of
our
properties
into

right.
For-Profit,
mass
density,
development
opportunities
for
housing
speculators
blocks
of
our
residential
single-family
housing
was
up
zone
residential
multifamily
usage,
even
though
the
neighbors
remained
overwhelmingly,
even
though
the
neighborhood's
remained
overwhelmingly
residential
and
single
family.

Soon,
development,
like
the
one
I
showed
started
appearing
in
the
middle
of
our
blocks
on
vacant
lots
and
even
next
door
to
our
homes,
because
the
residential
multifamily
designation
gave
birth
developers
the
right
to
change
the
appearance,
as
well
as
the
population
density
of
individual
houses,
as
well
as
blocks
of
houses
in
our
communities.
Without
meeting
with
us
or
without
notifying
us.

not
creating
increasing,
affordable
housing

West
filling

standing

developers

landlords
are
escalating
rental
costs,
along

the
cost
of
owning
houses

West
Philly.

the
West
Valley
residents,
some
of
whom
you
see
here,
represented
in
this
zoning
legislation
and
we're
talking
about
now,
came
together.
How
informal
community
meetings,
informational
community
meetings,
their
petition
drives
the
surveys
to
correct
the
zoning
and
our
neighborhood
so
that
it
would
reflect
the
overwhelming
housing
usage
as
they
are
originally
designated
and
continually
use.

call
it
saves
owning
because
we
want
to
preserve
and
protect
our
housing
stock,
as
well
as
vibe
for
our
communities,
which
are
diverse
racially
economically
and
socially.
So
I
am
speaking
on
behalf
of
this
bill,

it

understood
that
amending
it
to
allow
for
the
down
zoning,
which
will
protect
the
preserved
properties,
as
I
so

to
actually
call
moratorium
on
up
zoning.

sort
of
a
homeowner
majority

legislation

surprisingly
unexpectedly
introduced.
Recently,
the
GCC,
a
zoning
and
develop
committee,
voted
at
our
October
meeting
to
support
the
bill.
Seven
zero
to
two.

As
introduced
by
council
person
Blackwell
the
GCC,
a
support
is
limited
to
the
bill,
as
originally
submitted
again
due
to
a
lack
of
clear
communication
about
any
amendments.
The
GCC
a
does
not
take
a
position
on
them
at
this
point,
I
think
it's
important
to
clarify
some
of
the
issues
regarding
community
concerns
expressed
about
IRB's
owning
in
the
bill.
First,
most
of
the
zoning
in
the
neighborhood
goes
unchanged
by
the
proposed
legislation
that
which
is
changed
about
half,
is
actually
down
zone
from
arm
one
to
something
like
rc3
or
RSA.

Five
and
about
half
is
up
zone
critically.
About
half
of
the
up.
Zoning
brings
existing
structures
like
the
Garden
Court
condo
on
Pine
Street
or
the
on
the
4700
waka
Street,
or
the
apartment
buildings
on
the
4800
block
of
Pine
Street,
closer
into
compliance
with
the
zoning
code.
Therefore,
the
bill
only
creates
substantially
new
development
capacity
on
about
two
of
our
almost
30
blocks,
so
the
spruce
pine
40
40
sec
46
to
two
forty,
eighth
and
ninth
blocks.

You
know
along
other
factors
the
university
city
has
added.
You
know
something
on
the
order
of
20,000
jobs
in
the
past
decade
or
two
with
more
on
the
way
and
those
people
are
going
to
want
to
live
somewhere,
but
as
prices
in
our
neighborhood
have
risen
recently,
the
number
of
households
has
actually
declined.
If
we
don't
do
our
share
to
create
opportunities
to
welcome
new
neighbors
rents
and
sale
prices
in
garden,
court
will
inevitably
be
bit
further
up.

We'll
do
our
part
to
push
growth
into
other
neighborhoods
and
we
will
have
missed
an
opportunity
to
support
the
vitality
of
our
struggle
and
commercial
quarter
that
we
do
have
at
48th
and
spruce
tree.
The
bill,
like
many,
is
not
flawless.
It
permits
increased
development
intensity
along
the
spruce
tree
quarter
and
protects
some
vulnerable
green
spaces,
but
it
also
expands
single-family
districts
that
prohibit
apartments
and
lack
the
and
there's
a
lack
of
historic
of
conservation
district
and
that
increases
risk
of
unnecessary
demolition.

4900
block
of
pine
I
care,
deeply
about
my
neighborhood
and
its
future.
I
believe
that
change
is
inevitable
and
we
can
either
proactively
shape
change
or
be
shaped
by
it.
When
shaping
change,
we
need
to
recognize,
as
Jonas
said,
that
garden
port
is
a
neighborhood
of
over
9,000
people
and
it's
impossible
for
any
one,
individual
or
one
organization
to
claim
that
they
speak
for
all
of
those
voices.

We
must
also
recognize
that
shaping
change
is
often
done
by
those
with
the
privilege
of
being
able
to
attend
mid-day
meetings
there,
many
people
that
are
being
excluded
from
this
process
two
years
ago,
JCCC
a
wanted
to
proactively
protect
our
neighbors
from
development
of
a
flag
lot
at
an
old
body
shop.
This
legislation
was
finalized
a
year
ago,
but
due
to
inaction
by
our
council
person,
a
permit
was
pulled
now.
Neighbors
must
react
actively
organized
to
mitigate
the
adverse
impacts
of
this
development.
This
is
what
happens
when
zoning
is
misaligned
to
a
community's
values.

The
bill
before
this
community
brings
us
closer
to
our
values,
but
it
could
be
improved.
Garden
Court
is
a
welcoming
community,
one
that
supports
our
neighbors,
our
local
businesses
in
our
green
spaces.
This
is
why
I
support
the
proactive,
targeted
up
zoning
of
the
4,700
block
of
spruce.
Not
only
would
this
complete
the
original
1920s
neighborhood
design,
it
would
bring
more
customers
to
48th
Street
Grill,
a
ku
pizza
and
Arslan
salon.
I
also
support
the
down
zoning
of
the
community,
tennis
courts
and
gardens
that
are
on
the
very
same
block.

This
will
forever
preserve
these
spaces.
This
bill
allows
our
community
to
progressively
plan
our
future
setting
a
vision
for
where
we
want
to
see
development
and
where
we
do
not,
this
bill
does
not
align
to
our
community's
values
in
the
down
zoning
of
multifamily
to
single-family
doing
this
will
lead
to
adverse
outcomes
I'm
only
in
my
30s,
but
one
day
my
daughter
will
be
grown
in
not
living
at
home.
I
will
be
on
a
fixed
income
and
will
probably
struggle
with
stairs
at
that
time.
I
could
decide
to
finish.

My
basement
live
in
that
space
and
rent
the
main
floors
of
my
home
to
a
new
family
under
this
bill.
That
opportunity
will
be
taken
from
me
and
made
illegal,
though
I
am
decades
away
from
this
decision.

have
neighbors
on
my
block
pondering
their
futures
today.
Do
we
really
want
to
eliminate
a
tool
to
keep
neighbors
like
Miss
Lili,
miss
Debbie
or
mrs.
Wallace
in
their
homes?
Taking
away
this
tool
is
the
textbook
definition
of
a
policy
that
promotes
displacement
and
gentrification
single-family
zoning
will
not
preserve
affordable
housing.

about
the
40
600
block
of
spruce,
there's
a
house
for
sale
right
now
on
that
block
for
seven
hundred
and
fifty
thousand
dollars
who
is
going
to
live
there
near
my
house
on
the
five
thousand
block
of
pine,

outside
of
the
balance
of
university
city,
which
is
outside
of
Penn
Alexander
outside
of
Lee,
is
on
the
market
today
for
six
hundred
and
fifty
thousand
dollars-
and
this
is
a
single
families
owned
home
single-family
zoning
will
not
protect
affordable
housing.
The
only
way
to
solve
a
housing
crisis
is
to
build
more
housing.

neighborhood

defined
by
the
look

It's
defined
by
the
people
that
live
here
down
zones
will
destroy

list

community
kind

wants

needs

circumstances

we've
developed
over
years
of
community
meetings

numerous
parcels
along
Washington
Avenue.
They
were
able
to
come
through
on
all

those.

work
with
other
our
ce
o--'s
in
the
neighborhood,
including
the
north
of
Washington
Avenue
coalition,
and
they
were
able
to
work
with
mr.
Griego
and
his
client
to
improve
this
community
benefits
agreement
even
further.

community

Biddle
and
wreaths,
and
dwayne
morris
have
had
partners.

had
outside,
affordable
housing
organizations
provide
input,
we've

input
from
councilman
Kenyatta
Johnson's
office

from
councilman
mark
school's
office.
We've
talked
to
the
Chinatown
CDC
we've
talked
to

CRA,
both
of
which
are
organizations
that
have
looked
at
affordable
housing
and
looked
at
community
benefits
agreements
and,
as
mr.
Spencer
noted,
we
have
worked
with
the
Crosstown
coalition
as
well.
One
of
the
items
in
the
benefits
agreement
that
I
I
know
may
come
up.

Is
the
sunset
provision
a
30-year
sunset
provision
for
the
affordable
housing
component
that
was
not
originally
in
the
CBA
upon
consultation
with
certain
affordable
housing
organizations
and
experts
on
affordable
housing.
They
suggested
that
as
a
best
practice,
since
the
idea
that
an
affordability
component
in
perpetuity
may
have
problematic
enforcement,
I
guess
consequences
when
100
or
200
years
from
now
affordability
looks
a
lot
different
than
it
does
now.

this
development

it
represents

really
nice
compromise
between
the
community,
the
developer
and

a
lot
of
the
folks
who
have
worked

hard
to
bring
this
to
fruition

coalition
that
we
worked
really

dating
back
to
over
a
year
ago,
meeting
with
the
architectural
review
committee
and
I

a
detailed
list
of
you
know:
seven
public
meetings
that
we
had,
in
addition
to
a
number
of
meetings
with
committees,
stakeholders
in
the
neighborhood
to
improve
the
project
and
come
up
with
a
community
benefits
agreement
that
I
think
works
for
everyone.

I

especially
thank
North
Washington
Avenue
Coalition
for
really
adding
a
bunch
of
provisions
that
we
think
we'll
really
benefit
the
project
and
benefit
of
the
affordability,
including
increasing
the
number
of
units
from
eight
to
ten
units
which,
on
the
on
the
whole
I,
believe
it's
about
fifty
three
rental
units
in
the
project
of
the
total
eighty
plus
units.
So
it's
really
almost
twenty
percent
of
the
rental.
The
rental
units
are
going
to
be
the
60%
ami.
Additionally,
we've
increased
the
breakdown.

number
of
other
changes
increased
the
mbw
e-participation
added
a
utilities,
credit
to
consistent
with
the
with
the
code.
So
I

thank

activists
that
were
in
the
process

merging

agreements
and
finalizing
those
sort

wordsmithing

the
lawyers.
But
we're
really
happy
with
our
ability
to
work
with
everyone,
get
their
input

get
a
project

hopefully

benefit
Washington
Avenue
and
benefit
the
neighborhood.

people

a

clearly
smaller

the
north,

had
the
most
increase
in
people
and
in
housing
we

and
Bainbridge.
We
had
the
sanctuary
lost.
We
had
twenty

twenty
twenty

23rd

25th
and
Washington
Avenue
all
within
a
couple
of
blocks
of
each
other,

we're
changing
schools
in
two
apartments.

hardly
ever
any
affordable
housing
in
these
projects.
This
has
to
affect
our
water,
gas
and
electric.
In
some
way,
this
many
people
in
the
46
zip
code
there
should
be
other
things
outside
of
housing,
have
a
food
market.
A
daycare
center
is
something
for
dog
grooming
or
even
like
Urgent
Care,
something
else,
because
this
continue
of
housing
is
too
much
to
me.
I
think
it's
too
much.

concerned
about
the
noise
level
of
this
project.

had
decks
and
I
think
it's
also
a
roof
deck
and
decks,
and

height

building

about

being
destroyed

easy
to
sit
there
and
put

structures

either
not
bound
for
some
reason.

them

something

is
almost
borderline.

exclusion

this
year
agreement,

did
support
conditionally

told
Katherine
Johnson
about
that,

we
are
working
with

developer

this
issue.
The
problem
is,
is
that
the

issues
concerning
that
agreement
Stockman
enter

agreement
with
the
developer
on
May
20th.

was
11
days
after
the
people
had
unitedly
reject
it.
The
proposal
put
forth
by
the
developer
because
they
thought
it
was
insufficient,
but

an
agreement
to
support
the
development
without
really
talking
with
the
people
themselves.

the
affordable
housing
is

developer
gladly

units

have

cheat

together
and
be
more
cooperative

other

of
fighting
among

the
neighbor's
backyard,
which
I
think
is
a
plus
in
terms
of
the
affordable

going

be

which

Rental
credit
component,
which
I
never
even
thought
about
prior
to
having
this
conversation
on
the
merits
of
khumba
and
Noah,

addition
to
just

sure
that
we're
helping
individuals
who
need
support
as
it
relates
to
making
the
credit
available

sure
