South,
Street
came
together
to
plan
and
pay
for
supplemental

create
a
Business

Districts
in
2001.
The
district
was
expanded
to
include
the
section
of
South
4th
Street
known
as
fabric
row.
The
sshd
provides
cleaning
and
maintenance
safety
and
crime
prevention,
marketing
and
special
events
and
works
to
attract
new
businesses
to
the
district
and
works
hard
to
assist
the
existing
businesses
within
its
boundaries.

recent
years,
the
sshd
has
implemented
lighting
upgrades
throughout
the
district,
including
new
pedestrian
scale
lights
on
fabric
row
and
secured
funding
for
improvements
to
the
area
directly
south
of
the
head
house
shambles
for
new
improvements
between
Lombard
and
South
Street
along
2nd.
The
proposed
legislation
will
allow
the
sshd
to
continue
to
provide
the
services
and
activities
that
are
critical
to
maintaining
this
busy
vibrant
commercial
district
and
helping
the
area
adapt
to
changing
shopping
patterns
and
retail
trends.

new
plan
and
budget
for
the
South
Street
head,
House
District
for
Cal
years,
twenty
eighteen
to
twenty
twenty-two,
as
well
as
the
ten-year
extension
of
the
authority
until
December
31st
2027
over
the
past
25
years.
Since
1993
south
street
head
house
district
has
worked
to
improve
beautify
support
and
bring
economic
vitality
to
this
historic
and
important
commercial
corridor.
Philadelphia,
families
and
businesses
have
worked
Lives
shopped
and
enjoyed
the
south
street
and
fabric
row
area
for
generations.

Sshd
is
home
to
over
450
businesses,
the
majority
of
which
are
independently
owned
and
operated
small
businesses
in
addition
to
businesses
serving
the
surrounding
neighborhoods.
The
area
also
is
a
regional
tourist
destination
and
entertainment
district
drawing
over
1
million
visitors
annually
with
cultural
anchors
such
as
the
Philadelphia
magic
gardens
in
the
theatre
of
the
Living
Arts,
the
reauthorization
extension
and
the
plan
and
budget
allows
sshd
to
continue
to
serve
this
complex
and
multi-stakeholder
community
through
its
public
safety,
economic
development,
promotional
capital,
improvement
and
public
space
cleaning
efforts.

these
times
of
a
changing
retail
and
shopping
landscape,
the
work
of
sshd
to
keep
the
South
Street
business
area,
attractive,
vibrant
and
thriving
by
championing
this
commercial
corridor
is
more
critical
than
ever.
Over
the
past
five
years
alone,
we
have
overseen
the
installation
of
new
pedestrian
lighting
along
historic
fabric
row,
improved
lighting
on
11
blocks
of
South
Street
and
the
initiation
of
the
popular
south
street
spring
festival,
which
will
be
taking
place
on
may
5th
among
many
other
accomplishments.

Regarding
our
approval
process,
following
the
requirements
of
the
municipal
authorities,
Act
of
Pennsylvania
on
September
11th
2017,
the
sshd
mail,
the
formal
notice
of
a
public
hearing,
a
copy
of
the
proposed
plan
and
budget
information
on
how
to
object
an
estimated
charges
for
2018
to
2020
to
all
property
owners
within
our
boundaries.
The
south
street
head
house
district
also
mailed
the
proposed
plan
budget
to
all
commercial
tenants
and
business
owners
located
in
properties
within
the
sshd
boundaries.

was
also
advertised
and
made
available
through
our
website

through
our
newsletters
on
September
27th
2017
notices
of
the
public
hearing
were
formally
published
in
newspapers
of
general
circulation,
specifically
the
Philadelphia
Inquirer

the
Philadelphia
Free
Press
University
City
Review
sshd
held
its
required
public
hearing
at
the
old
pine
Community
Center,
located
at
401
Lombard
Street
on
Wednesday
October
11th
2017
from
6:00
p.m.
to
9
p.m.

individuals
testified
in
favor
of
the
continuation
of
the
south
street
head
house
district
and
its
plan
and
budget.

individuals
testified
in
opposition
to
the
plan
and
budget.
In
addition
for
individuals
submitted
correspondence
in
support
of
this
sshd
and
those
communications
of
support
were
read
into
the
public
record.

copy

the
hearing

At
the
end
of
the
45
day,
formal
comment
period,
we
had
received
two
objection:
letters
from
two
different
property
owners
on
4th
Street.

third
objection
letter
was
received
after
the
45-day
period
from
a
property
owner
who
owned
her
single
property
within
the
district,
but
whose
soaped,
who
has
subsequently
sold
that
property.
The
two
properties
which
which
objected
within
the
45-day
period,
represent
0.26
7%
of
the
750
taxable
properties
within
the
district
and
0.3
to
2
percent
of
the
total
assessed
value
of
the
sshd
in
2018.
These
percentages
are
substantially
below
the
33%
threshold
of
either
objecting
property
owners
or
assessed
value
based
on
these.

served
as
the
chair
of
the
South
Stream
head
outs,
District
Board
of
Directors
I've
been
involved
in
as
a
member
of
the
board
hood
past
six
years
and
I
joined
the
board
because
I
wanted
to
be
involved
in

continued
improvement
of
the
business
community
and
the
future
direction
of
4th
Street
I
believe
that
the
South
Street
and
4th
Street
commercial
corridors
are
important
to
the
immediate
neighborhoods
and
Philadelphia
as
a
whole.
This
area
has
a
unique
collection
of
small,
independently
owned
businesses,
many
of
which
are
family-run
for
many
decades.

It's
also
home
to
new
and
creative
entrepreneurs
featuring
many
of
the
best
boutiques
star
services,
retailers
and
restaurants.
In
the
city,
people
travel
from
around
the
region
to
come
to
fabric
growth.
South
Street
is
a
commercial
corridors
confront
over
many
with
a
new
retail
landscape
where
bricks
and
mortar
stores
compete
in
an
environment
of
increased
online
shopping
habits
to
stay
relevant
and
vibrant.
The
district
needs
a
champion
and
a
vision
on
organization
that
serves
to
promote,
improve
and
reinvent
the
area
to
keep
it
thriving
and
growing
for
the
good
over
the
business
in
the
community.

A
major
accomplishment
that
was
occurred
two
years
ago
as
a
successful
completion
of
the
much-needed
lighting
and
streetscape
improvement
along
fabric
grown
South
Street,
with
the
support
and
assistance
of
counsel,
escuela
and
the
city,
brilliant
new
pedestrian
and
overhead
lighting
was
installed
on
six
blocks
of
4th
Street,
as
well
as
the
new
white
LED
lamp
and
stored
on
11
blocks
of
South
Street.
The
impact
has
been
impact
has
been
profound
and
transformational.

Our
work
is
not
done
and
we're
in
a
time
of
transition
and
of
aligning
the
area
for
an
economically
healthy
and
sustained
future
we're
working
with
property
owners
to
help
them
find
good
business
tenants
and
fill
vacant
storefronts.
We
help
businesses
during
before
during
after
their
openings,
we
are
undertaking
additional
public
space
improvements
and
beautification
projects
such
as
the
head
house,
Plaza
project
and
our
new
planned
newer
arts
festival.

and
owner

District
Board

I'm
partner,
a
treeless
ironstone
real
estate
companies.
My
company
is
the
buyer
for
the
Bieber
Winfield
school
annex
at
1818,
North
53rd,
Street,
councilman
Jones
asked
me
to
testify
briefly
as
to
our
plan
for
the
currently
vacant
site.
Our
goal
is
to
redevelop
the
property
into
a
viable
commercial
use
and
community
recreational
use.
This
20,000
square
foot
former
school
includes
a
number
of
large
classrooms
and
a
gymnasium.
I
We
have
spoken
with
the
councilman
and
key
community
stakeholders
and
our
goal
is
to
find
an
operator
who
can
use
the
gym
to
provide
recreational
and
educational
services
for
community
youth
based
on
their
input.
We
have
already
spoken
to
programs
involving
youth,
basketball
and
weightlifting.
These
uses
are
not
permitted
in
the
current
zoning
active
recreation
that
this
property
requires
see.
Mx3
zoning,
the
Bieber
Winfield
annex
has
been
vacant
for
approximately
15
years
and
is
encumbered
by
structural
and
environmental
deficiencies.

looks
like
the
original
building
may
date
back
to
the
1950s

think
it
may
have
been
a
synagogue
originally,
oh
really,

there

attached
to
it,
but
I'm
not
sure
of
the
original
date
country.

while

before
we

the
property
under
agreement,
so
there

that
meeting
there
were
several
people,

I

Right
now
there
were
a
few
adjacent
neighbors,
okay,
one
woman
in
particular,
who
was
taking
care
of
the
basket
outside
basketball
court.
For
years
and
years
and
years
there
were,
there
was
a
Ward
leader
present
and
I
apologize
they're
about
12
people
in
the
meeting.

there's
there's
the
building
itself
along
53rd.
The
topography
is
a
little
interesting
and
that
it's
sort
of
it's
kind
of
on
a
hill
mm-hmm.
So
currently
there's
a
basketball
court
which
our
intention
is
to
keep
that
as
an
outdoor
basketball,
court,
great
and
there's
some
room
for
parking
and
the
site
is
doesn't
have
a
ton
of
visibility.
So
it's
sort
of
an
unusual
sight
for
redevelopment.
