Description
The Committee on Rules of the Council of the City of Philadelphia held a Public Hearing on Tuesday, December 4, 2018 to hear testimony on the following item:
180893 An Ordinance continuing the Aramingo Avenue Shopping District beyond its termination date, in an area that generally includes the east and west sides of Aramingo Avenue from 3300 Aramingo Avenue to 3995 Aramingo Avenue and certain blocks and streets that intersect that portion of Aramingo Avenue and for which Impact Community Development Corporation, a Pennsylvania nonprofit corporation, serves as the Neighborhood Improvement District Management Association; approving a final plan for the District, including a list of proposed improvements and their estimated cost, and providing for assessment fees to be levied on property owners within the District; authorizing the Director of Commerce, on behalf of the City, to execute an agreement with Impact Community Development Corporation, relating to the District; and authorizing Impact Community Development Corporation to assess property owners within the District a special property assessment fee to be used in accordance with the approved plan; all in accordance with the provisions of the Community and Economic Improvement Act, and under certain terms and conditions.
This hearing is also being held in compliance with Section 5 of the Community and Economic Improvement Act (53 P.S. § 18105) for the purpose of receiving public comment from affected property owners on the proposed neighborhood improvement district plan for the proposed Aramingo Avenue Shopping District (“District”), a copy of which is attached as Exhibit A to Bill No. 180893. The Council of the City of Philadelphia initiated action to establish the proposed District by enacting Resolution No. 180900 (adopted October 18, 2018 ).

flat
wall

current
language
requires

calculation
of
how
much
signage

slightly
smaller
sign
that

requirements
will

permitted

development

investment

includes
big-box
retail

well

strip
mall
type
shopping,
centers
all
owned
and
managed
by
a
variety
of
owners,
many
of
whom
are
out
of
state.
The
bid
plays
a
critical
role
by
allowing
owners
to
cooperatively
pay
for
services
that
ensure
a
basic
level
of
cleanliness
and
safety
throughout
the
district
as
the
entity
that
manages
the
bid
impact
has
created
strong,
ongoing
partnerships
with
the
police
and
with
local
store
managers.

founded,

district
has
seen
substantial
new
development
and
the
bid
has
been
instrumental
in
supporting
this
growth.

bid
is
critical
to
addressing
the
current
challenges
faced
within
the
era,
Mingo
district

critical

of

district
that
the
bid
continues.

can
continue
to
grow
and
remain
competitive.

a
Community
Development
Corporation,
located

1952
East
Allegheny

heart

Kensington

2017
impact,
published
a
comprehensive
neighbourhood
plan
that
includes
bricks
and
mortar
development.
It
includes
partnership
with
all
stakeholders
in
the
area
and
probably
most
important.
It
focuses
on
keeping
the
neighborhood
clean,
safe.
So
the
era
Mingo
bid
is
an
essential
part
of
this
strategy.

We
have
pivoted
over
the
last
year
and
shaped
the
next
five-year
plan
to
focus
on
trends
in
the
neighborhood.
So,
as
you
know,
there
are
challenges
in
Kensington
that
affect
the
surrounding
neighborhoods,
affect
Port
Richmond
and
affect
commerce
and
prosperity
on
the
Eromanga
corridor.
We
have
changed
security
to
be
seven
days
a
week.
We
have
communication
mechanisms
that
are
real-time
apps,
so
that
managers
and
owners
and
stakeholders
can
provide
us
information,
so
we
can
respond
accordingly.
We
also
have
full
time
for
full-time
cleaning
stewards
on
the
corridor.
They
clean
all
day.

Short
dumping,
as
you
know,
has
been
an
increased
problem
and
even
though
the
city
is
doing
a
great
job,
we've
actually
ramped
up
our
short
dumping
responses.
So
this
is
part
of
the
plan
for
the
next
five
years
as
well.
Additionally,
we
are
going
to
help
reshape
the
board
of
the
bid
to
include
owners.

gotten
some
responses
over
the
last
year
and
work
with
owners
over

summer
to
shape
what
security
resources
are
going
to
look
like
they
asked

people

the
weekend
evenings
we've
responded
accordingly
and
that
five-year
plan

have

active
over
the
summer,

we're

forward

partnership

those
