founded
by
cotman
avenue,
the
montgomery
county
line,
the
bucks
county
line,
interstate

This
area
makes
up
a
significant
portion
of
the
10th
councilmanic
district.

proposed
bill
converts
14
commercial
centers
by
downgrading
the

commercial,

are
several
uses

will
no
longer
be
permitted
by
wright
that
include
educational
facilities,

largest
number

residents

helped

reduce

corrective
rezoning,
guided
by
the
goals

the
plan
to
match
zoning
designations
to
existing
uses
that
will
protect
single-family
housing,
reflect
existing
multi-family
housing
and
update
industrial
and
commercial
zoning.

amend
the
philadelphia
zoning
maps

changing
the
zoning
designations

certain
areas

land
located
within
an
area
bounded
by
lehigh
avenue,
frankfurt
avenue,

street
and

street.

that
the
short
title
is
larger
than
the
area
to
be
rezoned,
which
is
in
which
is
within
a
smaller
boundary
of
front
street
kensington
street
lehigh
avenue

street

burke

norris
square
neighborhood.
The
proposed
bill
will
reduce
non-conformities
by
correctively
zoning,
single-family

multi-family
residential
blocks,

providing

properties

amends
the
zoning
code
by
adding
a
new
overlay
district
entitled

chestnut
street
overlay
district.
This
overlay
is
proposed
would
apply
to
portions
of
the
south
side
of
the
2000
block
of
chestnut
street
bill.

200348
is
intended
to
allow
for
the
redevelopment
of
the
former
pha
office
building
and
parking
lot
located
at
2012
to
2018
chestnut
street.
According
to
the
plans
proposed
by
altera
property
group
in
consultation
with
pha
and
the
center
city
residents
association,
the
developer
has
offered
amendments
to
the
bill
after
working
with
the
center
city
residents
association.

The
amendment
specifically
requires
that,
if
any
exterior
design
changes
occur,
they
must
go
to
civic
design
review.
The
code
already
would
refer
any
changes
to
license
and
inspections
and
cdr,
and
that,
since
this
process
currently
exists
in
the
code
and
pcpc
regulations,
it
is
not
necessary
to
repeat
in
the
bill.

The
project
team
is
requesting
that
off-site
parking
be
increased
from
one
thousand
feet:
approximately
one-fifth
of
a
mile
to
three
thousand
feet
approximately
three-fifths
of
a
mile.
We
feel
that
distance
is
too
large
to
memorialize
in
any
part
of
the
code.
The
project
team
has
also
written
into
this
overlay
that
they
have
the
ability
to
revisit
their
parking
requirements
after
the
building
is
occupied
and
change.
The
terms
of
what
the
building
permit
include
this
appears
to
be
an
attempt
to
exempt
from
a
requirement
that
they
agreed
to
meet
in
order
to
construct
the
building.

This
also
may
prove
a
challenge
to
license
and
inspections
in
their
review
of
the
project
and
future
uses
on
the
property.
We
feel
that
this
should
go
through
the
traditional
zoning
review
process
if
they
choose
not
to
meet
the
parking
requirements
after
the
building
is
occupied,
the
project
team
also
would
like
to
exempt
themselves
from
loading
requirements
and
meet
the
loading
needs
of
the
building
on
street.
We
acknowledge
that
chestnut
has
a
dedicated
bus
lane
and
ionic
street
is
a
dead
end.

We
also
recommend
that
the
bill
not
become
effective
until
streets
department
has
approved,
of
the
loading
plan
and
ppa
has
indicated
that
they
will
become
a
signed
loading
space.
The
philadelphia
city
planning
commission
considered
bill
number
200348
at
its
meeting
of
april
8
2021
and
recommended
disapproval,
even
with
the
proposed
amendments.
As
this
bill
is
spot
zoning
for
a
specific
development
project,
it
has
some
technical
changes
that
should
be
corrected
before
passage.
The
commission
sees
the
zoning
board
of
adjustment
as
a
better
path
for
approval
of
the
project
on
site.

Pha
fully
fully
supports
the
proposed
development
plan
for
2012
chestnut
street,
a
development
that
presents
a
great
opportunity
for
the
city
for
pha
and
the
residents
pha
serves
the
philadelphia
housing
authority.
As
you
know,
a
councilman
has
been
working
on
the
project
at
2012
chestnut
street,
with
altera
property
group
and
real
capital
management.
The
development
team
for
several
years
now
in
developing
new,
affordable
housing,
ph
strives
to
locate
affordable
units
throughout
the
city.
I
Pha
also
believes
that
integrating
affordable
housing
with
market
rate
development
accomplishes
many
goals.
Mixed
income
communities,
especially
in
high
opportunity
areas
like
center
city,
tend
to
have
a
better
economic
opportunity
for
affordable
residents,
resulting
in
better
socioeconomic
outcomes
for
families
with
low
incomes.
I
Phe
one
pha
propose
the
2012
chestnut
street
of
2012
chestnut
street.
It
was
with
a
clear
understanding
that
the
final
development
must
must
contain
workforce,
affordable
housing
units
ph's
overall
vision
is
to
build
and
maintain
affordable
housing
in
the
city
of
philadelphia,
either
directly
or
through
partners.

The
income
levels
of
tenants
are
based
on
the
levels
required
to
obtain
the
mixed
income.
Zoning
bonus,
keeping
keeping
a
consistency
throughout
the
city
in
terms
of
affordable
income
requirements,
which
is
60
of
the
area.
Median
income
pha
anticipates
that
most
residents
will
not
own
cars,
but
the
off-site
parking
spaces
will
allow
those
that
do
to
park
within
the
neighborhood
without
paying
exorbitant
parking
fees,
which
is
consistent
with
the
workforce
development
housing
model.

Similarly,
the
anticipated
retail
and
or
restaurant
uses
will
add
desirable
amenities
for
the
residents
and
then
live
in
this
portion
of
chestnut
street.
The
building
is
in
keeping
with
other
newer
buildings
in
this
neighborhood
in
terms
of
the
balkan
massing
and
the
zoning
changes
that
will
permit
the
construction
that
will
permit
the
construction
that
have
been
vetted
by
the
local
community
rco.
I
I
am
confident
the
development
team
is
committed
to
getting
this
project
done,
and
I
am
very
pleased
that
they
have
an
extensive
engagement,
that
they
had
an
extensive
engagement
with
the
community
and
were
able
to
successfully
prepare
a
community
benefits
agreement.
The
potential
for
a
long
delay
going
through
the
zoning
process
without
the
support
of
the
community,
would
have
caused
irreparable
economic
harm
to
the
project,
endangering
the
creation
of
affordable
housing
in
this
high
opportunity
area.

want
a
record
of
saying-
and
I
am
the
sponsor
of
the
bill.
This
bill
has
been
a
long
time
coming
a
very,
very
long
and
thorough
process,
particularly
when
it
comes
to
community
involvement
and
the
developer
working
in
partnership
with
cccra,
which
is
center
city
residents.
Association,
totally
changed
the
design
of
the
building
to
meet
the
needs
and
address
the
issues
of
the
constituents
from
ccra,
which
are
the
neighbors
that
live
in
center
city,
but
also
kelvin.

just
want

also
acknowledge
you
for
again
making
sure
that
we
address
issues
around
affordable
workforce
housing
in
the
city
of
philadelphia.

all
know
that's
prime
real
estate
on
chestnut
street
and

you

team

work
in
partnership
with
our
tear
just
to
make
sure
that
people
have
an
opportunity
to
live
anywhere
in
the
city
of
philadelphia,
regardless

their
zip
code
or
their
checkbook
or
their
pocketbook.

partnership

that
plenty

asked
for
some
additional
compromises
and
concessions
which
we
have
seen
have
been
put
forth
with
the

the
last
amendments,
and
then

just

upfront.

planning
commission
moving
forward,
there's
been
a
four
year
process,
and
so,
if
they
want
it
at
the
table,
you
know
from
the
onset
in
terms
of
working
and
partnership
with
the
community.
That's
not
on
it!

who
put
forth
the
project,
I'm
gonna
put
it
out
there.
I
believe
that's
on
planning
in
terms
of
doing
their
due
diligence,
but
there
have
been
some
limits
from
a
compromising
standpoint
and
hopefully
we'll
have
this
opportunity
to
move
forward,
and
so
I
just
want
to
put
that
out
there
and
as
for
the
clerk
to
please

the
next

the
project
to
2012
chestnut
street.
I'm
here
today,
testifying
in
support
of
ordinance
number
two:
zero
zero.
Three,

As
an
introductory
matter.
I
would
note
that
ccra
has
a
policy,
disfavoring
ordinances
for
specific
projects
and
preferring
the
developers
utilize.
The
zoning
variance
process.

Instead,
that
process
provides
for
a
more
orderly
adjustment
to
the
zoning
code.
Company
government
was
persuaded
that
the
developers
met
the
standards
for
an
exception
to
our
zoning
variance
policy
because
of
the
substantial
benefit
of
workforce
housing
to
which
the
developers
are
committed,
a
policy
which
runs
with
the
land
and
is
enforceable
in
perpetuity.

The
developers
also
responded
positively
to
ccra's
architectural
concerns
about
the
building,
including
massing
materials,
skyplane
compliance,
loading
street
frontage
and
usage.
This
site
has
been
vacant
in
an
eyesore
for
a
very
long
time.
When
the
developers
approached
ccra
about
the
project,
the
task
force
was
appointed
to
work
with
them,
which
they
did
for
over
a
year.
The
resulting
project
resulted
in
a
superb
community
benefits.
Agreement
was
exposed
to
the
community
at
a
public
meeting
attending
by
25
neighbors,
none
of
whom
raised
any
objections
and
was
unanimously
approved
by
the
ccra
board.

I've
been
on
the
center
c
resident
association's
board
of
directors
for
the
last
25
years,
and
I've
shared
many
tasks
forced
over
that
time.
I
will
start
out
by
saying
I
am
very,
very
proud,
very
proud
of
this
project.

Finally,
through
the
pandemic-
and
it
wasn't
easy,
we
came
up
with
a
design
that
everyone
was
agreed
upon.
It
does
a
lot
of
positive
things.
It
keeps
a
commercial
on
the
first
floor.
Streetscape
and
such

second
job
we
had
to
do
is
work
through
a
community
benefits
agreement,
which
also
was
not
easy,
and,
within
this
I'm
very
proud
to
say,
we
were
able
to
incorporate
minority
workforce.

is
something
we
are
extremely
proud
of.
I
want
to
put
this
out
is
that,
most
importantly,
ccr
worked
to
lower
the
ami
for
a
much
more
inclusive
and
targeted
city
of
philadelphia
population.

could
have
one

it

have
been.
The
federal
and
altera
property
joined
with
us
for
this
more
targeted
population,
which
I'm
super
proud
of.
We
work
for
the
property
to
be
green
street,
skate
exterior
maintenance,
trash
deliveries,
a
loading
which
I'll
touch
on
in
just
a
second,
so
working
through
this
community
benefits
screen
was
not
an
easy
task.

One
of
the
things
I'll
just
say
what
catapulted
us
more
so
was
a
few
statements
from
some
very
important
people,
john
rhee,
from
altar
property.
We
had
zoom
meetings
about
three
or
four
of
them
over
the
course
and
his
experience
in
developing,
affordable
housing
in
new
york
and
elsewhere
in
the
country
really
said.
You
need
a
very
well
and
productive
and
inclusive
property,
and
that
was
one
of
the
major
reasons
we
went
with
this
design.

Nobody
in
the
city
of
philadelphia
doesn't
feel
that
affordable
housing
is
not
needed
in
this
time
and
day
and
that's
what
really
put
us
through
to
get
through
the
grant.
This
ordinance
you'd
rather
go
through
the
cba,
but
we
feel
it's
important
and
mr
jeremiah's
testimony
that
his
professional
is
that
nine
times
out
of
ten
there's
appeals,
we
didn't
want
to
see
that
so
we
worked
with
design
four
iterations.
We
worked
through
a
community
benefits.

love

touch
base
on
the
parking,
because
I
think
it's
actually
a
true
great
model
because
different
properties,
I'm
a
realtor.
I've
been
a
realtor
for
over
30
years,
close
to
30
years
and
different
properties,
use
parking,
different
ways
and
you
take
a
property
that
is
a
high
end
with
which
selling
condominiums
or
so
yes,
they
absolutely
need
to
parking
sellers,
but
certain
properties.

go
green
and
we
think
we
struck
the
right
balance
with
this
parking
which

you

I'll,
go
into
more
detail,
but
I
don't
want
to
keep
on

But
overall,
the
center
city
resident
association
is

proud

working
with

pha
altera
properties
in
councilman
johnson's
office.

think

really
struck

beautiful
building
well
designed

well-balanced
community
benefits
agreement.

it's

district

gentrification

between

who
want

move

stepping
up
to
the

make
sure
this
is
a
diverse

inclusive

figure
this
thing

down

being
able
to
get
both
the
developer,

community

pha

affordability
part
all
into
it
is
a
great
job,
an
example
to
all
of
us
to
follow.

bill
that
I
introduced
after
working
closely
with
planning
after
our
december
1st
rules
committee
hearing
last
year
and
in
that
committee
hearing,
we
were
discussing
the
proposed
winfield
overlay
that
was
offered
and
introduced
by
our
colleague,
councilmember
jones,
related
to
the
proliferation
of
certain
types
of
convenience
stores
setting
up
on
one
commercial
corridor.

But
they
were
all
selling
drug
paraphernalia
when
in
actuality
they
apply
for
zoning
permits
to
sell
only
convenience
items
and
they
apply
for
permits
to
only
sell
convenience
items.
So
we
also
discuss
in
that
committee
meeting
the
prevalence
of
the
opening
of
these
stores
across
commercial
corridors
in
the
city
of
philadelphia,
so
that
particular
overlay
was
specific
to
winfield.

we
are
really

get
a

on
this
process
and
we
have
heard
from
communities
across
our
city
who
have
told
us
that
these
unregulated
sales
really
impact
the
quality

their
commercial
corridors
and
unfortunately,
anecdotally

these
stores

linked
to
some
of
the
illegal
drug
activity.
That's
happening
in
the
community.

must
address
these
issues
to
really
protect
the
health
and
safety

communities,

quickly

the

leaders
who
were
on

calls

us

past

calls
for
all
the
rcos,
and
I'm

really

legislation

starts

zoning
here
in

city
of
philadelphia-

I
know
planning
is
quite
aware

that,

we
as
neighborhoods
changes
and
neighborhoods
grow.
The
quality
of
life
is
affected
in
certain
ways.

Commercial
corridors
are
the
lifeline
veins
to
our
neighborhoods
right,
because
it
gives
the
opportunities
for
small
businesses,
which
represents
about
85
of
our
businesses
in
the
city
of
philadelphia
right
in
our
neighborhoods
adjacent
to
our
neighborhoods
adjacent
to
where
I
grew
up
adjacent
to
where
my
mother
lives
right
now
and
when
we
have
uses
that
are
appearing
by
right.
That
should
be
regulated
users
all
right.
I
am
so
happy
that
councilwoman
gilmore
richardson
sees
the
quality
of
life
being
destroyed
in
our
neighborhoods.

We,
as
commercial
corridors
in
the
city
philadelphia
have
just
invested
in
city
councils
that
just
invested
10
million
dollars
over
the
past
two
years.
Another
two
million
dollars
submitted
in
this
year's
budget
and
to
have
regulated
uses
by
right
on
our
commercial
quarters
are
unacceptable
and
they're
appearing
in
different
ways.
I
have
five
candy
stores
that
sell
very
little
candy.

of
the
five
have
two
different
names
sign
controls,
which
is
zoning
issues
are
or
not
being
enforced.
It
looks
like
vegas
hours
of
operation,
some
of
them
are
24
hours,
some
of
them
all
shut
down
as
long
as
somebody's
walking
in
which
could
be
two
o'clock
in
the
morning,
there's
plexi
class
as
soon
as
you
walk
in,
which
is
illegal,
they're
selling
black
market
cigarettes
and
as
the
sponsor
of
the
bill
catholic
gilmore
richardson
had
noted.

are,

know,
said
pointing
to
illegal
drug
sales,
all
that
affects
the
quality
of
life

I'm
hoping
by
regulating
this
zoning.
These
issues
with
zoning
and
having
it
being
recognized
in

zoning
code
gives

tools

enforcement
to

and
I,
which
I
hope
and
pray
illinois
enforces
because
I
know
they're
overworked
and
understand,
because
not
too
many
people
are
walking
out
of
these
candy
shops
with
swedish
fish.

sales

category
and
you
specific
standards
all
under
certain
terms
and
conditions.

legislation
provides
definitions
of
specific
drug
paraphernalia
which
are
not
accessory
to
the
use
of
tobacco
products.
The
code
provides
a
list
of
uses
that
includes
bongs,
dab,
rigs,
glass
pipes,
bowl
grinders,
herbal
infusers,
netherscope
or
love
rose
and
water
pipes.
This
bill
does
not
address
items
that
would
traditionally
be
accessory
to
tobacco
uses,
which
include
pipe
cleaners,
ashtrays,
lighters
or
rolling
papers.

every

Excuse

this

does

include
everyday
items

multiple
legal
uses

have
been
concerned
for
some
time
about
the
number
of
stores
selling
various
forms
of
drug
paraphernalia
within
our
civic
association's
boundaries.
While

number
of
retail
stores
selling
such
items
outright
is
small.
Some
retailers
we've
noticed
that
are
pressed
to
maintain
sales
due
to
the
economic
challenges
posed
by
the
covet.

pandemic
are
quietly
selling
such
merchandise
under
the
counter,
thus
avoiding
not
only
sales
taxes
but
public
scrutiny.

If
I
may
share
a
recent
example,
a
neighborhood
store
located
on
the
direct
route
to
an
elementary
school,
ostensibly
sold
phones
and
tobacco
products,
but
was
also
selling
drug
paraphernalia,
including
bongs,
glass,
pipes,
blunts
and
other
items.
The
worst
ones
being
sold,
though,
were
soda
and
juice
cans
with
false
bottoms,
which
could
be
used
to
either
hide
illegal
drugs
or
drug
paraphernalia
or
even
be
purchased
with
drugs
in
them,
and
this
store
would
sell
these
items
to
anyone
regardless
of
age
because
of
the
then
current
law.

That
is
why
we
need
this
bill,
which
updates
title
14
to
reflect
the
current
kinds
of
drug
paraphernalia
and
updates
the
zoning
code
to
allow
communities
like
ours,
a
legal
way
to
limit
the
number
of
such
retail
establishments
and
control

negative
impact
these
stores
can
have
on
our
neighborhoods.

time
to

serious

ignoring
the
proliferation
of
stopping
the
location

liquor
stores.

we
must
add
drug
paraphernalia
stores

that
list
as
well.
Continuing
to
permit
an
excessive
amount
of
lucid
businesses
to
set
up
shop
will
only
result
in
irreversible
destruction
of
various
philadelphia
neighborhoods.

square
community
alliance
has
been
in
the
forefront
of
affordable
housing
development
in

northern
square
neighborhood

over
35
years.

continue
to
carry
our
mission
by
providing
housing,
education
and
economic
opportunities
to
the
residents
and
neighbor
of
this
community.

Due
to
the
incorrect
sonic
categories,
developers
are
taking
advantage
of
the
current
zoning
to
underpaid
properties
at
a
single
family
price
and
later
request
some
variants
to
build
multi-family
units.
We
believe
this
process
is
running
near
neighbors
from
an
equitable
share
of
the
well
of
their
neighborhood.

By
this
situation,
we
are
formally
requesting
a
corrective
zoning
for
our
properties
in
the
north
square
catchment
area

able
to
effectively
serve
the
community,
have
equitable
development
and
provide
our
residents

fair
chance

as
an

requesting
that
the
zoning
gets
corrected

those
properties
that

suited

multi-family

commercial

square

area

really
trying

manage

conversation
about

equitable
development

new
developments

that
folks
can
choose
to
stay
but

the
same
time
can
maximize
the
equity
that
they
have
on
their
on
their
properties.

process,

all
of
my
colleagues,
know
particularly
district
council

is
not
easy,
but
because

work
and
the
proactive
nature
in
which
both
the
planning
worked
with
north
square
civic
and
the
other
rcos,
along

long-term
vision
for
south
kensington,
our
work
with
the
philadelphia
housing
authority

allocate
hundreds
of
properties
to
long-term
affordability,
as
well
as
our
work
with
the
land
bank
and
others
around
affordability.

think
this
bill

particular
puts
us
in
a
better
spot,
and
so
I
want
to
thank
all
of
the
folks

amendments

this
