During the public hearing of the Rules Committee, testimony was heard on Bill No. 140906: An Ordinance amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-203, entitled "Definitions," and by amending Chapter 14-500, entitled "Overlay Zoning Districts," to add a new Section 14-516, entitled "/UED Urban Experiential Display Overlay Control District," all under certain terms and conditions.

under
the
proposal.

assume

be
a
beneficiary
of
an
opportunity
to
display
what
we
do
on
the
screens.
Nonetheless,
center
city
residents
association
joins
with
Planning
Commission
in
opposition
to
the
you
Ed
overlay
to
to
their
credit.

been
working
for
more
than
a
year
on
non
accessory
billboards
three
years,
and
this
is
designed
as
an
overlay.

be
clear,
this
will
be
an
exemption
from
the
legislation
that
mr.
Heenan

his
group
has
been
working
on
for
many
years.
We
had
already
an
exception
in
overlay
and
market
east
and
the
rationale
for
that
was
that
that
was
going
to
promote
economic
development
and
market
east.

saw

saw
a
number

kind

the
amendments

a
lot

those

very
good
amendments
and
substantially
improve

proposed

had
concerns

impact
on

realm,

on
the
size

the
height
of
these

the
enormity
and
seventy
percent
of
the
content
is
going
to
be
commercial.

who

finished

years

public
schools
and
just
got

college

pretty
decent
ride.
We
won't
go
too

so
I
guess:
there's
been
an
attempt
to
kind
of
go
into
manouche
a
talking
about
nits
and
little
bits
of
measurement,
and
I
want
to
say.

noticed
a

brought

give
you

little
sense
of
it,
and

would
say
I
feel
that
that
definitely
cheapened
the
feel
this

and
is
an
ugly
distraction,

audience

commercials

aim
directly
at

think

wrong

has
one
and
the
vanity
of
proposing
that,
like
in
some
medieval
city,
we
would
need
to
gather
by
these
led
machines
to
be
told
that
there's
an
Amber
Alert
last
night
at
two
o'clock
which
I
got
on
my
mobile
device
mobile,
is
the
future
and
everybody
in
d.
Hall
knows
that
everybody
young
I
speak
to
knows
it.
It's
targeted,
it
is
measurable.
Outdoor
cannot
be
efficiently
measured,
it
cannot
be
targeted
and
in
fact
they
are
shying
away
from
any
deliberate
proof
of
how
well
it
works.

could
do
scans
to
show
the
drivers
will
be
distracted
on
Broad
Street
and
look
at
that
sign
that
you
place
outside
the
convention
center,

they
will
not
do
those
measurements
because
it
would
expose
them
to
liability.
So
the
remaining
scraps
of
the
Billboard
mystery
are
trying
to
change
them
at
the
television
sets
and
place
them
by
expressways
and
by
pedestrians
and
by
our
public
streets,
but
they
do
not
and
will
not
ever
state
how
effective
they
are
distracting
drivers,
because
that
will
open
them
to
liability.

Nonetheless,
if
it
happens,
I
submit
that
as
partners
with
mr.
Bartkowski,
you
may
be
parties
to
liability
on
that
in
Philadelphia
has
a
lot
of
lawyers.
Speaking
of
lawyers,
just
an
observation.
Mr.
Bartowski
has
been
associated
with
using
the
courts
significantly
along
the
main
line
to
force
billboards
into
cities
and
townships
that
don't
wish
him
to
be
there
before
you
partner
up
her
work
with
him.
I
think
you
should
keep
that
in
mind.
I
Now
some
of
the
specific
things
that
were
stated
here
by
various
supporters,
including
the
fellow
from
the
avenue
of
the
arts
and
the
convention
center,
the
convention
center
gentleman
was
stating
that
he
had
a
problem
with
people
finding
the
invention
center.
By
the
time
they
reach
broad
and
arch,
and
the
set
sign
would
have
utility
to
which
I
say.
Perhaps
you
should
fire
your
marketing
people
I
have
bent
the
convention
centers
in
there
in
recent
years,
in
Los,
Angeles,
Las,
Vegas,
London
Atlanta
in
New,
York
City
and
none
relied
on
outdoor
electronic
signs
to.
I
Let
me
know
what
was
going
on
inside,
except
in
a
very
very
brief
way.
Generally,
they
use
often
movie
Marquis
or
mere
banners.
Everything
was
transmitted
through
iPads
and
smart
devices.
So
putting
a
bet
on
that,
you
are
you
putting
a
bed
on

need
to
reach
people
through

billboard
in
the

those
businesses

that

of

Art,

the

bar
is
set

high

Philadelphia,

we
can
see
just
by
looking
around

building
where
all
this
work
is
transacted

at
that
presentation
and
I
look
at
a
lot
of
digital
presentations,
probably
more
than
is
healthy
for
me.
I
live
in
a
digital
world
and
I.
Don't
know
how
long
catalyst
and
mr.
Bartowski
have
had
to
work
on
that

would
not
even
call
it
yeah
and
are
we
gonna
raise
it
on?

is
everything
I'm
saying

the
record,
so
I

the
first
person

to
go
on
record

saying

room

not

aesthetic

taste

bar

set

that
PowerPoint
we
just
looked
at
gives
me
very
little
confidence
and
speaking
of
lack
of
confidence,
we
had
the
Avenue
in

arts
gentleman
he's
saying

think
the
figure
in
question
here.
One
is
about
125,000
place
that
against
the
Kimmel
centers
and
the
Suzanne
Robert
cedar
recently
shuttered
and
all
the
other
construction
there
I'm
not
sure

would
bet
on
that.
Guy's
advice
on
what
new
buildings
are.
Construction
are
going
to
be
the
most
financially

enumerative
for
the
city.

attempting

sort

greenwash
this

way
the
casino
said

money
to
schools
and
so
on

try
and
get
it
into
argument
of
how
many
slots
versus

kids
helped

to
help
these
nonprofits

think
you're
immediately,
it's
not
a
slippery
slope.

is
a
cliff
we're
immediately.
You
introduced
a
political
problem
of
who
doesn't
get
the
money
from
that
blight
and
why

business

my
nonprofit
is
closer,

you
have
an
effect
of
splitting
it.

effect
of
laziness
because
those
people
are
supposed
to
do
their
jobs
and
get
money
other
ways,
rather
than
pimping
off
our
public
environment.
For
a
little
bit
of
short
money
on
these,
you
EDS,
which
is

got
to
say
even
that
she
betrays
a
lack
of
real
planning
or
thought
in
the
marketing
to
come
up
with
you
Edie's,
while
we're
in
the
midst
of
the
longest
war
in
our
country's
history.
There's
two
other
there's
some
brand
names
that
weren't
mentioned.

Philadelphia
itself
is
a
brand
name,
and
I
don't
mean
the
cream
cheese

mean
the
city.
We
have
a
lot
of
problems,
we
have
carpenters
fussing
around
outside
the
convention
center.
We
have
our
schools,
they
consume
huge
amount
to
your
time
and
they
can
zoom
the
time
of
other
businesses
and
people
wishing
to
settle
here.

You
want
to
defend
the
brand
of
Philadelphia
and
by
putting
up
these
TVs
on
a
stick,
people
of
sophistication
look
and
say
they
did
that
that's
the
kind
of
thing
that
makes
me
think
maybe
I'll
go
I'll,
go
a
little
bit
further
down
to
Raleigh
North
Carolina
to
their
tech
triangle
or
somewhere,
where
they
don't
put
up
with
that.
Additionally,
City
Council
themselves,
you
have
there
it's
going
to
hurt
you
in
two
ways,
one
as
the
rules
Commission
and
then
later
the
entire
council.
If
you
say
yes
or
don't
cut
this
idea
off
now.

Think
of
the
other
junk,
that's
coming
down
the
road,
because
this
is
junk
and
you're
going
to
have
other
people
going.
I
can
make
a
little
money
by
doing
this
or
that
it
means
you're.
Gonna
have
that
you've
lowered
the
bar
and
you're
going
to
have
to
entertain
more
junk
and
waste
more
time
when
you
should
be
saving
schools
so
that
other
kids
can
have
the
experience
my
son
did
at
Masterman,
which
is
rare
as

teeth
in
philadelphia.

time
is
important.

shouldn't
waste
it
on
this
stuff
and

this

mainly

be
Times
Square,

maybe
that

us

sell

merchants

having
a
huge

succeeded,

created

economic
foundation
for

they
have
done
there,
and

has
huge
enforcement
issues.

saying
can
be
checked

Maybe
if
we
got
this
gigantic
LED
sign
made
up

think
mostly
Chinese
components
and
employs
almost
no
one
once
its
installed
other
than
a
few
switches
and
programmers
that
it's
going
to
somehow
attract
people
that
are
going
to
go.
Geez
stuff,
that
lights
up
the
things
that
attract
people
to
philly
the
most
are
a
bell
that
doesn't
ring
a
boxer
statue
that
doesn't
box
a
piece
of
paper
in
a
case
signed
in
1776.

I
think,
though,
we
have
to
end
an
art
museum
where
the
vast
majority
of
stuff
on
the
wall
does
not
light
up.
Those
are
the
things
that
bring
tourists
here,
not
you
know
a
couple
of
gimmicks
on
sticks
in
a
few
areas
where
they've
obviously
been
separated
almost
as
though
they
have
realized
subconsciously
the
toxicity
and
how
morally
it
affects
our
streetscape
they're
going

just

these

other
nonprofits
go.

it

know
that
in
in
concept,
I
think
we
are
getting
closer
to
move
indoors
or
city
forward.

displays

signs
for

we
will
get

were
approximately

engaged

the
process
which
is

This
is
extremely
encouraging,
working
with
the
administration
as
well.
The
consistency
is
certainly
in
the

the
measurements
in
the
audio
and
the
visual
and
illumination,
and
several
other
things
that
we,
you
know,
continued
to
work
out
throughout
this
process.

the

sponsor
councilman
squill
I
appreciate
your
your

working
towards

signs
are
brightness

important

able
to
enforce

issue

legislation

able
to
handle
the
enforcement
of
brightness

the
belt
and
suspenders
mode
of
having
both
knits

foot
candles
as
part

measuring

brightness
will

give
people
the
wherewithal
to
understand
it

then
also
understand
how
we
can
enforce
it.
