The Committee on Transportation and Public Utilities of the Council of the City of Philadelphia held a Public Hearing on Friday, April 26, 2019, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following items:
180976 An Ordinance authorizing the Procurement Commissioner to enter into agreements to purchase electricity, natural gas and motor fuel for use by the City in City facilities and vehicles, including agreements that obligate payment for delivery of such energy supplies in future fiscal years, all under certain terms and conditions.
181081 Resolution authorizing the Committee on Transportation and Public Utilities to conduct hearings regarding the sustainability of the Philadelphia Gas Works.

Even
when
we
don't
agree,
I
respect
the
work
you
do
and
encourage
you
to
continue
and
keep
putting
up
the
pressure.

wanna

Christine
Knapp

her

who
have
been
working
tirelessly,
mostly
behind
the
scenes
to
address
climate
change
and
significant
necessary
ways
here
in
the
city

Philadelphia

The
refineries
emits
toxic
chemicals
pollution
causes,
asthma,
cancer
and
other
respiratory
illnesses,
see
my
submitted
testimony
for
the
data
proving
this
really
thrive,
conducted
a
survey
in
South
Philadelphia.
Thirty,
three
point:
seven
percent
of
participants
living
near
the
refinery
have
asthma
I've
experienced
firsthand.
What
it's
like
to
live
nearby,
polluting
fossil
fuels,
I
feel
sad
and
angry
about
this.
I
am
breathing
this
toxic
air
and
I
don't
feel
good
about
it.
I
also
have
family
members
who
suffer
from
asthma,
and
many
people
in
this
room
are
directly
affected
by
it
as
well.

We
want
more
jobs
for
the
community.
A
lot
of
jobs
have
moved
from
the
city
into
the
suburbs.
My
community
has
been
left
behind.
The
transitions
of
PGW
must
include
a
plan
to
protect
current
jobs
and
create
new
jobs
for
people
in
my
community
who
can't
find
work.
An
important
piece
of
this
conversation
is
cost
of
utilities.
I
know
PGW
wants
to
keep
it
affordable
for
ratepayers,
but
natural
gas
and
fossil
fuels
is
not
the
solution
to
this.
The
cost
of
having
fossil
fuels
in
our
neighborhoods.
It's
too
high.

labor
and
centering
communities
like
mine,
targeted
by
racism
and
classism
I,
am
speaking
as
the
voice
for
those
that
can't
be
here
or
are
no
longer
with
us.
We
want
to
say,
and
what
goes
on
in
our
communities.

want
to
be
a
part
of
the
decisions
about
the
future
of
PGW
I.

We're
here

about
the
sustainability
of
PGW,
but
I
first
want
to
name
in
the
room,
what
is
unsustainable
about
PGW
and
about
our
current
environmental
and
economic
systems.
So
we
know
that
it's
unsustainable
to
burn
coal,
oil
and
gas.
We
know
that
if
left
unchecked,
this
catastrophe
will
cause
flooding,
it
will
cause
increased
asthma
rates
and
we'll
call
increase
and
exacerbate
the
housing
crisis
that
we
already
have
in
Philadelphia.

mean
I'm
here
to
tell
council
that
that
is
no
longer
the
political
reality
in
this
country
that
young
people
will
no
longer
tolerate
a
system
that
is
unjust,
with
no
plan
to
address
it.
So,
according
to
the
latest
international
panel
on
climate
change,
we
have
11
years
to
radically
decarbonize
our
economy
to
avert
the
worst
effects
of
climate
change.
The
city
of
Philadelphia
has
made
a
commitment
to
reduce
emissions
80%
by
2050
I.

We
also
know,
and
we'll
hear,
a
lot,
that
it
is
unfeasible
to
pursue
the
solutions
that
we
need
with
the
current
funding
and
laws
that
we
have
around
asking
for
renewables.
But
we
have
this
opportunity
to
do
this
study
and,
if
we're
not
doing
it
with
the
goals
of
carbon
zero
heating
by
2030
and
with
the
goal
of
asking
for
the
money
and
the
resources
that
it
will
need.
If
we
do
that
study
with
the
limited
resources
that
we
have
access
to
now,
we
know
what
will
happen.
We
know
that
it
will
increase
asthma
rates.

that
it
will
increase
the
likelihood
of
flooding
in
South,
Philly
and
across
the
city.
We
know
that
unless
we
Center
the
issues
that
have
been
the
problems
for
so
long
in
the
solution
that
we
will
just
continue
to
exacerbate
inequality,
rate
poverty
and
the
climate
crisis,
and
so
our
demand
as
young
people
is
that
the
study
that
we
we
want
you
to
invest
in
a
study
that
will
consider
what
we
need
to
do
to
make
PGW
a
sustainable
part
of
this
city.

members

the
committee

transportation
and
public
utility
says
before
I
read
of
this
written
testimony,
and
you
know
thank
you
for
allowing
us
to
testify
today
and
you
know
preachers
sometimes
deviate
a
little
bit
from
the
script.
So
you
know,
I
grew
up
in
South,
Philadelphia
I
went
to
school
that
child's
elementary
I
went
to
their
middle
school.

Then
Virginia
high
school
I
prepared
the
church,
Arunima
Baptist
24th
in
Dickerson
streets,
I
lived
at
18th
in
Ellsworth
with
my
mom
and
she
still
lives
on
that
block,
and
our
first
house
was
at
23rd
and
Morris
streets.
I
raised
three
children
there
until
they,
where
their
teens,
my
youngest
daughter
and
I
shared
the
stories
self
itas.
My
youngest
daughter,
who
is
an
incredibly
talented
young
lady,
grew
up
with
asthma
right
there
on
that
block
of
23rd
and
March
streets.

The
images,
in
my
mind,
are
still
very
clear
of
being
in
her
room
watching
and
hoping
and
praying
for
that
as
machine
to
to
work
whether
and
we
should
take
it
to
the
hospital
or
not
whether
we
should
take
care
whether
we
needed
to
do
some
extraordinary
thing
to
help
her.
It
is
a
helpless
thing
when
you're,
when
your
child
is
gasping
for
air
and
there's
nothing,
you
can
do
the
recognition
that
25
percent
of
our
children
in
the
city
of
Philadelphia
in
some
places,
30
to
40
percent
of
our
children,
are
in
that
condition.

But
if
he
knew
that
his
grand
great
grandchild
would
be
gasping
for
air
because
of
a
very
plant
that
he
worked
at,
he
would
not
want
that
job
and
I
say
that
to
you
very
clearly,
it
can't
be
about
jobs
and
health
because
it
has
to
be
about
health
and
jobs
for
everyone.
We
got
to
have
a
livable
and
breathable
economy
that
all
can
thrive
on
that
all
of
our
children
can
be
able
to
breathe
air
and
know.
At
the
same
time,
their
father
has
a
good
and
decent
paying
job.

We
cannot
compromise,
cannot
compromise
that,
and
so,
when
I
look
at
my
daughter
for
the
first
twelve
years
of
her
life,
she
gasped
for
air,
as
we
saw
that
refinery.
Just
a
few
blocks
away
from
us
admit
some
gas
that
they
told
us
was
steam
old.
Every
day
after
day
after
day
and
she
gasps
for
air
all
of
that
time
until
we
had
enough
money
to
move
her
out
of
that
community
and
move
it
to
another
place
and
literally
within
one
month,
she
never
had
an
asthma
attack.
Again
literally
in
one
month.

She
we
were
able
to
throw
the
Asuna
machine
away
and
now
she's
26
years
of
old
age.
She's
never
had
another
asthma
attack,
she's
coming
back
to
the
city,
to
be
a
public
defender
at
the
coffee
or
public
defender's
office
and
and
she's
lived
a
wonderful
life,
but
if
we
could
not
have
moved
would
she
have
had
that
life?

These
are
the
choices
that
you
have
to
make.
When
you
allow
these
kinds
of
plans
to
come
into
our
community,
they
always
seem
to
find
a
way
that
want
to
put
these
things
there,
black
and
brown
people.
They
always
seem
to
find
a
way
to
wither
if
it's
the
scepter
plant
in
North,
Philadelphia
or
the
Southwest
plant
or
the
plant
that
I
lived
around
as
always
seeming
to
me,
some
poor
black
and
brown
people
that
they
put
this
around
and
they
say
this
is
all
right
and
it's
safe
and
it's
never
safe,
never
safe.

Transitioning
PGW
into
a
renewable
energy
future
is
an
opportunity
to
face
the
great
moral
issues
of
the
day.
How
can
we
build
a
racial
and
economic
justice
on
a
livable
planet
and
I've
served
you
some
essential
points
right
now
to
make
this
journey
clear
number
one
that
PGW
is
a
public
utility.
It
is
ours
hell
collectively
by
the
residents
of
Philadelphia.
This
means
PGW
has
a
duty
to
be
responsive
to
the
public
it
serves.

It
also
means
that
City
Council,
as
a
governing
body,
is
uniquely
positioned
to
translate
the
transition
away
from
fossil
fuels,
with
the
interests
of
residents
the
labor
force
in
our
environment
as
paramount.
We
do
not
have
to
cater
to
private
shareholders.
We
can
be
bold
and
just
we
can
create
solutions
that
end
energy
poverty,
protect
the
health
of
City
residents
and
build
a
stronger
workforce
and
with
living
wage
jobs.
We
cannot
let
these
issues
be
pitted
against
each
other.

It
can
happen
it's
happening
all
over.
The
world
is
no
reason
why
it
can't
happen
here.
This
means
that
labor
unions,
environmental
justice,
faith
in
grassroots
community-based
organizations
serve
on
a
commission
and
outlines
the
needs
of
Philadelphians,
inform
the
process
of
data
collection
and
put
in
participatory
research
and
a
visor
on
study
findings.
The
transition
must
maintain
a
strong
labor
force
and
prioritize
that
most
impacted
residents
in
a
transition
away
from
fossil
fuels.
For
example,
a
transition
study
should
proceed
with
the
following
goals
in
mind:
ensure
energy
of
Hort
ability.

No
one
should
have
to
pay
more
than
6%
of
their
income
toward
energy,
heating,
hot
water,
cooling
and
electricity.
Therefore,
a
transition
must
find
ways
for
all
philadelphians
to
have
sufficient
heat
and
hot
water
in
their
homes.
With
this
cat,
the
poor
should
not
bear
the
burden
of
transition.
Tenants
and
low-income
residents
cannot
be
unfairly
burdened
by
transition
costs
due
to
fuel.
Switching
labor
should
shape
the
transition
not
lose
out.

Workers
are
public
employees,
workers
who
are
employed
in
all
facets
of
transition
to
renewable
heat
and
in
maintaining
the
new
equipment
and
infrastructure.
Our
public
employees
pay
a
living
wage
with
good
benefits
and
are
welcome
to
join
a
union
and
engage
in
collective
bargaining
number
three.
The
city
must
put
a
moratorium
on
any
new
fossil
fuel
infrastructure.
The
city
must

Including
new
gas
lines,
we
should
intentionally
assess
PGW
infrastructure
and
identify
what
gas
main
lines
require
immediately
repair
for
the
health
of
a
neighborhood
and
where
we
can
begin
the
transition
into
renewables
such
as
building
out
infrastructure
for
district
heating
or
electric
heat
pump
systems.
We
cannot
afford
to
invest
in
50
year
gas
pipeline
vision,
where
we
will
be
stuck
with
stranded
assets
on
the
public
dying.

need
to
be
smarter,
some
of
you,
council
people
have
known
and
have
worked
with
and
I've
seen
your
intelligent
ons
on
many
issues.
We
can
be
smarter,
we
can
be
smarter.
Some
of
you
have
great
vision
for
this
city.
Now,
it's
time
to
open
up
your
vision
and
see
something
greater
than
what
would
exist
now
we
can
do
something
much
better
together
and
a
more
strategic
and
energy
planning.
So
about
2050.
We
are
thriving
in
a
public
utility
that
continues
to
safe,
clean
energy,
good
green
jobs
and
climate
stability.

need
to
commit
ourselves
to
using
it
right
now
with
decisions
about
PGW
future,
we
can
have
the
opportunity
to
turn
away
from
false
solutions.
It
is
false
solutions
to
say
we
don't.
We
can
he'll
have
jobs
if
we
are
willing
to
settle
for
a
dirty
fossil
fuel
energy
system
that
causes
more
severe
storms,
flooding
and
extreme
weather.
That
exacerbates
insecurities
our
residents
are
already
faced
in
housing,
food,
health
and
transportation.
It
is
a
false
solution
to
say
that
we
only
have
jobs.

can
only
have
jobs
if
we
are
willing
to
endorse
dirty
fossil
fuel
energy
systems
downstream
and
upstream
from
our
home.
We
urge
you
not
to
settle
for
these
false
solutions.
We
look
for
for
for
further
resources.
We
prefer
you
to
our
old
people's
platform,
forged
by
power
and
dozens
of
community
and
faith
and
labor
partners
called
the
Alliance
for
just
Philadelphia.
We
urge
you
to
be
champions
of
a
rapid
and
just
transition
towards
a
green
economy.

did
have
a

That's
a
little
beyond
the
topic
of
this
hearing,
since
mr.
Clinton,
you
brought
it
up
regarding
Philadelphia
energy
solution
to
all
refinery.
My
understanding
that
they
are
either
in
bankruptcy
are
going
into
process
of
bankruptcy.
Do
you
have
any
additional
information
curious
if
you've
had
any
additional
information
about
what
the
status
of
that
refinery
has
been.

Have
a
three
minute

So
I'll
quickly
introduce
myself
Nathan
Phillips
I'm,
a
professor
at
Boston,
University
and
I've,
been
involved
in
research
on
natural
gas
systems
in
urban
areas
for
about
the
last
ten
years
and
what
we
found
in
Boston-
and
we
found
this
in
many
old
aging
cities
with
old
infrastructure
like
Philadelphia,
is
that
we
have
a
large
percentage
of
leak
prone
old,
largely
cast-iron
pipe,
that's
leaking.
I
Now
this
is
extending
outside
of
Boston.
Is
leaked
to
the
atmosphere
and
they
may
not
sound
like
a
lot
of
gas,
but
because
of
the
greenhouse
power
of
methane.
It
ended
up,
but
our
estimate
is
about
10,
scent
of
the
entire
Commonwealth's
greenhouse
gas
inventory
and
for
the
Commonwealth
about
ninety
million
dollars
in
value
of
lost
gas.
So
it
definitely
a
significant
loss
and
so
going
forward.
We
wondered
well
what's
the
best
way
to
address
this
situation
and
even
three
years
ago
I
was
thinking.
Well,
we
have
to
replace
those
pipelines
to
fix
the
problem.
I
That's
the
way
to
do
this
permanently
and
long
term,
but
that
always
bothered
me,
because
I
also
know
that
we
have
very
aggressive
climate
action
plans
and
I
know
that
Philadelphia
has
very
aggressive
climate
action
plans
in
2035
and
2050,
and
so
we
did
a
follow-up
study
that
provided
a
pathway
forward
to
think
about
solutions
and
that
study
published
in
2016
found
that
7%
of
the
leaks
account
for
50%
of
the
lost
gas.
And
what
that
indicated
is
that
we
can
be
very
strategic
about
bandaging
the
system
triaging
the
system.
I
This
solution
to
find
and
fix
those
largest
leaks
and
then
think
about
the
parts
of
the
city,
the
blocks
that
kind
of
terminal
ends
of
the
grid,
the
gas
grid
that
are
leaked
thrown
and
to
really
think
carefully.
Do
we
want
to
replace
that
pipe
which
has
been
a
last
another

years?
Or
do
we
want
to
think
about
and
compare
that
with
another
option
for
heating
and
so
I
think
in
Boston
many
cities
in
Philadelphia?
I
You
know
we
have
these
aggressive
climate
plans
by
2035
2050,
but
we're
at
a
fork
in
the
road
today,
because
we
have
to
make
these
decisions
about
whether
we're
going
to
commit
to
rebuilding
the
infrastructure.
That
I
believe
is
really
20th
century
infrastructure,
or
are
we
going
to
pivot
and
move
to
the
infrastructure
of
the
future,
which
is
cost-effective
and
has
been
proven
and
as
more
renewable
to
get
on
the
grid?
I
We're
going
to
be
cleaner
and
cleaner
and
and
safer
in
these
energy
solutions,
as
we've
seen
up
here
in
north
of
Boston
with
the
Merrimack
Valley
gas
collapse
that
there
are
inherent
safety
issues
with
the
gas
system,
as
well
as
the
other
problems
with
the
leaks,
so
I
probably
have
exceeded
my
three
minutes
and
I'll
just
stop
there
and
and
if
there's
any
questions,
I'm
happy
to
answer
them.

Right
so
up
here
in
Boston,
I've
been
working
with
collaboratively
with
a
advocacy
group
that
has
engaged
with
the
utilities
the
major
utilities,
including
a
spread,
also
Columbia,
Gas
and
eversource,
which
are
the
two
other
big
investor
owned
utilities
in
the
Commonwealth
and
to
to
operationalize
what
we
found
with
the
7%
of
the
leak
accounting
for
50%
of
the
loss
gap.
We
did
a
lot
of
research
of
laborious
research
to
determine
that,
but
we
needed
to.
They
need
to
have
operationally
efficient
ways
to
quickly
locate
where
are
those
super
emitters
and
to
triage
those
systems.
I
So
we've
actually
developed
a
method
working
with
a
nonprofit
out
of
Cambridge
Massachusetts
called
Heat
home
energy
efficiency
team,
which
literally
repairs
a
saint
measure
that
it's
a
surrogate
measure.
The
footprint
size
of
the
leak,
it
kind
of
makes
sense
is
related
to
the
size
of
the
leak,
and
you
don't
need
super
complicated
measurements
to
determine.
Where
are
those
big
gutters.
I
Yeah,
this
technology
is
really
exploding
in
terms
of
car-mounted
high-precision
methane
analyzers
that
can
map
this
stuff,
including
really
sophisticated,
plume
measurements.
So
we
can
see
which
way
the
methane
is
blowing
and
and
those
kinds
of
things.
So
that's
only
going
to
increase
and
the
scrutiny
and
the
transparency
is
really
the
cats
out
of
the
bag
in
terms
of
monitoring
and
knowing
where
this
stuff
is
coming
out
and.
I
Well,
that
kind
of
really
the
rough
and
tumble
of
the
debate
that
we're
having
now
they
have
agreed
in
principle,
all
three
of
those
investor
owned
utilities
in
Massachusetts
have
agreed
in
principle
to
be
using
this
targeted
strategic
way
to
find
and
fix
those
biggest
leaks.
Some
are
moving
faster
or
they're,
not
moving
as
fast,
but
there's
still
the
question
of
not
you
know,
that's
one
way
to
efficiently
address
the
leaks,
but
then
the
question
of
investment
in
replacing
the
pipelines
versus
just
patching
the
pipelines
is
still
an
open
question.

Excellent
question
so
we've
calculated
that
in
Massachusetts,
if
you
take
that
nine
and
a
half
billion
dollars
that
is
currently
slated
by
ratepayers
to
replace
that
7,000
miles
of
pipe
that
alone
at
today's
costs,
would
cover
the
cost
of
all
of
the
appliance
replacement
in
20
to
40
percent
of
all
Massachusetts
households.
That's
including
air
source,
heat
pumps,
induction
cooking,
electrical
cooktops
and
water
heaters,
and
so
it
is
a
massive
amount
of
money
that
doesn't
help
for
every
cost.
But
it's
a
very,
very
big
subsidy
for
a
transition
to
electrification
of
the
heating.

So
thank
you
for
the

chair
Johnson
committee
members.
Thank
you
for
the
opportunity

testify
remotely
today.
I

deputy
Regional
Director
for
the
Sierra
Club,
a
national
grassroots
environmental
organization,
with
nearly
12,000
members
in
the
Philadelphia
area
alone.
My
job
is
supporting
our
members
and
supporters,
some
of
whom
are
in
the
audience
today
on
issues
like
this
one.

We
applaud
the
city,
its
climate
protection
commitments,
including
the
goal
of
limiting
warming
from
climate
change
to
below
two
degrees
Celsius.
Even
as
we
know,
we
need
to
be
more
ambitious.
This
committee,
the
Council
of
PGW,
have
an
opportunity
to
help
the
city
meet
those
targets,
while
creating
thousands
of
new
family,
supporting
jobs,
saving
money
and
improving
the
safety,
comfort
and
health
of
residents
throughout
the
community,
particularly
those
most
overburdened
and
underserved
by
our
current
energy
system.

Achieving
those
objectives
requires
swift
action,
supported
by
robust
community
engagement,
leadership
and
analysis
on
behalf
of
the
Sierra
Club.
Therefore,
a
request
of
the
committee
and
council
require
PGW
to
develop
and
submit
a
plan
through
a
comprehensive
participatory
process
to
do
their
part,
meet
the
city's
climate
protection
goals
in
an
equitable
manner.
As
a
first
step,
we
urge
the
committee
and
council
to
take
any
and
all
actions
necessary
to
ensure
new
residential
and
commercial
buildings
do
not
use
gas
or
for
their
dirty
fuels.

The
city
would
not
be
alone
in
recognizing
the
need,
opportunities
and
challenge
for
a
gas
company
to
meet
climate
protection
commitments
here
in
the
District
of
Columbia,
where
I
work,
the
DC
has
required
a
similar
plan
from
its
gas
company
by
January.
1St
2020
administration
is
actively
working
to
stop
new
gas
hookups
and
is
investing
in
ensuring
that
any
fixes
to
gas
pipelines
or
leaks
are
limited
to
grade
1
&
2
and
that
we're
looking
at
ways
to
electrify
communities,
block
the
neighborhoods
and
ultimately
start
to
replace
and
shut
down
entire
sections
of
pipes.

Both
DC
and
New
York
City,
have
enacted
new
policies
to
require
significant
improvements
in
reducing
energy
use
in
climate
pollution
by
large
commercial
buildings
and
for
other
cities
are
partnering
with
them
to
pilot
strategies
to
scale
up
the
electrification
of
building
heating
and
cooling
systems.
Through
the
building
electrification
initiative,
we
would
encourage
Philadelphia
to
engage
at
all
of
these
levels.
The
primary
opportunity
is
through
helping
customers
transition
to
heat
pumps,
induction
stoves,
other
knowledge
technologies,
utilizing
clean
renewable
electricity,
as
dr.
Phillips
just
talked
about
the
easiest
place.

To
begin
is
by
not
making
the
problem
worse.
Every
building
we
hook
up
to
gas
today
makes
it
harder
and
more
expensive
for
families
and
businesses,
because
the
cost
of
retrofitting
to
electric
from
gas
is
more
expensive
than
just
building
all-electric
in
the
first
place.
The
next
step
is
to
make
sure
those
who've
been
most
overburdened.
Underserved
are
first
in
line
the
benefits
of
an
investment
in
safer
and
healthier
buildings,
starting
with
affordable
housing.

get
dangerous
so
not
only
can
we
get
gas,
the
dangerous
poisonous
gas
fumes
out,
but
we
can
improve
efficiency,
save
money
and
get
the
lead
mold
asbestos
dangers
wiring
everything
else
threaten
our
families
out.
At
the
same
time,
this
requires
a
coordination,
energy,
housing
assistance
programs
with
efficiency
and
electrification.
Retrofits
that
are
necessary
to
meet
these
bolts
homes
and
business
will
need
to
be
rewired
and
new
appliances
installed.
That
rewiring
can
also
support.
Rooftop,
solar
and
electric
vehicle
charging
stations
needed
to
reduce
climate
pollution
from
power
plants
and
motor
vehicles.

The
city
will
need
more
experienced
construction
workers
of
many
types,
particularly
electrical
workers,
and
there's
a
huge
opportunity
to
work.
The
members
of
the
North
America
can
building
trades
unions
to
fund
appropriate
training
and
apprenticeship
programs
to
ensure
that
the
jobs
that
are
beat
in
our
family
support
beam
and
that
the
work
done
is
quality.

The
city
also
needs
to
create
a
sustainable
regulatory
framework
for
winding
down
PG
w's
gases.
Ss
all
gas
distribution
assets
should
be
depreciated
on
the
scheduled
needed
to
be
climbing
commitments.
Families
and
businesses
can
be
helped
off
the
most
dirty
and
dangerous
parts
of
the
pipeline
network.
First,
as
dr.
Phillips
was
talked
about
saving
billions
of
dollars
in
Massachusetts
millions
of
dollars,
certainly
in
Philadelphia
in
defense
and
repair
costs
to
fix
in
pipes
that
can
be
invested
in
PG
WS
outstanding
financial
obligations.

Taking
these
steps,
an
expletive
way
requires
mobilization
and
market
transformation.
We
can
put
a
stop
to
climate
pollution,
keep
being
threatened
by
gas
explosion,
children
being
poisoned
by
leaks
fumes,
led
mold
and
more.
We
can
save
money
and
create
thousands
of
families
supporting
jobs
by
moving
our
buildings
off
gas
and
other
dirty
fuels
to
clean
renewable
electricity.
But
we
need
to
start
now
by
requiring
PGW
to
come
with
a
plan
and
not
making
the
problem
worse
by
in
anymore
buildings
up
to
gas
right
now.

So
the
Public
Service
Commission
of
the
district,
which
regulates
the
gas
company,
did
require
by
January
1st
of
2020
so
by
the
end
of
this
year,
essentially
that
they
proposed
a
business
plan
to
meet
the
city's
climate
commitments
that
includes
selling
services
other
than
gets.
So
that
plan
is
currently
your
way
after
they're
done
with
a
plan
and
proposed
it
there's
going
to
be
a
series
of
public
hearings,
at
least
every
six
months
on
how
Alton,
which
is
the
gas
company
here,
will
be
meeting
those
climate
commitment.

There's
a
lot
of
other
things
that
the
administration,
through
the
attorney
general's
office,
has
actively
opposed
a
plant
by
that
same
company
to
subsidize
gas
lookups
in
multifamily
units
in
order
to
reach
that
goal
of
adding
no
new
gas
capacity.
While
we're
undertaking
the
planning
process
and
ultimately
figuring
out
how
to
move
off
gas
here
in
the
district
and
meet
our
climate
commitments.

on
a
number
of
issues
relating
to
the
affordability
of
the
utilities
service
for
philadelphians
and
that's
the
primary
reason
I'm
here
again
today,
as
I
think
mean.
Hopefully
everyone
realizes.
This
is
the
beginning
of
a
long
discussion
about
the
future
of
PGW
and
I.
Think
at
any
time.
We
begin
that
discussion.

We
need
to
also
take
a
pretty
hard
look
at
the
present
circumstances
of
bgw
and
take
stock
of
where
we
are
so
a
couple
of
details
about
that
for
the
committee
today,
PGW
has
the
highest
gas
rates
in
the
state
typical
residential
heating
customers.
Monthly
bill
from
PGW
is
216
dollars
and
48
cents
compared
to
the
other
nine
large
gas
utilities
in
Pennsylvania,
where
the
average
charge
is
155
dollars
and
11
cents.

Tens
of
thousands
of
customers,
even
above
that
low-income
threshold
obviously
have
trouble
paying
their
high
PGW
bills,
and
the
consequences
of
high
poverty
and
high
gas
bills
are
pretty
obvious
to
take
account
of
approximately
8,000
PGW
customers
entered
this
winter
without
heat
due
to
a
shutoff
in
2018
another,
nearly
33,000
households
were
terminated
in
2018,
so
without
giving
too
much
attention
to
some
of
the
things
that
I
I
think
need
to
be
suggested
for
PGW
in
the
future.
I
have
a
couple
of
of
requests
at
this
time.
These
aren't
business
transformation
requests.

Finally,
as
I
think
I
mentioned
last
time,
I
was
here.
The
city
can
and
should
investigate
ways
to
help
low-income
customers
with
improved
efficiency
and
home
repairs.
Customers
are
not
able
to
access
some
of
the
funding.
That's
out
there
already
because
of
home
repair
issues
that
they
can't
resolve.

Finally,
because
I
do
anticipate
a
lot
of
great
ideas,
I
think
we've
heard
some
today
and
I
look
forward
to
hearing
more
of
them.
I
submit
that
it
will
be
really
important
in
structured
conversations
on
the
future
of
PGW
in
the
future,
to
make
sure
that
residential
customers
have
a
designated
voice,
have
resources
to
bring
their
own
expertise
to
protect
their
interests
and
continued
service
from
PGW.

role
has
been
played
by
CLS
for
a
number
of
years,
as
public
advocate
in
matters
before
the
Philadelphia,
Gas,
Commission
and
I.
Think
the
gas
Commission
is
an
important
factor
to
consider
here,
as
we
look
forward
to
these
discussions
and
the
role
of
the
gas
Commission
and
hopefully
leading
us
to
a
cleaner
future
in
Philadelphia
and
I
want
to
take
one
second
and
just
acknowledge
the
gas
Commission's
role,
because
I
think
it's
often
unsung
I've
had
the
privilege
of
serving
before
the
gas
Commission
for
the
last
nine
years.

But
in
the
approximately
15
years,
about
which
I
am
aware,
at
least
from
information
provided
by
the
Commission's
staff.
The
gas
Commission
has
saved
PGW
customers
over
250
million
dollars
in
prudent
budget
oversight
and
I.
Think
the
city
of
Philadelphia
and
all
of
its
residential
gas
customers
need
to
understand
the
role
of
the
gas
Commission.
We
are
regulated
for
rates
by
the
PUC,
but
is
the
gas
Commission
that
decides
how
to
structure
PGW
s
budget
prudently
to
plan
for
the
future
and
I.
Think
that
really
is
what
you
know.

We
need
to
be
talking
about
as
we
plan
for
the
future
of
PGW,
because
those
expenses
and
the
costs
of
these
types
of
programs
are
going
to
need
to
come
from
somewhere.
We
need
a
prudent
overseer
of
those
costs,
so
we
look
forward
to
participating
in
ongoing
discussions
about
the
future
of
PGW
and
how
it
can
adapt
to
meet
the
needs
of
the
city
for
its
green
energy
future,
while
still
providing
more
affordable
bills
for
low-income
customers,
those
with

least
capacity

environmental

and
prior
to
joining
Penn

I
worked
for
the
office
of
sustainability
in
Fort,
Lauderdale
Florida
after
completing
a
master's
degree
in
climate
and
society
at
the
University
of
Miami
I.

Believe
that
experience
uniquely
qualifies
me
to
comment
on
the
climate
crisis
and
the
steps
that
we
can
take
at
the
city
level
to
combat
it.
I'm
sure
we
all
agree
that
climate
change
is
a
growing
threat
to
our
residents
and
communities
right
here
in
Philadelphia,
and
we
all
know
that
if
we
don't
take
comprehensive
action,
we're
going
to
reach
a
dangerous
tipping
point
that
we
can't
turn
back
from
time
is
running
out
to
take
the
actions
that
we
need
to
take.

In
order
to
avoid
the
worst
effects
of
climate
change,
we
need
to
work
to
implement
science-based
policies
that
will
get
us
to
and
beyond
the
renewable
targets
that
have
been
laid
out
by
the
city.
I
first
want
to
make
clear
that
natural
gas,
the
utility
that
PGW
currently
delivers
to
its
customers
is
not
clean.
It
does
not
burn
completely
carbon
free
and
it
does
not
have
a
negligible
impact
on
our
climate.
J
Despite
previous
testimony,
you
may
have
heard
to
the
contrary,
natural
gas
does
emit
50
to
60
percent
less
carbon
dioxide
compared
with
emissions
from
a
typical
new
coal
plant.
But
again
that
number
is
not
zero.
Additionally,
the
drilling
and
extraction
of
natural
gas
from
wells
and
it's
transportation
and
pipelines
results
in
the
leakage
of
methane.
A
primary
component
of
natural
gas,
that's
86
times
stronger
than
co2
at
trapping
over
a
20-year
period.

Including
the
proposed
South
Philly
LNG
site
elected
officials
cannot
say
that
they
want
to
champion
climate
change
solutions
while
voting
to
approve
such
short-sighted
climate
altering
proposals.
So
it's
time
for
Philly
to
match
its
words
with
its
actions
in
the
fight
against
climate
change,
Philadelphia's,
clean
energy
vision,
the
powering
our
future
document
says
as
much
stating
on
page
nine.
That
quote
in
response
to
the
administration's
decision
to
withdraw
from
the
Paris
climate
agreement.
Mayor
Kenny
committed
to
moving
Philadelphia
toward
a
clean
energy
future
and
meeting
the
globally
determined
u.s.
J
Additionally,
last
year,
City
Council
passed
a
resolution
to
support
legislation
at
the
state
level
to
transition
to
100%
renewable
energy
by
2050.
This
legislation
includes
all
sectors
of
energy
generation
which
includes
heating.
If
the
council
truly
supports
this
legislation,
you
should
be
taking
steps
at
the
city
level
to
achieve
the
goals
that
are
set
out
by
this
bill.
That
means
the
city
as
a
whole
needs
to
be
at
50
percent,
renewable
energy
by
2030.
Think
about
that
and
what
you've
committed
to.

We
are
nowhere
near
that
trajectory
unless
City
Council
backs
up
the
words
with
substantial
actions
or
just
don't
make
promises
that
can't
be
kept
in
the
first
place.
Philadelphians
want
and
expect
bold
climate
action
to
solve
the
climate
crisis
and
promote
clean
energy
and
in
the
era
of
the
green
New,
Deal
and
other
initiatives,
Democratic
voters
have
little
patience
for
inaction
or
rollbacks
as
cities
across
the
nation
lead
in
the
fight
against
climate
change.
Philadelphia
is
at
best
falling
behind
and
at
worst
throwing
fuel
on
to
the
climate
change
fire.

This
leads
us
again
to
the
topic
of
PGW.
If
we
all
agree,
as
I
earlier
stated,
that
we
must
do
everything
in
our
power
to
tackle
climate
change
and
that
we
must
transition
away
from
fossil
fuels
and
move
to
100
percent
renewable
energy
by
at
least
2050,
then
there's
no
place
for
a
strictly
gas
utility
in
Philadelphia's
future.

The
powering
our
future
report
states
on
page
53
that
one
of
the
key
considerations
for
PGW
is
to
explore
business
diversification
opportunities
both
including
and
beyond
natural
gas
distribution
and
sales,
while
it
would
likely
take
policy
change
in
Harrisburg.
There
are
things
that
Philly
must
and
should
do
today,
to
move
much
faster
to
solve
our
climate
crisis.

While
it's
my
understanding
that
the
Commonwealth
doesn't
allow
PGW
to
sell
anything
but
gas
with
a
Democratic
governor,
the
the
city
should
be
advocating
aggressively
to
him
and
to
PUC
to
help
the
city
implement
policies
that
will
allow
it
to
diversify
its
energy
mix
and
prioritized
clean
renewable
energy
and
conservation
for
nearly
six
years.
I
lived
on
the
front
lines
of
climate
change,
watching
my
campus
at
the
University
of
Miami
flood
on
sunny
days
at
high
tide
more
than
30
days
a
year.

I've
seen
our
air
quality
degrade
to
the
point
where
Philly
now
ranks
among
the
top
10
worst
air
quality
in
the
nation
and
I've
seen
summer,
temperatures
soar
with
58
new
record
highs
in
Philadelphia
since
2000,
compared
with
just
four
record
lows,
we
need
you
to
take
action
to
move
Philadelphia
off
of
gas,
and
that
starts
with
choosing
to
stop
investing
in
any
fossil
fuel
project
and
working
with
state
officials
to
allow
PGW
to
diversify
its
energy
mix.

talked

they've
been
able
to
use
technology
to
specifically
target
the
highest
problem
leak
areas
and
gas
mains
in
the
Boston
region.

That's
part
of
that's
part
of
the
challenge,
I
think
and
I
think
that's
a
reason
to
have
expertise
like
that
available
to
all
of
us.
As
we
plan
for
the
future
of
PGW
councilman,
you
know
PGW
does
prioritize
among
those
gas
mains
and
try
to
prioritize
those
projects
that
give
it
the
best
bang
for
its
buck,
not
only
identifying
the
riskiest
mains
but
those
segments
of
Maine
where
it
can
accomplish
a
good
deal
of
improvement
without
having
to
do
a
project.

You
know
at
each
leak
site,
although
PGW
has
to
respond
to
the
leak,
calls
right
and
we
have
a
lot
of
leaks
every
year,
so
PGW
would
probably
be
in
the
best
position
to
explain
what
its
current
project
is.
But
technology
always
provides
us
with
opportunities
to
do
new
things
and
to
find
new
ways
of
solvable
problems,
because
these
are
not.
These
are
not
new
problems.
Pgw
use,
gas
mains
are
very
old
and
they've
been
leaking
for
a
long
time.

That's
in
the
last
couple
of
decades,
but
it
comes
at
a
cost,
a
great
cost
for
customers,
so
we
need
to
balance
those
costs
and
we
need
prudent
governance
and
oversight
to
make
sure
that
the
money
is
going
to
the
best
places
to
maintain
the
system
to
benefit
all
of
the
customers
who
rely
on
it
and,
furthermore,
Cosmin
it's
my
honor
to
serve
both
low-income
customers
in
Philadelphia
in
to
serve
as
public
advocate
before
the
Commission
you
chair.

Ptew
has
been
prioritizing
and
I
things
like
the
discharge
and
other
things
to
really
get
to
do
as
much
as
we
can
to
reduce
and
replace
has
our
main
replacement
specially
those
areas
are
providing
leaks
in
your
Testament.
In
your
testimony,
you
may
reference
to.
One
of
the
fundamental
challenges
for
PGW
is
the
fact
that
we
have
such
a
large
monitor
low
income
rate
base,
30%
appreciative,
PGW,
customers
being
low-income
and
an
estimated
36
percent
as
well.

Sure
that
the
main
problem
I,
think
that
we
see
is
that
the
inefficiency
of
low-income
housing
stock
creates
additional
costs
for
all
of
their
customers,
one
way
or
another.
First
of
all,
customers
who
are
enrolled
in
the
current
programs
from
PGW
that
provide
them
with
some
discount
on
their
gas
usage.
That
discount
comes
from
the
rest
of
the
customers
of
PGW
and
one
strong
point
about
that,
of
course,
is
that
vgw
is
allowed
to
use
to
apply
that
subsidy
across
all
classes.

That's
something
that
we're
advocating
for
statewide,
because
PGW
is
actually
the
only
utility
in
Pennsylvania
that
can
do
that,
but
that's
only
fair
right,
because
businesses
that
pay
substandard
wages
are
effectively
getting
subsidized
by
those
gas
discounts
paid
for
by
other
customers
anyway.
So
they
should
contribute
so
we're
advocating
for
that
as
a
statewide
change,
but
in
PGW
territory,
that
cost
is
still
picked
up
by
other
customers.

The
cost
that
is
not
subsidized
through,
what's
called
the
Universal
Service
Fund
charge
if
it
can't
be
paid
for,
becomes
an
uncollectible
expense
and
that
gets
taken
into
account
when
PGW
raises
rates
anyway,
because
PGW
is
entitled
to
recover
the
cost
of
service
under
PUC
ratemaking.
So
in
a
sense,
this
is
a
challenge.
That's
not
gonna
go
away
without
some
investment
because
you
have
to
both
identify
the
cost
of
serving
the
low-income
customers.
That's
paid
for
in
part
by
non
low-income
customers
who
are
not
enrolled
in
cap
or.
L
So
we
also
need
to
invest
in
those
lower
income,
customers,
households
and
the
ability
to
weatherize
and
improve
and
make
their
homes
more
efficient,
because
that's
also
going
to
help
them
avoid
additional
costs
of
subsidizing
others.
So
there's
a
lot
of
investment
that
needs
to
be
made
to
do
that
and
maintaining
the
system
for
the
benefit
of
everyone
requires
that
we
tackle
these
leaky
pipes
for
so
long
as
we
continue
to
utilize
them.
I
think
some
of
the
proposals
here
are
worth
really
thinking
through.

Can
we
really
advance
the
ball
with
PGW
under
the
current
business
model?
If
all
we're
doing
is
replacing
and
repairing
the
existing
infrastructure
I
think
there
has
to
be
more
on
the
table
than
just
that.
To
really
move
the
needle
and
to
really
help
customers,
because
that
presents
some
opportunity
for
PGW
to
defray
some
of
those
costs
of
maintaining
the
system.
But
the
worst
possible
outcome
is
that
we
have
only
poor
people
relying
upon
this
utility.

If
we,
if
we
get
into
that
kind
of
a
problem
in
the
future,
where
only
people
with
adequate
means
can
get
efficient
housing,
then
only
people
with
inadequate
means
are
going
to
rely
upon
this
system
to
all
of
our
detriment
and
we're
not
going
to
be
able
to
afford
to
maintain
it.
So
we
have
to
be
careful.
That's
the
so-called
death
spiral
right
and
we
don't
want
to
get
into
that
type
of
a
situation.

the

people

have

effectively

illegal

decision

what
do
I
mean
by
that?
Why
is
that?
True,
as
a
number
of
my
colleagues
have
pointed
out,
the
Nexus
of
climate
change
and
energy
policy
is
the
context.
That's
defining
this
conversation.

Climate
change
policy
right
now
is
being
driven
by
the
fact
that
we
must
stop
adding
heat,
increasing
greenhouse
gases
into
the
atmosphere.
The
science-based
targets
on
the
needs
for
that
reduction
grow
increasingly
severe.
The
Paris
agreement
was
basically
centered
on
science.
That
said,
we
have
to
do
80
globally.
We
have
to
do
an
80%
reduction
in
emissions
into
the
atmosphere
by
the
middle
of
the
century
in
order
to
avoid,
in
order
to
provide
ourselves
a
50/50
chance
of
staying
under
the
threshold
for
cataclysmic
climate
impacts
by
the
end
of
this
century.

50/50
chance
is
what
we're
hoping
for
those
reductions
have
been
tightened
up
now
to
where
we
are
indeed
looking
at
the
need
for
a
100%
or
net
zero
reduction
in
global
emissions
by
mid-century,
in
order
to
avoid
those
cataclysmic
impacts
by
the
end
of
this
century.
Those
are
the
science-based
facts
that
will
constrain
the
choices
that
we're
talking
about
here
today.
The
other
thing
I
wanted
to
simply
kind
of
comment
on
and
introduce.
Is
this
idea
of
electrification
Electrify?
Everything
is
probably
the
most
important
policy
idea
in
the
world
right
now.

We
have
successfully
decarbonized
the
way
we
make
electricity
more
successfully
than
any
other
sector
in
the
economy
every
year
in
the
United
States
since
2005
the
emissions
associated
with
our
generation
of
electricity
has
gone
down
now,
for
the
first
time
since
1978
the
power
sector,
electricity
generates
fewer
emissions
than
the
transportation
sector.
So
Electrify
everything
is
a
pathway
towards
meeting
the
species
and
earth
saving
targets
that
we
were
talking
about
a
minute
ago
regarding
temperature,
so
Electrify
everything
is
a
great
idea.

It
is
a
particularly
difficult
idea
for
Philadelphia,
largely
because
of
the
presence
of
PGW
and
I
want
to
talk
a
little
bit
about
that
all
right.
So
the
policy
choices
that
I
think
are
on
the
table
for
a
PGW
future
are
basically
choices
along
an
array
of
Electrify
everything
to
leave
PGW
basic
business
model
intact,
so
from
electronic
everything
to
electrify,
nothing
that
PGW
currently
serves
as
load
and
gas.

Why
is
that
a
choice
when

We
lay

the
extremes
of
the
choices
that
we
faced
about:
how
to
meet
the
deep,
the
climate
goals
laying
out
the
extremes
just
to
help
get
the
conversation
started.
Eventually,
we
can
combine
these
things
and
use
them
to
help
us
transition
over
time
right.
So
the
extremes
aren't
the
only
path,
but
they
are
the
easiest
to
kind
of
begin.
Talking
about
to
electrify
everything.
D
You've
heard
some
of
the
colleagues
talk
about
this
idea.
It
means
swapping
out
all
of
the
end-use
all
of
the
space
heating,
all
the
water
heating
and
all
the
industrial
thermal
processes
right.
That
PGW
currently
serves
with
its
475,000
residential
customers
and
its
25,000
industrial
customers
on
the
75
BCF
a
year
that
it
supplies
through
6,000
pipes
right
so
there's
a
whole
lot
of
load
that
would
have
to
be
electrified.
We
began
making
some
estimates
of
how
much
that
would
be,
but
I
actually
want
to
quote
Nathan
on
his
testimony
around
the
Boston
in
Massachusetts.
D
It's
conditioned
because
I
thought
it
was
a
very
alarming
statistic.
He
gave
you.
He
said
that
taking
the
entire
pipe
replacement
legend
of
nine
billion
dollars
and
thinking
about
that
as
a
potential
asset
to
use
towards
electrification
would
accommodate
twenty
to
forty
percent
of
the
swap
outs
of
the
residential
elect
units,
the
heat
pumps
and
so
on.
That's
a
shockingly
low
fraction.
D
There
is
a
huge
cost
embedded
in
electrifying
everything
that
is
currently
being
served
by
PGW.
There
is
also
operational
risk
about
how
you
would
actually
do
that
over
time
on
planet,
Earth,
swapping
out
load
and
reducing
it
in
a
way
that
was
not
very
carefully
managed,
is
going
to
stress
the
distribution
system
in
ways
that,
if
you're
thinking
about
four
hundred
and
seventy
five
thousand
accounts
is
pretty
daunting,
they
would
also
have
to
be
two
fully
to
supply
the
electric
load
that
full
electrification
of
all
the
pdws
load
would
require.

We
would
have
to
do
something
by
our
early
kind
of
back-of-the-envelope
estimates
looking
at
an
amount
of
additional
electricity
generating
capacity
that
would
be
equivalent
to
twenty
five
percent,
a
quarter
of
all
of
Pecos
current
five-county
generation.
It's
a
big
increase
and
you
would
have
to
be
able
to
deal
with
seasonal
storage
you
would
have
to
during
the
winter
months
when
presumably
renewable
renewable
generation
would
decline
in
terms
of
capacity.

would
have
to
have
not
not
just
batteries
that
discharged
over
time,
but
seasonal
scale,
storage
that
would
be
able
to
guarantee
heat
for
Philadelphians,
it's
not
impossible,
but
it
is
a
big
challenge
right
now.
What's

alternative
such

thing?
What's
the
other
end
of
that
spectrum,
the
alternative
to
that
is
to
say,
let's
keep
the
workforce.
Let's
keep
the
end-use.
Let's
keep
the
distribution
system,
let's
keep
the
ownership,
but
let's
make
renewable
what
is
going
into
the
pipes
now?
How
does
that
happen?

There
are
demonstrations
and
deployments
going
on
all
over
the
world
in
the
north
of
England.
They
are
transitioning
their
natural
gas
system
to
a
hydrogen
system
in
Germany.
They
are
doing.
They
are
looking
at
synthetic
natural
gas.
Methane
right
ch4
can
be
reformed
from
carbon
and
hydrogen
and
made
synthetically,
and
if
that
carbon
doesn't
come
from
the
Marcellus
Shale,
but
instead
comes
from
the
atmosphere
where
you
remove
it
from
the
atmosphere.

You
are
making
P
GW
s,
existing
natural
gas
based
system,
Net
Zero,
because
you're
not
mining
the
ground
and
then
burning
it
and
putting
new
cars
co2
into
the
atmosphere
you're
taking
co2.
That
already
is
in
the
atmosphere,
mining
that
reforming
and
so
on.
So
that's
the
and
I
only
get
into
that,
not
because
that's
what
I'm
advocating,
but
because
that's
the
H,
that's
the
other
extreme,
and
in
between
these
things
there
are
lots
of
combinations,
I'll
stop
with
one
which
is
in
California
right
now
they
are
dead.

Socal
gas
is
demonstrating
what's
called
power
to
gas.
One
of
the
big
problems,
precisely
in
the
places
that
have
been
most
successful
in
deploying
large-scale
renewable
solar
in
particular,
is
that
there
are
times
of
the
day
and
the
year
when
they
generate
too
much
solar
and
they
have
to
put
it
somewhere
or
if
they
have
to
shut
it
down
right
batteries
can
accommodate
some
of
that.
D
But
a
much
more
stable
process
is
what's
called
power
to
gas',
where
you
use
excess,
solar
for
and
electrolysis
to
get
the
hydrogen
and
the
Sabatier
process
or
other
kinds
of
biomethanation
processes
which
don't
require
any
additional
energy
to
turn
it
into
methane,
and
you
store
it
and
it's
stable.
So
there's
lots
of
ways
these
things
can
work
together
in
the
middle
of
the
between
the
extremes.
D
So
I
think
that
the
thinking
about
the-
how
is
where
you
know,
the
energy
and
the
expertise
in
this
room
and
the
kind
of
commitment
to
work
these
through
these
things
over
together
is
is
that
is
the
game.
It
is
absolutely
clear
that
the
current
PGW
business
model
is
simply
not
sustainable
in
a
world
and
not
not
just
because
the
climate
is
changing
and
we
have
to
do
it.
We
have
to
it's
because
of
what's
coming
down
the
pike
from
other
governments,
because
policies
are
changing
and
they
have
to,
but
they
are
changing.

is
going
to
be
punitive
for
the
current
operation
of
PGW.
It's
either
gonna
have
to
pay
the
full
cost
of
the
pollution
that
causes
when
it
combusts
or
it's
going
to
be
outlawed
absolutely
through
regulatory
Fiat,
because
that's
where
the
world's
going
and
in
the
next
and
it's
not
it's
not
mid-century,
it's
it's
decades,
one
or
two.
So
let
me
let
me
just
stop
at
that.
I
would
love
to
answer
questions
talk
about
this
or
anything

enthusiasm

the

Mark

I'm
an
associate
with
Rocky
Mountain
Institute

were
a
non
partisan,
non-profit,
think
tank
based
in
Colorado
with
offices
in
New,
York,
DC,
Oakland,
China
and
India,
and
we
work
around
the
world
on
energy
transition
with
both
public
and
private
sector
partners.

I
will
share
some
perspective
on
the
risks
associated
with
continued
natural
gas
use
in
Philadelphia,
as
well
as
the
opportunity
to
transition
PGW
in
a
manner
that
is
consistent
with
Philadelphia's
climate
goals
and
ensuring
an
equitable
and
fair
reduction
of
gaseous,
where
it
is
economically
feasible
to
do
so.
These
remarks
are
some
of
our
early
conceptual
thinking
on
the
matter,
and
so
we
look
forward
to
the
opportunity
to
discuss
them
further.

We
see
two
major
forces
driving
the
need
to
transition
PGW
business
model
in
the
future,
the
first
being
the
city's
climate
goals,
which
we've
discussed
in
depth
today
and
then
another
point
which
is
minimizing
stranded,
cost
or
stranded
asset
risk.
So,
as
was
mentioned
before,
PGW
delivers
about
eighty
billion
cubic
feet
of
natural
gas
per
year,
which
contributes
four
million
tons
of
co2
emissions
along
with
another
one
to
two
million
tons
associated
with
upstream
methane
leakage.
And
yet,
in
its
animal
report,
PGW
celebrates
efforts
to
expand
gas
service
to
new
customers.
M
So,
to
put
this
in
perspective,
PGW
is
responsible
for
about
22
percent
of
the
city's
greenhouse
gas
emissions,
and
we
acknowledge
that
the
city's
climate
goals
are
in
some
ways,
fundamentally
at
odds
with
the
central
elements
of
PGW.
Current
mission
and
expanding
access
to
natural
gas
safely,
reliably
in
out
low
cost
or
important
near-term
objectives
for
the
utility,
and
although
the
city's
goals
may
seem
irreconcilable
they're,
not
if
proactive
planning
begins
today,
which
it
seems
it
has.
Other
cities
across
the
u.s.
M
are
showing
that
climate
leadership
requires
planning
to
move
away
from
gas,
including
recent
announcements
from
Los
Angeles
in
New,
York,
City,
so
separate
from
the
stated
climate
goals.
Other
forces
may
drive
reductions
in
gases
anyway,
which
exposed
PGW
to
risks
of
stranded
infrastructure
costs
by
continuing
to
operate
and
expand.
The
gas
system
PGW
is
exacerbating
the
scale
of
this
risk.
M
These
forces
may
come
from
federal
or
state
policy,
as
Mark
mention
or
from
economics,
and
a
transforming
market,
as
they
have
in
recent
years,
with
coal
power,
PGW
has
over
a
billion
dollars
in
undepreciated
utility
assets,
which
has
grown
in
recent
years,
and
each
new
investment
made
today
and
building
out
the
city's
gas
system
compounds
the
risk
by
adding
costs
that
may
not
be
recoverable.
In
the
future,
73%
of
PGW
gas
is
delivered
to
residential
and
commercial
buildings,
so
reducing
its
emissions
must
focus
on
buildings.
M
Gas
use,
City,
carbonized
buildings,
fuel
requires
reducing
demands
for
energy
efficiency
first
and
then
meeting
the
remaining
demand
with
low-carbon
energy
sources.
So
to
address
both
the
emissions
reduction,
imperative
and
economic
risks
will
be
critical
to
develop
a
strategy
for
decarbonizing
buildings
that
goes
hand
in
glove
with
transitioning,
the
PGW
business.
So
a
couple
of
options
for
eliminating
emissions
from
Philadelphia's
building's.
They
include
electrification,
which
has
been
mentioned
before,
so
that's
replacing
gas,
whether
fossil
fuel
use
in
buildings
with
a
decarbonize
electricity
supply.
The
second
is
district
heat
which
we
see
is
viable
and
attractive.
M
Now,
from
new
construction,
the
concept
of
district
heating
is,
you
can
have
zero
carbon
buildings
with
geothermal
heating
and
cooling
systems,
utilizing
recycled
waste
heat
and
a
variety
of
other
electrified
systems,
and
then
the
third
option
which
was
mentioned
previously,
is
this
concept
of
green
molecules,
which
includes
bio,
methane,
hydrogen
and
synthetic
methane.
We
believe
that
these
will
have
enriched
applications
in
the
future
when
the
fuels
are
available
at
scale
despite
the
appeal
of
these
solutions,
since
they
would
continue
using
existing
gas
infrastructure.
M
With
some
modifications,
these
fuels
have
several
drawbacks
or
uncertainties
that
I'm
happy
to
discuss
in
more
detail.
Minetti's
in
any
scenario,
transitioning
away
from
the
current
infrastructure
will
be
required
by
a
phased
approach
to
reduce
and
then
discontinue
gas
delivery
neighborhood
by
neighborhood
or
by
branch
of
the
gas
system.
Such
a
phased
approach
should
as
much
as
possible
seek
to
decrease
system
costs
in
Porter
to
decline
in
gas
volume
and
customers
such
that
gas
customers
still
on
the
system
do
not
bear
excessive
costs.
M
During
this
period
of
transition
as
sales
of
fossil
gas
decline
and
underutilized
investment
in
infrastructure
is
phased
out.
There
are
new
revenue
opportunities
for
PGW
that
can
supplant
gas
commodity
and
capital
revenues,
so
the
first
of
these
is
the
role
for
the
utility
as
a
heating
service
provider.
M
In
this
model,
the
utility
provides
services
such
as
comfort
and
heat
rather
than
commodities
like
cubic
feet
of
gas,
and
under
this
model
the
utility
performs
some
new
functions
that
extend
into
homes
and
businesses,
such
as
conducting
energy
audits
and
performing
building
efficiency,
upgrades
performing
routine
preventative
maintenance
on
appliances
and
identifying
appliance
replacement
needs
in
selecting
and
installing
new
devices,
either
through
utility
workforce
or
through
approved
contractors.
Another
option
for
PTW
may
be
to
focus
on
developing
local
heating
and
cooling
district
utilities.
M
In
this
model,
the
utility
would
manage
the
engineering
procurement,
construction
operations,
management
and
maintenance
of
clean
district
heating
and
cooling
infrastructure,
P
GW
s.
Current
expertise
is
well
suited
to
this
role
and
the
extent
to
which
Philadelphia's
buildings
and
neighborhoods
are
technically
and
economically
suitable
for
such
solutions
will
require
further
study.
M
Another
option
for
PG
W
is
to
repurpose
existing
gas
infrastructure
for
low
carbon
fuels,
as
I
mentioned
before,
though,
we
have
some
concerns
about
the
cost
and
availability
of
those
fuels
the
future
and,
lastly,
there's
a
potential
role
for
PG
W
as
what
we
described
as
a
distributed
resource
finance
utility
and
in
this
model
the
utility
would
provide
on-bill
financing
to
existing
utility
customers
to
help
them
improve
energy
efficiency
and
transition.
Their
HVAC
equipment
and
other
appliances
away
from
fossil
fuels.
M
Customer
bills
and
rates
could
also
include
incentives
for
new
electric
devices
to
shift
the
timing
of
their
energy
consumption
to
support
the
electric
grid
minimizing
some
of
the
peaking
concerns
that
were
described
before
and
in
addition,
the
utility
can
manage
a
network
of
qualified
contractors
perform
this
work
and
help
those
businesses
market
their
offerings
to
customers.
So
with
any
of
these
models
or
any
transition
plan
for
PGW,
the
city
will
need
to
address
several
crucial
challenges,
some
of
which
have
come
up
before
one
of
courses
around
equity
and
access
to
these
benefits.

Another
is
job
functions
and
employment
needs
at
PGW.
Workforce
development
and
training
need
to
be
a
critical
part
of
this
transition
in
emerging
businesses,
such
as
heat
pump,
installation
and
maintenance,
and
again
with
over
a
billion
dollars
and
undepreciated
utility
assets
on
its
balance
sheet,
PGW
will
need
to
deliberately
plan
for,
in
sequence,
the
transition
of
their
assets.
A
critical
start
to
a
managed
transition
will
include
a
system-wide
assessment
of
existing
infrastructure.
So
this
is
a
pretty
extraordinary
opportunity
for
the
city
of
Philadelphia.

That
will
set
an
example
for
the
rest
of
the
country
to
follow
I
mean
in
addition,
I
should
mention
that
RMI
through
the
American
cities,
climate
challenge,
has
some
opportunity
and
capacity
to
support.
Philadelphia's
transition
in
this
matter
and
I
think
we'll
hear
a
bit
more
about
the
city's
involvement
in
that
work
later
on.
So
we
wish
you
the
best
of
luck
as
you
embark
on
this
challenging
and
exciting
endeavor

the
private
sector.
They
can
decide
from
a
shareholder
perspective.

we're
going
to
try
a
little
bit
over
here
with
the
sin

we'll
try
a
little
bit
over
here
with
electric
and
then
we'll
tinker,
and
we
may
lose
some
money,
but
we
can
put
additional
revenue
into
it
to
find
out
what
ultimately,
what
works
best.
So
I'm
curious
from
the
perspectives
both
of
you
have
and
what
you've
seen
in
other
jurisdictions
around
the
country.

entities
that
are
based
in
California,
probably
more
long
on
the
solar
side,
because
they've
had
a
much
more
robust
solar
infrastructure
that
we've
had
on
East
Coast
and
whereas
East
Coast
based
companies
like
your
excellence
and
khanates
or
now
have
a
very
old
infrastructure
issue.
So
I'm
curious
on
what
you've
been
seeing
when
the
best
is
been
occurring.
And
if
you
were
to
make
a
guess
which
energy
concept
would
move
quicker.
Long
because
I
would
not
get
got,
would
be
those
private
entities
or
more
East
Coast,
because
they
have
a
large
infrastructure.

Main
utilities
will
look
more
on
the
sin
side
and
also
the
weather
not
being
as
good
as
you
have
on
the
west
coast,
where
solar
may
be
more
focused
on
in
reference
to
getting
solar
batteries.
Other
things
to
a
higher
technology
face
because
they
don't
have
the
same
level
infrastructure
because
they
were
developed
as
cities
and
jurisdictions.
Much
later
than
the
East
Coast,
so
I'm
just
curious
in
your
perspective.
In
that
regard,.

the

first
thing
I

say

response
is
that,
to
the
extent
possible
to
fit
you've
framed
the
challenge
exactly
right
and
I
think
you've
implied
part
of
the
answer
to
the
extent
possible.

want
to

able

guess
right
until
you
have
to
right
and
there
there
is
a
whole
set
of
approaches
to
decision
making
under
deep
uncertainty.
Some
of
the
uncertainties
you've
talked
about
that
are
very
deep
indeed

about
technical

the

more

have
runway,
we
have

to
stage
our
decisions.

why
all
so
many
of
us
have
been
saying

have
to
inventory.

plea
for

to
fully
understand
the
cost
of
electrification
here

Philadelphia
before
we
necessarily
cuz.

has

lot

attractions,

costs

you
rightly

out
about
sin,
gas
and
other
kinds
of
biogas
and
other
kinds
of
put
different
kind
of
throughput
renewable
fuel
into
the
pipes,
the
same
pipes.

They
are
expensive
but
I'm,
not
convinced
that
they
are
more
expensive
than
what
the
real
full
cost
of
electrification
would
be
right,
and
so
we
have
to
understand
a
little
bit
more
about
what
that
decision.
Landscape
is
for
us
as
we
proceed
so
that
that's
that's.
You
know
it's
kind
of
a
strategic
answer,
but
but
that's
a
beginning,
at
least
if
it
answers
I.

Certainly
agree
with
all
that
I
think
what
I
would
add
as
well
is
in
our
experience,
working
with
utilities
across
the
country
oftentimes.
The

exact
question
comes
up
in
various
contexts
of
we
don't
have
perfect
information.
So

remember
this:
isn't
we're
gonna
wake
up
tomorrow
in
the
system's
a
hundred
percent
biogas
for
the
system's
100
percent
solar?

is
a
transition,
their
way
and
so
oftentimes
what
these
utilities
do,
and
we
work
with
many
of
them
on
these
projects
is
what
is
the
pilot
or
program
where
we
can
test
some
hypotheses,
see
how
much?
How
much
does
it
actually
cost
to
install
an
electric
air
source
heat
pump
in
Philadelphia
with
the
existing
contractors
Network
and
try
that
in
a
hundred
homes
in
different
places
and
see
how
it
works
out?
So
what
I
would
encourage
is
thinking
about
what
are
those?

What
are
the
hypotheses
you'd
like
to
test
that
the
utility
would
like
to
test
to
determine
which
pathway
is
most
viable
for
them
and
don't
necessarily
commit
fully
to
it,
but
instead
try
it
out
in
small
steps,
highlights
and
programs
studies

so
forth.

know,
I
think
the
other
thing
I
would
add
on.
This
is
a
lot
of
the
concerns
that
were
raised
here
around
the
system-wide
impacts
of
either
electrification
or
use
of
synthetic
gases
and
so
forth.

lot
of
these
are
very
future-oriented
issues.

think
we
can
imagine
a
world
in
which,
starting
today,
a
number
of
new
construction
and
other
buildings
in
Philadelphia
can
immediately
go
all-electric
without
having
to
wait
for
availability
of
fuel
supply
and
so
forth.
So
pilots
and
programs
manage
transition
and
starting
as
soon
as
possible,
to
test
hypotheses
and.

One
following
that
line
marks
are
at
the
founder
of
our
Mi
marks
organization.
Avery
Elevens
has
got
this
fantastic
line
right
that
says,
people
don't
care
about
energy,
they
care
about
hot
showers
and
cold
beers
right,

so
they
care
about
energy
services

made
a
very
important
point
that
has
that
I'd

to
emphasize
here,
which
is
that
we
need
to
think
about
changing
the
governance
structure,
not
the
governance
structure,
the
structure
of
the
organization
itself,

new
tasks

future

next
point
of

you
take
resources
out
of
the
general
fund
to
do
these
things,
but
then
what
about
issues
people
raised
in
reference
to
public
safety
parks,
recreation,
centers,
our
libraries,
you
have
those
who
are
for
and
against
soda
tax.

other
things
which
put
strains
on
our
gentleman
fun
plus.
We
need
to
have
a
significant
well.
We
need
to
have
a
cushion
in
our
general
fund
to
make
sure
that
our
bond
ratings
don't
get
challenged.

we've
got
to
look
at
all
those
issues

that
puts
us
in
a
very
talented,

move
quickly.

pick
the
right
technology,

absolutely

room
to
experiment;
they
a
place,
that's
already.
All-Electric
is
probably
a
place.
That
is,
you,
know,
isolated
and
has
been
forced
to
do
that
thing.
With
that
experience,
the
scale
that
we're
talking
about
at
transitioning,
especially
in
a
climate
like
ours
is,
is
largely
unprecedented
is
unprecedented.

me

clear
that.

the
grid
portfolio,
and
that
from
which
peak
from
which
Pico
draws
its
electricity
right
as
part
of
the
PJM
system
is,
is
a
mix
of
nuclear
Pennsylvania,
has
a
relatively
high
kind
of
contribution
of
nuclear
generation.
Its
electricity's
electricity
backs
natural
gas
and
coal
coal
blow
it
down
so
a
little
hydro
and
then
growing.

Well,
actually,
in
the
70s,
that
was
that
you
know
many
people
remember
that
kind
of
word:
construction,
synth
gas
right
there
was
in
the
70s
in
the
Carter
Administration.
There
was
a
lot
of
experimentation
around
that
and
some
of
those
facilities
were
in
this
region,
so
yeah
plus
there's
also
city
gas,
which
is
a
very
different
thing
from
natural
gas.
But
it.
D
There
are
a
variety
of
sources,
there's
a
bunch
of
ways
to
make
kind
of
synthetic
gas.
You
can
do
things
like
as
long
as
you
have
carbon
from
somewhere
and
hydrogen
h2
from
somewhere.
You
can
use
what's
called
the
Sabatier
process,
which
is
about
a
hundred
year
old
chemical
process
that
requires
very
high
heat
and
that
high
heat
will
reform
those
two
elements
into
ch4,
which
is
methane,
which
is
the
named
for
natural
gas.
The
one
of
the
reasons
why
there's
a
little
more
optimism
around
processes
like
that
is.

There
is
some
new
discovery
recently
in
the
last
10
years,
where
there's
actually
it's
called
bio
method.
Ization
that
uses
an
organic
process,
basically
little
microbes,
that
without
additional
heat,
will
reform
carbon
and
h2
into
methane
without
additional
heat,
which
cuts
out
a
huge
part
of
the
cost
of
synthesizing
new
method
of
making
natural
gas
out
of
these
out
of
these
more
fundamental
elements,
it's
a
it's
a
shockingly
powerful
discovery
that
methane.

And
just
to
that
point,
I
mean
SoCal.
Gas
is
a
really
good
example
of
the
utility.
That's
going
heavy
on
bio
methane.
The
challenge
is
that
in
California,
which
is
a
large
agricultural
state,
they
can
probably
only
cover
about
20%
of
their
natural
gas
demand
with
that
fuel
stock
and
the
concern
would
be
creating
a
market
around
biomethane.
What
sort
of
perverse
incentives
would
that
create,
for
example,
for
agriculture,
so
part
of
the
next
steps
things
need
to
be
understood.

just
want
to
be
clear
that
that
we
are
all
following
that:
there's
a
distinction
between
biomethane,
that
would
come
out
of,
say
the
agriculture
sector
and
the
biomethanation.
That
I
was
talking
about
how
it
uses
a
different
process
other
than
it's
an
organic
process,
rather
than
a
thermal
process
to
make
methane.
So
those
are
two
different
things,
and
my
colleague
mark
here
is
exactly
right
about
the
agricultural
capacity
and
some
of
the
perverse
and
says
I
wouldn't
go
that
way.

knowing
a
little
more
about

agricultural
process
as
I
have
a
degree
from
Penn
State

agronomy,
I'm
an
agronomist,

that
fascinating.

always

controversy

it,

certainly
has
been
eye-opening

it

nation's
largest
municipal

own
gas
utility,
maintaining
over
6,000
miles
of
gas
mains
and
service
pipes
that
deliver
78
million
billion
cubic
feet
of
gas
to
500,000
customers.
Each
year,
PGW
has
been
suffering
from
a
decrease
in
customers
and
in
usage
for
decades.

In
2017
PGW
filed
for
an
11
point,
3
rate
increase,
citing
warmer
weather
patterns
caused
by
climate
change
as
a
cause
as
a
gas.
Only
utility,
PGW
and
the
city
of
Philadelphia
need
to
understand
how
the
utility
can
thrive
financially
to
retain
at
1600
person
workforce
and
provide
necessary
services
to
residents
in
a
lower
carbon
future
PGW
and
the
city
have
agreed
to
undertake
a
business
diversification
study
which
would
provide
a
roadmap
toward
an
environmentally
and
economically
sustainable
future
for
PGW.
That
can
be
a
model
for
other
gas
utilities
around
the
country.

The
study
will
not
only
establish
the
feasibility
of
diversification
recommendations
but
also
calculate
the
cost
of
carbon
reduction
for
each
recommendation.
Lifecycle
costs
and
cost
impacts
for
both
customers
and
PGW
and
show
how
each
recommendation
will
generate
sustainable
revenues
then
identify
whether
the
Philadelphia
marketplace
can
support
and
sustain
each
recommendation.
This
study
will
be
part
of
Philadelphia's
involvement
in
the
Bloomberg
American
cities,
climate
challenge,
which
aims
to
support
cities,
as
they
scale
up
climate
mitigation
efforts
in
the
building
and
transportation
sectors.

While
we're
still
in
the
early
stages
of
drafting
the
scope
of
the
study,
we
believe
that
there
should
be
several
components.
First,
the
study
should
review
opportunities
to
pursue
new
energy
sources.
These
sources
may
include
renewable
natural
gas,
hydrogen,
solar
and
geothermal,
among
others.
Next,
the
study
should
review
new
services
and
business
models.
Examples
of
these
would
be
energy
storage,
micro
grids,
smart
cities,
technology
services
and
increased
weatherization
services.

Additionally,
there
should
be
a
review
of
the
necessary
regulatory
or
legal
barriers
that
need
to
be
addressed
to
enable
PGW
to
pursue
any
of
the
identified
options
and
given
PGW
all
as
a
publicly
owned
utility.
We
believe
that
there
should
be
a
community
engagement
component
to
the
study
to
allow
PGW
ratepayers
to
have
a
voice
in
the
future
of
their
utility
through
the
Bloomberg
challenge.

has
not
only
committed
to
partnering
on
the
study,
but
have
also
agreed
to
pilot
one
of
the
identified
strategies.

generally
speaking,
but
where
we

we
got
here,

there
is
clearly
no
shortage

ideas
about
what
we
need
to
do
next.
The
biggest
questions
after
today
may
be
about
what
mix
of
ideas
is
the
best
mechanism
for
change
and
how
will
that
impact
the
lives
and
lifestyles
of
the
residents
of
Philadelphia
and
that
personal
impact
is
a
legitimate
concern.
Pgw
is
a
municipal,
not-for-profit
utility,
which
means
every
dollar
we
invest
in.

New
projects
was
come
directly
from
our
ratepayers,
more
than
half
of
whom
either
lived
below
or
are
within
stumbling
distance
of
the
federal
poverty
level.
So,
as
PGW
considers
how
to
make
our
energy
even
cleaner
and
as
we
dive
deeper
into
possibilities
for
diversification,
we
must
also
make
sure
that
the
dollars
we
invest
don't
undermine
system,
reliability
and
safety
or
energy
affordability
and
access.
We
never
can
relinquish
our
commitment
to
energy
justice,
making
sure
that
low-income
customers
can
take
advantage
of
lower
cost
energy,
including
natural
gas.
Still
as
a
hometown
utility.

We
are
energetic
supporters
of
the
emissions
reduction
goals
that
Philadelphia
has
adopted
and
we're
engaged
with
the
Philadelphia
Energy
Authority
and
the
Office
of
Sustainability
and
others.
So
we
can
help
achieve
them.
For
example,
as
Christine
mentioned,
PGW
in
the
city
have
agreed
to
work
in
tandem
on
a
PGW
business
diversification
study,
which
we
believe
could
be
a
model
for
other
gas
utilities
around
the
u.s.

we're
involved
and
open,
because
PGW
is
ideally
situated
to
play
a
starring
role
in
Philadelphia's
next
chapter,
because
coordinated
action
is
the
only
way
forward
and
because
redirect
we
recognize
that
each
of
us
must
do
their
part.
Our
scientists
and
engineers
and
regulatory
specialists
have
studied
issues
of
environmental
impact,
sustainability
and
emissions
reduction
for
many
years.

Pgw
is
an
incubator
for
excellence
in
energy
and
inefficiency,
and
can
deliver
vital
local,
real
world
expertise
and
that's
important
because,
as
a
municipal
entity
in
a
heavily
regulated
industry,
PGW
is
often
limited
and
how
fast
we
can
change
and
how.
Far
beyond
our
core
mission,
we
can
go
in
many
instances,
layers
of
local
state
and
federal
regulations
have
to
be
navigated
approvals
from
the
Philadelphia
facilities
management
corporation
from
the
pgc
and
city
council
must
be
sauce.
Understandings
need
to
be
reached
with
our
union.

Leadership
and
agreements
need
to
be
put
in
place
with
any
number
of
city
agencies.
So
there's
a
multitude
of
considerations
that
we
need
to
work
through
in
assessing
the
feasibility
of
an
idea,
no
matter
how
worthy
and
the
process
could
appear,
frustrating
or
ponderous
or
limiting.
But
it
has
not
stopped
us
from
reducing
PGW
s,
corporate
carbon
footprint
by
around
1
million
metric
tons
or
from
launching
what
is
the
longest-running
voluntary
natural
gas
conservation
program
Pennsylvania
and
it
won't
stop
us
from
exploring
bringing
our
energy
renewable
natural
gas
to
Philly.
C
Research
indicates
that
of
less
than
20%
of
the
gas
supply
was
orangy.
It
could
achieve
the
same
greenhouse
gas
reductions
as
converting
every
building
to
electric
only
by
2030,
and
then
you
avoid
the
extreme
costs
and
upheaval
of
mandated
electrification.
So
we've
been
asking
our
natural
gas
suppliers
to
include
than
the
cost
of
our
energy
in
their
pricing,
but
it
remains
too
expensive.
Our
legal
framework
mandates
that
we
purchase
the
lowest
cost
natural
gas
on
behalf
of
our
customers
and
that's
a
part
of
the
energy
justice
commitment.

But
we
think
we
still
can
bring
our
energy
to
Philadelphia
in
a
way
that
gives
choice
to
customers,
we're
working
with
an
orangy
supplier
right
now.
So
that,
in
the
future,
consumers
can
choose
natural
gas
from
an
orangy
choice
in
much
the
same
way,
people
can
choose
electricity
from
a
wind
or
a
solar
company,
even
if
it's
more
expensive
customers
can
then
choose
where
their
price
or
source
is
more
important
and
either
way.

We
must
deepen
our
relationships
with
positive
change
agents
such
as
the
office
of
sustainability,
so
we
can
better
support
their
work
because
at
PGW
we
are
fans
of
renewable
energy
and,
while
there's
a
lot
more
work
to
do,
our
region's
air
is
cleaner
today
than
it's
been
in
a
generation
and
that's
largely
thanks
to
natural
gas
and
renewables
and
new
policies
and
better
practices.
That's
why
we
were
so
excited
when
the
city
announced
its
large
solar
power
procurement
deal.
Not
only
does
it
make
sense
and
directly
curb
emissions.

It
can
also
show
the
way
forward
for
other
municipalities
and
help
to
increase
renewables,
energy
share
of
the
power
generation
market,
and
when
you
consider
how
much
of
Philadelphia's
electricity
comes
from
coal
and
oil,
the
potential
there
is
enormous
and
the
benefits
are
significant.
Members
of
the
committee
PGW
is
here
today,
because
we
do
get
it
as
a
society.
We
need
to
make
more
progress
and
people
are
losing
patience.
That
much
is
clear.

That
much
is
understandable
and
even
though
the
entire
natural
gas
industry
from
its
rigs
and
it's
wells
to
its
interstate
pipelines
to
the
service
lines
beneath
our
streets
contributes
less
than
6%
of
our
nation's
greenhouse
gases.
There
is
still
much
more.
We
can
do
and
much
more.
We
must
do
and
that's
why
local
natural
gas
utilities
like
PGW,
invest
four
million
dollars
a
day
on
energy
efficiency
programs
that
are
reducing
consumption
now,
why
manufacturers
are
targeting
a
50%
boost
in
appliance
efficiency
over
the
coming
decade.

breathe
the
same
air,
you
breathe
the
people
I
work
with
that
p2w
see
what's
going
on
and
we
want
to
continue
to
make
a
positive
difference.
We're
not
anti
environment
to
procure

air,
quite
the
opposite.
The
1600
men

women
of
PGW
support
this
community.
They
do
it
professionally
and
they
do
it
personally.
They
are
part
of
its
fabric,

PGW
is
vital
to
building
an
even

the

it
needs

take

opportunities

universe

opportunities

doesn't
really
look
like
a
good
opportunity

Philadelphia,

here
it
is
just

we

full
universe.

outcomes
based
on
economic
outcomes
based
on
market
viability
in
Philadelphia.

still
sort

behind
the

everything

study
completed
faster
than
that,
because

also
want
to
move
into
that
pilot
implementation
piece
during
that
same
20
month
period.

entity

vice

fattening

I
can
tell
you
is
when
we
look
to
our
suppliers
and
we
asked
them

price
out

on
average

has
come
back
between
400%

1,000
percent,
more
expensive.
So
on
the
one
hand,
there's
the
legal
ramifications
that
require
us
to
purchase
the
lowest
cost
gas.

the
other
hand,
there's
just
a
local
market
condition

might
mitigate
against
that
being
purchased,
and
that's
why
we
think
we
found
a
solution
and
offering
a
choice
to
consumers.

are
consumer,
for
whom
price
is
the
only
driver
of
your
choice,
then
yeah
you
can
certainly
buy
your
natural
gas
from
PGW
as
you
do
now,
but
in
the
same
way
that
with
electricity
you
can
sign
up

solar
power
company

our
a
wind
power
company,
it
still
comes
through
Pico.
You
paid
little
more
for
that.
But
if
that's
something
that's
important
to
you,
then
we
can
certainly
you're
working
on
a
plant
to
facilitate
that
and
how.

answer

that
question
is
that
we're
still
working
that
out,

there
is
a
model

electric
side
that
allows
you
to
do
that.

instance,

sign
up
for
one

those
100%
renewable
electricity
companies

provider
initially,
but
you
still
get
the
electricity
via
Pecos
infrastructure,
but
may
they
still
manage

account
as,
what's
a
certain
degree

discussed
that
there
needs
to
be
a
review
of
all

these
sort
of
legal
and
regulatory
barriers
that
would
currently
exist
and
understanding
how
those
would
connect
to
each
potential
opportunity

recommendation.

if
you
know

sort

lowest
cost
requirement
needs
to
be
looked
at,
the
city
charter
probably
needs
to
look
be
looked
at
on
all
of.

and

requires

us

careful
and
deliberative

decisions
we
make
that
sometimes

kind

extend

time
horizon

making
those
changes.
But
the
commitment
to
getting
involved
in
this
is
what
hasn't
changed.

last
two
testimonies,

I'm

very
concerned
that
the
proposed
diversification
study
does
not
match
the
scope
of
what
had
been
discussed
by
earlier
witnesses.
I
think
that
those
of
us
who
came
today
aren't
just
looking
for
a
diversification
study
but
for
planning
for
a
transformation
of
our
of
our
building
heat
system.

That's
really
necessary
for
transformation
of
our
of
PGW
to
protect
a
livable
climate,
ensure
everyone
can
afford
to
heat
their
homes
and
protect
and
create
the
jobs
and
the
one
other
thing
I
wanted
to
add.
Really
briefly,
is
that
I
think
that
there's
an
appears
that
there's
an
assumption
that
Philadelphia
will
kind
of
be
on
its
own
to
enact
the
transition
to
renewable
heat
I
think
it's
very
wise
to
consider
what
the
city
can
accomplish
with
existing
research.

But
there
is
a
growing
call
for
for
a
green
new
deal
at
the
federal
level
and
I
think
we
should
be
considering
options
that
may
require
federal
investment
as
well
as
options
that
can
be
accomplished
with
existing
city
resources.
There's
a
you

the
day
for
massive
public
investment
from
the
federal
government
in
creating
the
transformation
in
our
energy
system.
That's
needed,
and
one
function
that
I
think
could
be
accomplished
by
the
kind
of
of
PGW
transformation
study.

That's
needed
is
to
identify
what
resources
would
be
needed
from
federal
or
state
government.
In
order
to
accomplish
that,
I
think
it's
it's
good
to
consider
what
we
can
do
on
our
own,
but
if,
but
we
should
not
be
constrained
to
only
those
options
that
can
be
accomplished
without
additional
resources.
So
that's
what
I
wanted
to
say.

Production
of
gas
is
not
going
to
be
able
to
keep
up
with
the
demands
that
we're
creating
right
now
with
many
more
power
plants
also
trying
to
be
built
and
other
guests
consuming.
Industry
is
also
coming
online
and
there
been
signs
that
the
Marcellus
Shale
formation
has
actually
been
on
reaching
peak
production
in
recent
years.
No
they're
not
there.
Yet
we
won't
know
until
the
rearview
mirror.
O
The
PJM
grid
that
were
sitting
in
and
found
that
wind,
solar
and
energy
storage
alone
can
meet.
Our
electricity
needs
with
99.9
percent
of
reliability
with
and
by
2030,
with
no
government
subsidies
cheaper
than
the
status
quo,
and
this
stays
been
sitting
out
there
for
six
years
and
we're
not
acting
on
it.
O
So
there's
no
need
to
view
gas
as
a
bridge
fuel.
It's
not
a
bridge
fuel
there's,
no
such
thing
as
a
transition
fuel,
because
the
true
transition
gets
us
from
A
to
C
by
going
through
B
and
there's
nothing
through
in
this.
That
does
that
what
we're
talking
about
is
putting
money
into
an
investment
dead
ends
where
we're
going
to
end
up
with
infrastructure.
We
need
to
pay
off
over
a
certain
time
frame
and
it
doesn't
help
us
get
to
conservation,
efficiency,
wind
and
solar.
O
It
actually
is
a
barrier
to
that,
because
there's
only
so
much
money
to
work
with
so
the
commune
solutions
we
need
to
be
working
toward.
We
need
to
recognize
that
our
hierarchies
for
this
it
starts
with
conservation.
Just
like
with
the
waste.
We
have
reduced,
reuse,
recycle
right
well,
with
energy,
it
starts
with
conservation
than
efficiency
and
then
depending
on
which
set.
You
are
talking
about
the
different
solutions
which,
for
electricity
is
solar,
wind
and
energy
storage
for
heating.
It's
similar,
solar,
hot
water,
its
geothermal
and
air
source,
heat
pumps
and
electrification.
O
Just
like
with
transportation,
we
want
electrify
things.
Conservation
comes
first,
and
if
we
want
to
find
the
money
that
we
need
to
do
the
investments
that
we're
all
talking
about
today
to
do
this
transition.
That
money
is
in
conservation.
That
money
is
in
efficiency.
There
are
whole
companies
out.
There
are
called
energy
service
companies
that
will
go
to
people's
homes
and
say
I'll
install
things
in
your
home,
and
you
give
me
a
share
of
the
savings
to
pay
me
back
for
that
overtime.
The
city
could
be
doing
that.
O
Pjw
could
be
doing
that
they
can
be
an
energy
service
company
that
can
be
knocking
on
every
door
in
Philadelphia,
creating
a
massive
amount
of
jobs,
saving
money
by
using
less
energy
and
also
helping
them
transition.
That
savings
will
help
finance
the
transition.
Now
methane
is
global
warming
potential,
as
some
of
you
may
have.
This
may
have
come
up
a
right,
but
eighty
six
times
that
of
co2
over
twenty
year
period.
That's
the
latest
science
internationally.
O
O
They
were
concerned
about
this
increase
in
gas
use,
even
though
that's
their
business,
and
they
were
in
researching
this
for
close
to
thirty
years
and
I
said
yeah
I
understand
that
we
have
this
much
leakage
in
the
gas
system
about
three
percent:
that's
worse
than
coal,
for
the
climate,
and
they
said
yes,
that's
right
and
we
will
never
get
the
levels
lower
than
that,
and
this
is
the
industry
itself.
They
know
that
we
can't
make
this
acceptable
for
the
climate,
and
that
same
problem
applies
to
renewable
natural
gas.
O
It's
still
methane,
it's
still
bad
for
the
climate.
The
only
place
it
makes
sense
to
use
so-called
renewable
natural
gas
is
where
we
want
things
to
go
anaerobic
anyway,
like
sewage
sludge,
trash
things
that
are
wind
up
in
a
landfill
and
generate
methane,
regardless,
where
it's
harder
to
capture.
We
want
to
capture
that
in
an
ecosystem,
not
things
like
what
we're
proposing
by
the
oil
refinery
right
now,
where
they're
gonna
take
food
scraps
and
yard
waste
and
make
methane
off
something
that
ought
to
be
Arab
who
could
be
composted?
O
That
makes
no
sense,
especially
right
across
the
street,
from
a
black
community
low
income
community,
where
they
have
big
storage
tanks
that
can
have
explosions
we
want.
We
don't
want
to
see
that
so
the
only
place
that
makes
sense
to
create
this
kind
of
biomethane,
where
it
where
it
would
make
sense
likes
from
sewage
dodge,
is
to
use
it
in
parts
of
the
economy
where
we
have
no
non
burn
solutions.
This
is
like
planes
and
boats
and
certain
industrial
heating
applications.
O
Everything
else,
electricity,
normal
heating
needs
transportation
needs
are
the
other
education
means,
but
except
for
the
planes
and
boats,
there
are
number
and
solutions
for
all
that.
So
we
don't
need
to
be
going
there.
So
I'll
just
wrap
this
up
by
saying
that
gas
produces
the
fewest
jobs
of
any
sector.
There
are
several
studies
on
this
and
it's
the
bomb
list
on
every
single
study,
no
matter
how
you
measure
how
many
jobs
are
being
created
by
the
energy
system.
So
that's
how
PGW
helped
us
transition
create
more
jobs
and
do
it
the
right
way.

committee,
thanks
for
the
opportunity
to
speak
here
today,
my
name
is
Matt
Walker
I'm,
the
advocacy
director
with
clean
air
counsel,
I'll
spare
you
our
blurb
as
I,
normally
give,
and
you
know
I-
probably
sound
like
a
broken
record,
but
we
all
know
the
Intergovernmental
Panel
on
Climate
Change
report
recently
that
says
we
have
11
years
to
substantially
slash
greenhouse
gas
emissions.
If
you
want
to
avoid
catastrophic
climate
change.
P
So
that's
sort
of
the
backdrop
in
which
the
council
is
viewing
a
lot
of
a
lot
of
the
work,
we're
doing
right
now,
I
think
transitioning,
Philadelphia
Gas
Works
to
a
sustainable
energy
utility
that
no
longer
uses
fossil
fuel
natural
gas
and
contributes
zero
greenhouse
gas
emissions
must
be
a
critical
piece
of
meeting
and
actually
surpassing
the
city's
climate
goals.
The
council
is
happy
that
the
Committee
on
Transportation,
Public
Utilities,
is
holding
this
hearing
today.

The
issue
of
how
the
transition
PGW
into
an
environmentally
sustainable
utility
is
a
complex
topic
and
a
robust,
an
inclusive
planning
process
is
required
for
analyzing
the
options
and
holding
PGW
accountable
to
the
plan.
Well,
I
think
this
hearing
is
a
useful
kickoff
at
the
discussion.
The
public
needs
full
transparency
about
what
the
plan
for
the
entire
public
planning
process
is
and
how
this
hearing
fits
into
that
vision
in
order
to
fulfill
the
city's
vision
and
climate
goals.

The
city
must
commission
the
study
of
how
PGW
can
rapidly
transition
fully
off
of
fossil
fuel
based
natural
gas
to
renewable
energy,
with
Net
Zero
greenhouse
gas
emissions.
I'm
happy
to
hear
that
the
office
of
sustainability
is
looking
into
a
transition
study.
I
agree
with
what
Mitch
said
about
you
know
that
not
being
adequate
enough.
We
need
to
really
look
at
how
to
get
them
off
of
fossil
fuel
beasts.

Natural
gas,
like
I,
said
but
I
do
recommend
that
the
committee
here
works
with
the
Office
of
Sustainability
to
try
to
establish
a
Public
Engagement
planning
process
to
solicit
feedback,
hire
consultant
to
perform
an
analysis
about
all
the
options
of
transitioning
PGW
off
of
fossil
fuel
of
natural
gas
and
then
create
a
specific
time
bound
transition
plan.
This
process
should
include
the
following
types
of
elements:
I
have
a
couple
of
recommendations
about
what
this
planning
process
could
look
like
here.

The
study
should
include
the
economic,
environmental,
health
and
safety
costs
and
benefits,
including
details
about
how
the
different
options
would
reduce
greenhouse
gas
emissions
and
harmful
air
pollution.
How
many
jobs
would
be
created,
lost
or
transitioned
and
healthy
options
would
be
financed
for
hold
a
public
hearing
to
present
the
report
and
solicit
public
and
written
comment
about
the
most
preferred
options
recruit
experts
to
provide
written
comments.

hold
stakeholder
meetings
with
the
above-mentioned
groups
to
solicit
additional
feedback
about
the
most
preferred
options
from
the
report.

So
since
the
council
does
not
know
what
the
public
participation
process
for
this
transition
plan
might
look
like,
I
do
want
to
offer
some
very
initial
recommendations
about
potential
areas
for
which
to
recruit
experts
to
look
at
or
to
further
explore
in
a
study
first
help.
Each
PGW
can
greatly
accelerate
its
energy
efficiency
programs
and
incentives
for
low-income
households,
including
subsidizing
home
repair
and
weatherization.

Second,
the
feasibility
of
hydrogen
produced
by
renewable
energy
or
synthetic
gas
in
PG
w's
existing
pipeline
network.
The
study
should
determine
the
potential
markets
and
business
opportunities
of
producing
these
fuels
at
the
industrial
scale
scale
required
for
meeting
pdws
needs.
They
should
also
identify
how
much
hydrogen
could
effectively
effectively
be
blended
in
to
the
gas
the
feasibility
of
PDW
developing
into
an
entity
that
could
sell
or
lease
a
variety
of
renewable
energy
or
energy
saving
technologies
related
to
heating,
water,
heating
and
electricity
generation.

A
non
exhaustive
list
of
potential
technologies
would
include
to
clean
the
feasibility
study
for
heating.
The
water
heating
could
include
passive
solar
units
for
heating,
water,
on-demand
water,
heating,
geothermal
systems
and
fifth
generation
district
heat
networks,
as
reference
in
earlier
testimony,
and
for
how
PGW
could
overcome
legal
and
regulatory
obstacles
to
become
an
entity
or
form
one
that
could
sell
or
lease
rooftop
photovoltaic
systems
to
its
customers.

The
study
should
calculate
how
much
of
pdws
business
model
could
be
based
on
these
renewable
energy
technologies,
as
opposed
to
delivering
a
mix
of
hydrogen
or
other
types
of
gas.
The
council
urges
the
committee
on
transportation
public
utilities
to
advance
a
public
engagement
process
to
analyze
how
to
transition
PGW
to
a
sustainable
energy
utility
that
can
play
a
vital
role
in
Philadelphia's,
a
renewable
energy
future.
We
also
urge
you
to
delay
any
decision
on
pdws
proposed
LNG
plant
until
after
this
entire
planning
process
analysis
and
a
long-term
PW
plan
is
completed.

entity

of

up
our
sleeves
and
kind

work

these

a
whole
wide
range
of
perspectives,

an
administration

they

cuz

anticipating
this

a
longer
conversation,

they

a
specific
timeline

what
they
have
to
do:

I,
think
you
chaired
on
some
members
of
the
committee.
I
have
submitted
testimony
that
I
will
summarize,
in
short,
to
keep
things
moving
I'm
here
to
support
bill,
one
eight,
zero,
nine,
seven,
six,
which
authorizes
the
purchase
of
electricity,
natural
gas
and
vehicle
fuel
for
the
city
for
its
facilities
to
be
delivered
through
fiscal
year.

2023
in
2010
council
authorized
the
city
to
make
electricity
purchases
for
FY
2011
through
FY
2014
in
2012,
Council
extended
that
authorized
authorization
to
FY
2015
and
has
continued
granting
additional
authorizations.
In
subsequent
years,
the
mayor
issued
an
executive
order
creating
an
electricity
supply
advisory
committee,
the
City
Council
committee
chairs
for
transportation
and
utilities,
Public
Works
and
the
environment,
or
their
representatives
serve
on
this
committee.
The
electricity
supply
Advisory
Committee
reviewed
the
electricity
purchasing
strategy
and
has
been
kept
abreast
of
the
purchases.

The
city's
Energy
Office
serves
as
the
primary
manager
of
the
procurement
of
electricity,
natural
gas
and
vehicle
fuel
for
the
general
AV
and
water
funds.
The
offices,
energy
procurement
work
is
guided
by
the
city's
municipal
energy
master
plan
and
through
conversations
with
the
city's
finance
department,
water
department
and
the
Philadelphia
International
Airport.
The
Energy
Office
strives
for
the
city's
energy
procurement
to
be
low,
cost,
to
provide
budget
certainty
and
have
transparent
pricing,
and
to
do
so
by
increasingly
using
clean
and
renewable
energy.

The
electricity
supply
portion
of
the
total
bill
is
about
2/3
of
the
total
electricity
cost.
The
city
has
successfully
managed
our
supply
cost
by
purchasing
in
the
wholesale
electricity
market
and
staggering
our
purchases
to
limit
the
risk
of
paying
a
premium
for
electricity.
The
proposed
ordinance
would
authorize
the
city
to
make
agreements
for
delivery
of
electricity
in
FY
23
through
a
state
regulated
licensed
service
provider.
The
city's
licensed
service
provider
was
selected
through
a
competitive
process
and
acts
as
the
city's
agent
and
making
purchases
in
the
regional
electricity
marketplace.

The
city's
licensed
service
provider
will
serve
as
a
key
partner
in
the
recently
approved
contract
between
the
city,
the
Philadelphia
Energy
Authority
and
Adams
solar
LLC
building
on
a
strong
and
growing
relationship
with
the
Philadelphia
Energy
Authority.
The
ordinance
includes
a
provision
that
requires
the
administration
to
a
full,
inform
a
designated
representative
of
the
p
EA
of
the
city's
intent
to
make
the
purchases
and
considers
a
timely
advice
provided
by
the
PA
on
purchases.

In
closing,
I
anticipate
that
this
procurement
approach
will
continue
to
lower
the
city's
electric
natural
gas
and
motor
fuel
bills,
while
protecting
the
city
from
potential
escalation
and
energy
prices
over
the
next
several
years,
it
will
contribute
to
competitive
prices
and
budget
certainty
for
the
city's
utilities.
It
will
also
allow
the
city
to
continue
to
seek
opportunities
to
increase
its
purchase
of
clean
renewable
energy
through
projects
such
as
the
Adams
solar
project.
