The Committee on Transportation and Public Utilities of the Council of the City of Philadelphia held a Public Hearing on Wednesday, March 14, 2018 to hear testimony on the following items:
180170 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No. 322 by striking from the City Plan and vacating Glenloch Place from Megargee Street to its terminus northeastwardly therefrom, striking from the City Plan and vacating Ditman Street from a point southwest of Tolbut Street to its terminus further southwestwardly therefrom, and striking from the City Plan and abandoning a certain drainage right-of-way which extends between the said termini of Glenloch Place and Ditman Street, under certain terms and conditions.

place

Dittman
Street

the
area.
This
is
a
former
Linden
field,
public
housing
site
currently
vacant.

of
this
bill
is
to
allow
the
redevelopment
of
this
area
to
be
an
athletic
field.
The
City
Planning
Commission
is
scheduled
to
consider
bill
number

zero
one,

that

meeting

20th

a
staff
recommendation
for
approval.

for
over

project

that
are
much
welcomed
in
the
people
that
we
represent
and
the
entire
northeast

sure
we
stay
up
the
press

the
things
that
septa
is
doing.

are
pleased

be
here
today
to
submit
testimony
about
our
efforts
to
implement
SEP,
this
key
new
fare
payment
system
and
how
we
have
communicated
those
efforts
to
our
customers,
our
employees
and
other
stakeholders.
The
septa
key
offers
a
host
of
options
for
seamless
travel
and
flexibility.
The
contactless
chip
cart
is
reusable
reloadable
and
replaceable.
Unlike
the
current
Pass
customers,
don't
have
to
stand
in
line
every
week
or
every
month
to
purchase
a
new
cart.

They
can
simply
load
and
reload
a
pass
on
their
key
card
or
put
funds
onto
a
travel
wallet
with
cash
or
credit
or
debit
at
major
sales
locations
and
kiosks
and
use
their
credit
and
debit
cards
online.
In
the
past
loss
passes
could
not
be
replaced,
but
with
the
septa
key
customers
who
register
their
card
can
now
report
a
missing
card
by
phone
or
online
and
move
their
fare
product
to
a
new
card.

For
many
decades
to
educate
our
customers,
we
established
a
website
with
how-to
to
videos
that
walk
them
through
how
to
get
a
card
register
a
card
and
use
their
key
card,
but
recognizing
that
many
people
are
more
comfortable
with
one-on-one
interaction.
We
have
deployed
65
ambassadors
in
the
field
to
educate
and
introduce
customers
to
the
septa
key.
These
ambassadors
have
been
invaluable
in
helping
to
guide
our
customers
through
the
steps
of
the
new
product
at
kiosks.

We
also
have
ambassadors
staffing,
the
septa
key
mobile
truck,
going
out
into
the
community
to
assist
people
getting
their
cards
using
iPads
to
help
them
register
the
new
key
card.
We
have
found
that
personal
interaction
has
been
very
helpful
and
our
customers
appreciate
being
able
to
ask
question
and
receive
immediate
assistance
that
personal
connection
has
also
extended
into
the
communities
which
we
serve,
where
we
have
participated
in
more
than
200
sub
two
key
events.

Many
of
these
events
have
been
initiated
or
facilitated
by
you,
members
of
council,
and
we
look
forward
to
continuing
to
work
with
you
to
schedule
more
events.
We've
also
had
outreach
events
with
interpreters
in
Chinatown
and
Latino
communities
and
efforts
to
assist
disabled
riders
in
registering
for
key.

We
have
recently
held
a
series
of
open
houses
for
social
service
agency
partners
to
help
them
assist
with
their
clients,
with
transition
from
tokens
to
the
keycard
we
had
one
this
morning
and
we've
had
a
series
of
three
open
houses
with
more
than
250
individuals
attending
those
open
houses,
and
we
have
plans
for
more
open
houses
and
more
one-on-one
interaction
with
each
of
those
agencies
to
widen
our
efforts.
Even
further
Sept
incorporates
key
messaging
into
our
sponsorship
with
KYW
news.

Radio
Sept
is
also
a
consistent
advertiser
in
Metro,
which
is
one
of
the
city's
most
highly
circulated
free
papers,
nobly
found
at
near
key
areas
of
public
transit
of
stations
and
facilities.
Our
current
efforts
and
future
efforts
also
include
spanish-language
media,
including
newspaper
television,
and
continued
advertising.

One
of
the
most
effective
meet
methods
of
engagement
has
been
our
partnership
with
elected
officials
on
engaging
seniors,
giving
seniors
the
opportunity
to
sign
up
for
their
septic
ecept
a
photo
ID
card
at
their
local
philadelphia
city
council,
state
representatives,
office
and
state
senators
office
has
been
convenient
and
successful,
and
we
thank
those
members
of
council
for
their
assistance
in
this
effort
and
getting
the
word
out
and
getting
our
seniors
signed
up.
I
know
we
just
met
a
couple
weeks
ago
with
Councilwoman
Blackwell,
and
we
have
some
events
scheduled
with
your
office
for
the
senior.

So
thank
you
for
your
efforts.
Councilwoman
we've
also
worked
with
the
media
and
promoting
the
new
fair
system
and
helping
people
under
stay
in
the
transition
to
septic
e.
We
issue
press
releases
to
highlight
each
new
milestone
along
the
way
and
find
opportunities
to
remind
customers
to
make
the
switch
to
the
septic
key.
We
have
taken
a
very
deliberate
and
gradual
approach
to
help
customer
ships
shift
to
this
up
to
keep
giving
there
become
ample
time
to
make
a
transition
with
more
customers.

Switching
to
the
septic
e
septa
has
recently
announced
that
token
and
transfer
sales
will
end
at
bus
depots
on
Monday
April.
The
second
currently
force
up
the
bus
districts,
including
Allegheny
Cal,
Hill,
Germantown
and
southern
sell
tokens
and
magnetic
strip
trans
passes
to
help
custer's
met
customers
make
the
transition.
The
septic
e
mobile
truck
will
visit
each
of
those
locations
on
several
occasions
to
help
those
customers
to
get
a
septic
e
cart.
Septa
will
also
begin
phasing
out
the
sale
of
tokens
at
regional
rail
stations
between
Friday
March,
the
23rd
and
Friday
April.
The
6th.

This
phase-out
will
start
at
stations
with
a
low
volume
of
token
sales
before
moving
to
busier
stations
on
April
the
6th,
including
Temple
University
Jefferson,
suburban
and
30
30th
Street
in
the
university
city
stations,
while
tokens
will
continue
to
be
accepted
for
the
foreseeable
future.
We
continue
to
encourage
customers
using
tokens
and
passes
to
make
a
switch
to
this
up
to
key.
We've
been
very
encouraged
by
the
customers.
Willingness
to
make
this
change
and
the
numbers
to
tell
and
the
numbers
tell
the
story
to
date.

115,000
seniors
have
converted
to
the
senior
cart
with
more
than
10
million
trips
on
the
key
card.
Also
19
thousand
reduced
fare
cards
have
been
issued
for
the
disabled
community,
with
more
than
600,000
reduced
fare
trips.
Taken
when
we
look
at
the
percentage
of
transit
trips
for
key
cards
versus
legacy
products,
we
have
found
that
more
than
50%
of
all
fare
products
are
now
used
with
the
weekly
with
the
septa
keycard,
with
weekly
passes
at
72%,
the
monthly
and
travel
wall
at
50%
and
all
senior
trips
at
60%.

been
pleased
with
the
rate
of
transition
and
the
feedback
we've
received.
We
recognize
that
we
have
an
obligation
to
continue
to
educate
and
help
those
who
have
yet
to
switch
on
behalf
of
septa.

septic
key
systems
modernizing
SEPTA's
fare
payment
and
collection
system
by
offering
riders
a
variety
of
payment
choices
to
suit
their
travel
needs.
The
septa
key
allows
ease
of
movement
for
Philadelphia
riders
throughout
the
city
and
surrounding
areas.

Our
office
ODIs
has
coordinated
key
introduction
in
between
septa
and
as
through
several
means,
including
convey
convening
quarterly
meetings,
pre
notice
and
Planning
Commission
receptive
staff
to
track
the
changes
in
key
use,
Comparative
legacy
system
receiving
feedback
from
the
septa
citizens,
advisory
committee,
City
caucus
who
have
helped
to
pilot
key
use
and
by
coordinating
meetings,
Prine
septa
staff
and
city
agencies
to
discuss
upcoming
changes
to
bulk
buying
affair
instruments
for
their
clients
and
staff.
In
this
case,
disposable
fare
cards
rather
than
tokens.

We
also
organized
outreach
with
the
criminal
justice
community,
including
defender
Association
of
Philadelphia
office
of
Criminal
Justice,
the
District
Attorney's
Office
Municipal,
Court
Ryze,
and
the
Philadelphia
Department
of
prisons,

we
met
with
representatives
of
the
school
district
as
well.
Septa
has
been
a
willing
partner,
listening
and
responding
to
see
the
agencies
and
making
accommodations
to
minimize
negative
impacts
during
the
transition.

majority

customers

septa
and
ride
and
our
seniors
already
have
their
key
card.

of
the
big
changes
was
January
to
16
when
we
started
to
when
we
stopped
accepting
Medicare
cards,
and
that
was
at
the
direction
of
PennDOT
that
we
would
stop
accepting
Medicare
cards.
We
saw
a
very
large
increase
in
the
numbers
of
seniors
coming
to
12:34
Market
Street,
going
to
local
elected
officials
offices
to
get
their
key
cards.

also
want
to
say
publicly
I
know
a
lot
of
times.
Y'all
may
get
a
raw
deal
from
the
public
when
we
talk
about
raising
fairs
and
things
of
that
sort.
But
I
do
like
to
remind
people
that
thing
was
about
a
year
or
two
ago,
stuff
that
was
rated,
that
number
one
transportations
company,
not
only
in
the
city,
not
the
state,
but
the
country.

Nevertheless,
I
remember
when
I
participate
in
the
organization
car
city
here,
which
I'll
support
and
my
board
member,
but
about
20
years
ago,
when
I
served
as
a
staffer
with
City
Year
I.
Remember
we
had
we
had
a
training
program
we
went
to
and
in
Cleveland
Ohio
and
we're
at
this
place
called
the
flats
and
I
missed
a
bus
to
take
me
back
to
whoever
was
the
location
and
we
were
are
gathering
in
and
Councilman
Chopin,
Bergen
and
squalor
and
Oh
down
in
Cleveland.

an
update
from
Jeff
Kurr
knuckle
on
some
time
ago
about
the
renovation
and
the
work
that
you're
gonna
be
doing
underneath
Walnut
Street,
you
know
the
Walnut,
Lucas,
subway,
stop
and
so
forth,
and
so
those
things
I
believe
are
going
to
be
a
part
of
taking
the
city
for
the
offer
to
the
next
level
from
the
infrastructure
standpoint.
It's
one
of
the
things
when
your
team,
we
our
dedication
and
keeping
us
on
the
map,
as
relates
to
public
and
mass
transportation.

the

district
in

moving
to
a
new

scholar,
chip
and
we've
been
working
with
them
to
see
if
that
card
can
not
only
be
used
for
you
know,
student
identification
purposes
and
the
needs
of
the
school
district,
but
also
provide
for
transportation.

eligible

we

it
listed
on
our
set

the
forms
of
identification
and
the
information
that
would
be
valid
to
prove
that

eligible

senior
free
travel

First,
we
recognize
and
appreciate
SEPTA's
outreach
and
marketing
efforts
to
make
the
transition
easier.
Unfortunately,
the
current
proposal
from
septa
as
I
understand
it,
is
to
offer
the
keycards
to
us
as
nonprofits
after
we
create
a
business
account
in
trip
passes.
Not
one
only
have
the
ability
to
purchase
the
cards
online
and
in
lots
of
50
or
more.

Those
who
support
the
disenfranchised
and/or,
financially
inhibit
users,
due
to
their
current
circumstances,
seem
to
segregate
an
entire
population
of
individuals
and
agencies
that
use
single
tokens
or
two
to
three
tokens
as
outreach
tools
and
incentives
to
support
those
in
vulnerable
individuals.
We
should
be
serving
with
public
and
quasi
public
dollars.
I
am
here
to
advocate
for
a
better
solution
that
is
strength
based
and
not
financially
or
technology
technology.
Punitive
to
the
poor
homeless,
mentally
ill
and
seniors,
we
as
nonprofits
strive
to
protect
and
serve
daily.

Several
other
organizations
on
whose
boards
I
serve
including
self
incorporated,

emergency
housing
and
other
services
to
people
who
are
homeless,
the
Center
for
families
and
relationships
which
provides
Family
Therapy
to
children
and
families
receiving
medical
assistance,
preventing
HIV
project
which
provides
HIV
testing
the
substance
abusers,
such
less
substance,
users
and
others
in
Kensington.

The
tenant
union
representative
network,
which
provides
rental
assistance
and
tenant
education
and
advocacy
services
and
the
African
Cultural
Alliance
of
North
America,
which
provides
a
wide
array
of
health
and
social
services
to
African
and
Caribbean
families
in
South,
West
Philadelphia.
Clients
of
each
of
these
programs
will
I
heavily
on
tokens
provided
by
these
agencies
in
order
to
access
services
and
supports
they
need
on
a
daily
basis,
as
I'm
sure
you'll
hear
from
others.

Mothers
unable
to
take
their
children
to
childcare
in
the
morning
or
pick
them
up
at
the
end
of
a
day's
hard
work.
People
in
recovery
from
addiction
not
able
to
attend
12-step
meetings
or
participate
in
the
treatment
program
that
keeps
them
clean,
homeless
families
unable
to
get
themselves
to
the
shelter
the
shelter
bed
waiting
for
them.
At
the
other
end
of
the
city,
immigrants
not
able
to
get
to
the
I&S
hearing
that
will
determine
whether
they
can
stay
in
the
united
states
fathers
unable
to
get
to
the
food
pantry.

They
rely
on
to
feed
their
families,
senior
citizens
unable
to
get
a
free
lunch
at
the
neighborhood
Senior
Center
or
the
parent
whose
child
is
in
foster
care
unable
to
get
to
the
one
visit
of
the
week
they
are
allowed
to
have
with
their
children
every
day.
Thousands
of
philadelphians
overcome
these
obstacles
by
relying
on
tokens
and
trans
passes
provided
to
them
by
agency
workers
for
the
basics
they
need
to
live,
and
these
agencies
spend
hundreds
of
thousands
of
dollars
purchasing
these
items
from
septa
every
year.

Last
Thursday
I
got
an
email
from
a
colleague
whose
organization
is
a
member
of
the
Alliance
of
community
service
providers,
which
represents
primarily
agencies
providing
behavioral
health
services,
noting
that
septa
had
scheduled
meetings
on
March,
7th
and
March
14th
to
explain
the
transition
to
key
cards.
Unfortunately,
my
organization
is
not
a
member
of
the
Alliance,
so
we
didn't
know
that
we
would
never
have
known
that's
not
for
a
caring
colleague
who
thought
we
might
need
to
know.

Turning
points
for
children
is
now
one
of
the
largest
nonprofit
contractors,
with
the
city
of
Philadelphia,
serving
10,000
children
annually
in
our
various
programs,
hundreds
of
other
organizations,
both
large
and
small,
also
contract
with
the
city.
Yet
we
have
asked
our
city
partners
what
they
know
about
the
septa
transition
they
expressed
ignorant
and
tell
us
to
wait
and
see
it's
great
that
septa
reached
out
to
behavioral
health
providers
through
the
alliance
and
I
hope
they
also
reached
out
to
other
coalition's
which
have
nonprofit
organizations
as
their
members.
Unfortunately,
none
of
those
messages
reached
us.

We
suggest
that
septa
officials
reach
out
to
their
partners
and
city
state
and
federal
government
and
get
a
list
of
agencies
funded
by
them.
That
may
need
to
give
tokens
to
their
clients
and
participants,
their
clients
and
participants
can
receive
services.
Perhaps
scepter
could
reach
out
to
other
nonprofit
networks
such
as
the
Pennsylvania
Council
for
Children
Youth
and
Family
Services,
the
Greater
Philadelphia
Cultural
Alliance,
the
Coalition
Against
Hunger,
the
Philly
Homes
for
Youth
Coalition,
which
I
quote
co-chair
and
other
groups
perhaps
set
septa,
could
send
a
press
release
to
generosity
the
online
daily
newsletter.

It
covers
the
nonprofit
community
or
one
the
social
media
campaign
to
attract
attention
to
its
plans
on
the
bi-weekly
basis,
I
edit,
and
send
out
an
email
newsletter
for
United
Way
of
Greater
Philadelphia
in
southern
New
Jersey
that
reaches
as
of
last
week.
Fourteen
thousand
four
hundred
and
ninety
one
subscribers
all
of
them.
People
who
work
in
nonprofits
located
in
communities
served
by
septa
throughout
the
region.
Fourteen
thousand
four
hundred
and
ninety

nonprofit
subscribers,
perhaps
septa,
should
have
reached
out
to
me.

Of
course,
it's
not
too
late
for
septa
to
get
the
word
out
on
the
changes
it
is
making.
It
should
be
meeting
with
nonprofit
leaders
now
to
make
sure
that
whether
this
doing
makes
sense
to
the
people
in
the
community
who
who
will
need
to
provide
the
new
key
cards
to
their
clients
and
that
the
schedule
for
introducing
the
new
approach
makes
sense.
It
should
be
winning
a
public
education
campaign
on
how
to
use
the
new
passes
designed,
especially
for
those
with
low
literacy
who
may
have
difficulty
navigating
the
new
digital
environment.

know
they're
trying
hard,
but
septa
needs
to
try
harder.
My
hope
is
that,
as
a
result
of
your
hearing
today,
septa
will
improve
its
efforts
to
assure
that
the
tens
of
thousands
of
Philadelphians
who
rely
on
tokens
provided
to
them
by
social
service
agencies
know
what
to
do
when
the
new
passes
are
introduced.

many
of
us
ready
to
help
get
the
word
out,
but
in
this
case
it
makes
more
than
to
to
partner,
and
that
will
only
work
if
septa
does
a
much
better
job
of
reaching
out.

looking

create

product
that

plus
a
transfer.

of
the
other
things
that
we
heard
about
was
that
some
agencies
don't
need
50
cards.
They
may
only
need
five
or
ten,
so
we're
looking
to
reduce
that
purchase
to
meet
the
needs
of
those
agencies.

thing

we
are
working
to
put
into
places
rather
than
to
buy
the
product
via
mail
order
and
incur
the
shipping
costs,

those
products
where

come
to
our
sales

afford

we
want
to

kind

way
that
maybe
people

have
access
cards

low-income

get
some
kind
of

citizens

school
tokens

concerns

understand

time

changing

be
more
adapt
to

to
put
money
on

only
have

system

cards

when
you

days
before
we
make

are
committed
to
working

customers

those
