A
Hello
and
welcome
to
public
comment:
I'm
councilmember,
at-large,
Derrick,
green
and
I.
Thank
you
for
joining
me,
happy
New,
Year
to
you
all.
2019
is
shaping
up
to
be
a
very
busy
but
promising
and
positive
one
here
in
Philadelphia
a
group
that's
been
contributing
significantly
to
the
changing
tide
of
education.
Opportunity
here
in
the
city
is
year
of
Greater
Philadelphia,
a
non
profit
workforce
development
organization
that
aims
to
close
the
opportunity
divide
for
young
people
aged
18
to
24,
executive
director
of
San,
Carlos
and
recruitment.
A
Welcome
back
to
public
comment.
Joining
us
today
is
mr.
ensign,
Charles
executive
director
of
Europe
Greater
Philadelphia.
Now
Europe
is
an
outstanding
organization
really
providing
opportunities
for
leadership
for
young
people
in
the
city
of
Philadelphia
and
throughout
the
region.
Mr.
Charles
welcome
to
public
comment.
Thank
You
councilman
happening
no
problem.
So
what's
your
history
with
Europe?
What
tell
us
more
about
this
organization
and
the
phenomenal
work
they
do
in
a
Greater,
Philadelphia
region,
excellent.
B
So
Europe
is
approximately
19
years
old,
we're
located
in
26
cities
throughout
the
United
States
we've
trained
just
about
20,000
young
adults
to
move
from
low-wage
jobs
into
meaningful
careers
in
just
a
year.
Here
in
Philadelphia
we've
been
here
for
about
five
years.
We
serve
about
a
hundred
and
sixty
students
a
year.
You
know
in
the
market
and
again
we're
just
doing
everything
that
we
can
to
help
young
adults,
lift
themselves
up
right
and
create
meaningful
opportunities.
B
A
B
Once
again,
it's
it's
one
year
to
a
career,
so
it's
a
one-year
intensive
training
program
that
combines
six
months
of
skills,
training,
classroom
training
and
six
months
of
on-the-job
training
here
locally
we're
partnered
with
Pierce
College.
So
every
one
of
our
students
is
dually
enrolled
in
into
college
and
through
their
course,
coursework
they're
also
earning
credits
towards
college
completion
and
then
for
the
second
six-month
period
they
go
into
an
internship
with
a
top
corporation.
We
have
over
250
corporations
across
the
country,
mostly
fortune
500.
You
know
firms
here
in
local.
B
B
Typical
student
for
us
is
a
student
who
really
has
the
grit
and
determination
to
improve
themselves
right.
It's
not
necessarily
about
the
student
who's
ready
for
college.
It's
not
necessarily
about
the
student
who
knows
exactly
what
they
want
out
of
life
just
yet
it's
a
wonderful
opportunity
for
them
at
no
risk
at
no
cost.
B
You
know
it's
themselves
for
most
of
our
students
to
come
in
and
really
train
in
a
discipline
like
information
technology
like
software
engineering,
like
financial
operations
and
then
get
some
hands-on
experience,
and
it's
an
opportunity
for
those
companies
to
evaluate
those
young
adults
for
potential
employment.
But
it's
also
an
opportunity
for
those
young
adults
to
evaluate
those
companies.
You
know
for
the
types
of
careers
that
they
may
want
to
sit
in.
You
know
for
the
next
10
or
20
years
now.
B
A
B
Year
we
convert,
hopefully
right
about
45
percent
of
our
students
nationwide
and
again
this
year
will
train
about
4,000
students
nationwide
about
45%
of
those
will
roll
directly
into
full-time
opportunities
by
the
sponsoring
companies.
Others
will
continue
into
college
right
and
making
sure
that
they're
moving
toward
completion
of
an
associate's
or
a
four-year
degree
and
others
will
just
take
the
skills
and
the
training
and
support
right
and
go,
find
new
careers
and
be
much
better
equipped
to
perform
from
day
one
well.
A
C
I've
been
here
for
nine
years
and
I
heard
a
lot
of
different
calls
carefully
cut
the
blue
wire,
not
the
red
I
try
to
help
with
whatever
questions
that
come.
My
way
so
place
the
first
chopstick
between
your
middle
finger
carefully.
Do
you
own
one?
We
like
to
get
the
job
done.
Okay
and
may
I
have
the
address
where
you
report
the
illegal
dumping
I'm.
A
A
D
D
D
All
different
ways:
it's
just
about
really
what's
convenient
for
the
student.
You
know
we
are
very
present
not
only
in
the
community
but
also
have
a
very
strong
social
media
presence
as
well.
So
it's
really
just
about
just
making
that
first
step,
but
just
reaching
out
to
us
and
any
one
of
those
different
manners.
Whether
you
call
me
whether
you
visit
our
website
or
whether
you
just
DM
us
on
Instagram,
okay,.
A
So
clearly,
you're
using
social
media
in
all
the
digital
tools
to
get
people
engaged
and
amenable
to
becoming
part
of
Europe.
That's
what
would
you
say
to
the
young
person
who's,
not
quite
sure
what
they
want
to
do?
They
came
out
of
high
school
and
then
don't
know
what
to
do.
How
would
you
encourage
them
to
become
a
or
reach
out
to
you
about
Europe.
D
Absolutely
a
couple
things
first
thing
is
that
she
really
got
to
be
the
change
that
you
want
to
see
if
you're
hungry
and
you
want
to
do
something
different.
You
want
to
be
someone
different.
Then
you
have
to
take
the
first
step
and
always
the
first
step
is
the
hardest
step.
So
take
that
risk.
You
know,
take
that
investment
on
yourself
and
just
give
us
a
call.
You
know
it's
a
totally
free
program.
Excuse
me,
so
it's
all
about
just
taking
that
first
step.
D
Just
contact
us
I'll
be
more
than
glad
always
greet
people
with
a
smile,
and
you
know
just
ask
that
question.
You
know
the
whole
entire
admissions
team
is
really
here
just
to
help
you
figure
out,
it's
all
about
figuring
out
what
pathway
works
best
for
you.
It's
not
always
the
traditional
route,
that's
right
for
the
students
and
it's
all
about
figuring
out
really
what
that
pathway
is,
and
so
just
give
us
a
call
contact
us
and
we'll
be
glad
to
just
talk
to
you
about.
You
know
what
are
some
of
your
wants.
Your
needs.
D
A
Europe
sounds
like
a
phenomenal
program.
We
hope
as
many
people
participate
and
learn
that
Europe
knowing
this
interview,
but
through
the
work
you
do
in
social
media
I
want
to
thank

A
Let's
jump
right
into
our
social
media
segment,
people
are
talking
about
hot-button
issues
like
the
partial
federal
government,
shutdown,
property
tax
assessments
and
marijuana
legalization
question
one.
The
ongoing
government
shutdown
is
hitting
home
here
in
Philly,
as
many
people
are
feeling
a
pinch.
In
what
ways
are
you
being
affected
from
Denise
pride?
Our
friend
shared
that,
after
spending
four
thousand
dollars
to
remove
a
hundred-year-old
tree
from
her
property
because
of
plumbing
issues,
the
shutdown
occurred,
she's,
a
federal
employee
who
was
putting
her
son
through
college
and
watching
over
her
senior
mother.
A
She
said
that
our
savings
are
depleting
her
question.
What
are
your
thoughts
on
a
new
property
tax
assessments
from
Sean
know?
I
personally
would
like
my
neighbor
to
improve.
So
if
my
house
gets
assessed
better
than
last
time,
I'd
like
to
see
those
increases
go
to
better
police
patrols
and
community
based
events,
question
three:
the
legalization
of
recreational
and
medical
cannabis
is
gaining
traction
across
the
country.
A
Should
it
be
legal
in
Pennsylvania,
from
Denise
goings,
I'm,
tired
of
passin
justices
and
major
sentences
for
minorities
who
used
and
sold
a
plant
that
is
less
dangerous
than
alcohol.
Now
the
majority
will
be
investing
in
a
plant
harvested
and
manufactured
after
the
fear
and
devastation.
The
criminal
justice
system
has
instilled
as
deep
in
our
communities.
We
need
to
make
sure
everyone
benefits
if
it
is
legalized.
A
That's
a
wrap
for
this
edition
of
public
comment.
Many
things,
our
first
guess
of
2019
Hasan,
Charles
and
Ariel
Peterson
of
year,
upgraded
Fadel,
fear
for
being
with
us
and
even
bigger.
Thank
you
to
you,
the
viewers
and
the
citizens
of
our
great
city.
I'll.
Leave
you
with
these
words
for
the
Reverend
dr.,
Martin,
Luther,
King
jr.
life's
most
persistent
and
urgent
question
is
what
are
you
doing
for
others
until
next
time,
Kosmic
Derek
green,
take
care.
